METHODOLOGY The 2019 Fox Cities Economic Outlook Survey was conducted by the Fox Cities Regional Partnership, the economic development division of the Fox Cities Chamber of Commerce, in early January and included the participation of 194 businesses and organizations located in Outagamie, Calumet and the northern portion of Winnebago Counties. Respondents fell within the following categories:
