The newly formed Steiner Ranch Neighborhood Association is already using its clout to try to halt further development of high-density multi-family housing in the Four Points community. Beginning on Friday, April 20, organization members and officers began canvassing neighborhoods, soliciting signatures from Steiner residents on a petition opposing Taylor Morrison’s efforts to re-zone remaining undeveloped land tracts to Community Commercial, Mixed Use and Conditional Overlay. If re-zoned, it would allow for high density multi-family dwellings not permitted under the current property zoning regulations. Petition documents created by SRNA Development Committee co-chairs Gregory Milligan and Cindy Thompson state that the new developments could produce more than 800 additional households within the boundaries of Steiner, mostly high density multifamily units at the front of the subdivision. This would include 246 apartments between Canyon Glen and Quinlan Crossing (MU-1B), 298 units on Steiner Ranch Boulevard between the Monterone apartments and the Steiner Ranch Steakhouse and 180 duplexes on the corner of Quinlan Park Road and RR 620. Milligan and Thompson developed the petition after speaking with Travis County Precinct 2 Commissioner Sarah Eckhardt who suggested that the best course of action to counter plans for the highdensity development is through “moral suasion”. “The petition can give us solid numbers of how

board members and volunteers, is going door-todoor to solicit signatures. “I’d like to get as many as I can.” SRNA’s petition cites several anticipated effects as the basis for advocating against the proposed multifamily dwellings: local traffic and safety concerns will worsen, area schools will become overcrowded, public services efficiency and neighborhood security will decrease and property values will decline. With four young children, Penni Hafer is most concerned about the strain that the increase in population to the Steiner neighborhood will cause on the school system as well as traffic safety issues stemming from the added cars on its roadways. “We’ve been in Steiner Ranch for five years,” said Hafer, who circulated the petition throughout her neighborhood off Quinlan Park Road. “We’ve seen how much worse the traffic has gotten in the years we’ve been here. We’re just hoping to keep it the way it is.” Todd Yarbrough, who lives about a mile and a half away from the Steiner entrance, shared his concerns about the congestion which lies just outside of the master planned community. “I’m not opposed to progress or development, but this just doesn’t seem well thought through,” Yarbrough said. “The road structures are not able to accommodate this. We’re putting a very large influx of residents into what today is a bottleneck and this will cause a significant problem.” “We moved to Steiner Ranch because it was a low density area. Construction is set to begin this summer on the Mansfield Water Treatment Plant which will be located very close to Mansfield Dam’s eastern side, a few hundred yards north of FM 620. It will look like a smaller version of Austin's Water Treatment Plant #4 being built near the Four Points intersection. It will be one of several large buildings, with a parking lot and power lines, that will feed the pumps electricity. CRMS autistic students raise awareness Community growing more supportive By LYNETTE HAALAND Four Points News Hunter Husband, Canyon Ridge Middle School 7th grader, has gotten bullied because he has autism. The worst case was when he was 9-years-old at a day camp. “Boys were beating me with bamboo sticks, and choking me when my mom pulled up,” he remembers. “I was picked on a lot in my classes and stuff,” he said. He would clean off school desks excessively and classmates would get annoyed and he would get angry. Now things are much better partly because for the past two years he has given talks with a goal to promote understanding and prevent bullying. Reports say 63 percent of students with autism are bullied. He uses Autism Awareness Month in April as his platform to help educate schoolmates and the community

about autism spectrum disorders. Even though the bullying has lessened, this past weekend he was called “retarded” at his Boy Scout campout and “we have been dealing with bullying issues the last two evenings,” said his mom Paula. Hunter and Aidan McGonagle, 8th grader at Canyon Ridge, sat down for an interview recently to talk candidly about autism. Several years ago, both of their families moved into different neighborhoods because of the lack of understanding about the disorder. Aidan can’t speak verbally but he spelled out on his letter board his concerns. His mother Sara McGonagle relayed the messages. “I want to tell you what it’s like to not be able to talk. Please know I’m smart,” Aidan said. The letter board has the alphabet and Aidan points to each letter to spell out his thoughts. “I want people to hear what I have to say. The new Lake Travis Fire Rescue Community Foundation has been formed to help raise funds to prevent and fight fires. “We are reaching out into our community to ask our neighbors to partner with the LTFR Community Foundation to help support their local fire stations. Help us augment the fire department with much needed dollars to fund additional equipment, either lost or needed in times of emergencies,” said Will Mitchell, President of the LTFR Community Foundation. The new foundation serves the Lake Travis Fire Rescue/Travis County Emergency Services District No. 6. The mission of the LTFR Community Foundation is to provide community awareness, funding and resources to safeguard life, property and the environment.

Organizers also want to develop community circles with volunteer opportunities within neighborhood Fire Stations. “Our primary mission is to provide non-essential financial assistance to Lake Travis Fire Rescue, firefighters and their families in times of need. In addition, we hope to bolster community awareness and provide volunteering opportunities within our neighborhood circles,” said Steve Albert, TCESD6 Board Commissioner. Today’s librarians are about more than just books Campus librarians wear many hats. In recognition of their dedicated focus on student learning, this week I want to reflect on the versatile roles and responsibilities of our librarians, and thank them for all that they do. April is National Library Month, and on the heels of Leander ISD’s Library Appreciation Week (April 9-13), it is important to note that today’s libraries are about more than just books. Filled with books, magazines, computers and access to other resources, our libraries are warm, welcoming environments where students are engaged to develop and explore 21st century literacy skills. In our efforts to ensure that students are on paths to be fully prepared to thrive in tomorrow’s global, ever-changing work place, LISD librarians have embraced the role of being leaders in a field where knowledge,

information and technology come together and are easily accessible. For our students’ convenience, Destiny, the online catalog, is available from every campus website. This catalog links to a wide variety of library resources, including electronic databases, websites and research tools, and allows parents to check out what’s happening in their school’s library. Our libraries are often purposefully located to be a hub for resources on campuses, readily available to teachers should they need to supplement instruction. And our service-minded librarians are quick to oblige. Whether it is hosting authors, storytellers, artists or poets; sponsoring book fairs, reading programs, contests and events; or providing equipment, periodicals, DVDs, or other resources, librarians are an indispensable source of ideas, help and support for our schools

I say all of that not to dismiss the importance of our librarians’ role in exposing students to the wonders of the written word, because that is an admirable feat on its own. Last year alone, our librarians assisted students in checking out a staggering 888,457 books, averaging slightly more than 27 books per student. Library-sponsored programs like the Battle of the Bluebonnets, held each February, challenge students to read popular books and then demonstrate their knowledge and understanding of the books in a fun contest setting. In addition, because students occasionally have a hard time picking a book to read, our libraries often provide recommended reading lists. Using a variety of strategies, LISD librarians are doing an excellent job of encouraging students to read for pleasure, one of the

most rewarding and beneficial habits they can develop. With all of this in mind, please take a few minutes this month to visit with the librarians at your child’s campus and thank them for everything they do for the students of the district. While you are there, amid the bestsellers, classics and latest editions, you will probably notice students excitedly discussing projects, possibly see a guest author, notice colorful projects displayed atop the shelves, or find other evidence of the diverse activities that are taking place within the library. I think mini horses are good especially with kids who are sick who don’t get to hang out with animals. They help them through the process and give them part of the outside world.

During a parade once, our mini veered off to a gentleman in a wheelchair. They have a sense that way to go to those who need them. In nursing homes, they bring smiles and special needs children seem to connect and communicate with them.

They make a difference. We started Minis and Friends in 2007 with five horses, today we have 23. We visit Dell Children’s, Helping Hand, the Settlement Home, senior centers and more to lift people’s spirits.

It it neat to see people in nursing homes and hospitals smile with the minis. It is a different kind of therapy.

It was really difficult, no one knew what I was capable of.” “It made you feel terribly lonely,” Aidan said. He was 8-years-old before there was a breakthrough with learning the letter board. Aidan makes all A’s in school now. “Aidan is super intelligent,” said Hunter, who also makes all A’s and scores 100’s on TAKS tests. He even took the SAT through the Duke talent search program due to his high scores. He never has to study because he has an almost photographic memory, Paula said. Even though their autism spectrum disorders are different, the two stick up for each other. One day Hunter remembers how Aidan helped him at school. Hunter was starting to get bullied when Aidan made a loud noise “and attracted the teacher’s attention before the situation escalated.” A newly-released report from the Centers for Disease Control and Prevention show one in every 88 children in America has an autism spectrum disorder, a 78 percent increase since the study first began in 2002. ASD is a range of complex neurodevelopmental disorders, characterized by social impairments, communication challenges, and restricted, repetitive, or stereotyped patterns of behavior. Autistic disorder is the most severe form of ASD, while other conditions along the spectrum include milder forms known as Asperger’s syndrome, childhood

disintegrative disorder and Pervasive Developmental Disorder - Not Otherwise Specified. “No two people are alike and all have a unique contribution,” Hunter said. Hunter used to be more autistic but now after years of therapy he can make eye contact, has given up his “rocking” and improved on so many levels. He still has challenges but he is now labeled Asperger’s instead of autistic like he was in his elementary years, Paula said. He does not shake hands but he lets people know right away and he offers an elbow instead. It is a commonly held myth that those with autism do not want to interact socially with others. “They are really good kids who just want to talk and want people to hear them. They want to have friends,” said Jeff Husband, Hunter’s dad. “If we can learn to look just beyond the surface to see these people who they really are,” Sara said. “They want to connect with others and have so much to offer.” Five years ago, the Husbands relocated from one section of Steiner to another because “we were considered an outcast in our cul-de-sac. It was a negative environment,” Jeff said. The perception is that kids fit into certain molds and they play sports and go to their lessons but “if you don’t fit in that mold, it is difficult,” Aidan’s mom Sara said. The McGonagle family also moved due to autism. They lived in Round Rock and Aidan started school at Round Rock ISD. They did not feel like they had support in the school.

“Teachers would try to put Aidan in a self-contained classroom. I fought hard to get him in mainstream classes,” Sara remembers. But then the principal videotaped the classrooms where Aidan was, building the case that he could not be in the same classes because he was disruptive and hindering the educational experience of the rest of the class. “After fighting it for years, I put my house on the market and moved here (Steiner Ranch),” she said. Sara cannot praise Leander ISD enough. The district is preparing students with autism for life, she said. Hunter and Aidan speak highly of their teachers at Canyon Ridge too, especially Bonnie Corna. “I didn’t always want to do my best at school,” Aidan remembers. “But that changed at Canyon Ridge Middle School. Inspiration, all the teachers believe in me here.” Aidan is very selective who he speaks with and assesses very quickly who believes in him, Sara said. “I know who trusts in my abilities and in my intelligence. Those are the people I’ll talk to. No one likes to be denigrated,” Aidan said. Not only is LISD pulling for autistic students like Aidan and Hunter but also both families feel a sense of community. Hunter’s Boy Scout troop has at least five boys on different parts of the spectrum. “What’s great about living here is community,” Sara said. They have a social circle now and a support structure with other families with autistic children.

St. Luke's heard their cries for help and within a week of the monster storms, began a series of relief missions to the area. "This will probably be the last trip we make for a long time. We would like to make one last large outpouring for our friends in Smithville and Phil Campbell," said Church member Allen Griswold, who has led eight trips to the region. Since last year, through the generosity of the people of St. Luke's and the surrounding Four Points community, the church has delivered donations of relief supplies, cash and gift cards worth an estimated $100,000 to people in dire need. Griswold has personally driven his own pickup truck on all eight trips to the area, towing a trailer packed full of supplies each time. He and other church members have distributed donations, including diapers, formula, food, tents, tarps, building materials, Christmas gifts,

clothes, Bibles, televisions, furniture, school supplies, gasoline, cash and gift cards, hearing aids, and even a golf cart for use by the Smithville, MS School System. Cash contributions were also used to purchase a vehicle for the Smithville School System to teach driver's education courses for local high-school students. While much progress has been made since last year's storms, much remains to be done. In Phil Campbell, the water supply is still not stable, so bottled water is still needed. Many people remain out of work in the aftermath of the storms, so food and basic supplies are needed too. The Smithville School System is struggling to meet the educational needs of the children of their town. Donations of supplies, cash, and gift cards are requested to continue to help the people of Phil Campbell, Alabama, and the students of the Smithville, Mississippi School System. Local scouts make ribbons for Children's Mental Health Awareness. Girl Scout Troop 403, which includes ten 5th grade girls from all three Steiner Ranch elementary schools, made ribbons this month for next month's Children's Mental Health Awareness Day. The first full week in May is National Children’s Mental Health Awareness Week. This week is dedicated to increasing public awareness about the triumphs and challenges in children’s mental health and emphasizing the importance of family and youth involvement in the children’s mental health movement. Four Points News, Thursday, April 26, 2012 • Page 7 WCID, FROM 1 The local water district provides drinking water to a large section of Four Points and this will be its second water treatment plant. “The current maximum capacity of the existing plant is 16 million gallons per day and we reached that maximum last summer,” said WCID 17 Board member Rob Carruthers. He added when maximum capacity levels are reached, the District has to reduce water flow in order to maintain the water tanks at desired levels. Mansfield WTP construction is expected to start this summer. Once completed in 2014, only the plant’s roof will be visible to motorists travelling on FM 620. Constructing an offshore deep-water submerged intake is part of the project which will connect to the plant using a large bore-hole under the rocky bank. The new water treatment plant will sit on the original

Although the main plant on Eck Lane has undergone several expansions during the last 60 years, it cannot continue to supply the area’s demands alone. WCID 17 serves approximately 15,000 acres including customers in the Lake Travis area along RM 620 from FM 2222 to FM 71: Apache Shores, Comanche Trail and The Oasis, Flintrock, River Ridge, Serene Hills, Hudson Bend, Lakeway and the Steiner Ranch Defined Area. The district is preparing to provide service to the new Lakeway Regional Medical Center

and currently supplies water to Austin’s Water Treatment Plant #4, under construction at FM 620 and Bullick Hollow Road, which must rely on the local water district for its drinking water, irrigation and as a coolant for turbine and pump bearings. No construction costs or rate increases will be charged to current customers as the Mansfield WTP will be paid for through the issuance of new bonds. The District has made a $25 million bond application to the Texas Commission on Environmental Quality (TCEQ). The District is requesting $22.5M for construction costs and $2.5M in reserves. Once the TCEQ approves the bond application, the District is free to go out on the open market and attract the best financing it can. For construction, WCID 17 is awaiting the issuance of building permits from the City of Austin ETJ and Travis County.

When contacted by Four Points News on Monday, Crocker was unaware of the petition which, with its 452 signatures, had gained speed over the weekend. “I’m going to reach out to the people I usually talk to (at Steiner Ranch) and see if we can have a meeting on it,” said Crocker after she had an opportunity to review Thompson’s petition. Crocker met with Steiner residents at a neighborhood meeting in November which was also attended by Taylor Morrison Vice President of Land Acquisition, Adib Khoury. Both Khoury and

Crocker presented the developer’s plans for the undeveloped tracts remaining in the area. Crocker stated that she has met with neighbors a number of times since the fall of 2011. However, Crocker admits that “some issues can’t be addressed.” “The (Steiner) roadway systems have been established for 15 or 20 years and there is little land left to be developed,” Crocker said. “I don’t know how you can address some of these concerns; the roadway grid is set.” “Issues of traffic, school overcrowding are in Austin. No matter where you live, you’re going to deal with those issues,” she said. According to Thompson per Khoury, Tract MU-1B, located behind the Canyon Glen neighborhood, is currently under contract and slated for 246 apartments. The property falls outside of the city limits and bypasses City of Austin zoning regulations. Taylor Morrison Development’s request for rezoning MU14 is scheduled to be heard before the City of Austin Zoning and Platting Commission on May 1, 2012, at 6:00 p.m. in City Hall.

Viper Tennis advances three to state tourney

Following last week’s successful regional tournament, three members of Vandegrift’s tennis program are slated to compete in this weekend’s State Tournament at World of Tennis in Lakeway. Boys singles player Dillon Launius defeated Lake Travis’ Austin Mayo, 6-2, 6-4, to earn his spot on the Vipers state team as did Vandegrift’s boys doubles team of John Jacob and Josh Minor who beat Gregory Portland’s top duo 6-1, 6-3 to garner their berth on the championship squad.

VHS bands win four Central Texas Division 1 honors More than any other school in region By RICH KEITH Four Points News The Vandegrift High School Viper band was the only band program in all of central Texas to take four concert bands to contest and have all four ensembles receive Division 1 Superior ratings, the highest honor available to each band. Each of the four Viper bands took top honors in both the Concert and the Sight Reading performances. “This is an incredible accomplishment and one that we are all extremely proud of. This would not be possible without the support of the parents, the hard work of the students and a solid culture that allows for personal growth,” said Jeremy Spicer, VHS Director of Bands. The highly competitive Viper marching band is currently ranked 9th in the state of Texas out of about 250 4A-high school band programs. When football season ends, concert season begins. During concert season, the band is split

into four ensembles based on ability. During this past week’s UIL contest, the schools are not competing with each other. Rather, each band is trying to get the highest scores it can achieve on its own merit. In central Texas, no other high school received Division 1 honors for all their bands. “I am truly humbled and honored to lead such an amazing group of young people,” Spicer said. This weekend the 170-member Viper band will take a threeday spring trip to Port Aransas, Texas to kick back. The trip is made possible through fundraisers from the VHS Band Boosters, corporate donations, “effortless giving” such as Randalls card affinity #12345, and contributions by families. In May the band will have its annual banquet to cap off the year with awards. Then it will be time to prepare for the football field in late summer. The 2012-2013 Vandegrift HS Band and Vision Dance Company production will be entitled “An American in Paris” and will feature “Rhapsody in Blue” and “An American in Paris” by George Gershwin.

RUMBLE at the Ridge at CRMS It was one of the toughest games at Canyon Ridge Middle School. The 8th grade boys and girls basketball team VS. faculty at the annual RUMBLE at the Ridge. The students were very determined not to give up their title after winning last year, and as the score went back and forth it was hard to tell the outcome. In the end, faculty prevailed with a win against the students 53 to 48, but the students are determined to regain their title next year. Thank you Canyon Ridge Student Council for hosting a fabulous event!

Mighty Mini March brought horse trailers back into Steiner Ranch By LYNETTE HAALAND Four Points News The first Mighty Mini March brought 18 miniature horses and one miniature donkey to John Simpson Park on Sunday. The Minis and Friends charity 2k in Steiner Ranch drew more than 100 handlers, volunteers and spectators. The funds raised at the march will help with fuel costs and insurance to get the minis to events at Dell Children's Medical Center of Central Texas, Helping Hand Home for Children, the Settlement Home for Children, senior citizen centers and more. Hannah Yancer of Westlake walked 11-month-old Skittles on Sunday from JSP to Westridge Park. She became involved when Minis and Friends came her brother’s elementary school. Yancer loves horses and wanted to volunteer. She has gone to Dell and helped brighten children’s days with the minis. The miniature equine guided interactions therapy organization serves the special needs community of the greater Austin Area. Miniature horses were first used as pets for royal children and then as “pit ponies” for coal mines in the United States from 1888 to the 1950s. The local Minis and Friends

organization started in 2007 with three horse owners and five horses and has grown to 10 owners and 23 horses. They cover events in Travis, Williamson, Bastrop and Hays counties, said Sally Iwanski, co-founder and executive director.

Sunday’s event also had a pet costume parade, silent auction and resource fair. Several sponsors including The Market were also on hand giving out free bananas and water.

Local groups tackled SHAPE Diva Dash The Ranch Divas of Steiner Ranch was just one group out of hundreds who spent the early part of Saturday morning overcoming 10 obstacles in the three-mile, SHAPE Diva Dash. The women-only obstacle adventure included the varied terrain of Walter E. Long Park. The event tested strength, balance, speed and agility. Challenges involved mazes, ropes, hurdles and even bubbles. Teams were not required, but many of the diva’s chose to run en masse decked out in costumes to celebrate the day. Several groups from Four Points were there. The Austin event had just under 4,000 women registered. Waves of 250 runners started every 15 minutes. The Shape Diva Dash empowers women to do their best in a supportive and friendly environment. For many, the Dash is their first adventure, obstacle race, so it’s set up with a kinder and gentler approach than many competing events.

Grandview Hills’ Spring Fling - bringing out the fun in FUNdraiser By LESLEE BASSMAN Four Points News Grandview Hills Elementary School’s Spring Fling PTA fundraiser featured a petting zoo, bubble arena, performances by the Vandegrift Legacies Dance Team and inflatable slide. Four Points area businesses sponsored various booths at the fourth annual event held on April 13. The local school raised money to fund its first talent show set for May 10 as well as to help get next year’s programming off the ground. “It’s a fundraiser; however, the Timothy Brown enjoys a ‘wild ride’ on a Spring Fling slide attraction primary goal of the event is to at Grandview Hills Elementary School. thank our families for supporting our school in a fun environment,” said Karin Samman, PTA President.
