At press time the Star received the following email from Doug Adolph with the City of Sugar Land: “A school zone is being installed along University Boulevard near Fort Settlement Middle School. The school zone will be operational on Monday, March 18. Traffic and engineering staff routinely evaluate new roadways and make adjustments as needed. After reviewing the roadway, City staff has decided to add the school zone. In addition, speed feedback signs will be installed, and an additional crosswalk will be striped on the east side of the intersection of Commonwealth and Elkins Road.”

As students streamed out of Fort Settlement Middle School on Friday, there was still one lesson to be learned before their spring break could begin. At the corner of Elkins and University, Associate Principal Brad Hitchcock was teaching Crosswalk 101. "Look first and then go," Hitchcock told a group of students waiting to cross University. In almost one-fifth of the residential burglaries in Sugar Land last year, suspects gained access to the homes through unlocked doors and windows. That's according to Sugar Land Police Chief David Brinkley who presented the

It’s been fun!!!!! In a couple of weeks (April 9 in fact), I’ll be 72. It’s hard to believe that I’ll reach that rarefied age and if I knew I was gonna live this long, I would have not only taken better care of my teeth, but I would have NEVER smoked! Be that as it may, I have had the best time. I have taught English and drama to hundreds of students while teaching them how to laugh along the way. I have built a newspaper that has helped hundreds of nonprofits raise tens of thousands of dollars for their charities. I have kept my eye on many elected officials to make sure they walked the straight and narrow and if they didn’t......well, katy bar the door. I guess you could say for the first 15 years of this newspaper’s existence, I worked very hard to build it. Then for the past 20 years, my son Michael Fredrickson has worked very hard to continue to build it. Heck, who am I kidding? It’s

been his efforts for the past 20 years to build the newspaper. It’s been his. So as I approach my 72nd birthday, I think it’s about time I acknowledge that Michael is the real publisher, I’m just holding the pen. From now on, please describe me as the publisher emeritus (has a nice ring, doesn’t it?) and Michael Fredrickson as the publisher. This does not mean I won’t take pen in hand and write a column occasionally. Or even a news story (some columns and stories just need writing. For example when office seekers vote twice in the same election. Or when local politicians spend a half million dollars seeking a job that on paper doesn’t pay that much, well, like sheriff for instance. So don’t think you get off that easily!) I’m having some health issues again. My doctor warned me about taking a bone scan for cancer. He said, “Are you sure you can lie on a very hard table

without moving for 30 minutes?” “Hell, doc,” I said, “I grew up sleeping on a corn cob mattress. We had a headboard until my Daddy ripped it off to use as a gate.” “You know those fancy entrances to all those ranches between Houston and Austin? Well, those fancy entrances came from my Daddy using fancy iron head boards as gates to his property.” I don’t think my highly educated doctor wanted to hear my version of Texas history as he shooed me out of his office soon after that. Bet he’s sorry he ever drew me as a patient because patient I’m not, and I’m already telling him how to treat me. Of course, if I die, he can blame me! Well, I’m not going to die and I’m certainly not going to quit writing if I’m well enough, mad enough, and my hands are working (typing). I hate this as much....Several weeks ago I wrote about how half-bearded faces on guys were not a turn-on for me, and I had no idea how it started. A reader informed me that it came from those baby-faced Hollywood boys trying to look like real men! I hate “going forward” just as much. Have you noticed how everyone now says “going forward” instead of “in the future.”

I’m almost afraid to turn on a political talk show. I guess they think “going forward” sounds cooler. A word--it’s not! Seven million between 37 states......A press release from Greg Abbott who I despise just a little less that Rick Perry, takes credit for getting Google to pay $7 million for the invasion of privacy that Google street view did when it was supposedly mapping your street. (I actually saw them on my street and thought it was pretty cool). Come to find out, they were stealing my private stuff unless I had my router locked or something like that. Silly people. They can “steal” all they want, I’m fixing to publish it anyway. My question is how are they going to divide $7 million between 37 states or is Greg Abbott going to use it to run against Rick Perry going forward. Two bushes in the hand..... Jeb Bush was going around to six, count ‘em, six, talking shows to promote his book/run for president this past weekend. Do the Bushes or the Republican Party honestly think we have forgotten how George W. almost completely ruined this country and it will take YEARS to pull out of his mire? Do they really think we will readily elect another Bush in this millennium? I just dare him to run against Hillary. Stafford Police Department lose one of their own Stafford Police are mourning the loss of Detective Raphael Virata. Virata, 48, lost his battle with cancer on March 6, 2013. He leaves behind a wife and young daughter. Along with police work, Raphael was founder and operating partner of Houston Mud Logging supplies with business partner Dipak Pindolia. Virata served his community as an officer with the Stafford Police Department, Bee County Sheriff’s Office, and DOD N.A.S in Ingleside. He graduated from Southwest State University in San Marcos with a degree in Criminal Justice prior to beginning his public service career. He was born on July 15, 1964, in Jacksonville, Florida, to Antonio Mercado Virata and Vivian Faye Jones Virata. He is survived by his wife Michelle and their daughter Jordan of Sugar Land, his mother, Vivian Faye Virata of Beeville; Velina Tekla Virata; brother, Mariano Jones (Lois Jo Easterling) Virata of Beeville

Vendors play a big part of the IFFB success At the upcoming International Festival of Fort Bend (IFFB) to be held at the Stafford Centre on Sunday, March 24, from 12 noon to 6 p.m., you’ll be able to find excellent food and traditional crafts in a major cultural display that has attracted fair goers for several years. The event also features performing arts, music, dance, children’s activities, fun for all age groups, and of course, international foods. That’s one of the main attractions of the festival that continues to be part of its success. There will again be a variety of food vendors and also artisan crafters, sometimes offering items for sale of that one of a kind “must have.” IFFB Food Vendor Coordinator Reba Reihani is serving as a volunteer. She’s associated with a company called Tastee Kreme, an ice cream market leader and distributor in the Texas region that will have Blue Bunny ice cream at the festival in a couple of weeks. “Tastee Kreme has been a loyal and strong supporter of this International Festival for many years now,” said Reihani, who adds that she is “honored and privileged

to be a part of this festival.” Many of the international festive goers will attend the event to see some of the unique talents of area artists. However, it’s all about the food, like All About Cakes, which will be serving coffee and cup cakes; Panda Garden with its popular Chinese food; Persian Kabob Café, a supporter of the Festival for the past four years with delicious food; and Café Indian, another featured supporter with appetizing food among the many other vendors lending to the success of the one of a kind Festival held in Stafford and targeted at the entire Fort Bend community. “The International Festival of Fort Bend couldn’t be a success without the generous support our vendors have provided us throughout,” acknowledges Reihani. She’s grateful for their willingness to continue to participate in the effort “to make our town a friendlier, happier place to live in and pass it on to our next generations by bringing all multi-ethnic communities together to share their knowledge, culture, history and to work together hand-in-hand.” Area residents are invited to attend the free admission

Here is how you search those records: First, one would go the Fort Bend County website: www.fort-bend.tx.us then look along the drop down menus across the top of the page - click on Department and go down to Sheriff’s Office. and Detective Shelley Nicodemus were traveling west bound along the feeder road of I10 between Katy Fort Bend Road and Pin Oak Road when the motorcycle on which there were riding careened out of control in the early morning hours. The accident occurred in the city of Katy in the northern tip of Fort Bend County near where the couple and their children lived. Katy Police, along with DPS accident reconstruction, and the Texas Rangers, were involved in the accident investigation. At the time of the accident Sheriff Milton Wright’s spokesman Bob Haenel said, “Investigator Shelley Nicodemus died from

injuries sustained in the accident and Investigator Moses Perez suffered head and back injuries.” Haenal explained, “Nicodemus was the passenger on the 2007 Harley-Davidson motorcycle and was found about 30 feet from the motorcycle. Perez was found closer to the bike.” Moses Perez, driver of the bike, was also a Fort Bend County detective in the Burglary and Theft section. Perez was injured in the accident and air lifted to a Houston hospital for treatment; returning to work about a month later. Perez is a long time resident of Fort Bend County. He is a Dulles High School graduate who served in the Army before joining the Sheriff’s Office as a deputy in July of 1990.

Perez’s career with the Fort Bend County Sheriff’s office came to a close in late February of 2013 after an investigation by the new Internal Affairs Division revealed that Perez had violated Sheriff’s Office policy; that violation was followed by an order of termination, said Sheriff Troy E. Nehls’ spokesman Bob Haenel. He said in lieu of termination, Perez chose to retire from the department effective February 22, 2013. In early March Perez was indicted by the Fort Bend Grand Jury for Intoxicated Manslaughter W/Vehicle. The Regulations grant certain homeowners limited rights, with prior approval of the District, to build or place certain docks and other improvements on land owned by the District in the Colony Lakes and Water’s Edge subdivisions in Missouri City, Texas. If docks or other improvements are built or placed on District property that are in breach of the Regulations, the person causing such a breach will be subject to a civil penalty of $100 per day, not to exceed $5,000, in addition to any other penalty provided by the laws of the State of Texas. The Regulations also prohibit certain behavior on District property related to dumping, boating, fishing, hunting, swimming, and other nuisance behavior, and impose the same penalty for engaging in prohibited behavior. HORTON Memorial services for Charles Andrew Horton, age 76, of Rusk are scheduled for 12:00 noon, Thursday, April 7, 2013 at Wallace-Thompson Funeral Home Chapel with the Rev. Jan Pate officiating. Mr. Horton died early Tuesday morning, April 5, 2013 in a Jacksonville Hospital. He was born July 16, 1936 in Franklin, TX to the late Albert and Leila Horton. Mr. Horton was a resident of Rusk for 28 years. He spent the majority of his professional life as an educator where he was the principal of Jones Elementary, Quail Valley Elementary, Briar Gate Elementary all of Missouri City, TX and finally Rusk Elementary School where he retired, he then spent his remaining years in real estate. He had many years of civic service including Mayor of Rusk, President of the Lions Club, Rusk Industrial Foundation, TEA Accreditation Team, President of the Board of Cherokee County Realtors and was awarded the Lifetime Achievement Award from the Rusk Chamber of Commerce. His proudest achievement however was a long fulfilled life with his wife and family.

He is preceeded in death by his parents, his brother Lloyd Horton, sister, Sadie Gilley and oldest son Mark Horton. He is survived by his wife Betty Horton of 33 years, son and d a u g h t e r- i n - l a w, Mike and Cynthia Horton of Stafford, TX, daughter and son-in-law, Christie and Blake Bailey of Alto, TX, daughter and sonin-law Casey and Mark Schultz of Houston,TX, daughter-in-law Linda Horton, grandchildren Dalene Reid and husband Wes of Missouri City, TX, Colene Horton of Missouri City, TX, Calvin, Creed, and Campbell Bailey of Alto, TX, Camden and Adyson Schultz of Houston, TX, Stacey Zysk and husband Marcus of Bellevilla, MI, Mark Stephen Horton of Santa Fe, TX, Bryan and wife Jessica Horton of Longmont, CO and great grandchildren Peyton Reid, Nickolie Zysk, Mark Stephen Horton III, Meridith Horton and Charlotte Ann Horton, as well as sisters-in-law Barbara and Judy Campbell. accountant in Sugar Land; and Ellen Morris, Ph.D. (Stefan Magnusson), a professor at Columbia University, School of International and Public Affairs from Glen Ridge, NJ. Grandchildren are Kathleen Byrnes (Justin Choi), Alison Byrnes (David Hershey), Robert Cargill, Christopher Byrnes, Mark Cargill, Evon Magnusson and Victor Magnusson; and many wonderful nieces and nephews. Snacks and desserts were provided as the attendees listened to school musicians perform as part of the ribbon cutting ceremony. 36,000 square feet will be available to students for the study and creation of music, drama, and art. Thanks abound were given by the Fine Arts Director, John Corley, acting Chancellor, Renee Byas, Trustee Neeta Sane, and Mayor Leonard Scarcella, for everyone's hard work and dedication to this project which began in 1992. John Corley spoke of the attention to detail and extensive sound proofing that were essential to the design plan. The building now holds a 75-seat theater with costume and dressing rooms, a 96-seat music recital hall, four music studios, two practice rooms, an electric piano lab, and six art studios for drawing, design, painting, sculpture, metalworking, photography, ceramics and digital art. On display are three Helen Norman paintings as well as other pieces of art in their spacious gallery. During Mayor Scarcella's speech he shared the interesting history of the structure and how it came to be. In 1982, these two warehouses belonged to a contractor who went bankrupt. "Old Building A" and "Old Building B" as they were called, were purchased by the City of Stafford. ("Old Building A" has since been demolished). For two years Stafford MSD Elementary classes were held here. In 1985, the buildings were sold to Houston Community College in the hopes of attracting five-hundred students. Today, the Stafford campus is the largest and most populous campus in the HCC system. The Mayor shared his hopes that the new Fine Arts Center would, "Elevate spirits and inspire a feeling of belonging to the community." This unique art space is located at 9910 Cash Road.

Catherine Angela Mulle, age 56, of Stafford, Texas, passed away Tuesday, March 5, 2013. Born on March 30, 1956 in Houston, Texas, she was the devoted daughter of Gus Mule’ and Carla Juliana Tartagni. Cathy was a hard working person, loved gardening and traveled the world. Cathy was a member of Holy Family Catholic Church in Missouri City, TX, which her ancestors helped establish. Cathy is survived by her son, Christopher Meullion; her parents; sister, Gina Mulle; brother, Carl Joe Mulle; and numerous of loving relatives and friends. She will be missed by all. HUGHES Christopher J. Hughes, Age 28, of Missouri City, passed away on February 27, 2013 in Sugar Land Methodist Hospital. He was born on November 30, 1984 in Houston, Texas to Jim Hughes and Jody Tancred. He is survived by his best friend and father Jim, his mother Jody, his loving sister Heather, his Grandmother Marjorie Tancred, as well as several aunts, uncles, and cousins. Chris enjoyed all types of animals and wildlife; his favorite hobby was planting and taking care of bonsai trees and other tropical plants. He enjoyed barbequing with friends and family. He loved to go fishing with his dad and friends on the weekend. He was also an avid college football fan and loved watching the Texans play on Sunday afternoons. Chris was often known to give

away his last dollar to people that were less fortunate than he. Often, he could be seen cruising the aisles of the local Wal-Mart and Kroger on the weekends buying items for his friends and family!
