Is your blood pressure too high, too low or just right?

H

igh blood pressure increases your risk of heart disease and stroke, two leading causes of death in the United States.

Low blood pressure can cause dizziness, confusion and be a symptom of serious illness. Blood pressure that’s “just right” is an important component of overall good health.

So what is “just right” blood pressure and how do you maintain it?

“Blood pressure is the force of blood pushing against the walls of your arteries as your heart beats,” says Earl Mangin, Jr., M.D., board certified cardiologist with Methodist Diagnostic Cardiology of Houston. “Your blood pressure reading is made up of two numbers measured in millimeters of mercury (mm Hg). Systolic pressure, the top number in your blood pressure reading, is the measurement of pressure when your heart beats, pumping blood through the body. Diastolic pressure, the bottom number, is the pressure in between beats, when the heart is at rest. In general, your blood pressure is considered normal if it’s above 90/60 and less than 120/80 mm Hg.” Sometimes called the silent killer, high blood pressure (HBP), or hypertension, can damage your body for years before it causes noticeable symptoms. According to the Centers for Disease Control and Prevention, an estimated one-third of American adults have hypertension and another 30% have pre-hypertension, slightly high blood pressure that is likely to become hypertension.

Left unchecked, high blood pressure can have deadly results. A 15 mm Hg rise in systolic pressure may increase the risk of cardiovascular disease (including stroke, heart attack and heart failure) by 56% in women and 32% in men. HBP also causes arteriosclerosis (hardening of the arteries), eye damage and vision loss.

than normal, which can reduce the supply of blood traveling to your brain and the rest of your body. Although low blood pressure is more loosely defined than HBP, most normal blood pressure doesn’t dip much below 90/60 mm Hg. And any significant and sudden drop in blood pressure of 20 mm Hg or more can cause problems. Symptoms of low blood pressure include blurry vision, confusion, dizziness, fainting, light-headedness, weakness and sleepiness.

If you experience symptoms of low blood pressure, sit or lie down and raise your feet above the level of your heart. Also, talk to your doctor. It’s important to find the exact reason for your drop in blood pressure to determine its seriousness and which treatment is best.

Recent studies indicate that, when it comes to blood pressure, lifestyle choices may outweigh the effects of aging.

• Shed extra pounds. Blood pressure generally rises as weight increases.

• Hop to it. Thirty to sixty minutes of exercise a day can lower blood pressure by 4 to 9 mm Hg. • Add a DASH of healthy eating. The Dietary Approaches to Stop Hypertension February 2014 H Fort Bend / Katy Business Journal

(DASH) diet emphasizes whole grains, fruits, vegetables and low-fat dairy products.

• Slash sodium and boost potassium.

High-potassium/low-sodium diets improve your blood pressure. Choose potassium-rich leafy greens, blackberries, grapes or grapefruit rather than sodium-packed packaged snacks.

• Check your blood pressure regularly to make sure you’re within normal limits.

Sales tax rebate checks higher for 4 of 6 Fort Bend cities

F

or four of six cities in Fort Bend County, 2014 will have started with bigger sales tax rebate checks than last year.

Texas Comptroller Susan Combs released the monthly tax revenue sales data for cities across the state and most cities in Fort Bend show revenue jumps over this same time last year. Combs said “consumer spending in retail trade contributed to the latest gain in state sales tax collections” and that other sectors such as telecommunications also contributed to the monthly growth.

Statewide, those local sales tax gains were up 8.1 percent compared to January 2013.

Details of the January sales tax rebates for cities in Fort Bend County show Rosenberg with the greatest percentage increase, 29.58 over last year, and Sugar Land at a gain of 20.07 percent followed by Missouri City,

8.76 percent, and Richmond, 3.39 percent.

The City of Stafford and Meadows Place show dips of -5.01 percent and -5.85 percent, respectively over the same reported month last year. Neighboring Houston saw an increase in its sales tax revenue rebate, 6.9 percent over the same time last year.

Although primarily in Harris County, a sliver of Houston’s extraterritorial jurisdiction is in Fort Bend County.

Top dollar rebate checks in Fort Bend County will have been sent to the City of Sugar Land for over $3.8 million, Rosenberg for over $1.2 million, and Stafford, albeit with a reported decline, for over $1.1 million (see chart).

The tax rebate checks from Combs’ office are sent to cities and other taxing entities as a percentage of state sales taxes generated in those jurisdictions.

Sugar Land Town Square celebrates a decade of success

L

ast year, Sugar Land Town Square (SLTS) celebrated its 10th anniversary of being a major hub of activity in Sugar Land and Fort Bend County. More than 18 new companies, retailers and restaurants elected to call SLTS home in 2013.

When the project opened in 2003, mixed-use centers were just starting to emerge as the smart growth movement spread across the U.S. Today, the popularity of “town center” developments has increased significantly around the nation, including here in Houston, where there are several now open and in development.

Last year’s leasing activity represented the second most active year in the history of SLTS. Current office occupancy is 93.6 percent with the largest contiguous space leased being 18,000 square feet.

entertainment venues. This demand has resulted in several new restaurant concepts for the area, like international restaurant Tierra del Fuego, scheduled to open in early 2014, and fusion favorites Jupiter Pizza & Waffle Co. and GURU Burgers + Crepes.

“SLTS continues to attract national brands and local favorites, adding to the uniqueness of the development,” said Charlie Adams, vice president of retail of PCD. “With retail occupancy approaching 95 percent and only a few available spaces remaining, SLTS will continue to evolve as a favorite destination to shop, dine and play.”

Only five health care companies offer essential benefits in Fort Bend Affordable Care Act kicks in and Access Health says it can help

T

he Affordable Care Act is taking root this year after its passage three years ago. It is intended to make insurance affordable for all Americans, especially those with low and moderate incomes. Effective in 2014, federal law requires all Americans to have health insurance or face financial penalties.

What Fort Bend residents are immediately concerned about is how they will be individually affected by the health law and what plan they need to get. If already enrolled in an employer health plan, Medicare and/or a supplement or another private insurance company approved for access in Fort Bend County meeting essential benefits of the federal law, then this detail is out of the way.

But for others, the need to get insurance this year still remains a bit confusing.

Knowledgeable about the new health care plan undertaking locally is Carol Edwards, who runs Access Health in Richmond as its CEO. Edwards, who has been with the 38-year organization for more than 10 years, confirms that making sense of the changes in health care plans and the new law’s health insurance market place can be difficult. Access Health was formerly known as Fort Bend Office of Early Childhood Development, in the 1980’s the name changed to Fort Bend Family Health Center, and in November 2012…Access Health.

It is a federal qualified health center, not a health care exchange.

The health care exchange marketplace in

Texas is operated out of Washington, D. C. since Texas opted out of setting up health care exchanges, said Edwards. She also reports that there are only five health care companies with approved plans for Fort Bend County residents - Humana, Aetna, Signa, Blue Cross Blue Shield and Community Health Choice. These companies have health insurance plans that meet all the ten essential benefits set forth by the Affordable Health Care law. Plans that do not have them cannot participate in the health marketplace.

Here’s a side note, Blue Cross Blue Shield has plans in every state, according to Edwards, and there are also national and regional plans. She said people can continue to keep employer plans but the plans have to meet the essential benefits. Those reportedly loosing their plans did so due to health plans not having the benefits required by the federal health law.

Access Health’s three certified application counselors funded with federal monies are available to help residents. “Their job is to go out in the community and do outreach,” said Jana Endicott, registered nurse and director of outreach and enrollment with Access Health. Endicott has been at health fairs, day cares and community groups “where people want us to come and tell them what they’re eligible for,” she said. If they’re eligible for something else, “our job is to assist them for enrollment for that,” she said.

Access Health operates with a $15 million budget from which a little over a million comes from the federal government for serving persons in Fort Bend and Waller Counties, 25 percent comes from the state health department, and it also receives United Way funding. The balance of their operations is funded by what it makes from patient services, the sliding fee scale charges and what is billed to insurance companies including commercial plans, Medicare, February 2014 H Fort Bend / Katy Business Journal

Medicaid and the Children’s Health Insurance Program.

Here’s what Ford Benders need to know.

Aside from work related health insurance plans and other health insurance coverage arrangements, open enrollment for health insurance on the federal website started October 1, 2013 and it runs through March 31, 2014. In order for an insurance policy to be in effect on January 1st, a person must already be enrolled and the first premium must have been paid by December 31st. Access Health says it can help someone through the electronic or other walk-through process.

For those looking for health care coverage offered through the exchanges, you can sign up anytime during year up until March 31 and after that, even if a person is between the 100 to 400 poverty level and qualifies for subsidies, a penalty will have to be paid for each year that individual chooses not to enroll. That penalty for a federal income poverty individual would be between $115 to $400 on a federal income tax filing in 2015. There’s more information that Access Health says it can provide to help.

Energy grows and brews in Katy New branding campaign for Katy taps local support from the No Label Brewing Company

W

hile No Label Brewing Company, Katy’s only micro brewery, might shy away from some labels, it’s decided that the new logo and tagline, “Katy – Energy Grows Here” suits them fine. So much so, that they’re incorporating the new Katy brand logo on the packaging of six-pack carriers starting this month.

“No Label Brewing Company’s enthusiasm for the ‘Energy Grows Here’ campaign is a testament to the success of the new branding effort and to the overwhelming sense of pride the business and residential community has for Katy,” said Lance LaCour, president and CEO of the Katy Area Economic Development Council. “We’re excited to see No Label, the first local business, embrace and promote the Katy brand in such a unique and creative way and we look forward to seeing how

others will demonstrate their Katy pride.”

For the past four years, the Katy Area Economic Development Council has been working on a major place-based branding project designed to capture and articulate the defining characteristics of Katy, as well as to provide a graphic platform for key city assets to have a cohesive look and feel.

The yellow and red base colors for the new Katy brand icon were used to portray energy, strength and opportunity. The blended rich brownish color is a nod to Katy’s agricultural heritage, and the design is intended to be a leaf, a drop, a point and a symbol of the oil industry all in one.

“We’re really excited about the new Katy brand campaign because we’re huge supporters of the area,” said Jennifer Royo, co-founder of No Label Brewing Company.

“Our customers are very big on everything local, so endorsing the City of Katy on our packaging and as part of our brand is

not only cool, it’s just good business.”

Next month marks three years since the No Label Brewing Company first opened in an abandoned rice silo and sold their first beer at the Public House, one of their favorite local hangouts. They’ve gone from producing 700 barrels of beer their first year to 1,700 barrels the second year and this year will finish out with 5,000 barrels, a three-fold increase over last year.

No Label year-round and seasonal beers can now be found at 60 bars, restaurants and retailers in the greater Houston area.

“Our energy has certainly grown here and we’re celebrating our anniversary with the community that has helped us grow,” said Brian Royo, head brewer and co-founder of No Label Brewing Company. ”We also want the people of Katy to be proud of Katy and change people’s mindset about Katy because there’s so much out here!”

W

arren is the chief prosecutor of the Specialized Prosecutions Bureau supervising prosecutors in several divisions including vehicular crimes, crimes against children, internet crimes, domestic violence, financial crimes, and major drug offenders. Warren created the state’s first vehicular homicide callout team during his 19 year tenure with the Harris County District Attorney’s Office in Houston where he also pioneered several types of prosecutions against impaired or reckless drivers. He was the first person in the state to successfully prosecute a habitual DWI offender for first degree murder rather than the traditional DWI homicide approach. This case was accepted by the criminal courts in jurisdictions across the state and has opened new methods to more harshly punish habitual drunks that kill innocent civilians.

Additionally, Warren created the “No Refusal” program which has now been recognized by the Department of Transportation, the National Highway Traffic Safety Administration, MADD, the National Transportation Safety Board, and others as one of the leading models for DWI enforcement in the nation. This program brings together prosecutors,

police, nurses, judges, and others into one facility to process impaired drivers and obtain search warrants for those people that refuse to provide a voluntary sample. This program has now been adopted in one form or another in many Texas counties and at least twelve states across the nation. Warren, working with NHTSA officials, created the No Refusal database for the NHTSA website in 2010. Due to his creation of the No Refusal concept and work on the program, Warren was given national awards from MADD in 2008 and the Governor’s Highway Safety Association in 2011.

Warren is a current recipient of NHTSA’s Public Service Award presented at Lifesaver’s in 2013. He has also been recognized on many occasions by several other groups.

Warren has been voted amongst the

nation’s top vehicular crimes prosecutors having received that award from the National Association of Prosecutor Coordinators (NAPC) in 2005. Warren is a frequent guest or contributor on local and national media outlets including Foxnews, 60 Minutes, the BBC, Nightline, CNN Headline News, MSNBC, The Today Show, CNN, etc. and has been published on numerous occasions on a multitude of topics ranging from prosecutorial ethics to vehicular homicides. eaving a formidable legacy of leadership, Police Chief Joel Fitzgerald is moving on from the “Show Me City” to continue his career as Chief of Police in Allentown, Pennsylvania. During his 4 1/2-year tenure, Fitzgerald has been instrumental in promoting transparency within the Missouri City Police department and has made great strides in fostering crime-prevention partnerships with the public.

Implementing innovative communityoriented and problem-solving policing strategies, Fitzgerald worked with the force to achieve multiple successes, including earning the City national recognition for its safe streets. Missouri City recently bade a fond farewell to Police Chief Joel Fitzgerald who departed the “Show Me City” to return to the East Coast and serve as Chief of Police in Allentown, Penn.

Fitzgerald serves on the IACP Forensics Committee, the TPCA Legislative Committee, and is a member of numerous professional and charitable organizations. He and his wife, Detective Pauline Fitzgerald, have three children, one of which also proudly serves in law enforcement.

Before departing, Fitzgerald announced Assistant Chief of Operations Mike Berezin as Interim Chief. Berezin, well-known for his leadership and exemplary service, was promoted to his assistant chief position in 2011 and was in command of the Patrol and the Criminal Investigation Divisions. He began his law enforcement career with the Missouri City Police Department in January 1989 as a Patrol Officer.

Chief Berezin has served as Field Training Officer, Crime Scene Investigator, Patrol Sergeant, Patrol Lieutenant and Captain of the Patrol Division. In that position, he oversaw the department’s respected community outreach program.

Berezin is a graduate of the Leadership Command College at Sam Houston State University in Huntsville, Texas, and of the 236th Session of the FBI National Academy in Quantico, Virginia.

uture water needs is what Fort Bend residents consider to be important. This past November voters supported a proposition on the ballot for the creation of statewide funding efforts to address water challenges.

Texas Comptroller Issues New Water Report Analyzing Economic Impacts of Water Shortages and Offering Recommendations for Possible Solutions Texas Comptroller Susan Combs last month released a report examining the effects of the water challenges facing our state, and offering up several recommendations to the

Legislature which can enable us to stretch our existing supplies further.

The recommendations are laid out in the Comptroller’s new report, Texas Water Report: Going Deeper For The Solution, which revisits the effects of recent drought conditions, examines research-driven approaches for augmenting Texas’ water supply and proposes practical answers for the state’s growing thirst.

“Texas has been prone to cycles of drought for centuries, and there is no reason to expect that basic pattern to change,” Combs said.

increasingly unquenchable demand for water.” The report, which can be found at http://www.window.state.tx.us/specialrpt/ water/, also explains the $2 billion in new funding for water projects approved Nov. 5 by voters in a constitutional amendment.

sk Dawn Zell Wright why she is running for Fort Bend County District Attorney and she’ll say two things: justice and fairness.

The 44-year old Sugar Land resident is challenging incumbent District Attorney John Healey in the March 4 Republican primary election. The winner will face the Democratic candidate, Wilvin J. Carter, in the May 10 general election.

Wright has taken her message of fairness and justice to the voters in recent weeks, talking about the changes she would bring to the DA’s office.

“The DA’s office has some failed policies that resulted in the questionable handling of cases, lack of oversight and accountability and lack of training for those employed by the DA’s office,” Wright says.

One of the cases that has been questionably handled by Healey’s office, according to Wright, is the recent “knockout” case involving a 79-year old African American victim who suffered extensive injuries when he was purposefully knocked to the ground by a white man from Katy. Wright says that the failure of the DA’s office to timely prosecute the case is currently depriving the elderly citizen of the much needed victim rights afforded to him by the State of Texas.

Wright is also troubled by problems with the sluggish pace at which cases move through the system and the taxpayer expense that is incurred. She cites an instance where one client, who was unable to post bond, sat in jail for 10 months on an aggravated assault with a deadly weapon charge only to have the case dismissed on the day of trial. Wright says she was pleased by the outcome but questioned why it took a year to get the case resolved.

“About half of the defendants in Fort Bend County have appointed counsel that is paid for with taxpayer dollars,” Wright says. “If the DA’s office is going to drag a case out for a year only to dismiss it in the end, then it’s a huge waste of resources and money.”

Then there is the case of Jonathan Salvador, a lab technician at the Texas Department of Public Safety who was accused in 2012 of falsifying lab results and compromising hundreds of Fort Bend County convictions. When notified by DPS, the DA’s in CONTINUES...

neighboring counties investigated whether any of their convictions were connected to Salvador, but a year later the Fort Bend County DA’s office had not.

Wright says she helped bring the matter before the Fort Bend County Council of Judges who supported investigating the cases.

“Based on the information provided

by DPS, we know of at least two people who were wrongfully convicted of drug charges,” Wright says. “The DA’s office was made aware of this and has taken no meaningful action to provide justice to these people.”

Others question the handling of cases at the DAs office, too. In 2012, Texas Monthly honored Healey with the Bum Steer Award for his office’s mishandling of the case that led to the temporary release from jail of Richard Mendoza, Jr., the chief suspect in a 2002 murder.

A LIFE CHANGING MOMENT Wright moved to Texas when she was 13 years old and didn’t grow up thinking she wanted to be an attorney or run for

elected office.

“When you grow up poor, college is not always an option,” she says.

But college beckoned after an experience with a dishonest mechanic.

Wright fought for what she knew to be right and was successful in getting the business to let the matter drop.

“I was right but I didn’t know why I was right. And that was not o.k. with me,” Wright remembers. “That experience and the inability to stand idly by when people take advantage of others has become a defining moment in my life.”

Wright became the first member of her family to get a college degree, graduating from Concordia University in Austin in 1997 with a Bachelor of Arts in Behavioral Science. She graduated from St. Mary’s University School of Law in San Antonio.

She has been licensed to practice law in Texas since 2001 and her recent trial and case management experience includes more than 30 criminal matters, including three capital murder cases.

Wright has extensive internal investigation and risk management/ mitigation experience. She worked for a real estate developer on contract matters as well as related human resources and compliance issues. Wright then worked for the fifth largest law firm in Los Angeles, and oversaw an $18M budget.

She was also Vice President of Human Resources for the Allen/St. Louis and Stockyards division of US Foods, a $20B company, and had full oversight of more than 500 people and seven union contracts.

Wright has been married to her husband, Greg, for 12 years. They have an 8-year old daughter, Rebekah and a 5-year old son, Nicholas.

IMPROVING THE DA’S OFFICE Since 2000, Fort Bend County’s population has increased 65.15% and its population is now almost 600,000. Wright says it stands to reason that explosive growth and an increasing population mean more crime and more crime victims.

Voters have asked Wright about her views on the death penalty. She says the death penalty is the law of the land and the DA’s job is to uphold the law.

“There are cases that meet the requirements for the death penalty and those cases should be pursued accordingly,” she says. “There is a full expectation that all of the evidence will be presented so that the jury may make

an informed punishment decision when a defendant is convicted.”

Wright says she will work to improve the efficiency of the DA’s office by encouraging better communication between the departments, launching a comprehensive training program for Assistant District Attorneys and holding forums every six months to keep the public informed.

In addition, Wright says she will evaluate the true financial impact of the DA’s office, particularly the implications of how lethargic case flow affects the taxpayer funded indigent defense system.

“Our county needs a District Attorney who ensures the integrity of the prosecutorial process. That process Fort Bend / Katy Business Journal H February 2014

requires the discretion to demand the stiffest sentences for our most dangerous criminals while balancing the need for fairness and understanding for those who make mistakes,” Wright says. “I’m running for District Attorney because it is time for the DA’s office to be fair, balanced, and dedicated to protecting the citizens of Fort Bend County.”

or 103 years, the Central Fort Bend Chamber has been the voice of business and growth in Fort Bend County. In 2013, that voice remained strong in large part because of the volunteer efforts and commitments made by many of its almost 800 members.

City of Rosenberg ends partnership with commercial well applicant after additional study suggests subsidence

he City of Rosenberg took action Tuesday, January 7, to withdraw as a party to Electro Purification (EP) LLC’s well permit application with the Bluebonnet Groundwater Conservation District (BGCD), and the pending State Office of Administrative Hearing proceedings related thereto, as well as to cancel any of the City’s further obligations under an existing memorandum of understanding with EP relating to EP’s proposed groundwater production project in Waller and Austin counties.

“Through our partnership with Electro Purification to-date, we have had the opportunity to have a detailed review of the hydro-geological and geotechnical data and related models for the proposed well field completed. The findings of this site-specific study suggest some subsidence in Fort Bend County as an effect of the proposed project,” said Charles Kalkomey, City Engineer.

“Although this subsidence is significantly less than that predicted in the FBSD’s earlier report, we have said from the beginning of this project that if it was found to cause subsidence in Fort Bend County, we would not continue to pursue it to meet mandated groundwater conversion.”

Kalkomey continued, “Although City Council’s action ends our partnership with EP to develop a secure, long-term alternative supply of groundwater for Rosenberg, it does not mean that this water cannot still be pumped and utilized elsewhere, still causing subsidence in Fort Bend County.”

“I want to emphasize our commitment to investigating all available alternative water sources, in addition to surface water treatment, and to being good stewards of our natural resources, and of our citizens’ and customers’ financial resources, both in the short and long term,” commented Rosenberg Mayor Vincent M. water demands. This issue has been brought to the forefront in Fort Bend County, and specifically with this case, due to additional regulations imposed by the Subsidence District.”

He continued, “The main problem locally is not one of supply, but rather, regulation.

Due to the emphasis placed on regulating without the adequate scientific undergirding, and deference to the local politics of resource and supply control, a promising transport project was effectively stonewalled by bureaucratic hurdles. In order to provide for the growth and development our County and region will continue to face, we must find a way to work together to secure alternative water supplies that can serve us well into the future.

The issue at hand is not a ‘you should have to because we did’ situation, it is a matter of having the foresight to forge a unified vision for our collective future that allows Fort Bend to maintain a measure of independence in terms of water supply.”

fter completing the 83rd Legislative Session in Austin, Texas, Representative Ron Reynolds (D) is back home in Fort Bend County doing what he enjoys most: being with family and serving the community. “I’m proud to serve as State Representative of one of the most diverse districts in Texas.” After the political lines were redrawn, District 27 now consists of Stafford, Missouri City, Meadows Place, Fresno, Arcola, and parts of Houston, Sugar Land, and Pearland. The 83rd Session began in January 2013 and ended on May 27, 2013, however, three special sessions were called, extending the legislative session through August.

Now that Ron’s back, he is hard at work as the founding member of the

law firm, Ronald E. Reynolds & Assoc, PLLC, specializing in personal injury, auto and truck accidents, and wrongful death cases. A graduate of Texas Tech University School of Law, with honors in 1999, Ron is both an attorney and a licensed mediator. In the past he has been an adjunct professor at Texas Southern University and has the distinction of being one of the youngest lawyers appointed to serve as an Associate Municipal Judge for the City of Houston.

He is also past President of the Houston Lawyers Association and the Fort Bend NAACP. Above all legislative and legal accomplishments, Ron says he’s most proud and grateful for his wife, Dr. Jonita Reynolds and their three children. His wife is CEO of Gulf Coast Community Services Association. Ten year-old, Lacey, is a budding violinist and a big help to Mom and Dad. 2 ½ year old twins, Ronald III and Reagan are, “into everything!” Ron is a proud Christian family man who believes “to whom much is given, much is required.”

On September 3, 2013, Rep. Reynolds announced his intention to run for a third term, and is running unopposed in the primary election. “I am seeking another term because there remains more work to be done and I will apply my resources and resourcefulness to get the job done by advocating for high-quality education, public safety, affordable healthcare, and economic empowerment.” The general election is November 2014 and the next 84th Legislative Session will not start until January 2015.

While in office, Rep. Reynolds maintained a distinguished record of service. Why Fort Bend County needs public transportation

Public transportation is one of the most effective means of travel. Bus and train systems are reliable, decrease rush hour traffic, increases job opportunities, and improve consumerism. This makes public transportation all but necessary for growing cities and communities such as in Fort Bend County.

Fort Bend County is one of the fastest growing counties in the United States.

Fort Bend has a population of 700,000 citizens and is expected to have 1 million by 2020. With the influx of people comes the necessity of more transportation. In this past election, 70 percent of voters voted for a bond election of $180 million to be spent on roads, showing that the voters understand the immediate need for more ways of transportation. While more roads would help the county, only so many can be built before the county runs out of room. What Fort Bend needs in addition to more roads is both a bus system and train system going in to Houston.

In the report, Combs recommends that the Texas Legislature establish a prize framework to reward those who develop proven new, cheap sources of drinking water. In order to continue to support its rapidly growing population, the report concludes, Texas must find cost-effective supplements to its reservoirs and aquifers.

Both bus and train systems are reliable methods of getting to work. Trains and buses arrive on time, and could get into Houston and around Fort Bend without having to go through rush hour traffic in the morning and evening. This is a great help, as many people in Fort Bend have jobs in Houston.

Also, taking a bus or train allows passengers to catch up on work or reading, which is not possible for people who drive to work. The trains and buses would also help those who continue to drive. By offering an alternate mode of transportation, the trains and buses would clear up the amount of drivers on the road, eliminating traffic. With the increase in roads and the introduction of a train and bus system, transportation would be made much more efficient and enjoyable for all, regardless of which mode the passenger chooses.

Many large cities such as Chicago, New York City, and Washington D.C. have already reaped the benefits of public transportation. According to the Chicago Transit Authority, the CTA has a ridership of almost 1.64 million a weekday, coming to 516.87 million a year, and employs a little over 9,000[1]. Public transportation

employs not only conductors and drivers, but also people who work at little shops located at the train stations. These shops also increase consumerism and tourism, because they are places where people can buy lunch or souvenirs while waiting for their ride.

The increase in job opportunities would help with Fort Bend’s rapid population growth, as would the revenue brought in by the increase in consumerism.

Fort Bend Country needs public transportation to accommodate its rapidly growing population. Public transportation will provide an alternate to driving, eliminates traffic, and is reliable. It also increases employment and consumerism.

A train and bus system, in addition to more roads, is the only way to handle the need for more transportation options.

“The state took a big step forward in addressing our future water needs by creating and funding Proposition 6,” said Jim Sartwelle III, public policy director of the Texas Farm Bureau. “However, we still face challenges Proposition 6 will not address. This report identifies those challenges and possible solutions. Policy makers should definitely pay attention to this report.”

Combs also recommends the Texas Legislature do the following • Establish a program providing grants to water authorities and major water users that achieves meaningful and verifiable increases in water efficiency due to conservation activities. This program would award grants to local water authorities, including, but not limited to, cities, counties, river authorities,

water conservation districts and municipal utility districts.

• Increase state funding for innovative projects modeling new technology to help planners make more informed decisions about water usage.

“Although we tend to point to the historic drought as a singular cause for our water problems today, we’re not blameless,” Texas State Senator Robert Duncan said.

“Moreover, there exists no single silver bullet solution. To make matters more complicated, Texas is so geographically and meteorologically diverse, that what may work in one part of the state would be ineffective in another. That is why it is so critical that the Legislature continue to promote conservation and innovation for municipal, industrial, and agricultural water uses.”
