National Cargo Operator The project is to create a National Cargo Operator (NCO) whose function is to provide a cargo service, i.e., move cargo from point A to point B at customer request, like a postal service (or FedEx, etc) but for cargo/freight. In order to provide this service, we are planning to use the already existing infrastructure (Ports, Airports, Logistic Platforms, Rail, Roads, etc) and, if needed, construct new links necessary to integrate all the existing infrastructures in a single chain. This way, we aim for much more effective and efficient cargo distribution system. Besides this integration we intend to look at major cargo producing industries, for instance Cement, and major consumer locations and evaluate if new infrastructure is also needed to better interconnect this major clients with national system. The aim is to have a system that is designed and takes the maximum advantage of inter-modality. The project is then to design, build1 and operate a system like this. We will evaluate the costs, analyze demand, assess the economic/financial viability and propose a PPP to deliver this. Key issues: • • • • • • •
