Hantan River

Rafting Trip Saturday, September 15 & 29

Enjoy a leisurely ride down the crystal clear waters of Korea’s famous Hantan River. The Hantan waters flow gently through scenic valleys and forest mountainsides of the Kangwon-do province. The waters are cool, clean and clear, and the lush, wooded valleys offer stunning scenery. Hantan River is a popular destination for rafting enthusiasts, drawing more than 100,000 visitors every summer.

DMZ The Joint Security Area (JSA) The JSA resembles a square measuring about 800 meters across. After the Armistice Agreement was signed, the JSA became a neutral location where the guards from both sides were allowed to move about freely. It was the only place in the Demilitarized Zone (DMZ) where the Military Demarcation Line (MDL) was originally not clearly marked. That changed after North Korean guards murdered two United Nations Command (UNC) officers with axes on August 18, 1976. After the Ax Murder Incident, the MDL was marked within the JSA, and that marking system continues until today. The only place where border crossings are allowed is inside the conference buildings of the Military Armistice Commission (MAC). The MDL in the JSA is marked with one hundred and twenty six one-meter high white stakes at 10 meter intervals. Throughout the rest of the DMZ, the boundary is marked with MDL markers. Each side owns six guard posts in the JSA and no more than thirty five armed guards can be present on each side. The JSA is a venue for exchanges and negotiations between the North and South. All kinds of political and economic issues, cultural conferences and Red Cross meetings are held in the JSA.

Observation Post (OP) Dora As the northernmost observatory in South Korea, OP Dora is located within the DMZ and provides the closest view of North Korea. Propaganda Village and Farmland of North Korea lay in view just ahead as do some areas of Gaeseong. The Gaeseong Industrial Complex and a bronze statue of Kim Il Song can be seen through a telescope.

DMZ Third Tunnel The Third Tunnel was discovered 52 km away from Seoul in the administrative district of Paju in 1978. It is 1,635 meters in length, 2 meters in width and 2 meters in height. The tunnel’s size would allow an army of thirty thousand fully-armed North Korean Soldiers to pass through within an hour. The Third Tunnel is the largest one discovered so far, indicating North Korea’s desire to invade Seoul during that time.

All participants must have their passport or I.D. card on them during the tour. DMZ Tour Guidelines - When viewing the Conference Room, do not touch any equipment belonging to North Korea. - Do not speak with, make any gesture toward, approach or respond to personnel from the other side. - Military or other official considerations may prevent entry into the JSA. - Casual clothes, such as ripped jeans, sleeveless shirts, miniskirts, shorts, military clothes, and sandal/slippers are not permitted during the tour. - Shaggy or unkempt hair is not allowed. - Children under 10 years of age are not allowed.

ost newcomers to USAG Red Cloud and Area I can’t wait to experience what’s beyond the gate but unfortunately many don’t know where to begin. Thankfully, the Camp Casey Army Community Service (ACS) office has a program designed to make newcomers feel right at home called, appropriately enough, the Dongducheon City Tour. The free tour is designed to give newly assigned members (and those who have been here a while) an opportunity to explore the local Korean community. Those who have taken the tour say it’s a ‘must do’ experience. The Dongducheon City Tour began as a Camp Casey Community Activity Center (CAC) program but is now operated by the Casey ACS in cooperation with Dongducheon City Hall. Suk Harper, an ACS volunteer, was instrumental in setting the program up, working closely with Dongducheon City Hall officials to develop a program that gives newcomers a broad overview of Korean life and what the local community has to offer. The tour program, held once every month, is very popular with Soldiers and Families alike. It is not unusual for the tour to be fully booked, so newcomers are advised to make reservations early.

“I’m amazed to see that many foreigners don’t have a good understanding of Korea,” says Suk Harper during an interview with In The Zone. “I worked with the Red Cross office on base and have been a volunteer at ACS for several years and noticed that so many people know so little about Korea. I love working with this program because I get to help people become more aware of the many interesting Korean customs and traditions,” she says with enthusiasm.

Although the tour is free, participants are encouraged to bring at least 15,000 won, which is used to pay for food ingredients they’ll use to make their own Korean dish at the beginning of the day-long tour. The hands-on Korean cooking class teaches foreigners how to properly prepare traditional Korean foods, such as BiBimBap (white rice mixed with meat and vegetables), and MulKimChi, (kimchi mixed with water).

Members of the Dongducheon Mokryeon Lions Club often volunteer to help participants prepare their own dishes using a variety of locally grown items. To make BiBimBap, students on this tour carefully prepared a red-pepper paste made with pumpkins, herbs, brackens and mushrooms, while observers closely monitored their progress. Once the mixture was ready, students received a bowl of rice, arranged the vegetables neatly on top, added the red-pepper paste in the center with fried eggs and voila! – their very own delicious favorite Korean dish. “I’ve had BiBimBap before and I’m happy that I’m making it today. I’m just having fun!”, says Cristina Dotson, from Oklahoma. After her first bite into her own BiBimBap, Dotson exclaimed, “ This is really Cristina Dotson good and I’m so proud of myself!” she says with a big smile. Students are encouraged to take their left-over’s home to share with their families.


Everyone enjoyed the brief class and their meal before heading off to the next stop on the tour – shopping at Lotte Mart.

The popular local department store is similar to those found throughout the U.S., but with a few twists. Customers can purchase usual department store items, such as cosmetics, toys, food items, kitchenware and assorted household products, among others, but in many Lotte Mart stores you’ll also find a pet store or even a massage shop.

Korean customers usually carry with them a Lotte Mart credit card, similar to store credit cards such as Sears or JC Penny’s back home. Originally, Lotte Mart credit cards were limited to Korean citizens only, but Harper managed to convince store officials to allow foreigners to receive the same benefits using their passport numbers instead, giving foreign shoppers a special credit card so they can earn discount points toward future purchases just like Korean shoppers. “It was hard at first. Lotte Mart managers were reluctant to issue credit cards to foreigners but I kept pestering them for several months. Finally they said ‘okay’ and since then foreigners can enjoy discount points too,” says Harper. “Customers find it very useful. They can use it just like cash.” A passport is a must item in order to be issued a Lotte Mart credit card. Shoppers are expected to have their passports checked at the information booth while they shop.

After a few hours of casual shopping the tour group moved on to the city’s Arts Center located in front of JiHaeng Station. There students learned how to make various Korean arts and crafts products using traditional Korean paper. Students seemed to enjoy creating their own unique items which were relatively easy to make. Many made sure they took several photos of their Korean handiwork.

“I loved the art class! It was fun and relaxing. When holidays come around I’d like to have home-made gifts ready and now I have an idea for my holiday gifts,” says Brenda Hawes from Brenda Hawes Oregon. “I liked the Art class the best but I also enjoyed cooking class, too,” continues Hawes. “During the shopping tour I bought red, yellow and orange peppers and they were available at better prices compared to their cost on post. Plus, they are so fresh!” “We started this tour program for U.S. Family members in 2010,” states Han, Eun Ju from the Particular Operation Region Department, International Exchange Team, City of Dongducheon. Han, Eun Ju “Our main mission is to develop and maintain friendship between the city of Dongducheon and the 2nd Infantry Division community. We pursue new ideas and develop plans for both Korean and U. S. communities in the city of Dongducheon area so that both can live in harmony, promote mutual understanding and provide opportunities for all to share each other’s culture,” Han asserts as she conveyed the intent for continuous support from the city of Dongducheon.


From there the group moved along to the last phase of the tour, the famous Freedom Protection Peace Museum in the heart of the city. While visiting the three floors filled with Korean War exhibits and artifacts, students got a chance to learn more about the Korean War and the on-going efforts to preserve peace in this divided country.

“I think this newcomer’s orientation tour program is a great way to introduce Soldiers and Family members to the area. Many Americans don’t get off the base often. It has helped me to clearly see what’s surrounding me in the area,” says Hawes as she illustrates the benefits of the newcomers’ orientation tour program. “I can now recognize subway stops and that enables me to get out and walk around to explore with confidence. I’ve been to Seoul a number of times but this is my first time to explore the adjacent city of Dongducheon in depth. I’m going to try to walk from Camp Casey to Lotte Mart next time on my own,” says Hawes.

“It’s important for people to know and understand as much as they can about Korea and its people,” says Harper. “Many people who come here do not get out into the local community because they don’t know the language or are intimidated by being in a strange place. This free tour, made possible with help from the City of Dongducheon, really helps people feel a little more at home here”, Harper says. “I highly encourage anyone interested in knowing more about Korea to sign up for this tour. It will really help them to adjust,” she concluded.

The free Dongducheon city tour is offered on the 3rd Tuesday of each month. Interested members should contact the Camp Casey ACS Office at 730-3107 for more information.

What is the Army Family Action Plan Issue Management System? The AFAP IMS allows registered users to submit AFAP issues online through the Army OneSource Portal. This site will allow for review, submission, escalation and tracking of issues throughout the issue-resolution process. If you have a quality of life AFAP issue for the community or Army, please submit it through the new online AFAP IMS.

How to register online 1. Go to www.myarmyonesource.com. 2. Click on the LOGIN tab at top of page or “Register” at top right of page. 3. Click “Join Now”. 4. Input your information. New Scam Focuses

on Utility Bills by David Uffington The latest scam is hitting consumers in the middle of a heat wave. The scam itself, while creative, is not realistic: President Barack Obama is not giving away $1,000 credits that can be applied to utility bills. There is no energy fund. There is no credit. This is not another stimulus check-type program from the government. It’s a scam. The rumor started in one state, and it’s spreading from coast to coast. The scammers are going all out this time, calling on the phone purporting to be from the utility company, using autodialers, putting up notices and even texting. What makes this scam even more dangerous is that they’re also going door to door. Sometimes the scammers claim to be from the government, and they say that your water, electric or gas bill will be paid — if you’ll just give them your personal information. In one utility alone, 1,000 customers have fallen for the scam. In another, more than 2,000 customers were affected. The biggest take nailed 10,000 people in one state. Here are some things you can do: • If you know you’re not behind on your utility bill, but are being pressured on the phone to pay, call the police. • Don’t give out your bank routing information or Social Security number. Do not give out your creditcard number as a way of making a payment to a suspicious caller. • If someone calls, supposedly from the utility company, and demands payment, hang up. Then call the number of the utility’s customer service line (usually found on your bill) and ask whether they re the ones who called you. Hang up on anyone you think is trying to get your personal information. • If you suspect something is wrong, call the local Better Business Bureau. You likely won’t be the only one who calls. • If you realize after the fact that you’ve been scammed, call your bank immediately and tell them what happened. Then, if it’s the utility company scam, call it as well. • If someone comes to your door supposedly to collect on a utility bill, have that person wait outside (while you lock the door) and call the utility to see if they sent anyone to your door. • Read the leaflets that come in your utility bills. They might include warnings of scams or other information you need. 60
