The Joint Security Area (JSA)

Observation Post (OP) Dora

The JSA resembles a square measuring about 800 meters across. After the Armistice Agreement was signed, the JSA became a neutral location where the guards from both sides were allowed to move about freely. It was the only place in the Demilitarized Zone (DMZ) where the Military Demarcation Line (MDL) was originally not clearly marked. That changed after North Korean guards murdered two United Nations Command (UNC) officers with axes on August 18, 1976. After the Ax Murder Incident, the MDL was marked within the JSA, and that marking system continues until today. The only place where border crossings are allowed is inside the conference buildings of the Military Armistice Commission (MAC). The MDL in the JSA is marked with one hundred and twenty six one-meter high white stakes at 10 meter intervals. Throughout the rest of the DMZ, the boundary is marked with MDL markers. Each side owns six guard posts in the JSA and no more than thirty five armed guards can be present on each side. The JSA is a venue for exchanges and negotiations between the North and South. All kinds of political and economic issues, cultural conferences and Red Cross meetings are held in the JSA.

As the northernmost observatory in South Korea, OP Dora is located within the DMZ and provides the closest view of North Korea. Propaganda Village and Farmland of North Korea lay in view just ahead as do some areas of Gaeseong. The Gaeseong Industrial Complex and a bronze statue of Kim Il Song can be seen through a telescope.

All participants must have their passport or I.D. card on them during the tour.

DMZ Tour Guidelines - When viewing the Conference Room, do not touch any equipment belonging to North Korea. -D o not speak with, make any gesture toward, approach or respond to personnel from the other side. -M ilitary or other official considerations may prevent entry into the JSA. -C asual clothes, such as ripped jeans, sleeveless shirts, miniskirts, short pants, military clothes, and sandal/ slippers are not permitted during the tour. - S haggy or unkempt hair is not allowed. -C hildren under 10 years of age are not allowed.

DMZ Third Tunnel The Third Tunnel was discovered 52 km away from Seoul in the administrative district of Paju in 1978. The tunnel is 1,635 meters in length, 2 meters in width and 2 meters in height. The tunnel’s size would allow an army of thirty thousand fully-armed North Korean Soldiers to pass through within an hour. The Third Tunnel is the largest one discovered so far, indicating North Korea’s desire to invade Seoul during that time.

Looking for something fun yet educational for your youngsters during this spring season? You don’t need to look far. The Family and MWR Child, Youth and School Services (CYSS) in the USAG-Red Cloud/ Area I community is ready to satisfy your child’s every need. Celebrating its one year anniversary and the month of the Military Child in April, the USAG-Red Cloud/Area I CYSS offers a variety of programs for different age groups as well as activities for the entire family. CYSS facilities include the Child Development Center (CDC), School Age Center (SAC), Youth Center, Youth Sports and Schools of Knowledge, Inspirations, Exploration & Skills (SKIES) Unlimited.

The CDC located at Camp Casey opened to the community in April 2011, providing spacious and secure facilities with certified and trained staff members who meet all Army requirements. The CDC accepts children from as early as 6 weeks old to kindergarten. A variety of enrollment options are available depending on each child’s needs or parents’ working schedule: infant classes from 6 weeks old to 18 months, toddler classes from 18 month to 2 year olds, preschool classes from 3 to 5 year olds and before and after school care for kindergartners. Each class is assigned a lead teacher and a Child and Youth Program Assistant (CYPA) to provide a safe and comfortable environment for children. “Our lead teachers have completed all armyrequired training and continue to seek further education by completing additional Child Development Associate (CDA). Our staff really knows what they are doing,” says Silke Magahan, the Director of the Camp Casey CDC. “We have a full time trainer who works with all of our staff and focuses solely on their training as well as curriculum implementation within the centers. She oversees the CDC, the School Age Center and the Youth Center in CYSS. It truly empowers staff members to work hard to get to the next level with their career,” says Magahan,

who is a firm believer in a qualified and selfsatisfied staff in children’s education. With the guidance of properly-trained teachers, children at the CDC learn to develop physical, intellectual, emotional, social, cognitive and language skills emphasizing hands-on learning. Its strong curriculums embrace art, science, literature and computer technology. In addition to regular classes, the Camp Casey CDC offers an exceptional program called ‘Strong Beginnings’ for preschoolers who are to enter kindergarten soon. This army initiative program ensures each child is ready for kindergarten, making sure they know how to follow the rules and meet expectations in the school classroom environment. Sets of structured lesson plans are used, ensuring children are ready for the academic level that parents and educators expect from children once they enter kindergarten. Strong Beginnings classes are available from Mondays through Fridays from 8:30 -11:30 a.m. or 1-4 p.m. Children ages one through five have the option of enrolling in part-time or full-time programs. Part-Day Programs are offered Mondays through Fridays from 8:30 to 11:30 a.m. Because of parents’ busy schedules, such as running errands, working out or attending appointments, hourly care for children is also available Mondays through Fridays from 9 a.m. – 5 p.m. Children must be registered with CYSS, and parents must attend an orientation prior to receiving care. In addition to the convenience of being an on-post day care center versus off-post, the Camp Casey CDC is proud to announce their open-door policy. “If you have a child enrolled in our center, you can stop by anytime of the day to check on your child,” says Magahan, who welcomes all IN THE ZONE

parental visits. “It takes all of us to make it better. We want the parent’s input and feedback. A Parent Advisory Council meeting is available once a month. It’s a great tool for parents to voice their questions, concerns, suggestions and improvements.” During the Week of the Young Child, April 22 through 27, the Camp Casey CDC offers special projects for children and parents including Lunch with Parents at CDC, Make-and-Take Activities and everyone’s favorite Ice Cream Social. The CDC encourages parents to register their child as early as possible in order for the Center to prepare for any family needs. Schools of Knowledge, Inspirations, Exploration & Skills (SKIES) Unlimited provide instructional programs to balance and accelerate athletic experiences, life skills and academics important to a child’s development. “SKIES Unlimited classes are designed to help children and youth develop new skills and enhance those they already have. These skills not only lead children and youth to a healthier self-esteem, but instill an aspiration for higher academic goals and the pursuit of long term careers,” says Patricia Garcia, CYSS Instructional Program Specialist. “Our programs provide opportunities for both leadership and social skill development.” Currently parents may enroll their children in the following SKIES Unlimited programs: - Individual Piano Lessons at Camps Casey and Red Cloud (4 - 18 year olds) - Tae Kwon Do and Hapkido at Camp Casey (6 – 18 year olds) - Drama Lessons at Camp Casey (1st – 12th grades) - Art Exploration: a Parent and Tot Activity at Camp Casey (18 month to 3 year olds) - Fun with Music at Camp Red Cloud (18 month to 3 year olds) For high school students, a Scholastic Aptitude Testing (SAT) Intensive Prep program is available. “I have two kids. One is eight and the other is five. They are enrolled in Tae Kwon Do and Hip Hop classes. It’s a great additional opportunity for my kids to get out and meet other kids,” says Heather Sickafoose, a satisfied parent who has children participating in various SKIES Unlimited programs at Camp Casey. “CYSS made things affordable and flexible for families stationed in Korea. I’m very thankful that CYSS tries to offer the same benefits as the ones I would anticipate in the States. I will truly miss it when we depart Korea,” Sickafoose says, adding that she appreciates the continuity CYSS achieves in the Army’s child care services. and Crafts Workshops for children 1st grades through 12th grades from April 16 – 20. Final art projects will be displayed at the Camp Casey Community Center from April 21-27. School Age Centers Located at both Camp Casey and Camp Red Cloud, School Age Centers (SAC) provide before and after school care for children from 1st grades through 5th grades. Before-school care opens at 6 a.m. and after-school care opens at 2:45 p.m. during weekdays. Additionally, the SAC provides full day service during schoolout days and adjusts its hours of operation accordingly for early-release days to support parents’ working schedules. Healthy nutritious breakfast and afternoon snacks are prepared daily for children by a professional cook. “I appreciate the fact that I don’t have to worry about picking up kids in the afternoon until I get off work,” says Dina Jucaban, a parent and Casey SAC patron. “I know they are going to be safe and well taken care of,” Jucaban says, sharing her positive experience with the CYSS School Age Center.

As soon as you walk into the Camp Casey School Age Center you can’t help but notice a wide open floor with enough space for individual or group play. Each activity area is neatly divided with age appropriate toys and books. Often children have opportunities to go outside for outdoor activities at a park near the Casey Elementary School to release their energy after school. Children also have the freedom to choose their leisure activities. Supervised homework and computer labs are separated from the main recreational area for “Power Hour,” where children earn points for doing homework with help from homework technicians. Special prizes are awarded to those who earn points on a quarterly basis. The Power Hour program encourages children to compete with each other to reinforce healthy self-study habits. Inside the lab, comfortable couches with neatly organized bookshelves are in place for those youngsters who enjoy reading. School performance counts towards points for children, and the School Age Center is proud to provide academic support in their Homework and Computer Labs. With qualified staff mentorship and guidance, children at the School Age Center learn to become responsible and self confident. The School Age Center is partnered with Boys & Girls Clubs of America, 4-H and Character Counts, focusing on the skills and knowledge that children need to become excellent teen models. By spending time with peers of the same age group in a

structured environment on a daily basis, children naturally learn to adopt honor, respect, fairness, cooperation and friendship. If you’d like a sneak peak at what the School Age Center offers, mark your calendar for Wednesday, April 25 from 6 – 8 p.m. for the “Art Nite,” which is open to all registered families in the community. “Art Nite is for children and parents to do an art project together. We wanted to show the community what the School Age Center has to offer. Children need to be registered with CYSS but they don’t need to be in the program,” Cindy York, the Child and Youth Education and Outreach Liaison, said. The SAC is also opening a Spring Break Camp from April 9-13 and invites children to participate in many fun-filled events, including a field trip and cooking day. Currently, Camp Casey and Camp Red Cloud School Age Centers are in the process of being accredited by the Council on Accreditation (COA). “It’s a year-long process but we are thrilled to start the process now. We anticipate receiving the accreditation by April 2013,” ensures Marie Johnson, the director of the CYSS. “Receiving this accreditation is considered a ‘seal of approval’ from the experts in school age education. This accreditation assures parents that we are delivering the best and highest quality programming,” concludes Johnson. CYSS serves all age groups and even includes a state-of-the-art facility for teenagers known as the Youth Center. The Camp Casey Youth Center is located on the 2nd floor of the School Age Center, Building #2475. It is designed specifically for students in 6th through 12th grades and is equipped with a fashionable yet functional lounge room with video games, pool tables, teen magazines and free wireless internet service for laptops and iPod users. The Homework/Computer Lab is also open from 3 - 8 p.m. from Mondays through Fridays with a Homework Lab technician available to assist kids in locating resources to help them complete their academic work. Unlike other CYSS program for younger age groups, there is no cost for authorized youth groups to use the facility. “Whenever kids want to come and use our Youth Center, all they have to do is sign themselves in. They don’t have to come every day. They need to be registered once on a yearly basis, but that’s all that is required. It’s free,” explains Khia Wood, manager of the Youth Center, explaining just how easy it is to utilize the Youth Center. “We want kids to get involved and be active rather than stay home all the time.” According to Wood, 13-15 kids use the facility on any given day. Most are middle school students who visit during the week. However, more high school students use the Youth Center on Saturdays. An additional fun place for students to socialize at the Youth Center is the Art/Science Room, which offers a variety of art and sewing projects. “We call this room the ‘Café’ since this is the place where kids can have snacks as well,” says Kasey Arent, a homework lab technician. “Often kids end up doing homework in the room since this is the center to socialize and discuss things,” she says. “Kids can choose healthy snacks, like fruit cups, yogurt, granola bars and crackers, or not-sohealthy snacks, such as hot pockets, frozen pizza or noodles,” Arent added with a smile. During the upcoming spring break, Youth Center participants are scheduled to go on a trip 48

to Building 63, visit the Yongsan Youth Center, try their hand in the paintball tournament on Camp Casey or join the Block Party in Seoul with the Yongsan Youth Center as well as Teen Dance Night at the Gateway Club. CHILD ABUSE PREVENTION MONTH ”It’s no secret – everyone can help. Keep Army children safe and healthy.” April is devoted to bringing awareness to the community about the prevention of child abuse. The majority of child abuse cases stem from entirely preventable situations and conditions. Prevention is the best hope for reducing child abuse and neglect and improving the lives of children and Families. Strengthening Families and preventing child abuse requires a shared commitment between individuals and organizations in every community. Everyone can help prevent child abuse. Anything we do to strengthen and support Families in our community helps reduce the likelihood of child abuse and neglect. Let’s focus our attention on prevention efforts that support parents and create healthier communities for children.

Things You Can Do To Prevent Child Abuse • V olunteer your time. Get involved with other parents in your community, and help vulnerable children and their Families. • D iscipline your children thoughtfully. Never discipline your child when you are upset. Give yourself time to calm down. Remember that discipline is a way to teach your child. Use privileges to encourage good behavior and time-outs to help your child regain control. • E xamine your behavior. Abuse is not just physical. Both words and actions can inflict deep, lasting wounds. Be a nurturing parent, and use your actions to show children that conflicts can be settled without hitting or yelling. • E ducate yourself and others. Simple support for children and parents can be the best way to prevent child abuse. Participating in after-school activities, parent education classes and mentoring programs are some of the many ways to keep children safe from harm. • T each children their rights. When children are taught that they are special and have the right to be safe, they are less likely to think abuse is their fault and more likely to report an offender. • S upport prevention programs. Too often, intervention occurs only after abuse is reported. Take advantage of the programs that have been proven to stop the abuse before it occurs , such as Family Advocacy and the New Parent Support Program. • K now what child abuse is. Physical and sexual abuses clearly constitute maltreatment, but so does neglect, or the failure of parents or other caregivers to provide a child with essential food, clothing and care. Children can also be emotionally abused when they are rejected, berated or continuously isolated. • R eport abuse. Reporting your concerns may protect a child and get help for a Family who needs it. Remember: reporting child abuse is everyone’s responsibility.

Is It Time to Buy a New Car? by David Uffington Here come higher gas prices — again. No one should be surprised. These things run in cycles. Yes, prices are generally higher in spring and summer — when we all need more gas for vacation — and go down in the winter. If you don’t get good gas mileage, consider whether it’s time to buy a more efficient, economical vehicle. You won’t be alone. The sale of small and compact cars has increased in the past year. One automaker reported that sales of its small cars increased by 40 percent. Another reported an increase of 43 percent. Decide, too, whether the vehicle you buy should be considered your “last” one. In other words, buy as though the vehicle will be the last one you’ll ever own — and then drive it for the length of its useful life. The idea is to keep driving the car long after it’s paid off. Keep up with all scheduled maintenance to extend the life of the car. A payment-free vehicle is a nice thing to own. Besides not making a hefty monthly payment, the older a vehicle is, the lower the taxes and insurance. If you’re going to trade your car in, invest in a detailing package so it looks its best. At the very least, run it through a carwash and spring for the wax. These basics of saving on gas apply to whatever type of vehicle you own: — Keep your vehicle tuned. Not being at peak performance means it is going to use more fuel. Keep an eye on the tire pressure as well. — Plan and combine your errand trips around town. — Carpool, if you can, or take public transportation at least a few days a week. For more ideas on saving on the cost of fuel, see the website by the U.S. Department of Energy: www. fueleconomy.gov/feg/gasprices. You’ll find information on hybrids and electric cars, alternative fuels, miles per gallon, notes from other consumers, tips on choosing an efficient vehicle, a side-by-side comparison of vehicles, and information about the new labels required on vehicles. Besides the estimated mpg, the new label has to disclose how much money you can likely save over five years, the greenhouse rating, the annual cost of fuel and the smog rating.
