Almeria steps up in fight against Ebola ALMERIA’S health workers are to receive protective suits and training to safeguard them against diseases of high biological risk such as Ebola. The 345 protective suits which include goggles, masks, gloves and boots are to provide a barrier against the spread of Ebola for staff in the region. Torrecardenas receives the largest number of suits, as it is Almeria’s referral hospital for any suspected Ebola cases. Other hospitals to benefit include Huercal Overa’s Inmaculada Hospital, Poniente and El Ejido, as well as a number of health centres in the province. Although 345 initially

seems a high number, the suits can only be worn once which means they would reduce in number fairly quickly in the case of an outbreak. Torrecardenas Hospital in Almeria city has infrastructure in place for the care of seriously infectious patients. It has negative pressure isolation rooms, with their own oxygen supply, ensuring that patients elsewhere in the hospital can be treated safely. Staff members at Torrecardenas have received additional training in protocols against Ebola. Everyone from management to housekeeping staff has been brought up to speed.

Head of Public Health for Almeria Pilar Barroso said training began with the services that would have more contact with a suspected case of Ebola like A&E and Intensive Care. Barroso added: “Andalucia’s active protocol is consistent with that established by the World Health Organisation and the Ministry of Health, Social Services and Equality.” Almeria is on level three alert for Ebola, ready to leap into action as was demonstrated with the false alarm earlier in the year, when a man with malaria entered a clinic in Roquetas de Mar.

TURRE: scene of the crime.

Man assaulted in dog napping

DOG thieves jumped from a white van and attacked a British man in Turre, stealing his valuable miniature Doberman pinscher. The two men attacked the man in a side street close to Bar Zamba in Turre, cutting the young pedigree dog from its lead and speeding off. The man’s other dog, a

small dark brown terrier aged 11, disappeared in fright. The pedigree dog has since been located and returned to its family. Both dogs are now believed to be safe at home enjoying a warm treat-filled welcome. Dogs are stolen for a variety of reasons, including for hunting or dog-baiting,

but usually pedigree dogs such as this are taken for breeding and often to order. Witnesses to the event, or anyone who can help with further information that may lead to the arrest of the thieves are encouraged to contact the local police in Turre or telephone Roland on 606 911 049.

Hospital boss answers back EVA JIMENEZ, the manager of Inmaculada hospital in Huercal Overa has criticised demonstrations against the closure of hospital beds. Reacting to the public demonstrations, she said: “It is creating unnecessary public alarm.” Jimenez said the cause of the public’s reaction was ignorance as well as a little

misinterpretation. She went on to explain that it’s normal to close beds because of the seasonal decrease in the demand for care. She also clarified that it was 21 beds closing, not 30 as has been widely publicised. She said that 15 rooms are affected and that they are not closed, simply put in reserve.

Jimenez said that currently the hospital beds’ occupancy is around 55 per cent, leaving 76 beds empty. The hospital’s head stated bluntly: “We have not closed any wards. We have not dismantled any services. We have not fired anyone.” She concluded: “I live in the town and I hear things on the streets that are not true.”

T

HE ease with which two health workers – one in Spain another in the USA – have caught Ebola is worrying. Both were caring for patients with the deadly disease and were supposedly protected to the highest standards by modern protective gear and strict medical protocols. Simply put, they should not have caught Ebola. But what was the first thing Spanish politicians did when criticism started to fly their way? They accused the nurse victim of lying and heaped all the blame on her, even as she lay seriously ill in hospital. Do they never learn? The Spanish public has, quite rightly, been outraged by the smear campaign, viewing it as yet another example of the selfserving nature of politicians of all political spectrums. An unpopular government getting more unpopular by the day.

Adra fish hauls seized MORE than 34 kilos of mussels and 172 kilos of octopus have been seized in Adra by the Guardia Civil. The officers caught one man with his illegal haul of mussels as he was unloading his catch at the port of Adra. The officers were working in conjunction with DEPRONA (Detachment of Agents for Nature Protection) when they saw a man half immersed in the sea, pulling a bag from the water and placing it on the pier. Upon investigation the officers found the man to have four bags of mussels, plus a fifth bag containing flippers, swimming goggles and a knife. In a second incident, DEPRONA agents spotted a vessel arriving at Adra, and observed several people unloading buckets from the boat into a car parked nearby. The agents carried out discreet surveillance as the car drove to a nearby property. The agents approached the building and discovered the buckets contained 90 kilos of young octopus and an additional two freezers with 82 kilos of octopus, 62 of which were unsuitable for consumption, lacking heads.

The facts about Ebola

With the huge outbreak of Ebola in West Africa having reached Spain some people are panicking because they want to know more about this deadly disease, so here are the facts on Ebola.

What is Ebola? Ebola is a virulent virus that is notorious for its low survival rate. The virus usually develops into a full-blown disease called ebola haemorrhagic fever (ebola HF) or ebola viral disease (EVD). Where does it come from? The disease was first recognised in a part of Africa called Zaire in 1976, now renamed the Democratic Republic of Congo. Monkeys and apes are known to have the virus but the biggest host of ebola is the fruit bat. The huge leap from animal to human disease is thought to have come from the common custom in Africa of eating bush meat.

Ebola is transferred through contact with blood or bodily fluids. What are the symptoms? Ebola frequently begins between two and 21 days after contact with any of the following symptoms: a high fever, intense weakness, headaches, muscle pain and a sore throat. Followed by vomiting, diarrhoea, a rash, kidney and liver problems and bleeding. In some patients the dying

moments can be very painful, as the disease attacks connective tissue in the skin and internal organs, leading to massive internal and external bleeding. How is it transferred? Ebola is transferred through contact with the blood or bodily fluids of the infected person. It is similar to HIV in the fact that it is not an airborne disease. It

is, however, extremely contagious and can also be caught from infected animals, or during burials when people sometimes come into contact with the deceased. Survivors of the disease are still infected and it has been known that it is possible to pass on the disease by sexual intercourse. Is it always fatal? The fatality rate on average is 50 per cent but the rates can vary from 25-90 per cent when the disease has reached its pronounced stage. Survival rate is low and there is still no knowledge as to why some people die and others survive. Since the last outbreak began, 70 per cent of infected people have died. How can it be prevented or treated? There is no vaccine for Ebola. The only medicine is a drug called ZMapp and intensive treatment for fluid loss. ZMapp, however, is still in experimental stages and has

not undergone clinical trials to check its safety and efficiency. How dangerous is it? It is classified as a Level 4 biohazard, regarded as the most dangerous and requiring decontamination for those who work with or come into contact with it. Myth not fact Contrary to popular belief, it is not a flesh-eating disease like MRSA (methicillin resistant Staphylococcus aureus). The disease can be contracted by eating undercooked meat: this is not true. It can only be contracted by bodily fluids and eating meat that is contaminated. Ebola victims rise from the dead like zombies. Again fiction not fact; this is all internet and social media hoaxing tricks. This contagious disease, like any of its nature can lead to panic, fear and violence. Misinformation and lack of the correct facts can be more dangerous than the Ebola virus itself.

Ex held for extortion NATIONAL POLICE have arrested a 19-yearold man on suspicion of blackmailing his former girlfriend. The 19-year-old man allegedly claimed to have a video with sexual content of his former girlfriend, aged 15. The girl said that he had tried to extort money from her, by threatening to spread the video through her school and surrounding area. The girl claims no such video exists, but did make a formal complaint to her school who contacted the police.

adding to the hefty bill that the sports centre has already cost the small town. The town council has criticised the previous government and said: “It was opened unfinished in 2011 by the previous council and has so far cost the town €15 million and economic viability is very limited for a town of this size. This is not the first time Carboneras has had to undertake urgent work at the centre.” The emergency works currently under way involve building a two-metre retaining wall to protect against the landslides that are affecting the mountain next to the sports centre, plus the placement of concrete foundations and fencing. The work will last approximately three weeks and has generated three jobs.

Spain to send troops to Iraq to take part in a training mission SPAIN is to send troops to Iraq on a training mission. The Spanish Government decided on Friday (October 10) to send approximately 300 troops to Iraq on a seven- or eightweek training mission, as part of their

support to the US-led international coalition against jihadist extremism. The announcement was made by Defence Minister Pedro Morenes after a meeting of the Cabinet. The decision is now to be submitted to Parliament for approval.

16.8 million in Spain breathe polluted air NEARLY 16.8 million people in Spain breathe air which has pollution levels exceeding the legal limits established by the European Union. This represents roughly 36 per cent of the population. However, the percentage could be even higher – 95 per cent – if World Health Organisation standards are taken into consideration, warned

Ecologistas en Accion, a confederation of more than 300 Spanish ecological groups, in its annual air quality report, which looked at data from 2013. According to international health authorities, the number of premature deaths in Spain total 20,000 a year as a result of complications resulting from air pollution, said a report co-ordinator.

The Spanish Government could also expand the capacity of Spanish airbases to support the needs of the United States Central Command, a decision arising from an agreement signed between Spain and the United States and that does not require

the approval of Parliament. The troops are to train the Iraqi military on how to handle and deactivate explosive devices as well as on special operations. Out of the 300 troops to be sent, 69 will provide security, 60 will act as trainers in three different teams, 10 will be part of the military’s command, while the rest will support training and security tasks. Minister Morenes said, however, that the size of the Spanish contingent could vary and that he is to meet his American counterpart in Tampa, Florida, next week to specify what Spain’s contribution will be. “The efforts (being made) in Iraq are not only aimed at stopping the advance of the Islamic state, but also at providing Iraq with a state structure and guaranteeing the security of its citizens,” said the minister. The Spanish mission in Iraq is to exclude direct combat, he remarked.

Caught with lots of cash POLICE have detained two Colombian nationals carrying thousands of euros in cash. Municipal Police officers placed two Colombian nationals under arrest after they were caught red-handed carrying €45,000 in cash, an undisclosed amount of casino tokens and a metal bar of what may turn out to be gold. The arrest took place when the officers on patrol in Madrid pulled over a car because it lacked the mandatory ITV sticker on the windscreen. After asking the occupants to produce their identity documents, the Colombians said they did not have them because they were foreigners. The police became highly suspicious because the men got nervous, which prompted them to search the vehicle, finding a large amount of €50 and €500 bills as well as tokens from a Madrid casino and a gold-coloured bar.

Mass murdering acid killer gets 127-year jail sentence A NURSING home security guard has been jailed for more than 127 years for the murder of 11 elderly men and women. The Supreme Court upheld a 127-and-a-half-year prison sentence for the security guard of a nursing home in Olot, Girona, convicted of murdering

11 residents of the home between 2009 and 2010, using caustic acid, psychotropic drugs and other substances. The court dismissed the appeal lodged by the defendant, Joan Vila, in which he maintained there was not enough proof that the deaths of eight of the 11 men

and women had been brought about by high doses of the substances. While being questioned by police, the examining magistrate and during the trial, the man had admitted giving the substances to the victims. According to the Supreme

to increases in taxes levied on property sales. The ombudswoman asked if there were plans to adopt an amendment to the reform, which would alleviate its effects in the case of people – retirees and unemployed people, for instance – who are forced to sell their homes due to a difficult economic situation.

Court, the defendant’s lawyer conceded during the hearings that his client was the perpetrator, but requested that the sentence be suspended on the grounds of a mental disorder. After being sentenced, the man admitted to three of the murders, but appealed against the other eight for violations of the presumption of innocence, claiming his confession was not enough to prove the crime. Nevertheless, the Supreme Court concluded that the arguments put forward by Vila were contradictory and incoherent, since he confessed to giving the victims the toxic substances, but then maintained they could have died for reasons he had nothing to do with. He is likely to serve 40 years of the sentence and has also been ordered to pay the victims’ families €369,000.

However, it is unclear what that something might exactly be, since Rajoy said he has not spoken to Mas since July 30, when they met at La Moncloa. Rajoy’s comments came on Sunday October 12 at an informal chat with Spanish media, who enquired about the bridges of dialogue he said he would maintain regarding the push for independence in Catalonia. Communication between Rajoy and Mas was severed after the Catalan leader signed a decree calling for an

The doubts being cast on Artur Mas’s ability to renew the sovereignty process following the decision by the Constitutional Court to suspend the decree that set the official date and the law that paved the way for the vote, represent yet another obstacle to dialogue between them. The suspension, however, does not mean that all options for taking the independence drive forward have been exhausted, according to Artur Mas’s advisor, Carles Viver Pi-Sunyer.

The cloud of cancer cast a shadow on a beautiful sunny summer’s day By Erica Russell Watson My story so far: detection, diagnosis and plan of action to combat breast cancer. August 2, 2014: Yet another beautiful sunny day and I was looking forward to playing ‘padel’ when I noticed a strange sensation in my right breast and a thickening of the skin around the areola coupled with a slight discolouration and change in texture. I started to investigate, feeling my breast for abnormalities or lumps. I couldn’t find anything discernible and moved up into my right armpit when suddenly I felt a large hard lump. The lump did not hurt and as I didn’t have a temperature I was sure it wasn’t an infection. My alarm bells sounded so I went to Urgencias at the hospital (A&E). If I am honest I was fairly positive that the signs were not good and suspected breast cancer, not because I am a

This week The Euro Weekly News begins a regular column chronicling the journey – both emotional and physical – of a breast cancer sufferer. Expatriate Erica Russell Watson will take us with her and share her thoughts and experiences as she comes to terms with an illness she was only recently diagnosed with. It is one that affects more than one million women worldwide each year. Her story is unfortunately a common one in many homes around Spain and the world; a story of pain, disbelief, heartbreak, laughter, tears and spirit. Screening and early detection is essential in the fight against breast cancer and organisations around Spain stress that being diagnosed with breast cancer does not necessarily equal a death sentence. We hope that Erica’s story will strike a chord with readers and perhaps also inspire women to get screened at their nearest clinics in order to combat this disease; a disease that can devastate the lives of not only sufferers, but also their families and friends. But it is important to remember that there is hope, and many women have, with just the same courage and dignity shown by Erica, faced up to the illness and come through it. We wish Erica all the best, our thoughts are with her. negative person but because I am a realistic person. Having done some initial research the signs were not consistent with more minor illnesses. Once in Urgencias I explained my findings and the doctor examined me. She could not find a lump

The biopsy was not dissimilar to spear fishing but with needles! Take aim and fire! Several samples of both the lump in my breast and armpit were taken and sent off for analysis. I went home bandaged up and waited for the results. The hospital called me on August 21 to say they had my results but my appointment was the 27th. Being August in Spain, everyone was on holiday so I just had to wait. I was not expecting good news, it was just a feeling I had as I knew something wasn’t right; we all know our own bodies. Called to account FORMER President of Catalonia Jordi Pujol has lost the first battle in his fight to put an end to a judicial investigation into the origin of his fortune. The Provincial Court upheld the ruling by a Barcelona court to initiate legal proceedings against Pujol, his wife Marta Ferrusola and their seven children. Furthermore, it dismissed an appeal lodged by Pujol, who said he was the victim of an unfounded accusation. The Provincial Court’s writ is based on a statement in which the former Catalan president admitted his family kept assets in Andorra of approximately €3.4 million hidden from the Spanish Tax Collector.

According to the statement, the money came from an inheritance left by Pujol’s father, who died in 1980, to his daughter-in-law and his seven grandchildren. The information provided by Pujol regarding his fortune in Andorra is clearly incomplete, since it does not give concrete information on its origin, amount or the transactions conducted over almost 35 years, said the judges. On the contrary, the ex-president’s partial confession is reason enough to justify the initiation of proceedings to determine the origin and development of his assets, the court said.

Unbelievable barbarity of ISIS killers RENA SCHILD / SHUTTERSTOCK.COM

LEAPY LEE SAYS IT OTHERS THINK IT

O

VER the years I thought I had become hardened to images of atrocities and man’s inhumanity to man. Not so. The email I received this week contained subject matter that turned my stomach, almost to the point of heaving up lunch. The photos depicted the sub-human members of the so-called ISIS carrying out unbelievable acts on the victims of their evil war on humanity. Please don’t refer to these people as animals. No member of the animal kingdom would commit such barbarous acts on one of its own kind. If you can’t abide jottings, descriptive of bloodthirsty cruelty, turn away now. The email pics depicted rows of severed heads on railings,

CONDEMNATION: Muslims protest against ISIS. with grinning ISIS members posing for gruesome selfies in front of the horrific spectacle. Kneeling men, actually in the act of being beheaded by knife-wielding lunatics. Rows and rows of men being executed with gunshots to the back of the head. Crucified, beheaded men, with their eye-

gouged heads slung around their waists on pieces of string. Need I go on? These people, (and I use the term with great reluctance) really must be stopped, by whatever means lie at the civilised world’s disposal. Anything less than our total combined commitment to their

annihilation is completely unacceptable. If we have to put boots on the ground, so be it. If we allow this bunch of Satanists to continue, we are complicit in throwing humanity back to the Dark Ages. Notwithstanding any disillusioned individual that goes to join their ranks, thereby condoning their actions. Anyone who returns to their country after taking part in this despicable conflict, deserve nothing more than heavy incarceration for the rest of their natural lives, and certainly no access to ‘human rights’ for the duration of their miserable existence. Any member of their families or friends seen to protect or assist them should suffer the same fate. There is NO excuse for this barbarism. It is just about as far from religion as you can possibly get. Believe me, when the Muslim leaders, including those with extreme views,

come out in condemnation of this outrageous bunch of barbarians, you can be assured that they really are an unprecedented force of evil that must be stopped - no matter what the cost. Those who have managed to peruse this blurb will remember that over two years ago I wrote that our esteemed party leaders should beware of the rise of UKIP in the political portals of power. Oh, how the ole boy was scoffed at and ridiculed for this ‘ludicrous’ opinion. What say you now, oh ye of little ‘Leaper’ faith? Time to be seen to be actually doing something, Dave, or in less than a year you could be sticking your head between yer legs and not only whistling your goodbyes to Number 10, but allowing the worst Labour party leader in history to be calling the tune.

Power company looks to the US IBERDROLA plans to buy foreign assets in order to boost profits. Europe’s economic crisis, Spain’s energy reforms and cuts in renewables all affected earnings and reduced Iberdrola’s profits by €1.39 billion since 2011. The Spanish multinational has now hired JP Morgan Chase & Co to sell mature wind farms and solar plants to raise up to €2 billion for US acquisitions,

Credit card reckoning… SPAIN’S tax authority denied knowledge of ‘opaque’ credit cards used by Caja Madrid and Bankia executives. After the credit card spending came to light, Pablo Abejas, former director general for Economic Affairs in Madrid’s regional government, came clean. While at Caja Madrid he used his card for €246,700 of personal spending, he admitted. He and 85 others at the bank, which later became Bankia, ran up an untaxed €15.5 million between 2003 and 2012. The cards were a source of untaxed income and both Hacienda and the Bank of Spain were aware of the situation, Abejas

maintained. Beneficiaries of the cards included Rodrigo Rato, a former Cabinet minister who headed IMF between 2004 and 2007. He became Bankia president in 2010, remaining until 2012 when the bank needed Spain’s biggest-ever bailout of €19 billion of taxpayers’ money. Rato has repaid all he spent but many fellow executives insisted they were assured everything was above board. Following Abejas’s revelations, there were a rash of Bankia resignations and Hacienda announced an investigation into credit card use at every company quoted on the Ibex 35 which lists Spain’s 35 leading stocks.

YPE ‘cute’ or ‘adorable’ into Google and see what appears; a barrage of delightful images depicting little kittens and puppies looking ever so endearing. No matter what you think about our furry little friends, who tend to shred sofas and poo on public streets, these little creatures have the potential to pull in the big bucks. They seem to melt the heart of even the toughest of folk. Just the other day I

happened to pass by a new funeral home close to my neighbourhood. I was initially taken aback by how small the coffin in the window was and thought it was in pretty bad taste to display a child’s casket in such a public way. But it wasn’t small because it was for a child it was for an animal. Pet owners nowadays are so devoted to their pets that they apparently fork out a lot of money to bury them too!

Oversized kitten eyes and chunky puppy paws are attributes that have massive earning potential. And pet owners like you and me can climb aboard the gravy train as more and more companies, apart from Andrex loo roll, are now capitalising on the emotional value of animals. It does seem to help, however, if the animal is exceptional in some way. Take Grumpy Cat. This cranky-looking pet suffers from feline dwarfism - a

condition that gives her a permanent frown - and people around the world have gone mad over her. So much so that she is now an internet sensation and has made her owners a lot of money by lending her face to branding as well as her own book deal. Animals are so much indemand nowadays for marketing and much more, that pet modelling agencies and pet agents actually exist. The old saying may go, “It’s a dog’s life.” More than suggesting that pets are the snoozy freeloaders in the family. But if a pet has some quirky or cute potential, remember that, that very same slacker may also have the power to pull their weight and even have a higher earning potential than its owner.

OPINION & COMMENT

Dare to speak out to ensure justice is done RECENTLY we were asked to assist a neighbour to take his animal to the vet as it had been attacked by a local youth and his German shepherd. The youth had beaten and kicked the little three or four kilo dog and encouraged his own dog to attack it for no apparent reason. Our 80-year-old neighbour begged the youth to stop but was answered with verbal abuse. Following the visit to the vet the little dog died from his injuries. The reason for this letter is to encourage people to report abuse to animals or other human beings and not be afraid to do so. Those responsible for terrible acts of violence and cruelty need to be brought to justice and pressure needs to be applied to the authorities to ensure justice is done. The vet, Juan Manuel Taboada of Veravet in Vera, who gave his time freely and assisted the elderly neighbour to denounce the youth, deserves our support for his actions. His main concern is to stamp out cruelty by raising public awareness and he is passionate about this cause. The elderly man could not have achieved this ‘denuncia’ without the support of the vet. Please be proactive if you witness acts of cruelty. Don’t turn away: denounce and help to stop this evil! Sheila Anderson, Cuevas del Almanzora (Almeria)

Pooling ideas I SPEND about five months of the year in Spain. We live in a community and there are three pools. The issue of enclosure has been going back and forth for ages and a Euro Weekly News article about pool safety mentions that it is Spanish law to enclose community pools. The fact is that very few are. And before you say we are breaking the law, I have it on authority that we are not. We meet the requirements of

have a significant impact on them. Mr Wood says that “pampered western cultures have to cut back on quality of life.” That, in my humble opinion, is a very general outlook which indicates he has no idea that there are many UK pensioners living on or below the poverty level who deserve as much assistance as those he would seek to help elsewhere in the world. Numerous UK pensioners who will die alone, cold and hungry this winter won’t be able to follow Mr Wood’s edict: “We shall have to tighten our belts for a long time yet.” I'm not blind to the suffering elsewhere in the world but the UK donates a fair bit in foreign aid and, at the end of the day, charity should begin at home. Grateful thanks BY and large, in my view, published letters seem mainly to be an area for protests or grievances. I will break with tradition by sharing with you my hospital experience, not to complain but to praise. To give an indication of this, I list the following events in order to give you an idea of the frequency of my visits. I first attended the Dermatology Clinic in Las Lagunas in February followed by three visits to Marbella Hospital in March, five in April, three in May and one in June. I have had operations for 11

biopsies of varying degrees, followed by treatment. In addition I also used to have a forehead that looked like a red traffic light, which is now clear, again after treatment. Incidentally, I was informed that these occurred during my youth when I was eager to acquire a tan. I am now 83 years old, so beware! It can catch up on you! As a matter of interest, these problems originated in the UK but were not dealt with. However, during all of these operations and treatments, which were carried out by the Dermatology Department, I

cannot express enough my gratitude to all the doctors and staff for the patience, persistence, politeness and above all the professional approach that I received. So from me to the staff, it is a big, big thank-you! Daryl Stevens, Los Boliches (Malaga)

Help for all YOUR correspondent Dave Wood of Estepona and Maldon (Issue 1527) made me smile. Oh, I realise he’s entitled to his opinion and I respect that. But goodness me, to describe the statement “pensioners deserve better” as “foolish economics and populist nonsense” suggests that he is out of touch with reality. He tells us what we all need to do to improve life for those elsewhere in the world but there are many less fortunate than he who do not enjoy a particularly good quality of life. Axing the Winter Fuel Allowance would

LUCKY Dave Wood, he can obviously afford to keep a foot in both Spain and Britain and travel accordingly. However, quite why the best part of a column was devoted to his bar-room, anti-pensioner economic theories is a bit beyond me. Is anyone actually interested in what he thinks? Volume lowered WE are used to testy Brits who grumble at the slightest whisper that disturbs their sepulchral peace, but I see that the Spanish are taking lessons from them. I was gobsmacked by Deirdre Baxter’s letter praising the fine slapped on Parcheesi players who incensed their neighbours in central Malaga by playing until 2am. Needless to say, I was not remotely surprised by Deirdre Baxter’s reaction which is what I’d expect from a certain type of fellow-Brit. This was once proudly proclaimed the noisiest country in the world after Japan. Anyone who lives in Spain knows you must take the rough with the smooth and the peace with the racket. People here are crazy drivers when it rains but drivers in Granada are the worst I have ever seen. They are horrible and so dangerous.” The topic is also a bit of a bugbear for Elaine Houston from Advanced Chiropractic in Albir who, when asked what she does not like about drivers in Spain, joked: “Everything! Succession Tax Ruled Discriminatory THE European Court of Justice released a ruling in September stating that Spain has failed to fulfil its obligations to have a fair and equitable inheritance and gift tax regime. As a result of the ruling Spain will have to change its succession tax laws, though we do not know yet how and when. This story dates back to 2010 when the European Commission requested Spain take action to comply with EU rules in regard to inheritance tax provisions. Spain tweaked its laws but not enough to make them fully compliant with EU law. When no further amendments were made to the legislation, the Commission referred Spain to the Court of Justice in October 2011. The Commission argued that the rules were discriminatory because they require nonresidents to pay higher taxes than residents, and this violates the free movement of people and capital within the EU. In Spain, inheritance and gift

Bill Blevins, Financial Correspondent, Blevins Franks tax (“succession tax”) is governed by both the State and the Autonomous Communities. There are 17 Communities in Spain, and each has the right to amend the State rules to make them more beneficial. Several Communities have made significant reforms to their succession tax rules. There has been a general trend towards substantial reliefs and increased allowances, resulting in almost total exemption from succession tax in certain cases. For example, here in

Andalucía, for residents there is no succession tax is payable at all, provided the recipient is a spouse or direct line descendant and the taxable value of the inheritance received is no more than €175,000 per beneficiary and the wealth of the recipient is no more than €402,678. In contrast, beneficiaries of non-residents would have to pay tax under the state rules, at rates of up to 34% (or more, up to 82%, when the multipliers are added in certain cases), and low allowances of between nil and €16,000. The system is complex. The rules within each Autonomous Community vary, and different allowances and different rates can apply. However, one thing is certain: for the rules of a particular Community to apply, the deceased must have been habitually resident there for the preceding five years. Otherwise the state rules apply by default.

Currently, non-residents cannot take advantage of the favourable Community rules. As a consequence, higher taxes, often significantly higher, will be payable than if the individual had been living in Spain. It remains to be seen how Spain will change its succession tax laws so they no longer discriminate between residents and non-residents. There was a similar situation with capital gains tax prior to 2007 when residents were charged 15% and nonresidents 35% (2006 rates). The EU succeeded in getting Spain to end the discrimination, and while it did begin charging everyone the same rate, residents suffered as their rate increased to 18% (between 21% and 27% in 2014). British expatriates also need to bear in mind that while they may end up with lower Spanish tax liabilities if Spain changes its

laws, you still need to consider the UK inheritance tax implications. Mitigation of the Spanish taxes may be academic if you still have the UK tax to pay. When considering inheritance tax planning, UK nationals should seek advice from an expert who is knowledgeable and experienced on the tax regimes of both Spain and the UK and how they interact. Tax rates, scope and reliefs may change. Any statements concerning taxation are based upon our understanding of current taxation laws and practices which are subject to change. Tax information has been summarised; an individual is advised to seek personalised advice. The Second World War came to an end on

a Saturday night out in Mojacar! BUILDING BRIDGES: Englishman and a German put the past behind them.

Ric Polansky Ric Polansky moved to Mojacar in 1969 as a pioneer developer. He reads extensively and has travelled in South America panning gold and looking for El Dorado.

WITHIN a few years a lot of new souls had gravitated toward the sun and landed on the beach. Mostly English and then South African and an influx of Germans showed up. By the mid-70s we had become international. You didn’t have to be too bright to see that many English resented the intrusion of the Germans. I wasn’t bothered. One of the adversaries was a good friend and tennis playing émigré from South Africa. His wife was very sophisticated and was never seen in public unless she was dressed to appear at the opera. A classy lady, she spoke perfect English. My last sales conquest was an Englishman who would not be seen in public unless he wore a tie and jacket. Funny, his wife too was a glittering lady and loved to dress for people’s admiration. She wore it well and with her

they could fit together for an evening out - in public. Worried, I consulted my ultimate oracle. “Well, they both seem educated and from a similar social background, let’s give it a whirl, but make sure they all arrive in separate cars in case someone needs to leave.” My wife always erred on the side of caution. So the invite went out for eight that Saturday; drinks and dinner out and I hoped no fireworks. They both bumped into each other exactly at that hour coming through the door together. The introductions were made standing. “In this corner from Germany via S.A. my friends Gretchen and G Gerry. And in this corner my N I LOOK new friends from England BACK IN Sidney and Millie.” I R A immediately called for a C MOJA gaggle of drinks and tapas. I had gotten through the worst natural English charm (I hoped). The Englishman got the first won over everyone repartee in when he suggested to his she encountered. Well, somehow, I got the idea that counterpart: “Do I detect a slight accent

in your English?” Why, yes, replied his German acquaintance, it is tainted with an American accent that I picked up during the war when I was a POW. Therein followed a civil natural flow of questions concerning warrior related events. The women chatted gleefully about their gladrags and jewellery while I circled the affair like a boxing referee. And then a most odd thing happened. I can’t say why, the Englishman reached his two hands across the table and took the German’s hands and both bowed their heads mutually to each other. Their respective stories led them both to Caen wherein they had calculated they had shot at each other. They both remembered ironic details that confirmed the fact. The men became closer and drank more, and I let my guard down considerably. Toasts a plenty were made of mutual respect and embraces shared. Gretchen and Millie remained aloof and unperturbed by our men’s noise and fluffed it off with the admonishment: “Boys will be boys.” But tonight I was witnessing men becoming real men.

The extraordinary power of woman Queen Victoria by Bassano - Scanned from the book The National Portrait Gallery History of the Kings and Queens of England by David Williamson, Wikipedia.

Mike Walsh Mike, based in Mediterranean Spain, is an international journalist, author and professional writer.

F

ROM ancient times, the rise and fall of landscapes and panoramas have enchanted man but none has captivated him as much as the rise and fall of woman’s flowing curves. Restlessly, man gazes deep into celestial realms and peers into the deepest oceans. Yet, to truly lose himself, all he need do is to gaze into the depths of a woman’s eyes. Over two millennia man has created and perfected thousands of musical instruments. He has yet to create a single one to equal the charm of a woman’s sweet melody. If we were to remove the inspiration of woman that stimulates art, poetry, literature, sculpture, music, then our galleries, libraries and theatres would be eerily empty. Man is overawed by the greatness of nature, yet never so spellbound as when witness to the process of reincarnation at the birthing bed. A glance through the history books is

all that is necessary to suggest that true power, not just behind the throne but on the throne, is woman power. England remembers its hapless and cruel kings, but fondly remembers the perhaps mythical Britannia. Boadicea (first century AD) was the only British leader to humble the

Roman Empire. Her French counterpart, Joan of Arc (1412-1431), before meeting her fiery fate, humbled the English. England’s monarchy stretches back over a millennium, yet the two monarchs that immediately spring to mind are Queen Elizabeth I (15331603) and Queen Victoria (18191901). Arguably, the first was the genesis of the British Empire; the reign of Elizabeth I certainly elevated England to world power status for the first time. During the reign of Queen Victoria, the empire, which, before her reign was no more significant than that of competing continental powers such as France and Spain, became the world’s greatest empire. She was crowned Empress of India, the only such title bestowed upon an English head of state.

Taking one country in isolation hardly makes a point. Russia’s Peter the Great is revered but Catherine the Great (1729-1796) more so. Her domestic ambitions westernised and modernised Russia. During her reign Russia became the world’s largest country and was to span three continents. Spain, Europe’s most machismo nation, was unified by its one notable monarch, Queen Isabella I (14511504). During her reign, Spain achieved world power status to rival that of England. The Spanish monarch sponsored Christopher Columbus, who, whilst not necessarily discovering America, certainly founded it. The enormous 800-year power of the Austro-Hungarian Hapsburg Empire, Europe’s longest lasting dynasty, was consolidated by Maria Theresa of Austria (1717-1780). Mankind’s odyssey has been lanternlit by women, not all of them were monarchs. The roll-call of worldshaping women is impressive: Cleopatra, Helen of Troy... In all fields of activity, whilst women don’t dominate in numbers, they do take the podium of bringing about great change, mostly for the good.

Neater Heater has your winter solution... OK, so the Costa Blanca is not Winterfell, and we probably won’t be invaded by White Walkers and Wildlings this Christmas, but the fact remains: winter is coming, and the time to prepare for it is now. And to take the Game of Thrones theme one stage further: “Who can you trust?” Well, at Neater Heater, they know the answer: we can all trust the Norwegians. The company was established five years ago by Richard and Tony, when they discovered Neater Heaters during their hunt for good, economical electric heaters for their own homes. Between them, they had tried various types of electric heaters and found none of them to have that magic balance of being efficient, economical to run, and affordable. Until, that is, they accidentally came across a Norwegian Heater in the house of a friend with contacts in Norway. Five years later, Neater Heaters are efficiently warming hundreds of homes throughout Spain. Unlike most of the ‘competition’, which tend to be ugly and intrusive, Neater Heaters benefit from Scandinavian design and are sleek, stylish

Originally, Neater Heaters only stocked the Beha range of convector heaters,

which could only be purchased by their network of outlets on the Costas. However, customers can now not only choose from the Beha and recently acquired Adax ranges of standard Norwegian convector heaters, but they also stock the ultra-stylish Neo range with

In some areas you may be able to have a home consultation from one of their installation agents. If neither of these options is appropriate, then you can investigate, choose, and pay for your Neater Heater online on the new, improved website. If they have the heater you choose in stock it can be delivered by courier within 48 hours, at no extra cost, throughout Spain.

Is your smart phone making you fat? CHARGING your smart phone or tablet in your bedroom at night could make you fat. Researchers at the University of Granada in Southern Spain, say the light emitted by such devices affects the body’s metabolism. Our bodies need to be in pitch-black to produce the right levels of melatonin which is involved in regulating the conversion of food and drink into energy. Light disrupts this process and prevents food being burned off efficiently. Using a computer or smart phone at night can also lead to an increase in weight as a study between the blue light emitted by electronic devices found that it leads to an increase in hunger. In a separate US study, it was found that exposure to the light increases hunger levels for several hours and even increases hunger levels after eating a meal.

Bikinis being blamed for skin cancer increase

THE bikini is being partly blamed for an increase in skin cancer after a rise in cases of 400 per cent between the 1930s and 1960s. In the 1920s the amount of women’s skin exposed when in swimwear was 20 per cent, but after Louis Reard invented the bikini, that rose to 80 per cent. Now, modern-day bikinis expose over 90 per cent of women’s skin and with greater exposure there comes a greater risk of melanoma. BIKINIS: Skin cancer has increased since their invention. Researchers at the New York University’s Langone Medical Centre have been looking at 100 years of Cases of the deadliest skin cancer rose from 1,800 in swimwear and its relation to skin cancer. 1975 to 13,000 reported today.

One in five Spaniards suffers chronic pain ONE person in every five has chronic pain with this problem being the main symptom of 42.8 per cent of patients who arrive at the Emergency Depart-ment of Spanish hospitals. According to the Spanish Society of Pain, chronic pain is considered by the World Health Organisation (WHO) as a disease and, therefore, treatment should be a right with the problem significantly reducing the quality of life of sufferers from their social to work life. According to the Spanish Society of Pain, 54.9 per cent of the population has suffered pain in recent months

and, taking into account headaches, postoperative and cancer pain, this percentage rises to 61.5 per cent. Women, aged over 60 are the most affected, but 35 per cent of patients say they suffer throughout their life. The most common is lower back pain.

The Spanish Society of Pain said that 58 per cent of patients believe that therapy is inadequate with many going untreated. With many patients suffering from years of pain, the Spanish Society of Pain believes it is down to a delay in diagnosis.

Juan Perez Cajaraville from the Spanish Society of Pain explained: “The problem is that this pain does not belong to any particular speciality and therefore must encompass many specialists, which makes diagnosis and treatment slow and delayed.”

Gardening Corner By Spain’s best known expatriate gardening author living in Spain for 25 years.

MANY readers will now have had a few storms or days of drizzle but unfortunately this has done very little to dampen the soil more than a few centimetres down. So take care planting out timely young vegetable plantlets such as broccoli, cabbages, cauliflowers, various colours and leaf forms of lettuces, chicory, onions, leeks, green and white celery and especially

UNDER ATTACK: Rice crop suffering from snail pest. the bigger rooted globe artichoke plantlets. It helps if you mix TerraCottem soil improvement gel into the planting holes whether in

the open ground, raised beds, a growing table or containers. After planting give the plants a good soak. If you have never heard

of or used TerraCottem, it is available in Spain from TerraVerde. Have a look at their website for full information and a link for placing orders. This product in the ground helped considerably to keep our salvia, sage forest alive during the long, hot drought and it is now starting to come into flower. Hopefully, the display will be even better than last year. Tomorrow morning’s first job is to plant up half a dozen infill shrubs. In each case some TerraCottem will be worked into the soil at the

bottom of the planting holes to ensure a continuity of moisture during the first couple of years. After what I said earlier, each planting hole will be filled twice with water, which will be allowed to soak away into the surrounding soil and the planted area will be well soaked after planting. Unfortunately, as the hillsides green up it is very evident that many pine trees have died in recent months. Apparently this is due to attacks from Caleóptera tomicus destruens, a small flying insects that attacks via the leaves, on trees under stress from low water tables. Where the insect appeared from I don’t know. Maybe it has always been around but not a major problem. If you have small trees a spray with a neem oilwater solution may help prevent an attack. While I was away fishing, news came across of another new pest

attacking rice crops. It is a large snail that breeds on land but then enters the water in the rice fields to chew the stems. Unfortunately, like many small fish now in Spanish rivers, the snails entered the eco system after the snails were imported and sold as pets by Catalonian pet shops. Washing out their aquariums or allowing them to escape seems to have created a major problem in just a few years. If you ever come across any, they are apparently some three to five centimetres across, do report them to your local environmental - medio ambiente - agency. To date I have not heard of any of the UK’s new invasion of large 10-inch slugs. If you do, again let your local environmental agency know. I would also be interested to hear of this to warn other readers. Purchasing our books We have just been notified that Santana Books, the publisher of our books: Your garden in Spain; Growing healthy fruit in Spain; Growing healthy vegetables in Spain; and Apartment Gardening are going out of business at the end of the year due to the competition from internet information for some of their titles. So Amazon Books and other internet bookshops will be the only route to obtaining these books, as it is has been for our newer books during the past year. That’s all for this week. Do enjoy the rest of the current Indian summer.

ELEANOR and Gilly’s Monday Afternoon Line Dance Class recently celebrated its sixth birthday at Bar Jack’s in Avenida Lepanto, Albox. It is presently the oldest and longest running Line Dance Class in the Albox and Arboleas area. The theme for this year’s party was colours. Unbeknown to class members the dances throughout the afternoon had been chosen by the class members themselves in a rather unique way. Class organisers Eleanor Tolman and Gilly Elliott-Binns had asked the class members what colours they would be wearing on the day of the party. Dances were then chosen dependent on the colours that class members proposed to wear. For example, if a member of class had chosen to wear red, an

Fourteen different colours were chosen by the class members. Continuing the colour related theme, an afternoon tea was served and this comprised of brightly coloured foods such as red tomatoes, green lettuce and white onions! name of FACE (Fundraising in Arboleas, Caring for Everyone), which has been the Line Dance Classes designated charity ever since its inception. Over the years the class has managed to donate over €,240 to FACE And the afternoon’s raffle raised €82, which will be added to further money raised at earlier events in the year, and presented to FACE shortly. The Monday Afternoon Line Dance Class was first envisaged by Eleanor and Gilly to be a destination where people who may not like to go out of an evening, for whatever reason, could go to, and make and meet friends using Line Dancing as the main hook. It subsequently became the first afternoon Line Dance Class in the area. For further information please ring Eleanor Tolman on telephone number 950 439 003.

New legal warning on heirship rules for British owners of Spanish property

Take action now to ensure your overseas property goes to your loved-ones, says Stone King’s Dan Harris.

F

OR decades Brits abroad have been immune to Spanish forced heirship rules that determine who gets someone’s property when they pass away. That’s because Spain has allowed the law of a person’s nationality to govern the devolution of their property. But this is all set to change in 2015 when attempts to simplify succession law across Europe come into effect. From August 17 next year a person’s ‘habitual residence’ and not their nationality will determine who gets what when they die. The impact on affected families who don’t take

the appropriate action could be devastating. The changes will mean that the devolution of the property of foreigners (including Brits) living in Spain will be subject to that country’s domestic law, not British law. In most civil law jurisdictions like Spain an individual’s property is subject to forcedheirship provisions. This means that the legal system of the state where the property is situated decides who receives your property when you die. Put simply, your will is likely to be (at least partly) ineffective if it conflicts with forced-

DAN HARRIS: Contact him for advice.

heirship rules. Instead your children, including estranged children and children from previous relationships, could inherit your property on your death ahead of

your spouse, regardless of your wishes. The good news is that the new regulation contains provisions that have the potential to protect British owners of Spanish property.

After August 17, any British national who has property in Spain - and who has taken appropriate action before their death - can avoid the default position of the law of their habitual residence governing the devolution of their estate by instead making a formal election for the law of their nationality to apply. The ‘appropriate action’ is to make a nomination in a will which is valid in the state where the property is situated, stating which law will apply to your property. As Spain has adopted the provisions of the

1961 Hague Convention on testamentary dispositions, your English will is as valid in Spain as a Spanish will, and arguably, as English law is being applied, an English will may be more appropriate. The nomination can and should be done now to avoid problems should you lose the mental capacity to make a new will before August 17 or forget to do so. That way you can ensure that your overseas property passes to your loved ones. For more advice on this complex area of international law please contact Dan Harris on + 44 (0) 1225 326761.

A BEHAVIOUR problem is really any behaviour shown by a dog that people find a problem! People vary in how much they tolerate different behaviours in their dogs, so what some people regard as a ‘problem’, others can be quite happy to live with. This means that behaviour problems can range from things like dogs jumping up to greet their owners as they return, to extreme forms of aggression, or behaviours that appear ‘hallucinatory’ such as snapping at flies that are not there. The term ‘behaviour problems’, therefore,

covers a wide range of issues from situations where dogs have not been trained how to behave in response to particular events, to behaviours which are linked to medical problems. As a general rule, if your dog shows obedience training problems like pulling on the lead or failing to come when called, then you should look for a reputable trainer to help you. However, if your dog shows behaviours such as aggression, withdrawal from or avoidance of particular sounds or events, excessive vocalisation or destruction when left alone, then you should seek help from

your vet, who will be able to refer you to somebody who specialises in clinical behaviour. A qualified behaviourist will be able to develop a tailored treatment programme to resolve both the behaviour and any underlying emotional distress. Why do I need to see a vet first? Behavioural changes can be an indication of a medical problem. There are a range of different conditions that can first present as an apparent ‘behaviour problems’ but which are in fact signs of disease. For example, neurological problems in the brain or spinal cord, hormonal disorders, inflammation of the bladder, or reduced functioning of the liver can all first become apparent as behavioural changes. Medical conditions can only be diagnosed by a vet.

Getting rid of all the junk... HELLO and welcome to CanDu Computer Bytes. Continuing on from last week, you should now be getting masses of junk mail in your 'Inbox'. Today I start with the solution to the problem of junk emails and proper reorganisation! In my experience, you can't beat a good email client. This is simply a program that downloads your emails from your provider(s) and then organises in a way that you like best. Here the choice is entirely up to you. There are those that swear by Outlook Express (that came with XP – now officially dead). Then there are those who love its big brother Outlook (no express) with its calender and other organisational facilities (also now officially dead). The replacement for these is something called 'Microsoft Live' which has the ease of Outlook express and facilities of Outlook and is a fabulous replacement of either of these programs. Personally, I choose something that

isn't Microsoft (they make enough money so I choose to donate to other hard working programmers instead) and the number and variety of email clients is terrifying! I have already suggested the best Microsoft option, which coincidentally and unusually, is free and is very good. I am also going to suggest you might want to look at 'Thunderbird' by the makers of 'Firefox'. Next time I will tell you how to set up Windows Live to filter out the rubbish and leave only the emails that you want to keep. Tomorrow I will be in Jack's Bar in Albox for my Friday afternoon computer clinic! Call me on 689 892 745 for information about my services and rates.

Cava, cookies and couture Albox style GLADRAGS in Albox is known for its style, so it was no surprise when the owner, Jenni Rock, launched her autumn winter range of clothing in style too. Guests to the fashion store were treated to cava and cookies when they arrived, and Jenni’s usual warm welcome. The turnout was impressive with people coming and going throughout the day, browsing and buying items from the new ranges launched on the day. When Euro Weekly News popped in, it was a laugh a minute with all the models and guests enjoying the day and entertaining each other. In addition to the autumn/winter range, Gladrags now stocks sizes for the larger lady as well as a selection of lingerie and nightwear. Jenni would like to thank Carolyn at Scrumptious in Albox for the handmade and personalised cookies, and the ladies who gave their time to model selected items

Corporations drive property recovery FOLLOWING years of decline, the Spanish real estate market has started to show the first signs of recovery, according to the National Statistics Institute. After 10 months of falls, sales in July registered a 10.7 per cent increase, totalling 28,583 transactions, and mortgages for the purchase of homes increased by 17.4 per cent. Nevertheless, the market is currently being driven by corporations, foreign investors and their funds and not by the more traditional homebuyer, said homes experts. Figures from the General Council of Notaries show that 37.7 per cent of home purchases in July were financed by mortgages and that the loans also

late 2013, especially due to the impact of foreign funds, said Professor of Economics at the Pompeu Fabra University

in Barcelona, Jose Garcia Montalvo, adding that foreign investors are attracted to Spain by the reduced prices.

Drumming up homes interest SPAIN is one of the most interesting markets for real-estate investors Figures from the annual Winning in Growth Cities report drawn up by Cushman & Wakefield – a privately held commercial real estate services firm – show that Madrid and Barcelona are among the 20 most attractive cities in the world for investment in retail real estate. The report identifies winning cities in the current international real estate investment market and looks at the largest

and fastest growing cities regarding investment and differences in pricing. According to Cushman & Wakefield, Spain is one of the most interesting markets in Europe for real estate investors, because of the improvement felt in its economy and the increase in demand and prices. Madrid ranks 16th in the list, immediately followed by Barcelona (17th). New York is at the top of the list for fourth year in a row, followed by London, Tokyo, Los

Angeles and San Francisco. “The investors’ levels of trust in our country have increase rapidly this year, especially in its real-estate

market,” said Managing Partner for Cushman & Wakefield in Spain Oriol Barrachina. “This is the right time to invest,” he added.

Mazda 2 to make European debut From Page 85 the SKYACTIV-D 1.5, a brand-new low compression clean diesel producing 77kW/105PS and maximum torque of 220Nm while using only 3.4l/100km of fuel for CO2 emissions of 89g/km. The all-new Mazda2 will also be offered with the petrol-powered SKYACTIVG 1.5 in three variants producing between 55kW/ 75PS and 85kW/115PS. They deliver fuel economy and CO2 emissions figures ranging from 4.54.9l/100km and 105115g/km. Power is transferred to the front wheels via fiveand six-speed SKYACTIVMT manual transmissions as well as a six-speed SKYACTIV-Drive automatic. All are newly developed compact,

lightweight versions of the acclaimed gearboxes offered on other newgeneration Mazdas. The supermini also gets the SKYACTIV-Chassis, and with it the widely praised linear sporty handling of its larger siblings for Mazda’s patented Jinba Ittai oneness-with-the-car feeling. Optimised for the Mazda2’s size, the upshot is remarkably smooth responsiveness to go with significantly advanced comfort and confidenceinspiring stability that is unusual for a subcompact. Indeed, the all-new Mazda2’s is exceptionally well equipped in terms of cutting-edge technology. Its class-beating set of iACTIVSENSE active safety systems includes Blind Spot Monitoring (BSM). for the first time on a Mazda in Europe, BSM keeps track of blind spots behind and on the sides of the vehicle, even when reversing. Mazda is taking an unconventional approach with its European launch strategy this time around. Rather than concentrating on international motor shows, the company is promoting its supermini at regional events. Prior to the press launch at Mazda Space, the all-new Mazda2 will be shown at the International Film Festival of Rome from 16-25 October at the MAXXI Museum of 21st Century Art. It will also feature in Zurich (5-9 November), Vienna (14-18 November) and Brussels (15-25 January) before going on sale early next year.
