CITY OF ENID UTILITY ASSISTANCE PROGRAM

The City of Enid of fers a utility assistance program designed to help employers r ecruit workers. The pr ogram pr ovides additional resources to help new employees with the cost of relocation.

The Utility Assistance Program is available for new employees who: 1. Relocate to Enid from an area that is at least 50 miles away 2. Earn less than $40,000 annually 3. Have received a letter of verification from their employer stating the employee meets the program requirements.

For the first thr ee months after City of Enid utilities are activated, the City’s economic development trust authority (EEDA) will pay water , sewer and trash utilities on behalf of the employee. The City of Enid will also waive the utility activation fee. The total savings to the employee is approximately $200.

Employers and employees inter ested in participating in the pr ogram should contact the City of Enid (580-234-0400) and ask for the Utility Billing Department. New employees must provide a letter from their employer stating that the employee meets all the pr ogram r equirements. The letter can be presented when establishing utility service with the City of Enid.

As the county seat of Garfield County and a Main Str eet community, Enid is the r etail, medical, entertainment, and educational hub of Northwest Oklahoma. It is a town that was born overnight as the result of the largest land run in history . At noon on September 16, 1893, hundr eds of thousands of land seekers charged into the Cherokee Outlet seeking fr ee land and a new start in life. Despite the Great Depr ession, the Dust Bowl and roller coaster rides of oil booms and busts, Enid has continued to enjoy a steady growth and a diversified economy over the years. H I S T O RY

Enid is said to have been named by a railroad official after a character in Tennyson’s “The Idylls of the King.” At noon on Sept. 16, 1893, hundr eds of thousands of land seekers charged into the Cher okee Outlet seeking free land and a new start in life.

They came on horseback and in horse-drawn wagons and buggies.

Some r ode trains into the Outlet.

There were even a few who made the race on bicycles or on foot. Droves of settlers lined up at the land of fice that after noon and for days afterwar ds to file their claims for land. The land office was located near what is now the site of the Enid Public Library on the south side of the downtown squar e. This original land office building is now part of a permanent display at the Humphrey Heritage V illage on the west side of Gover nment Springs Park. Just acr oss the str eet fr om where the land office once stood is the life-size bronze sculpture of “Boomer” (123 W. Maine). The sculpture depicts a home-seeker astride his galloping horse, his claim stakes in his hand, making the race for a fr ee quarter section of land or a town lot in the 1893 land run.

In the beginning Enid struggled to become a city and won. At the tur n of the century, easy access to a railroad was an absolute must if a community was to grow and prosper. The Rock Island Railroad had put its depot in North Enid, even though, before the land run, surveyors designated Enid as the “government town.” The railroad stopped in North Enid rather than Enid and a battle ensued. Then, one night, persons still unknown, sawed through the supports on a Rock Island Railroad trestle southeast of Enid. The weakened supports dumped into a gully the next train that came over the tracks.

The event marked the turning point in the dispute and a short time later the railroad agreed to move its depot to Enid. Good times followed. At the height of rail road activity in the 1920s, ther e were more than 20 steam trains every day huf fing and puffing in and out of Enid. Despite the Gr eat Depression of the 1930s, and the roller-coaster ride of several oil booms and busts in the ar ea, Enid has for the most part enjoyed slow but deliberate gr owth over the years.

Enid currently has a population approximated at 49,400. During the oil boom of the late 1970s and early 1980s, Enid’s population was more than 51,000. The huge grain elevators on the east side of town have long been Enid landmarks, r eflecting the city’s agricultural roots.

GROWTH AND DEVELOPMENT Enid, OK is a micropolitan community of over 50,000 people located just north of Oklahoma City that has caught the attention of CNN Money as a city that is both affordable and has a lot of available jobs. In 2012, CNN Money r ecognized Enid as one of the top 10 small cities in America for af fordable housing. Enid ranked No. 8 on the af fordable housing list, with a 2011 median home price of $92,950 and median family income of $50,667. Garfield County was also cited by CNN Money in the same report as No. 25 in the top counties in the country for job growth, with 10.2 percent growth between 2000-2011.

Enid is growing in every measurable area. Sales tax revenues are up 16% over 2011, Enid Public Schools is one of the fastest growing 6A schools in the state, our unemployment rate is consistently below 4%, and the City is building a new 75,000 square foot Event Center in downtown. In addition to our local business expansions, new business is also moving to the ar ea. The opening of the Chisholm V iew Wind Farm just north of town, and the influx of manufacturing companies in support of the Mississippian Limestone Oil Play are both contributors to the increase of new companies.

Enid Public Schools is one of Oklahoma’s fastest growing districts, with more than 7,300 students curr ently enr olled. VANCE AIR FORCE BASE

The jets seen and heard overhead are training aircraft from Vance Air Force Base, located on the south side of Enid.

The primary mission at Vance AFB is to train military pilots. More than 400 pilots are trained annually for the Air For ce, Navy, Marines and our allies for worldwide deployment and Air Expeditionary Force support.

To accomplish its mission, V ance uses three different trainers. The T-6 Texan II is the first aircraft the students train in. The next air craft selected for training will be either the needlenosed T-38C Talon or the T-1A Jayhawk. The T-38C is a more sophisticated, supersonic jet.

Students who fly this aircraft will go on to fly fighters or bombers. The twin-engine T -1A is used to train pilots who will be flying multi-engine aircraft, like transports or tankers. While the FAA has approved a 500 ft. ceiling for flights in sparsely congested ar eas, aircraft from Vance AFB maintain a minimum altitude of 1,000 ft. while flying over the City of Enid.

There are more than 2,600 military and civilian personnel working at V ance. CSC is the contractor handling air craft maintenance at the base, along with a variety of other jobs, including civil engineering and base support functions. The base also has other contractors, such as PRI/DelJen (Project Resources, Inc. & DelJen Inc.), and Boeing Aerospace Operations, Inc. Vance Air Force Base is named for Medal of Honor r ecipient Lt. Col. Leon R. V ance, an Enid native. The War Department established the installation Nov. 29, 1941. With approximately 2600 employees, Vance AFB is Enid’s largest employer. The annual economic impact of the base is over $235 million.

ENID’S HISTORIC TREASURES

Two residential neighborhoods within the City of Enid are designated as historic preservation districts: Kenwood Historic District and Waverley Historic District. Both districts are replete with the popular housing styles of the late 19th and early 20th centuries. The styles represent design trends that span the initial period of settlement, to Enid's early prominence as an agricultural and commercial center at the turn of the century, to the heady days of the oil boom in the 1910s & 1930s, and the Great Depression of the 1930s. Homes in the two historic districts are spacious, comfortable, affordable, and offer turn-of-the- century embellishments such as wide-front porches, stained-glass windows, hardwood floors, and claw-foot tubs. A walking-tour brochure of both districts is available through the City of Enid Planning Office. Both districts have active neighborhood associations and neighborhoodwatch programs. KENWOOD HISTORIC DISTRICT The 160-acre Kenwood tract, claimed by both Maurice A. Wogan & N. E. Sisson in the Cherokee Strip Land Run of 1893 is Enid's first addition.

Kenwood Historic Preservation District is a 10-block area located just northwest of downtown Enid. The district is bounded by Walnut on the north, Maple on the south, Washington on the east, and Madison on the west. The Kenwood Historic Preservation District includes approximately 50 homes and a few businesses that were built between 1895 and 1932.

WAVERLEY HISTORIC DISTRICT The Waverley Additions were platted from 1902 through 1907 after Charles West of Waverley Investment Company purchased the Luther Braden farm in 1902. West later became Oklahoma's first

Attorney General. Today Waverley Historic Preservation District has 287 historic homes, 2 churches, and 1 apartment building. Most homes in the district were built from 1906 through the 1920's.

Waverley embraces a 24-block area 11 blocks west of downtown Enid. The district is bounded by Broadway on the north, Oklahoma on the south, Harrison on the east, and Buchanan on the west.

ENID’S NATIONAL REGISTER OF HISTORIC PLACES Enid has 11 properties listed on the National Register of Historic Places.These properties are a catalog of Enid's culture, its archaeology, history, and architecture. • Interstate 35 is 28 miles east and Interstate 40 is 60 miles south of Enid.

AT T R AC T I O N S The Cherokee Strip Regional Heritage Center,507 S 4th Street,opened in the spring of 2011 and tells the extraordinary story of the largest land run in American history and the settling and development of the Cherokee Strip.

Experience the thrill of making the 1893 Land Run at this new Smithsonian-quality museum. The 24,000 sq. ft. facility features five state-of-the-art exhibit galleries,a temporary exhibit gallery,theater,research center,museum shop and visitor’s center. Exhibit topics include the 1893 Land Run, pioneer life, agriculture, the oil and gas industry,Vance AFB, Northwest Oklahoma communities, the City of Enid and Phillips University. The Center’s living history area, Humphrey Heritage Village, is a grouping of four historically significant buildings including the only remaining 1893 U.S. Land Office. Two special events held annually in the Village are Frontier Festival marking the anniversary of the 1893 Land Run on or near September 16 and Christmas in the Village, celebrating an early Oklahoma Christmas during the month of December.The Heritage Center’s beautifully landscaped grounds are available for special events and weddings. Enid Woodring Wall of Honor & Veterans Park was dedicated in 2000 and is located at the Enid Woodring Regional Airport.The Wall is in honor of the men & women of the armed forces of the United States.The Woodring Wall of Honor and Veteran’s Park will soon erect an 80% replica of the Vietnam Wall in the Park. A committee for the Wall of Honor Board recently raised funds from the citizens of Enid and surrounding communities to purchase the wall along with the cost of building a retaining wall to which it will be hung;ADA accessible sidewalks; a Kiosk and appropriate landscaping. Construction is anticipated to begin in January 2013.
