New IT frameworks available to use now Developed in collaboration with Crown Commercial Service and Pro 5, ESPO launched three new IT frameworks. These are:

• Corporate Software Solutions (RM1042) • Technology Products (RM1054) • Local Authority Software Applications (RM1059) Each framework includes multiple lots and hosts a range of suppliers from both SMEs and large organisations. The frameworks are available for national use by any public sector body in the UK and with pre-agreed terms and conditions in place; the frameworks are ready for use now.

Corporate Software Solutions framework (RM1042) This framework offers access to a specialist supply base for complex business needs based on common software products. The framework will enable suppliers to provide Enterprise applications software and related services to include design, development, installation and commissioning of systems; ongoing support, training, enhancement and maintenance and some related business process support services. Solutions do not need to be completely new and could be a customisation of existing software to fit requirements. There are seven lots available: • Enterprise Resource Planning (ERP) software solutions • Finance IT software solutions • Human Resources (HR) and payroll software solutions • Customer Relationship Management (CRM) software solutions • Enterprise Content Management (ECM) software solutions • Data Management and Reporting Systems (DMRS) software solutions • Mobile application solutions

Technology Products framework (RM1054) This framework provides a commercial route to market for technology hardware, packaged software, secure technology products and disposals and end user devices. The framework is developed to meet the commodity hardware and software requirements of the public sector and for the procurement of all volume commodity hardware and software, this framework can be used as a simple commodity only requirement or as part of overall solutions. There are four lots available: • Technology hardware • Packaged software • Secure technology products and disposals • User devices

Local Authority Software Applications framework (RM1059) This framework was launched for core local authority business areas as an easy route to purchase software and related services. The goods and services available include design, development, installation and commissioning of systems, ongoing support, maintenance and much more! There are 11 lots available: • Revenue and benefit payments software and associated services • Payment processing and cash receipting software and associated services • Environmental, planning, building control and trading standards software and associated services • Libraries software and associated services • Housing and property management software and associated services • Social care software and associated services • Public health software and associated services • Civil enforcement software and associated services • Open governmental systems, interoperability and integration services • Democratic and citizen engagement software and associated services • Other local authority software applications including but not limited to waste management, museums, sports and more.

ESPO introduces ‘buy back’ scheme for wheeled bins to generate income for authorities Following on from the success of the market leading national framework for refuse and recycling products (860) the framework continues to be successful one year on from being re-let. The new framework will continue to offer its existing products such as wheeled bins, kerbside recycling boxes and bags, food waste containers, compostable liners, paper liners, plastic refuse sacks, waste housing units and compost bins, but will now offer a new service called the ‘buy back’ scheme. The ‘buy back’ scheme (Lot 13) is aimed at encouraging the recycling of high value bulky items such as wheeled bins and waste containers; this follows the introduction of new waste schemes where authorities can sell their old bins back to framework approved suppliers at a cost with an earning potential of at least £150 per tonne for old plastic receptacles. This can contribute to the costs of changing waste collections or rolling out new schemes; and could financially support an authority considering their options in line with the TEEP* (Technically, Environmentally and Economically Practicable) regulations. Additional cost savings can be made by refurbishing bins instead of purchasing new bins which can be costly. This can be done via Lot 3 of the framework: maintenance of 4-wheeled bins.

*The regulations state that from January 2015 separate collections of at least paper, metal, plastic and glass are required where they are technically, environmentally and economically practicable (TEEP) and appropriate to meet the necessary quality standards for the relevant recycling sectors.

Case Study

London Waste and Recycling Board saves over £400,000 with collaborative procurement.

The Requirement

Established by the Greater London Authority Act 2007, The London Waste and Recycling Board (LWARB) was developed to promote and encourage the production of less waste and increase the proportion of waste that is re-used or recycled. Since then, the methods of collection, treatments and disposals of waste are proving to be more beneficial to the environment in London. In previous years, LWARB awarded grants totalling £5m to 29 projects, across 26 boroughs to encourage improved recycling services. The Solution

The Results

By conducting a further competition, the participating London boroughs achieved a saving of up to 25% for their combined requirements. This signified that framework 860 was an excellent vehicle for buying these goods and identified the additional savings that can be made by collaborating requirements. As LWARB continue to drive efficiencies in spending by combining boroughs requirements they carry on using the ESPO framework to procure their waste and recycling products.
