Erie’s revitalization efforts move west Written by Dana Pontillo

When an Erie renaissance is mentioned, the focus often is on Erie’s city center and the improvements made downtown and along the Bayfront. But another area is coming back into its own, creating its own brand and hitting the mark with consumers – Erie’s West 8th Street corridor. Since the 1950s, two plazas – Greengarden Plaza and the West Erie Plaza – anchored service and retail businesses set between the busy West 12th Street industrial and retail artery and West 8th Street which is bordered by established residential neighborhoods. Gone are Frontier Lanes, Kontis Restaurant, Greengarden Tavern, G.C. Murphy Co., Loblaw’s Grocery and Dipson’s Plaza Cinema. Today you’ll find in their place Romolo Chocolates, Trellis, Jimmy John’s, Claudine’s Consignment, Achilles Running Shop and Claytopia. This transformation took decades. As demand for big-box and mall shopping grew, visitors to the once-thriving shopping centers found vacant storefronts and businesses that moved southward to Peach Street. But shoppers’ preferences change and while online shopping continues its steady growth, consumers today are looking for more personalized experiences. Those big-box stores have taken notice. Walmart, Ikea, Target and Best Buy have pared their retail spaces to create smaller-format stores in metro and residential areas. This trend for a more intimate and boutique shopping experience has ushered in

redevelopment efforts for both Erie plazas. Greengarden Place (formerly Greengarden Plaza) and the revitalized West Erie Plaza have changed their looks but not their original missions to provide diverse shopping and services on Erie’s west side. Newcomers and established businesses see the opportunities and each plaza is filling storefronts with eclectic service and retail options. West Erie Plaza In 2012, Erie-based VCG Properties purchased the beleaguered West Erie Plaza. The movie theater was demolished and vacant stores gutted to make way for what is now an attractive retail center with a mix of tenants including physical therapists, outparcel restaurants, a women’s clothing boutique and a specialty bakery. Heidi and John Fette relocated their 6-year-old Icing on the Lake bakery from its original West 12th Street location to the West Erie Plaza in early 2017. “Anyone stopping at our old location was coming specifically to the bakery, so high foottraffic days were rare,” John Fette said. “We saw the opportunity to tap into significantly higher traffic and only saw this opportunity increasing as more and more spaces filled.” The bakery’s new address has paid dividends. “We have exceeded our expectations both in traffic and sales,” Fette said. He explained the business went from serving an average of 170 customers a week to an average of 80 to 100 per day.


The Fettes, pleased to be part of the West Erie Plaza’s revival, see the area returning to a multistop shopping destination. “Our small success is a microcosm of what we are seeing around us and we are very excited to be a part of this,” John Fette said. “The West Erie Plaza’s tenants offer fantastic options for customers — not just here but throughout the corridor in general.” Greengarden Place Christina Vogel was looking for a beautiful neighborhood setting for Donatos Pizza, a Columbus, Ohio-based franchise she was set to open in Erie. With Frontier Park just across the street and nearby revitalization efforts, Greengarden Place fit the bill. In 2015, Erie business owner Casey Bowes purchased and began demolition on the Greengarden Plaza to make way for what is now Greengarden Place, a brand-new 25,000-square-foot plaza. “The reinvestment along the West 8th Street corridor is a natural progression of the revitalization along the Bayfront,” Vogel said. “We connect Presque Isle and the Bayfront,

so it’s a natural complement. When you think about all of the festivals, conventions and music events — they happen between Presque Isle and the Bayfront.” Vogel said she’s happy with the development and new tenants at Greengarden Place as well as the efforts at the West Erie Plaza. “Even though it’s not in our plaza, I’m excited that the Cork 1794 restaurant is bringing a second location there,” she said. “I think the buildup of the entire corridor is great. I’m a firm believer in the saying that a rising tide raises all boats so I’m for whatever builds a stronger community for all of us.” A West 8th Street Original One business that has stood watch over the changing corridor is Allburn Florist. For nearly 120 years, it has been creating beautiful floral arrangements for individuals and events, and has been a mainstay at its present location since 1956. “The Frontier and South Shore area has always been good to us,” explained owner Chris Ehrman. “It’s gotten better over time as the

There are 23 million small businesses in the country.

If you spend the same at a large business, only $43 stays in the local economy (Source: Civic Economics Study in Grand Rapids, Michigan). 66% of small businesses plan to keep spending money on digital marketing. According to the same study, 66% could not survive without wireless technology (AT&T Small Business Technology Poll 2013).

He said the area’s business development efforts are bringing the West 8th Street corridor back to a destination shopping area. “I’ve seen the deterioration and now the upswing,” Ehrman said. “These plazas were rundown. Tony Stefanelli really took a risk more than 20 years ago when he moved his family’s Romolo Chocolates to West 8th Street. And what Casey Bowes and the West Erie Plaza developers have done has made this area stronger.” Allburn is fortunate, he said, to have neighbors like Traditions Unlimited, Donatos and Trellis as well as the West Erie Plaza tenants. “The diversity of the businesses has created a nice synergy along this corridor,” he said. Fifteen years ago Allburn expanded into the entire 7,500-square-foot building it once shared with Trombetta’s Fine Furniture. “We consciously asked ourselves if we should stay on 8th Street,” he said. “But we have tradition and history here. We have customers who have moved out of town but still call Allburn for flowers for their mothers or grandmothers. We are part of their history, too.” Although the two plazas might be getting the most attention now, Ehrman pointed to other businesses that quietly have been operating in his neighborhood. “There is more going on here than first meets the eye,” he said. “Along with the new shops and restaurants, there are accounting firms, insurance agencies, medical and professional offices doing business here, too. When you add it up, there is a lot going on along West 8th Street. “We have a great location and we are staying,” Ehrman said. “There is a bright future here and Allburn Florist plans on remaining a strong anchor for many years.” It appears he will have plenty of company as Erie’s renaissance continues.

Erie’s Center for Arts and Technology has progressed into the second phase of the Manchester Bidwell Training Center replication process. As a refresher, a Center for Arts and Technology provides literacy and remedial education as well as partners with leading corporations to design high-caliber, marketrelevant career training programs that lead to entry-level employment. Several of these programs require externships with area companies. Externships enable 6

students to combine skills learned in the classroom with on-the-job experience while providing an opportunity to begin the transition from school to employment. In addition, ECAT will work to develop youth arts programming that serves Erie public schools. Those courses will be in some medium of visual arts that complements programs that already exist in Erie. This is the planning and implementation phase, and as the name implies, this phase will take the community through the actual process of planning and opening a center.
