Safety is an attitude on and off the job In 2013, Enform collaborated with organizations in the upstream oil and gas industry to help more than 255,000 workers lead safer, more productive lives. Improving safety is more than a matter of having people change how they act. It’s also about changing how they think. In other words, safety becomes an attitude on and off the job. At Enform, we work with industry to improve safety, one worker, one site and one company at a time. Our goal is to see everyone go home safely, every day. Throughout our second annual report, you will find many examples of our activities and accomplishments. For the Enform Board of Directors, the highlights of the past year include:

• Improving training access and customer service • Strengthening relationships with our six industry partner associations • Restructuring and re-organizing Enform—the entire staff of Enform delivered on their commitments to industry, resulting in higher performance and greater value for our customers. When I think back to the safety practices of 35 years ago when I started in this industry, I’m proud—and assured—of the improvements that have been made within the industry and I’m confident that they will continue to evolve well into the future.

PRESIDENT’S MESSAGE

Raising the bar Safety is pivotal to our industry. It is beyond something workers do on the job. Safety is a shared value that we must all collectively practise in our daily lives. In 2013, Enform’s ongoing evolution resulted in significant changes and improvements to support the upstream oil and gas industry’s safety performance. We focused on building the internal capacity and bench strength of our organization. As well, we clarified our operational priorities to further align our training, services and resources with our industry partners, in order to continue to improve industry safety performance. Together with our Board of Directors, Enform identified four strategic priorities for 2014 and beyond—process safety, safety culture, performance metrics and safety advocacy. And we strengthened an internal safety culture; an independent audit of our safety management system saw Enform receive a score of 95 per cent and a Certificate of Recognition (COR). Enform reached a number of milestones in 2013, all important to the organization’s evolution. For example, at the 25th anniversary of our Nisku Training Facility we invited industry stakeholders to a behind-

the-scenes look at the facility’s live, hands-on training experiences. Since opening the facility, our vision has been to create the leading technical and safety training centre for Canada’s upstream oil and gas industry. The goal has always been to provide basic and advanced training using current technologies that integrate health and safety principles into technical oil and gas training. Today, students from around the world look to this unique facility to provide them with this hands-on training in a live operating environment. During Nisku’s 25th anniversary, Enform announced that we would invest $3.7 million in equipment and facility upgrades to meet current and future needs. Likewise, we celebrated the 25th anniversary of our marquee program H2S Alive®. Hundreds of thousands of employees in a variety of industries across Canada and elsewhere in the world have been trained and certified in this program. In 2013, we released the program’s 7th edition with updated and refreshed program content.

Responding to industry Enform exists to serve industry and in 2013 we responded to our industry partners’ needs and expectations by: • Implementing a new proposal and initiative process that provides a timely, predictable and planned way for industry associations to contribute their ideas and concepts to Enform • Consulting with more than 50 individual companies in Saskatchewan and British Columbia to help them improve their safety performance and, ultimately, their competitiveness in the industry

One of our most important accomplishments of the year was our Executive Summit, held for the first time in Calgary. We brought more than 90 industry senior executives together to advance safety within the industry. For safety to be successful across the industry, its leaders must be intimately involved in safety. This annual summit is an effective way of engaging them. We’re very pleased to present further details of our accomplishments in 2013 and our plans for 2014 in our second annual report. I’d like to thank the many people who have contributed to our continued evolution.

• Bolstering our overall communications strategy to tell others about our industry’s health and safety performance—our efforts included building media relations with a cross-Canada tour that resulted in broader interest and coverage across national, regional and community media outlets • Strengthening the reliability of our registration system (by improving call responses and customer relations) and delivering a near record number of training programs • Streamlining and re-launching Enform’s COR audit protocol in record time and with great results—more than 80 per cent of users reported being pleased or very pleased with the new protocol—over 750 audits were completed using the new protocol.

PHRC becomes a new division of Enform A respected and important industry resource for 12 years, the Petroleum Human Resource Council (PHRC) joined Enform in April 2013. The goal of PHRC is to help industry develop a sustainable, skilled and productive oil and gas workforce. This is accomplished by providing expert knowledge on labour market trends and industry workforce issues. The PHRC brings key programs and services to Enform, such as its Labour Market Information, Careers in Oil and Gas website and expertise to identify workplace labour issues and priorities to address workforce and skill shortages. Enform and the PHRC have a long-standing relationship in developing workforce skills and bringing stakeholders together to achieve the best products and services possible. Our new partnership offers a number of additional benefits, including:

• Insight into industry human resources strategies and understanding of key issues, priorities and approaches to address workforce and skill shortages • Access to information and expertise to better align Enform’s training and safety services to industry workforce and workplace issues • Opportunities to connect and partner with national stakeholders, including: secondary education, postsecondary education, government and other organizations. Together, Enform and the PHRC have the capacity to address workforce issues for the industry.


Careers in Oil and Gas Enform’s labour force development division, the Petroleum Human Resources Council, manages the Careers in Oil and Gas website. The site features a wealth of information on career options and opportunities in Canada’s petroleum industry, including occupational tools, career information, job seeker information, labour market information and a job board. In 2013, the site had more than 322,000 unique visits.

H2S Alive celebrates 25th anniversary H2S Alive training has evolved to become the oil and gas industry standard ever since Enform launched the program 25 years ago. In conjunction with the 25th anniversary of H2S Alive, Enform released its 7th edition of the program. Through extensive collaboration with subject-matter experts in industry, instructors and governing bodies, Enform updated and refreshed its content to keep pace with changing industry technologies.

Last year alone, more than 165,000 workers completed H2S Alive. Now recognized around the world, the program is critical in helping keep workers safe—Enform’s top priority.

Hundreds of thousands of workers in a variety of industries across Canada and around the world have taken this training, which informs workers who may be exposed to hydrogen sulphide (H2S) while on the job.

Annual Executive Summit held in Calgary The 3rd Annual Executive Summit brought together more than 90 oil and gas senior executives to examine and discuss the importance of a commitment to safety. Held for the first time in Calgary, the summit emphasized senior management’s ownership of safety. Corporate leadership is critical to instilling a culture of safety throughout organizations, especially as industry operations become more complex. The 2013 Summit featured Dr. Todd Conklin of the Los Alamos National Laboratory, who spoke about human factors in process safety. It is important for everyone to be committed to strengthening a culture of health and safety as industry experiences rapid growth in drilling, production and operations, including in-situ oil sands operations. The Executive Summit helped further the conversation in advancing safety with key decision-makers and influencers.

Enform Nisku celebrates 25 years A major milestone in 2013 was the 25th anniversary of Enform’s Nisku Facility. To mark the event, Enform hosted industry stakeholders at a behind-the-scenes-look at Nisku’s live operating environment and hands-on training equipment, which replicate actual work sites. Nisku was officially opened by Premier Don Getty in 1988 and since then hundreds of thousands of workers from across Canada and around the world have trained here.

Because Enform’s programs are created by industry for industry, we rely on our partnerships to ensure we meet the needs of the upstream oil and gas industry. With these partnerships in mind, in 2013 Enform announced it will invest $3.7 million to add new technologies, upgrades and equipment to Nisku.

TRAINING Enform offers a wide range of health, safety and technology training courses for the upstream oil and gas industry through its own facilities and through external training providers. In 2013, Enform delivered more than 100 courses and issued more than 255,000 certifications for workers in Canada and abroad.

At Enform, training courses continually evolve to respond to technological advancements in the upstream oil and gas industry and support skill requirements.

A further 10 courses were updated in 2013, including Second Line Supervisor’s Well Control, Fall Rescue for Rig Work, Safety Program Development and H2S Alive.

Over the years, Enform has consulted with industry associations, government and subject matter experts with real world personal experience to develop these courses.

In addition to scheduled programming, Enform tailors training courses to clients’ preferred timelines and locations. The flexibility and convenience of customized training appeals to many of Canada’s largest oil and gas companies. In 2013, Enform managed over 400 contract sessions across 700 instructional days, resulting in 4,700 certificates.

In 2013, Petroleum Safety Training (PST 2.0) was revised with updated content and a new delivery mechanism, an online version that allows workers to participate anywhere they have Internet access. The updated version includes streamlined content, improved graphics and a shorter program length (from six to four hours).

RESOURCES Enform provides a forum for collaboration between companies, industry associations, government representatives and other stakeholders to develop safety best practices, set priorities and achieve shared safety goals. Through this collaboration we create resources that are easily accessible through publications, web tools and videos—providing the knowledge workers need to improve safety performance. Fatigue Risk Management Guiding Principles With the backing of the six industry associations, Enform developed the Fatigue Risk Management Guiding Principles to reduce the risks of workplace fatigue. The launch of the principles and their supporting resources is the first step to creating a larger fatigue awareness-raising campaign for industry.

Crossing Borders Crossing Borders was updated in 2013 and outlines critical differences among British Columbia, Alberta, Saskatchewan and Manitoba’s workplace legislation, practices and responsibilities in the upstream oil and gas industry.


Other Resources in 2013: eGSO

Labour Market Information

Early in 2013, Enform released the Electronic General Safety Orientation (eGSO), an online general safety orientation video designed to support employers’ new worker orientation programs. The free online 20-minute video is designed to give workers an easy and engaging method of receiving standard orientation information.

A looming labour shortage is an economic issue that also affects safety. A rapid influx of workers is required to support projected growth and this is expected to increase the demand for safety knowledge and training. The 2013 Labour Market Information reports provide expert knowledge on labour market trends.

In July 2013, the presidents of CAGC, CAODC, CAPP, CEPA, EPAC, and PSAC unanimously announced that Enform’s eGSO program will become the mandatory standard for general safety orientations in the upstream oil and gas industry. Effective June 1, 2014, new and existing workers will require an Enform eGSO Record of Completion.

SAFETY MANAGEMENT Identifying, assessing and reducing workplace risks

Certificate of Recognition

The Small Employer Certificate of Recognition (SECOR) audit protocol was revised in 2013 for relaunch in 2014. A guideline version of the revised protocol can be viewed on Enform’s website to assist employers in preparing for the change.

A Certificate of Recognition (COR) is awarded to employers who implement and maintain a health and safety management system that meets established provincial standards.

Also in 2013, an online submission process based on the revised SECOR audit protocol was developed. The online submission capability will enhance the effectiveness and efficiency of the SECOR audit process and will be released in 2014.

In 2013, Enform delivered a new and more streamlined COR audit protocol that offers users a single document with all questions, measurements and scoring instructions. These changes have reduced internal review time and have received positive feedback from industry. Along with the implementation of our new COR audit protocol, Enform also offered 12 workshops and information sessions.

Planning and Consultations In 2013, Enform staff worked with more than 50 employers, in Saskatchewan and British Columbia, to consult on safety planning and improve their safety performance. With the development of Enform’s Industry Support department in Alberta, Enform offers greater assistance to companies to help identify and solve issues related to all aspects of health and safety. In 2014, company visits will begin in Alberta.

Enform provides a toolbox of materials to help leaders of oil and gas companies share safety concerns and their commitments to safety with their workers. In 2013, 175 companies reported holding a Safety Stand Down, up from 145 in 2012.

• The Pre-Accident Investigation by Dr. Todd Conklin from Los Alamos National Laboratory

Safety Alerts Through Safety Alerts, Enform shares recommendations from incident investigations with industry, which helps to increase overall awareness of health and safety issues and risks. In 2013, Enform issued five safety alerts to industry. Petroleum Safety Conference An industry institution, the 62nd Annual Petroleum Safety Conference attracted a record 1,570 conference delegates, exhibitors, tradeshow delegates, sponsors and speakers to Banff, AB. The three-day conference earned overwhelming approval: 90 per cent of participants rated it as good to excellent. People from all sectors of the industry attend the event to explore, collaborate, discuss and gather insight into safety issues and best practices.

Moving forward in 2014 Enform will lead a number of new and expanded initiatives that will focus on four areas: developing a safety culture, educating about process safety, measuring safety performance and advocating for and promoting safety within the industry. These four key priorities were established by Enform's Board of Directors in 2013 and are already being incorporated into our organization's plans and operations. Process Safety An important factor in creating a safety culture is increasing education on practices that are designed to help prevent and reduce risks in our industry’s increasingly complex facilities and operations. Enform’s goal will be to provide new resources to help clients integrate process safety into day-to-day operations. Safety Culture

Performance Metrics Enform is evaluating safety performance metrics within the industry. Based on the results we will explore target setting in 2014. Providing data is essential to helping industry associations better identify areas of success and areas that require improvement. Safety Advocacy Advocating for and promoting safety priorities and programs within the industry is an essential part of Enform’s mandate. It is key to influencing a positive change. Enform will develop a number of initiatives to further support and enhance our efforts.

Developing a safety culture requires leadership and the integration of values, practices, behaviours, training and performance measurement. Together these elements will reduce illness and injury. In 2014, Enform will develop new resources to assist employers in enhancing their company’s safety culture.

Improving our Services The work will not end there. Enform also has other initiatives underway to further improve our services to customers. In order to better serve the industry, we will be moving our Saskatchewan office from Regina to Weyburn—closer to industry activity. Training remains a central pillar for Enform and we are continuing to explore opportunities that satisfy the needs of the industry’s expanding workforce. Enform will continue to review more digital delivery of course materials as the use of mobile devices grows. Meanwhile in 2014, we will further scale up the Enform ID Pass program, an initiative that was started in 2013. The pass card provides workers with a unique user identification and is embedded with their training records.
