How does parks and recreation make my life better? PLAY: Safe, outdoor space – For us, the biggest benefit is a safe, outdoor play space for our kids today… and as they grow. NATURE: Beauty and serenity – Being in nature

POSITIVE SPACES: Free-time fun – My neighborhood park is more than a place to chill. It keeps me thinking straight and away from trouble. It’s free -- and it’s really fun.

makes me feel alive. I feel lucky to have this beautiful, serene place so close to home. I want my grandkids to have the same appreciation for parks.

GATHERING PLACES: Socializing and learning – Parks are like

EXERCISE: Healthy movement – Parks are made for moving at my own pace – our family walks, plays and cycles. The recreation programs make it easy to stay healthy.

FOREVER: Valued today and always – Parks enrich our lives. They add value to our homes and neighborhoods. Individually and as a community, we’ll always have that need.

holidays, bringing us together to share good times. They are the common ground that connects us all.

Meet Your Instructor: Caitlyn Louchard Caitlyn, a Bay Area native, returned to live and work in the Bay Area after receiving her BFA in Acting from NYU’s Tisch School of the Arts. She is an associate artist with The Cutting Ball Theatre in San Francisco, where she has appeared in many productions including The Bald Soprano, The Tempest and Pelleas and Melisande, for which she received a Best Actress nod from the SF Weekly. Acting Foundations: A Performance Workshop for Adults This is a class for anyone who has ever been curious about acting; maybe you performed as a child and are eager to explore it again, or maybe you have never even been inside of a theatre and the very idea of speaking words in front of a group terrifies you…and you’d like to face that fear. We will begin with theatre games and exercises that empower listening, awaken curiosity and imagination, challenge perspective and enable connection. We will look closely at the actor’s craft, exploring some if its most basic tasks: freeing the instrument, fueling the spirit, connecting with the other, speaking the words. We will explore scenes from great plays, and the class will culminate in performing a piece of memorized material of your choice!

It has been an amazing journey watching her develop her discipline, her physical strength, balance, coordination and self-esteem. Through training capoeira, I have also sharpened my ability to parent having learned how to remain relaxed and respond appropriately in a stressful situation, how to listen well to others and speak respectfully to be heard, how to be flexible and creative when faced with challenges, how to learn from my weaknesses and how to have fun!”

Emeryville Bikes!

Bike to Work Day – Thursday, May 8, 2014

Whether you bike a lot or little, or have a bike waiting to be dusted off and tires pumped up, we’re talking to you! Biking is a great way to get from point A to point B, especially in Emeryville and to/from much of the East Bay from our little city. Whether you’re an experienced rider or thinking of venturing out for the first time, here is some great information to get you started or keep you rolling. Check out the Bicycle Facilities Map on the previous page to learn more.

This year is the 20th Anniversary of Bike to Work Day organized by our local bike advocacy group, Bike East Bay (formerly East Bay Bicycle Coalition). The event website is www. bikeeastbay.org/btwd

Spring and Summer Bike Riding – Tune It Up Spring is a great time to get your bike tuned up. Tight cables, pumped tires, and a greased chain will help your bike shake off its winter aches and roll into summer smoothly. Look for free “fix-it” stations on the previous page map. If you’re not sure how to do these fixes yourself, take your bike to a local shop they can service your bike and tell you how to keep it in good working condition.

Local Bike Shops Emeryville doesn’t yet have its own bike shop, but there are plenty of great local places to buy, fix and accessorize bikes in nearby neighborhoods! Our six closest shops and retailers include Bike Man Dan, Cosmic Cycles, Spokeland, Tip Top Bike Shop, Sports Authority, and Xtracycle. For a map with these locations and their websites, turn to the previous page.

Riding Safely at Night Here is what’s required for night riding, straight from the DMV website: • A front lamp emitting a white light visible from a distance of 300 feet. • A rear red reflector visible from a distance of 500 feet.

Emeryville will have five “Energizer Stations” this year throughout the city. Energizer Stations occur from 7-9am on Bike to Work Day where bicyclists can stop to pick up a free goody bag, snacks, and a stylish “I Biked” sticker. For the Energizer Station locations in Emeryville, see the previous page map. In addition to energizer stations, Emeryville will be hosting its Third Annual Council Ride. City Council members, their families, residents and workers will be invited to take part in a ride from City Hall to a nearby energizer station at 8am on Bike to Work Day. At the end of the day, the East Bay Bicycle Coalition will also host a Bike Happy Hour in Old Town Oakland. Head over to Washington and 9th Streets for food and festivities and to celebrate 20 years of biking to work

Bike to Work Month Team Bike Challenge Need a little motivation to try biking to work? Rally your co-workers at your place of employment and just pedal, it’s easy! Form a team of up to 5 people (or multiple teams at larger employers), record daily mileage, earn points, and the team with the most points wins! Sign up for 2014 Team Bike Challenge at www.bikeeastbay.org/pledge.

Bike Boulevard Signage & Pavement Markings Emeryville has a number of Bike Boulevards running through the City, and in 2013, the City added purple signs on Doyle, 45th, 53rd and 59th Streets.

• A white or yellow reflector on each pedal or on the bicyclist’s shoes or ankles visible from a distance of 200 feet (usually already on your pedals).

28

• A brake which will enable the operator to make a one brake wheel stop on dry, level, clean pavement. Check out the website for more information on safe biking and the rules of the road: http://www.dmv. ca.gov/pubs/brochures/fast_facts/ffdl37.htm.

Bay Side Art Updates

New City Hall Public Art Purchases On December 12, 2013, the City of Emeryville and its Public Art Committee celebrated the City’s public art program and the purchase of new works by Emeryville artists Mari Andrews and Po Shun Leong. The pieces were acquired by the City through the City-sponsored “Purchase Award Program”, which was developed in 2006 for the City of Emeryville’s Art in Public Places Program in conjunction with the annual Celebration of the Arts Exhibition. Each year a piece by a local artist is selected from the exhibited works to be displayed at the Emeryville’s Civic Center and Historic City Hall. The 2013 exhibition’s depth and breadth so impressed the Public Art Committee they recommended these two commissions for purchase to the City. Ms. Andrews‘ work includes three pieces entitled Entwine, Bulb and Reach. Each is made of mounted paper and wire. Mr. Leong’s piece is Blue Triangles, an intricately carved piece of maple dyed a rich blue.

For Mr. Leong’s’ Blue Triangles Ms. Kobrinsky dedicated Ouroboros Ouroboros: A question that answers itself without question, In celebration of the artists’ installation, the 20132015 City’s Poet Laureate, Sarah Kobrinsky, read new poems inspired by the installed work. For Ms. Andrews’ Reach which Ms. Kobrinsky said reminded her of wings, the poet dedicated Softly She Slips.

Softly She Slips Softly she slips from crinolines, petticoats and pantyhose, slips crooked wings from perfect bone, slips again into membrane, fine nightdress of solidified tears, slips once more into bed sheets, tangles, untangles, and finally falls asleep.

Should you wish to see these pieces in person, please visit Emeryville’s Civic Center and Historic City Hall during it’s normal operating hours or during a public meeting. If you have questions about the Art in Public Places program, contact the program coordinator, Amber Evans, at aevans@emeryville.org or 510-596-4382.

Emeryville Upgrades

Four Big Development Proposals in Emeryville The Emeryville Planning Commission held several study sessions on the four development proposals listed below in late 2013 and early 2014. Hearings on the revised plans are expected later this year. To see future and past agendas, meeting minutes, videos of the meetings, and more, please visit http://emeryville.org/planningcommission or contact the Planning Division Front Counter at 510-596-4360 for more information.

Hyatt Place Hotel The Planning Commission considered a 171-room hotel at the north end of Bay Street Center at the intersection of Christie Avenue and the railroad tracks. A final decision is expected in April or May.

6701 Shellmound Residential Project (“Nady Site”) The Planning Commission considered a 260-unit rental residential project on 2.27 acre parcel located at 6701 Shellmound Street (which currently houses the “Nady Systems” building). The Commission is expected to review the project again in the summer.

Sherwin Williams Urban Village The City Council considered a proposal to redevelop the former Sherwin Williams paint factory site into a mixeduse “town center” with a combination of residential and commercial uses organized around a central green park. The project will include reuse of an existing 70,000 square foot significant building for commercial use and construction of three new buildings that will accommodate approximately 460 dwelling units and 15,000 square feet of commercial space. The developer has not yet made a formal application.

Marketplace Redevelopment Project, Phase IB The Planning Commission considered a revised Phase IB of the Marketplace Redevelopment Project that was approved by the City Council in 2008. The revised Phase IB would include demolition of the United Artist Theater building and its replacement with interim surface parking; relocation of Shellmound Street to the west; 26,500 square feet of retail space with 4 levels of parking; a 27,300 square foot grocery store; a 1,500 square foot restaurant pad; construction of 62nd Street as a private plaza; and construction of a portion of 63rd Street as a private street to serve the grocery store. The proposal is expected to come back to the Planning Commission in March. Also of note, building permits are pending for the 39th and Adeline Residential Project: a 101-unit rental apartment on a 1.12 acre site mostly located in Emeryville (part of the parcel is in Oakland as well).

Housing Element of City’s General Plan Undergoing Update The City is updating its Housing Element for the 2014 to 2022 planning period and invites you to attend a Planning Commission meeting on Thursday, June 26 and a City Council meeting on Thursday, July 15 to hear a summary of the draft Housing Element and provide your own input and ideas. The Housing Element is an important part of the City’s General Plan that describes housing-related needs and resources in Emeryville, focusing on the availability, affordability, and adequacy of housing. The Housing Element establishes a strategy to address housing needs for community members across the economic and social spectrum. For more information, go to http://www.emeryville.org/housingelement or contact Kim Obstfeld at kobstfeld@emeryville.org or 510-596-4303.

The latest expansion of the Bakery Lofts, Phase IV was completed in January 2014 and includes 18 new apartment units, a future café space, and a “faux creek” feature above the undergrounded Temescal Creek. The end of 2013 saw the completion of the new Ambassador Housing Project at 36th and Peralta Streets which includes 69 affordable apartment units.

Help Emeryville NOT Be A Leader in Vehicle Burglaries in 2014! We’ve all been there...you are in a rush while running late for an appointment. You park the car, jump out quickly, and rush for the office to make the appointment with just a minute to spare. But this time as you walk back to your car, you see the door window shattered. As you get closer, you see your laptop bag is missing from the floor behind the driver’s seat where you thought no one would see it. Even the loose change in your cup holder and the GPS unit you hid in the glove compartment (but left the connector cord plugged in) is gone. Vehicle break-ins (officially called “vehicle burglaries”) are an all too frequent story we hear at the Emeryville Police Department and across the nation. There were over 1.6 million thefts from vehicles nationwide in 2010 according to the FBI. Here in Emeryville, vehicle burglaries happen almost twice a day on average... that’s roughly 700 each year in 1.2 square miles! Emeryville’s many shopping centers and employers make our city a high target for professional thieves from around the region. Vehicle burglaries happen quickly and can cost victim’s hundreds or even thousands of dollars each incident. In our ever increasing electronic age, the value of things we carry or drive with every day; including smart phones, tablets, laptops, car stereos, and GPS units; can add up very quickly. The cost gets even higher when you add up the lost time and money to get a car window fixed, as well as time lost recovering information that was stored on the stolen electronics. It gets even worse if any of the devices had personal identifying information or account numbers accessible, which could lead to possibility of identity theft.

32

Thankfully car thefts/burglaries are one of the most preventable crimes we deal with in Emeryville. Burglaries are a crime of opportunity. Thieves are constantly looking for opportunities to steal your stuff. Whether you are just running in to get a cup of coffee, a short meal, or a short appointment, in less than 60 seconds a thief can break your window, reach in, steal your valuables and be gone before you have paid for your latte. There are a few major ways to prevent thieves from breaking into your car. Keep thieves from knowing you have valuables in the car is to keep valuables out of sight. Lock items in your trunk, but not after you arrive as the thieves are often watching from afar. Place valuable items in the trunk prior to driving or

Emeryville City News

stop in a safe place prior to your final destination to put valuables in the trunk. Thieves will often break-in and go through glove boxes or center consoles, so they are not a good first choice for concealing valuables. Make sure any cords indicating a GPS device or other electronics aren’t left out in plain sight, even if the actual valuable item is hidden away. If you can’t lock valuables away, always take them with you. It may be cumbersome to carry the laptop bag or shopping bags into a coffee shop or doctor’s office, but think of how cumbersome it will be to recreate all the documents you have stored on your laptop, file all that insurance paperwork to replace it, and go back to re-buy all the items that were stolen. The small inconvenience now is well worth avoiding the bigger inconveniences later. The last way to help prevent vehicle burglaries is to report suspicious activity. What are some suspicious burglary thieves’ behaviors we’ve observed at EPD? Driving slowly in circles around parking lots while passing open parking spaces. Standing in a parking lot watching people getting into or out of their cars without going anywhere. Walking in between parked cars and looking inside or trying door handles. If you see any suspicious activity, call the Emeryville Police Department’s non-emergency line at 510-596-3700. Do yourself a favor and save this number in your cell phone now. Try to give the dispatcher as much information as possible about the suspicious activity, including what the person looks like, what they are wearing, which way they are going, and if they left the scene, were they on foot or in a vehicle. You could be the one that saved someone’s car from being broken into! If you are too late to prevent a burglary and see someone breaking a car window, CALL 911! Do not confront a burglar. Be a good witness and note good descriptions of the burglar for the police. Remember to stay safe...the property being stolen is never, ever worth a life! For more information on how to stay safe from burglaries or other Emeryville Police Department questions, contact Administrative Section Sergeant Fred Dauer at fdauer@emeryvillepolice.us or 510-596-3709.

Cracksealing and digout repairs were performed on 59th street between Horton and Vallejo Streets, 61st Street between Hollis and Vallejo Streets, 63rd Street between Overland Avenue and Vallejo Street, 64th Street between Overland Avenue and Vallejo Street, 65th Street between the railroad tracks and Vallejo Street, 66th Street between railroad tracks and Vallejo Street, 67th Street between railroad tracks and the eastern City Limit, and Vallejo Street between Ocean Avenue and 59th Street. • How to slurry seal and what do we do to repair streets? Slurry seal is made from emulsified asphalt (a mixture made from oil and fine sand aggregate) is typically applied to a street once every 7 to 8 years. Prior to slurry sealing, cracks in the asphalt are sealed and dig-out repairs are performed on severely distressed pavement. After slurry sealing is applied, new thermoplastic pavement delineation (traffic lane lines) is installed to improve safety for bicycle, pedestrian, and vehicular travel. New Bike/Pedestrian Trail Funded To Fill “Critical Gap” The City of Emeryville just received $550,000 from the Alameda County Transportation Commission’s One Bay Area Grant (OBAG) to build a key section of the Bay Trail in central Emeryville. The project is a multi-use Class I (ie: physically separated from the street/cars) bicycle/pedestrian path on the northeast side of Christie Avenue between Powell Street and Shellmound Street. Bike East Bay ranked this project the #1 priority of all the bicycle access and safety improvement projects competing for grant funding in the entire County.

The project fills a critical gap in access from the Bay Trail north of Powell Street to key destinations in Emeryville and will be a critical link to the newly opened Bay Bridge bicycle and pedestrian trail off Shellmound Street, across from IKEA. The improvements will allow the Bay Trail to abandon the current route that crosses one of its systems’ most congested intersections and also traverses a one-way back ally going the wrong way. The multi-use pathway will replace the existing sidewalk and one vehicle travel lane. Both bicycle and pedestrian users will be accommodated within an 18-foot wide area that will include a multi-use pathway and landscaping. Additional improvements will include: • traffic signal modifications at two intersections: Shellmound Street/Christie Avenue and Christie Avenue/Powell Street Plaza Entrance; • two new crosswalks: Christie Avenue/Powell St Plaza Entrance and Shellmound Street/Christie Avenue (north side);

• landscaping & storm water planters

The project is funded by a combination of Measure B and the Vehicle Registration Fees administered by the Alameda-CTC to improve safety and access for bicyclists and pedestrians in the county. For more information on this and other projects supported by Measure B Sales Tax Initiative and the Vehicle Registration Fee, visit the Alameda-CTC’s website at http://www.alamedactc.org/. You may also contact grant manager Amber Evans at aevans@emeryville.org or 510-596-4382.

In early 2014, the City of Emeryville selected Aliquot & Associates to design the project and prepare construction documents for bidding this fall. The construction to begin in early 2015.
