Safe, outdoor space – For us, the biggest benefit is a safe, outdoor play space for our kids today… and as they grow.

Beauty and serenity – Being in nature makes me feel alive. I feel lucky to have this beautiful, serene place so close to home. I want my grandkids to have the same appreciation for parks.

Healthy movement – Parks are made for moving at my own pace – our family walks, plays and cycles. The recreation programs make it easy to stay healthy.

ABOUT US The Emeryville Child Development Center (ECDC) is dedicated to providing children ages four months to five years old with daily experiences filled with learning, laughter, and love. ECDC is operated by the City of Emeryville to provide families living, going to school, or working in Emeryville, a safe and caring center for their children. ECDC is open year round and provides care for over 100 children daily. The center is staffed by certified, professional teachers who help children achieve growth in all areas of development. Bi-annual assessments and monthly observations are completed for parents to convey the progress of each child in all development areas.Age appropriate lunch and snacks for all ages are served. The center also boasts some of the best caregiver to child ratios anywhere in the Bay Area too. Opportunities abound daily for each child to explore, create, experiment, and savor the rewards that come with success!

The Center is now open to anyone interested in applying! Priority will still be given to families that live in Emeryville, work in Emeryville, have children in the Emery Unified School District, or live in the 94608 zip code. Verification of residence or employment is required when enrolling. The Center also participates in a State subsidized program that allow for families in need to participate.

For a low monthly fee, our veteran staff will provide a fun start to the day for your child starting at 7:30am. Staff will then escort your child to the Anna Yates Elementary School campus. DATES

ADVENTURE WORKS (K THROUGH 2ND GRADE) Adventure Works is a City of Emeryville after school subsidized program offered in conjunction with the Emery Unified School district through ASES Grant. This full day extended after school program provides a warm, nurturing, and fun environment for students in grades K-2. Our veteran staff maintains a maximum supervision and program creatively throughout the year, providing structured activities and supervision including: homework, assistance, science exploration, gardening, cooperative games, dance, drama, sports, nutritional snacks and more. In this program, emphasis is placed on offering the participants more critical thinking exercises and security in their independence to promote social, emotional, and cognitive development. Children must register with the Emeryville Community Services Department to participate. Children are escorted by staff

YOUTH/TEENS/FAMILY YOUTH SPORTS AND MORE! PARK AND PLAYGROUND PROGRAM The Park and Playground Program is a drop-in recreation program for 7-12 year olds at Anna Yates School Yard in Emeryville. This location will offer a variety of games and activities and is supervised with trained recreation leaders. This program DOES NOT supply day care services! This is a drop-in program and children may choose to arrive and leave at any time. Registration: Participants may pre-register or participants may register on a daily basis at the Anna Yates location. Pre-registered participants have priority if space is limited. TAE KWON DO Tae Kwon Do is a history of the martial arts that originated in Korea. The knowledge of the founders of the art extends not only in the past but make us aware of the present as well as preparing for the future of how life was in the ancient times and how some of those lessons in the past help us in the present and future. IN THE MIX HIP HOP DANCE CLASS Join our dance specialists as they demonstrate and help your child with unique dance routines using basic hand and foot coordination dance moves to more advance moves with a hip hop twist! EMERYVILLE MICRO SOCCER Welcome to The City of Emeryville’s Micro Soccer Program!

Program Mission

To develop soccer skills, sportsmanship, team building and having fun. This is a non-competitive league, where the emphasis will be on individual and team improvement versus winning. Teams will focus on passing, player development, technical and tactical knowledge and apply it to games.

Expectations of Parents/ Families

We are keeping very short rosters; it is very important that participants are in attendance at as many games as possible. If your child cannot make a game please let a coach or coordinator know in advance so he/she can make arrangements. This is a non-competitive league, we ask parents to encourage their child, cheering them on by acknowledging their skills, (i.e. nice pass, nice shot, nice turn, good try). Price: $40 per session ($45 NR)

Practices Schedule Practice will start two weeks prior to the first scheduled game.

• U-7 (ages 5-7 years old) – practice Thursday of each week during the session from 5-6pm, at the Anna Yates playground. Sept 3rd – Oct 22nd (8 practices and 6 games)

YOUTH & TEEN PROGRAMS TEENS SPECIAL EVENTS AND TRIPS Designed just for our own teens, a safe and fun Friday Night Out! Our own Teen Council helps us plan trips and special events and offer the best programs suited to our kids. Participation is easy, just fill out a field trip waiver form, pay your fees and come on down. Look out for flyers, our monthly teen calendars and/or subscribe to our social media sites and monthly newsletter for updates on trips and special events. All sign-ups are on a first come first seven basis, for excursion we accept the first 20 registered participants.

TEEN CENTER ALL ACCESS GRANTED AFTER SCHOOL PROGRAM Sign your teen up for our awesome after school program specifically designed for the tweens/teens. There will be gaming, dancing, sports, arts & crafts, a mandatory homework hour, tutoring and a host of other popular enrichment classes, activities, games, and snacks! Our teen lounge is equipped with Xbox 360 & Wii, with a few table top games for your teens enjoyment. Come and meet your friends for these fun-filled days after a long day at school. Our seasoned Recreation Leader staff will provide the supervision. Pre-registration is required.

KUNG FU AND YOGA CAPOEIRA Capoeira (capo-AYE-rah) is an Afro-Brazilian martial art that combines music, dance, acrobatics and self-defense. Do to it’s African roots, music and songs accompanied by percussion are an integral part of each class. Capoeira gives you power, flexibility, endurance and allows for self-discovery that builds your self-confidence. The challenge is within anyone’s reach regardless of age, gender or athletic experience. CAPO KIDS CLASS The “Capo-Kids” program is geared towards children ages 5-7. Children learn basic capoeira movements and music in a fun and playful environment. The methodology used not only helps them to develop basic attack and defense skills and increase coordination of muscle groups, but it will also put them on a path to a mentally strong and physically active lifestyle. ADULT ENRICHMENT PROGRAMS BODYLIFT “BodyLift” is a concept created and designed that generally consists of using your own bodyweight to skyrocket your metabolism and burn more fat 24-48 hours after your workout. This is known as “Excess post oxygen consumption” (EPOC). Classes will consist of Circuit training, Strength training, and Bodyweight training at a high intensity level (HIIT) in either 30 minute or 60 minute class sessions. Ashley has personally designed and worked out with these routines and achieved successful results, as well as using the BodyLift method with her clients. So many muscles in the human body can be worked out with just simply knowing how to move your body correctly along with the amount of repetitions and weight put that is placed on our body. Meet Your Instructor:

Ashley LaMorte Ashley LaMorte is the founder and owner of LaMorteLift. She was born in San Jose, CA. Out of high school Ashley went from Nursing school to Interior design school, but neither of these kept her interest. Ashley knew she wanted more in life, she wanted to make a difference in peoples lives. Ashley had always been physically active growing up but took further interest in fitness in her early adulthood. She began working out regularly and quickly noticed how much of an impact training had on her, not only physically but also mentally. Ashley began training others and loved it. She came to realize becoming a Personal Trainer was what she was meant to do. Ashley became certified and shortly after moved to the San Francisco area to pursue her career in the fitness field. Ashley now resides in the East Bay area, where she is instructing fitness boot camp classes along with training clients one on one. Ashley’s belief is everyone can change their quality of life through fitness and clean eating habits.

MONTHLY DINE AROUND Meet for lunch at 12:15pm on the third Thursday of the month at a local restaurant, or go out of town on the “Go Van Go” bus. You are responsible for the price of your own meal and tip. ART AND MUSEUM LOVERS GROUPS Art and Museum trips are scheduled to take advantage of the best and most exciting exhibits in the Bay Area. Trip fees include transportation and excursions are planned that coincide with the museum’s FREE days as much as possible. There may be an additional charge for special exhibit entrance, which will be included in the trip cost.

FRIDAY CLUB The Friday Club continues to evolve into the “Hot Spot” in Emeryville. The Friday Club is held every Friday, but once a month the club enjoys a special line-up. These special days have included gumbo cook-offs, outdoor picnics, Wii competitions, baking contests, casino days, and much more.

FRIDAY MOVIES The center strives to provide the best entertainment and continues to offer the most current movies, award-winning series, and documentaries. Movies are shown every Friday at 1:00pm. Our projection system makes you feel like you are at the movies! While watching the movie, enjoy popcorn, a drink or other treats courtesy of the center. Don’t like our selection of movies? Please submit your suggestions or volunteer to be one of our “Movie Critics” that select the movie you feel other members would enjoy. Call the office to volunteer for this fun position.

EXCURSIONS FOR SENIORS:

Our popular travel club for older adults offers fun, casual day and overnight trips. See the list on the right for our Spring Adventures. Important Information: Weekday trips depart from the Emeryville Recreation Center, 4300 San Pablo Avenue. Weekend and overnight trips depart from Emeryville City Hall, 1333 Park Avenue. Trips are escorted by dependable trip escorts or staff. Fees are due in full at time of registration. Checks payable to the City of Emeryville. We also accept Visa, Mastercard and American Express. Trip fees include transportation. Transportation is provided by our 22-passenger bus or charter buses, depending on the number of registrations. Fees may be required for entrance and/or lunch on some scheduled trips, which you will pay directly to the vendor. Cancellation Policy – Trip refunds will be considered only with a ten (10) business day prior notice to the departure date or if a replacement can be found. Some exceptions may apply at the discretion of the Adult Services Supervisor or Youth and Adult Services Manager.

WHAT IS ‘8-TO-GO’? The ‘8-To-Go’ is an on-demand shuttle service for everyone ages 60+, or people ages 18-59 who have a disability, living in the 94608 zip code area. Once enrolled in the program, users just place a call to set-up your travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville and portions of North and West Oakland including MacArthur BART, Kaiser, Sutter and more).

WHY SHOULD I USE ‘8-TO-GO’? This service is intended to help seniors and people with disabilities travel within the local 94608 area. Whether it’s a trip to the senior center, grocery store, favorite restaurant, medical appointment, or religious services, ‘8-To-Go’ will provide the personalized service and attentiveness not found in other transportation services.

BLOOD PRESSURE CHECK-UPS The Alameda County Fire Department visits the Recreation Center HW Room every first and third Friday of the month at 11:30 a.m. to check your blood pressure (and they maintain records for comparison).

Unbiased assistance and information on long term care, Medicare, supplements to Medicare and HMOS. Offered every third Tuesday of the month by Legal Assistance for Seniors’ HICAP volunteer, to Lynn Powe. Please call the center at 510-839-0393 for an appointment.

HOME DELIVERED MEALS

A geriatric nurse practitioner from the 60+ Health Center provides bimonthly foot care, diet and medication review, and blood pressure checks at the Recreation Center. Free for members.

For home-bound older persons, 60 and over residing in Emeryville. Monday-Friday and weekends by special arrangement. Suggested donation of $3.00 per meal. For more information, call 510-596-4309.

EMERYVILLE TRI-CITY CAFÉ HOT LUNCH PROGRAM The center offers a hot pre-packaged meal daily in our main auditorium. The meals are provided by Nutrition Solutions focusing on using low fat and sodium ingredients. This is a self serve lunch which runs Monday–Friday, 11:45am-12:15pm. Suggested Donation for the meal is $3.00 for adults 60 years and over and $5.00 if under 60. You must fill out an application form to participate in addition to the Senior Center Membership form.

Why should I pre-register for activities? Almost all activities require pre-registration. Without pre-registration, our staff will not be able to have the correct supervision or supplies to make sure you have a great experience. Note: A few of our community/special events and senior activities do not require pre-registration. These will be noted in the activity/event description.

There are four (4) ways to register for activities/events in Emeryville:

ON-LINE Please visit www.emeryville.org/activenet to register for almost any program! ActiveNet requires immediate payment, so make sure to have your debit/credit card or electronic check handy. Avoid wasting gas, paper, and time waiting in line…register online today!

WALK-IN Register in-person weekdays at the Recreation Center (9:00am6:00pm) for almost every activity and event. Be sure to bring your checkbook or credit/debit card too, fees are due in full to register for a program. If you also want to save time, please download a registration form from http://www.emeryville.org and pre-fill all of the activity information before you arrive.

FAX Pick up or download a registration form and fax it to 510-596-4339 Faxed registrations require full payment by credit/debit cards only.

MAIL Cut out the registration form on page 23, complete the registration form and sign the waiver, and mail the form with full payment to the Recreation Center, 4300 San Pablo Avenue.

Membership is only $10 for residents, $20 for non-residents, and entitles you to enjoy the many activities, events, and trips organized by the Senior Center. Members also receive ‘The LINK’, a monthly newsletter that gives up-to-date information that impacts seniors. Membership is open to residents and non-residents alike, so stop by the Senior Center to fill out the form or download it at http://www. emeryville.org/seniorcenter.

How do I register for infant and toddler/child development center activities? The Emeryville Child Development Center (ECDC) only accepts walk-in registrations due to eligibility constraints. Eligibility for enrollment into ECDC programs is open to all families with children ages 4 months to 5 years. Be prepared to fill out an application form when you visit and sign up for the monthly tour of the programs and facility. Please call the ECDC with any questions at 510-596-4343.

Why was the activity canceled or rescheduled? Due to low enrollment, instructor emergencies, weather conditions, or many other reasons, a class may be cancelled or rescheduled at any time. Staff attempts to limit these occurrences, but they are bound to happen. If an activity is cancelled or rescheduled, you will have the opportunity to join a rescheduled activity, join a different activity, or receive a full refund. Please allow four to six weeks for cash or check refunds to be processed. We sincerely apologize in advance for any inconvenience this may cause.

SPECIAL EVENTS COASTAL CLEANUP EMERYVILLE COASTAL CLEAN UP WITH YOUR NEIGHBORS 2015 Date: Saturday September 19th, 9:00 a.m. to 12 noon. Registration is at 8:45. Orientation with City Staff starts 9:00. Then, gather your gear and be on your way. As always, volunteers will be treated to local Emeryville coffee and snacks and raffle prizes. Our local food businesses love to support volunteers for this event. Every year, on the third Saturday in September, people join together at sites all over California to take part in the State’s largest volunteer event, California Coastal Cleanup Day. The event is part of the International Coastal Cleanup, organized by the Ocean Conservancy, which is the largest volunteer event on the planet! Families, teachers and students, co-workers, come have some fun for a good cause. See for yourself what debris from inland ends up on our beaches and in our Bay (you may be surprised!). No advance registration is required but we suggest you come at 8:45 to sign in. Bring your own work gloves, garden claw digging tool, re-usable collection buckets or bags, coffee mug and water bottle; and wear sturdy shoes, sunscreen, hat and layers for our unpredictable weather. The new mobile app will allow citizens, residents and visitors to report problems such as potholes, graffiti, drainage and flooding quickly and easily via web tools and mobile apps. These reports are then forwarded directly to departments throughout the city with all the information needed to get the job done. Furthermore, the platform offers a centralized and integrated management system, whereby city officials can communicate with citizens, track issues and monitor success. This unified and citizen-connected platform will increase both the quality and efficiency of service throughout Emeryville. The mobile app is available for download on Android and iPhone. Emeryville’s Minimum Wage and Paid Sick Leave Ordinance On June 2, 1015 the Emeryville City Council adopted an ordinance that will provide for a higher citywide minimum wage and additional paid sick leave provisions than required by the State of California.

NEW MINIMUM WAGE The new law requires a higher minimum wage rate than the current state rate of $9 per hour; however, different minimum wage rates will be required depending on the size of a local business. Small businesses are ones that have 55 employees or fewer in Emeryville and will be required to pay a slightly lower rate than businesses with over 55 employees in Emeryville until July 1, 2019. For the purposes of this ordinance, an employee is someone who works at least two hours per calendar week within the city limits of the City of Emeryville. This includes full-time, part-time, and temporary employees. For small businesses, the minimum wage rate will be $12.25 per hour effective July 2, 2015. Large businesses will provide a minimum wage of $14.44 per hour effective on July 2, 2015. These rates will increase annually. Large business minimum wage rates will adjust annually for inflation every July 1 based on the annual increase in the local consumer price index (CPI). Small business minimum wage rates will increase in predetermined increments until 2019, at which point the small business minimum wage rate will match the large business minimum wage rate and both will be increased every July 1 by the local CPI. The ordinance does not allow for any tips or employer-paid health benefits to be used as credit toward achieving the required minimum wage rate. Additionally, the new law includes requirements concerning service charges frequently billed to customers in hospitality establishments. These charges may include but are not limited to, “service charge”, “delivery charge”, or “porterage charge” and include activities such as delivering food and beverages to hotel rooms, catering duties at banquets, or carrying bags to rooms for hotel guests. The ordinance necessitates that all service charges are paid in their entirety to the employee who performs the actual service.

to both full-time and part-time employees, accrued at the rate of one hour paid sick leave for every 30 hours worked. The City’s ordinance includes additional paid sick leave benefits beyond the state requirements: • Maximum of 48 paid sick leave hours accruable for employees of small businesses (55 or fewer employees within Emeryville) and 72 hours for Employees of large businesses • In each year of employment, an employee may use up to the total number of paid sick leave hours accrued, subject to the maximum number of accruable paid sick leave hours, as described above. • AB 1522 allows an employee to use paid sick leave to provide care for a family member. The ordinance broadens the definition of “family member” to include a designated individual (if employee has no spouse or registered domestic partner) for whom an employee can use paid sick leave to provide care. The employee may use paid sick leave to provide care for a guide dog, signal dog, or service dog of the employee, employee’s family member, or the person designated by the employee.

ELIGIBLE EMPLOYEES AND EXEMPTIONS Eligible employees include private for-profit, private non-profit, and city employees who work at least 2 hours per calendar week within the boundaries of the City of Emeryville. It applies to both part-time, full-time and temporary employees, regardless of age or place of residence. Workers exempt from payment of state minimum wage will also be exempt from the citywide minimum wage, such as independent contractors or workers who are the parent, spouse, or child of the employer, if the employer is a sole proprietor. There are two exceptions to the minimum wage and paid sick leave requirements of the ordinance. • Employees may enter into a valid union contract which specifically waives their rights under this ordinance. • State minimum wage law allows that “learners” may be paid no less than 85 percent (85%) of the minimum wage for the first 160 hours of employment. As defined by the California Industrial Welfare Commission, “learners” are employees who have no previous similar or related experience in a given occupation. A learner may be of any age. As it pertains to the Emeryville Minimum Wage and Paid Sick Leave Ordinance, an employer shall pay a “learner” no less than 85% of the applicable minimum wage.

NEW PAID SICK LEAVE PROVISIONS

The new wages and paid sick leave provisions go into effect on July 2, 2015. On this date, employers will be required to pay the new minimum wage rates and begin compliance with the paid sick leave provisions.

The City of Emeryville has two down payment assistance programs to assist income-eligible, first-time homebuyers to purchase residential units in Emeryville through “silent” second mortgages. These low-interest, deferred-payment second mortgages can be used to reduce the amount needed to borrow from a primary mortgage lender, reducing monthly mortgage costs. The two programs are CalHome, available to low-income or below households, and the First Time Homebuyer Loan (FTHB) program, available to households earning at or below moderate income. CalHome may be used to purchase either market-rate or below-market-rate units, while the FTHB program may only be used for the purchase of market rate units. • Will serve as the literary ambassador November 2015 to October 2017.

• Represent the City of Emeryville and the poetic arts through participation in poetry events and interviews.

• Present poetry at no less than three events per year. These events may vary from year-to-year but could include one reading at a scheduled City events and one reading in the schools.

• Must submit evidence of previously published or preformed pieces with no less than ten poems, spoken word, poetry slams, film, new media or other performances. • Must engage the community in a discourse about poetry

• Act as an advocate and resource for poetry and literary events in Emeryville. • Accept invitations, as schedule permits, for interviews with the media, and to submit works for publication on the City website and other outreach vehicles.

Update on Development Proposals MARKETPLACE MIXED-USE REDEVELOPMENT A Final Development Plan for “Parcel C” of the Marketplace Redevelopment project was approved by the Planning Commission on May 28th. This development includes a 30,000 square feet grocery store, 66 apartments and a parking garage. The Planning Commission also reviewed plans for approximately 179 apartments and 13,500 retail space at the “Shellmound Site” (Parcel A) and for approximately 228 apartment units at the “Theater Site” (Parcel D) at study sessions.

ANTON EMERYVILLE RESIDENTIAL PROJECT ON “NADY” SITE An Environmental Impact Report (EIR) is currently under way for this 211-unit residential project at 6701 Shellmound (“Nady Site”). According to the development proposal, the two existing buildings will be demolished to make way for the new seven-level building with a mix of studio, 1-bedroom, 2-bedroom and 3-bedroom rental units.

INTERSECTION MIXED USE PROJECT ON “MAZ” SITE A demolition permit and a foundation permit have been issued for this project, which consists of the renovation of the existing retail building (3800 San Pablo Avenue) and the construction of a new 100-unit residential structure on its parking lot at the back. As part of this development, a new rain garden will be built by the City in front of the south side of the project on MacArthur Boulevard.

3706 SAN PABLO FAMILY HOUSING AT “STAR” INTERSECTION A site cleanup plan was approved by City Council this past April and is expected to be completed by the end of October. The purpose of the cleanup is the remediation of soil and groundwater impacted by hazardous materials.

SAVE THE DATES: Personal Emergency Preparedness: October 1, 2015 CERT Training Academy: November 6–8, 2015 Disasters can strike at any time and anywhere. Being prepared for these and other unexpected events is critical to saving lives, mitigating damage, and being able to recover quickly as a community. It is important to know, that in a disaster, traditional “911” and First Responder capabilities such as fire, police, and even utilities resources will be overwhelmed and unable to immediately assist individuals. First Responders maybe delayed for hours or even days. Do you think you are ready to help your family and/or your neighborhood when a disaster happens? Each one of us has a responsibility to understand the risks that natural and man-made disasters pose to our communities, and to recognize that we can do something to prepare before disasters strike. We have a duty to build a Culture of Preparedness in which our neighbors, families and friends are ready for any disaster event, and to make our communities safer, stronger, and more resilient to disasters. With this in mind, the City of Emeryville in collaboration with The Alameda County Fire Department (ACFD) will be offering two opportunities for you and your family to become better prepared. On Thursday, October 1st, ACFD will provide a Personal Emergency Preparedness (PEP) workshop here in Emeryville. PEP training helps individuals and families prepare themselves for a disaster by minimizing potential dangers in the home, preparing a disaster kit, and working out a communication plan. This training takes approximately one hour. Then, for those community members interested in a more in depth training, ACFD will be offering an opportunity for community members to participate in a Community Emergency Response Team

(CERT) training academy in one weekend! Participants will complete 20 hours of CERT training from Friday evening through Sunday afternoon. CERT training will include both classroom instruction and hands-on training which includes Personal and Family Preparedness, Fire Safety and Utility Controls, Medical Operations and Triage, Light Search and Rescue, Disaster Psychology, Terrorism, Team Organization, and concludes with a disaster simulation. The goal of the ACFD and Emeryville CERT program will be to provide private citizens with the basic skills they will need to protect themselves, their family, and their neighbors, and to respond to the immediate needs of the community in the aftermath of a disaster when emergency services are not readily available. Class registration will be free and is open to community members who are 18 years old or older. Teenagers between 14 to 17 years old may participate in the training if accompanied by a parent/guardian. The Emeryville Police Department would like you to know these few tips for making this fall a safe one. Running into the store for a quick item? Wondering if you should lug around that computer bag or backpack or leave it in the car? Take it. Auto burglaries are crimes of opportunity. Don’t give that criminal a chance to break into your vehicle. Remember, criminals don’t have x-ray vision. They won’t know whether that gym bag of yours has your sweaty gym clothes or an expensive laptop.

Take your time at the ATM. Rushing while withdrawing money can cause you to forget your debit card, cash, or you may leave your account open. Don’t create a false sense of security from all the surveillance cameras—although they can help our investigation, they cannot provide the name or address of a suspect. If you feel like someone behind you in line is just a tad too close, or those hairs in the back of your neck stand up, try a different ATM. Ding Dong…is it Halloween? Someone’s at the door but you didn’t invite anyone over, or it’s kind of late for a delivery. Ask who the person is without opening the door. Sometimes residential burglars “test the waters” before breaking into a home. Burglars look for homes where the homeowner is gone, lights are off and windows are open. Let that unexpected doorknocker know you are home and that they may or may not be welcomed. Those hairs on your neck still acting up? If you think there may be some suspicions activity around, i.e. your neighbors have been burglarized in the past or you saw a suspicious person lurking, but no real crime has been committed, call the Emeryville Police non-emergency line: (510) 596-3700. Officers can go and check the area to make sure everything is OK.

Speaking of the non-emergency line, it is recommended that Emeryville residents have the Emeryville Police non-emergency line added to their cell phone contacts list. 911 calls are filtered through different call centers, depending on where the caller is located and where the emergency is—and that may delay your access to the local dispatch center. The Emeryville Police Department Command Change After 40 years of dedicated service, Ken James retired from Emeryville Police Department. Now, EPD is privileged to welcome Dave Hall as our new Interim Chief of Police. Chief Hall retired from the San Diego Police Department after 30 years and then became a consultant for the California Peace Officer Standards and Training. In 1999, Chief Hall returned to San Diego and took the position of Chief of Police of the San Diego Harbor Police Department. The Harbor Police responsibilities included policing the Tidelands around San Diego Harbor, firefighting on the waters of San Diego Bay, as well as providing police services at the San Diego International Airport. The role of policing at the airport changed significantly after 9/11. Chief Hall’s work with the Harbor Police resulted in receiving the Distinguished Public Service Award from the Department of Homeland Security, United States Coast Guard. After retiring from San Diego Harbor police, he remained active as a consultant for public and private safety organizations. Chief Hall is excited to now be part of the Emeryville Police Department and interested in learning more about this little city by the bay.

Bike Share Program BIKE SHARE IS COMING TO EMERYVILLE! www.bayareabikeshare.com

As part of a regional expansion through the Metropolitan Transportation Commission, bike share is being expanded in San Francisco, San Jose, Oakland, Berkeley, and Emeryville. Beginning in 2016, Emeryville, Oakland and Berkeley will get over 100 bike share stations from Motivate (www.motivateco.com), the largest bike share operator in America. There will be high-capacity stations at commuter hubs like MacArthur and Ashby BART, and stations at high-density areas serving residences, workplaces, and commercial areas. Ten stations will be located in Emeryville as a part of the first phase of the system’s roll-out. Each of Emeryville’s stations will have approximately ten bikes and twenty docks to start, and we hope to expand the system in the following years, adding bikes and stations throughout the city. To use bike share, you purchase a daily, monthly, or annual membership ($149 proposed), which covers the cost of unlimited trips under 30 minutes each. Discounts (of 40%) to the membership price will be available for low-income users enrolled in PGE’s CARE program (see http://www.pge.com/en/myhome/saveenergymoney/financialassistance/care/index.page). Keep an eye out for information about bike share planning and siting as the system is designed. Measure B/Vehicle Registration Fee Local Streets and Roads Program Update Each year the City of Emeryville receives approximately $280,000 for Local Streets and Roads projects from the Alameda County Transportation Commission (ACTC) from two voter approved funding sources; Measure B and the Vehicle Registration Fee. The city uses Measure B Funds and Vehicle Registration Fees for routine street maintenance and the ongoing citywide street rehabilitation project. Depending on the location, condition, and use of the street, various pavement rehabilitation strategies, including full depth reconstruction, grind and overlay, and slurry/cape sealing, are implemented to improve roadway condition and performance. During Fiscal Year 2014/2015 the city used Local Streets and Roads Program funding to perform routine maintenance throughout the City. This work typically includes crack sealing and pavement delineation maintenance. The 2015/2016 Fiscal Year Street Rehabilitation Project will grind and pave Hollis Street from Powell to the northern City Limit, 65th Street from the Greenway to the western City Limit, Vallejo between 65th Street and Peabody Lane, and Ocean Avenue between Vallejo Street and Hollis Street.

ACTC Measure B Bicycle-Pedestrian Update Measure B funds help the City of Emeryville create a more bike and pedestrian friendly community by providing dependable and consistent revenue for projects. During Fiscal Year 2014/2015, Measure B funded our City’s annual Bike To Work Day Energizer Stations. For more on Bike To Work Day, which occurs annually in May, see the article in last month’s publication, p. 27; or go to www.bikeeastbay.org. This year, Bike to Work Day took place on Thursday, May 14th from 7:00–9:00 a.m. Energizer Stations were located all over the Bay Area, where volunteers handed out free bike-related give-aways, including a commemorative bike bag and refreshments to cyclists on their way to work. Local City of Emeryville-sponsored Energizer Stations were located at 40th St. and San Pablo Ave., Frontage St. at Powell St., Adeline at 46th St. and the Greenway @ 65th St.

Measure B funds also cover purchase, repairs and maintenance of our City Fix-It Stations. Fix-It stations are conveniently located stands, at which cyclists can pump bikes tires, change out parts and conduct other bicycle maintenance. There are 3 sponsored by City’s Measure B funds: • In front of City Hall, 1333 Park Ave. • Foot of Bay Bridge Pedestrian Bicycle Path • The Greenway, just south of 65th St. Other Measure B funds cover repair and upkeep of our roads. Bicycle and pedestrian Improvements are coming to Emeryville on Christie and San Pablo Avenues If you have not seen the new bicycle turn lane on San Pablo Avenue, heading to MacArthur BART, you missed the first in a series of new Emeryville bicycle and pedestrian improvements constructed with help from several grant sources. The signal and new crosswalks were funded by Regional Measure 2 from the Metropolitan Transportation Commission. By winter, these additions will be completed by Safe Routes to Schools improvements, including pedestrian activated

Improvements: The north left turn lane on Christie between Powell Street and Shellmound Street and adjacent sidewalk will be transformed into a class I path for cyclists and pedestrians with planting strip and curb separating the improvements from the roadway. At Shellmound, turning movements will be facilitated by stripping (to accommodate cyclist turning left onto the pathway from northbound on Shellmound Street, ramps, and signal enhancements.
