Die Kaapse Wynland Distriksmunisipaliteit wag op projekvoorstelle van Gebeurlikheids Organiseerders, Plaaslike Toerisme Kantore en gemeenskaps toerisme organisasies om die volgende in vennootskap met die KWDM te verrig: • bemarking van Breëbasis- Swart Ekonomiese Bemagtiging (BBSEB)- en KMMO-deelname in die ekonomiese/toerisme sektor; • die effektiewe bemarking van die Kaapse Wynland Distrik as toerisme bestemming • om meer toeriste na die distrik te bring en sodoende ook hulle verblyf in die distrik te verleng • die skep van alternatiewe inkomstebronne vir werkloses binne die Distrik; en • die verligting van armoede. Doelwit van die Fonds Die Toerisme Gebeurlikheids fonds is deur die KWDM gestig om d.m.v. beperkte skenkings aan Toerisme Gebeurlikhede binne die Distrik befondsing te gee om hulself te vestig en/of om te groei. Befondsing sal meestal die vorm van skenkings aanneem. In ruil vir die skenking verlang die Kaapse Wynland Distriksmunisipaliteit asook die KMMO’s in die onderskeie areas die geleentheid om hulself te bemark en aan die gemeenskappe bekend te maak. Goedkeuringsprosedure Aansoeke vir die Toerisme Gebeurlikheids fonds sal aan die Goedkeuringskomitee voorgelê word wat Gebeurlikhede wat deur die beskikbare fondse ondersteun kan word, sal kortlys. Kriteria vir Projekkeuring Gebeurlikhede moet: • lewensvatbaar en toerisme gerig wees • geografies verteenwoordigend wees van die distrik as geheel • in die Kaapse Wynland Distrik plaasvind/gehou word • tot Breëbasis- Swart Ekonomiese Bemagtiging bydra en tot werkskepping binne die Distrik bydra • moet ook bydra tot KMMO ontwikkeling en opheffing. Voorstelinhoud • die gebeurlikheid se kontakbesonderhede • ’n omskrywing van die gebeurlikheid • ligging van die gebeurlikheid (B-munisipaliteit, stadswyk, ens.) • die gebeurlikheid se strewe en doelstellings • gebeurlikheidsaktiwiteite • verrekening van kontantvloei en finansiële projeksies • die getal werksgeleenthede wat geskep is (tydelik en permanent) • die begroting • die bestuurstruktuur. Enige ander inkomstebron/borge van die gebeurlikheid moet vooraf verklaar word. Die volgende dokumente moet voorstelle vergesel • Bankbesonderhede • Gemagtigde ondertekenaars van die bankrekening • Ouditbesonderhede • Die jongste finansiële state en ouditverslae (indien beskikbaar). Bestuur van die Fonds Die KWDM sal die Fonds regstreeks deur middel van die Direktoraat: Streeks Ontwikkeling en Beplannings Dienste bestuur ingevolge die wet op Munisipale Finansiële Bestuur. Diensvlakooreenkomste sal gesluit word tussen begunstigdes van die Gebeurlikheidsfonds en die KWDM. Verslae sal op ’n maandelikse basis by die firmas ingedien word ingevolge die diensvlakooreenkomste. The Cape Winelands District Municipality is awaiting Event proposals from Event Organisers, Local Tourism Associations or Community Tourism Organisations that will partner with the District Municipality in: • promoting Broad-based Black Economic Empowerment (BBBEE) and Small, Medium and Micro Enterprise (SMME) participation in the economy; • attracting more visitors into the Cape Winelands region; • increasing the length of stay in our region; and • addressing seasonality. The Tourism Events Fund Objective The Tourism Event Fund has been established by the CWDM to provide limited funding within the district to Tourism Events that require capital in order to establish themselves and/or grow. Funding will mainly be allocated in the form of a grant. In return for this funding The District Municipality as well as SMME’s in the respective area need to have the opportunity for co-branding. Approval Procedure Applications for the Tourism Events Fund will be submitted to an Approval Committee, which will shortlist Tourism Events that can be supported with the available funds. Criteria for Project Selection Tourism Events must: • be viable and tourism related • be hosted within the Cape Winelands District • be geographically representative of the district as a whole • contribute to SMME development and upliftment • contribute to job creation within the District. Content of Proposals • Contact details • Description of event • Location (B municipality, ward, etc.) • Aim and objectives of Tourism event • Activities • Outputs and outcomes • How the surrounding communities will benefit • Number of jobs created (temporary and permanent) • Budget • Management structure. Any other sponsors and sources of income towards the event must be declared up front to avoid duplication of funding by Municipalities. Governance of the Fund The Fund will be managed directly by the CWDM through the Department: Community Development and Planning Services. The Fund will be governed in terms of the Municipal Finance Management Act (MFMA). Service Level Agreements will be entered into between all the Tourism Event Fund beneficiaries and the CWDM, in terms of which a comprehensive report must be submitted by the Tourism Event Organisers, after the actual Event has taken place.
