El historial de actividad sísmica en México, sus efectos catastróficos sobre la población y sus bienes hace imprescindible considerar la implementación de mejores objetivos en el diseño sísmico de nuestras estructuras. Si bien todas ellas se diseñan para preservar la vida y propiedad de sus ocupantes durante sismos, huracanes o terremotos, no todas están previstas para que mantengan su función inmediatamente después de un evento natural catastrófico sin necesidad de procesos de reforzamiento estructural.

The history of seismic activity in Mexico, its catastrophic effects on the population and its assets makes it essential to consider the implementation of better objectives in the seismic design of our structures. Although all of them are designed to preserve the life and property of their occupants during earthquakes, hurricanes or earthquakes, not all of them are designed to maintain their function immediately after a catastrophic natural event without the need for structural reinforcement processes.

Las edificaciones que cuentan con funcionalidad continua, denominadas también resilientes o de ocupación inmediata, permiten que los ocupantes no suspendan sus actividades al tiempo que su equipamiento y servicios se mantienen a máxima capacidad; en el caso de los hospitales, el papel que cumplen dentro de la estructura social en todo momento, pero de manera especial durante estos eventos naturales catastróficos, vuelve imprescindible su funcionamiento continuo.

Buildings that have continuous functionality, also called resilient or immediate occupation, allow the occupants not to suspend their activities while their equipment and services are maintained at maximum capacity; In the case of hospitals, the role they play within the social structure at all times, but especially during these catastrophic natural events, makes their continuous operation essential.

Los sismos de 1985 dejaron una estela de destrucción y dolor en el Valle de México, pero también grandes enseñanzas para el diseño estructural y los procesos constructivos que permitan enfrentar terremotos de esa magnitud en una ciudad que históricamente ha enfrentado esta clase de fenómenos naturales catastróficos. También se han construido importantes atlas de riesgos que permiten a toda la población conocer mejor el territorio que habitan y ofrecen información muy útil para el diseño.

La nueva torre de hospitalización del Instituto Nacional de Ciencias Médicas y Nutrición Salvador Zubirán se encuentra en la calle Vasco de Quiroga 15, colonia Belisario Domínguez sección XVI, de la Alcaldía Tlalpan en la Ciudad de México. El Atlas de Peligros y Riesgos de la Delegación Tlalpan 2018 muestra que, si bien el área macro de implantación tiene nivel de peligro sísmico por isoperíodo bajo y muy bajo, en este conjunto hospitalario sí se presentaron afectaciones debido al sismo del 19 de septiembre de 2017 y se encuentra muy próximo a la zona con nivel de peligro muy alto de la colonia Toriello Guerra, por lo que se requiere realizar un análisis de riesgos puntual y llevar esas conclusiones hacia el diseño estructural, con la finalidad de garantizar la funcionalidad continua de la edificación nueva y el conjunto donde se inserta.
