I. INTRODUCTION

T

he COVID 19 outbreak has a great impact to the social system and economic status of the world. It greatly changed and disturbed the different ways of living among families situated either in urban or rural areas. No one is indispensable in facing the new challenges brought about by this unforeseen public health crisis. More so, the possibility of alteration of the educational system and learning delivery is anticipated to be reconstructed to conform with the demand for the transition. But the right to education is nonnegotiable. It is a basic constitutional right and continued access to education

The education must continue despite the threat and the different challenges that the system may confront in the coming months and years. But the strong will to deliver education may push through only under the health protocols set by the Department of Health and the World Health Organization. The Region 4A or CALABARZON was considered a region with a high number of infected individuals, persons under investigation, and monitoring during the first onset and outbreak of COVID 19 in the Philippines. In fact, along with the National Capital Region, the CALABARZON region immediately heightened its response in establishing health protocols to prevent community transmission. In

the Municipality of Nasugbu in Batangas, it is not a different scenario of a total shift in community ways and flow of living. Given this time, the status of Nasugbu shall improve, i.e., from the General Community Quarantine with moderate status to low risk status when SY 2020- 2021 opens. Natipuan Elementary School in Nasugbu West District, the strong need for review, adjustment, and alignment of the District Education Development Plan (DEDP) which sets forth the programs, projects, and activities designed by the division was realized by the Division Planning Team, coming up with its local Basic Education Learning Continuity Plan. This is to guarantee that quality basic education shall be accessible in this new learning environment taking into consideration the health and well – being of the learners and school personnel.


LEARNING CONTINUITY PLAN SY 2020 - 2021 The national Basic Education Learning Continuity Plan of DepEd is entitled Learning Opportunities Shall Be Available: The Basic Education Learning Continuity Plan in the Time of COVID 19. This is the fundamental reference where the LCP of NES is defined and anchored. It highlights the school’s response to the challenges of delivering basic education services even amid the health crisis brought by COVID 19 pandemic. More so, it aims to cater to the actual needs of schools and learning

centers. It is committed to directly address the teaching-learning concerns and issues in the “new normal” environment. The DepEd’s Learning Continuity Plan is the core foundation of every learning institution in establishing its ways and means on how to deliver the basic education despite the uncertainties brought by the COVID 19 pandemic. The flagship program of DepEd Region 4A which is the Pivot 4A

QuBe or Quality Basic Education has 4 major thrusts that align all its’ activities in order to have better and lasting learning outcomes. Aligning focus and intervention, advancing handholding initiatives, amplifying defined technical assistance to target delivery units, and appraising stakeholders on progress of intervention are the strategic thrusts. In full support with the region and SDO Batangas Province, district, the school embraced

these total turns of understanding the education as reflected on their adjusted DEDP and AIP for 2020. The succeeding discussion presents the current realities of the NES as mirrored on its basic education inputs such as enrollment; the number of teaching, teaching-related and non-teaching personnel; typologies of school, classrooms, and classes; and data segmentation by grade level.

II. SIGNIFICANT

ENROLLMENT

able 1 presents the gross enrollment in Natipuan Elementary School for the school year 2020-2021 as of June 21 according to grade level. The grand total of enrollees from remote enrollment conducted by the teachers for this school year is 347. It is also obvious that the highest enrolment falls at the Grade 1 level with 61 learners while Grade 4 is the lowest with only 31 learners. Meanwhile, the table 1.1 presents the gross enrollment for the school year 2019-2020 with the number of 352 with Kindergarten got the highest enrollment of 60 learners while Grade 3 falls the lowest with 31 enrollees. In comparison with the two enrollment, 97.16% of the target learners were already enrolled for this school year.

able 2 summarizes the number of Personnel items in the Natipuan Elementary School. Teacher 1 dominates the most with a total filled position of 7. It is followed by Teacher 3 with 3 filled positions and there are 2 Utility Workers and a Head Teacher 1 as the head of the school.

n the LCP, the choice and contextualization of the learning delivery modality of schools will depend on the local COVID 19 situations, as well as to access to certain learning platforms. Even as policies are set in the Central Office, the school assured that it will primarily consider local public health condition of the learners and the DepEd personnel by choosing the option of delivering basic education in the safest manner possible.

atipuan Elementary School continues to work towards making all schools child-friendly, safe, and conducive to learning. As such, immense effort is given in the construction of facilities especially instructional rooms. There are 16 number of instructional rooms available, 1 school canteen, 1 school library, 1 feeding room, 2 storage rooms and 1 School Head’s office with the total of 22 facilities. The school has 3 available hand washing facilities with functional 10 faucets in every facility inside the school.

n the next table, Table 2 shows the data aggregates with respect to the resources and shortage of teachers and classrooms per grade. Kindergarten has the greatest number of enrollees with 60 learners. There were two grade levels with two class sections while the rest remains single. In the totality of the grade level, there are 352 learners, 9 teacher-advisers, 9 classrooms while in terms of shortage, 4 teachers are still needed. On table 2.1 the data shows the decrease of the enrollment in Kindergarten while the school added another class adviser due to the icrease of the enrollment for the second Grade. Still 3 teachers are needed to fill in the target.

Key areas that are found vital as basis for decision – making on the LCP a. Strong Support to Curriculum Management and Implementation - collective provision of assistance to school implementers for effective management and implementation of curriculum especially in the contextualization of learning resources, learning delivery and ensuring that learning standards were met.

his Learning Continuity Plan is our major response and our commitment to deal with the biggest demand we are facing today. The constitutional mandate reminds us to provide every Filipino learner not only access to education but to quality basic education. We have much to do as regards this mandate especially in shifting our focus to provide quality despite this challenging time giving full attention to the health, safety, and well-being of teachers and learners. In one with the DepEd’s battlecry “Sulong Edukalidad” in achieving quality education despite this pandemic and other disaster or calamities, Natipuan Elementary School shall continue to deliver accessible, relevant, responsive and

inclusive education to all types of learners. The NES Learning Continuity Plan aims to cater the actual needs of schools and learning centers. It is committed to directly address the teaching – learning concerns and issues in the “new normal” environment. NES LCP focuses on the key areas that are found vital as basis for decision – making. This includes procurement of heavy - duty printing machines and risograph machines for the reproduction of modules, learning materials and worksheets of the learners within the district.

4ALCP-ICLeA Framework W

ith all the strategies and basis of decision making mentioned, NES Learning Continuity Plan adheres with the region’s initiative PIVOT QuBE and shall follow the ICLeA Framework – Intent, Competencies, Learning Experience and Assessment. Regardless of the challenge, its intent is to ensure that education never stops, stakeholders (teachers, learners and parents) understand the situation and are fully engaged towards the achievement of the desired learning outcomes. Natipuan Elementary School is determined to maximize all its resources and look for every possibility to align all its actions towards the realization of the DepEd’s Strategic Goals – expanding access, improving quality, and modernizing management and governance.

INTENT

• Continuity

– ensure that education for all never stops. Regardless of the challenge, this LCP covers all possibilities to bring education at the doors of the learners.

• Engagement

– handholding initiatives are key features of the LCP. To let stakeholders (teachers, learners, parents) fully understand the situation and why it has to be this way. To make them feel being part of this endeavor, and realize their expectations and roles.

• Achievement

– the attainment desired learning outcomes in key stages remains the goal defined in the learning continuity plan.

• Support

– the LCP fully supports the intent and purpose of Sulong Edukalidad. All governance levels are enjoined to accomplish their mandates in acceptable means and ways possible.

COMPETENCIES/ CONTENT • Most Essential Competencies – the identified essential competencies in all learning areas as released by the OUCI shall serve as the intended curriculum content in the implementation of the LCP.

• Enabling Competencies while MELC is readily available, the region identified LCs that are pre-requisites in the proficient demonstration of the MELC. Hence, the PIVOT BOW (Budget of Work) shall serve as reference in the development of learning plan.

The Central Office, through the Bureau of Curriculum Development (BCD), has identified the most essential learning competencies (MELCs) in each learning area. MELCs are the standard LCs in each learning area and grade level needed by each learner to learn, understand, use and apply in an environment/ situation of varying contexts. These are also the standard LCs that teachers must focus on in terms of delivery and assessment. MELCs are knowledge, skills and values/attitudes that must be mastered by each learner to achieve the set content and performance standards in each quarter or grade level. In planning their lessons for each quarter, teachers shall look into the list of MELCs in their respective learning areas and grade levels. MELCs are those LCs that are highlighted in the R4AQUBE BOW. All LCs in the R4AQUBE BOW shall be taught with great emphasis on the contexts of MELCs. As such, more activities and assessment procedures shall be given in dealing with MELCs.

o finalize the learning delivery modality of Natipuan Elementary School to implement, teachers with the help of the school head extracted data from the Learner Enrollment and Survey Form (LESF). With the total of 394 responses, Modular Distance Learning (MDL) got the highest with 302 or 76.84% responses while Radio-Based Instruction got 2 or 0.50% in total.

On table 7.1, three guide questions were asked in terms of accessibility of the Learners Delivery Modality. In the Kindergarten, Grade 3, Grade 4, Grade 5, and Grade 6, learners said they can have access, can be able to have necessary learning tools and resources and can be able to cope with the instructional requirements in

Modular Distance Learning, while Grades 1 and 2 said yes on both MDL and Online Distance Learning. On grade levels who chose Blended Learning as an option, they answered no because of the suspension of the implementation of Blended Learning with Face to Face due to pandemic.

ASSESSMENT • Diagnostic – to determine where the students are in terms of readiness to demonstrate or learn new competencies (worksheets, activity sheets) part of LP and shall be in conjunction with modalities of delivery. The assessment part shall be largely diagnostic embedded in the intro part but formative in the assimilation portion of the DLL/DLP.

• Formative – to fix and strengthen new learned KSA’s through short quizzes, essays/reflective writing, practice exercises (worksheets, activity sheets) and shall be in harmony with modality of delivery.

• Summative – to determine extent of achievement administered upon completion of a unit and at the end of the quarter for grading purposes and or remediation. The summative assessment shall be conducted on the last two days of the quarter.
