EGERSUND WIND HUB NORWAY

This brochure is developed on behalf of Energy Innovation AS in Egersund, Norway and BZEE Academy GmbH in Husum, Germany. The two companies are aiming to develop an integrated wind energy qualification centre in Egersund in Norway, which will enable the expansion of previous qualification successes as part of a comprehensive national and international qualification strategy.


THE INITIATIVE With this initiative, the energy transition and the offshore energy business will come directly to Egersund port. The world’s most extensive wind energy qualification centre will be built in a new, structurally contiguous complex in the heart of the Rogaland region. The installed infrastructure will be used to develop future-oriented services for servicing, maintaining and repairing wind turbines and components. Due to the early establishment of leading wind power companies, the port town of Egersund is transforming into the wind capital of Norway and the hub of renewable energies with a very differentiated service portfolio. Egersund has a diversification strategy to tap into both the onshore and offshore wind sector, in a timely manner. To enable the full employment potential offered by the towns strategy, a qualification campaign is being launched to ensure the development of urgently needed wind energy skills. The hub concept is a response to current and future challenges in the wind industry’s qualification sector. The initiators expect extensive synergies for the location arising from a collaborative bundling of resources that meets the growing complexity of the qualification task. In addition to the already developed range of modules, the hub will also offer space for developing new educational innovations. To this end, the initiators are also making the installed infrastructure available to other market participants and research facilities as a development platform.


OPERATOR CONSORTIUM In order to quickly implement the ambitious project and position it at an early stage in the regional competition for offshore business, three leading players have joined forces to form a location-based collaboration:

BZEE Academy GmbH The international market leader from Husum in the wind technology and safetybased qualification sector is supported by over 80 leading wind power companies and sets standards for the core tasks of the wind energy process chain. BZEE is implementing its wind energy qualification programme internationally at 30 locations.

Energy Innovation AS The company is working towards establishing a centre for operation & maintenance, development and training for renewable energy, onshore and offshore. In addition to offer education and training for the wind industry, Energy Innovation will also focus on innovation and development projects in the field of wind power and renewable energy.

Rogaland County The county is responsible for vocational training, in Egersund represented by Dalane college. Dalane college was the first and only school in Norway to offer wind specific education on a vocational education level in Norway, and so far has several years of experience in cooperating with BZEE Academy and educating wind technicians.

BZEE Academy, Energy Innovation AS and Rogaland County have joined forces to form the operator consortium for Egersund Wind Hub. The partners have relevant experience in the construction and operation of wind energy training centres. In Egersund, their respective onshore and offshore expertise will be bundled together for the first time at one location.


STAKEHOLDER REQUIREMENTS

THE QUALIFICATION PROGRAMME

The establishment of several wind power companies in the port town – including manufacturers, operators and specialised service providers, as well as the easier exchange of expertise between the players in implementing new wind energy projects, contrasts strongly with the fragmented qualification infrastructure. A representative stakeholder survey conducted by BZEE for the northern European region has revealed the following findings:

The qualification programme is geared to the entire value chain and is offered in a flexible, modular form (see “Module portfolio” appendix). With the gradual implementation of all BZEE modules and courses and the opening up of the centre for company-specific training operations, an annual throughput of around 2000 trainees from Germany and abroad is projected in the medium term. The forecasts of the partners suggest that there will be a further increase in demand at the Egersund site. All qualification measures will be carried out according to the BZEE standard or companyspecific requirements.

The provisional separation between offshore and technical onshore training is no longer in line with market requirements.

In order to meet the increased, differentiated qualification requirements of the companies, workers in the wind energy sector are sent right across Europe. This therefore incurs lost time, increased travel expenses and a considerable amount of coordination for the companies.

Desired is intelligent resource bundling that enables the acquisition of necessary cross-company skills as well as company-specific further training.

Egersund is favoured as a location for implementing the required qualification synergies.

A separate international customer survey has underlined the needs identified by BZEE.

The qualification concept also provides for the initiation of basic wind energy technical training and practice-led collaborations with technical universities in the region. All qualification programmes are subject to strict quality and safety requirements. BZEE’s quality management has been certified by DNV/GL. The system of continuous improvement based on DIN-IS0 29990 is used for all training courses. The provision of training facilities to enable operators and manufacturers to carry out their own exclusive training is explicitly envisaged in the flexible system concept.



THE TRAINING CENTRE Egersund Wind Hub will be a training centre specifically aimed at the needs of the wind energy industry. It redefines state-of-the-art technology, whereby the hub will offer combined onshore and offshore facilities that have never been realised in a single location with such versatility. The striking training tower on the site periphery will act as a beacon. In addition, the construction of two SkyWind wind turbines could provide another landmark on the site. This revolutionary and innovative wind turbine type forms not only part of the training concept but is also an integral part of the research and development at the university level. Furthermore, local expertise can be integrated through already established companies. The training centre is divided into individual, flexibly designed training islands that enable both standardised and customer-specific training programmes with interchangeable, full-size components. The spatial separation and multiple equipment enable parallel training operations. The indoor islands are spread over an area of more than 5,200 m2 and are supplemented by additional facilities in the outdoor training park:
