lindsay@denpubs.com NORTH CREEK — Johnsburg Central School (JCS) art students will have the opportunity to showcase their art in more ways than one in March. Their art will not only hang in the halls of JCS, but also in the Widlund Gallery at Tannery Pond Community Center (TPCC).

The ninth annual JCS student art show will begin in the gallery March 1 and will feature art from first through 12th grade students of JCS. They have chosen some of the their finest works under the direction of art teacher Maria Glode for presentation to the public. The exhibition will run through March 25.

JOHNSBURG — The Johnsburg Youth Committee announced Teens 101 this week, a series of educational opportunities being introduced with a creative writing class for area youth between the ages of 13-18.

The class will focus on four areas of writing and will feature local experts who will teach in their area of expertise.

It will run throughout the month of March.

Michelle Maskalay, who spearheads social media efforts for a New Jersey- based public relations firm after serving as a news editor for FoxNews.com will teach students how to start, write and maintain a blog.

Joe Connelly, who has written fiction best sellers including, Bringing Out the Dead, will talk about writing novels, how to keep a journal, and some essentials on bringing creative writing to life.

Doug Gruse, who is features editor of The Post-Star and has worked for several newspapers and book publishers

throughout his career will teach the teens how to write for newspapers and magazines.

Deb Morris, former TV & advertising writer and producer for WNYT, as well as her own video production company, will talk about writing copy for the media and websites.

Creative writing class for teens offered locally

Local fish hatchery good for tourism?

By Thom Randall thom@denpubs.com WARRENSBURG — For two years, downcounty politicians heave threatened to scrap the Warren County Fish Hatchery in Warrensburg.

But fierce lobbying efforts by upcounty sportsmen have saved the rare facility, which not only raises fish to stock area waterways, but features a popular picnic and recreation area for gatherings as well as a destination for environmental science students.

Now, a Queensbury woman — contrary to the position of many politicians from southern Warren county — is single-handedly seeking to boost the fortunes and protect the future of the hatchery.

She’s now lobbying to make the historic hatchery an eco-tourist attraction, as well as raise awareness among natural science teachers and boost the facility’s status as an educational resource.

“The fish hatchery is really impressive to me, and it’s something we shouldn’t just let go,” she said, noting it is just one of three county-run

hatcheries in the state. “We should all appreciate the assets we have locally.”

She is also seeking to better and locally utilize the hatchery in an effort to boost local tourism, she said.

“If we promoted it properly and develop its programs, we could put many more ‘heads in beds,’” she said.

Farrington said that decades ago she grew up with an orientation toward environmental stewardship, but it was a trip to a well-publicized and busy fish hatchery in tourism destination Branson, Mo. that really fueled her interest in reviving Warren County’s similar facility.

At a recent county Board of Supervisors meeting, she lobbied county Tourism director Cate Johnson and county Public Works Superintendent Jeff Tennyson to print brochures about the hatchery, pinpoint it on tourism maps, advertise it on county websites, and erect signs around the county directing visitors to the facility.

Tennyson said Farrington’s efforts were welcome.

“Our fish hatchery serves an important role in outdoor sports in Warren County,” he said. “We

do have the opportunity to create a tourist destination, and it’s nice when a member of the public gets excited over it.”

Tennyson said raising the fish hatchery profile would have its rewards, but people should realize it’s already a vital resource.

“A recent state study indicated the hatchery has a huge impact on our local economy,” he said.

Farrington wants to take it further.

After studying the marketing and utilization of the Branson hatchery, she’s ready to lobby for similar initiatives here.

Naturalists, perhaps borrowed from the county’s Up Yonda Educational Farm in Bolton, could teach children to fish — or the art of fly-tying — at the hatchery, she said. The hatchery’s environmental displays, both indoor and outdoors, should be expanded, she added.

Visits to the hatchery by area students could be multiplied by hatchery employees giving introductory presentations at schools. Signs at the 29 waterways where the county stocks fish could host signs advertising that the fish were raised locally, she said.

Colorful, informative brochures depicting the hatchery could be distributed to area motels and accommodations. Signs should be scattered around the county leading tourists to the site, where regular tours could be conducted.

Her ideas were detailed in a 1,200-word email she sent out this week to county leaders.

Tennyson noted that such initiatives would be difficult with the hatchery’s present staffing, after the deep cutbacks the county Parks & Recreation Department has endured for four years. The department has shed five positions over that time due to financial constraints and the hatchery now only has two employees, who are primarily busy raising fish.

“We’re down to a skeleton crew now,” Tennyson said.

Farrington said she was prepared to seek assistance and support in her campaign from area fish and game clubs.

Warrensburg Supervisor Kevin Geraghty said Farrington’s efforts were beneficial both for the county and the town of Warrensburg.

“Anything we can do to better utilize the county facility and make it more financially viable — including bringing in private donations — I’m all for it,” he said.

Hults said he enjoys the transition he witnesses in each student. They begin as a timid seventh grader and then stand up in suit and tie as a senior and breeze through a presentation, he said.

This year, NCS students were presented with a NYC theme and developed a thesis surrounding issues that ranged from public funding for the arts to the Macy’s Thanksgiving Day Parade.

“It is important for Newcomb students to realize that there is no upstate and downstate, but that they are part of the same state as New York,” said TRIP advisor and spanish teacher Martha Swan.

Goodspeed chose the most controversial topic he could think of, he said.

During the research, Goodspeed made an effort to contact El-Gamal regarding the project and was finally welcomed to his office a couple weeks before he was scheduled to give his presentation.

“He was not intimidating at all,” said Goodspeed. “I felt very welcome.”

Goodspeed’s goal was to prove to his peers that religious freedom should be available to anyone, anywhere.

“My main point is that it is a constitutional right,” he said. “And I want people know the facts.”

While in New York, Goodspeed saw Ground Zero, the official plans for the mosque and learned much more about his chosen issue than he anticipated.

“It is much more than a mosque,” he said as he showed the 16-floor plan, which included eateries, a gym and more during last week’s presentation.

Goodspeed was the first student to ever meet with El-Gamal regarding the proposed mosque.

NCS will travel to New York City with grades 7-12 in April as a capstone to the TRIP projects.

“Visiting the city will help build the confidence in our students to visit any city in the word,” said Hults.

ere's my annual frazil ice column, my apologies.

But some of you are new to the area, and for oldtimers on whom I have inflicted this topic many times before, I have a wonderful film of active frazil you can google. “Youtube Yosemite frazil ice” should do it.

If you don't have high speed internet, have your grandkid show it to you. The explanation by the naturalists is not totally adequate but it is wonderful to see someone else excited about this fascinating natural phenomenon. They don't mention fairies touching their wands to the water as a possible cause, so I think that is a fairy tale invented by a certain local character!

The white stuff that fills the Hudson in winter between The Glen and Warrensburg, and sometimes for 20 more miles, has nothing to do with snow. When it finally occurred to me that it is only when the sun is shining brightly that it floats down the river, I slapped my forehead and got to work researching the mystery.

When the temperature is below about 20 F., starting as early as late November and continuing till spring, a slush forms which, when the tops of the clumps drain, turns very white. Floating snow is gray, soggy looking and ugly.

The river water has to be slightly below 32 F. (super-

cooled) for frazil to form, which means cold air and wind need to make up for the heat that is released when ice forms, to keep the water supercooled and producing more frazil. (Physics is hard for us non-scientists to understand, but take my word for it!) Microscopic ice particles, which I think come mostly from bubbles bursting above and falling into the turbulent water, grow big enough to float, then collect in loose clumps which eventually bump each other into “pans” with raised white edges, a foot or so across and sometimes that thick. When these collect in a cove they can freeze together making a jigsaw puzzle effect. Google “youtube lull of frazil ice” for another short video. (I think that “lull” is a typo!)

The river full of frazil gets sluggish when there are islands in the middle or sharp curves. Eventually the frazil clogs and covers the whole width of the river a foot or so thick. Shoving from the tons of frazil still coming down the river forces big coagulated sections to wedge their way farther in to the cover, thickening it. This is the fun time to watch as all kinds of interesting things can happen.

What comes next is critical to the “ice meadow” shores having ten foot deep banks of frazil into April some places. The frazil floating down the river ducks under the cover and gets deposited on it, forming “hanging dams”, unique formations which would look like pointed teeth in river cross-section. These dams block the river currents, cause the water level to rise several feet and float the saturated frazil out over the sloping shores. Sooner or later the hanging dams break and the water level goes down, leaving the frazil high, drained and beautifully white. This

sAturDAY February 26, 2011 process can happen a few times before the cover gets frozen across the river and the water level stays below the cover. Unlike when a warm rain in late spring raises the water level quickly causing dangerous ice jams, damming from hanging dams is safe to watch from a bridge or high bank. Usually the frazil deposits on shore will stay in place until they melt in spring.

Ice engineers use the term “anchor ice” for the ice that in very cold weather covers the bottom of the river in shallow areas. (Odd, it always floats in your drink, right?) You will often see a greenish color under the water halfway between North Creek and North River. It turns out that the frazil, which in turbulent water tumbles around in the river water top to bottom, hits the rocks and sticks to them if they are cold enough. When the sun warms the anchor ice enough later in the day (and it will be sunny), it releases its hold and floats down the river, sometimes carrying gravel and even rocks with it. Read Caperton Tissot's new book, “Ice”, about the history, natural and otherwise, of ice for more of my ideas about frazil.

This year much of the river between North Creek and The Glen has snow-covered sheet ice covering it instead of being open. As no frazil can be made if the water is not open to the air, unless we have a major melt which opens the river the frazil watching may be over this year.

On cold nights frazil collects in eddies below boulders and along the shore making long points and beaver tails.

Ridges of frazil parallel to the shore also form. How are they made? They appear overnight and I've never caught them being made.

We must remember here in the Adirondacks that all kinds of weather will still be with us for a few more months. Yes! I have seen plenty of snow in May. Wind sure did visit us over the weekend. One good thing is that the days are getting longer. That is a plus.

Many of us are thinking this has been quite a snowy winter. I agree, until I hear and remember a few from years ago. I remember when the snowbanks were so tall you could not see the School House on Edwards Hill Rd. Also, a couple different people told me about the time the snow was so deep that all you could see was the stove pipe of Arthur Morehouse. Some of the neighbors had to shovel him out. There was no way he could get out by himself.

Anyone remember the huge snowdrift in 1970 that was by the Johnny Hitchcock house? It took hours for the loader to get the road passable. Glad no one above had to get out quick.

Rev. Oliver and Ginny Dalaba made the trip from Florida to attend the funeral of his baby sister, Candy Dalaba.

So many taveled a distance and locally for the funeral.

Debby Austin is home from the hospital.

Emma Parsons is home from the hospital and very happy that some of her out of state family have been to see her. Candice Blake spent a few days and now Allan and Bev MacDonald are visiting.

Current cuts in Medicaid funding, however, is a big concern, he said. The bulk of the facility’s funding comes from Medicaid and 66 percent of their residents rely on that funding to pay for their stay. That funding will see a $430,000 cut this year and an anticipated $600,000 cut next year, Payne said.

“We want to make local resident aware of all that we do here,” he said. “And that a drive to Glens Falls for short or long-term care, therapy, etc. is not necessary — it’s all right here.”

Wajda’s wife has been at ATCNRC for close to six months after a long battle to find a facility that would accept her and after two years when he cared for her himself in their home.

Since her arrival, she has made remarkable improvements, according to Payne.

“She is happy here,” Wajda said. “It’s obvious that this is run like a family business.”

Payne prides himself on carrying the closeness of the local communities over into the atmosphere at ATCNRC in order to ease the transition from independent to assisted living.

According to Wajda, the facility is successful. He recalls when his wife had to be admitted to the hospital and he saw tears in the eyes of her nurses and aides as she left the building. Those employees are at ATCNRC for more than just a paycheck, he said.

ATCNRC has 82 resident beds and employees close to 119 people — assuming the role of one of the largest employers in the greater Johnsburg area, according to Payne.

Interaction among residents through activities is one of the main focuses of ATCNRC. Jamie Reynolds, activities director has dedicated the last 16 years to building a tradition of special events, cognitive games, religious services, social gathers and exercise opportunities for residents.

“This could be a very depressing situation,” she said. “Activities give residents a reason to get up in the morning and carry on a routine as well as providing encouragement and overall stimulation. This becomes their home.”

Reynolds admitted that she often feels like she is caring for her own grandparents.

“It is literally family members caring for family members,” she said as she noted the large number of local employees and residents who are acquainted outside of ATCNRC as well as within.

The rehabilitation program at the ATCNRC made a transition last July and became an entity of RehabCare Group out of St. Louis, Missouri and the transition has allowed the program to grow significantly.

“We were able to add a lot of services that we otherwise couldn't have provided,” said program director Diana Dymond-Burns. “We were also able to make several new hires

The rehabilitation program now offers all disciplines of in-patient and out-patient physical, speech, etc. therapy on a more consistent basis.

ATCNRC also prides itself in offering adult day care for elderly individuals who still live on their own. The program runs weekdays from 9 a.m. - 3 p.m. with transportation provided. They serve meals to participants as well as host activities ranging from crafts to summer outings.

“We want to instill an active lifestyle in the day care participants,” said program director Sue Stoddard. “It keeps them interested in life.”

They also proved a host of services include laundry, medication pick-up and much more to day care participants.

Full-time and part-time openings are available.

“It get me out of the house,” said Merrill Becker of North Creek, who attends the day care program everyday. “I get to see different people and do different things.”

Will the ethics board be the answer?

Statements posted to our Web site after our 2010 nepotism coverage (Specific names have been ommitted) • “A new job description was drawn up for a family member who did not place in the top three on the Civil Service Examination.”

• “A family member got hired ‘provisionally,’ before an exam for the position was posted, which sent a message to other applicants that the position had been filled, making it easier for (this person) to place in the top three on the exam.”

• “An employee that would have been fired from any other job is just being moved from one department to another to another because of who they know.”

• “Positions that do not require a civil service examination are almost always given to those with political pull.”

• “People here are afraid they’ll lose their job if they step forward about our abusive department head.”

• “A department head bent the county’s hiring policy to hire someone without a high school diploma.”

ne year ago at this time Denton Publications took on the sensitive issue of Essex County’s hiring practices — more specifically, if nepotism plays a part in the process.

Through news articles and editorials, we shined light on the fact that some families seem to be better represented in the county’s hallowed halls, and that hiring practices may have played a role in that.

Or, at least, that some taxpayers seem to think so.

Specific allegations of abuse — some of which are printed above — began pouring in from readers, perhaps more than we’ve ever received about a given topic.

Apparently fearing retribution, many of these comments were posted online by anonymous authors like “disgruntled,” “seen it all” and “tired of it.”

True or untrue, county leaders seemed to take notice, and they pledged to create an ethics board to remove public perception that political or family bias exists in the county’s hiring procedures.

It now appears the county is finally poised to follow through on its promise and appoint a five-member ethics board at its March meeting.

As we did one year ago, we’d like to applaud supervisors for this initiative. At the same time, we’d like to go on record as saying the devil will most definitely be in the details if the ethics board is going to have the desired effect.

Since it will be governed by the state’s

Open Meetings Law, the board, in our opinion, should be open to the press and public scrutiny whenever possible. If for nothing else, than to dispel the rumors that propagate when government exists behind closed doors.

It also must be allowed to operate without regard to political influence. A tall order in a county the size of Essex with its history of small-town power politicians and back-room caucuses.

At the same time, county employees must be comfortable with approaching the ethics board without concern for retribution or loss of livelihood.

Those concerns are evident in the statements printed above that we received online following our coverage of potential nepotism.

In these instances, Robert Freeman of the state Committee on Open Government, said the law allows the board to enter into executive session, in the interest of an employee’s anonymity.

Then, board members must be comfortable recommending policy changes that stem from these conversations in open session — even if those recommendations directly impact friends and family of the officials they report to.

Lastly, we encourage the board to divulge to the public what others have successfully kept quiet — when a new employee is a direct relative of a county supervisor or other county official in an influential position.

We say err on the side of transparency, every time.

The fact is there is a lot of skepticism among taxpayers that the creation of this board was nothing more than a knee-jerk reaction to the press coverage that occurred a year ago.

Many feel the ethics board is simply more smoke screen and mirrors, created to appease inquiring minds — perhaps even make it easier to perpetuate questionable practices, under a system ruled by a few.

It is therefore incumbent on supervisors to prove the naysayers wrong. To make the tough changes recommended by the board in an unbiased manner, and to do it in the public eye.

Otherwise, the statements made one year ago by those who actually had a legitimate gripe will again fall on deaf ears.

And it will be back to business as usual.

Suggestions for teacher health insurance To the News Enterprise: JCS teachers are to be commended for agreeing to salary and benefit concessions by switching health insurance plans to a less expensive plan and/or returning part of next year ’s salary to the school. We will be anxious to hear those specific plans and the savings projected.

I studied the present health insurance benefits of JCS teachers, retirees and their spouses. I compared these with similar area schools and I made several budget saving suggestions in the Citizens Budget Committee report that those other schools have already used. Health insurance is a complicated subject, but having retired from the insurance business after 28 years as a licensed agent with 15 years as a Certified Insurance Counselor, I feel qualified to make the following suggestions: The present reimbursement by JCS of the Part B Medicare cost to both retirees and their spouses should be discontinued. This would be consistent with practices in other businesses. It would stop the school from sending monthly checks of about $100 per person.

I also suggested discontinuing the Matrix insurance plan and changing all Matrix plan recipients, including re-

tirees, to PPO Plans. The PPO plan combines the benefits of an HMO with the freedom of choice of the Matrix.

Other suggestions are to increase the deductible from $50 to $250 or $500 per year and to increase the participation by employees from 13 percent (teachers) and 8 percent to 11 percent for CSEA employees to about 20 percent for all. I also suggest JCS not offer full benefits for retirees until after 20 years of employment and partial, say 50 percent, for over 10 years of service.

In Review: “Revolution” by Jennifer Donnelly

ennifer Donnelly, author of the 2006 NCPR North Country Reads selection A Northern Light, returns with her most recent effort, Revolution. Set in modern day Brooklyn and Paris and revolutionary Paris, this novel spans the two hundred year difference in time and place through the examination of guilt, grief and loss.

The novel focuses on the life of high school senior, Andi Alpers, after the death of her younger brother, Truman. The reader meets Andi two years after the accident. Unable to cope with the sudden and tragic loss, Andi and her family fracture into their own worlds. Andi, an extremely talented musician, seeks solace in her music. When it’s clear to her estranged father that her mother ’s sorrow has moved beyond what he or Andi can help, he checks her mother into a psychiatric hospital and takes Andi with him to Paris.

Andi’s father is a Nobel winning scientist who is travelling to Paris to do genetic testing on a heart that is said to belong to Louis-Charles, the son of Louis XVI and Marie Antoinette. While staying with him at her father ’s friend’s

role in his death.

Once in Paris Andi’s focus is on returning home to Brooklyn and getting her mother out of the hospital. Her father sets two ground rules for her to finish before he will allow her to return to Brooklyn: Andi must complete an outline for her senior thesis and commit to a plan that ensures her graduation. In between moments of research for her project, Andi reads through Alex’s diary. Because of her own loss and the amazing similarities she connects between the young prince and her brother, she is able to fully identify with Alex and finds hours pass while she is reading the diary. As Alex’s story draws to its height, so does Andi’s immense grief. The novel builds momentum alternating between both women’s stories in a flawless way.

Donnelly’s novel explores the human heart and the depth of human emotion in its raw, most wrenching states. The reader fully experiences Andi’s and Alex’s grief and guilt, both palpable in the pages of the novel. Donnelly’s musical weaving of both young women’s storylines to create a whole operatic movement of a novel is mesmerizing. The content is weighty and the reader will find they are fully engrossed and invested in these characters. Anyone familiar with A Northern Light will be exceptionally captivated by Revolution, as will those who are experiencing Jennifer Donnelly’s work for the first time.

From page 6 very careful in crafting letters urging common sense, restrain and greater understanding. So many of the dollars spent by our governments have transitioned from support to entitlements and it’s that feeling of entitlement that now has us trapped in this “win at all cost” environment. At what point does tolerance and understanding enter the equation? Is the elimination of 100 percent of a program’s funding retribution or a wise choice of spending, and if the program was that much of a waste of funds, how has funding lasted this long?

When any of us spends a dollar out of our pocket, we ask ourselves two key questions: “Can I afford this?” and “Do I think I will get value in return for the dollar spent?” When it’s not your money, it becomes much easier to not treat it like it’s your last dollar. We simply will not solve these difficult financial issues unless we all agree that we are at a critical a crossroads, that we must all make scarifies and that every dollar must be treated like it’s our last.

For too many years, we’ve transferred the personal responsibility for the dollars spent by government to elected officials who have been as much the problem as those of us who’ve gone to them with our hands held out asking for more. I’ll never forget a school superintendent saying to me years ago at a meeting over the school budget, with hundreds in attendance, that this was “free money” he was looking to spend. Money has never been free, but with that type of thinking, is it any wonder why we are all demanding the fair share we are entitled to receive?

The solution to solve these difficult financial decisions should not rest with those who scream the loudest, threaten retribution or create work stoppages. Our democracy through our elected officials must rise to the occasion and give serious and honest debate to the merits of these programs and show the rest of the world how we can govern with openness and fairness to all. As citizens of this democracy, we have always known that the freedoms we enjoy come with a heavy price. Shared sacrifice, compassion for those less fortunate, and a return to the values that made this a nation of strength, understanding and opportunity must prevail in the days ahead. If we fail to reach shared compromise, I fear the days ahead are filled with disruptive discourse when we should be focused on constructive growth. Tough choices can’t always be at the other side’s expense.

Don’t Blame the Adirondack Council for Delays in Tupper Lake Resort Review *Editor’s Note: The following is in response to our editorial about the proposed Adirondack Club & Resort published in the Feb. 19 edition of our publications.

our editorial of Feb. 15 unfairly attacked the Adirondack Council for its participation in the Adirondack Park Agency’s review of the proposed Adirondack Club & Resort in Tupper Lake. The Adirondack Council has done nothing to delay the review process for the proposed 700-unit resort. In fact, we have been waiting for, and urging, the applicant to bring his final plans to the Park Agency for years now.

In the meantime, we hired a consultant to find sustainable-development grants for the community – an effort that returned nearly $1 million in community development funds directly to Tupper Lake to date.

In 2009, the Adirondack Council spent weeks of its time and thousands of dollars sending a team to every major media outlet in the state. We urged the public to support a Constitutional Amendment that brought a new, reliable electric power supply to Tupper Lake, where blackouts had been common. We were the only private organization to do so. The amendment was approved by more than a 2to-1 margin statewide.

In 2007, it was the Adirondack Council that proposed a series of mediation sessions to settle the remaining issues identified by the Adirondack Park Agency as obstacles to obtaining a development permit for the Adirondack Club and Resort. It was the applicants who called a halt to those sessions, despite the progress being made.

If the Council were dead set against the project, we would have no interest in mediation. We would have sought to begin the formal, court-style hearing right away.

That would have ensured a long and costly review. Instead, the Council suggested informal meetings and offthe-record discussions to speed up the review and reduce costs.

We also encouraged the applicants to seek the permits they need from the NYS Department of Environmental

Response to teachers To the News Enterprise: Ms. Schisler, Rusch, and Farrell took a good deal of effort replying to Richard Stewart's letter entitled “Thoughts on Class Size.”

His essential point was that Johnsburg Central School is wastefully overstaffed, with an excessive number of teachers, teaching assistants and teaching aides in charge of a modest and regularly declining number of students. Their reply missed his point.

Waste is always a bad idea, even in good times. But the cumulative effects of past waste and current wasteful practices, matched with today's unforgiving economic times, make such waste an unsustainable vice that can no longer be tolerated. The responders not

only fail to offer any ideas for reducing waste or improving educational productivity, but they also give no indication they are aware of waste and inefficiency at JCS. They shrug off Mr. Stewart's concerns at overstaffing by suggesting teaching assistants and aides have “… certainly contributed to your child's academic success".

Before claiming credit, they should examine the recently published results of a major study on Return on Educational Investment commissioned by the Committee for American Progress. It shows Johnsburg Central School is among the highest cost and lowest performing schools in New York State. Exactly the wrong place to be, especially since it collides with another nasty reality. Governor Cuomo has proposed

that the State should cut school aid for 2011-12 by $1.5 billion, with the JCS share in such reduction being $275,000 or a reduction of 8.46 percent.

The three letter writers are right in one respect. The problem of inefficiency, overstaffing and waste is not primarily their fault. Or more accurately, it is their fault to the extent they blindly support the education establishment – i.e. the teacher and other public employee unions, the District Superintendent and senior administrators, and the Board of Education - without weighing the harm their policies do the school and community.

Conservation and Department of Health. This, we hoped, would save time and money for both sides by eliminating some of those 10 unresolved issues before the APA’s formal public hearings began. The applicants refused. They still don’t have those permits, so even if the APA were to approve the project today, it could take a very long time before the first shovel of dirt is turned over.

Shortly after the mediation sessions started, however, the international economy slowed to a crawl. The bottom fell out of the real estate market. In the Adirondacks, the Front Street development planned for North Creek, which connected the Ski Bowl to Gore Mountain state-run ski center, has yet to get off the ground. Front Street received all of its permits from the APA, DEC and DOH more than two years ago. Hundreds of homes and several hotels were approved near Route 28, but all remain unbuilt. So, don’t blame the Adirondack Council, or the Adirondack Park Agency, for delays in the permit review. Resort properties just aren’t selling right now.

The Adirondack Council has many members in Tupper Lake, all of whom are concerned for the future of the community. Two of our staff members are natives of the region and graduated from Tupper Lake schools. You know most of our staff lives full time in the Park, yet you persist in labeling us as outsiders.

PLATTSBURGH — A 54-year-old Canadian man was sentenced to nearly two decades in federal prison last week for trying to smugly 50,000 Ecstasy pills into the United States.

According to news release issued by the U.S. Attorney's Office in Plattsburgh, Mitchell Mark David of Cornwall will spend 19 years in prison and serve 10 years of post-release supervision.

Prosecutors say David admitted to four charges following his arrest at the Massena Point of Entry in July 2009. At the time of his arrest, agents found 50,000 Ecstasy pills hidden inside the spare tire of his minivan.

A U.S. District Court Judge said David was involved in an intricate drug-trafficking scheme that saw him bring Ecstasy into the U.S. in exchange for cocaine and money.

David smuggled the drugs through the St. Regis Mohawk Reservation.

Prosecutors say he pleaded guilty to one count each of conspiracy to possess a controlled substance with intent to distribute, possession of a controlled substance with intent to distribute, conspiracy to import a controlled substance, and importing a controlled substance.

Four charged with DWI QUEENSBURY — Four local people were charged with DWIs this week.

Beau J. McGlothlin, 24, of Queensbury registered a blood alcohol content of .14% and was charged with aggravated driving while intoxicated. He was also ticketed for imprudent speed and failure to signal a turn while driving westbound on Luzerne Road in Glens Falls.

Bernard M. Monroe, 40, of Warrensburg was charged with the misdemeanor of aggravated driving while intoxicated after a breath test showed his blood-alcohol content was 0.18% while driving on River Street in Warrensburg. Monroe was also charged with felony aggravated unlicensed operation of a motor vehicle due to his license being suspended from a prior alcohol related conviction.

Christopher Buckley, 44, of Queensbury was arrested for the misdemeanor of aggravated driving while intoxicated after police located him traveling gon Route 9 in Queensbury. Buckley was found to have a BAC of .25%. Buckley was issued tickets for failure to keep right and uninspected motor vehicle.

Kay O. Goldman, 69, was charged with misdemeanor driving while intoxicated after she drove into a parked car in the Robert Gardens North parking lot in Queensbury. She was taken to Glens Falls Hospital but was uninjured.

Glens Falls man accused of health care fraud QUEENSBURY — Alden J. Barrett, age 54, of Harlem Street Glens Falls was arraigned in Queensbury Town Court Feb. 14 on charges of health care fraud in the 4th degree, grand larceny in the 3rd degree and 2 counts of offering a false instrument for filing in the 1st degree.

He allegedly failed to accurately report his total household income to the Alden J. Warren County Department of Social Barrett Services while receiving Medicaid benefits in 2009.

Barrett received approximately $6,161 in Medicaid benefits that he was otherwise ineligible to collect.

Barrett was remanded to Warren County Jail without bail is to re-appear March 14.

The comments were made during a presentation on the proposed state budget and state issues by New York State Association of Counties (NYSAC) legislative coordinator Kathryn Vescio.

Jablonski agreed, adding Schumer ’s message will most likely benefit parents and students who prepare their own tax returns versus those who have them filed by qualified professionals.

“Most families, I hope, that have their taxes professionally prepared probably are catching this ... It’s ones that prepare their own taxes that might have missed this,” said Jablonski, who applauded Schumer ’s announcement. “It’s a great opportunity and a great time of year to get this message out.”

Mayor Donald M. Kasprzak — whose oldest son is a recent SUNY Potsdam graduate and

youngest is a senior at SUNY Plattsburgh — said the announcement was of particular interest to him.

“Quite frankly, I just got educated on something that I did not know,” said Kasprzak, who added he’d be looking into the tax credit for his family as well. “This is good news for not only SUNY students but also for the North Country.”

Rep. William L. Owens, D-Plattsburgh, who supported and voted for the law to establish the credit, agreed, adding he felt the funding has the potential to help many students.

“This kind of information, this kind of legislation, is very important because, as we all know, the building blocks of a strong economy are very focused on education,” said Owens.

SUNY-ESF keeps Necomb VIC open Name, mission changed at former APA center (Editor's note: This is Part Three of a five-part series on the current status of the Visitor Interpretive Centers, which were operated by the Adirondack Park Agency from 1989 to 2010.)

NEWCOMB — A couple dozen people crowded the R.W. Sage Jr. Memorial Trail sign on Sept. 24, 2006. Rays of sunshine penetrated the rustling fall foliage, and the wind howled through the forest while Adirondack Ecological Center (AEC) Director William Porter and Adirondack Park Agency (APA) Chairman Ross Whaley welcomed the public to the newest trail at the APA Visitor Interpretive Center (VIC).

This was a shining example of the close bond between the APA and the State University of New York (SUNY) College of Environmental Science and Forestry (ESF).

The VIC was built on 236 acres in the Huntington Wildlife Forest, managed by the college, which also owns and operates the AEC less than 2 miles away. Whaley is a past president of SUNY-ESF, based in Syracuse. And the man they were honoring on Sept. 24, 2006 — Richard “Dick” Sage — was the AEC’s associate director until his death in August 2002. He was the person who picked the location for the APA’s Newcomb VIC in 1985.

But has Dick Sage really left the building?

As Porter was finishing his comments at the 2006 ribbon-cutting ceremony, a small tree crashed to the ground in front of him. As they removed the tree, many nervously commented that Dick Sage was watching over them that day — the heart and soul of the Adirondack Ecological Center making his presence known at the interpretive center he helped build. The VIC opened in October 1990.

tus Great Camp and the AIC. Having the AIC to serve as the Institute’s public venue is just what the NFI needed, according to Hai. “It is a great piece of the puzzle,” Hai said.

The NFI is a working partnership between SUNY-ESF, Open Space Institute, state Department of Environmental Conservation, Adirondack Park Agency, Northern Forest Center, Adirondack Wild, Purdue University’s Department of Organizational Leadership and others. The program has three main components: 1. professional development; 2. public outreach; and 3. academic outreach (primary, secondary and collegiate).

The AIC is also expected to help the college’s efforts to establish a work study program, which they plan to implement this year.

Vision for the AIC

Challenges

The APA transferred the building to SUNY-ESF on July 1, 2010 and handed over programming on Jan. 1, 2011. With the transition now complete, it’s the job of AEC Program Coordinator Paul Hai to lead the interpretive center through its new life as an ESF facility. That means a new mission and a new name.

What was once the APA Visitor Interpretive Center at Newcomb — with a focus on environmental education and visitorinformation services — is now the SUNY-ESF Adirondack Interpretive Center (AIC), featuring a 6,000-square-foot main building and a 2,500-square-foot classroom/garage.

“This center is not just for visitors, it’s for everybody, including residents of the Adirondack Park,” Hai said, defending the name change. Hai wanted the name communicate new ownership of the facility, and he wanted people to know that ESF is still at the interpretive center and committed to serving the public with educational programs.

Under the auspices of the Northern Forest Institute — managed by SUNY-ESF and based at the Huntington Wildlife Forest — the AIC will focus less on visitor-information services and more on interpretation. Moreover, Hai and his crew will expand the interpretive mission beyond the natural resources of the Adirondack Park to include programs that will explore science, recreation, natural history and culture.

“We are able to consider a new suite of programs that the APA couldn't do,” Hai said. “We have an opportunity to reach beyond nature … There are many complex issues in the Adirondack Park, and we want to offer programs to address that complexity.”

Through school field trips, workshops, conferences, programs and special events, the AIC will continue to offer public programming and serve upwards of 30,000 people a year. Yet the flavor of the programs will be more diversified. Regular programs such as bird walks, packbasket workshops and the summer Huntington Lecture Series will also be teamed with new programs such as a professional development series, gardening series, fly fishing workshops, a “Working Forests Working for You” series, a fall series on animal species that are harvested during hunting season, and a trapping program.

The Adirondack Park Institute — the friends group of the two VICs since 1989 — will continue to offer programs there as well.

In addition, the 3.6-mile trail system has remained open throughout the transition from the APA to SUNY-ESF. The hiking trails are open for snowshoeing and cross-country skiing in the winter. People can borrow the AIC’s snowshoes for free.

And there is a connector trail from the Sage Trail to the Great Camp Santanoni trail.

The ownership transition was fairly seamless. Unlike the transfer of the APA’s Paul Smiths VIC to Paul Smith’s College, a private not-for-profit institution, the Newcomb VIC was transferred from state agency to a state college. There was no need to de-accession state-owned property and move out like the APA was required to do in Paul Smiths. In Newcomb, it was literally a turn-key exchange of the building on July 1, 2010, with all its assets intact, including exhibits and educational tools.

“We were really fortunate with our partnership with the APA,” Hai said.

A welcome addition Hai is also the program coordinator for the Northern Forest Institute for Conservation Education and Leadership Training (NFI) and now splits his time between the Adirondack Interpretive Center and the Adirondack Ecological Center. The AEC is the college’s research component at the Huntington Wildlife Forest, and the NFI is the education and outreach component.

The NFI — formed in 2008 — uses several buildings to serve its constituents: the Masten House, the Carriage House, the Arbu-

The biggest challenge for Hai during the ownership transition was the quick turnaround and the unfunded accession of new property.

“We were getting this jewel (in less than six months) but with no funding,” Hai said, adding that the college is looking for ways to pay staff and keep the doors open “to make sure we can keep the ball moving forward.”

Due to a “substantial grant” from a private foundation, SUNY-ESF will be able to hire a full-time position for two years to help Hai create and deliver programs at the AIC. In addition, Hai is trying to get funding for a one-year full-time naturalist at the AIC. He hopes to have both positions in place by summer.

Wilton couple claims $48.8 million lottery jackpot WILTON — The mystery of who won one of the largest lottery jackpots ever in the region has been dispelled.

Friday Feb. 11, New York Lottery officials introduced Jeff Pintuff and his wife Christine of Wilton as the winners of the Dec. 25 Powerball drawing for a jackpot of $48.8 million. The Pintuffs, married 30 years, realized their good fortune after a hectic Christmas weekend. Jeff, now retired from his quality-control job at Atlas Copco in Voorheesville, said he bought the ticket a couple of days in advance of the drawing as the couple prepared to receive guests for the holiday weekend.

"I left work early Dec. 23 so I could help with the cooking and cleaning before our guests came," he said.

On the way home, Pintuff stopped at the Stewart's Shop on Route 50 in Wilton and purchased the winning $1 Quick Pick ticket that yielded $48.8 million.

Four days later, Jeff checked the ticket online and told his wife, "We won the Powerball!"

"How many numbers did we get?" she responded.

Pintuff said he repeated himself numerous times before either could believe their good fortune. The couple then signed the ticket and took it to their safe deposit box until they were ready to claim it.

The Pintuffs opted to receive their prize as a lump sum with each receiving a 50 percent share of the prize. Each will receive a onetime payment totaling more than $12.4 million or $8.2 million after taxes.

"I worry about what to do with 500 bucks," Jeff Pintuff said. "I'm so glad we had a plan for the money."

The Pintuffs said their plans are modest.

"My children keep telling me I need a new car," he said. "I only have 163,000 miles on the one I have now — I think I can get it to 200,000."

Kooky ‘Downhill Derby’ sled race set for Saturday

By Thom Randall thom@denpubs.com CHESTERTOWN — For 36 years, local residents have fashioned weird craft — anything from simple cardboard creations to complex or bizarre feats of engineering — to slide down the snowy slope of Dynamite Hill Ski area.

The fun-filled Krazy Downhill Derby & Broomball Tournament has been a way for local residents to fend off cabin fever by socializing, mixed with some friendly competition.

This year, participation in the event is expected to be greater than ever.

Sponsored by the North Warren Chamber of Commerce, the day full of family fun is scheduled for Saturday Feb. 26 at the Dynamite Hill Recreation Area. More than 20 sleds with a variety of themes are expected to enter, and a substantial crowd of spectators is anticipated due to this year’s plentiful snowfall.

The accompanying annual Broomball Tournament, celebrating a sport with minimal equipment but no shortage of heated competition, is also expected to draw a considerable number of spectators.

Broomball Tournament registration begins at 9 a.m., and play on the ice begins soon after. This event is capped off with a hockey shoot-out. Downhill Derby registration begins at 11 a.m., and this race begins at the top of the hill at noon.

This year, a special visitor will be on site from 10:30 to 11:30 a.m. when Dax, the Adirondack Phantom’s mascot arrives to add spirit to the proceedings.

Refreshments will be served in the ski hut, and prizes will be awarded.

Man chokes girlfriend, police say CHESTERTOWN — Brandon B. Johnson, 37 was jailed last week and charged with felony counts of second degree assault and second-degree strangulation after an investigation by State Police which revealed he allegedly choked his girlfriend to the point of unconsciousness.

The victim was hospitalized with injuries that were not lifethreatening, police said.

Johnsburg man arrested JOHNSBURG — Warren County Sheriffs reported to the scene of an alleged domestic dispute last Sunday at 2382 State Route 28. The suspect was intoxicated and trying to leave the scene, but was stuck in the snow as he tried to turn around in a private driveway, police said.

Thomas G. Baker, age 28 was arrested and charged with driving while intoxicated, criminal mischief, aggravated unlicensed operation and operating a vehicle while registration suspended.

He is being held in the Warren County Correctional Facility pending arraignment.

Man enters ex-girlfriend’s home with bat GLENS FALLS — Jason M. Lapointe, 30 of Wilmot Street in Glens Falls allegedly entered the home of his ex-girlfriend to attack her boyfriend with a baseball bat.

He was charged with first-degree burglary and third-degree criminal possession of a weapon, both felonies.

Wildcats sweep Eagles in playoffs, split in MVAC title games

The Schroon Lake varsity boys and girls basketball teams each advanced to the Mountain and Valley Athletic Conference Championship game with wins over Westport Feb. 16 (80-44 boys, 3936 girls), while splitting results in the title games Feb. 18, with the boys scoring a 55-48 win over Johsnburg, but the girls falling, 48-36, to Indian Lake/Long Lake.

As a result, the boys will have the top seed in the Section VII/Class D tournament. The girls, while beating the Lady Eagles in the MVAC Division I/II playoff, will be the three seed behind the Orange and the Eagles.

Sweeping the Eagles The Feb. 16 playoff games, moved from the previous day due to issues with the baskets at Elizabethtown-Lewis Central School, started off with the Wildcat boys trailing Westport 3-2 before going on a 30-2 run that propelled them to a 4815 halftime lead.

Jesse Shaughnessy scored early and often for the Wildcats in the first half, hitting four threepointers and 19 first half points, finishing with 23 points, five assists and five steals.

Anthony Vanderwalker added 15 points and four rebounds for the Wildcats, while Uriah Harvey combined 13 points and 10 rebounds with three blocked shots. Ian Williams scored six points, while Matt Savarie added five points and Lance Paradis scored four points.

Bobby Rose, in his first career varsity game, scored five points and pulled down five rebounds.

For the Eagles, Liam Davis combined 21 points

with 10 rebounds, while Kevin Russell scored 12 points and David Quaglietta scored six points.

Russell led the team with two assists, while Will Adams recorded a pair of steals.

“We would not have been here if we hadn’t improved throughout the season,” Eagles head coach Michael “Ike” Tyler said after the game.

“We started off losing seven straight, but then we got on a three game streak and beat the teams in our division. If you can improve throughout the season, that is all you can ask for as a coach.”

In the girls game, the Lady Wildcats jumped out to a 21-13 halftime lead, which would not hold as the Lady Eagles shot 8-for-11 from the field in the third quarter to take a 31-26 lead heading into the final eight minutes.

“We knew that it was going to happen,” Wildcats head coach Lee Silvernail said. “We talked about it at halftime that this team was going to go on a run. We knew that we were going to have to play the full game if we were going to have a chance.”

In the fourth quarter, Jocelyn Bowen scored seven of her game-high 25 points in the final two minutes of the game, connecting on a three-pointer off an assist from Kate Rose to cut the Westport lead to 36-35, then hitting four straight free throws with 39.0 and 2.3 seconds remaining, respectively, to put the game away.

“In one of the timeouts, I turned to her and said that this was the time where she needed to take over,” Silvernail said. “Tonight, she played her best game, start to finish.”

“I spend forever taking foul shots to be ready for moments like this,” Bowen said. “When I came up to the line, I was thinking that this was my time for revenge because in our last game, I missed the shots that could have given us the lead.”

The Eagles had a chance to take the lead late, but a 12-foot jumper by Willa McKinley bounced

off the front of the rim.

“She could have hit that, and we had a lot of good looks in this game,” Eagles head coach Hokey McKinley said. “Other than the third quarter, we shot the ball bad. When those nights happen, you have to rely on your defense to keep you in the game and tonight, we came up short.”

For the Lady Wildcats, Ashley Subra added six points and 10 rebounds, while Rebecca Armstrong scored five points to go with 10 rebounds.

Both Subra and Armstrong had three assists, while Subra added two blocked shots and Lizz Bessey recorded a pair of steals.

McKinley and Christina Sherman each scored eight points for the Lady Eagles, with Sherman adding five assists and McKinley had three steals.

Nancy Armitage had six points and six rebounds, while Allison Sherman scored six points and had the lone blocked shot for the Eagles.

Wildcats win In the boys championship game, the Wildcats jumped out to a 11-4 lead before the host Johnsburg Jaguars scored 11 unanswered to take a 1514 lead after the first quarter.

The Wildcats then outscored the Jaguars 25-16 in the middle two quarters and then staved off a late rally by Johnsburg to earn the win.

Jesse Shaughnessy again paced the Wildcats with 25 points, five rebounds, three assists and six steals, while Ian Williams used some hot shooting in the first and third periods to ignite the offense, finishing with 15 points, three assists and three steals. Anthony Vanderwalker added 11 points and nine rebounds, while Jordan Taylor had seven rebounds.

Ben Richards led the Jaguars with 16 points and 13 rebounds, while Andrew Veldman scored 13 points and had 12 rebounds. Veldman was held to just two points in the second half.

Taylor Ordway added 12 points for the Jags.

“I give them a lot of credit, they came out hard from the first quarter and they really wanted it,” Jesse Shaughnessy said after the game. “We worked to hard to get here, though, and it was not going to end it here Head coach Dana Shaughnessy echoed his son’s words.

“We worked too hard and we should not lose the number one seed,” he said. “Johnsburg can be scary because they have improved a lot since the last time we played them and they may be the four seed in sectionals.”

Shaughnessy also said that he was pleased with the boost Williams gave to the team.

“When he started hitting, it was big for us,” Shaughnessy said.

“I just had to stay confident and I was able to make the shots I needed to,” Williams said. “This is great and another banner for us, but we have got to get through sectionals to reach our goals.”

Orange prevail In the girls championship game, Indian Lake/Long Lake star Carley Reynolds had the hot hand, scoring 30 points to lead the Lady Orange over the Lady Wildcats.

“I feel like this is the team that we have been working to be since elementary school,” Reynolds said. “I know we can go really far in sectionals.”

“I thought she was pressing early, so I was surprised to hear what she finished with,” Orange head coach John Reynolds said after the game.

“She is our go-to player and leader, but we are at our best when everyone is looking for their shots.”

Murphy Farrell was a standout on defense for the Orange, recording six steals and helping to hold Jocelyn Bowen to just 12 points.

“I am so pumped and ready to keep going,” Farrell said.

“We know what a good player Jocelyn is,” Reynolds said. “Who better than Murphy to defend her. Job one for the defense was to keep her contained.”

Reynolds said that he was worried when his team came out flat in the third, but that they were able to get it together in the fourth.

“I was worried because we only scored five points in third and I thought that was going to be trouble,” Reynolds said. “I was pleased we turned it around and scored 21 in the fourth.”

Allison Pine added 10 points and 11 rebounds for the Orange.

For the Wildcats, Bowen added three assists to her 12 points night, while Ashley Subra scored 10 points to go with five rebounds.

Subra, Kate Rose and Rebecca Armstrong each had one steal, while Rose scored seven points and Armstrong added five.

“Pretty much have to burn the tape and get it out of the memory,” coach Lee Silvernail said.

“Remember the good things and take away as much as you can. I thought we had a pretty good game plan against Reynolds, but if you lose her for a second she is going to kill you, and we did that four or five times tonight, which is four or five times too many.”

New York Press Association Paid Summer Internship Program The New York Press Association and Denton Publications are sponsoring a paid summer internship program for 13 students state wide. An application has been sent to high schools and colleges within New York State. Any interested and qualifying students are encouraged to fill out the application and submit it to Denton Publications, P.O. Box 338, Elizabethtown, NY 12932. Once we have received the applications our management team will selected an applicant based on merit and best suited for our summer time opportunity. Applications must be received in our office by March 1, 2011. NYPA Foundation Board of Directors will select and award a total of 13 paid internships. Finalists will be notified by NYPA by the end of March 2011.

Anyone who is currently, or will be enrolled, in a recognized program of undergraduate study is eligible for an eight week internship with a net $2500 stipend offered by NYPA.
