Mayor George Harvie will be removedas Delta’s representative at Metro Vancouver,hiscitycouncil has decided.

Neartheendoftheir regularmeeting on Monday, Couns. Daniel Boisvert and Jennifer Johal each introducedmotions aimed at the mayor, includinghis removalfromthe regionaldistrict board ofdirectors The rest ofcouncil,except forAlicia Guichonwhoison maternity leave, votedinfavourofallthemotions.

Boisvert movedthat, effective May6, 2024councillors Rod Binderand Dylan Kruger be appointedasdirectors at the regionaldistrictand Couns. Jennifer Johalandhimself be appointedasalternates,andthat allprevious appointments be rescinded. Themove would have immediately removed Harvie, whois currentlyinhis second term as Metro’s chair.

Harvie saidhe wasnottaking exception becausecouncil hadthe right to vote, butaskedforanamendment to extendhisfinal date to July 1 to facilitate atransition.

Harvie saidhe wanted to be giventhe

opportunity to finishhis current obligationsforthecomingmonthsandleave “in good stead.”

Boisvert agreed to introduce that amendmentfora vote but, initially,

noneoftheothercouncillors seconded that amendment.

“I thinkitplaces Deltaina very poor showif you don’t evenshowthat you’re givingthe chair30 days to fulfilhisobli-

gations,that’s all I’masking for. (I’m) nottakingexception to council,that they candoinsofarasthey want with appointments, but I’dhope you’dgive thedecency to at leastgivethe chairthe opportunity to closehisofficedown, pass files over, work withthe CAO to ensurethere’sa good transition at Metro Vancouverinto the chair’s position, because youractionsare removingthe chairof Metro Vancouver,” said Harvie.

Binderthen secondedthat amendmentandcouncil votedin favour, butnot before some back-and-forth betweenKrugerand Harvieonwhat Harviedoesinhis roleas Metro chair. Amongotherduties, Harvie saidhe is scheduled to go to Amsterdam, with other boardmembers, to reviewthediking systemand report back to the board.

“So, you’reasking the opportunity to go to Amsterdam?”askedKruger. Harvie respondedthat the trip, with other boardmembers, has been scheduledfor sometime. He also toldKruger, “Seeingthat you’ve beentravelling to Phoenixandtravellingina numberof situations… back east with regards to TransLink,Imean you’ve been travelling…”

It’s stillmorethanadecade away, buttheendisonthe horizonforthe Vancouver Landfillin Delta.

According to the2023 annual report onthe landfill’s operations, released by the Cityof Vancouver,which owns andoperatesthe72nd Avenue dump next to Burns Bog, to date,a totalof126.8hectares have been closed.

That represents56 percent ofthe225-ha landfillfootprint. The remaining capacity at the dump,asof Dec. 31,2023,is 4,913,453 tonnes.

In 1999, Vancouver, Metro Vancouverand Deltaentered into along-term agreementin whichtheoperationallife was extended to 2037.

Garbage would be permitted to be piledhigheronthe existingfootprintandin2037, the site is to be transferred to Delta.

Since2009,the Western40 Hectaresas wellasareas called Phases1,2,3and4 have progressively closed.

Theannual report notes

no closure work occurred in 2023,asplanned.Last year, municipal solid wastefilling andasbestosdisposal mainly occurred inanarea called Phase5 South.

Theoperationalplan, over thenext12months,includes completionoffillingin Phase 5 Southinpreparationfor

closurein2025, moving the filling operationinto Phase 5 North, adding litterfencing andexpanding gascollection infrastructurein Phase5.

Thecontractfordesignand construction supervisionofthe Phase5 closure was awarded in March2023. Theconstruction contract is expected to

be awarded in late 2024, with constructionplannedin 2025, oncefillingiscomplete.

The landfillis currently authorized to acceptup to 750,000 tonnesof municipal solid wastefordisposal each year. Materialsused beneficially, such asforcover, road buildingand closure, are not

counted towardsthat annual discharge limit.

Theannual report notes that in2023,743,809 tonnes of waste were disposed at the landfill,a keycomponentof the region’s solid waste managementplan.

Meanwhile,theCityof Delta is seeking to renegotiateits financialarrangementashost ofthe garbage dump.

Discussinghowthe landfill hasmore capacitydue to settling, council recently agreed to provideformalnotice to the Cityof Vancouverand Metro Vancouverof Delta’s intent to renegotiatethefinancial terms ofthe relevant agreementsin considerationofallowing for continued landfilling to 2037.

Thecity willalsoengage technicalandlegalconsultants as required to support Delta’s positioninthe landfillnegotiations.

According to thecity’s2024 Financial Plan,anticipated revenuesfrom landfill royalties is$3,730,000,the sameamount received last year. Delta received $4,080,853in landfill royaltiesin2022,down from $4,137,168in2021.

City making progresson achievinghousingtarget

TheCityof Delta has taken significant steps towards responding to theneed forhousingin the community.

That’s according to aprogress report discussed at councilon Monday regardingthe city’s response to theprovincial Housing Target Orderfor Delta.

The report notesthat between Oct. 1,2023 and March31,2024, there wasnotabledevelopmentand building approvalactivity with 242 occupancy permits issued.

In addition, strong efforts were made towards approvingproj-

ects at all stagesofdevelopment, includingthird readinggrantedfor990 units,final readinggranted for 67units,development permitsissued for 211unitsand building permitsissued for 206 units,the report notes.

In late March, the Housing TargetsBranch released the Housing TargetProgress Report Form that municipalities are required to complete.

Delta staffcommunicated that the report form has some significant challenges, most notably,the requirement to deductdemolition permits againstthe occupancy permitsissued.

Demolition permits representthe startof a development, butit can

be years beforean occupancy permitisissued fortheproject.

The report addsit is expectedthat asthe pace ofdevelopmentincreases in Delta, so willthe numberofdemolition permits,however, under the Housing TargetOrder and reportingformat, the city can’tcountnewconstructionunitsuntilthey arecompleted and ready for occupancy.

During council’s discussion,frustration was conveyed about having to use occupancy permitsasthemeasure, with staffnotingtheissuingof a building permitshould be the last checkpointas occupancy permits rely ondevelopers’ constructiontimelines.

In a statementfollowing themeeting, the othercouncilmembers thanked Harvieforhis service to thecommunity but stated, “This decision reflectscouncil’s lossofconfidence inthe mayor’s ability to effectively represent the city’s interests at Metro Vancouver.”

In a recent separate development, Paramjit SinghGrewal,former general managerof economicdevelopmentand stakeholder relationsin the mayor’soffice,filed anoticeofcivil claim in B.C. Supreme Court allegingwrongful dismal anddefamation.

DPD stillusingSurrey RCMP cells

The Delta Police Department(DPD) ishopingit cancontinue sending its apprehended suspects to neighbouring Surrey to be heldin custody.

In April, Chief Neil Dubord provided the Delta Police Board withanupdate oncellblock services,whichforthe past numberof years, has seenthose detained by policein Deltatransferred tothe Surrey RCMP’s jail.

In January2023,afive-year renewal agreement wascirculatedfor signature, butwhiletheCityof DeltaandtheDPD signed,theCityof Surrey did not sign off.

Despitetheunsigned agreement, Surrey hascontinued to providecell block services to theDPD basedon good faith.

Dubord saidhe“heardthroughthe grapevine”that Surrey mayofficially terminateitscontract with Delta,addingthey appeared to be on“tenuous” ground with Surrey MayorBrenda Locke.

TheDPD had to comeup with a contingencyincludingusing the Public Safety Buildingin North Delta, but severalmeasures were required such as contractingcell guard services to managein-custody prisoneroperationsand custodytransfers to BC Sheriffs, as well ascontractingmedical services.

Dubord saidhe has sincetalked with Surrey Police Service Chief Const. Norm Lipinski whoindicated theDPD could be able to continueusethe jail facility,added Dubord,

Theoriginal agreement with Surrey wasforafive-year term beginningin September2013andit was renewed in 2018foranadditional two years, with anupdatedfee structureandafee-forprisonermedical servicesadded. The agreement again was renewed for a two-year term on Jan.1,2020, butit was aninterim agreementintended to manageuncertainty surroundingthe Surrey policetransition.

TheDPD’scostin2023 to house a totalof514prisonersin Surrey was $206,101,up just over$20,000fromthe previous year,according to Dubord’s report.

It’snot even Christmas, butthe season ofgiving appears to have started early this year,in South Delta.

Overthe past few weeks, several galasand events have beenheld to supportvital work and programs that will improvethelivesof so many in ourcommunity.

Supportcontinues to comein from all walksoflifeandorganizations to the Delta Hospital and Community Health Foundation’s Coming Home campaign to buildthenew Beadie Long Term Care Centre.

Another majordonationof$1million was announced last week, courtesy ofthe Delta Agricultural Society.

On April27, at Tsawwassen Springs, $53,000 was raised at theannual Giftof Sport KidSport Gala.

Theneed continues to grow asfinancial challengesprevent many parentsfrom gettingtheir childreninvolved in sports–a barrierthat willnow be overcomethanks to the generosityof sponsorsanddonors who supported this wonderful causeandtheamazing work thatKidsport Deltadoes.

And last Saturday, at the Delta Cascades Casino,the Delta Firefighters Charitable Societyhostedthe inaugural Mayor’s Charity Ballin supportofthefirefighters’ Healthy SnackProgram.

Afundraising totalis stillinthe works, but I’m toldthat $600,000ormore may have been raised thanks to the supportof many business sponsors, andthe communitywhich bought tickets to supportthis wonderful cause.

Farm families needan evenplaying fieldwhenit comes to housing

You may have heard that ourlocalfarmingcommunity has donated $1million towards Delta Hospital’s Coming Home campaign to supportthenew long-term care centre.

Notonlyare ourlocal farmersfeedingusandcontributing to the well being of B.C.’s agri-food economy, buttheyarealsonow contributing to ourcollective community’s long-term health.

Thisunbelievable generositycomingfrom the Delta Agricultural Societyshould giveus pause to consider more carefully the importanceoffarming, particularly where we live.

Thefarmingcommunity isunderconstantpressure on many fronts Landcosts, geo-politicalunrest, input costs,and climate change are butafew.

Oneissuethat hasalways seemed baffling to meis housingforfarmactivities. The succession rate amongst farmersisprecariously low, especially in Delta

Generationalfarming seems to be along-lost path to farming sustainabilityand ifnot rectified soon, willultimately contribute to potentialfood insecurity.

CurrentAgriculturalLand Commission rules restrict housingonthe“farm home plate” so that housing on the farmdoesnotinterfere with the ability to farmthe land.

Iunderstandthephilosophy withinthiscentral Agricultural Land Reserve plank, butafter50 years, its currentpracticality seems morethanshortsighted.

Theprovincial govern-

ment’s attempts to address the housing crisis are laudable,andincombination with municipalandfederal efforts, perhapsthefuture will be morepromisingfor ourmostimportantassetyouth.

On my suburban“home plate”,an 8,500-sq.-ft.lot, I could buildthree additional detached smallhomes to accommodate aging parents andin-lawsandgive my familyanopportunity to live inplace.

Thefourhomesonthis smalllot wouldensurethere areenough bodies to harvest theblackberries.

We liveinEastLadner,andonthe afternoonof May4,I watched asthree horses, with young riders, walked up the streetinfrontof ourhouse. Oneof thehorses relieveditself, rightinfront of ourdriveway.

I toldthe ridersthey hadleft something behind but was ignored by them. Asthis has happened numeroustimes before, andI had spoken to the owner ofthe equestrianfarmpreviously, I decided to scoopupthe droppingsin a bagand go talk to the owner again.

WhenIaskedherwhy,whenthe ridersdecide to bringtheirhorsesinto a clean residentialneighborhood,they don’tpickupthehorses’ messes, her immediate response wasthereisno bylawthat says we have too.

The Delta Police Department(DPD) is gettingfundingfromthe federal Guns and Gangs Violence Action Fund (GGVAF).

The Delta Police Board was recentlyprovidedan update onthedepartment’s applicationfor fundingunderthegrant program, whichthe provinceadministers.

In aletter to the board from Mike Farnworth, Ministerof Public Safety and Solicitor General and Deputy Premier, he saidthe DPD was successfulinits application and has beenprovided with$150,000fromthe GGVAFforthefiscal year 2023/24 to “supportthe reactiveandproactive

enforcement related to combattingorganized crimeactivityin Delta.”

TheDPD have capitalized ontheopportunities presented by the GGVAF funding to assist withthe operationoftheir gang enforcementprogram that currentlymonitors 27 gang entrenchedindividualsandtheirfamilies,providing resources, supportandtargeted enforcement, wrote Farnworth.

“I am very confident that they will buildon thistrack recordof successandcontinue to enhance public safetyin yourcommunitymoving forward,” said Farnworth.

TheDPDinthe past few years hasalso focuseditsefforts to make thingsuncomfortablefor gang members,

lettingthem knowthey arenot welcomein Delta.

In 2021,theDPD announcedit was launchinganew team focusedoninterceptingany potential gang or relatedactivity,and actingasadeterrent, throughahigh-profile presencein public spaces such as along Scott Roadand at popular restaurants.

At thetime, Chief Neil Dubord saidthe current conflictis seeingan increasedinvolvement of youthsin gangs, with about50 percentof gang members intheir teens.

City to repair WesthamIslandfloodboxes

TheCityof Delta hasissued a request forbidsforanengineeringconsultant toconductaconditionassessmentand recommend rehabilitationfora seriesof crucialfloodboxeson Westham Island.

Someofthefloodboxes have reached theendoftheir servicelifeandleak duringhightide,according to thecity, whichnoteseightfloodboxesareupfor inspection at thistime.

Theconsultantis to inspectallcomponentsofthefloodboxesincluding pipes, culverts, gatesandheadwalls.An inspection report identifying damage to each componentand recommendations for rehabilitationis required.

Thecitynotesthat the intent is to extendthe servicelifeoftheinfrastructureand to avoidcostly repairsor replacementinthefuture. Theprojectis to be completed this July.

Concerns about Westham Island’s vulnerability to flooding has been a longstandingoneforthecity andlocal farmingcommunity.

According to the city’s latest Agricultural Plan, approved by council

last year, there have beennewissues emergingthat impact Delta’s agricultural sector sincethe last plan was approved in2011,as wellas challengesthat continue to persist,includingdrainageand flood controlissues.

Delta’s sfarmlandis situated inthe Fraser Riverflood plainand withinthe lowlandsof Deltathat are at, or below sealevelduringhightides.As such, almostallof Delta’s farmlandisprotected by flood infrastructure, including dikes,anddrainageis required infields asthe waterismovedthroughtheditch systemand pumped into the oceanor the river. Pondinginfieldsisacommon issueforfarmersdue to the high water tableand significant winter rainfall.

Thefunding setasideduring theconstructionofthe SouthFraser Perimeter Road hasallowedfor someimportant infrastructureimprovements. However, moreisneeded, particularly on Westham Island,theAgricultural Plan report notes.

Thecityis working to implementthe recommendationsfroma 2019 Flood Management Study to increase the resilienceofthedikesandfloodinfrastructure plan.

TheCityof Deltais holdinga publicinformationonthedesignof a proposed new multi-use pathwayinLadner.

The session at the Ladner Community Centre on May16, starting at 5 p.m., will be anopportunity to provideinputon a new pathwayalong River Road,from Ferry Road to Elliott Street.

The pathwayis part of thecity’s annual cycling infrastructureprogram andaims to improve the connectivity between

Ladner Villageand Marina Gardens.

Theprojectincludes a newthree-metre-wide multi-use pathwayalong thenorth sideof River Road,as wellas street lightingimprovements.

Constructionis scheduled to tentatively startin summer2024.

Last December, the cityissued a requestfor proposalsforthedesign andconstructionof a new multi-use pathway alongthe west sideof Elliott Streetfrom47A Avenue to Chisholm Street. Thedetailed design was scheduled to

be completed this spring. Anintegral part of the Delta’s new Cycling Master Plan, multi-use pathways are off-street pathsthat are physically separatedfrom vehicles. They provide sufficient width to be used by people walking, cycling andotherformsofactive transportation such asinline skatingand jogging. Multi-use pathways can have pavedor unpaved surfaces, but pavedorfirm surfaces areoftenpreferablefor people cyclingand people withmobilityaidsor strollers.

TheCityof Deltaisoneof seven B.C. communities to have anew Integrated Childand Youth(ICY) team,theprovinceannounced last week.

Aimed at creatingmore seamless mental-healthandaddiction services, ICY teamsarea key part ofthe government’s work to improveaccess to mental-healthandaddictions supports to young peopleandtheir families closer to home.

It isestimated that 75 percentof seriousmental-healthissuesemerge before the ageof25. In B.C.,drug toxicity is theleading causeofdeathfor people between15and18, with suicideasthe secondleading cause, the Ministry of Mental Healthand Addictionsnotes.

Thenew teams willalso servecommunitiesinandaroundthe Central Coast, Cowichan Valley, GoldTrail, Peace River South, Qualicumand Surrey. The seven newcommunities will join13othersin theprovince withICY teamsinopera-

tionorinplanning stages. Theprovince explainsthat young peopleup to age 19andtheir caregivers canuse the teams to connect to peerand cultural supportsandcounselling services.ICY teamsprovide services to those residing withinthe schooldistrict boundary, including young people attending First Nationsoperated schools,independent schools,alternative schoolenvironmentsorthosenotin school.

The teamsare to reduce barriers to accessing services,providingconnections to clinicalcounsellors, youth substance-useandmental-health clinicians,those supporting Indigenous childrenand youth,as wellasfamily and youth peer-support workers.

Work is substantially completeononeof Metro Vancouver’s major reservoir seismicupgrade projectsin Tsawwassen.

That’s according to a recent report to the RegionalDistrict Water Committeeon major capitalprojectsincluding the Pebble Hill Reservoir, which has beenundergoinga seismicupgrade to ensurethecontinued delivery of clean, safe drinking water, especially duringanemergency.

Located at Pebble Hill Park,itisone of the region’s27in-system reservoirs to help maintain

the required waterpressure needed during peak times.

Costingmorethan $7million,theproject involved the seismic upgradeof Reservoir Unit1and2 to withstand and remaininoperation following a major earthquake.

Constructionachieved substantialcompletion in2023,whichinvolved strengtheningthefootings, walls,and roofofthe structures.

Theprojectis to be completed by thisfall.

Part of alonglistof water reservoir seismic upgrades,a separate tender will be issued in thefutureforthe Unit 3

upgrade. That project’s costis currentlyestimated at morethan$12 million.

The regional report alsonotesthat the2023 to 2027 Water Services capital budgetincluded $399.9millionfor capital projectsin2023and a totalof$2.7billion over five years. In 2023,there were 145projectsonthe five-year capitalplan. Thoseprojectsare driven by system expansion requirements to meettheneedsofa growing population, upgrades to improve system resiliency,and maintenanceof aging infrastructure, the report notes.

BCUnited wantsauthority of legislature to supportdrug recriminalization

BC United istrying to gettheforceofthe Legislature in support ofits call to roll back the province’s drugdecriminalization.

The partyintroducedabillon May 1 that would requirethe government to send awritten request to Ottawa seeking to end theexemptionunderthe ControlledDrugsand Substances Actfor possessingsmallamounts ofcocaine,meth,opioidsandMDMA.

Thebill passed first readingunanimously butiftheNDPdoesn’t callforthedebate ofthe billinthehouse, it will showthe government is avoiding accountability,“forthe chaos and harm caused by this failed policy,” BC United leader Kevin Falcon said inanews release.

“Thisbill marksthe third attempt by BC United to bringtheissue to a vote.”

In November2021, B.C. requestedathreeyearexemptionunder section56(1)ofthe ControlledDrugsand Substances Act to decriminalize people whousedrugs. That was

enacted January2023.

But last November, the government passed the Restricting Public Consumptionof Illegal Substances Act, intending to give policemore tools to addressdrug use in publicareas. However, that’s being challengedincourt.

Thenon April26,the governmentannounced it wasnowasking Health Canada,“tourgently change”thedecriminalizationexemption, in order to bandruguse in publicplaces.

That change willgive policethe power, “to enforce againstdrug useinall public spaces, includinghospitals, restaurants, transit, parks, and beaches. Guidance will be given to police to onlyarrest for simple possessionofillicit drugsinexceptional circumstances.”

The change would not recriminalizedrug possessioninhomes,or at overdoseprevention sitesanddrug-checking locations.

Butif policeare called to a scenewhere illegaland dangerous druguseistaking place, they’ll have the ability to compelthe person to leavethearea, seizethe drugsifnecessary or

arrest the person.

Delta Policeare awaitingofficialnotificationofany change that would restorethe power ofarrest forthoseusing drugsin publicplaces.

“We won’t make any decisionsordoanything differentlyuntilthereis aformal responsethat’s providedand changes theexemption,” said A/ Insp James Sandberg.

Sincedecriminalizationin January2023, police have seenmore publicdrug use but, “inthegrand scheme ofthings,Idon’tthink we’ve seenitas much as anticipated,” Sandberg said.

Ifthey geta complaint they’ll still go andtalk to people, butit’s managed differently.

“It’snotillegal to possess. It’s notillegal to consumein publicif that possessionamount is withinthe guidelines,” he said.

Policearenowtaking moreofa care approach andare checking onthe welfareof peopleand tellingthemof resources available.

Sincedecriminalizationit’s also beenmore recognized that drug useismoreofahealth concernthanacriminal matter, headded.

Now,I want to remain sensitive to those to whom Mother’s Day is a difficulttimeofthe year for various reasons, but I thinkitis stillimportant forus to celebrateand honour mothers.

Thebible teaches that childrenareagift from God(Ps. 127:3). Motherhood indeed is a blessing andaprivilege Jesususes childbearing asanexamplein John 16:21.

He says, “When a womanisgivingbirth, she has sorrow because herhour hascome, but whenshe hasdelivered the baby,shenolonger remembers the anguish, for joythat a human being has been borninto

the world.”

I’mcertainthat mothers wouldarguethat it’s difficult to forgetthe pain ofbirthinga child, but I think you getthe point. The joyofthe child being born surpassesthe pain. In other words, it’s worth it.

On this Mother’s Day, Iencourage you to reflect onthegiftofmotherhood.

Whenever you struggle through parenting, rememberthat your childrenare worthit. For me,motherhood is best depicted by the self-sacrificiallove that amother gives to a child,andthat’s whymotherhood is so beautiful.

Momsare awesome. They teach us how to love well.

Many people begintheirestate planning journey withthenobleintentionof sharingtheir wealth withlovedones to secure theirfinancialfuture.

This mayinvolveassistinga child withadown paymentforahome,gifting a vacation property ortransferring an investment account.

However, theseintentions come with complexlegalimplicationsthat require intricateplanning to mitigate againstany potential challengesthatmay arisein thefuture.

Thepracticeofgifting partsofone’s estate beforedeath, can be a boonfor boththegiverand beneficiaries.

By circumventingtaxesandprobate fees, such gifts maximizethenet valueof theestate.

Yet, this canalso be fertilegroundfor estate litigation,asdisputesoftenarise whenfamilymembers contestthedistributionofassets,arguingthat gifted items should still be considered part ofthe estate underapresumed resultingtrust.

In British Columbia, the lawassumes that largeassettransfers without clear giftingintent are still part oftheestate Thismeansthe recipientis seenasholdingtheassetforthe benefitoftheestate unlessprovenotherwise.

To avoid such complications, will writers must explicitlydocumenttheir intentionwhentransferring assets, clarifyingwhetherthetransferconstitutes a giftornot.

A handfulof berries each day has eclipsed apples,for those wishing to improve their lifespan.

According to leadinglongevityandfunctionalmedicine specialistand authorDr. Mark Hyman, berries rankhighon thelistof dailyprescriptives, forhimselfandforhis patients Agrowing body of evidence supportshis beliefthat food is medicine, andthat adopting just afew dailyfood andlifestyle habitscould significantly improve our‘healthspan’ alongside ourlifespan.

On thefood front, berries, oliveoil,cruciferous vegetables, nutsandgreen tea are among hisnon-negotiables. Berriescontainimpressive quantitiesofantioxidantsand

phytochemicals,which Hyman saysopenlongevity pathways, keep our gutshealthy,fight inflammation and reduce our risk ofdeveloping or exacerbating chronicdisease.

Organic berries,grownin healthy, chemical-free soil, containthemost nutrientsand should be free of harmful pesticides and fungicides. Freshfrozen berriesare very near as beneficialasfresh-picked, whichis good to knowduring high berry seasonwhenprices forlocal berriesarelowerthan imported.I make a point of stocking ourfreezerannually, withlocal, regeneratively grownblueberriesand haskap berriesforuseinprotein smoothies.

So-called specialty berries like currants, gooseberries, jostaberries, native beach strawberriesand native evergreen

huckleberriesare harder to findduring very short seasons, so we grow our owninasmall berry patch– savouringthe joyof harvestingandfreezing everyfew days throughout the summer.

Picking berries just before full ripeness so the bearsdon’t come calling, has become amorning ritual. Our little dog Dave accompaniesme, harvestinghisfairshareof strawberriesas we go. He has learnedthe hard way, to avoid the gooseberry and jostaberry bushes withtheir piercingly spiky stalks.

Spending early morning timeinthe gardenwhileenjoyinga steaming cupofgreen tea and listening to birdsong and bees,isaprivilege initself, notwithstanding thefact that itticks three otherlongevity boxesas well.

Getting outside early each day, rainor shine, resets our internalcircadian clock, which helpsus sleep better at night. Movingmeditationslikethe rhythmicpicking of fruit help regulate our body systemsand reduce stress,andprovidefull rangeof motion exercisethat maintains balanceandcore strength.Green teacontains antioxidant-effect catechins which supportbrainhealth and reduceinflammation.

Gardening–organicfood gardeningin particular–is goodfor our bodies,mindsand souls. ThedeeperIdiveinto all things permaculture, the more valueI attach to time spent growing, preserving, preparing andsharingfood as medicine. Berriesshowup every day in our kitchen: at breakfastin proteinsmoothies, chia pudding, buckwheat porridge, and

Adda handfuloffresh (or half as much dried),tart, nutrientdense berries to sauces before reducing to allowthe berries to rehydrateunderheat andoptimizeviscosity withoutadding processed starcheslikeflour, which can spikeglucoselevels.

It wasa successful weekendforeight Delta Gymnastics athleteswho were chosen to represent B.C. at the Western CanadianArtistic Championships last monthinLangley.

At Westerns,levels 8-10 women’sartistic gymnastics(WAG)and levels2-5men’sartistic gymnastics(MAG) athletesfrom B.C. to Manitobacompete for theirprovinces.

On themen’s side, Keanan Morcillacompetedfor Team BCB, whofinished second placeAll-Aroundinlevel 3. Morcillafinishedfirst onthehigh barinthe All-Around,qualifying forthefinals,wherehe nabbed secondplace.

“This was Keanan’s

first yearcompeting inProvinciallevel 3 and we are so proud ofhis performance at Western Canadian Championships,” said MAGcoordinator Richard Woo.

“Keananalso made high barfinals at BC Winter Games earlierthis yearandtheexperience helped himpreparefor thiscompetition. This putsanexclamation pointonagreat year for Keanan.”

Fourlocal swimmers andtheircoach, Judy Baker, will representthe Winskill Dolphins at the upcoming Canadian OlympicTrials, May13 to 19,in Toronto. Recently,the Winskill Dolphins Swim Club hada successful run at bothprovincials and Western Canadian Championships,where theyonce again punched above their weight in team standings. The swimmers swam many best times, won multiple medals,and set several club,provincialand meet records.

Joyceattendedgradeschoolat OurLadyof Perpetual Help and graduated fromLordByngSecondarySchool.Itwasduringthose schoolyears thatJoyce metKenApplebythrough theCatholic YouthOrganization. Joyce wasproudtosay she hadhereyeonhim forsometime!Joyce wenton to attendSt.Paul’s Hospital Schoolof Nursingandgraduatedasan RN in January 1952.JoyceandKen were marriedonAugust30,1952 in Vancouverand movedtoKingston,Ontariowhere Kenwas in medicalschoolatQueens UniversityandJoyce workedatthe HôtelDieuHospital.

JoyceandKenhad aonce in alifetimelovesharing 72yearsofmarriage. Togethertheyraised 5sons, Michael (Dianne),Ken (Jane),Bill(Amy), Jamie (Angele)andRobert(Carole). Ken andJoyce werethe proudgrandparentsof 15grandchildrenbetterknown as“Grandma’sangels”,Brian,Jesse,Jocelyn, John,Jerry,Jara,Danny,David,Adam,MJ,Noelle, Emily,Sara, Colin,andLaura aswellas8 greatgrandchildren, Ramona, George,Matilda,Rose, Thomas, Cole, Isabelleand Noah. After raisingher family,Joycereturnedtowork asa nurseatKen’sfamilypracticewhereshewasaffectionatelyknownasMrs.Joyce. Joycetreasuredhertimewithfamilyincludingmanysummerholidaysatthe lakeinWinfield,BC.Onceretired,JoyceandKentraveledand cruisedall cornersoftheglobe,butalwaysincludedtripsaroundBC andAlbertavisiting theirchildrenandattendinggraduations,sports,andspecialevents. Inadditiontoraising 5boys,Joycesomehowfoundthetimetoplaythepiano and‘jamout’withherboysandtheirmanyvariousmusicalinstrumentsandalso playedtheorganatchurch.Joyceenjoyedbowling,skiing,tennis,runningwith Ken,gardening,raisingchickens,andbeingtheultimatehosttohermany friendsandfamily.Itwasnearlyimpossibletoturndownherdeliciouspiesthat alwayswrappedupherwelcomingSundayandChristmasdinners.Joyce alwaysbroughtsmilestothepeoplearoundherwithherquickcheekyremarks, vibrantsenseofhumour,andcontagiouslaugh.

Robhad aspecialgiftofconnectingwithevery personhemet.Hebroughtjoytoeveryonearound himbysimplybeinghimself.Robalwaysprioritized Godandfamily,devotinghislifetohisfaithand ensuringhislovedoneshadthebestfuture possible.Hewas aconstantsourceoflaughter, makinglifebrighterandmorefunforall.Hewasa wonderfulhusband,father,brother,uncle,and friend.Hisloveforhiswife andchildrenwas immeasurable.Hewas amanwhosoughtoutthe truthandalwayswantedtobetterhimself.Rob excelledinsports,especiallyhockey,lacrosse,and skiing.Heenjoyedhobbiessuchasboating,fishing, andengaginginmanyprojectswithhisbeloved wife.Heenjoyedcountlesstripstothefamilycabin onPenderIsland,wheremanybeautifulmemories weremade.Rob’spassionformusicandtalentfor bringingpeopletogethercreatedmanycherished memories.Hepositivelyinfluencedmanylives,and hislegacywillneverbeforgotten.

Joe andCarol had 3children; Andy,Rod andKelly.

Carol is survived by her three children, Andy (Eva Marie),Rod(Chris)and Kelly (Bal). Grandchildren David (Cheryl),Aaron (Sasa), Jarrod (Tara)and Jamis.GreatgrandchildrenAiden,Denika, Nash andSaylor.SistersJuanita andCandy.Plusmany cherished nieces andnephews.

Carol ispredeceased by herhusband,Joe, her Mom andDad,andher sister Linda.

Carolwastheeldest ofthe 4sisters, Juanita(Alan), Linda(Robert)and Candy (Denis).

Carol’sdad was ahalibutfisherman.He spenttime awaysupporting hisfamily on longliners mainly in theBeringSea;on The ProsperityA,and then The ZodiacLight. Carol went from afishingfamilyand married into afarming family.

Carol very muchloved her children, grandchildren, nieces, nephews andalllittlechildren, andthey loved her in return. Fondlyrememberedfor her Sunday RoastBeef Dinner andofcoursea fabulous dessert.Carolentertained all ofthe special occasions -she was apartygirl.

Survivedby his lovingwife, Pattyof34years,his adoringsister,Carmen(Ed2019),supportive brother-in-lawandsister-in-law, DougandBillie, nephewsDan (Delana)andfamily,David(Marissa) andTink,anddearchildhoodfamilyfriends,Bob andDauna.Vicwaspredeceasedbyhis parents, Maurice (2002)andMaizie (2008),andfavourite GrannyandGranddad Campbell.

Bornand raisedinVictoria, Vic hada longand successfulcareer inthemarineindustry,spanning almost50yearsstartingwithIsland Tug&Barge (1963).Atage24hewas veryproudtoreceivehis Masters Ticket in 1969(thesameyearwemet). Vic waspassionateabouthisrolewith Seaspan Int’l and“his barges”,andbeing partof Washington MarineGroupuntilhisretirementin2011as DirectorofMarineServices.Fishingtripswith Abof A& ATradingwerealwaysmemorable,withlots of funandverylittlesleep.

Golfingwithhis“buddies”wasanenjoyable hobby whichwasusuallyfollowed by“thecoldestCorona in aglasswith 2limes”. Onone particulargamehe got abirdie,thathementionednumerous times!

AlthoughVicand Itravellednearandfar to other countries, manywithDougandBillie,Kauaiand RiverCruiseswereourfavourites,alongwith good oldCanada.

Victookprideinhis beautiful garden anddelighted in watching thebirdsarrivingfor brekkie.Hewas trulyananimal lover, especiallyhisdogswho faithfullyfollowedhim(fortreats)andhe always had asupply ready forRipleyacrossthestreet.
