In February, Solid Curtain/Citadel Shield (SC/CS) – the annual Navywide anti-terrorism and force protection (ATFP) exercise – will be underway at NAS Patuxent River.

What is SC/CS? • Led by Commander, U.S. Fleet Forces Command and Commander, Navy Installations Command, SC/CS is a two-part exercise designed to enhance the training and readiness of naval security forces and first responders by testing their ability to react to threats aimed at installations, units, personnel and families. • It also creates an integrated learning environment for personnel to exercise functional plans and operational capabilities • Solid Curtain: an event affecting the entire Navy, up to Fleet Forces • Citadel Shield: localized event to test and evaluate installation-level responses to a range of force protection situations • Exercise is divided into two major parts, including a drill during the first week, customized for each individual Navy installation; and communication-heavy training during the second week • Pax River personnel are also evaluated on how well they are prepared to handle an emergency situation should one play out during the exercise, or occur in real life • Personnel are encouraged to sign up for the AtHoc alert network by clicking the purple globe at the bottom of their NMCI computer; and to follow the “If you see something, say something” rule when witnessing any suspicious activity or person During SC/CS, measures will be taken to minimize impact to Pax personnel, but there may be times when the exercise causes increased traffic or delays in base access – so take note and be ready; and continue reading Tester each week for more information and instruction leading up to the exercise.

Here are just a few items of interest that appeared on the pages of Tester throughout 2015: January • NEX gas station introduces the “Fuel Call” button at certain pumps, allowing customers with physical disabilities to signal for gas-pumping assistance from their car. • An energy reduction incentive contest was launched with the goal of reducing annual energy and water usage for every eligible building on the installation. Prizes, up to $50,000, will be used toward facility improvements the following year. • The NAVAIR H-53 Performance-Based Logistics (PBL) Team was presented with a 2014 Secretary of Defense PBL Award in the component category for implementing a PBL solution that increased the supply availability for 10 high-value, flight-critical H-53 aircraft components. Along with the increase in supply avail-

ability, the team was able to reduce operating and support costs by $20.2 million. February • NAS Patuxent River was announced the 2014 Naval District Washington regional winner for Community Service Program of the Year, Personal Excellence Partnership flagship award. • Naval Recreation Center Solomons was recognized as one of the top Navy Getaways Programs. March • United States Naval Test Pilot School celebrated its 70th anniversary. • Cultural Resources Manager, Mike Smolek, won the 2014 Chief of Naval Operations Environmental Award in the category of Cultural Resources Management/Individual. • First airborne flights were completed for the newly-developed F/A-18 flight control software called MAGIC CARPET, an acronym for Maritime Augmented Guidance with Integrated Controls for Carrier

Approach and Recovery Precision Enabling Technologies. • Aviation Maintenance Administrationman 2nd Class Victor Rushing, Jr. was named 2014 NAVAIR Junior Sailor of the Year. April • Ten percent of all Sailors assigned to Naval Health Clinic Patuxent River deployed aboard the Navy hospital ship, USNS Comfort (T-AH 20) bound for South America on a humanitarian mission. • Pax River welcomed Mark, another Military Working Dog, to its security force. Mark’s handler and partner is Master-atArms 2nd Class John Melendez. • Washington Navy Yard Building 197 held a dedication ceremony after undergoing renovations following the tragic shooting in September 2013 that claimed the lives of 12 people. • The MQ-4C Triton unmanned aircraft,

REVIEW Continued from 1 equipped with a new search radar, completed its inaugural flight over Pax River airspace, April 18. • The X-47B successfully conducted the first ever autonomous aerial refueling of an unmanned aircraft, completing the final test objective under the Navy’s Unmanned Combat Air System demonstration program, April 22. May • Patrolman 1st Class Robert Hogan, NAS Patuxent River Security Department, was named Police Officer of the Year during the 15th Annual Law enforcement Appreciation Day ceremony honoring police officers from around St. Mary’s County. • Bald eagle chicks nesting aboard the installation were banded for identification and tracking by the Environmental Division and other agencies. June • Presidential Helicopters Program Office (PMA-274) was instrumental in coordinating the final resting place of a retired SH-3A Sea King helicopter as part of the display fleet at the Patuxent River Naval Air Museum. • First openly gay U.S. general hosted NAVAIR’s inaugural LGBT Pride Month event at River’s Edge Catering and Conference Center. • Volunteers picked up 450 pounds of trash from along the Pax River shoreline during the base’s annual Clean the Bay Day. • The Catholic congregation at St Nicholas Chapel held its final Catholic mass after nearly 100 years. July • The F-35 Lightning II Pax River Integrated Test Force from Air Test and Evaluation Squadron (VX) 23 conducted the first-ever ski jump of an F-35B Lightning II short take-off/ vertical landing variant, June 19. • For the first time in 10 years, enrollment at Naval Health Clinic Patuxent River was opened to retirees and their family members for primary care with their Medical Home Port Teams. • Morale, Welfare and Recreation launched a new, user-friendly, all-inclusive website: www.NavyMWRPaxRiver.com. • SECNAV announced new 18-week maternity leave policy, effective immediately, for women who serve in the Navy

August • CH-46 Sea Knight helicopter, commonly known as the “Phrog,” was retired. • The names of approximately 4,200 first class petty officers Navywide who were selected for chief petty officer were released; including 17 stationed at Pax River. • The Navy began initial integration testing of its Long Range Anti-Ship Missile onto the F/A-18E/F Super Hornet at Pax’s Air Test and Evaluation Squadron (VX) 23 facility. September • The Autonomous Underwater Vehicle Demonstration, hosted aboard Pax River by the Office of Naval Research, brought together 150 participants, 26 technology teams and various underwater unmanned systems to jointly explore AUV technologies in at-sea environments along Maryland’s shoreline. • SAR Dogs – Pax River’s Search and Rescue aviation swimmers – engaged in friendly competition, swimming across a 1.7 mile expanse of the Patuxent River. • Sept. 23 marked the first time the F-35 Lightning II program conducted an external store weapons separation test, releasing the weapons during four test runs on a single flight over the Atlantic Test Ranges. October • River’s Edge Catering and Conference Center launched ChowNow, a mobile phone app that allows patrons to order food for pickup. • The last flying T-2C Buckeye made its final flight over the Chesapeake Bay, Sept. 25, capping 56 years of service to the fleet. Since 2008, three T-2s belonging to Air Test and Evaluation Squadron (VX) 20 at Pax River had flown 1,978 sorties; 2,672 flight hours and 850 photo/safety chase events. • Manned Flight Simulator celebrated 30 years. • NAS Patuxent River won both the Naval District Washington regional Personal Excellence Program and Good Neighbor flagship awards, recognizing volunteer service within our area’s public schools and throughout the community. November • The 9th Annual USS Tulip Memorial Service, remembering the Sailors lost in a tragic explosion during the Civil War, was held at the Tulip monument in St. Inigoes, near Webster Outlying Field. • David Hall, Diminishing Manufacturing Sources and

NAS Patuxent River kicked off Energy Action Month with a visit from BRITE, the Navy’s official energy awareness mascot Oct. 13. This year’s theme was “Power-Presence.” Material Shortages (DMSMS) obsolescence lead, with NAVAIR’s PMA-261, won the 2015 DOD’s DMSMS individual award. Hall’s disciplined approach to DMSMS yielded cost avoidances of more than $32.2 million since fiscal 2010, with 7.3 million realized during 2015. December • NAS Patuxent River announced its 2015 Sailors of the Year: Logistics Specialist 2nd Class Mecaela Bellolampkin; Air Traffic Controller 1st Class Ivan Sanchez; and Aviation Boatswain’s Mate (Handling) Airman Taquonna Little. ABHAN Little was also named the NDW Region Bluejacket of the Year. • Two pilots, representing Navy Flight Demonstration Squadron Blue Angels, briefed Pax River personnel on their specific requirements for the 2016 NAS Patuxent River Air Expo, Oct. 27-30. • Defense Secretary Ash Carter announced that beginning January 2016, all military occupations and positions will be open to women, without exception. • Navy Midshipmen beat Army’s Black Knights, extending their winning streak in football to 14 consecutive games.

DOD forwards to Congress proposed changes to the Uniform Code of Military Justice Courtesy of DOD Press Operations

Recently the DOD forwarded to Congress a legislative proposal to reform the Uniform Code of Military Justice, the statutory framework of the military justice system. The proposal is based on the recommendations of the Military Justice Review Group, which conducted a detailed analysis of each article of the UCMJ, including the historical background of the UCMJ, current practice, and comparison to federal civilian law. In October 2013, former Secretary of Defense Chuck Hagel, in response to a request from the senior uniformed leadership, directed the review of the UCMJ and its implementation in the Manual for Courts-Martial. He also directed the review to consider the recommendations of a separate, congressionally-established panel that examined the systems used to investigate, prosecute and adjudicate adult sexual assault and related offenses in the military. Each of the military services detailed military personnel to serve as members of the Military Justice Review Group. Andrew S. Effron, former chief judge of the United States Court of Appeals for the Armed Forces, serves as director of the MJRG.

“The services assigned a highly talented group of individuals to the MJRG,” said Effron. “Their comprehensive recommendations will contribute to the positive evolution of the military justice system.” The department’s proposal is the first comprehensive military justice reform package submitted to Congress by the Department of Defense in more than 30 years. The proposed legislation includes 37 statutory additions to the UCMJ, and substantive amendments to 68 current provisions of the UCMJ. Among the major reforms, the proposed legislation would: • Strengthen the structure of the military justice system by: establishing selection criteria for military judges and mandating tour lengths; authorizing military judges to handle specified legal issues prior to referral of a case to court-martial; establishing the authority for military magistrates to preside over specified pre-referral matters; establishing a military judge-alone special court-martial similar to the judge-alone forum in civilian proceedings, with confinement limited to a maximum of six months and no punitive discharge; requiring issuance of guidance on the disposition of criminal cases similar to the United States Attorneys Manual, tailored

to military needs; and mandating additional training for commanders and convening authorities focused on the proper exercise of UCMJ authority. • Enhance fairness and efficiency in pretrial and trial procedures by: facilitating victim input on disposition decisions and providing for public access to court documents and pleadings; expanding the authority to subpoena documents during criminal investigations; replacing the current variable panel (military jury) sizes with a standardized number of panel members (military jurors) and a consistent voting percentage in order to convict in noncapital cases (75 per-

cent); and requiring learned defense counsel in capital trials and appeals. • Modernize military sentencing by: replacing the current sentencing standard with a system of judicial discretion guided by parameters and criteria; ensuring each offense receives separate consideration for purposes of sentencing to confinement; and providing for effective implementation of sentencing reforms by establishing sentencing by military judges in all non-capital trials. • Streamline the post-trial process by eliminating redundant paperwork and requiring an entry of judgment by the military judge similar to federal civilian practice to mark the end of a court-martial.

• Reform military appellate practice by: providing service members, like their civilian counterparts, with the opportunity to obtain judicial review in all cases; transforming the automatic appeal of cases to the service Courts of Criminal Appeals into an appeal of right in which the accused, upon advice of appellate defense counsel, would determine whether to file an appeal; focusing the appeal on issues raised by the parties and placing the burden to demonstrate factual insufficiency on the accused; establishing standards to review errors in guilty pleas similar to that in federal criminal cases; and permitting the government to appeal a sentence under conditions similar to those applied by federal civilian courts of appeals. • Update the punitive articles by proposing new offenses, including Article 93a (Prohibited activities with military recruits and trainee by person in position of special trust; Article 121a (Fraudulent use of credit and debit cards); Article 123 (Offense concerning government computers); and Article 132 (Retaliation); and aligning the definition of “sexual act” in Article 120 with federal civilian criminal law. The department looks forward to working with Congress as lawmakers consider the recommendations.

Cmdr. Dennis Lloyd relieved Cmdr. Bill Selk as commanding officer of Air Test and Evaluation Squadron (VX) 20 Dec. 3 after serving as the squadron’s chief test pilot since May 2014. During Selk’s tenure as commanding officer, the squadron’s 974 military members, civil servants and contractors accomplished 387 developmental test projects for 15 program offices. The squadron flew three MQ-4C Triton unmanned aircraft systems from Palmdale, California, to NAS Patuxent River in fall 2014 for extensive ground

and flight testing as part of the new UAS’s operational assessment. VX-20 also tested developmental weapon and sensor systems for the P-8A Poseidon and continued to test upgrades to the legacy P-3C Orion and EP-3 Aries maritime patrol and reconnaissance aircraft. The squadron conducted high-priority flight testing to support safe operation of the fleet’s E-2C Hawkeyes and C-2A Greyhounds, and its E-2D Advanced Hawkeye test team conducted developmental and operational test events in support of the first operational deployment of the Naval Integrated Fire Con-

trol — Counter-Air (NIFC-CA) capability with the USS Theodore Roosevelt (CVN 71) carrier strike group. Selk conducted the final flight of the U.S. Navy’s last T-2C Buckeye Sept. 25, 2015, bringing to a close the aircraft type’s 56 years of service as a training and safety chase aircraft. As part of Naval Test Wing Atlantic, VX-20 tests and evaluates aircraft and systems for the E-2C/D Hawkeye, KC130J/R/T Hercules, C-38 Courier, E-6B Mercury, MQ-4C Triton, C-2A Greyhound, T-6A Texan II, C-12B/M Huron and P-8A Poseidon in support of their delivery to the fleet.

As winter approaches, NAS Patuxent River Fire and Emergency Services would like to remind personnel that the use of personal space heaters is prohibited at Pax River, Webster Outlying Field and Naval Recreation Center Solomons. Only government approved IAP-issued space heaters are permitted and the use of those heaters will be limited to only those spaces which do not have heating capabilities or where documented medical conditions require additional heat. All government issued heaters will meet the following requirements: • Shall be a metal oil filled radiant heater • Approved by a nationally recognized testing agency • Have adequate clearance from combustible material • Equipped with tip over (shut off) feature • Thermostatically controlled • Inspected for safe operation from the fire department and issued a permit • Plugged directly into wall outlet; no extension cords or surge protectors are to be used with heater To obtain a space heater, contact your building’s facilities coordinator. TRICARE pharmacy co-pays change Feb. 1 Courtesy of TRICARE

Military pharmacies and TRICARE Pharmacy Home Delivery will remain the lowest cost pharmacy option for TRICARE beneficiaries when some TRICARE pharmacy copays change in 2016. On Feb 1, 2016, most copays for prescription drugs at Home Delivery and retail network pharmacies will increase slightly. The 2016 National Defense Authorization Act (NDAA) requires TRICARE to change its prescription copays. All drugs at military pharmacies, and generic drugs through Home Delivery, are still available at no cost to beneficiaries. Copays for brand name drugs through Home Delivery increase from $16 to $20, for up to a 90-day supply. At retail pharmacies, generic drug copays go from $8 to $10, and brand name drug copays go from $20 to $24 dollars, for up to a 30-day supply. Copays for non-formulary drugs and for drugs at non-network pharmacies will also change. Beneficiaries can save up to $208 in 2016 for each brand name prescription drug they switch from retail pharmacy to Home Delivery. Home Delivery offers safe and convenient delivery of your prescription drugs right to your mailbox.
