Alan Tolley was selected as a National Society of Professional Engineers’ (NSPE) 2015 Federal Engineer of the Year Award (FEYA) Agency winner, Naval Surface Warfare Center Dahlgren Division (NSWCDD) announced Dec. 10. Tolley - one of three FEYA Agency winners representing Naval Sea Systems Command (NAVSEA) - will be honored at the FEYA Awards ceremony to be held at the National Press Club on Thursday, Feb. 26, 2015. The 2015 Federal Engineer of the Year Award - sponsored by the Professional Engineers in Government - honors engineers employed by a federal agency that employs at least 50 engineers worldwide. Candidates are nominated by their employing federal agency.

“I am truly honored to have been selected,” said Tolley, an NSWCDD employee detailed to the NAVSEA Program Executive Office for Integrated Warfare Systems (PEO IWS) as the Chief Radar Systems Engineer for Above Water Sensors. “I’ve had many opportunities to work with the best dedicated engineers and scientists in the field of radars, and the experience has made me a better radar engineer.” PEO IWS Above Water Sensors Technical Director Dr. Bradley Binder nominated Tolley for the FEYA award, citing the engineer’s outstanding vision, leadership, and personal contributions in the systems engineering of the Navy’s next generation of surface combatant radars and their combat system elements including the Dual Band Radar and Air Missile Defense Radar.

A ballistic missile target is launched from the Pacific Missile Range Facility towards a broad ocean area of the Pacific Ocean. Following target launch, the guided-missile cruiser USS Lake Erie (CG 70) detected and tracked the missile with its onboard AN/SPY-1 radar, developed a fire control solution and launched a SM-3 Block IB guided missile to engage the target. Dahlgren, Indian Head support families in need By Zack Shelby, NSASP Public Affairs Employees at Naval Support Facilities Dahlgren and Indian Head once again made the holidays bright for hundreds as they dropped off presents this week for families in need this holiday season.

Sailors and other volunteers helped load the gifts from sponsors’ vehicles onto a truck for more than an hour in the morning cold as the theater parking lot became an oversized turnstile for vehicles and presents. Employees at the two bases were in the giving mood this year, contributing more than 100

Thanksgiving baskets to military families in need, and supplying gifts to 264 people, including military and county families, for Christmas. CBIRF conducts joint Chemical Biological Incident Response exercise

Marines and Sailors with the Chemical Biological Incident Response Force, II Marine Expeditionary Force put their training to use during Exercise Sudden Response aboard Marine Corps Base Quantico on Friday, December 5. Exercise Sudden Response is Joint Task Force Civil Support exercise designed to challenge the combined forces with multiple scenarios, which could be encountered during a chemical, biological, radiological, nuclear, or high-yield explosive incident. CBIRF trained along with the U.S. Army’s 911th Technical Rescue Engineer Company; the 89th Chemical Company, 3rd Armored Cavalry Regiment; and the 720th Military Police Battalion. CBIRF is prepared to respond, with minimal warning, to any CBRNE event in order to assist local, state, or federal agencies and the geographic combatant commanders in the conduct of CBRNE response or consequence management operations.

NSASP presents fourth quarter Sailor, civilian employee awards By Zack Shelby NSASP Public Affairs Naval Support Activity South Potomac handed out its Sailor and civilian employee quarterly awards during a ceremony on Dec. 11 at the Mix House at Indian Head. As Cmdr. Christopher Zayatz, NSASP executive officer read the citations, Capt. Mary Feinberg, NSASP commanding officer, presented recipients with their awards. The following four Sailors earned the Navy and Marine Corps Achievement Medal. .Culinary Specialist 2nd Class Amanda Glover, for her professional achievement from October 2011 to September 2014 while serving as the Naval Support Facility Indian Head Galley leading petty officer .Mass Communication Specialist 1st Class Charles Ludwig, for his professional achievement from October 2011 to September 2014 while serving as the command climate specialist and military support operations leading petty officer .Culinary Specialist 3rd Class Tamika Lymon, for her professional achievement from October 2011 to September 2014 while

on the successes, changes and challenges that took place in 2014. “You’ve seen a complete change in leadership this year to include a new executive officer, command master chief as well as the loss of a senior civilian due to reorganization,” she said. In July, Feinberg became the new command-

ing officer for NSASP. “I couldn’t have asked for a better welcome,” she said. “You also said farewell to Captain Nette. The endearment I saw for Captain Nette was absolutely phenomenal. It seems as if I haven’t stopped going places and learning more each day. I truly enjoy working with all of you - taking care of two great bases and all that goes with it.” She said she knows 2014 hasn’t been without its challenges. “We continue to work each day with less manning and funding than we’d like,” Feinberg said. “But as usual, the South Potomac team rises above all and provides great service to all the tenant commands. Despite the change, you’ve stayed steady and made 2014 a

successful year.” She said she was happy to be attending her first command party. “The Mix House looks gorgeous,” Feinberg said. “I get why we’re here and really appreciate the festive atmosphere. I know that during this holiday season our two bases have provided more than 100 Thanksgiving baskets and are providing Christmas gifts to more than 260 people, both military and civilian to cover both sides of the river.” She said she’s proud of the great relationship with the local communities and is looking forward to continuing that stewardship into the future. “I thank you all so very much for being you - opening and welcoming to the new leadership and getting us all familiar with the great work that is done on board South Potomac on a daily basis,” Feinberg said. “I’m proud to be part of the team and I look forward to a happy and very successful 2015. Thank you again for all that you do.” Following the awards ceremony, NSASP enjoyed some food from the Indian Head galley, deserts brought in by fellow employees as well as a gift exchange as part of the organization’s annual holiday party.

Indian Head Joint Land Use Study Navy beats Army in blood drive! public forum scheduled for Jan. 15 Area residents are encouraged to participate in a public forum for the Indian Head Joint Land Use Study (JLUS), a cooperative land use planning effort, on Thursday, Jan. 15, 2015 from 6:30 pm to 8:30 pm at the Village Green Pavilion at 100 Walter Thomas Road, Indian Head. The Indian Head JLUS, in collaboration with Naval Support Facility (NSF) Indian Head, the Town of Indian Head, and Charles County, is investigating how changes in land use around the installation could affect the Navy’s mission, as well as how current and future operations at the base may impact the surrounding areas. “The community’s help is needed to identify impacts and find solutions,” says Project Manager Amy Blessinger, Charles County Department of Planning & Growth Management. “The public is a vital participant in the JLUS, and your concerns and recommendations will help shape the JLUS, ensuring it is responsive to your needs.” The public forum will present information on the JLUS process and give area residents an opportunity to share their thoughts on Navy operations and surrounding land use. Through the JLUS, the community and NSF Indian Head are working to identify potential conflicts and strategies to maintain compatibility between community development and

Navy missions. The study’s goal is to sustain the Navy mission while supporting continued economic and community growth, as well as protect the public’s health, safety, and welfare. Second Tour Thrift Store, a Dahlgren Officers’ Spouses Club volunteer-run organization, offers free uniforms (gently used) for active duty military members are always available on the porch. Store profits are donated back to the community in the form of scholarships for military families who have served at Naval Support Facility Dahlgren and support for local charities serving King George County. “Alan Tolley is the consummate engineer’s engineer - technically brilliant, completely devoted to his Navy and country, with an amazing work ethic,” said Capt. Douglas Small, Major Program Manager, Above Water Sensors (PEO IWS 2.0). “I trust and rely on him completely. Alan is the chief engineer of all surface Navy radars and he’s generally awesome!” The Federal Engineer of the Year is selected by a panel of judges established by National Society of Professional Engineers (NSPE) professional engineers in government who consider engineering achievements, education, continuing education, professional/technical society activities, NSPE membership, awards and honors, and civic and humanitarian activities. In the nomination, Binder recognized Tolley’s “key role in delivering vital warfare capabilities to the Fleet by shaping the radar community and sensor industrial base,” adding that the NSWCDD engi-

neer’s “efforts continue to enhance the U.S. Navy’s reputation for technical excellence in radar system engineering.” Tolley’s accomplishments include his leadership in the development of the Navy’s first Dual Band Radar that supports two different ship classes. His expertise led to his selection to the OPNAV Radar-Hull Study, which set the path forward for surface radars on the Navy’s next generation destroyer - the Arleigh Burke-class destroyer (DDG-51) Flight III. Moreover, he developed, shaped, and defended complex multi-mission and integration requirements and associated contracts for the Navy’s new next generation Air Missile Defense Radar sensor on the new DDG 51 Flight III. “I am truly blessed to be part of the surface Navy radar community’s efforts to provide radars that are key to the success of the U.S. Navy,” said Tolley.
