April 6, 2011 To: All UCLA Staff and Faculty Re: Proposed FY 2011-12 and Estimated 2012-13 Parking Fees It was announced to the campus last April that, due to the fiscal climate, there would be a delay in the previously planned parking fee increase for staff, faculty, and student parking permits and full-time vanpool fares until January 2011. Despite the delay in the planned parking fee increase (which was originally slated for July 2009), the parking system absorbed increasing costs for alternative transportation support, increased campus allocations, and a significant outlay for much needed seismic and structural repairs to parking facilities. This was accomplished in part through significant expense savings from the deferral of vehicle and equipment replacements, other operating cost reductions, and the deferral of all but the most critical major maintenance. While we recognize that staff, faculty, and students continue to face unusual fiscal challenges, a parking fee increase is needed in January 2012 in order to maintain the financial health of the parking system. The increase is needed due to the increases in benefits costs associated with higher UCRP employer contributions and employer paid medical premiums; increased bus pass subsidy costs due to recent hikes in the costs charged to UCLA by public transit providers, combined with a growth in transit ridership as more UCLA staff, faculty, and students realize the benefits of this cost-effective and sustainable transportation mode; and increases in other parking system costs, including further structural repairs to parking facilities. However, due to aggressive expense management, the proposed increase will be smaller than the estimated increase for January 2012 announced last April. As part of our ongoing commitment to promote alternative transportation, on February 10, 2011, UCLA Transportation launched Bruin Commuter Park (BCP). BCP replaced the RideCard program for those who utilize alternative transportation to commute to campus. BCP allows faculty and staff alternative mode commuters who present their valid University ID (BruinCard) to a parking kiosk attendant to purchase up to 40 daily parking permits (per fiscal year) for the discounted price of $5 per day, half the cost of a regular daily parking permit. Proposed fee changes for FY 2011-12 and the estimated increases for FY 2012-13 are shown below. The proposed parking fees would be implemented January 1, 2012, for all staff and faculty except for those individuals for whom the University is engaged in collective bargaining negotiations; as to those individuals, implementation of parking fees will be made pursuant to the final agreements negotiated between the University and the applicable bargaining unit. UCLA encourages and supports all forms of ridesharing because doing so enhances the quality of life for UCLA students, staff, and faculty, as well as the community, and is critical in the campus’ effort to reduce traffic, improve the environment, and facilitate compliance with regulatory requirements. The campus has been very successful in transportation demand management, with the result that campus generated traffic is at its lowest level since 1990, critical to the quality of life of the UCLA community. In addition to reduced fee carpool permits, UCLA supports vanpooling and the BruinBus, as well as transit pass subsidy programs on six different regional transit services: Santa Monica Big Blue Bus, Culver CityBus, Metro (MTA), LADOT Commuter Express, City of Santa Clarita Transit, and Antelope Valley Transit Authority. Our goal is to provide the campus community with a broad range of services at competitive prices. Effective January 1, 2012, a small increase in the monthly fare for vanpool participants is also planned. Information related to proposed vanpool fares will be mailed to current vanpool participants in the near future. As part of the formal consultation process, we are meeting with the Academic Senate Faculty Welfare Committee, Student Government, and the Staff Assembly Board to solicit their input and discuss our proposal.
