Rouse Caffey Rice Research Station Field Day in Rayne, La., which involves comparing Normalized Difference Vegetative Index (NDVI) readings obtained from a handheld GreenSeeker sensor versus gathering that data from an unmanned aerial vehicle (UAV) to estimate rice grain yield potential. To accurately estimate the midseason nitrogen rates in rice and produce a working predictive algorithm, Coker had to know three things: (1) The rice variety‘s yield potential; (2) Response Index; and (3) Rice response to nitrogen fertilization. NDVI is the accepted indicator of yield potential in rice, and until now, the GreenSeeker has been the most commonly used sensor technology to gather that data. ―It would obviously be more efficient if researchers, consultants, and/or farmers could obtain this information by using a UAV rather than by having to trudge through a flooded rice field in the heat of the day with a hand-held sensor,‖ says Coker. ―If I can illustrate the potential to accurately map a rice field‘s variability with a UAV, that will go a long way toward obtaining midseason nitrogen application recommendations more expeditiously.‖ At the very least Coker hopes this specific project will be a stepping stone to determining nitrogen rates on a full-scale field level via a UAV, compared to single point-to-point readings taken from handheld sensors.

Variables have the potential to impact any research, and Coker‘s research is no different. The UAV-mounted sensor depends on a passive light source — the sun, which varies in its angle of incident light (reflected light), cloud cover, and light intensity. The camera she uses on the UAV is equipped with a ―normalizing sunshine sensor‖ to stabilize the sunlight so readings will be more consistent. NDVI measurements were taken between panicle initiation and panicle differentiation at two separate locations in 2017 and 2018. ―I accumulated more data this year than last, and I‘m hoping to show improved accuracy from the UAV,‖ adds Coker. ―If I can prove this is a reliable method of gauging nitrogen needs in rice, it will save growers money from overapplying fertilizer while allowing them to make more timely decisions.‖ Coker is currently an understudy for Dr. Dustin Harrell, Agronomy and Environmental Management, at the LSU AgCenter. ―As technology in agriculture continues to evolve and improve, we will need a generation of researchers that not only know how to utilize these technologies to gather field data, but more importantly, how to interpret that data and derive pertinent agronomic recommendations based on it,‖ says Harrell. ―That is an area where Anna excels.‖ Down the Road Coker plans to continue her education and hopes to pursue her doctorate after receiving her master‘s degree. ―I believe obtaining all the education I can will increase my confidence and ability to handle whatever I face in the future as I continue my career in agriculture,‖ adds Coker. ―I‘m not sure what career path I will take in agriculture, but I want to be prepared for it.‖ Like so many people involved in agriculture, Coker has witnessed the lack of knowledge or appreciation people outside of agriculture have about how their food and fiber are produced. Most of her family reside in the same Stuttgart neighborhood, and live within walking distance of each other. While she has been at college, Coker has missed the family togetherness. Her father farms around 6,500 acres of corn, soybeans, and rice. Her family also manages Dry Lake Hunting Service, a commercial duck hunting operation outside of Stuttgart — the selfproclaimed rice and duck hunting capital of the world. But farmers in China are now benefitting from laboratory and field studies …. that used nuclear techniques to determine the best rice varieties and the best fertilizer regimes for increasing second harvest yields, often resulting in second harvests as large as the first – meaning the farmers who ratoon correctly are doubling their yields – and their income.[Scientists] began working on improving the outcome of rice ratooning – also called ―stubble cropping‖ – in China‘s Fujian Province in 2012. ISLAMABAD: A group of Chinese hybrid rice experts would be arriving in Pakistan next month (in September) to impart training to Pakistani scientists for the promotion and development of hybrid seed verities across the crop sowing areas of the country to boost local output. In first phase a batch of 40 scientists selected all across the country would be trained to promote and develop the hybrid rice production technology in the country, said Member Plant Science of the Pakistan Agriculture Research Council (PARC) Dr Muhammad Yousuf. In an interview with state-run wire service, he said that Pakistan and Chinese Government had signed a memorandum of understanding for the promotion of hybrid rice verities in Pakistan as well as capacity building of local scientists in field of hybrid rice. Under the agreement, he said that 28 scientists all across the country were selected for the training programme and they had completed their training form China and now they were extending their services for the promotion and development of hybrid rice seed in the country. He said that hybrid rice cultivation across the crop sowing areas during current season had registered significant increase and it is expected that the trend of hybrid rice seed would gain momentum during the next season.

LOUIS, MO -- USA Rice, Ducks Unlimited, USDA's Natural Resources Conservation Service (NRCS), and financial partners came together here this week to celebrate the Rice Stewardship Partnership's first five years and set goals for the next five years. The Partnership was formed in 2013 when USA Rice and Ducks Unlimited joined forces to magnify conservation impacts vital to the future of rice production and wetland habitat, and it has grown significantly with new partners and supporters. The program kicked off with greetings from Nestlé Purina's Vice President of Government Relations Bill Salzman and Senior Manager of Sustainability Diane Herndon. Pet food giant Nestlé Purina recently became a Stewardship program partner, committing $2 million over the next four years to support the programs. Dale Hall, CEO of Ducks Unlimited, and USA Rice President & CEO Betsy Ward then shared some of the Partnership's top accomplishments of the past five years including creating a field team of more than 20 knowledgeable and dedicated staff serving rice producers around the country, and spreading conservation financial assistance to more than 1,000 farms covering more than three quarters of a million acres through 2023. "Farmers are good stewards of the land, and we need to ensure conservation practices are economically sustainable for them," said Hall. "Collectively, Regional Conservation Partnership Program (RCPP) awards have, or will soon, provide a total of more than $85 million in financial assistance for conserving water and wildlife resources in rice country. Because of the tremendous leadership by NRCS and the support we received through RCPP, rice growers across the United States are maintaining critical habitat for millions of migratory birds."

Rice policy DEMAND AND SUPPLY - Boo Chanco (The Philippine Star) - August 3, 2018 - 12:00am Albert Einstein supposedly defined insanity as doing the same thing over and over again and expecting different results. This is exactly what we had been doing for decades by restricting importation of rice to supposedly protect farmers, who, however, remained poor as ever. Not only that… rice consumers end up paying for rather expensive rice… fueling labor discontent and making our labor cost more expensive than in neighboring countries. That‘s what you call getting the worst of both worlds. President Duterte promised change, but change is slow to get here. It is getting mired in the morass created by vested interests in and out of government. But there is a better than even chance that change in government‘s rice policy is about to happen. Political noise generated by unexpectedly high inflation numbers is making the national leadership realize that change is urgently needed. It helps a lot too that the economic managers are for it. Newly installed House Speaker Gloria Macapagal Arroyo, an economist, promised to prioritize it. It is an obvious step to take to help relieve political pressure over rising food prices, specially for rice. For a while, it seemed President Duterte sided with the leadership of NFA. That‘s one government agency perceived to have been captured by vested interests. NFA also has a reputation for corruption. Decent policy makers were shocked when the President relieved Cabinet Secretary Leoncio Evasco Jr. as chairman of the NFA Board instead of the administrator of the NFA. Noted for his clean record as a public servant, Evasco favored lifting the quantitative restriction on rice imports and ending the import monopoly of the NFA. This is the exact prescription of government economists and the President‘s economic managers. The DOF asserts a 35 percent import tariff on rice in lieu of restricting rice import volumes would encourage private traders to bring the staple into the country, allowing cheaper rice to enter the domestic market. Reduced rice prices would benefit poor households which spend at least 20 percent of their budget on rice, the DOF said, citing studies done by the National Economic and Development Authority (NEDA).

Farmers can be given more direct support from funds to be raised by the 35 per cent tariff on rice imports. According to results of a simulation conducted by Roehlano Briones and Lovely Ann Tolin of the Philippine Institute of Development Studies (PIDS), the retail price of rice will drop by as much as P6.97 per kilogram. The study was done in 2015 when rice was retailing at P32 per kilo. The cost savings for consumers should be much more today with the retail price at P42 per kilo. But the farmgate price of palay (unhusked rice) will go down by as much as P4.56 per kilogram which translates to a decline of income of P18,240 per hectare for the average rice farmer. Rice farmers who cannot compete with the imported rice will have to plant some other crops for their livelihood. Dr. Emil Q. Javier, an internationally recognized agriculture expert, has called for a drastic shift of policy from rice self-sufficiency to raising farmers‘ income as the primary objective. Rice self-sufficiency, Dr Javier said, while physically attainable, does not address the larger more pervasive problem of poverty in the countryside. ―Better that we divert the not-so productive rice areas into other higher value crops (crop diversification and multiple cropping). We will produce less rice, but the additional gross value added from other crops will more than make up for the rice shortfall.‖ Dr. Javier pointed out that local cost of producing palay is P13 per kilogram. We have to bring it down to P8-to P9 per kilogram to be able to compete with imports. We need to increase yields to six or even 10 tons per hectare, which can be achieved with hybrids to improve productivity. Rainfed lowland and upland rice fields whose yields are low are better diverted into other higher value crops like vegetables, fruits, legumes and even ornamentals and herbal crops, Dr. Javier suggested. ―Provided markets are assured for other crops, diversified farms may turn out to be more profitable than double-cropped irrigated rice farms.‖ Dr. Javier knows what he speaks of. He had directed work in Taiwan on vegetable research and development that brought about Taiwan‘s successful vegetable export industry.But because crop diversification will take years to successfully install and their benefits felt, displaced rice farmers should be helped to adjust to the new market regime.Dr. Javier observed that ―the conventional approaches of market support, government procurement, fertilizer and seed subsidies and, provision of farm equipment are costly, wasteful, and prone to corruption (i.e. over pricing, ghost deliveries, ghost farmers)…

Researchers will use the greenhouse to breed hybrid and conventional rice that is more tolerant to those conditions. Researchers will be able to control the temperature, light intensity, humidity, carbon dioxide levels, the length of day and other variables. The project will take five years to complete and is sponsored by the ARRP. Dry conditions this growing season have hampered rice growing efforts. High daytime temperatures coupled with consistently higher than normal night temperatures have made this season difficult, he added. ―If we don‘t see more rain soon, we will absolutely see growers who run out of water and are not able to maintain enough moisture to maximize yield. We‘re running through that at a very rapid pace.‖ he said. ―The biggest point is not actually the daytime temperatures, but the nighttime temperatures that don‘t allow the plants to adequately cool themselves.‖ Researchers discovered in 2010 that rice becomes more ―chalky‖ or brittle when nighttime temperatures are higher, said University of Arkansas Division of Agriculture assistant professor Eshan Shakiba. Rice seeds are mostly composed of starch. When night temperatures rise during seed filling development, chalk occurs. Chalk is loosely packed starch granules and the air space between them. The study will use 72 different rice cultivars and three different planting dates in two separate stages, phenotyping, or judging the different cultivars based on physical attributes, and genotyping, or observing the genetic makeup. The data collected from the genotyping will be used for breeding programs. ―After phenotyping we will conduct an extensive genotypic study through advanced genetic approaches to identify genetic sources of tolerance to high nighttime temperature stress,‖ Shakiba said. ―For genotyping we will be using advanced molecular technology. We will develop molecular markers that link to the genes associated with tolerance to high nighttime temperatures. These markers will be used as marker assisted selection in breeding programs for identification of progeny lines possessing these desirable genes.‖ Rice farmers won‘t see any relief in the coming days. Scientists have developed a form of genetically modified rice that could help prevent the spread of HIV. In a recent journal article published in the Proceedings of the National Academy of Sciences, researchers explained how they modified the strain to rice so that it can now produce HIV-neutralizing proteins. The news is the latest novel way to deal with the devastating widespread disease. Despite massive leaps forward in knowledge and prevention methods, there are still about 37 million people living with HIV around the world.
One in 25 African adults affected by HIV According to to the World Health Organization, thatâ&#x20AC;&#x2DC;s about 0.8 percent of adults between 15 and 49 years old. Africa has the largest population of people living with HIV, about one in

twenty-five adults are affected by the illness. In 2017 alone more than, 900,000 people died from HIV-related illnesses. For many economic and political reasons, HIV treatment has become more widely available in the West. In the US, known cases of HIV infections dropped from 135,000 in 1985 to 50,000 in 2010, according to the Centers for Disease Control and Prevention. This dramatic reduction in the disease is achieved through a combination of better education about the spread of the disease as well as the development of oral HIV medication. However many of these medicines are not available in developing countries so scientists are looking for other ways to help reduce the disease. The modified rice produces two types of proteins and one kind of antibody that can bind to HIV viruses. Once the rice is grown its seeds can be processed on-site to make a topical cream containing the proteins.
Rice cream can be applied directly to skin The cream can then be applied to the skin to allow the proteins to enter the body.
The researchers say the cost of making the cream is really low and that they hope people living in affected areas can grow the rice, make the paste and apply it themselves. While the idea is an exciting breakthrough in helping reduce the number of HIV infections, the scientists still have a lengthy testing process to do to ensure that the genetically modified rice doesnâ&#x20AC;&#x2DC;t pass on any harmful side effects to humans.

The agriculture chief, however, said such may not immediately lead to lower rice prices.THE national government must spend P20 billion to roll out interventions that will help rice farmers cope with the scrapping of the quantitative restriction (QR) on rice if it wants the price of the staple to drop by P7 per kilogram (kg). Agriculture Secretary Emmanuel F. PiĂąol also said the decline in prices will not happen immediately after the QR on rice is replaced with tariffs. The Department of Finance projected in December that the price of the staple will go down by P7 per kg if the import quota is replaced with a 35-percent tariff.

―[The decline in prices] may happen in three to four years; maybe at the end of the term of the President,‖ Piñol told reporters at the sidelines of the Department of Agriculture‘s (DA) budget hearing at the House of Representatives on Thursday. ―[This will happen] provided that all the tariffs collected from rice imports will go to the rice sector,‖ he added. Bills that would amend Republic Act (RA) 8178 and convert the country‘s rice QR into tariffs prescribe the set up of a rice competitiveness enhancement fund. The RCEF will consist of all the tariffs collected from rice imports and would be earmarked for the development of the rice sector. Based on their estimates, Piñol said the RCEF would amount to around P21.6 billion annually, based on an import volume of 2 million metric tons (MMT) at an average quotation of $500 per metric ton. ―If that happens, then our farmers will be able to improve their productivity, increase their production and lower their cost of production. In the process, we will be able to compete with imported rice being brought into the country,‖ he said. ―And in that process, we will realize the statement of the President that the price of rice in the market would go down by P7 [per kg]. What the President announced would only be felt when all the support to the rice industry has been delivered,‖ Piñol added. Amending RA 8178 The agriculture chief also said he supports the amendment proposed by Albay First Representative Edcel Lagman to House Bill (HB) 7735, or the Revised Agricultural Tariffication Act. The bill seeks to amend RA 8178 to remove the QR on rice and replace it with tariffs. ―It puts an unequivocal and clear statement in the law that the tariffs collected from rice imports would automatically go to the RCEF. It will assure that the rice industry could stand up an inundation of imported rice,‖ Piñol said.

( MISSOURI RICE RESEARCH AND MERCHANDISING COUNCIL ) Rice irrigation in the south has historically been achieved using levees or dikes, which are built new each year to hold a shallow flood across fields. Gates are installed in each levee to regulate the depth of the flood and allow irrigation water to cascade from one paddy to another in the field. This method is still used on most of the rice acres in the South. A few growers in the Mississippi Delta region began furrow irrigating rice as early as the 1990s. In the last three to five years, furrow-irrigated rice has been adopted by many growers throughout the rice growing area of the Mississippi Delta.
A Common Misconception Rice can only be grown in standing water, right? Wrong! Rice does need moisture to grow, just like the rest of our crops. The big difference is that rice will grow in a flooded environment whereas corn, soybean, wheat and cotton will not. The main purpose of flooding rice is for the weed control it provides. If weeds are controlled prior to flood, most grass and broadleaf weeds will not be able to germinate and emerge through the flood water.

Methodology If you have ever driven through the Mississippi Delta in the summer, youâ&#x20AC;&#x2DC;ve seen a rice field. The number of levees and whether they are straight or curved all depends on the slope of the field. Some will have levees so close together you canâ&#x20AC;&#x2DC;t fit a combine header between them. The time, labor, and equipment required to build and maintain levees each year makes furrowirrigated rice an attractive option. Prior to planting, beds are constructed with the same equipment used for other furrow-irrigated crops. Rice is planted with a grain drill and pest management is conducted in much the same way as conventionally grown rice. Irrigation frequency is typically every two to five days depending on soil type, slope and irrigation pump output, among other factors. Most growers will build a levee at the lower end of the field, or they will use a road or other land structure to capture and hold the water on the bottom of the field. This results in the bottom third of the field being permanently flooded throughout the growing season.
Risks and Benefits The clearest benefit of furrow-irrigated rice is increased efficiency in planting, irrigation and harvest. Rice can often be no-tilled on beds from the previous yearâ&#x20AC;&#x2DC;s crop. Fields left bedded will dry out quicker in the spring, allowing for more planting days between precipitation events. Less labor is required to irrigate furrow rice in a timely manner, allowing more land to be used for rice production. Arguably the greatest benefit of this production method is harvest efficiency. Furrow-irrigated rice harvests like a wheat field, compared to having to harvest each paddy individually. Also, the fields can be re-bedded and left until spring, with corn or soybean notilled into the old rice beds. Generally, there is not appreciable water savings compared to permanent flood, although this is not the case in all fields. More support equipment would likely be needed to keep up at harvest. Nitrogen deficiency and reduced yields on the top third of fields can be an issue due to leaching where the soil is intermittently wet and dry but never flooded. Weed control can be a challenge without the permanent flood to aid suppression of weeds. Unfortunately, some crop insurance companies refuse or are hesitant to insure furrow-irrigated rice. Future of Furrow-Irrigated Rice Furrow irrigation is not the answer for all rice fields. There will always be fields where permanent flood will be the preferred irrigation method. Research is being conducted across the Mississippi Delta to determine which of our current varieties and hybrids are better suited to this production method. During the budget deliberations of the House appropriations committee on the DA‘s proposed PHP49.8-billion budget for 2019, Piñol said the duties collected from importing the food staple under the proposed tariffication bill shall be channeled to the rice competitiveness enhancement fund (RCEF), which is meant to increase farmers‘ productivity by providing necessary support services. ―We just urge Congress to make sure that the tariffs collected from the imported rice should go to RCEF, because as I‘ve said earlier kung mabibigyan po tayo ng enough funds for the rice industry at mabigyan natin ng magandang binhi ang ating mga magasasaka, magi-improve yung ating ani (if the rice industry would be given enough funds, and we provide good seeds to our farmers, then they could improve their crop yields),‖ Piñol said.

―We will be able to provide free seeds, free fertilizer and subsidize machine and equipment needed by our farmers,‖ he added. He said the rice tariffication bill, which President Rodrigo R. Edcel Lagman said the bill should be amended by ensuring that all proceeds from the said fund shall be released automatically by the Department of Budget and Management on a periodic basis. The bill seeks to put in place safety nets for Filipino rice producers and rice consumers by imposing tariffs in lieu of quantitative restrictions on rice imports. The RCEF shall be allocated and disbursed as follows: 20 percent of the fund will be set aside for a rice endowment fund; 20 percent as credit subsidy or grants for purposes of increasing rice farms modernization, mechanization, and production efficiency; 20 percent for rice crop finance; 20 percent for postharvest facilities, logistics, storage, transportation facilities, and infrastructure projects; 10 percent for rice scholarships and vocational education; and 10 percent for research and development. Under the bill, the country‘s minimum access volume (MAV) for rice will revert to its 2012 level of 350,000 metric tons (MT) as indicated in the Philippines‘ commitment to the World Trade Organization (WTO), from the current 805,000 MT.The bill proposes to set the bound tariff rate at 35 percent for imported rice originating from member-states of the Association of Southeast Asian Nations (ASEAN) region, aligned with the ASEAN Trade in Goods Agreement (ATIGA), regardless of volume. It also proposes to impose a most-favored nation (MFN) tariff rate of 40 percent for in-quota rice imports from non-ASEAN WTO member countries, while a 180 percent MFN tariff rate shall be imposed for volumes imported outside the MAV. This was revealed July 31, 2018, during a meeting gathering various actors of the sector.On this occasion, the actors set output target for 2018 at 232,750 Mt, including 139,650 Mt of milled rice. China.Cody Hiland, United States Attorney for the Eastern District of Arkansas, and Diane Upchurch, Special Agent in Charge of the FBI‘s Little Rock Field Office, announced the indictment of Liu Xuejun, 49, and Sun Yue, 36, both of China, for conspiracy to steal trade secrets and conspiracy to commit interstate transportation of stolen property. A federal grand jury returned an indictment against Liu and Sun on Friday for their involvement in the theft of rice seeds designed for use in the medical field. The rice seeds were developed by a company called Ventria Bioscience, which used technology to create rice seeds that contained certain proteins. These proteins could then be removed from the rice and used in medicines and pharmaceutical products. Ventria, which is headquartered in Colorado and has a rice production facility in Kansas, has invested approximately $75 million in developing the intellectual property behind these rice seeds. "These rice seeds may be small, but the research and investment that went into the science that made them possible is of great value," Hiland said. "We remain vigilant in our efforts at protecting both intellectual and real property from theft by other nations, and it is our intention to present our case to an Arkansas jury based on the crimes alleged in the indictment." Liu and Sun visited the United States in 2013. At that time, they both worked at the Crops Research Institute in Tianjin, China. Liu was a professor, and Sun was a research associate. They came to the United States to visit several rice research and production facilities, and their visit included a stop at the Dale Bumpers National Rice Research Center in Stuttgart. Their trip was organized by Weiqiang Zhang, who was a rice breeder at Ventria in Kansas, and Wengui Yan, who worked at the Dale Bumpers Rice Research Center in Stuttgart. When Liu and Sun ended their trip, they flew to Honolulu, Hawaii, on their way back to China. At the Honolulu airport, U.S. Customs and Border Protection found stolen rice seeds in Liu and Sun‘s luggage, including seeds from the Dale Bumpers National Rice Research Center as well as seeds from the Ventria rice production facility in Kansas. "Today‘s indictment of Liu and Sun should not go unnoticed by those who seek to steal our trade secrets and technology," FBI SAC Upchurch said. "This type of crime is consistent with China‘s social and economic five-year plan to modernize their seed industry. We appreciate the efforts of the United States Attorney‘s Office and together we will remain steadfast in protecting the United States‘ intellectual property." The two rice researchers who helped organize Liu and Sun‘s trip to the United States were convicted of their involvement in the scheme in a connected case in the District of Kansas (see link to press release below). Zhang, 47, was convicted at trial and sentenced to 10 years‘ imprisonment. Yan, 63, who worked in Stuttgart, pleaded guilty and was sentenced to one year in prison. A violation of conspiracy to commit theft of trade secrets, under Title 18, United States Code, Section 1832, carries a maximum penalty of not more than 10 years‘ imprisonment, not more than a $250,000 fine, and not more than three years of supervised release. Representatives of the Missouri Rice Research and Merchandising Council and Southeast Missouri State University recently traveled to Egypt to discuss the potential for shipping Missouri paddy rice to Egypt and collaborating on rice breeding and agronomic rice research with the Egyptian Ministry of Agriculture. ―Egypt is the gateway to Africa and the Middle East,‖ said Dr. Mike Aide, professor of agriculture at Southeast Missouri State University. He says Egypt grows rice, but with a population of 100 million and with one million births every 10 months, the country cannot meet their demand. But because southeast Missouri is a major producer of medium grain rice, which Egypt prefers, this region could help shore up that need.

Aide and Greg Yielding, Missouri representative for the U.S. Rice Producers Association, met with the chief executive officer of the Muffaddal Group, representing Egyptian grain traders and processors; an official with the Fresh Fruit Co. Egypt LTD who also serves as an Agriculture Export Council board member; and Al Walily and Unicom Group, grain traders and processors. These discussions focused on the potential for Egypt to import Missouri paddy rice for local milling that subsequently could be shipped across Egypt and re-exported as polished rice to Sudan, Libya, Syria, Lebanon and Iraq. Yielding and Aide also met with USDA Foreign Agriculture Service officials at the U.S. Embassy to review these meetings and outline future plans. While at the Embassy, the two also met with the general manager of ADM-Germany and the chief executive officer of Egypt‘s Mitchell Shipping Company. The trip, funded by the Missouri Rice Research and Merchandising Council, also included meetings with grain traders and processors, and visits to rice production fields and processing facilities. A meeting with the president and director of the Egyptian Agriculture Research Center, the deputy director of Field Crop Research and the director of the Field Crop Research Institute resulted in conversations to possibly explore in the future the drafting of a memorandum of understanding between the Egyptian Agriculture Research Center and the Missouri Rice Research and Merchandising Council to support a sustainable program of collaborative research involving rice breeding, salinity abatement, furrow irrigated rice and other agronomic studies. If this opportunity would mature, the USDA Foreign Agriculture Service would assist in identifying funding programs and coordinating these efforts, Aide said.

CHANDIGARH: Amid tightening food safety regulations overseas, rice millers are offering cash incentives to Basmati growers in a bid to wean them away from using pesticides. Farmers are being promised Rs 500 more per quintal of paddy for not using pesticides and fungicides that do not confirm to latest global specifications, and also for limiting dosages of others, traders told ET. The incentive is expected to double for farmers in Jammu as harvest period draws closer. Indian rice exporters are worried that Europe‘s stringent norms on pesticide residue levels, and the likelihood of similar standards being adopted by Saudi Arabia, will hit exports of basmati if farmers fail to conform. As per a recent circular issued to exporters by the Saudi Food and Drug Authority (SAUDA), the pesticide residue levels have been restricted by 90%. ―It is not feasible to meet European specifications in exports to Saudi Arabia as exports to the continent are currently restricted to brown PUSA, whereas varieties in demand in the Gulf country are different,‖ said Sanjiva Rishi, head marketing at Kohinoor Foods. The Gulf nation is warranting certification from exporters about compliance of MRL guidelines on shipments. ―There is possibility of shipments getting cancelled till the matter is resolved with the Saudi authorities,‖ an official at APEDA said. Akshay Gupta, head of exports at KRBL, said, ―Export of rice is already down to Europe and the US due to stringent residue norms and a hurdle in export to Saudi Arabia will affect basmati exports hard. The new norms from Saudi Arabia have come as a surprise as no timeframe has been extended for implementation.‖ Rice millers are seeking deals with farmers in Jammu where use of pesticides is low. ―The production of rice is around 2 lakh tonnes in the district, but export demand for Europe and Saudi Arabia is over 1 million tonnes,‖ an exporter said. Where pesticide usage is less, millers are promising higher procurement price in advance. ―It is necessary as most of the basmati farmers have small landholdings and they cannot afford crop failure due to attack by pests,‖ said Tejinder Singh, general manager at Supple Tek Industries. Indian authorities are already in talks with Saudi officials to resolve the matter favourably for the current season. Saudi Arabia buys on average about a fifth of the over 4 million tonnes of basmati rice exported from India. Rice export to the US and Europe has taken a hit in recent years after the maximum residue levels were reduced. With the export season set to start by October, exporters are seeking clarity over the new specifications, as most are unsure about how strictly the norms will be implemented. ―It is not clear as when the circular will come into effect,‖ Rishi said. Punjab‘s agriculture department has urged pesticide dealers and farmers to not use pesticides and fungicides that can leave higher residue. ―Rice millers and agriculture officials are reaching out to farmers through announcements, through Gurudwaras, pamphlets and public meetings,‖ an official in Amritsar said .
