They will be exposed to newer farming methods Eight women farmers have been selected to visit the International Rice Research Institute (IRRI) in the Philippines to learn about new rice farming techniques, as part of an initiative by the Department of Biotechnology (DBT), a Science Ministry body, to raise the profile of women farmers.

―Women farmers are an extremely significant contributor to the agricultural economy and yet aren’t adequately recognised,‖ said Dr. Shailja Gupta, a senior official in the DBT. The eight women farmers were whittled down from a set of 35 farmers who were selected for a workshop at the IRRI’s centre in Bhubaneshwar. At the forthcoming workshop in the Philippines from 6-10 August, 2018, the women are expected to be exposed to ―advanced farming experiences and technological advancements.‖ The women who will make it to the Philippines span five States: Uttarakhand, Assam, Karnataka, Andhra Pradesh and West Bengal. During the workshop in India, the women were taught about crop planning, stages of rice cultivation, pest and weed management, use of crop calendar, land selection, crop monitoring, post-harvest management and seed management. According to the Census 2011, 55% of women workers were agricultural labourers and 24% were cultivators. However, only 12.8% of the operational holdings were owned by women, and 25% this land belonged to the ―marginal and small holdings categories.‖ The Economic Survey 2017-18 recommended a number of steps to acknowledge the ―feminisation‖ of Indian agriculture. Navigating the EU tariff regime U.S.-EU Trade Rapprochement - Anything There for Rice? By Michael Klein

WASHINGTON, DC -- Increasingly tense trade talk from both sides of the Atlantic took a sharp turn last week following a meeting here between President Donald Trump and EU Commission President Jean-Claude Junker. The two issued a joint statement following their July 25 meeting agreeing, among other things, "...to work together toward zero tariffs, zero non-tariff barriers, and zero subsidies on non-auto industrial goods." The agreement put a halt for now to an escalation of retaliatory tariffs from both sides stemming from U.S. import duties on steel and aluminum, and threatened duties on car imports.

"Last week's statement is good news for both parties as the focus shifts to the negotiating table," said Bobby Hanks, chairman of the USA Rice International Trade Policy Committee and a Louisiana rice miller. "What's lacking is any mention of agriculture and the need to remove serious market access barriers for rice. Europe was once a 300,000 metric ton market for the U.S., but that's dropped to around 55,000 tons and the EU's discriminatory import duties on rice keep us at this low level. We were hit again on June 20 when the EU imposed an additional 25 percent duty on imports of U.S. milled and broken rice in response to U.S. actions on steel and aluminum."

The bottom dropped out of the EU market for U.S. exporters following the Liberty Link contamination of 2006 and the resulting EU regulatory overreach that allowed competitors to displace U.S. rice. By the time the dust settled and EU consumers were again ready to consider U.S. rice, U.S. exporters faced a market increasingly dominated by milled rice imports, rising competition from duty-free rice from least developed countries under the EU's Everything But Arms trade concession, and prohibitively high duties on U.S. milled rice.

"The EU's rice tariffs are a maze of concessions based on country of origin and different rice types and forms, and access ranges from zero-duty tariff rate quotas to duties as high as $206 per ton for milled rice," said USA Rice COO Bob Cummings. "Apart from a duty-free TRQ for about 38,000 tons for milled rice, any rice shipped to the EU pays either a $258 per-ton duty for milled rice that includes the extra 25 percent retaliation, or a smaller duty on brown rice. Demand for brown rice is much reduced, so we are competing with a heavy handicap and it's very hard to make any headway."

"We appreciate President Trump's commitment to better trade with the EU. USA Rice has been working for years to improve our situation in Europe, but the EU has held fast against any accommodation," said Hanks. "We look to the Trump Administration to make progress, and to include a full discussion of the EU's discriminatory and distorting import duties on rice in any trade negotiation. The U.S. has one of the most open rice import markets of any major rice producer and exporter and we call for the same treatment in the EU."

July 30, 2018 President Rodrigo Duterte’s call on Congress to pass the Rice Tariffication bill in compliance with our commitments to the World Trade Organization (WTO) will help moderate the inflation rate and encourage the agriculture sector to become more competitive. Rice accounts for a big part of the inflation basket of goods and services. It is also one of the biggest expenditure items among average Filipino households. The proposal is to lift the quantitative restriction on rice imports, as we committed to the WTO, and replace it with a 35-percent tariff rate or higher that will allow the private traders to import the commodity from other riceproducing countries to augment domestic supply. The tightness in domestic supply is what is causing prices to soar in the past two years. This will also help abolish the rice cartels that dictate the domestic prices of the staple, and remove from the state-run National Food Authority the monopoly of rice supply. President Duterte himself warned against ―rice hoarders, cartels and their protectors‖ who were causing artificial shortage of rice to cause prices to go up. I believe prices, especially those of rice, will start to come down after the government imported more rice. A stable and adequate supply of rice, without a single entity controlling it, is seen resulting in more affordable prices, which would be beneficial to Filipino consumers, according to government agencies. The bill will amend Republic Act (RA) No. 8178 or the Agricultural Tariffication Act of 1996. ―We need to switch from the current quota system in importing rice to a tariff system where rice can be imported freely,‖ President Duterte said in his State-of-the-Nation Address, as he asked Congress to prioritize the urgent reform measure. National Economic and Development Authority (Neda) Director-General Ernesto Pernia said the Rice Tarrification bill will make our agriculture sector more competitive in the long term. He

said that in the short term, the headline inflation rate would go down by one percentage point if the domestic wholesale rice market matches the level of imported rice. In its own estimate, the Bangko Sentral ng Pilipinas claimed that allowing cheap rice imports with tariffs would ease inflation rate by 0.4 percentage point. However, opening the domestic rice market to imports will naturally affect the livelihood of millions of Filipino rice farmers. Many subsistent rice farmers lack the capital to buy mechanized farm tools, procure hybrid seeds or apply fertilizers and pesticides. They are at the mercy of traders who buy their produce below market rates, and the farmers are forced to bite the predatory rates charged by loan sharks. Rice is also very dependent on rain. Farms that are not connected to irrigation systems could only produce rice once a year, instead of the three harvest periods made possible by modern techniques. This means more irrigation systems are needed to expand the countryâ&#x20AC;&#x2122;s rice production areas. A farmer who harvests rice only once a year from a one-hectare plot that is not connected to an irrigation system and who lacks access to mechanized farming techniques will find it hard to earn enough for his familyâ&#x20AC;&#x2122;s daily needs. What if a typhoon hits the farm during the harvest season? In low-rice productivity areas and places where irrigation is absent, it would be more prudent for farmers to switch to more financially rewarding crops such as coffee, cacao, peanut, corn, fruits and vegetables. Forcing the Filipino farmers to become more competitive and bringing down the prices of their harvest to the levels of Vietnamese or Thai rice would require government support or subsidy.

Rice produced by Vietnam and Thailand are cheaper because farmers in these countries are supported by their respective governments and they are mechanized. There is a need to upgrade the skills of Filipino farmers and provide them with better equipment to raise their yield and enable them to compete at the international level. A government subsidy is needed to improve rice productivity. Such subsidy should help farmers mechanize their techniques, procure higher-yielding rice varieties and give them access to irrigation all-year-round. To support the family’s daily needs and send their children to school, a rice farmer should be able to harvest at least 6 metric tons (120 sacks) of rice per hectare, three times a year. At present, the average yield per hectare in the Philippines is below 4 metric tons. However, some Filipino farmers using modern techniques have reported production of over 10 metric tons per hectare. This means Filipino farmers could compete with their Asean counterparts if they have the tools they need and support from the government. In short, Filipino farmers need safety nets in the form of government subsidy so they can provide adequate and affordable food for the growing Philippine population.

Shortfall will be made up in Aug, says Agriculture Secretary NEW DELHI, JULY 27 The sowing of rice — the primary kharif crop — seems to have been hit with monsoon rains playing truant with many eastern States and Uttar Pradesh.

According to government data released for the week on Friday, the acreage under rice cultivation is nearly 28 lakh hectares (lh) â&#x20AC;&#x201D; about 12 per cent lower than the year-ago period.

Sowing for all kharif crops stands at 738 lh, which is nearly 7 per cent lower than the 798 lh covered in the same week last year, the release from the Ministry of Agriculture showed. Rice cultivation was nearly 50 per cent lower than the normal for the week in Bihar and Jharkhand; the shortfall for West Bengal was 40 per cent and for Uttar Pradesh, 20 per cent. Among States that have reported better rice acreage are Madhya Pradesh, Andhra Pradesh and Telangana.

―There is nothing to be concerned about. We have the whole of August to make up. Even otherwise, many parts in these States have started getting rains in the last 1-2 days which will help sowing,‖ said Agriculture Secretary SK Pattanayak. Planting of pulses improved substantially over the previous week, but acreage was lower than the year-ago period. The cultivation of urad, whose acreage at 27.45 lh is nearly 17 per cent less than last year’s fugures, seems to be an area of concern. The acreage under moong and arhar nearly matches last year’s numbers, and is better than what is normal for the year. With soya bean leading the way, oilseeds cultivation, at 141 lh, is looking up, with the acreage being only 1 per cent lower than last year.Cotton sowing, at 102.5 lh, is close to what is normal for the week, while that of coarse cereals falls behind by 8 per cent. Basmati rice export witnesses 19pc growth APP July 30, 2018

ISLAMABAD - About 520,759 metric tons of basmati rice worth US$ 540.231 million were exported during the period from July-June, 2017-18 as against the exports of 496,263 metric tons valuing US$ 453.441 million of Corresponding period of last year.

During the period under review, the exports of basmati rice witnessed 19.14 percent growth when the quantity was compared with the same period of last year, according the data of Pakistan Bureau of Statistics. Meanwhile about 4.106 million tons of rice worth US$ 2.073 billion had been exported during 12 months of last financial year as compared the exports of 3.523 million tons valuing US$ 1.606 billion of the corresponding period of last years, registering 26.78 percent growth during the period under review. During the period from July-June, the country earned US$ 1.496 billion by exporting rice other then basmati as about 3.585 million tons of other rice exported as against the exports of 3.053 million tons worth US$ 1.153 billion of same period last year. It may be recalled that food group exports from the country recorded about 29.28 percent growth as country earned US$ 4.797 billion exporting different food commodities, which were recorded at US$ 3.711 billion in the same period of last year.

The other commodities which recorded positive growth in their exports during the period under review included fish and fish products by 14.57 percent, fruits and vegetables by 5.8 percent and 30.56 percent respectively. During the period under review fish and fish products worth US$ 451.026 million, fruit and vegetables US$ 400.237 million and 241.426 million respectively were exported. On the other hand country spent US$ 6.185 billion on the import of food during last financial year, which was recorded at US$ 6.143 billion during the same period of last year, showing an increase of 0.68 percent, the data added. 1. Combine ingredients for marinade in a shallow bowl. Add flank steak, cover, and marinate in the refrigerator for 4 hours or up to 24 hours, turning once. 2. Light the grill, or preheat the broiler. Lightly coat the grill rack with cooking spray. 3. To make the sauce: Place 1/4 cup water, garlic, fish sauce, lime juice, sugar substitute and red pepper flakes in a food processor or blender. Pulse until wellcombined; set aside. 4. Place noodles in a deep bowl. Cover with warm water, and soak for 10 minutes. While noodles soak, bring a pot of water to boil. Drain noodles, then place in boiling water for 2 to 4 minutes, until cooked through. Drain, rinse under cold running water, and drain again. Set aside. 5. Remove steak from marinade. Score the meat in a cross-hatched pattern, and grill until done, about 8 minutes per side for medium. Transfer steak to a carving board, and let rest for 10 minutes before cutting diagonally into very thin slices.

This Transgenic Rice Could Prevent HIV Infections Clara Rodríguez Fernández on 30/07/2018

Researchers in Spain have created a strain of genetically-engineered rice that could provide a cheap alternative to produce medicines for HIV prevention. The risk of HIV infections can be significantly reduced with oral medication. However, pricing is a big issue for people who are at risk who live in impoverished or developing countries.Researchers at the University of Lleida, Spain, in collaboration with the IrsiCaixa AIDS Research Institute in Barcelona, produced a transgenic line of rice that produces three HIVneutralizing proteins and could be used as a low-cost production method. Especially as it could be applied in the form of a topical cream or paste obtained directly from the rice seeds, without requiring further processing or purification steps. The transgenic rice produces one antibody and two sugar-binding proteins that bind to the HIV virus, preventing its interaction with human cells, which is the first step of infection. “An important novel finding of our work is that the endogenous rice seed proteins improve substantially the effectiveness of the three microbicide compounds,” Paul Christou, who led the research, told me. The proteins produced by the transgenic rice prevent the HIV virus from interacting with and infecting human cells.

In addition to boosting the activity of the anti-HIV proteins, the rice seeds provide a simpler platform to produce them as compared to conventional methods. Usually, therapeutic proteins are produced in fermenters using microbial or mammalian cells, which can be expensive. “Plant-produced pharmaceutical proteins can be scaled up very easily and inexpensively without the need for expensive fermenter facilities simply by planting as many plants as needed to achieve a certain production target,” said Christou. “Costs are minimal after the creation of the first plant producing the microbicide. And in our case, the three molecules can be produced in one plant, thus reducing the costs even further.” Christou is now seeking to keep developing the transgenic rice, though the road ahead will be challenging.

“Our work represents proof of concept for combination microbicides. This needs to move forward to animal experiments and human clinical trials,” he said.“However, costs are prohibitive for public institutions such as universities and research institutes, and there are very few incentives for the private sector to invest in applications that are meant for impoverished people in the developing world.” Still, Christou highlights it is possible to raise funds through public and philanthropic organizations. Other projects at his lab, which focus on improving crops for enhanced nutrition and medical applications, have been funded by the Bill and Melinda Gates Foundation and the EU. “Money is not the only problem’” he remarked. “Regulatory costs are also going to be very high and of course we have to deal with the GM issue. MANILA, Philippines — The Philippine government is pulling out all the stops to ease the pain caused by rising inflation, which has been hitting the poor the most. Inflation spiked to a fresh five-year high of 5.2 percent in June from May’s 4.6 percent. Year-todate, inflation averaged 4.3 percent, or above the Bangko Sentral ng Pilipinas’ 2-4 percent target range.

People have blamed soaring prices on the Duterte administration’s tax reform law, higher global oil prices and a weaker peso. Limited supply of subsidized rice, the country’s main staple, is also fanning inflation as it prompts poor families to buy commercial rice. The staple grain accounts for 20 percent of the consumption of low-income households. To cool down inflation, the country’s policymakers are strongly pushing for the replacement of import quotas on rice with tariffs.

Here is a look at what rice tariffication is, how it works and how the country’s economic managers expect this measure to fight upward price pressures. So, what is rice tariffication? The Duterte administration wants to amend the two-decade-old Agricultural Tariffication Act of 1996. The amendments will pave the way for the lifting of quantitave restrictions (QR) that have allowed Philippine authorities to limit the volume of rice imports every year. The QR—which prevents the influx of cheap rice from abroad to protect local farmers from foreign competition—is a preferential trade deal secured by the Philippines after becoming a member of the World Trade Organization in 1995. Once the caps are lifted, individuals and businesses can import additional volumes of the crop from Southeast Asian countries like Thailand and Vietnam but will have to pay a 35-percent tariff. The collected tariffs will be used to fund mass irrigation, warehousing and rice research. The WTO had allowed the Philippines had been allowed to extend the imposition of QR several times to prepare local farmers for competition, but the Duterte government chose not to renew the waiver when it expired in June last year. Presidential certification allows the Congress to proceed with the third reading of the bill once the measure is approved on second reading without having to wait for at least three days in between as otherwise required by the Constitution.

Some experts believe that this would be the biggest challenge for the recently elected government which is to take charge in just a few days from now. With over 200 million people depending on depleting water reserves it is high time that the government along with the people of Pakistan find sustainable solutions. Agriculture constitutes the largest sector of Pakistanâ&#x20AC;&#x2122;s economy and the majority of the population, directly or indirectly, is dependent on this sector. It contributes about 24 per cent of Gross Domestic Product (GDP) and accounts for half of the employed labour force and is the largest source of foreign exchange earnings. It not only feeds both rural and the urban areas of Pakistan but also accounts for reasonable exports. Realising its importance, planners and policymakers are always keen to have reliable area and production statistics of agricultural crops well in time. Policymakers primarily need accurate and timely statistics for the important crops such as wheat, cotton, rice, sugarcane, maize etc. However, in recent years, due to persistent hikes in the prices of essential commodities like pulses, onions, potatoes, chillies and tomatoes these crops have also gained in economic importance.

According to World Bank estimates conventional irrigation methods such as flood irrigation render significant water losses of 20 per cent to 25 per cent. Meanwhile, uneven fields and poor farm design further add to agricultural losses. Under Pakistan’s Water Accord 1991, Punjab receives 6.9 millionhectare metres, though less than half of that, only 3.2 million-hectare metres ever makes it to the farm gate due to losses in canals and watercourses. Drip Irrigation – Less Water More Food Drip irrigation is a relatively modern irrigation technique of micro-irrigation system that has the potential to save water and nutrients by allowing water to drip slowly to the roots of plants, either from above the soil surface or buried below the surface. The goal is to place water directly into the root zone and minimise evaporation. Drip irrigation systems distribute water through a network of valves, pipes, tubing and emitters. Depending on how well designed, installed, maintained, and operated it is, a drip irrigation system can be more efficient than other types of irrigation systems, such as surface irrigation or sprinkler irrigation. Drip irrigation is used in farms, commercial greenhouses, and residential gardeners. Drip irrigation is adopted extensively in areas of acute water scarcity and especially for crops and trees such as coconuts, containerised landscape trees, grapes, bananas, ber, eggplant, citrus, strawberries, sugarcane, cotton, maize, and tomatoes. Abdul Tariq, a local farmer who manages a 9.5-acre orchard told Profit, ―Drip irrigation is revolutionary for agriculture. The efficient application and use of water for every plant is very important and it not only increases the yield but also affects the quality of produce,‖ he says.

―It used to take me 2 days to irrigate the fields before through flood irrigation, however, it takes me less than 2 hours to 3 hours to irrigate the whole field and my yield has not only increased at least 35 per cent to 100 per cent but the quality has also improved,‖ he said. Tariq further explained that ―Drip irrigation allows better fruiting on every plant. Plant health does not get compromised, while the survival rate of saplings has now increased to 97 per cent from 60 per cent.‖ Drip irrigation has increased water efficiency by 50 per cent, Tariq added, saying drip irrigation is the best solution to cope with Pakistan’s water crisis and food insecurity. Agriculture experts believe that the implementation of modern irrigation methods allows uniformity among crops in terms of colour, size and shape. Meanwhile, modern irrigation techniques reduce physical labour by at least 20 to 30 per cent, experts reiterate.

Corporate Social Responsibility Nestlé Pakistan along with the World Bank and the Agriculture Department has expedited its efforts to promote drip irrigation system to tackle water scarcity in the province while ensuring a sustainable supply chain. Profit visited a farm near Okara that has been set up as a pilot project with the help of Nestlé to understand drip irrigation. Naeem Hafeez, the farm owner, told Profithe was saving at least 50 per cent to 70 per cent water through drip and sprinkler irrigation system, as water was being provided in correct quantities direct to the roots, eliminating water wastage. Nestlé Sustainable Agriculture Specialist Allah Bakhsh told Profit, Nestlé Pakistan’s team has developed smart soil moisture sensor that can read the moisture and water level in the soil and send regular data updates to a cloud from where farmers receive information regarding where and when the crops need to be irrigated. These sensors have been developed by Nestlé’s Milk Collection and Dairy Development (MCDD) team in collaboration with Waziup in Italy, University of Pao in France and Lahore University of Management Sciences (LUMS) in Pakistan. It measures the water level of soil and regularly sends data to a cloud. The farmer receives uninterrupted information about how much and which area to irrigate; keeping the farm from under or over-irrigation. Nestle expects another 20 per cent reduction of water as a result of Water Sense Technology. And this is not all, Hafeez is also working on the installation of solar pumps on his farm with the help of Punjab Government with 80 per cent contribution from the provincial government and 20 per cent

According to another Nestle farmer Mustapha, ―Solar power, in Punjab is estimated to be operational for 330 days in a year. If we rely only on traditional grid network, the drip irrigation system would run for only 150 days in a year‖. Moreover, the project has also received support from the Punjab Agriculture Department and is actively being promoted throughout the region. Allah Bakhsh stated that the government was encouraging the adaptation of technology under the on-going Punjab Irrigated-Agriculture Productivity Improvement Project (PIPIP) to overcome water scarcity. Under this project, he said, the Agriculture Department was installing drip and sprinkler irrigation on subsidy basis. With this technology, he said, the farmers could save 60 per cent electricity and diesel costs augmenting per acre yield by 100 per cent. Currently, the system was used for small-scale cultivation, however, other techniques and methods are underway to extend the programme to largescale cultivation. ―With automated drip irrigation system powered by a solar pump, we are able to optimise water use for agriculture keeping in view dwindling groundwater resources in Punjab,‖ Allah Bakhsh explained. Nestlé has installed drip irrigation on 68 acres in 2017, saving up to 140 million litres of water, with an aim to take this acreage up to 118 by the end of 2018. Moreover, Nestle aims to deploy this technology to at least 185 acres by 2020 and is constantly bringing farmers onboard to achieve this vision.

Agriculture body blames irrigation authorities for nonprovision of water Karachi

HYDERABAD: The Sindh Chamber of Agriculture (SCA) on Sunday decried over the failure of the irrigation authorities to supply water to the farmers in the tail end area of the canals despite abundant water in the Indus river. The protest was registered at SCA meeting at its where it was demanded from the government to control the inflating price of diesel and fertilizer, fix Rs1500 per maund price of the rice crop and to ask the sugar mills to pay dues to the farmers. JAKARTA, INDONESIA – Indonesia’s rice imports are expected to reach 2 million tonnes in 2017-18 due to low stock levels and increased competition from corn plantings, according to a Global Agricultural Information Network (GAIN) report from the U.S. Department of Agriculture. ―Increased corn production and a weakening rupiah have slowed wheat imports, though demand from both the food and feed sectors are expected to increase in 2018-19,‖ the report said. Drier weather at the beginning of 2017-18’s second crop cycle has pushed Indonesian producers

The switch to grow other crops such as corn resulted in a slight decline of 12.2 million hectares of harvested rice 2017-18. ―Production for 2017-18 is estimated to remain at 37 million tonnes of milled rice equivalent as a result of better yields due to fewer incidents of pest and disease and increased use of higher yielding varieties,‖ the report said. To replenish stocks, the Indonesian government is expected to continue issuing authorizations for importing rice. During the period from July to June 2017-18, Pakistan’s basmati rice exports have seen a tremendous increase of 19.14 percent. Pakistan has exported 520,759 metric tons of rice worth $540.231 million.During the period under discussion, Pakistan has improved its rice exports as

compared to previous corresponding period. The exports during the period July-June 2016-17 stood at 496,263 metric tons valuing at $453.441 million. Pakistanâ&#x20AC;&#x2122;s basmati rice have seen a considerable 19.14 percent growth in quantity exported as compared to the previous period. The data from Pakistan Bureau of Statistics reveals. Collectively, 4.106 million tons rice worth $2.073 billion was exported in the last 12 months if the last financial year, however, 3.523 million tons of rice valuing $1.606 billion was recorded during the corresponding previous financial year. The overall growth of rice exports stood at 26.78 percent. Pakistan has generated $1.496 billion by exporting 3.585 million tons of rice other than basmati against the corresponding exports of 3.053 million tons valuing $1.153 billion, for the period July-June. The overall food commodity exports witnessed a growth of 29.28 percent by earning $4.797 billion, however, the earnings for food commodity exports stood at $3.711 billion during last year. Apart from rice other food commodities exports were also up, fish and fish products saw an increase of 14.57 percent, while, vegetables and fruits grew by 30.56 and 5.8 percent respectively. It was witnessed that Pakistanâ&#x20AC;&#x2122;s vegetable exports growth was the higher among other food commodities. During the same period, July-June 2017-18 Pakistan generated $451.026 by exporting fish and fish products, $400.237 million by exporting fruits and $241.426 million by exporting vegetables. Pakistanâ&#x20AC;&#x2122;s exports revenue is not balancing with growing imports spending creating the trade deficit. Pakistan has spent $6.185 billion on food imports during the last fiscal year which was higher than the previous corresponding period when it spent $6.143 billion on food imports indicating 0.68 percent growth.

Year-to-date, inflation averaged 4.3 percent, or above the Bangko Sentral ng Pilipinas’ 2-4 percent target range. People have blamed soaring prices on the Duterte administration’s tax reform law, higher global oil prices and a weaker peso. Limited supply of subsidized rice, the country’s main staple, is also fanning inflation as it prompts poor families to buy commercial rice. The staple grain accounts for 20 percent of the consumption of low-income households. To cool down inflation, the country’s policymakers are strongly pushing for the replacement of import quotas on rice with tariffs. Here is a look at what rice tariffication is, how it works and how the country’s economic managers expect this measure to fight upward price pressures.

So, what is rice tariffication? The Duterte administration wants to amend the two-decade-old Agricultural Tariffication Act of 1996. The amendments will pave the way for the lifting of quantitave restrictions (QR) that have allowed Philippine authorities to limit the volume of rice imports every year. The QR—which prevents the influx of cheap rice from abroad to protect local farmers from foreign competition—is a preferential trade deal secured by the Philippines after becoming a member of the World Trade Organization in 1995. Once the caps are lifted, individuals and businesses can import additional volumes of the crop from Southeast Asian countries like Thailand and Vietnam but will have to pay a 35-percent tariff. The collected tariffs will be used to fund mass irrigation, warehousing and rice research. The WTO had allowed the Philippines had been allowed to extend the imposition of QR several times to prepare local farmers for competition, but the Duterte government chose not to renew the waiver when it expired in June last year.

Socioeconomic Planning Secretary Ernesto Pernia earlier said that after the waiver ended last year, there had been â&#x20AC;&#x2022;increasing pressureâ&#x20AC;&#x2013; from WTO member countries for the Philippines to fulfill its obligation to "tariffy" the staple grain and abandon its protectionist rice policies.

How can rice tariffication help tame inflation? Based on estimates by the central bank, allowing cheap rice imports with tariffs will immediately lower the inflation rate by 0.4 percentage points. The BSP also said liberalizing rice imports can slash prices of the food staple by as much as P7 per kilo. However, its impact would not be enough to bring the 2018 full-year inflation rate back to the 2-4 percent target range, the BSP noted. Monetary authorities expect inflation to average 4.5 percent this year. Agriculture groups like Samahang Industriya ng Agrikultura (Sinag) believe going after rice importation cartels and boosting the productivity of Filipino rice farmers is a better approach. Duterte has said reaching 100-percent rice sufficiency is impossible. In a July 24 ANC report, Sinag chairman Rosendo So said opening up the Philippines to more rice imports could lead to higher prices. He said that since more foreign exporters would have access to the Philippines, they could, theoretically, manipulate supply to bring prices up. Consumer group Bantay Bigas said in a Sun.Star Pampanga report on July 28 that "[i]t is easier for smuggled rice to enter the country with a liberalized importation policy as smugglers take advantage of the arrival of rice imports." It added: "Under tariffication, more private traders are allowed to import resulting to the flooding of imported rice and making the monitoring of rice imports more difficult."

Has Congress made progress on the bill? The House of Representatives appropriations committee has already approved the funding provision for the consolidated version of its rice tariffication bill. Meanwhile, the counterpart version of the bill in the Senate is still being discussed at the committee level. In his third State of the Nation Address, President Rodrigo Duterte certified the rice tariffication bill as an urgent and priority measure. Presidential certification allows the Congress to proceed with the third reading of the bill once the measure is approved on second reading without having to wait for at least three days in between as otherwise required by the Constitution.
