The U.S. cash market was uneventful today as buyers and sellers remain at odds on price. Analysts contend that many farmers are still busy cutting their remaining fields and are uninterested in the bids they are seeing while most buyers continue to wait for better prices. As of today, offers were unchanged as could be seen around $15.30-$16.11 per fob farm (about $337-$355 per ton), depending on where they are located in the U.S. mid-South, for October through December shipment, while bids from most mills and exporters increased to around $14.50 per cwt (about $320 per ton) and $15.20 per cwt (about $335 per ton), respectively, for October through December delivery, although there are reports of some smaller mills willing to pay as much as $15.85 per cwt (about $349 per ton) for prompt delivery however no trades were confirmed.In the meantime, there were no export sales to report for the second week in a row as the USDA website was not available due to the government shutdown. Chicago rough rice futures for November delivery settled 10.5 cents per cwt (about $2 per ton) higher at $15.23 per cwt (about $336 per ton). Rough rice futures rallied today, advancing to the highest level so far this month. The other grains also closed mostly lower today; soybeans finished the day about 0.1% higher at $12.88 per bushel; wheat finished about 0.7% lower at $6.855 per bushel; and corn finished the day about 1.2% lower at $4.3825 per bushel. Markets were lifted by news Republicans in the U.S. House of Representatives offered a plan on Thursday that would postpone a possible U.S. default, signaling new willingness to end a standoff that has shuttered large parts of the government and thrown America's future creditworthiness into question. U.S. stocks had their biggest gain since the start of the year and yields on longer-dated Treasuries advanced. Thailand to Spend $286 Million Under Extended Rice Mortgage Program 2012-13 Oct 10, 2013
Thailand will spend an additional Bt 9 billion (about $286 million) to complete payments and towards purchase of paddy rice from farmers who could not complete the harvest on time to participate in the 2012-13 rice mortgage program which ended in September 2013.The government had targeted to procure around 22 million tons of paddy rice under the rice mortgage program 2012-13. However, an excess of about 1.34 million tons of rice is expected to enter government stocks in the extended round of the rice mortgage program.According to local sources, the government requires additional funds of about Bt 6 billion (about $191 million) to pay farmers who have already been issued vouchers to be used for cash refunds at the Bank for Agriculture and Agricultural Cooperatives to purchase about 450,000 tons of paddy rice.Another Bt 3 billion (about $95 million) is required to purchase around 890,000 tons of paddy rice owned by registered farmers who could not complete their harvest on time. This payment is much lower than government support prices and will be done as compensation of Bt 2,500 (about $80) per ton with a maximum limit of 30 tons per household, according to local sources. Rice pudding is a truly global dish, with nearly every culture having some variation of it in the regional cuisine. It is also an old dish: the Oxford Companion to Food dates it to medieval times, although its predecessor, rice pottage, dates back to Roman times. It‟s even had its fair share of pop cultural and literary appearances, showing up in varied sources such as the book The Hitchhiker‟s Guide to the Galaxy by Douglas Adams, poems by T.S. Eliot and A.A. Milne, and, perhaps less surprisingly, works by Charles Dickens and Shakespeare. According to the Buddhist Sutras, Gautama Buddha‟s final meal before his enlightenment was rice pudding.There are as many different recipes for rice pudding as there are cooks of it, with most recipes including a mix of eggs and milk, with its sweetness adjusted accordingly using sugar, currants, and dates, etc. Bubur pulut hitam (or bubur ketan hitam) is a version of rice pudding that is made with black glutinous rice. It is popular in the Southeast Asian countries of Burma, Thailand, Malaysia, Singapore, and Indonesia. In addition to sticky black rice, it is made with coconut milk and sugar (often date or palm sugar), and sometimes pandan leaves.Black glutinous rice is not often used in Western cuisine. It is similar to brown rice in that it‟s high in fiber and includes husks, giving it a nutty flavor. Since it‟s quite starchy it takes longer to cook than white rice. Some bubur pulut hitam recipes recommend toasting the rice in a frying pan on high heat until the rice is popping before making the pudding to further release the nutty flavors, but that step is optional and can be omitted.

The Director General of the International Rice Research Institute (IRRI), Dr. Robert S. Zeigler, says that it is high time activists stopped using their cynical ways to oppose Golden Rice and instead support scientific research, development, and assessment of Golden Rice because of its strong potential benefit to humanity.Dr. Zeigler says Golden Rice contains beta carotene, a source of vitamin-A, which is otherwise absent in most rice varieties. Vitamin-A deficiency is preventable but can impair vision, cause eyesight problems and may even prove to be fatal.Activists claim that Golden Rice is inadequately tested, may discourage food diversification and may ultimately lead to the monopoly of some seed manufacturing companies. However, Dr. Zeigler says that most of the claims by activists opposed to Golden Rice are baseless. He says that Golden rice was developed by government scientists using public funds. “So, can someone please explain to me why „activists‟ should block a technology developed by the public sector and hold the world‟s poor hostage over a fight about private control of agriculture in rich countries,” he asks.Dr. Zeigler also questions the intent of opponents of Golden Rice about inadequacy of tests. He says, “They [activists] claim that there is not enough information to decide if these crops are safe, yet they destroy the trials designed to provide the very answers they are demanding. The Bangladesh government has asked rice millers and traders to use their existing stocks of plastic bags by December 31, 2013 and begin using jute sacks for packaging of rice from January 1, 2014.Under the “Mandatory Jute Packaging Act-2010�, it is mandatory in Bangladesh to use jute sacks for packaging of food grains. However, the law was not strictly enforced due to cost and availability concerns. The struggling jute industry had urged the government for strict implementation of the law to help boost jute consumption in the country after jute exports declined this year.Rice traders say that the transition from plastic to jute sacks for packaging of rice may increase rice prices by around 4%-8%. Thailandâ€&#x;s National Rice Policy Committee has submitted a proposal to the government seeking a partial writeoff of losses incurred under the rice mortgage program since its implementation in October 2011, according to local sources.The Committee says that the government had to sell rice at below procurement prices to make rice affordable for the people in Thailand. Some rice was also donated on humanitarian basis. The Committee suggests that such losses, amounting to an estimated Bt 7 billion (about $225 million), should be written-off by the government.The government has spent around Bt330 billion (about $11 billion) a year on average and total losses under the rice mortgage program until 2013 are estimated at around Bt 220 billion (about $7 billion). Philippines 2013 Rice Surplus Estimated at Over 2.2 Million Tons Oct 10, 2013
The Philippines Agriculture Secretary says that the rice surplus by the end of 2013 is expected to reach around 2.24 million tons, which is enough to meet rice consumption requirements in the country for around two months. This suggests the government may not import any rice until February 2014.The surplus estimate comes in the wake of local reports which claimed that the country soon import around 500,000 tons to 1.4 million tons of rice citing a memo by the National Economic and Development Authority (NEDA). Local reports said that NEDA had written a memo to the President urging for immediate rice imports to control increasing rice prices. However, the President rejected the recommendation of NEDA because rice harvest has already begun in the country. According to local reports, rice imports by the Philippines this year so far stand at around 214,375 tons,

Chicago rough rice futures for November delivery are trading lower by about 2 cents per cwt (about $0.44 per ton) to 15.105 per cwt (about $333 per ton) as of 8.20am Chicago time. The other grains are seen mixed ahead of floor trading in Chicago: Soybeans are seen higher by about 4.5 points, Wheat is seen higher by about 1 point and Corn is seen lower by about 1.75 points. U.S. stocks opened higher today as market sentiment was boosted by hopes of an upcoming U.S. budget deal that would avoid the country a sovereign default. During early session, the Dow Jones industrial average rose 179.56 points, or 1.21%, to 14,982.54, the S&P 500 rose 20.74 points, or 1.25%, to 1,677.14 and the Nasdaq Composite rose 55.29 points, or 1.5%, to 3,733.066. Hopes that the partial U.S. government shutdown may soon end received a boost from news that House Republican leaders is set to hold their first meeting with President Barack Obama since the shutdown began later on Thursday. On the economy side, U.S. initial jobless claims rose to 374,000 last week, an increase of 66,000 from the previous week's unrevised figure of 308,000. In non agriculture commodity market, crude oil futures are trading 0.09 points higher, gold futures are trading 8 points lower and U.S. dollar is currently trading lower against almost all major currencies at 9.00am Chicago time.
