Most Americans Cite a Housing Affordability Crisis Nationwide and Close to Home Nearly three our of four American households think that the nation is suffering a housing affordability crisis. According to a new nationwide survey conducted on behalf on NAHB, a majority of the respondents reported that housing affordability is a problem at the local and state level, as well as at the national level. “These poll results confirm what builders from across the nation have been warning about--that housing affordability is an increasingly serious problem in communities across America,” said NAHB Chairman Randy Noel. “A mix of regulatory barriers, ill-considered public policy and challenging market conditions is driving up costs and making it increasingly difficult for builders to produce homes that are affordable to low and moderate income families.” More than 2,200 adults were surveyed at the end of November to assess the public’s attitude on whether a lack of affordable housing is a problem in their neighborhoods, cities, states, and nationwide. Among its key findings:

73% of all respondents believe that a lack of affordable housing is a problem in the US.

68% believe this is an issue in their state and 54% cite housing affordability as a concern in their neighborhood.

58% said that if they decided to purchase a home in the near future, they would have trouble finding a home they could afford in their city or county

Breaking down by community types, 68% reported a lack of affordable housing as a problem in urban communities, 64% said it was an issue in middle-class neighborhoods, and 56% said it is a problem in rural areas.

55% believe it would be effective for their city or county to lower development and construction fees builders pay so that more affordable units can be built

53% believe it would be effective to increase government subsidies to builders to produce more affordable units

“Housing is vital to the economic health of our nation,” said Noel. “This poll should serve as a wake-up call to policy-

makers at all levels of government to ease regulatory burdens that needlessly drive up the cost of housing and to enact policies that will encourage the production of badly-needed affordable housing units.”


Trump Administration Announces New Proposed WOTUS Rule The Trump administration released its proposed new definition for “waters of the United States” (WOTUS) that will resolve years of uncertainty over where federal jurisdiction begins and ends. In an official statement responding to the new proposal, NAHB Chairman Randy Noel said; “By bringing certainty and clarity to which waters fall under federal oversight, this proposal should help accelerate the permitting process so home builders can more easily provide sage and affordable housing.”

“Finalizing this revised WOTUS definition will protect our nation’s waterways without adding needless regulation that went so far as to regulate man-made ditches and isolated ponds on private property. Today’s proposal would exclude short-lived ponds, streams and tributaries that only flow in response to a rain event from federal regulation. It would also exclude wetlands that are not directly connected to federally-regulated bodies of water. This new rule will help landowners to determine whether a project on their property will require a federal permit or not, without spending tens of thousands of dollars on engineering and legal professionals. Promises Kept The proposal fulfills President Trump’s commitment to NAHB to end this federal overreach of the 2015 WOTUS rule. One of Trump’s earliest acts in office was to sign an executive order directing EPA and the U.S. Army Corps of Engineers to begin the process of repealing and replacing the WOTUS rule. The action honored a campaign promise he made to the NAHB Board of Directors in 2016 when he was running for president. The new rule announced on December 11th will be open to a public comment period for 60 days and it is expected to be finalized and instituted in all 50 states by the fall of 2019.

In the meantime, because of multiple legal challenges, the Obama-era WOTUS rule remains in effect in 22 states and Washington D.C. and the precious regulations issued in 1986 are in effect in the remaining 28 states.

OSB, Lumber, and Gypsum Lead Building Materials Prices Lower in November Softwood lumber prices fell 3% in November in the second consecutive decrease for the index to the latest Producer Price Index released by the Bureau of Labor Statistics. The PPI for softwood lumber has fallen 23.6% since setting cycle and all-time highs in June. After the decrease, the index level is 9.6% lower than the prior-cycle high set in 2004. The final demand price index for OSB has followed a path similar to—but steeper than—that of softwood lumber over the last four months. After November’s 13.7% decrease, OSB prices have declined 28% over that period, while softwood lumber final demand prices have declined 21.7%. The final demand PPI for OSB is now 0.6% lower than it was in January 2018. Residential construction goods input prices decreased 1.7% in November. This is only the third decrease over the past year. The decrease brought uniformity between year-to-date changes in 2017 and 2018, marking the first time this year that the YTD increases in 2018 have not outpaced those from 2017. Prices of gypsum products and ready-mix concrete fell by 2.9% and 0.3% respectively, in November. The price index for gypsum products remains 3.2% higher than it was at the beginning of 2018, but the YTS price increase masks large fluctuations within the year. Consecutive month increases of 5.4% and 6.1% have now been partially offset by two and three month decreases of 3.3% and 4.6% respectively. Every since a large price increase in early March 2018, prices of ready-mix concrete have dropped 1.6%.

Statement from NAHB Chairman Randy Noel and HBI Incoming President and CEO Ed Brady on the First Step Act November 16, 2018 Randy Noel, chairman of the National Association of Home Builders (NAHB) and Ed Brady, incoming president and CEO of the Home Builders Institute (HBI), issues the following joint statement regarding the First Step Act: “NAHB commends Republicans and Democrats for working to advance the First Step Act and we join President Trump in supporting this bipartisan effort.

“The legislation would provide reforms to the criminal justice system to include vocational training for prisoners in an effort to reduce recidivism rates. Working with HBI, we have seen the benefits of similar training programs administered through the national nonprofit, NAHB’s industry educational partner. HBI has a proven track record of success working with justice-involved individuals and currently trains hundreds of youth and adults every day to help reintegrate them into society. “These provisions in the First Step Act complement President Trump’s workforce development initiative. This bill would help address the construction industry’s labor shortage while providing individuals the opportunity for a second chance for a bright future and a meaningful career.”

Statement from NAHB Chairman Randy Noel on FHA Actuarial Report November 15, 2018 Randy Noel, chairman of the National Association of Home Builders (NAHB) and a custom home builder from LaPlace, La., issued the following statement after the Federal Housing Administration (FHA) released its annual actuarial report to Congress: “Today’s FHA report is very encouraging and shows a marked upturn in the health of the FHA Mutual Mortgage Insurance Fund. The net worth of the fund increased more than $8 billion over the past year to $34.86 billion and its capital-reserve ratio jumped from an upwardly revised 2.18 percent to 2.76 percent, which is well above the congressionally mandated level of 2 percent. “The report clearly shows that actions instituted by HUD Secretary Ben Carson and FHA Commissioner Brian Montgomery to enhance the agency’s capital reserves are showing positive results. It’s also another indicator that FHA’s financial picture continues to brighten and should provide momentum for the agency to consider a mortgage insurance premium reduction to help first-time home buyers and young families seeking to enter the housing market.”
