Coronation fun around the villages...but some had rain and some had sun

Dear Readers,

Charles has had his big day, he has been crowned King Charles III and at the age of 74, he is now our sovereign. Can you imagine getting your biggest promotion when you are eight years older than the state retirement age? He has got servants and gofers galore, but it is still a big responsibility. Wouldn’t he prefer to talk to his plants or concentrate on turning his numerous homes into eco-palaces? And who would have thought Camilla, the most hated woman in the UK in the 1990s would become Queen? Poor Diana would be turning in her grave but being pragmatic about their relationship, he always loved Camilla years before he met Diana, so it is a twist of fate that he got ‘the woman I love by my side’ at the end of the day. These are the words of the abdicated King Edward VIII when describing Wallace Simpson but the sentiment is the same. The irony is the Institution didn’t allow the heirs and spares to marry the partner of their choice if they weren’t high-born enough or if they had been divorced, but this denial often ended badly. Think of Princess Margaret, Edward VIII and Charles. Now the rules are more relaxed and they can marry who they choose; so far Kate and William look rock solid but what about Harry and Megan? They look to be on a downward path of self-destruction and if not both of them, Harry does

for sure.

Whether you are a Royalist or a Republican or someone sitting on the fence, the Coronation weekend was well celebrated in the villages. Caddington’s on the Green was a bit wet as they picked Coronation Day but everyone had fun. Redbourn’s picnic on the Common on Sunday was lucky with the weather and the sun shone all day. For both events, the live music, games and novelties for the children, and charity stands, all made lots of fun and a chance for the communities to pull together. We have dedicated several pages to the local celebrations and I thank the local photographers for providing some special moments, caught on camera. Redbourn got going on Help Out Day and a large group of volunteers spent the day litter-picking. It is important to keep Redbourn sparkling this year as they have qualified for the final of Britain in Bloom! Good luck to all the Redbourn in Bloomers - you do a great job.

CADDINGTON AND SLIP END BUS USERS’ GROUP (CaSeBuG} urge residents to use the buses

There are a group of villagers who have recently joined together to promote, monitor and improve public transport in the Caddington and Slip End area after the withdrawal of the 231 service. The members of the group are concerned by the depletion of the bus services to our villages and are actively trying to improve the situation. However, unless the numbers of people who use the service increase substantially it is an uphill task. We also have had to take into consideration the existing Central Bedfordshire constraints on budgets, and also limitations on bus companies’ service provision.

We are having regular meetings to discuss the situation and do what we can to improve the situation regarding the lack of bus accessibility to and from our villages. This is a précis of one of our reports to the Parish Councils. The monitoring of the 230 service continues, and has been found to be working very well. It is also attracting higher usage than the previous 231 service.

CaSeBuG’s primary activity has been focussed upon revising the 232 service, whose contract is up for renewal in May this year. As the current service is interlinked with the 74 service also operated by Dial-a-Ride, both services have had to be considered simultaneously.

Our proposed plan suggests a Saturday service together with a revised 232 route to replicate that of the old 231 route after serving Caddington (i.e. via Manshead) which we hope will receive a positive response from both the Central Bedfordshire Council Transport Officer, and from the parishioners of Caddington and Slip End. Are you in need of a dentist but can’t find one?

Iam Dr Dan Shaffer, the principal dentist at Pure Dentistry in Harpenden. This year, during the icy cold winter, I experienced a burst water pipe at my dental clinic. I called out an emergency plumber who was very efficient, and knowledgeable and he sorted out the leak. I was happy to pay a few hundred pounds to get the problem solved satisfactorily, with a minimum of fuss. After he fixed it, he asked me if I could sort out his tooth, as it was ‘killing him’. He had a toothache and he was finding it difficult to access local NHS dental services. He was told that the wait would be two months at some clinics and no availability at others.

Unable to bear the pain any longer, he requested that I reciprocate his plumbing favours with a dental favour. I gladly and efficiently got him out of pain and he expressed amazement that my bill was lower than his. He was extremely grateful. Many people (including myself) are understandably concerned that amid a ‘cost of living crisis’, services designed to ‘get us out of trouble’ and address our ‘emergency needs’ seem increasingly unobtainable.

Since my experience with the emergency plumber, it struck me that if only I could rethink access to dental services in our area, many would not have to suffer dental pain for prolonged periods. I am genuinely worried about the difficulty that people are facing accessing local dental services. I have previously discussed this issue on the radio (JVS show, BBC 3 counties) and now, am meeting greater numbers of patients at my clinic, who come to see me in pain because they just can’t find a dentist able to address their needs.

More and more people are contacting our dental clinic expressing concern that they simply cannot find an NHS dentist to treat their toothaches.

Child Arrangements for Father’s Day

Father’s Day is a special day to be enjoyed with children and family however, the day can be difficult for some fathers who are unable to spend the day with their child.

Whilst it is hoped that parents would be able to agree to the arrangements for special dates such as Father’s/Mother’s Day, Christmas, birthdays etc., this is not always possible, especially when there is a hostile relationship between separated parents. In the absence of safeguarding issues, it is likely to be considered to be in a child’s best interests to spend Father’s Day with their father. Parents should endeavour to be flexible with the arrangements for the child and recognise that it is in the child’s best interests to be with their father on this special day. If you are unable to agree to the arrangements for Father’s Day, or any other special date, an application can be made to the court for a Child Arrangements Order. When setting out the general arrangements for the child, the Court is also able to detail the

arrangements for special dates such as Father’s/ Mother’s Day, Christmas, birthdays etc. By taking this course of action, any potential for issues in the future will be significantly reduced. There is also the ability to seek to resolve the matter via attending mediation. The mediator can assist the parents with agreeing to the arrangements and avoiding future disputes.

If you have been unable to agree to the arrangements for this year’s upcoming Father’s Day, and a Court application will not assist you in time on this occasion, you must consider alternative ways to try and enjoy the day with your child. It may be that you can agree to some form of indirect contact with your child, such as a video call. You could also consider making plans to celebrate the occasion when the child is next due to be in your care.

Redbourn Village Museum has these lovely photos of coronations and jubilees past

The events of the Coronation weekend in Redbourn were the latest in a long tradition of Redbourn celebrating Royal events. In 1935 villagers celebrated George V's Jubilee - the photo shows Jarman's tobacconist with bunting and flags. Jubilation didn't last long as it was followed by the coronation of George VI in 1937, when the village held a fancy dress parade. Photographs of the 1953 coronation are hard to find, but one of Mr Heather's films (viewable in the Museum) features the handing out of cake and ice cream to children, although the sports day and bonfire were postponed due to the rain.

Queen Elizabeth II's Silver Jubilee in 1977 was marked with street parties in Redbourn, including in Holts Meadow (visited by the Mayor of St Albans) and Crown Street/Bassett Close.

Are you one of the 40% who fail their MOT?

Nothing can be more frustrating than when your vehicle fails. There is never a convenient time for it to happen whether shopping, school pick up, or on holiday. It is aggravating and it can be financially stretching. But according to the DVSA, around 40% of cars fail their MOT at the first attempt, increasing our chances of breakdowns or accidents. None of us like failing, so is it avoidable or do we just have to accept that cars sometimes fail?

What do cars commonly fail on?

MOT can either be categorised as a pass, a pass with advisories, minor defects, or a fail with a major or dangerous defect. A ‘Major Defect’ is where a vehicle presents with a serious issue but is not immediately classified as dangerous. It will not pass its MOT until the situation is rectified and a re-test taken. Dangerous defects lead to an automatic failure with the added issue of the vehicle not being deemed safe to drive on the public road. In this case, it would need to be recovered or repaired on-site.

Some areas covered as part of the MOT are easy to see such as headlamps not working or visible warning lights on the dashboard. If you want to avoid a second test, you are better to rectify these before taking your vehicle to the test centre. However, some defects need the car to be raised such as suspension and wiring. An MOT is a visual inspection and a tester is not allowed to remove anything to inspect it fully. This would be undertaken in the car’s regular servicing routine.

The table on the next page shows those defects that have failed in order of failure rate. These are the top 7 categories, out of the possible 14 areas that are monitored. The figures are taken from government statistics for the period October –December 2022.

Although these have been listed in order of failure rate and all present serious issues, one of the most alarming statistics here is related to Tyres and Brakes which didn’t just fail but failed because they were dangerous.

For 60% of failures to be attributed to dangerous tyres and 29% to brakes, means that those dangerous vehicles could have been on the road for quite a while before they were tested. For instance, a tyre at 1.6mm will pass the MOT, but it is 94% worn. Brakes have a minimum thickness of 1.5mm which is 93% worn. In either case, this depth already affects the stopping distance dramatically and it won’t be long before they are considered dangerous. In the meantime, they will be reported as advisories.

An MOT ensures the vehicle is roadworthy on the day of testing, not that it will be roadworthy until the next test. In a naive way, the DVLA work on the basis that every car is regularly serviced and therefore all defects are picked up when they need to be, by the consumer regularly servicing their vehicle. A 40% failure rate would indicate that this is just not the case.

Where does the responsibility lie?

You would not be on your own thinking an MOT would certify your vehicle as safe and roadworthy until the next MOT.

However, Gov.uk set out the legal obligations of drivers as:

Before you drive, your vehicle must:

• Be registered with the DVLA

• Have up-to-date vehicle tax

• Have a current MOT certificate (where needed)

• Be roadworthy

• Have a minimum of 3rd party insurance.

The critical term here relates to the roadworthiness of the car and Gov.uk makes it clear what their expectations are:

“You’re responsible for making sure your vehicle is always safe to drive (roadworthy). It can be unsafe even if you have a current MOT certificate. You can be fined up to £2,500, be banned from driving and get three penalty points for driving a vehicle in a dangerous condition.

Every time you drive you should check:

• The windscreen, windows and mirrors are clean

• All lights work

• The brakes work

You are expected to maintain your car according to its handbook and check the following as often as it tells you to:

• Engine oil

• The water level in the radiator or expansion tank

• Brake fluid level

• Battery

• Windscreen and rear window washer bottles – top up with windscreen washer fluid if necessary

• Tyres – they must have the correct tread depth and be free of cuts and defects.

The handbook will also tell you when your vehicle needs to be serviced.”

They also outline expectations about tyre tread: “Tread must be a certain depth depending on the type of vehicle. Cars, light vans and light trailers – 1.6 millimetres (mm). There must be tread across the middle three quarters and around the entire tyre.”

So, the expectations are clear: We are responsible for the roadworthiness of our own vehicles and the penalties are high if we get it wrong.

How do you ensure your car is roadworthy?

Some drivers are brilliantly talented and can conduct their maintenance. And for those who wish to give it a go, the extensive MOT Inspection Manual may prove useful… it is also a good read for those who suffer from insomnia!

However, most of us need a little more help and prefer to engage the services of a trusted garage to conduct an annual service to the manufacturer’s schedule. If the car has had a good service from a qualified technician, then it should sail through its MOT.

It can be all too tempting to miss the service, especially in a tough financial climate, but this can lead to unnecessary breakdowns and high repair costs, which equally we want to avoid. It can also be tempting to ignore MOT Advisories. They won’t get any better (or cheaper) if left, but at least it gives you the ability to plan the repair work.

There are numerous examples of breakdowns or accidents that were avoidable if advisories had not been ignored. From motorway tyre blowouts to engine failures and everything in between. The stress it causes, the health implications, and the potential

£2,500 and three penalty points are enough to put anyone off a repeat situation.

Not only is an MOT failure avoidable but so are the accidents that could happen as a direct result of an unroadworthy vehicle.

As with anything with moving parts, they are prone to wear and tear and therefore need regular attention to ensure they continue to work properly and retain an optimum working condition. Make sure you are checking your car regularly, and if you’d rather someone else completes it, get it booked in! It’s not just to help you avoid unnecessary accidents and costs, you’ll be helping the environment.

Saint Georges Fun Day event in Caddington

Visitors started arriving at 11 o’clock and they were able to enjoy a variety of performers singing and dancing and entertaining in the hall. There was a marquee with local crafters selling their artworks; classic bikes were there and there were activities for the children; a grand tombola and facepainting and other stalls in the foyer. The WI were very busy in the kitchen selling bacon rolls, cakes, etc and tea and coffee etc. Many thanks to the committee and all the helpers and people who donated to this annual event. We have been able to donate £700 for Riding for the Disabled charity.

Helping you to focus on recovery, not your finances

While it’s easier to explain the importance of life cover, one scenario people often overlook is what would happen if they were diagnosed with a critical illness. One in two people in the UK will develop some form of cancer during their lifetime[1], every seven minutes someone will have a heart attack and every 12 minutes someone will have a stroke[2].

Focus on getting better

In the event of being unable to work due to critical illness, having access to the right amount of money can alleviate some of the financial stress of the situation. The important thing is being able to focus on getting better and not having to worry about money. Critical illness can severely impact the way you live your life, especially when you have to consider supporting your family while you are recovering. People finding themselves in this situation may use their savings to supplement their loss of income, some may rely on an employment benefit package, while others may find that critical illness cover is their best option.

Minimise the financial impact

It’s easy to think ‘I’d cope, that’ll never happen to me’, but most of us know someone either directly or through friends and family that has been affected. Any of us can become ill at any age – and with appropriate critical illness cover in place, it could help to give some financial security at a difficult time. Critical illness cover can help to minimise the financial impact on you and your loved ones. For example, if you needed to give up work to recover or if you passed away during the length of the policy, the money could be used to help fund the mortgage or rent, everyday bills or even simple things like the weekly food shop – giving you and/or your family some peace of mind when you need it most.

Preparing for the worst

After surviving a critical illness, sufferers may not be able to return to work straight away (or ever), or may need home modifications or private therapeutic care. It is sad to contemplate a situation where someone survives a serious illness but fails to survive the ensuing financial hardship. Preparing for the worst is not something we want to think about when feeling fit and healthy, but you never know what life is going to throw at you next. Critical illness cover, either on its own or as part of a life assurance policy, is designed to pay you a tax-free lump sum on the diagnosis of certain specified life-threatening or debilitating (but not necessarily fatal) conditions, such as a heart attack, stroke, certain types/stages of cancer and multiple sclerosis.

A time of emotional stress

A more comprehensive policy will cover many more serious conditions, including loss of sight, permanent loss of hearing and a total and permanent disability that stops you from working. Some policies also provide cover against the loss of limbs. But not all conditions are necessarily covered, which is why you should always obtain professional financial advice. If you are single with no dependants, critical illness cover can be used to pay off your mortgage, which means that you would have fewer bills or a lump sum to use if you became very unwell. And if you are part of a couple, it can provide much-needed financial support at a time of emotional stress.

Combined life and critical illness cover

The illnesses covered are specified in the policy along with any exclusions and limitations, which may differ between insurers. Critical illness policies usually only pay out once, so they are not a replacement for income. Some policies offer combined life and critical illness cover. These pay out if you are diagnosed with a specified critical illness, or you die – whichever

Survival period

Very few policies will pay out as soon as you receive diagnosis of any of the conditions listed in the policy, and most pay out only after a ‘survival period’. This means that if you die within this period (even if you meet the definition of the critical illness given in the policy), the cover would not pay out. Permanent

total disability is usually included in the policy. Some insurers define ‘permanent total disability’ as being unable to work as you normally would as a result of sickness, while others see it as being unable to independently perform three or more ‘Activities of Daily Living’ as a result of sickness or accident.

• Dressing and undressing

• Eating

• Transferring from bed to chair and back again How much you pay for critical illness cover will depend on a range of factors, including what sort of policy you have chosen, your age, the amount you want the policy to pay out, and whether or not you smoke.

New dates are available for a free course for parents and carers of children aged 2-5 years, delivered from six of Central Bedfordshire Council’s children’s centres.

The ‘Parenting Puzzle’ programme supports parents and carers to develop strategies to reduce the challenges and stress of parenting and prepare children for school. It’s also a great place to meet other parents and carers within the area. Parents can choose to attend either a 4-week or a 10-week version of the programme.

100 per cent of parents who have attended one of the courses said they would recommend it to other parents and carers. One parent said: “…it helped understand my children more, I wish I’d done it years ago.”

Another said: “Life is changing for us in such a positive way now.”

Other parents said the course had helped “make family life a lot calmer,” and that “I never felt judged.”

Lutoo Hoo Walled Garden
