Constructing tomorrow’s workforce today By Audrey Jensen

I

n June, there were more than 62,000 job openings nationwide in construction, an industry that has seen workforce demand grow faster than nearly any other sector, according to the Bureau of Labor Statistics. To help grow that workforce, several organizations in Colorado and El Paso County are working together to change the conversation and perception about employment in the construction industry, where annual wages can start at more than $50,000. To increase the number of skilled construction workers in Colorado Springs, the Housing & Building Association of Colorado Springs, the Southern

Colorado Construction Career Day Foundation and builders such as Vanguard Homes and others are working to educate and inform students and young adults about careers in the industry. The construction trades have been long neglected in high schools, said Jim Johnson, CEO of GE Johnson Construction Co. “No one was truly invested in developing those craftspeople. There was a perception — and it’s still present — that construction-skilled crafts was not really a career, it was a job until you got a career at Facebook or whatever,” Johnson said. “It’s a real job … [but] it wasn’t seen as high-tech, so a lot of various generations were not interested. We had an image problem.”

Last December, the GE Johnson Construction Co. Community Foundation awarded $250,000 to the Pikes Peak Community College Foundation and the Foundation for Colorado Community Colleges to provide scholarships for new construction certification and degree programs. Through the Jim Johnson Construction Challenge and matching grants, up to $580,000 is expected to go to PPCC and rural colleges in the state to support construction training. About 100 students are enrolled for the fall semester of PPCC’s construction certification classes, starting Aug. 28, said Warren Epstein, executive director for marketing and communication at the See Build page 9

Council likely to allow entertainment districts E By Bob Stephens

ntertainment districts are likely to become part of the Colorado Springs landscape, said City Councilor Don Knight, but in what form they’ll be approved is still up for discussion. The Colorado Springs Liquor and Beer Licensing Board unanimously voted Aug. 18 to pass proposed amendments to the City Liquor Code, and city council had its first reading of an ordinance that would permit entertainment districts Aug. 22. A second reading by city council is scheduled for Sept. 26 and Knight predicts it will pass handily. “I don’t know if it’ll be unanimous, but I think it’ll be a clear majority,” he said. “The real meat is going to come with how we set up the process for applying for an entertainment district. It won’t be an ordinance; it’ll be council procedures or something like that.” If council passes the amendment, an entertainment district will allow “common consumption areas” to be operated by a “promotional association.” Each request will be handled separately, Knight said. And the requests could vary wildly — from shutting down Tejon Street with multiple businesses coordinating the event, to allowing customers to carry alcohol from one establishment to another designated district inside Ivywild See District page 5

n recent months, the city has started to tackle a languishing problem that has long plagued Colorado Springs — and created a legally tense relationship with its southern neighbor, Pueblo. Stormwater. Colorado Springs needs a dedicated fund to address stormwater issues: flooding, drainage, erosion, sending contaminated water down Fountain Creek to Pueblo. And this time around, they’re doing it right. City leaders have polled the community, discussed stormwater with anyone who will listen and collaborated with Pueblo leaders to find a solution that will work. That solution is a stormwater fee charged to property owners. The Springs is the only major city in the nation without a dedicated fee charged to property owners and developers based on the amount of cover they place on a parcel of ground. There are always naysayers to pick apart the details. The city’s definition of what creates stormwater should include snow and not just rain, for example. Others say Colorado Springs should have acted decades ago and charged developers stormwater fees as they were building huge projects like Briargate. That’s probably true — but they didn’t, and now city leaders must

find a solution even while facing legal action from the Environmental Protection Agency. The solution works in other cities, and should work here: Charge a stormwater fee to cover drainage issues and address those that have been neglected far too long. After a voter recall for an earlier fee, residents in Colorado Springs now recognize the problem needs a solution. A poll earlier this month said most voters — not all, but most — favor a stormwater fee. It’s the plan favored by Mayor John Suthers, who doesn’t exactly embrace a tax-and-spend mentality. City council, after rescinding a similar fee in 2009, decided on Aug. 8 to renew the fee and decided earlier this week to put it on the ballot. No matter what voters decide, the city must take steps to address the backlog of stormwater drainage infrastructure projects. It’s part of basic city services: roads free from potholes, adequate police and fire protection, infrastructure to prevent flooding and erosion. If the city can raise $17 million a year in stormwater fees to address drainage issues, then money now used for that purpose can provide funding for more police and fire protection. More than 10,000 people have moved to Colorado Springs in the past three years, according to economists. As the city grows, it will need to attract businesses and jobs — and that means providing basic city services. No one wants to pay more taxes, but let’s all agree: The chronic stormwater problem is threatening our city’s relationship with Pueblo; it’s causing economic development problems. It needs to be addressed immediately, not left for future leaders to face. Supporting the stormwater fee is supporting business development. CSBJ n

Grants provide substantial boost to many

I

f you’re a charitable nonprofit, a state entity, local government or a noncommercial cause-oriented organization, you won’t last long without filling a certain crucial position: grant writer. The city of Colorado Springs is no exception to this rule. Multiple city employees are directly and indirectly involved in the grant HAZLEHURST writing process. This year, their efforts will be rewarded by more than $40 million in grants, most of them from the federal government. From 2014 through 2017, grants have brought in about $180 million — $50 million went to the airport, $30 million to transit, $12 million to police and $7 million to parks, recreation and cultural services. Other major recipients included fire, stormwater, city engineering and community development. The federal government, as any Republican will tell you, is the principal source of these eagerly sought bonanzas. Your friendly local GOPster will also insist that such handouts should be substantially curbed, even completely discontinued. He might suggest that you take a look at USAspending. gov, the publicly accessible searchable website that tracks government spending. In 2017, federal agencies distributed $644.4 billion in grants, included in 486,297 transactions. Colorado received a total of $30.9 billion in contracts, grants, loans and “other financial assistance,” including Medicare, food stamps and flood insurance. Grants comprised about 30 to 35 percent of the total. Our Republican would argue that such grants don’t

necessarily go to the greatest needs of local government, but to recipient agencies whose needs/programs fit in with the transient priorities of the Feds. Combine skilled politicians at local and state levels, local funding matches, brilliant grantsmanship and fashionable projects — and the money spigots open wide. Ask a Democrat, and you may get a different answer. He/she might point to an agenda item from Monday’s City Council work session. It’s an ordinance authorizing “a supplemental appropriation to the grants fund in the amount of $9.9 million for the Hazard Mitigation Grant Program awards funding landslide affected property acquisition and for the Community Development Block Grant-Disaster Recovery award funding phase III of the Manitou Incline Corridor Reconstruction project.” Heavy rainfall and flooding in 2015 triggered landslides in isolated southwest areas of the city. Around 27 homes were so severely damaged that they were condemned. All losses were uninsured, and no rebuilding was possible on the unstable ground. The city applied for funding from the federal Hazard Mitigation Grants Program, which “provides grants to states and local governments to implement long-term hazard mitigation measures after a major disaster declaration.” HMGP is funded by FEMA grants to the states. It can cover up to 75 percent of the eligible cost of each project. That doesn’t make eligible property owners whole by any means, since they’ll have to part of the demolition and other costs, but it’s a satisfactory res-

olution to a difficult problem. By law, the properties will be permanently converted to open space. Similarly, the Manitou Incline is a unique regional treasure. First constructed in 1907 as an incline railway to build and service a hydroelectric plant above Manitou Springs, the former railway bed gains 2,000 feet in elevation in less than a mile. It attracts hundreds of thousands of climbers annually, but it’s sorely in need of maintenance. Flooding has both damaged and destabilized it. Thanks to coordinated and persistent efforts by multiple entities (both private and governmental), the Incline will get a $2 million facelift. It won’t be as good as new — it’ll be much better. Yet conservatives might argue the federal government has no business funding an open-air fitness club, especially since the national debt now stands at $19,844,962,412,703. As for the damaged houses — well, life isn’t fair, is it? Should the government step in and alleviate every individual misfortune? And besides, spending all this time and effort on grants has to distort government priorities and magnify inefficiencies. How would a Democrat respond? Here’s a guess: “Look, you’ve got a point about the debt and about misallocation of resources. But we have to live in the world as it is, not as we think it should be. So here’s my compromise: forget all those grants, close the Incline and fund a single-payer health system!” Republican response: “On second thought, I’m OK with the grants…” CSBJ

Cyber accelerator first of its kind in city By Helen Robinson

A

new nonprofit security tech accelerator — the first of its kind in Colorado Springs — is taking shape, aiming to recruit entrepreneurs to the city and boost cyber economic development. Exponential Impact (EXi) will take a holistic approach to mentoring and coaching, said CEO Vance Brown, and will focus not only on technology and funding but also on leadership, ethics, humanity and sustainability. “I’ve heard a lot about how it’s difficult to bring in funding and build technology companies in Colorado Springs, and I beg to differ,” said Brown, who is co-founder and executive chairman of Springs-based Cherwell Software. In 2014, Cherwell was recognized as one of the 101 fastest-growing companies in North America by Deloitte’s Fast 500. “A lot of people say it’s hard to raise funding, but just in February we were able to raise $50 million from KKR — they may be the largest private equity company in the world and they had no problem with Colorado Springs. They’re just looking for good technology and good management and good companies.” EXi will target security technologies including cybersecurity, artificial intelligence and Blockchain. EXi will be “really important in the overall ecosystem in Colorado Springs” and these security technologies represent “limitless possibilities,” said Hannah Parsons, Colorado Springs Chamber & EDC chief economic development officer. “It will create a place for emerging and growth companies to ... participate in a mentor program and potentially seek and receive additional funding and/or investment, post-accelerator, and ideally help some of those companies remain in the region,” Parsons said. The Chamber & EDC is helping EXi make connections and set up the nonprofit organization. Brown said EXi hopes to “explain to the community what we’re doing, why we’re doing it, how we’re doing it and how they can get involved” as part of the annual Governor’s Cybersecurity Symposium in November, with Ret. Gen. David Petraeus scheduled to speak. The symposium’s opening events, co-hosted by the National Cybersecurity Center and EXi, will represent NCC’s first opportunity to work alongside the accelerator, said NCC’s CEO Ed Rios. “The [NCC] is here to support all accelerators in Colorado Springs, across our state and throughout the nation to improve cybersecurity for all, accelerate cyber economic development and increase cyber workforce development,” Rios said in an email. School, where patrons currently can’t take alcohol from one establishment down the hall to a different retail outlet. “The nuances are going to be in how many times a year, and what are the hours we’re going to allow,” Knight said. Susan Edmondson, president and CEO of Downtown Partnership of Colorado Springs, cited issues such as security, safety, nearby residents and hours of operation — but also voiced approval for the idea. “The Downtown Partnership supports entertainment district legislation,” she said. “We want to make sure this becomes a possibility for small businesses.” But she believes there should be limits. “We certainly don’t want something that shuts down Tejon Street on a permanent basis,” she said. “At times is fine, but not weekly or daily.” Liquor Board Chairman Ian Lee, who also owns Brooklyn’s on Boulder Street, an upscale downtown tasting room, also supports the idea. “When they’re done right, they’re awesome,” Lee said. “This is going to be an exciting thing. Education is always the toughest element for citizens to wrap their brain around because this isn’t part of their daily walk.” It’s a good idea for council to review each request, Edmondson said. “They can decide what makes sense and what doesn’t for each applicant,” she said. “I can see two or three restaurants who share a central courtyard or patio taking advantage of this. You get pizza and I get tacos, and we share a cocktail in the same space.” Lee likes giving local business owners a chance to expand. “I think the more opportunity we provide for business owners and citizens to get involved and create cultural and entertainment activities in spaces that don’t have

them lets us get multiple uses out of our city,” he said. “It provides an opportunity for citizens to be creative.” Lee and Knight both pointed to Ivywild as a potential beneficiary of the ordinance. “I went there last week, and it’s a perfect fit for this,” Knight said. Lee echoed that sentiment: “Right now they have two liquor licenses there, one’s a manufacturing [license] for Bristol Brewing Co. and the other one is a standard one for The Principal’s Office. They have signs posted everywhere — here’s the boundary line for this license, and you can’t take stuff back and forth. This would offer them an opportunity to create a homogenized space.” Council must still decide how to approach the idea. “To me, this is more analogous to a land-use decision than an alcohol decision,” Knight said. “Therefore, the public process should be the same as when we do a land-use decision. Specifically, I want to hear from people inside the district — because it’s not all bars — and I want to hear from people 500 feet around the district. Some might be residents, some might be churches; I know it can’t be schools.” Knight suggested 10 p.m. might be the proper cutoff time, and said he wouldn’t support the ordinance if the state hadn’t previously made entertainment districts legal. Greeley was the first city to take advantage of the new state law and create an entertainment district. “I’ll be supporting it, but I’m not a champion for the idea,” Knight said. “My concern is: Do we need another place where people can drink and walk the streets? I’d just as soon not have them but since the state has allowed it … if we control it properly, it’ll be advantageous to the businesses and their customers.” To the local economy, he figures, it won’t matter much. “It’ll mean more income to the individual bars,” Knight said, “but overall, I don’t think it’ll be much of an economic difference.” CSBJ n

Avila takes reins in southeast Springs By Bryan Grossman

W

hile she was born in Mexico, Yolanda Avila’s family has had ties to Colorado Springs since the late 1950s. The city councilor represents District 4 on the Southeast side, an area with which she is entirely familiar. Avila’s father spent 21 years in the Army and was stationed at Fort Carson on more than one occasion. Avila attended local elementary and middle schools and is a graduate of Mitchell High School. She attended Pikes Peak Community College and earned her degree from Colorado College, where she studied economics and political science. Avila (and dog, Puma), a resident of 80910, spoke with the Business Journal about her district, her challenges and her commitment to her constituents. What’s your history with Colorado Springs? Well, I was born in Mexico. My mom did the opposite of what some would expect — when she was pregnant she would leave the U.S. when she could and go to Mexico to have her children. … There was a lot of racism at the time — people had to drink from separate water fountains and were segregated in public places. My mom didn’t like that. My parents were living in Garden City, Kan., which is where my dad had been born and raised. … He got a letter from Uncle Sam and was drafted into the Army. He was based at Fort Carson for the first time when I was 3 years old and

my mom fell in love with the Springs. She said it would be our home base. I’m not a native here, but I sure feel like one. What was your first job out of college? I graduated during a recession and looked everywhere for a job. There was a receptionist position with the Chamber of Commerce that I applied for and was told I would be bored to tears. I ended up going to Denver and worked … helping women on public assistance get into job training or into a job with benefits. I was in Denver until 1989. Then what? I went to law school in Michigan for a year and I did not like it. ... So I went to Orange County, Calif., in 1990. Every job I applied for, I was offered. It was so different from here. I had been working as a temp at a machine shop doing administrative stuff. They really wanted me to stay, but I said I applied for a job with the county as a criminal defense investigator. They laughed. “You have to know somebody,” they said. “You’re from Colorado. You don’t know anybody.” Three weeks later I was offered the job. What was that job like? I loved it. I couldn’t wait to go to work — kind of like now. In 1995 I’d been promoted and bought a new Toyota See Avila page 19

Duncan and her associates take on accounting world By Bryan Grossman

P

erhaps it was Janet Duncan’s psychology degree that led her to realize she wasn’t the ideal employee. But it was that discovery (along with being laid off) that helped her make the leap needed to go into business for herself. Duncan is the owner of Duncan & Associates, a full-service small business accounting and tax firm located on South Academy Boulevard. An Army brat, Duncan moved to Colorado Springs as a pre-teen before her father, a military policeman, retired from Fort Carson. Duncan hasn’t moved away since. She graduated from Harrison High School and attended UCCS on a scholarship, where she studied psychology with the intent of becoming a police officer before changing course and pursuing a career in counseling. But the birth of her son forced her to re-evaluate her career path. “Everything changed,” she said. “I thought, ‘Oh, I need money. Kids are expensive.’” She realized the number of intern hours required to become a counselor wouldn’t meet her earning needs. “I got into accounting [by] accident,” she said. “Counseling is a noble profession, and I admire anyone who can do it, but I had a mouth to feed.” She was pursuing her master’s when she made the decision to switch to business. “I excelled in the business school, and when we got to the accounting piece, I did even better,” Duncan said.

‘BABY-BOOMER-MEETS-MILLENNIAL’ Prior to switching career tracks, Duncan wanted to assist female offenders dealing with substance abuse problems. “That was going to be my focus, but life happened, so that wasn’t going to work,” she said. “But I really liked the program coordination and management part [of that job]. And accounting is systems management 101. Everything goes into a box. The ironic part is when I was trying to figure out my major at UCCS, my mother told me to become an accountant.” Duncan worked for local firms, but admits she was miserable. “I wanted to start at the top and work my way up from there,” she quipped. “That’s not what my employers envisioned. “I was a terrible employee. I did my job, but that was it, and I wasn’t happy. I didn’t have a great attitude and was probably miserable to be around.” Firms want accountants to work long hours and be part of “the traditional corporate climb,” Duncan said, adding 60- or 70-hour workweeks during tax season weren’t for her. “I had little ones and didn’t want to work 60 hours a week,” she said. “My daughter started kindergarten

when I took that job and I missed her entire kindergarten year.” Duncan was laid off on a Friday, the day before her birthday, and her husband said to take the weekend to “wallow,” but on the following Monday, she should start her own business. It was 2011, and that’s exactly what she did. “This has come out better than I planned,” she said. When asked if she was confident starting out on her own because she earned a business degree, Duncan said she wasn’t. “I’m this far into this, and I still have a lot to learn,” she said. “I’ll constantly be asking clients what I can do more of or better. I’m always taking classes regarding changes in tax law and bookkeeping and auditing. This field is changing fast.” She said some of those changes include challenges attracting new talent, and she is often one of the youngest professionals at industry events. “The work dynamic is changing. I met with a consultant a year ago to help focus my growth and we talked about my work habits. He said I was a Baby-Boomer-meets-Millennial. “I said, ‘No, I’m Gen X, dude.’ “He said I had the work ethic of a Baby Boomer but the work habits of a Millennial. That’s why I won’t meet at 8 a.m. I hate 8 a.m. “It makes it hard because you have Boomers

with one foot out the door and they have the 8-to-5 mentality, so I drive them nuts. Then you have the Millennials who want to do what they want to do. I don’t necessarily need you here 8 to 5, but you better work like you’re here 8 to 5. I drive them nuts, too.”

A RELATIONAL APPROACH Duncan began her business out of her home before quickly outgrowing the space. She moved a couple times before settling in November in her location on South Academy Boulevard. Since moving, clients and revenue have tripled, she said. Because of recent growth, Duncan said she is looking to hire. During tax season, Duncan & Associates employs five, then drops to three during the offseason. She would like to be at five employees (including two accountants and two bookkeepers) year-round and begin to take on more of a management role. “I have a young adult now as far as my business is concerned,” she said. “Now I have to get it fully functioning and out of mom’s basement.” Duncan said her relational approach with clients has helped her be so successful. “I foster relationships,” she said. “We’re relationship-based, not file-based. People appreciate that — especially in this highly automated world where everyone is just a number.” CSBJ n

The HBA of Colorado Springs is also working with builders, school districts and trade associations to support programs like Careers in Construction and Construction Careers Now, which were created to introduce high school students to the industry. In its first year, HBA’s nonprofit Careers in

Construction program was piloted by Harrison School District 2, which issued 19 Home Builders Institute Construction Core Certificates during the 2015-16 school year and 85 certificates during the 2016-2017 school year. The program started with 21 students and has since expanded to 300 students across five schools. Colorado Springs School District 11 and Falcon’s District 49 are also participating. money to the Building Futures Fund to provide longterm financial support. Mark Long, president of Vanguard Homes, said many workers left the industry after the last recession, but the demand for workers in El Paso County has picked up over the past several years. “We’ve got more work to be done than workers,” Long said. “Workers have to work more hours and it’s more stress on them.” Another program for potential construction workers is the Southern Colorado Construction Career Day Foundation’s 10th annual career event Sept. 14 at the Norris-Penrose Event Center. Created for high school juniors and seniors, the event will teach hands-on skills and offer technology demonstrations. Linda Champlin-Frank, president of the Southern Colorado Construction Career Day Foundation and former president of several local National Association of Women in Construction chapters, said that more than 500 students participate in this half-day event, some traveling from New Mexico. This year’s sponsors include the El Paso County Contractors Association, IBEW/Colorado Springs Electrical JATC and the National Association of Women in Construction. Champlin-Frank said the organization conducts multiple building and construction trade and apprenticeship training programs in Colorado, and she said she has seen a need for more skilled workers over the past decade. “Construction workers [are] aging out and, with all the technology and people pushing kids toward college and IT stuff, we’ve lost the trades part of it. There’s a definite need for these skilled workers,” she said. “It’s very hard now for companies to find workers who are eligible to work or who are trained and are willing to go through training.” CSBJ n

Parrish promotes brothers, sisters, mentors in region By Bryan Grossman

A

nna Parrish was drawn to Colorado even as a teen, despite never having visited. Born in Greenville, N.C., Parrish moved with her family to Virginia before venturing back to attend college at Appalachian State University in Boone, N.C. It was her love of the mountains that led her to earn her degree there, and the mountains eventually brought her to the Centennial State. Today, Parrish is manager of fund development at the Pikes Peak office of Big Brothers Big Sisters Colorado in Colorado Springs. She spoke with the Business Journal this week about building her career in the community she never thought she’d love. How did you end up in Colorado? I always wanted to live in Colorado. I’d never been here and came out around my 25th birthday to visit. Six months later I moved. Even before Google was a thing, I remember doing internet searches for apartments in Denver. I was maybe 16 and didn’t have family out here or anything. I just knew I wanted to be here. I always loved the mountains. My family moved to Virginia when I was 10 or 11 but I went back to North Carolina and went to school at Appalachian State, which is in the mountains. What did you study? Communications and public relations with a minor in political science. I considered law school but, when I graduated in 2009, it didn’t seem like a good option because of the recession and lack of jobs. Plus my grandfather told me I was too honest to be a lawyer. It’s funny, though, because a lot of people in my family have a law degree. What did you decide to do? I wanted to do something in communications. I enjoyed it and felt I was good at it. When I graduated, I started volunteering with a congressional campaign. The following January I was asked to be a press assistant. I started there and it morphed into way more responsibilities. … I was asked to start fundraising and I knew I wanted to go into the nonprofit or advocacy world. That’s why I looked at law school. But when I got the skill in fundraising, I thought all nonprofits need help in fundraising, so that was the transition to this world.

First impressions of Colorado Springs? The first time I came to Colorado it was in December and I visited Fort Collins, Boulder, Estes Park, Vail and Aspen — but not the Springs. My parents have friends here. They came out six months after my first trip and I came with them to Colorado Springs. This definitely felt like a bigger city. I’m really drawn to small cities. I liked Manitou Springs when I came out because it reminded me of the main street at Appalachian State. It also felt like the Springs was kind of segmented. Just in the four years I’ve lived here, I’ve seen so much change. Even though this is a big city, it doesn’t feel that way. I run into people all the time and I’m very comfortable getting around. I never thought I would have applied for jobs here or find myself here, but I’m so glad I did. What should people know about BBBS? For Big Brothers Big Sisters of Colorado, next year is our 100th anniversary. We’re affiliated with the Denver office — we’re the Pikes Peak office. We do a lot of collaboration with Denver, but we also have our own campaigns. ... The Mentor 2.0 program is our newest program. We are starting our second year and we’re in partnership with Atlas Preparatory High School. Across the U.S. there’s one counselor per 471 students. This program ... matches one professional with one student for their entire high school career. Last year we had about 120 freshmen at Atlas Prep and matched every one of them. This year we have 136 freshmen to find matches for, and we’re still looking for mentors for that program. A lot of these students will be first-generation college enrollees and attendees.

And you’re in contention for a big grant? Yep. It’s the State Farm Neighborhood Assist grant, and it’s in its second year. They had more than 2,000 submissions and have narrowed the finalists to 200. For 10 days people could vote for those causes and the top 40 of the remaining 200 receive a $25,000 grant. There are only three causes in Colorado — one in Boulder, one in Granby and we’re the only southern Colorado cause. The $25,000 would go directly to support the Mentor 2.0 program. … Hopefully people can vote [neighborhoodassist.com] Friday [Aug. 25], which is the last day voting is open. CSBJ n

ENT CENTER FOR THE ARTS HAS FIRST DIRECTOR Aisha Ahmad-Post, who produced The New York Public Library’s flagship cultural series, is the new director of the $70 million UCCS Ent Center for the Arts. Ahmad-Post was selected following a national search and will be responsible for programming the Ent Center for the Arts’ performing arts series and representing the 92,000-square-foot arts complex to the community. The UCCS Ent Center for the Arts opens in January 2018.

WESTAPHER AIDS SPRINGS RESCUE MISSION Colorado Realtor Vicki Westapher of RE/MAX Properties Inc., pledged for the fifth consecutive year to donate a portion of her annual profits to Springs Rescue Mission to help fight homelessness, poverty and addiction in Colorado Springs. The Hybl Community Center is named in honor of William J. Hybl, Class of 1964, and the Hershey Courtyard is named in honor of Laura Ann Hershey, Class of 1983. The eight residence halls at the East Campus Housing Community also are named in honor of prominent former Colorado College students. Hybl is chairman and chief executive officer of El Pomar Foundation. Hybl’s career in public service spans more than four decades of local, national and international involvement and Hershey was a renowned disability-rights activist, writer and poet, who was diagnosed with a rare form of muscular dystrophy at age 2.

Penetration testing reveals cyber Achilles heel By Helen Robinson

olorado Springs school districts are hiring hackers to find the holes in their cybersecurity defenses. They’re among an increasing number of organizations turning to penetration testing — ethical hacking that locates and exploits a system’s security flaws — so they can see their own weaknesses before the bad guys do. Elizabeth Walhof, director of instructional technology integration and professional development for Lewis-Palmer School District 38, said the district uses both ongoing pen testing and vulnerability assessments, and audits successfully identified “some patching and configuration challenges” that the district had addressed. Walhof said LPSD38’s other cybersecurity strategies include patches, updates and filter evolution, legal compliance, staff education, and information-sharing with business, school and community leaders. “We continually make improvements to make ourselves a ‘hard target,’” Assistant Superintendent Cheryl Wangeman said in an email. In 2016, a potential data breach of some student accounts was identified at D-38. The investigation was turned over to the Monument Police Department, which completed and closed its investigation without filing charges. Applied Trust, a data security consulting firm hired by the district, found that a login credentials vulnerability did exist but no student data was compromised. As a result, Walhof said, D-38 made changes to how user accounts are named and how passwords are provisioned and changed. She said the experience of dealing with a possible data breach had “created a more user-friendly narrative around the importance of cybersecurity. Cybersecurity is talked about in larger circles.” While D-38 avoided a breach, Bradley said other school districts are not so fortunate. “There are definitely school districts out there that have already been breached,” he said. “They’re either losing data and they just don’t know about it, or they’ve been breached by a hacker who has some other motive other than financial or personal data.” CSBJ n

The siren song of lucrative but tangential opportunity Problem: We’re a young and growing company that has developed a reputation for delivering value to clients and we have aggressively sought new growth opportunities. We were just presented a new opportunity that could substantially grow our business, but it is tangential to our core capabilities. How should we decide whether to seize this opportunity or pass on it?

F

ounders usually have specialized skills that enable them to generate financial returns while providing value for customers. Perhaps the founder is an accountant, a hairdresser or a construction contractor who used to be an employee, but decided to go out on his or her own. In the beginning, the goal is often James just to break even while building a customer base and a good reputa- VAN SCOTTER tion. Within a few years, a founder might be managing a growing organization with dozens of employees, but without ever having considered a long-term strategy. The absence of strategy is still a strategy, but it is an ad-hoc strategy that results from merely following the path of opportunities as they arise. As organizations grow, emergent strategies fail to promote sustainable competitive advantage or maximize performance. This scenario presents a dilemma for many growing companies: the problem of identifying strategic fit of new opportunities. How can a business owner decide if an opportunity is a good strategic fit if she has never really considered strategy? Surely, some opportunities are clearly a fit, while others are not. The problem resides in the middle gray area and is exacerbated by the attractiveness of potential financial returns. While chasing every opportunity that comes up sounds like a great way to grow, the result is often a strategically incoherent entity governed only by opportunism. Unfortunately, this can result in companies pursuing opportunities that are a poor fit for their resources, capabilities and human capital. It can frustrate the workforce, reduce morale and create a toxic culture driven by opportunism. Growing organizations can make intentional decisions about which opportunities to accept by paying attention to their strategy and strategic fit. Developing a positive organizational strategy can yield numerous benefits for organizations: 1. Increase strategic fit by linking opportunities with existing resources and capabilities; 2. Improve the organizational culture by providing a sense of purpose that transcends opportunism and fosters positive employee engagement;

3. Guide decision-making throughout all levels of the organization by reinforcing a shared vision, mission and a set of core values; and 4. Intentionally position the organization for competitive advantage and profitability. While creating an intentional strategy sounds easy, in reality conversations around strategy are often the most challenging. Disagreements among managers can be profound and difficult (or impossible) to reconcile. It can take hours of heated discussion in order to get the leadership team on the same page. Achieving consensus agreement among leaders is essential for obtaining buy-in from employees.

ACTION STEPS Here are some things leaders can do to start building a positive organizational strategy: 1. The top leadership team must develop and communicate an aspirational vision that includes: • A customer-focused BHAG (Big Hairy Audacious Goal) that would be realized if everything worked out perfectly over time; and • A good vision statement which presents an idealized version of the future. Use visual imagery in language to paint a motivating picture of an ideal future in the minds of employees.

2. Develop a memorable mission statement that: • Focuses on customer solutions rather than specific product features; and • Guides the organization by stating how it will achieve the vision. 3. Create a clear statement of core values that: • Defines what the organization cares most about — integrity, safety, quality, etc. • Focuses on values for benefiting employees, customers, and key stakeholders; and • Considers ethical dilemmas in work activities and core values to guide behavior. When integrated into onboarding and employee training, these basic elements of strategy inspire, motivate positive behavior and provide guidance for decision-makers. With these in place, organizations can begin working on a balanced scorecard with performance metrics for customers, finances, processes and learning and growth goals. outheast Colorado Springs has long been characterized as the part of town that lags behind. Whether it’s in business development, education, household income or health care, it seems there are fewer opportunities or provisions in the southeast sector. Some of that may be improving — but change is slow. Still, there is hope. Andy Oyler, of Quantum Commercial Group, said there has been activity in the real estate market in southeast Colorado Springs — both commercial and residential. “There has been improvement in retail and in industrial,” Oyler said. “It’s still somewhat lagging, but that’s probably true for most of Colorado Springs. I’m speculating, but I wouldn’t be surprised to see defense contractors be more active as time goes on. We’re optimistic about that happening.” He said the South Powers corridor “is a real opportunity for retail although it is quite challenged and will be for some time.” He said industrial buildings smaller than 30,000

square feet are being leased or sold pretty quickly, largely because there aren’t many options. Oyler said the 4 percent vacancy for retail is low, “but that’s the way it works in a rebounding economy.” “Residential construction has taken off in some parts of that area — although there are a limited amount of lots available — and retail will follow to support those new neighborhoods.” One advantage of living in southeast Colorado Springs, Oyler said, “is that you get a lot more house for your buck.” Residents in southeast Springs don’t have access to a hospital and of the seven doctor’s offices and two emergency care facilities in the region, none are located in the 80916 zip code, said Mina Liebert, public health planner with El Paso County Public Health. “There are definitely gaps in that area,” said interim Public Health Director of El Paso County Public Health Dan Martindale. In one fashion that should change by end of the year, he said, a satellite office for the county’s WIC [Women, Infants and Children] program will open at 2948 Fountain Blvd, in partnership with Harrison

School District 2, which owns the building. Liebert said 38 percent of WIC eligible women live in zip codes 80910 and 80916 in southeast Colorado Springs. The building will also be used for meetings and periodic immunizations, Martindale said, like for backto-school students. Both Liebert and Pikes Peak Small Business Development Center Executive Director Aikta Marcoulier spoke highly of the RISE coalition and its efforts to benefit the southeast sector of the Springs in many ways. Marcoulier said she lived in that area for many years and sees great potential. “We partner with RISE, Thrive, the City of Colorado Springs, El Paso County, the Black Chamber, Hispanic Business Council, and the BBB to name a few of the partners working in the 80910 and 80916 area codes,” she said. “The SBDC has also taken the initiative to open a satellite office at the Sand Creek library with the support of volunteer consultant Janet Brugger to host onsite consulting and workshops. We are very excited to have a permanent home in the southeast part of the Springs to assist our small businesses.” CSBJ

Camry with a sunroof. I was working out of Newport Beach and remember looking up at the palm trees and thinking all my hard work paid off. I had money in my pocket, a new ride. What else could you want? But in 1998 I got the diagnosis that I was going to go blind. I was diagnosed with retinitis pigmentosa, where the cells in my retina gradually deteriorate. I gave my daughter my car keys. I had already gone down a couple one-ways the wrong way. For the first couple years I was in a fog. I didn’t know the life of a person with a disability. But I learned I’m more than my five senses — I’m the depth and breadth of all my experiences and they’re still there. Has losing your vision impacted your sense of social responsibility? What made the transition [to blindness] easier in California was that every street and sidewalk was completely accessible. Buses ran every 10 or 15 minutes. I didn’t have to go on disability and move back in with my mom in the Springs. But I came back to the Springs to retire in August 2011 and a third of the city lights were out. Buses were only running Monday through Friday and they were done by 5:30 p.m. The sidewalks were horrible or nonexistent. I was like, “What happened to my city?” I thought I would read books and do yoga and hang out with my mom. I bought a house near her in 2005 because I planned to retire here. So I started talking at city council meetings and getting involved in transportation. People were asking me to be on their board. I knew things needed to be done and, a couple years ago, before I was elected, we were able to increase route frequency and added night

routes and Saturdays and Sundays. I knew I could have a voice and contribute. Talk about running for council. I’d been asked by some to run for city council and, secretly in my heart, I really did want to. I first ran in 2015 and had no idea what I was doing. I had just broken my ankle after falling into a utility hole. … It had been left open and I walked right into it. … I ran in 2015 with a cast and I’m blind and I don’t have a campaign manager. After my first forum I went home and cried. … I thought, “What am I doing?” I felt like I was in way over my head. But after the 2015 election I did a candidates class — Emerge Colorado — to get the tools I needed to try again. I grew my network and got a campaign manager and treasurer for 2017. I had more than 200 volunteers coming in from Eagle, Denver, all the way to Pueblo. I knocked on thousands of doors. It’s all part of my commitment to my district. My mom lives there. My parents bought that house in 1967, and my mom’s still there. Talk about issues in your district. I felt like my district wasn’t being paid attention to for a long time. People had just given up on anything happening there. When I was campaigning, the unemployment rate in my district was 8 percent. In the city it was 2.7 percent. Five years ago the workforce center was moved to the Northwest side of town. A bus ride [with transfers] could take two or three hours. In 2015 a bus used to pass a third of a block from my house to go to The Citadel mall. Right after the 2015 election, that stop was completely removed. A battered women’s shelter had just located in that exact place because of the bus stop. That wasn’t being paid attention to. It was faster for kids attending Sierra

High School to walk two miles than wait for the bus. I felt infrastructure projects weren’t being equally distributed throughout the city. I’m also concerned about stormwater and jobs, but transportation ties into everything — getting to grocery stores, medical appointments and work. What are your strengths? When I get emailed by my neighbors, I respond to them and let them know I’m working for them. One person emailed that there was another Dumpster needed at Wildflower Park, so I got a hold of the [parks and recreation department] and the next week the Dumpster was there. The constituent said that had never happened before. I’m a community person. I know policy and stuff and I’m learning, but my strength is my connection to my community. What are your thoughts on this council? I love this council. It feels like we have three pretty conservative council members, three moderate and three progressive council members. I think that creates a pretty good balance. When an issue comes up, it’s great to hear the different points of view from the council. I learn so much from their comments. Personally, I like all my colleagues. These people are smart. It freaks me out. What’s your favorite thing about your district? The people! … We’re passionate but there isn’t a sense of entitlement. … We’re not the squeaky wheel because we’re so grateful for what we have as a community right now. The people in my district are humble, but they also know they aren’t getting their fair share. But I love the diversity in my district, that I can go have soul food and Mexican food and Korean food and Filipino food — you can see I’m all about food. CSBJ n

Planning the shift from business owner to retiree

I

t’s a day most business owners both dream about and dread: retirement. To get to this major milestone, you’ve put in long hours; sacrificed time with family and friends along the way; dealt with customers who don’t pay and vendors who don’t deliver. Transitioning out of the business and into the next exciting phase of Benjamin your life should be the easy part, H A R V E Y right? Not always. When the deal closes, the biggest financial event of your life will happen in this one meeting. But will you be able to fulfill your dream of a satisfying, financially secure future when this happens? You’ll either have all the money from the sale (if your deal is all-cash), a good chunk of it with more to come (hopefully), or a down payment on the value of the business along with the promise of a stream of payments to come over time (usually the case in a sale to family members or select employees).

That’s why business experts suggest developing a plan that coordinates your business transition and retirement goals. Among other things, its goal is to determine a sustainable income that will help ensure financial security and the realization of your dreams for the future. A comprehensive transition plan can also provide a timetable and strategies that may help you reduce the tax liability on the transferring of assets on the sale of your business. Most business owners do not have a tremendous amount of investment cash at their disposal while they’re growing a business. The sale of a business may change that significantly. driven into the crowd of counter-protesters, allegedly by a rally participant, killing 32-year-old Heather Heyer. Brimelow claims no affiliation with the rally or with Kessler. But he did praise Kessler’s white nationalist writings — he’s had five articles published on VDARE.com in 2017. Four days after the Charlottesville tragedy, Cheyenne Mountain Resort canceled VDARE’s reservation and issued a short statement: “Cheyenne Mountain Resort will not be hosting the VDARE Foundation in April of next year. We remain committed to respecting the privacy of guests at the resort.” Suthers responded with a statement, also on Aug. 16: “Businesses need to make their own decisions in situations like this, and in doing so, consider both the business and community impacts of hosting disruptive groups. “I know I am joined by many Colorado Springs residents when I say I appreciate the Cheyenne Mountain Resort’s action to cancel this conference, and its conscientious decision not to bring this group to Colorado Springs.”

FIRST STATEMENT The day before, Suthers had issued a terse initial statement: “The City of Colorado Springs does not have the authority to restrict freedom of speech, nor to direct private businesses like the Cheyenne Mountain Resort as to which events they may host. That said, I would encourage local businesses to be attentive to the types of events they accept and the groups that they invite to our great city. “The City of Colorado Springs will not provide any support or resources to this event, and does not condone hate speech in any fashion. The City remains steadfast in its commitment to the enforcement of Colorado law, which protects all individuals regardless of race, religion, color, ancestry, national origin, physical or mental disability, or sexual orientation to be secure and protected from fear, intimidation, harassment and physical harm.” Kniffin said Suthers’ statements were

a good civics lesson regarding business, the limited role of government and free speech. “This is why the ACLU [American Civil Liberties Union] stood up for the [National Socialist Party of America] back in 1977 in Skokie [Ill.],” Kniffin said. “This is a bedrock position in American law and it goes back to Louis Brandeis, the first Jewish Supreme Court justice [in 1916]. He said the answer is more speech, not enforced silence. That is distinctly American. We’re OK with disagreement in our society.” Brimelow said the resort paid a “very significant” penalty to break the contract. “We’ve obviously been deprived of our civil rights,” Brimelow wrote in an email. “If we were the NAACP, the Justice Department would sue. But they are a bit busy right now. Some lawyers tell us that there’s a possible suit for conspiracy and tortious interference with contract against third parties like the [Southern Poverty Law Center].” Kniffin said anyone can file a suit. “Sometimes doing the right thing — morally or business-wise — involves some measure of legal risk,” he said. Back in January, VDARE Foundation had a conference scheduled at Tenaya Lodge, just outside Yosemite National Park, that was also canceled by the resort but no lawsuit was filed. Kniffin said there are lessons to be learned from this incident — even if it’s only to be prepared. “Everyone thinks it will never happen to them,” he said, “but a business owner might need to sit down with leadership or legal counsel and think through ‘What if this happens to us? How can we best be prepared?’ We’re living in a very fragile time with social media and YouTube videos, and politics are very prickly.” Another lesson, Kniffin said, is choosing your associates. “Branding is very important,” he said. “Why did all those CEOs resign from [President Donald] Trump’s boards? The No. 1 thing is whether this is helping or hurting your company.” CSBJ n
