MAYOR’S WELCOME Welcome to Southaven, Mississippi, the “Top of Mississippi.” We are the third largest city in the state of Mississippi and value the quality of life we have here in our hometown. Southaven is one of the fastest growing cities in Mississippi, and we have made every effort in continuing that growth and prospering still more while maintaining quality of life and safety to our residents. We are listed as the 8th Safest City in Mississippi as per Movoto Real Estate via the 2013 FBI Uniform Crime Report. Geographically, Southaven is located within a day’s drive of 50 percent of the U.S. population and within three hours driving distance from six different states. It is the nor thern gateway to Mississippi and strategically located near I-269 and I-55. We are extremely proud to be a part of the DeSoto County School system, one of the best in the state of Mississippi. Southaven is home to two high schools, Southaven High School and DeSoto Central High School. We also have several elementary, intermediate, and middle schools as well. The DeSoto County School District is devoted to academic excellence while offering a variety of extracurricular programs for our students.

Also, the City of Southaven is proud to be home to the Snowden Grove Baseball Complex. It is an award winning, state-of-theart, 17 baseball-field facility that possesses features previously only found at professional stadiums. Snowden Grove Baseball Complex is home to the Dizzy Dean World Series, the NABF World Series, 10-year-old USSSA World Series, numerous competitive baseball tournaments, and recreational baseball as well. This park is just one of the many community parks we enjoy here. As a Certified Retirement Community by Hometown Mississippi Retirement, the state’s official retiree attraction program, we acknowledge that part of enjoying retirement is taking full advantage of what our city has to offer in terms of living an active, affordable, healthy, and secure life. We are pleased to announce that construction is soon to begin in 2015 on our new Senior Center at Snowden Grove for our city’s Forever Young Senior Citizen Program. We are also quite proud of our own outdoor amphitheater in Southaven, BankPlus Amphitheater at Snowden Grove, the Mid-South’s newest outdoor venue, which has hosted some of the biggest acts in the enter tainment business including Miranda Lambert, Kenny Chesney, Jason Aldean, and Lynyrd Skynyrd to name a few. Construction is now under way to add a stage enclosure to the amphitheater with video display boards and overall aesthetic and acoustical improvements. In 2015, we will celebrate its 10th anniversary and expect the best entertainment lineup in the facility’s history. many barbecue teams compete for the Mississippi State Championship Barbecue Cooking Contest, an event sanctioned by the Memphis Barbecue Network. Springfest also includes in its celebration a spectacular carnival midway, games, live concerts, great co n ce s s i o n s , a n d m o r e. E s t i m a te d attendance for this event has exceeded 35,000 and has become a well-known fiveday celebration. We are extremely proud to announce that construction has begun on an outlet shops development by Tanger Outlet Centers with a completion target date projected for late 2015. This mall will be an upscale, destination-style shopping center that will include 70 stores occupying approximately 310,000 square feet of retail space. The total development also has plans to include a hotel and three restaurants on 54 acres of land on the northeast corner of Church Road and Interstate 55. It will be one of the highestquality developments in the history of Southaven, and it will create a resurgence of economic development in the Church Road corridor, thus adding to the quality of life and financial strength of our great city. Southaven maintains low property taxes while dedicating nearly 57 percent of its Southaven, Mississippi, operates under budget to public safety. Growing, Growing, not Gone. A chat with Mayor Darren Musselwhite on how Southaven’s growth is beneficial and exciting for all.

Anna Cox Thompson A vibrant mix of residential, office, retail and corporations, Southaven boasts small town charm with all the amenities of a big city. Southaven began as a single residential development and grew into Mississippi’s third largest city — offering something for every stage of life and interest. Every sphere of daily life happily intersects in such a way that feels unforced and natural. With such a favorable climate for both businesses and families to thrive, it’s not surprising that it might need to expand upon existing ventures to accommodate the growing population and attractions. But don’t worry, the character remains steadfastly welcoming and irresistible. Currently, the cit y is experiencing necessary growth and the improvements made will significantly benefit each citizen, from business executives to retirees. “We

want to be conscious of and tend to the needs of all of our citizens, keep it diverse — all age groups, all interests — and improve the quality of life for all,” says Darren Musselwhite, Mayor of Southaven. “The bottom line is we want Southaven to be a place where people want to live; that’s the goal.” As a northern gateway to the state of Mississippi, located less than 15 miles from downtown Memphis, the city made headlines in January 2015 when Tanger Outlets, Inc. announced its involvement to develop an outlet mall in Southaven. The news proved to be a spark for business growth in the Interstate 55 area, and is just the beginning of the changes on the horizon. “It’s strategically located,” Musselwhite says. “Where Church Rd. and I-55 meet is just north of what will be the new I-269 which makes it a key location as a tourist destination mall. It’s a regional draw, and combined with Snowden Grove Park — which already attracts a huge draw from states all over the Southeast — they go hand in hand. It’s a great combination for our city to bring tourism dollars here.” While Musselwhite admits the public announcement of the mall came as a bit of “old news” for him since he’s been in on the conversation, he still smiles at the prospects the opportunity brings. “As checkpoints go, this was one big milestone,” 10

Musselwhite says. “I’ve spent countless hours and hoops jumped through on a city and state level before Tanger even announced involvement. Tanger coming on was obviously a positive. As long as I’ve been here, I’ve been in talks, but this project was around before me starting [as mayor] back in 2011. It’s a relief now that the community is in on the secret. T h e re’s n eve r b e e n a re t a i l development like this in the history of the Mid-South. It’s a regional retail destination location, so not just new for Southaven but for the Mid-South. There’s confusion because some people think it’s just going to be another mall like Wolfchase, The Mall of Memphis, Batesville or Tunica, but it’s a totally different concept. It has never occurred in this area which is really exciting. It brings a catalyst for resurgence of economic development in the Church Road area. Before the recession hit, a lot of businesses had gone up and done well right at Church and I-55. It was starting to bud, but then came the downturn in the economy. I know this development has sparked change for that area and wheels are starting to turn for even more developments in that corridor.” Tanger estimates 900 jobs just in their development alone. In addition to that, the plan [phase 1 of the development] includes three restaurants, a hotel, and

For this reason, the mayor tends to land on the side of even more jobs. “I would estimate that the whole effect of it would be somewhere between 1,000 and 1,500 new jobs for the Mid-South — that’s not even counting the other developments in the area. When the mall became public, property all around the land went on the market. It’s definitely been a catalyst because when you look at the total economic impact over there, it’s hard to even measure the amount of jobs that are coming.” So what is he most excited about? “We have so many things going on in a city this size, it’s hard to say one thing. We have an outstanding police department. You look at being the third largest and the eighth safest out of 362 cities — it speaks well of Southaven. We have a lot to offer as far as bringing your business here, living here. We have fun things to do. People tend to think with their heart [when it comes to starting a business or raising a family] and it’s a safe place. Next, there are four major road projects — some of which have been pending as long as 10 years. Elmore Road is already under construction, which will take it from a 2-lane road to a 4-lane road between Goodman and Church to help with mall traffic. Swinnea Road has been in the works for many, many years. We’re

going to extend it south of Goodman all the way to Church. Finally, we have two Getwell Road projects — one is the widening of Getwell from a 2-lane to a 5-lane roadway north to the Tennessee state line. This is one of the major entrances to our city and will also help with Northpoint School traffic. It’s been pending for nine years. Infrastructure improvements are huge, so I’m happy about that. You want to prepare the roads for business so that when people come, you’re ready.” Other projects on the docket include a formal program to fund the asphalt overlays of existing streets and a drainage improvement fund that was set up within the recent budget to allocate a specific amount annually to improve drainage issues. Additionally, The BankPlus Amphitheater at Snowden Grove is getting a $740,000 facelift including a stage enclosure that will add video displays to the side and improve the concert experience both visually and acoustically. A decision was also made in regards to a new senior center which is being designed and will be under construction this year to be added to the existing Parks and Recreation building. “Revitalization and beautifying our city is another big thing,” Musselwhite says. “It all connects to each other to improve quality of life and a plethora of things to do as options.” 11

When it comes to safet y ser vices, Southaven is in good hands. Southaven Police Chief Tom Long understands the challenges the city faces, and is prepared to meet them. “Especially bordering a major metropolitan area that is known for a serious crime problem and still maintain what we have, I think it is a very special community,” Long says. “It’s one of these communities that your elected officials, your citizens, and your police department all agree on what we want: a safe community.” Some of those challenges are eased by the community itself. One program the Southaven Police offers is a Citizen’s Police Academy, a 12-week class that focuses on teaching safety and giving insight into the police force. “The graduates of those academies s tayed on to become ‘volunteers in policing,’ our VIPs,” Long says. “They help with everything in the city.” His greatest accomplishment is seeing the city of Southaven grow. “I’m always very honored and humbled to think of where we are and where we’ve come, and to have been part of a team to get there,” Long says. “We’ve been very blessed. We ask, ‘Is crime still affecting the same amount of people when we were smaller?’

We have seen that trend through the years. So we’ve set that as a goal to maintain those crime rates, no matter if we get to 100,000 people.” And for Southaven Fire Chief Ron White, a department veteran for 40 years, the improvements to service have been crucial to fire services. “I work on the concept that the fire department is a team, and we work as a team to accomplish our goal,” he says. “We’ve started to increase our public fire education programs for our community. We’ve provided a higher level of quality service for our citizens by improving our EMS operations and our fire suppression operations. We try to do the best we can do for our public.” In addition to new advancements to the EMS program as well as new equipment, White is also proud of the increasing number of safety initiatives. “I’m so proud of our people — they’ve done such a marvelous job,” he says. “I am most proud of the fact that we’re getting out there and doing more public f ire and safet y demonstrations. Public awareness is a key factor in being able to prevent injuries or deaths from fire.” For White, help from the community has been important to his department as well. “The public and elected officials have supported us in these endeavors,” he says. “We couldn’t do it without their help, and that’s the truth.”

The West End District Historic District

A new twist on the old district.

Anna Cox Thompson In the 1960s and ’70s, businesses, houses, and neighborhoods began to pop up around the area known as “51 and Main.” Over time the area had gone from trading posts and dairy farms to gas stations, libraries, and schools, pulling families to what was once simply a crossroads on the way from Nesbit to Memphis. For a time the area thrived and experienced a flurry of activity and new businesses opened their doors, excited to be a part of the action. But as the rest of the city expanded, so did its businesses, and several merchants later moved on to other areas of town leaving Southaven’s oldest business district a bit hollow. In 2013, the City began the process of turning things around by adopting a Main Street Residential Plan to spark change for the district. Now these changes are coming to fruition. “Generally speaking, that’s where the city formed — at Stateline (called Main Street in town) and Highway 51,” Southaven Mayor Darren Musselwhite says. “That’s where the initial developments were done in that surrounding area. We’re in the process of changing it to the West End District and revitalizing the area since it’s our original part of town. We’re somewhat in transition.” Renaming the district is the first of many steps in place to ensure that the area shines to its full potential. According to the Mayor’s Report on the City website, some changes are as simple as painting mast-arm traffic signals and

traffic light heads. “We repaved Stateline Road from Highway 51 to Northwest Drive, have pending federal funds for a sidewalk project from City Hall all the way to Highway 51 along Stateline Road, and we’ve already budgeted for a beautification plan which involves landscaping at the intersection of 51 and Stateline. Count on that; they’re givens,” Musselwhite says. “The pride that we have in our City will be exemplified by our formal designation of our first business districts — West End and Snowden — and the aesthetic and economic improvements that will follow within their respective boundaries,” says Musselwhite. “We have plans to designate other key districts in the future as these two involve small areas.” According to the M ayor ’s Rep or t , “ The geographic boundaries of the West End district are Stateline Road eastward from Highway 51 to Airways Boulevard and Highway 51 southward to Dorchester Drive. A Place to Call Home

For this busy family, Southaven has all the right assets.

Marilyn Sadler It’s a frigid February afternoon, but inside the spacious home of Billy and Cathy Fields, a fire blazes in the den and friendly talk warms the room as the couple recalls what drew them to Southaven. “It’s a great place for families and we have always felt at home here,” says Cathy. Cathy had grown up in Tunica, lived for awhile in Walls, then moved to Southaven while working for a printing company in Memphis. Billy had grown up near Birmingham, and the couple met in 1996

while each was on vacation in Gulf Shores. After a year of long-distance romance, Billy moved to the Bartlett area because his dad lived there. His job, however, with Cougar Chemical was located on Getwell Road in Memphis. “You can’t get to Getwell from Bartlett!” he says with a boyish grin. “I had to figure out a better route. Southaven was the easy thing to do.” In 1998, within a year after Billy’s move to Southaven, the couple married and purchased their first house that May in the Southern Trace development. In 2004 they discovered a new subdivision, Lakes of Nicholas, which struck just the right chord. “I grew up in the country,” says Cathy, “and this felt like country,” especially the cove on which the Fields now live, which backs up to a pond full of frogs and fish. “That was free entertainment for the kids,” says Billy, speaking of their blended family of three children, now ages 25, 20, and 15. They bought the house, which is now about 3,200 square feet, with five 22

bedrooms, a weight room, a playroom, and swimming pool. Close proximity to Cougar Chemical — a 45-year-old company that manufactures and sells cleaning equipment and supplies to car dealerships in Memphis, Nashville, and Little Rock — certainly mattered to Billy, especially after he bought the business in 2011 after its owner died in 2008. But that’s not all that sold the couple on Southaven. “I looked at other areas including Olive Branch and Horn Lake,” says Billy. “But Southaven’s location and roads were more appealing.” Also important to Billy were the town’s demographics. “I didn’t want to live where I was the poorest guy in the neighborhood or the richest,” he says. “And I didn’t want to be the youngest or the oldest. Somewhere in the middle. This fit the bill.” Perhaps most important were the athletic opportunities — and the residents themselves. “I coached ball when I lived in Birmingham,” Billy explains. “And I’m in

sales, so I like to meet people. I started going to Getwell Road United Methodist Church and joined their softball team and coached a couple of their basketball teams and just met a bunch of folks. I fell in love with them. They were very similar to the people I grew up with in Alabama.” He speaks highly of Southaven’s baseball facility — Snowden Grove Park — which generates revenue and brings droves of fans to watch the games. “That’s a really great place to meet people and to get involved in the community.” For Cathy, the family atmosphere of Southaven, especially on their cove, wins big points. “We’re close,” she says. “A lot of us have been here awhile and have grown older together, and that’s a good feeling, We now go to Trinity Baptist Church and so do some of our neighbors.” “And there are so many kids in the neighborhood,” adds Billy. “Somedays, we’ll come home from work and our son will be out there with at least 20 boys

Southaven is also home to a nine-hole golf course at the corner of Stateline Road and Swinnea, an 18-hole disc golf course in Central Park, the Snowden Grove Baseball Complex, Greenbrook Softball Complex, and other sports facilities, including an eight-field soccer complex, and a fourfield football complex. And there’s the Southaven Skate Park, which serves as a skateboarding park but also boasts an inline hockey rink. The city runs seasonal recreational programs for youth and adults, including baseball, cheerleading, football, indoor soccer, soccer, and softball. Senior services programs are available to give seniors an opportunity to participate in a variety of activities, including aerobics, cards, dance classes, dinners, and field trips. [Southaven] is flourishing. We have lots of shopping — we’re in the process of getting a new outlet mall — lots of places to eat, great schools.” While Memphis is just 20 minutes away for a play at the Orpheum or a visit to the zoo, the addition of new restaurants, stores, and other amenities within Southaven itself over the last few years have made the city increasingly self-contained, a welcome convenience for its growing population. The tax benefits for retirees in Mississippi are also a major factor for those choosing to live just south of the state line, and Southaven is one of only 20 cities in Mississippi qualified to be a Certified Retirement City. In addition to the stores and restaurants the city has to offer, Snowden Grove’s 55+ neighborhood has the additional benefit of being just a short

commute away from the Southaven Parks and Recreation Building, home to the city’s Senior Center, and its premier group for retirees, Forever Young. Anna Cox Thompson When Wayne Spell and his wife moved to Southaven in August of 1999, he knew he wanted to get involved in his new community, but wasn’t quite sure where to start. Thankfully, it didn’t take long for him to find the right fit. “I’m fortunate to work for a company I like and to be involved in community affairs,” says Spell, who manages national accounts across a four-state system for Entergy Corporation. “I happened to be invited [to the prayer breakfast] by a colleague, developed an interest, and asked to join the Desoto County Prayer Council. It seemed like a great cause and an opportunity to benefit the community — the best of both worlds.” The DeSoto County Prayer Council came together through a vision of two local ministers, Reverend Chester Berryhill Jr. and Reverend Robert “Chip” Hatcher. “They began to talk about how to create unity and bring diverse people groups together in prayer,” says Spell. “The goal is to bring the county together in prayer and present common issues. We start with local issues, then move to national and international issues, and there’s always an interesting speaker. We’ve been meeting for 15 or 16 years.” Out of the Council came the DeSoto County Prayer Breakfast, an annual event allowing citizens to come together for a time of reflection and prayer. While some might assume the Prayer Breakfast is only for adults, Spell makes it clear that everyone is welcome. As an

extension of the importance of youth in the community, the Council began offering a scholarship — now the Cindy Lipscomb Scholarship — in 2007 to recognize an outstanding senior in DeSoto County. The $1,000 scholarship is open to all seniors in DeSoto County Schools each year, whether they are public, private, or home-school. In addition to the annual Prayer Breakfast, the Council holds monthly meetings to plan the upcoming breakfast, generally held in the fall. “We discuss new ways to continue to bring people together in prayer and how to best facilitate that. [Our meetings are also a time to] come before the Lord and ask for his intervention in the actions of local, state, and international issues,” says Spell. One such way the Southaven community is expanding its faith-based efforts is through the Fellowship of Christian 31

Athletes, or FCA, program. “FCA is about promoting the Gospel through coaches and athletics, and if you’ve been around sports much, you know that kids listen to coaches,” he says. “It’s amazing how much influence a coach has on an athlete; so, the opportunity to have a coach be a role model is a neat thing.” The inaugural FCA Prayer Breakfast was held at the Landers Center on February 12, with Bobby Bowden, former head football coach of the Florida State Seminoles, as the speaker. “There are so many opportunities for discipleship because the county is so full of good churches,” Spell says. “There’s a church on every corner! It’s a wonderful opportunity and such a blessing. If you’re seeking it out, you can absolutely find something you like.”

Recreational sports programs through the Parks and Recreation Offices include baseball, softball, soccer, football, and cheerleading with age groups ranging from 3-16 years old. Local favorite, Maria's Cantina opened in November of 2009. While anyone who tries to snag a table there on a weekend would doubt it, owner Grant Whipple says it wasn't always the case. “It took a while for people to find us and for us to get a foothold, but it looks like year number 5 is really taking off.” As far as popular dishes, he says, “There are quite a few. We have a very diverse menu with something for everyone. We prepare a ton of nachos and quesadillas, but we also make a fantastic burger. My personal favorite right now is probably the BBQ pulled pork quesadilla.” Whipple's favorite part about owning a restaurant is, “ just being in the kitchen and having the freedom to do things my own way. I just really appreciate being able to rely on my own instincts and experiences to make things happen.” One such instinct was where he should open his restaurant. “Southaven is really special because it is a true community. It has that 'everybody knows each other' feeling. I've lived in some bigger cities and Southaven just has a more of a family atmosphere.”
