“Despite recent job growth, construction

level in six years, according to an analysis of new government data by the Associated General Contractors of America. Association officials cautioned, however, that recent employment gains could be undermined when the federal government begins scaling back transportation investments in August. “The construction industry continues to expand gradually and unevenly,” said Ken Simonson, the association’s chief economist.

Construction employment totaled 6.015 million in June, the highest total since June 2009 and an increase of 186,000 or 3.2 percent from a year earlier, Simonson noted. Residential construction employers added 6,600 jobs in June and 106,300 (4.9 percent) over 12 months. Nonresidential construction employment was unchanged since May, but up by 80,000 (2.2 percent) since June 2013.

America’s rural heartland is home to nearly 50 million people, and its natural resources provide the energy, food and fiber that support the nation’s economy and way of life. But, a new report finds that the nation’s rural transportation system, which is critical to the nation’s booming agriculture, energy and tourism sectors, is in need of modernization to address deficient roads and bridges, high crash rates and inadequate connectivity and capacity. The report, “Rural Connections: Challenges and Opportunities in America’s Heartland,” was released July 10 by TRIP, a national non-profit transportation research group based in Washington, D.C. It defines Rural America as counties that lack an urban area of at least 50,000 in population or lack a large commuting flow to an urban county. The TRIP report finds that traffic crashes and fatalities on rural roads are disproportionately high, occurring at a rate nearly three times higher than all other roads. In 2012, non-interstate rural roads had a traffic fatality rate of 2.21 deaths for every 100 million vehicle miles of travel, compared to a fatality rate on all other roads of 0.78 deaths per 100 million vehicle miles of travel. Rural traffic fatality rates remain stubbornly high, despite a substantial decrease in the number of overall fatalities. “More than 46 million Americans live in rural and less densely populated areas of the country where their primary mode of transportation is a personal vehicle,” said Kathleen Bower, AAA vice president, public affairs. “Motorists expect and deserve safe, well maintained roads and see TRIP page 48

Davis Motor Crane Service Upgrades Kirby-Smith Joins Fleet With Big Terex Truck Purchase Vacuworx Network of Distributors

Raymond and Robert Davis started Davis Motor Crane Service in Irving, Texas, more than 50 years ago with only two cranes and a passion to provide exceptional value and service to their customers. With its short 35.5 ft. (10.8 m) length and boasting a narrow 8 ft. (2.4 m) driving width, the T 340-1 truck crane nimbly navigates the congested Dallas-Fort Worth market streets and northern Texas region, and it is capable of reaching up to 60 mph (96 kmh) highway speeds. The crane’s tight 34 ft. (10.4 m) turning radius allows the operator to efficiently maneuver into tight spaces at confined job sites. This Terex truck crane also features up to a 94-ft. (28.7-m) telescopic boom length and maximum tip height of 147 ft. ODOT, FHWA Showcase ICST to Hafferty Replaces Nationwide Transportation Leaders By Lori Tobias CEG CORRESPONDENT

When the Federal Highway Administration (FHWA) decided it was time to spread the word about intelligent construction systems and technologies (ICST), it turned to Oregon, considered the leader in developing and using the technologies. So the Oregon Department of Transportation sent out invitations to individuals in 18 western states — adding Michigan, Florida and North Carolina when two states couldn’t make it — and in July, hosted a two-day event to demonstrate just what this new technology can do. The response was overwhelming. “I have been working in this business for almost 38 years and I’ve done a lot of workshops and conferences and gone to a lot of them and people appreciated this tremendously,” said Ranvir (Ron) Singh, ODOT chief of surveys and geometronics manager. “I got so much response it was unbelievable. We had engineers from 20 different DOTs from around the country. We had our engineers, consultants, academia, a big contingency from the FHWA from all over the country and people from the American Society of Civil Engineers.” While ICST has become common in some places, in many others it’s still new and unexplored. The Oregon event was one step toward changing that. Participants spent part of the time in classrooms, the rest of it in the field watching demonstrations including ICST-equipped dozers, motorgraders, excavators, roller/compactors, paving machines and even unmanned aircraft systems (better known as drones) and robotics. In the early days of automated machine guidance, the technology was basic, but it’s since been evolving faster than most agencies can adopt it, said Singh. “This was an effort to bring everyone into one place,” he said. “Let’s say someone from Hawaii, it may be 5 to 10 years before they see all these machines on one project. For them to get a whole big picture of everything would have taken a long time. This was a way to see and touch and feel all the technology in one place. Our feeling is

it would accelerate the use.” Oregon has been working with ICST since the late 1990s. The FHWA began paying attention in about 2000, but it wasn’t until 2011, that the federal government identified it as a proven technology and began its efforts to accelerate the use. What Is ICST? “The intelligent aspect refers to equipment being able to collect, store, analyze and process information and execute actions or decision in quality construction,” said Bryan Cawley, FHWA construction management team leader. “The systems aspect is different pieces of equipment of technology that process this information with various softwares to operate the complete systems.” In simple terms, contractors outfit their construction equipment with GPS, LiDAR, laser and other technologies, allowing them to get their projects done with a greater degree of precision and efficiency. That in turn, results in cost savings, better quality, reduced emissions and equipment usage. Kerry Kuenzi, president of K&E Excavating headquartered in Salem, Ore., bought his first piece of equipment about a decade ago. He now owns numerous pieces. “The machines always know where they are at on the construction site,” said Kuenzi. “They always know vertically and horizontally. The motorgrader can grade within tolerances of an eigth of an inch. The machine will grade it by itself. You have to steer. It has to know where the material is, you have to watch the screen. Everything is exact. There is no human error in it. It

will stamp out on the ground exactly as the plans show. We have it on an excavator. We use that a lot for slopes, digging out soils underwater where you can’t see under there. You just follow on your screen and it shows you exactly where you are at. You can dig out culverts, slopes and everything is exact. We use it on dozers, our scrapers, our asphalt grinder and a compaction roller.” The equipment is not cheap. Kuenzi estimates he spent between $60,000 to $120,000 per machine. But the savings add up fast. “You can do double the production because the operator always knows where he is at,” he said. “You are not going back and reworking, so you’re saving fuel, man hours, equipment time. You get at least double the production, so that’s where you get your savings at. It definitely has helped us land bids. We can be more productive. There is a cost to begin with, but it’s definitely paid for itself. When you know you can be accurate and know what you can do, you can bid it and you don’t have to figure in all the rework.” Cawley recalled asking a Texas contractor why he installed the ICST on his roller. “He figured on that project alone he saved enough money in fuel costs to pay for the additional technology,” Cawley said. “He was able impact the asphalt to just what he needed and then turn the equipment off.” For more information, visit http://designtopaver.org. Paladin Unveils New Bradco Flail Mowers for Excavators Bradco flail mowers for excavators are the newest additions to Paladin’s ground-clearing selection of attachments. The Bradco flail mowers are capable of clearing tall grasses, heavy brush and trees up to 4 to 6 in. (10 to 15 cm) in diameter from areas such as hillsides, roadways, ditches, utility right-of-ways, riverbanks and lakesides. Excavator mounting allows municipalities, utility companies, farmers, ranchers and contractors to easily reach over obstructions, into ditches and up hillsides. Bidirectional cutting and discharge capabilities allow operators to control the direction of cut materials away from buildings, roadways and bystanders, and when the excavator is equipped with a case drain, the blades are designed to come to a complete stop within four to five seconds for additional safety. Bradco’s flail mowers are available in light duty (FME30) for mounting on 3- to 6-ton (2.7 to 5.4 t) excavators and Heavy Duty (FME40) for mounting on 6- to 10ton (5.4 to 9 t) excavators.

To reduce wear and tear on the drive train and maximize the operational life of the Bradco flail mowers, the drive train features a torsion disc to protect the motor and drive assembly from damage by absorbing the impact forces from the cutting blades.

The FME40 heavy duty flail mower also features an optional thumb saddle that can be used with or without an excavator thumb to move obstructions out of the way without damaging the housing. Work started in April on the Washington State Department of Transportation’s (WSDOT) project to replace the aging eastbound and westbound bridges of the state Route 6 Rock Creek Bridges (just west of Pe Ell), a $14.5 million project being built by Kent, Wash.,-based Scarsella Bros. Inc.

The reconstruction, funded by a gasoline tax, is expected to be complete in fall 2015. The plan is to replace the existing 90-year-old bridges with wider, more modern structures to help improve traffic flow on this key connection between Interstate 5 and coastal communities.

fic. The existing bridges are two-lane, but there are almost not shoulders and the lanes are narrow. The new bridges also will be two-lane, but the lanes and shoulders will be wider. Crews also will reconstruct the nearby intersection of SR 6 and McCormick Creek Road to help improve sight distance and safety for drivers turning onto the highway. Scarsella Bros. is working on both bridges simultaneously. “Crews at the east bridge will build a temporary detour bridge so they can demolish the existing bridge and build a new one in the same spot,” said Abbi Russell, WSDOT Communications, “and crews working on the west bridge will shift traffic slightly to the south to provide space to work on a new bridge right alongside the existing one. The two-lane alternate routes are expected to be complete and traffic shifted over this summer.” According to Colin Newell, the WSDOT project engineer, the west bridge is structurally deficient and the east bridge is functionally obsolete. “Both bridges were completed in 1924, and they just don’t meet the needs of today’s traffic,” said Russell. “We have a lot of semitrucks carrying wood products —logs and chips — that travel SR 6, and traffic often has to stop before crossing because the bridges are so narrow.” The planning process to replace the bridges took five years, with the project definition approved in February 2009 and construction starting in March this year. “Functional obsolescence is assessed by comparing the existing configuration of each bridge to current standards and demands,” said Newell. “A bridge can be categorized

functionally obsolete a number of ways like having substandard lane widths, or narrow shoulders. Another example would be a bridge that doesn’t have enough vertical clearance for large trucks to pass under, causing repeat hits and damage to the bridge.” The bridges, which were designed inhouse by WSDOT engineers, are expected to handle an average of 1,500 vehicles and trucks daily and have a lifespan of approximately 75 years. “These bridges were designed using WSDOT’s standards for cast-in-place and precast concrete,” said Newell. “These are relatively simple bridges with spread footings, no piers. It’s an economical design that meets the needs of this highway.” The new bridges are being built to current seismic and flood standards — the current editions of AASHTO LRDF Bridge Design Specifications, AASHTO Guide Specifications for LRFD Seismic Bridge Design, and the WSDOT Bridge Design Manual. “Flooding in this area is a serious consideration,” said Newell. “We’ve had two 100year floods since 2007. The bridges were built with considerations for 100-year floods. As far as seismic, we currently design all our bridges to withstand a 1,000year seismic event. The concerns and experiences of construction companies and general contractors have been taken into account in WSDOT standards for bridge design. “These bridges were designed following WSDOT’s general accelerated bridge design construction techniques using prestressed concrete,” said Newell, “which also help to minimize construction time.” “For this project WSDOT did not solicit

contractor feedback on the design except through the WSDOT/AGC monthly meeting where some of the potential contractors looked at the project,” said Newell. “No input was received from the WSDOT/AGC group because these are conventionally designed bridges.” But Newell pointed out that dialogue with industry stakeholders has resulted in positive changes to construction techniques for bridges, and WSDOT, said Russell “has a program called the Cost Reduction Incentive Program to encourage contractors to partner with us in using ingenuity to save funds and build projects more efficiently. If we accept a contractor’s idea, we share the cost savings with them 50/50 and they assume the risk since it’s their design.” The new bridges will be straight and have two 12 ft. (3.7 m) lanes and 6 ft. (1.8 m) shoulders, according to Scarsella Project Manager Tom Kress. The west bridge will be about 220 ft. (67 m) in terms of length, while the east bridge will 150 ft. (45.7 m) long. “In the ordinary high water area,” says Kress, “you can only work in those areas between July and September. We are going to work on both bridges at the same time. The new alignment on the west bridge allows you to build the new bridge before you have to demolish the old and for the east bridge, we are putting up a temporary concrete bridge so that we can tear down the old one and build the new one on the same alignment.” The temporary bridge, which is being built by SB Structures, consists of the three parts that will be bolted together. It will be retained by Scarsella Bros. to use for other bridge projects. The bridge should be installed in time to maximize work in the

creek area. A 180-ton (163 t) crane is expected to be employed to install the bridge. “It won’t take too much to get the footing pored in for the new bridge and set it and get out before our window is up,” says Kress. “Then we can install deck and infrastructure no matter what time of year.” To minimize the environmental impact on the creek during the construction, the water will temporarily be channeled into a pipe to keep it flowing. The creek’s channel will undergo a slight realignment so that the new bridges can be better lined up. The material from the old bridges, which is expected to consist of 1,200 cu. yd. (917 cu m) of concrete and 100,000 lbs. (45,359 kg) of steel, will be recycled. The new bridges, concrete girder bridges, will have a concrete road surface. Kress does not anticipate any construction challenges, save for getting the temporary east bridge up rapidly and eliminating traffic issues and demolishing the east bridge and putting in the new east bridge foundations before the water returns. The concrete for the new bridges will be pored in place. When completed, the new bridges will likely require the use of 1,800 cu. yd. (1,376 cu km) of concrete, 124,000 lbs. (56,245 kg) of steel, and 1732 linear ft. (528 m) of prestressed girders, according to Kress. Scarsella Bros. is bringing in several subcontractors, including Lakeside Industries for paving, Hicks Stripping for stripping, SB Structures for bridge work, Scheffler NW for soil nail wall, C&R Tractor for landscaping, Pacific Rim for guardrail, BC Traffic for traffic control and others for various items. The sector’s recent employment gains could be undermined, however, by cuts in federal transportation funding that are expected to begin taking effect in August, association officials warned. The funding cuts will come as the balance in the highway account of the federal Highway Trust Fund runs short of money later this summer. Association officials urged Congress and the Obama administration to work together to find new revenue for the Fund that will keep federal highway investments levels from dropping. “It is hard to imagine how the industry will continue to recover amid significant cuts to the largest single federally-funded construction program,” said Stephen E. Sandherr, the association’s chief executive officer. “The last thing Washington should be doing is needlessly creating more obstacles for economic growth.” Even as many construction firms brace for federal transportation funding cuts, others are struggling to find enough skilled workers to meet current demand. Growing labor

shortages are less a measure of the strength of the sector’s recovery and more of an indication that many former construction workers have left the industry, while relatively few young workers seek new careers in construction, association officials observed. The unemployment rate for workers actively looking for jobs and last employed in construction declined from 9.8 percent a year earlier to 8.2 percent in June — the lowest June rate since 2008. Simonson noted that over the past six years, the number of unemployed workers who last worked in construction declined by 1.075 million, but industry employment increased by only 512,000. “The belated and partial nature of the construction recovery means many experienced workers have left the industry and fewer new entrants have chosen construction as a career,” Simonson commented. “That will make it hard for contractors in many regions to find the workers with the right skills over the coming months.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

to improve efficiency. “We utilize the unions apprenticeship programs to acquire trainees and then put them with the journeymen to learn the skills needed to perform the tasks needed,” said Kress. “We also try to keep up with the new technologies and tools to allow us to stay competitive in the industry.” Scarsella Bros. owns a sizeable fleet of vehicles and equipment. No special equipment is being brought in or rented for this project, but due to working in an environmentally sensitive area, biodegradable oil is being used “in case of a leak or something of that nature,” said Kress. Currently Kress has about 10 pieces of equipment on site — excavators, dozers, loaders, sweepers, blades and trucks. When the work intensifies, this will likely double or triple, with more trucks, equipment and support gear being brought on site. The increase in equipment will see the number of workers on site rise from around 10 to between 20 and 30 at various times. So far Kress is operating the site on five to eight hour shifts, but when operations begin in the creek, he may increase it to six to 10 hour shifts or longer. Kress also stressed the need to keep subcontractors updated on the progress of the work so that all efforts can be efficiently coordinated. “We do a three-week look ahead schedule and make sure that the subcontractors receive a copy so they know what is coming up,” he said. Scarsella Bros. purchases much of its equipment from various local dealers. “When deciding on new equipment, Scarsella assesses the need for it, the potential life of the equipment and our previous experiences with similar gear,” said company Vice President Don Scarsella. “Locally, we work with Modern Machinery, NC Machinery — who is our local Caterpillar dealer, and Pape Machinery who is the local John Deere dealer. Our relationships with these dealerships and their parts and service department are extremely important to our business. “Scarsella also maintains a large Mack truck fleet, so a good relationship with our local Mack dealer is important as well,” he added. “Scarsella sometimes buys new equipment through local dealerships and sometimes buys used equipment through auctioneers such as Richey Bros., or Iron Planet, just to name a few. There isn’t a magic formula that we use for keeping or selling a piece of equipment; equipment buying, selling and trading are usually based

on need.” So far there are no plans to have an onsite mechanic as there are three onsite mechanics at the Mellon Street project who can be brought in when needed. A service oiler visits the work site daily and reports from daily operator inspections are sent to the equipment management personnel to help determine potential problems and better schedule routine maintenance. The site provides ample space for temporary offices, materials storage and equipment, and that vehicles and equipment are usually repaired where they are parked. Scarsella equipment and vehicles are inspected before dispatch to projects and again when they come back into to the shop.

“Operators and drivers communicate with onsite mechanics and oilers to communicate potential problems and maintenance needs as well,” said Scarsella. “Most of our machinery is on a service schedule, and as for our truck fleet, drivers fill out a daily report at the beginning and end of their shift noting any necessary maintenance. Since our fleet is used so much on highway hauling, it is imperative that we keep all safety regulations up-to-date in order to ensure the safety of roadways that Scarsella is hauling on.” Kress pointed out that the existing Rock Creek bridges are solidly built and that he is impressed by the work that was done. “If you’ve seen any of the older bridges from that time,” he said, “they were real craftsmen and were more like artists then builders. The detail was a lot better — now they just make everything look smooth and utilitarian. bridges no matter if they are traveling on the interstates or rural roads. Congress must act quickly to provide a sustainable solution for the federal Highway Trust Fund to ensure that states can continue to make necessary infrastructure investments that will benefit all travelers.” In addition to disproportionately high traffic fatality rates, the roads and bridges in rural America have significant deficiencies. In 2012, 15 percent of the nation’s major rural roads were rated in poor condition and another 40 percent were rated in mediocre or fair condition. In 2013, 12 percent of the nation’s rural bridges were rated as structurally deficient and 10 percent were functionally obsolete. “America’s rural transportation system is an integral component to the success and quality of life for U.S. farmers and ranchers,” said Bob Stallman, president of the American Farm Bureau Federation. “Adequate roads and bridges are necessary to deliver our agricultural bounty to markets at home and abroad. As we see additional growth and opportunities in rural America, we must work together to take advantage of those opportunities and to ensure that infrastructure supports and enhances our rural communities.” The report also finds that the development of major new oil and gas fields in numerous areas as well as increased agricultural production are placing significantly increased traffic loads by large trucks on non-Interstate rural roads, which often have not been constructed to carry such high load volumes. The average travel per-lane mile by large trucks on major, non-arterial rural roads in the United States has increased by 16 percent from 2000 to 2012. The federal surface transportation program is a critical source of funding for rural roads. But a lack of adequate funding of the federal program may result in a significant cut in federal funding for the country’s roads, highways and bridges. The impact of inadequate federal surface transportation revenues could be felt as early as this summer, when the balance in the Highway Account of the federal Highway Trust Fund is expected to drop below $1 billion, which will trigger delays in the federal reimbursement to states for road, highway and bridge projects, which would likely result in states delaying numerous projects. “So many of our industry’s manufacturing

facilities and their workers are located in rural America, where they depend on safe and efficient roads for their livelihoods,” said Rick Patek, group president of Astec Industries and 2014 chairman of the Association of Equipment Manufacturers (AEM). “As Congress weighs how to extend the Highway Trust Fund, they would be well-advised to read this report and consider the effects of their actions on rural roads.” Nationwide federal funding for highways is expected to be cut by almost 100 percent from the current investment level for the fiscal year starting October 1, 2014 (FY 2015) unless Congress provides additional transportation revenues. This is due to a cash shortfall in the Highway Trust Fund as projected by the Congressional Budget Office. The TRIP report finds that the United States needs to adopt transportation policies that will improve rural transportation connectivity, safety and conditions to provide the nation’s small communities and rural areas with safe and efficient access to support quality of life and enhance economic productivity. To accomplish this, the report recommends modernizing and extending key routes to accommodate personal and commercial travel, implementing needed roadway safety improvements, improving public transit access to rural areas, and adequately funding the preservation and maintenance of rural transportation assets. “The safety and quality of life in America’s small communities and rural areas and the health of the nation’s economy ride on our rural transportation system,” said Will Wilkins, executive director of TRIP. “This backbone of the heartland allows mobility and connectivity for millions of rural Americans. The nation’s rural roads provide crucial links from farm to market, move manufactured and energy products, and provide access to countless tourist and recreational destinations. But, with longterm federal transportation legislation stuck in political gridlock in Washington, America’s rural communities and economies could face even higher unemployment and decline.
