Association officials added that the study found work zone crashes are more likely to kill vehicle operators and passengers than construction workers. “There is little margin for error when you work within a few inches of thousands of fast-moving vehicles,” said Tom Case, the chair of the association’s national highway and transportation division and senior vice president of Watsonville, Calif.-based Granite Construction. “As the data makes clear, not enough drivers are slowing down and staying alert near work sites.” Case said that 43 percent of contractors reported that motor vehicle operators or passengers were injured during work

Jobs in March Hit Highest Level Since June 2009 Construction employers added 19,000 workers to payrolls in March, bringing industry employment to the highest level since June 2009, while the industry’s unemployment rate dropped to the lowest March level in seven years, according to an analysis of new government data by the Associated General Contractors of America. Association officials warned that the pool of available workers is

declining rapidly, raising the prospects for significant labor shortages if demand continues to expand. “The rate of construction hiring continues to outrun job growth in the overall economy for the past year,” said Ken Simonson, the association's chief economist. “Furthermore, the pickup has been well balanced, as both nonresidential and residential construction

segments added workers last month and over the past 12 months.” Construction employment totaled 5.9 million in March, a gain of 151,000 or 2.6 percent from a year earlier, compared with a rise in total nonfarm employment of 1.7 percent over that period, Simonson noted. Residential building and specialty trade contractors added a combined total of 9,100 workers in

March and 103,000 (4.8 percent) over 12 months. Nonresidential construction — building, specialty trades and heavy and civil engineering contractors — grew by 9,900 employees last month and 48,800 (1.3 percent) since March 2013. “Although most construction employers who need workers have been able to find them so far, see JOBS page 53

Contractor Wrangles Massive Pipe Into Ground for Water Facility Upgrade By James McRay CEG CORRESPONDENT

The Austin (Texas) Water Utility recently awarded an important underground utility project to Layne Heavy Civil, Inc. — headquartered in Fairburn, Ga. Layne is in the process of installing 17,500 linear ft. (5,334 m) of 54 in. (137 cm) diameter cement coated pipe, mostly in joints 50 ft. (15 m) long. The Martin Hill Water Transmission Main will provide water for the northwest and north quadrants of the city of Austin. It is part of the city’s Strategic Water Facility Plan and when completed will connect the Martin Hill Reservoir to existing city water pipelines. The Martin Hill Reservoir is the largest steel potable water tank in the United States and can hold more than 35 million gallons of fresh water. The majority of the main is being installed via open cut excavation, however, many stretches of pipe installation are being installed 15 to 20 ft. (4.6 to 6 m) deep and require a series of long trench boxes to accommodate the 50 ft. (15 m) lengths of pipe while keeping the crews safe in the trench. “Layne originally requested eight foot tall trench boxes with arches on the end,” said Mike Ciotta, regional sales manager of Efficiency Shoring & Supply’s Dallas/Ft. Worth branch office. Efficiency Shoring & Supply rented and supported all the trench safety equipment and shoring for the project. “However, it was so difficult maneuvering the 50 foot joints of pipe, Layne decided they needed 10 foot tall boxes. We didn’t have any long 10 foot tall trench shields left in our yard, but because we’re [manufacturer] Efficiency Production’s factory-direct branch, we were able to get a 10 by 32 foot box built and shipped here to

Austin, so there was no down time on the project,” Ciotta continued. There also were instances where Layne needed to tunnel the water main: Under a busy intersection for 960 linear ft. (293 m) of the 72 in. (183 cm) casing pipe; and under railroad tracks for another 379 linear ft. (115.5 m) of 72 in. (183 cm) line. These instances required up to 45 ft. (13.7 m) deep tunnel shafts to be excavated and shored; but because of the versatility of the Efficiency trench shields, Layne was able to reutilize the trench boxes on rent to shore the tunneling pits. In total, more than 25 large trench shields were utilized by Layne. Layne also had road plate and a 12 yd. (11 m) Stone Mizer bedding box filled with clean loose rock for backfill. Layne’s heavy equipment for the project includes: • John Deere 870G with a 4 yd. (3.7 m) bucket for the main trench digging • John Deere 470G for moving the back shield and backfilling the trench • John Deere 844 loader to unload the 22,000 lb. (9,979 kg) steel pipe • John Deer 644 loader hauling bedding stone to the stone mizer • Trencor Rock Trencher for pretrenching in the limestone rock areas Installing the mammoth pipe in the trench boxes is a bit of a process. Two trench shields are used with hi-clearance arch spreaders on abutted ends. That provides enough vertical clearance for the excavator operator and crew to thread the pipe into the boxes under the arches. The boxes are then shifted to protect the personnel in the trench who are filet welding the joints from inside the pipe. “The boxes are working really well,” said Layne’s Fred Lester. “Right now we’re on Section C of the three part [Martin Hill Water Transmission Main] project. Charleston Bulk Transfer Enjoys Ongoing Success With Sennebogen

The success enjoyed by Charleston Bulk Transfer (CBT) over the past several years can be tied directly to one dynamic piece of machinery found at a company pier on Charleston, S.C., Cooper River. A Sennebogen 880 R-HD, weighing in at a massive 310,000 lbs. (140,613 kg), is a behemoth material-handling machine. It has been moving bulk cargo for CBT on the river bank since 2007. In addition, it is known for its durability, reliability and fuel efficiency, among other attributes, according to Turner Fabian, CBT president. “The Sennebogen 880 really impressed us from the day we bought it,” said Fabian. “We had the 870 model beforehand and the 880 proved to be even better than what Sennebogen had promised — and more.” They Call Him ‘Big Jack’ CBT’s Sennebogen 880 was the first of its model line sold in North America when it was purchased by the firm in 2007. It was then dubbed “Big Jack” in honor of CBT’s founder, Jack Maybank Sr. who had passed away earlier in the year. Moving coal shipped in from South America has been “Big Jack’s” main function ever since.

Fabian and CBT looked at and test drove several different large material handlers by other manufacturers before deciding that the Sennebogen 880 and, later, the 875E would best fit their needs. For instance, they tested one machine by a major equipment maker, but it could only move about 9,000 tons (8,165 t) of coal from a barge to a hopper on a good day, Fabian said, which fell short of the 10,000 tons (9,072 t) that most ships want moved in a single day. “We wanted to make sure that we not only would be well within that range but exceed it so the Sennebogen was the best way to go with that,” Fabian said. CBT and ASC: An Excellent Partnership Fabian credits ASC for helping CBT decide that the Sennebogen 880 was the proper machine for them. In addition, the outstanding service provided by ASC over the years also helped him decide to buy the new 875E. “The relationship between ASC and CBT has been huge,” Fabian said. “When we got to know ASC, their sales department came down see CHARLESTON page 24

Weiler E2850 RTV Design Improves Smoothness, Production Weiler’s E2850 remixing transfer vehicle (RTV) is designed to help improve smoothness and handle large volumes on high-production paving jobs. “The E2850 enables continuous movement, which reduces the likelihood of uneven surfaces,” said Bill Hood, vice president at Weiler. “The contact between pavers and end-dump trucks is eliminated, which also helps smoothness — as does the fact the machine reduces both temperature and particulate segregation because of the remixing process.” The E2850 is a larger version of the proven E1250A remixing transfer vehicle. Increased size for volume production in challenging applications is the key difference, according to the company. “We didn’t want to just make a ‘big’ machine, but a big machine that behaved like a small one, particularly in terms of operation,” said Hood. “A key benefit of the E2850 is it makes the rest of the paving operation run more smoothly and efficiently. It also is an extremely operator friendly, easily controlled machine.”

Big But Agile The E2850 is a large machine with fast-pace capabilities, and the engineering reflects both attributes. A Cat C9 engine with ACERT technology powers the RTV. Its 300 hp (224 kW) engine powers working speeds up to 194 ft. per minute (59 m per minute) even when the hopper is at or near its full capacity of 25 tons (22.7 t). Engineering adjustments reflect the expansive hopper capacity. The hopper and augers are designed for evenly dis-

A stevedore on the Charleston piers in his younger days, he later formed his own shipping companies that worked out of the great ports on the East and Gulf coasts. That led to the construction of the Charleston Midstream Transfer Facility, located 11 mi. upstream from Charleston Harbor. It is privately owned and serves today as a cutting edge terminal specializing in the movement of dry bulk cargoes. Responding to the increased demand for services and fitting its corporate expansion plans, Bar None Auction recently opened a new auction yard location in Phoenix, Ariz. Located at 4025 W. Lower Buckeye Road, the space spans 20 acres with approximately $100,000 being invested in the initial set-up. It is the former Manheim Auto Auction yard and additional upgrades will continue over the coming months. The yard features ample onsite parking, business offices, and easy access to I10 and I-17, providing buyers better opportunities to inspect and preview the inventory. In addition, it has a large receiving and transporting area that allows sellers to minimize their unload times and maximize the exposure of their inventory. “The staff and I are quite excited and proud to be moving to our new location,” said Chad Placido, general manager of the Phoenix facility. “We’re certain this expansion will enhance our service levels and help us continue our growth in the entire Southwest. Our customers are going to love the auction yard and we’re anxious to show it off.”

The new Bobcat M-Series S570 skid steer loader provides operators with extensive feature upgrades, including increased visibility, a more comfortable cab and easier maintenance, according to the manufacturer. Boasting a rated operating capacity of 1,950 lbs. and an operating weight of 6,395 lbs. (2,900 kg), the S570 falls within the Bobcat loader family’s most popular size class. The medium-size machine features a vertical lift path, allowing operators to lift heavier loads higher. The skid steer loader’s newly improved cab-forward design places the operator closer to the attachment while providing a better vantage point in all directions. In addition to the loader’s enlarged cab door opening windows on the sides and rear of the cab increase visibility, creating a clearer view of the machine’s wheels or raised attachment. Further, the cab door’s lowered threshold and increased size enable operators to enter and exit the loader with greater ease. Although the height of the cab has been increased, providing additional headroom, the overall size of the machine at 6 ft. 4 in. (1.9 m) is still small enough to fit through smaller doors. Simple service checkpoints and superior design allow operators to spend minimal time performing routine maintenance before kicking off long, productive workdays. Areas that were once difficult to reach, such as the space between the oil cooler and the radiator, have been made more accessible for cleaning purposes. The S570’s pressurized cab features a one-piece seal, situated within a curved pocket. This design helps minimize the amount of dirt and dust infiltrating the cab while saving crucial cleaning time. The skid steer model offers two speed options which boost the maximum travel speed from 7.4 mph in low range to 11 mph in high range, reducing the time it takes to cross a large job site. Reduced noise levels and the choice between standard hand/foot controls or selectable joystick controls help alleviate operator fatigue during long work hours. The Nevada Department of Transportation (NDOT) is currently overseeing the long-awaited reopening of F Street in Las Vegas.

For example, there is Project NEON, which the Department’s Hodge described as the largest project in the Department’s history, topping more than $1 billion. The project’s private partner’s cost to deliver Phases 1, 3, and 4 is about $610 million. The city of Las Vegas will contribute $20 million for a portion of Phase 2 (the Martin Luther King bridge over Charleston Boulevard). The state legislature's

Interim Finance Committee (IFC) recently approved $100 million in bond proceeds to fund acquisition of right-of-way needed to construct the project, which will be built under a Design-Build-FinanceOperate-Maintain (DBFOM) structure, with NDOT providing availability payments to the concessionaire for 35 years. Construction is expected to start some time in 2015 and to finish in 2018 or 2019 at the latest. “There is also Phase 1 of the Boulder City Bypass, a 2.7-mile NDOT project that will link to 12mile Phase 2 which will be constructed by the Regional Transportation Commission of Southern Nevada (RTCSN). Phases 1 and 2 are important because they are segments of the future I-11 connecting Las Vegas and Phoenix, which has already been designated by Congress,” Hodge said. The proposed interstate would link Las Vegas and Phoenix, currently the two largest metropolitan cities in America without an interstate connection. NDOT is at the halfway point of a two-year study with the Arizona Department of Transportation exploring possible routes that the proposed interstate could follow. While they are less likely to kill construction workers, highway work zone crashes do pose a significant risk for people in hard hats, Case added. He noted that more than 20 percent of work zone crashes injure construction workers, and 6 percent of those crashes kill them. Work zone crashes also have a pronounced impact on construction schedules and costs, Case said. He noted that 25 percent of contractors reported that work zone crashes during the past year have forced them to temporarily shut down construction activity. Those delays were often lengthy, as 38 percent of those project shutdowns lasted two or more days. Association officials said that 67 percent of contractors nationwide feel that tougher laws, fines and legal penalties for moving violations in work zones would reduce injuries and fatalities. In addition, 74 percent of contractors said that an increased use of concrete barriers will help reduce injuries

and fatalities. And 66 percent of contractors nationwide agree that more frequent safety training for workers could help. They added that many firms and the association have crafted these types of highway safety programs. But Case suggested that the best way to improve safety was for motorists to be more careful while driving through highway work zones. “Ensuring proper work zone safety starts and ends with cautious drivers,” Case said. The work zone safety study was based on a nationwide survey of highway construction firms conducted by the association in March this year. More than 400 contractors completed the survey nationwide, while a large enough sample of contractors in six states completed the survey to allow for state-specific results.

Simonson noted that the unemployment rate for construction workers had fallen by more than half since March 2010, when it reached 24.9 percent.
