After years of discussion and planning, construction finally began this summer on the first phase of a new hospital for the citizens of Davie County, just west of Winston-Salem, N.C. The new Wake Forest Baptist Health — West Campus is located off I-40 at N.C. Highway 801, near the Yadkin River in the Hillsdale-Bermuda Run area of Davie County. The initial phase of work, estimated to cost $79 million, will include the construction of a 60,000-sq-ft. medical office building and a 101,000-sq.-ft. outpatient center. Within the outpatient center will be an emergency room, a surgery clinic and a diagnostic imaging facility. see HOSPITAL page 50

There’s no use denying it. America’s vaunted transportation infrastructure, particularly the roads and bridges that we all use, is simply falling apart. From deep potholes in major roads to crumbling bridges, motorists across the country drive over these problems every day. In addition, they find themselves in increasingly longer lines of traffic as our highways become more congested. And it is not just frustrated motorists that are affected by bad roads. The nation’s economy also is negatively impacted as substandard roads hamper industry’s ability to move people, goods and resources more efficiently. Adding to the problem is that all of this comes as America’s economy is still struggling to emerge from a debilitating recession. Despite an economy that is still the world’s largest, business leaders say the
ASA Applauds Court’s Decision The American Subcontractors Association applauded a Nov. 27 decision by the Supreme Court of Georgia vacating an appeals court’s decision that, if left standing, would have permitted injured employees to sidestep the workers’ compensation system and sue construction firms and project owners for damages. In a 4-3 decision, the high court rejected the appeals court’s decision and ordered the court to reconsider the case, finding that “the Court of Appeals misapplied or failed to apply several fundamental principles of contract law in its consideration of these cases.”
The high court specifically rejected the appeals court’s conclusion that owner-controlled insurance contract addenda and insurance programs provide injured employees with the legal status of “third-party beneficiaries” entitled to sue for damages. “Subcontractors and their employees rely on the integrity, stability and responsiveness of workers’ compensation insurance when injuries occur,” said 2012-13 ASA President Walter Bazan Jr., Bazan Painting Company, St. Louis, Mo. “Allowing parties to bypass the workers’ see ASA page 24

Winter Park Contractor Wins Case Community Challenge Case Construction Equipment named Hubbard Construction the winner of the Case Community Challenge. The program recognized construction contractors for supporting their local communities with significant community service projects. Hubbard Construction, Winter Park, Fla., received the award for donating labor, materials and the use of equipment in helping build 28 “mud volleyball” courts for the 19th Annual Mudd Volleyball Challenge for the March of Dimes. The event was held in Orlando, and attracted the participation of 164 teams from all over the state of Florida. The tournament raised approximately $165,000, including matching grants, for the March of Dimes Central Florida Chapter. Hubbard donated the use of a wheel loader, two excavators, a dump truck, water trucks and electric generators in preparing the eight-acre event site. Crews from Hubbard also set up a stage, a mobile office and a 260-ft.-long tent at the site that served as hospitality headquarters for teams raising $1,500 or more. The project required a few weeks of site preparation and another week to restore the site following the event. As grand prize winner of the Case Community Challenge, Hubbard Construction received one year’s free use of a Case 580N backhoe/loader. In addition, Case made a $5,000 cash donation to the March of Dimes. “Case congratulates Hubbard Construction and all of the contractors who were nominated for the Case Community Challenge award,” said Jim Hasler, vice president, CNH Construction. “These contractors provide outstanding examples of community service, and they testify to the important role that the construction industry plays in every town and city throughout North America.” “Hubbard Construction is honored to receive this award, and pleased with the recognition it brings to the annual March of Dimes Mudd Volleyball Challenge,” said Ray Birko, equipment manager. “We not only provided equipment and services to prepare and restore the event site, we also sponsored four volleyball teams in the tournament. It’s a great event for a great cause.” Semifinalists for the Case Community Challenge award received a $1,000 CNH parts and service reward card, and the charities their projects supported received a $1,000 donation from Case. Semifinalists were: • Michael O’Keefe Ltd., Windsor, Ontario, for its work in developing Canada’s first Miracle League baseball field for special-needs athletes in the southern Ontario town of Amherstburg. O’Keefe used a fleet of Case excavators, crawler dozers and loader/backhoes to provide drainage, subbase, base and final grading for 25 acres of the site.

• Evergreen Remodeling, Corbett, Ore., for contributing labor and equipment toward the construction of Corbett High School’s football stadium, dedicated to the memory of Jeff Lucas, a Corbett High graduate and U.S. Navy Seal killed in action in 2005 during service in Afghanistan. • Creekside Lawnscapes, Marilla, N.Y., for installing new underground power cable to provide upgraded electrical service throughout Camp Greene. The camp is used by the New York District Royal Rangers, an adventure program and local ministry designed for boys and young men ages 5- to 17-year olds. • Reames Concrete, Valdosta, Ga., for participating in the Second Annual week-long Freedom Build, organized by the ValdostaLowndes County Habitat for Humanity. A complete home was built to honor the U.S. military and those who lost their lives in the September 11. Reames Concrete excavated and poured the concrete foundation and driveway for the home. • Seneca Landscapes, Wake Forest, N.C., for donating labor, materials and the use of equipment in helping build the first “greencertified” home built in Raleigh by Habitat for Humanity of Wake County, N.C. Seneca designed and installed landscaping that helped create a resource-efficient home.
Hubbard excavated 28 “mud volleyball” courts and used the excavated material to build a berm on which the company erected a 260-ft.-long tent that served as hospitality headquarters for teams contributing at least $1,500 to the March of Dimes event.

Contractor Masters Complexities of Building Landfill Cells By Jeff Winke SPECIAL TO CEG
Sargent Corporation understands landfills and the complexities of building them. Based in Stillwater, Maine, the mid-sized construction contractor serves the midAtlantic market, working anywhere from North Carolina to Pennsylvania, Maryland, Delaware and Virginia. Constructing new landfill sites or adding cells to existing ones is a company specialty. And using construction technology to ensure productivity and best results has become Sargent Corporation’s hallmark. “We’ve been using Trimble systems since 2000,” said Jeff Marsh, project superintendent of Sargent Corporation. “We’re currently building two landfill cells at the Gaston County Landfill, just north and west of Charlotte, where excellent weather and the Trimble software used to create a digital plan, for data prep, and the GPS machine control helped us trim about 80 working days off our production schedule.” The $1.5 million project is for constructing two adjoining cells, Cell 1C and 2A, on the existing landfill. Sargent is the general contractor on the eight-acre, rectangleshaped expansion of the municipal solid waste landfill. “When we arrived at the site, we were fortunate to have the county’s survey control monuments established, so within two hours my foreman and I had completed our calibration for our base station,” Marsh said. “We mounted our Trimble SPS 851 base station unit near our office trailer and we were ready to go.” Sargent used a 40 ton (36 t) excavator to carve out the cell’s footprints. There was about 39,000 cu. yds. (29,817 cu m) of excavation and 11,000 cu. yds. (8,410 cu m) of backfill to fill in the natural depressions. Typically, the excavated material is set aside to be used for covering the daily layer of waste placed in the landfill cell. “We provided the 2D site plan we received from the county’s engineer to Bruce Flora with Flora Surveying and Datapro, Gloucester, Virginia, who used Trimble software to create the 3D model we used with our Trimble SPS 851 rover and the dual-mast GPS Trimble GCS900 grade control system running on our dozer,” said Marsh. “We established a strong working relationship with the Gaston County engineer, so when we encountered some discrepancies with the original design we were able to work it out within a couple of hours and charge forward with no hold up in production. That was huge.” Marsh added that traditionally if the county engineer would have needed to stop production to redesign and re-issue the site plan

that it would have delayed production anywhere from a couple of days to a week or more. The Trimble 3D GPS-based machine control system on the dozer helped Sargent establish the base sub-grade on the two cells and in constructing the 2 ft. (.6 m) of clay liner which was placed in 6 in. (15 cm) lifts. Even before the base grade elevation was placed, Sargent had to excavate down at least more than a couple feet to make sure rocks or rock outcroppings were removed so they wouldn’t migrate up and penetrate the clay liner. “We imported the 19,000 square yards of clay and wanted to make sure we didn’t overrun the amounts we used,” Marsh said. “Here’s where the Trimble GCS900 grade control system becomes invaluable. The state requires a minimum of two feet, so anything over comes out of our pocket. The regulators shoot the subgrade and then shoot the two-feet of clay to document that we’ve met the requirement.” The Trimble grade control system puts design surfaces, grades and alignments inside the cab and is designed to accurately position the dozer blade in real time. After the clay liner, a 2.3 in. (60-mm)-
thick high density polyethylene (HDPE) sheet is laid from 500-ft. rolls before a protective cover-material surface is placed. The 18-in. (46 cm) layer of caliche collection stone is the last layer before the garbage bags of pizza crusts, coffee grounds, meat wrappers and other household waste begin filling up the cells. Reflecting on the project, Marsh said that the owner, Gaston County, was very impressed with the quality of the work and how quickly it was completed. “We had approximately 180 days to complete this engineered project and we were finished in 100 days. This helped the county considerably since they could apply for state certification to use the cells sooner than anticipated.” So, what were the biggest challenges of this project? Marsh said: “Our first challenge was completing the rock excavation and the subgrade simultaneously. We had to wait for our blasting contractor to drill and set off the charges. We had to complete one block at a time — checkerboard style — until shazam, it all comes together. It was a bit of controlled chaos, but the Trimble technology helped us maintain control.
“The second challenge was placing the lifts of clay. The material required a lot of conditioning to get the proper moisture and meet the compaction curve. The more moisture you have in that material, the harder it is to compact. It’s kind of like a tightrope walk. “The Trimble grade control system helped immensely. Imagine without it having to grade eight acres and laying six inches down on it, putting stakes in the ground to show that six-inch layer, and then to show where the next six-inch layer is, and keep building up like that. Where the Trimble technology helped is that we didn’t have to waste time setting stakes. We could grade exactly a sixinch layer at a time.“ With the completion of the two new cells at the Gaston County Landfill, Marsh can look back: “My 12-worker crew and I can be proud of our work here. We saved the county time and money, and made money for our company. It doesn’t get any better than to take a final review walk with the landfill manager and have him say, ‘We’d be happy to have you back working on this site any day of the week!’” Jeff Winke is a business and construction writer based in Milwaukee, Wis. Kobelco Construction Machinery, CNH Global End Alliance; Kobelco to Continue in U.S. Kobe Steel Ltd. and group company Kobelco Construction Machinery Co. Ltd. announced Dec. 26 that the initial term of their global alliance with CNH Global N.V. will end on Dec. 31, 2012. The parties determined not to renew their agreement. Reason and Contents The global alliance, which began in January 2002, was set for a 10-year period. With the market environment changing over the past 10 years, Kobe Steel, Kobelco Construction Machinery and CNH have been re-examining the agreement and discussing the future of their global alliance. Looking ahead at future market conditions, Kobelco Construction Machinery and CNH have mutually decided to operate their businesses on their own, and with the initial term of the original agreement ending on Dec. 31, 2012, the three companies decided not to renew their alliance. The cooperative relationship among the three companies for 10 years under the global alliance has been meaningful and significant. From now on, while respecting their positions, Kobelco Construction Machinery and CNH will grow their own business operations throughout the world.
Future Plans Under the global alliance with CNH, Kobelco Construction Machinery’s sales and marketing rights were limited to the Asia and Pacific area, including Australia. From Jan. 1, 2013, Kobelco Construction Machinery will market and provide services on its own in North America, Europe, South America, the Middle East, Africa and the CIS countries. With the ending of the global alliance, equity participation with CNH also will be terminated. At the end of the year, Kobe Steel will buy back the 20-percent equity that CNH currently holds in Kobelco Construction Machinery. As for the equity that Kobelco Construction Machinery holds in CNH’s affiliate companies, the shares will be sold back to CNH. After the initial term of the global alliance ends, CNH will continue to be entitled to manufacture and sell hydraulic excavators currently licensed from Kobelco Construction Machinery. In addition, for a five-year period until the end of December 2017, CNH will have the right to procure hydraulic excavators from Kobelco Construction Machinery on an OEM basis.
Servicing parts will continue for 10 years. Kobelco Construction Machinery will have the right to receive running royalties for the licensed hydraulic excavators manufactured by CNH for a five-year period until the end of December 2017. Global Alliance With CNH In September 2001, Kobe Steel, Kobelco Construction Machinery and CNH signed an agreement to form a global alliance. In January 2002, Kobe Steel transferred 10 percent of its shares in Kobelco Construction Machinery to CNH. In addition, Kobelco America Holdings Inc. transferred 65 percent of its shares in Kobelco Construction Machinery America LLC to CNH. In July 2002, Kobe Steel transferred an additional 10 percent of its shares in Kobelco Construction Machinery to CNH. Kobelco Construction Machinery transferred 100 percent of its shares in Kobelco Construction Machinery (Europe) B.V. to CNH. At the same time, Kobelco Construction Machinery received from CNH 20 percent of the shares in New Holland Kobelco Construction Machinery S.p.A., a manufacturing and sales unit in Europe.

Energy Experts Say Drilling Can Be Made Cleaner By Kevin Begos and Seth Borenstein ASSOCIATED PRESS
PITTSBURGH (AP) In the Colorado mountains, a spike in air pollution has been linked to a boom in oil and gas drilling. About 800 mi. away on the plains of north Texas, there’s a drilling boom, too, but some air pollution levels have declined. Opponents of drilling point to Colorado and say it’s dangerous. Companies point to Texas and say drilling is safe. The answer appears to be that drilling can be safe or it can be dangerous. Industry practices, enforcement, geography and even snow cover can minimize or magnify air pollution problems. “It’s like a vehicle. Some cars drip oil,” said Russell Schnell, deputy director of the federal Earth System Research Laboratory in Boulder, Colo. “You have wells that are absolutely tight. And you have other places where a valve gives out, and you have huge leaks.” The good news, nearly all sides agree, is that the technology exists to control methane gas leaks and other air pollution associated with drilling. The bad news is that the industry is booming so rapidly that some companies and some regulators can’t seem to get ahead of the problems, which could ultimately cost billions of dollars to remedy. The worries about what drilling does to the air are both global and local, with scientists concerned about the effects on climate change as well as the possible health consequences from breathing smog, soot and other pollutants. Hydraulic fracturing, or fracking, has made it possible to tap into deep reserves of oil and gas but also has raised concerns about pollution. The industry and many federal and state officials say the practice is safe when done properly, but environmental groups and some scientists say there hasn’t been enough research. Some environmentalists say if leaks and pollution can be minimized, the boom has benefits, since gas burns much cleaner than coal, emitting half the carbon dioxide. Al Gore told The Associated Press that it’s “not irresponsible” to look at gas as a shortterm substitute for coal-fired electricity. But Gore added that the main component of gas, methane, is a more potent heat-trapping greenhouse gas than CO2. That means that if large quantities leak, the advantage over coal disappears, the former vice president said. In Colorado, the National Oceanic and
Atmospheric Administration estimated that 4 percent of methane was leaking from wells, far more than previously estimated, and that people who live near production areas may be exposed to worrisome levels of benzene and other toxic compounds present in oil and gas. Across the industry, the technology for stopping leaks can be as simple as fixing seals and gaskets, or it can involve hundreds of millions of dollars of new construction. “I think it’s totally fixable,” Schnell said. “At least the bigger companies, they are really on top of this.” Gore added that when companies capture leaking methane, they end up with more to sell. “So there’s an economic incentive to capture it and stop the leaking,” he said. Another major source of worry is the industry’s practice of burning off, or flaring, natural gas that comes out of the ground as a byproduct of oil drilling. Over the past five years, the United States has increased the amount of flared and wasted gas more than any other nation, though Russia still burns off far more than any other country. In some places, energy companies haven’t invested in the infrastructure needed to capture and process the gas because the oil is more valuable. In the Bakken Shale oil fields of North Dakota, for example, about 30 percent of the natural gas is flared off because there aren’t enough pipelines yet to carry it away. The amount of gas wasted in the state is estimated at up to $100 million a year. And officials in North Dakota said last month that the situation there might not be completely solved until the end of the decade. NOAA scientists also say natural gas production has contributed to unusual wintertime smog in the West, particularly in regions surrounded by mountains, and especially in snowy areas. Ozone, the main component in smog, typically forms when sunlight “cooks” a lowlying stew of chemicals such as benzene and engine exhaust. Normally, the process doesn’t happen in cold weather. But NOAA researchers found that when there’s heavy snowfall, the sun passes through the stew, then bounces off the snow and heats it again on the way back up. In
some cases, smog in remote areas has spiked to levels higher than those in New York or Los Angeles. In open regions that are more exposed to wind, the ozone vanishes, sometimes within hours or a day. But in Utah basins it can linger for weeks, Schnell said. Evidence that gas drilling air pollution can be managed — but that more work may still need to be done — comes from north Texas, where the shale gas boom began around Fort Worth about 10 years ago. Mike Honeycutt, director of toxicology of the Texas Commission on Environmental Quality, said that in the early years of the boom, people complained about excessive
summertime ozone level hit 104 parts per billion, far above the national standard then of 85. By 2012 the number of wells had risen to about 16,000, but preliminary results show the ozone level was 87 last summer. There’s still room for improvement, Honeycutt said, but the trend is clear, since the monitoring is no longer showing worrisome levels of benzene, either. The Environmental Protection Agency isn’t completely convinced. This year the federal agency cited Wise County in north Texas, a heavy gas drilling area, for violating ozone standards. Industry groups and the state have argued that the finding was based on faulty science. So far, NOAA scientists say they haven’t found signs that gas or oil drilling is contributing to a global rise in methane. “Not the mid-latitudes where the drilling is being done, which is interesting,” said James Butler, head of global monitoring of NOAA. The Advocate said the study is the initial step the Louisiana Department of Transportation and Development takes to consider a proposed highway. DOTD spokesman Dustin Annison said the study will determine if “the route could be built in the affected area in the event that Louisiana 70 is compromised.” Louisiana 70 carries an estimated 6,000 cars a day and cuts through isolated swamp and is a key connector between some areas.

The sinkhole is believed to have been caused by a failed Texas Brine Co. LLC cavern in the Napoleonville Dome. “The study is the first step in the project development process and will help identify possible roadway alignments and cost,” Annison said. He said DOTD is in the process of defining the scope of work and expects to finish midyear. Though no cost estimate is available, Annison said that new two-lane rural highways cost $4 million to $6 million per mile to build, including right of way and wetlands mitigation costs. The announcement comes as community concerns linger about the long-term viability of the highway despite authorities’ assurances that the sinkhole does not appear to be threatening the future of Louisiana 70. The sinkhole was found early Aug. 3 on property that Texas Brine leases from Los Angeles-based Occidental Petroleum Corp., swallowing up forested swamps on the western edge of the 40-acre site. The discovery prompted an evacuation of about 150 homes in the area but also temporarily closed a 4 mi. stretch of Louisiana 70 between Bayou Corne and Pierre Part when the sinkhole bent a gas pipeline a day after the sinkhole was found.

policy. A trial court had entered a wrongful death judgment against the driver and the sub-subcontractor, but rejected the estate’s argument that the employee was a “thirdparty” beneficiary of the city’s “Owner’s Controlled Insurance Program,” which was incorporated into the contracts and whose purpose was “to provide one master insurance program that provides broad coverages with high limits that will benefit all participants involved in the project.” The appeals court held that employees such as Pitts working on the project were “participants” and thus third-party beneficiaries entitled to sue all the other project contractors, even though the subcontracts contained “No Third-Party Beneficiaries” clauses. ASCE Predicts Billions in Losses If Problems Not Solved DOT from page 1
United States no longer has a sustainable way of paying for road and bridge improvements. Fuel taxes can only bring in so much money to state DOTs in an era when gas consumption is down and fuel-efficient vehicle sales are up. In addition, tax increase proposals to support transportation are seen as almost certain political suicide for most legislators. Public Spending on Roads Shrinks After 100 years of undertaking an ambitious earthmoving project that created roads, bridges and tunnels in every corner of the United States, including nearly 50,000 miles of interstate highways built between 1956 and 1992, total public spending on roads has fallen steadily since the 1960s. Currently, it stands at just over two percent of Gross National Product (GDP), much less than what Europe and China invest in their roads and bridges. According to data from the American Society of Civil Engineers (ASCE), the consequences of these conditions will cost the United States economy $897 billion in lost GDP and $28 billion in exports by 2020 as transportation costs rise. In the Southeast states, those productivity losses will cause the region to underperform by $73 billion and up to 70,000 jobs will be lost unless effective steps are taken, according to the ASCE. Increasingly, individual states themselves must come up with the majority of the funding for their transportation needs. A look at what two Southeast states – North Carolina and Arkansas – are doing to combat the dual crises of deteriorating roads and lack of money to fix them, shows just what an uphill climb they have before them. North Carolina The Tarheel State is one of the fastest growing in the country. Figures from the ASCE bear this out: vehicle travel in the state increased by 63 percent from 1990 to 2010 while the population in North Carolina grew by 44 percent.
The ASCE also found that 54 percent of the state’s major urban highways are congested and 44 percent of its major urban roads are in poor or mediocre condition. In addition, 27 percent of North Carolina’s 4,937 bridges are either deficient or obsolete. The sum total of those findings is that the state currently needs to spend more than $60 billion to build and maintain its roads and bridges. However, the state’s transportation revenue each year, generated by gas taxes, brings in only $3 billion, with another $1 billion coming from the federal government. No matter how one looks at the math, it all adds up to the fact that North Carolina has a big problem. This is exactly what Gene Conti has spent the last four years trying to find a solution to. Conti, North Carolina’s current Secretary of Transportation, has studied the math and believes that gas taxes, while an important source of revenue to the states, really don’t work as a primary source any longer. Due to a combination of factors, fuel taxes are not the stable and predictable tap that they once were, he said. “First of all, we are seeing that people are driving less and that has been particularly exaggerated during the recession,” Conti explained. “Another impact is that we are using more fuel-efficient cars. In addition, the use of more electric cars and more hybrid models have led to lower gas use, which affects the tax.”
federal programs, such as the GARVEE bond program where we can borrow against future federal revenues,” Conti added. Conti added that the state is looking into a variety of ways to attract private capital on various projects, such as in the building of the Mid-Currituck Bridge, a 7-mi. (11.3 km)-long toll span that will link the Outer Banks with the mainland in the northeast corner of the state. The project is currently stalled, though, because of a legislative battle over its funding. Another way that North Carolina has come up with to pay for its road needs has been the Mobility Fund. Gov. Bev Perdue, at Conti’s urging, proposed the fund in 2010 as a way to generate money for significant transportation projects. After passing the measure, the state’s General Assembly immediately used it to fund the improvement of a stretch of Interstate 85 that crosses the Yadkin River between Davidson and Rowan counties. Included in the project was a new eight-lane bridge over the river. The state used the fund to contribute $65.5 million to the project, with another $136 million coming from other state and federal sources. The improvement of that particular stretch of road was identified by the state DOT as its top priority due to the corridor being so heavily traveled by trucks moving goods throughout North Carolina, as well as between the Northeast and Atlanta.
Finding “Complementary” Sources To make up the shortfall from less tax revenue, Conti and the state DOT are pursuing what he describes as “complementary” sources of funding to build and maintain North Carolina’s road system. The most visible example of an alternative funding source is the almost-completed $675 million Triangle Expressway in the Raleigh area, a 19-mi. (30.6 km)long road that is the state’s first tollway. “I think that toll road will be the first of several in the state,” he predicted. “We also have tapped into some

State business leaders recognize that gas taxes can only be increased so much and that a combination of taxes and other sources of funding, like toll roads and public-private investment, may be the most effective way to pay for needed improvements. “Our sense is that the business community and the public at large will support investments when the selection processes are logical, the investments are strategic and purposeful and the timing practical,” said Joe Milazzo, executive director of the Regional Transportation Alliance, a regional business voice for transportation initiatives and policy in the Raleigh-Durham-
Chapel Hill area. He feels that a combination of different funding sources is best, but added, “Of course, sometimes the answer is not more funding but more efficient use of existing sources and/or the roads that we already have.” Milazzo sees little political will for imposing higher fuel taxes, at least in the near term. “However, if there were a targeted program of investments and the fee increases were seen as fair and reasonable, then a limited increase may be possible at some point,” he said. Milazzo said that one example might be a “fair share fee” for electric and other alternatively fueled vehicles to give their owners an opportunity to contribute on a usage basis to the maintenance of North Carolina’s highway system, much as diesel- and gas-powered vehicles do via fuel taxes. Arkansas In Arkansas, the need to build, expand and modernize its increasingly antiquated four-lane highways got a big boost this past Election Day when that state’s citizens overwhelmingly passed a constitutional amendment that implements a temporary, half-percent sales tax to fund an upgrade of the system. Known as Issue No. 1, the sales tax increase will begin next July and for the next 10 years will finance a $1.3 billion bond issue for those roads most in need of repair. Plus, the amendment will provide $20 million for a State Aid Street Fund to further help cities and towns with local street and bridge programs, without raising gas taxes. The amendment’s passage was championed by a large contingent of Arkansas’ business leaders, troubled by the state having the 12th largest highway system in the country, but ranked only 42nd in its ability to pay for it. The amendment’s passage, according to Madison Murphy, will only enhance the state’s economic development opportunities by increasing mobility and freight opportunities. Murphy was the Arkansas business community’s point man on the effort to convince voters to
approve the amendment. The influential Murphy is chairman of the board of El Dorado, Arkansasbased Murphy Oil Corp. and is the outgoing chairman of the Arkansas Highway Commission. To his way of thinking, Arkansas’ citizens did the only logical thing by approving Issue No. 1. “The positive vote is evidence that Arkansans believe in the importance of good roads, and that they are willing to invest in themselves and the future of our state,” he said. “The people of Arkansas were presented with an opportunity and they chose to pursue it.” With about $24 billion worth of road needs, the revenue brought in will make only a small dent in addressing the problem, but, in tandem with the re-issue of their own GARVEE bonds, Murphy sees better days ahead for Arkansas’ roads. “The best thing about the approval of Issue No. 1 is that the program does not rely on federal assistance — this is money generated in Arkansas, it stays in Arkansas and it improves Arkansas roads,” he added. Every Bit of Funding Helps According to Scott Bennett, director of the Arkansas State Highway and Transportation Dept., his agency expects about $4 billion in revenue from current state and federal sources over the next decade. The addition of the Issue No. 1 funding brings that revenue closer to $6 billion, an increase to the DOT’s coffers that he sees as “pretty significant.” “One of the other things that helped sell Issue No. 1 was that it will fund improvements on major, corridor-type projects and if we can bite off these highway projects in this one big chunk, then it frees up our regular stream of revenue so that we can start to nibble away at all the other road needs around the state,” he said. Among the projects set to benefit from Issue No. 1 is the completion of a four-lane highway connector linking I-55 to Arkansas Highway 18 between Jonesboro and Blytheville in the northeast corner of the state, as well as the see DOT page 52

Landoll’s 342 Designed to Handle Empty 20-Ft. Containers Landoll Corporation’s new trailer is designed to handle empty 20 ft. (6 m) containers. The Model 342 is a light duty Gooseneck trailer that works well with short single-axle tractors for increased maneuverability. The trailer comes standard with a fifth wheel king pin, 7-way electrical connection and a single air brake axle. The gooseneck is a short 8 ft. (2.4 m) and the lower deck is 23 ft. (7 m). The overall length being 31 ft. (9.4 m) long will legally handle up to 25 ft. (7.6 m) long containers. The 342 comes standard with a chain-drive load system, loading bridle, tie-down chains, push bar and container side pin lock-downs. The standard storage box is designed to keep all items organized with chain hanging racks and trays. The 342 operates hydraulically by means of a wet kit on the truck or with an optional 27 hp (20 kW) engine package mounted on the gooseneck. Featuring a flat top mount design, the Doosan plate compactors can easily be mounted to different carriers. The flat-top design allows a “cap” to be added to the attachment based on the specific machine being used. Four outboard shock mounts distribute vibrations evenly while keeping the attachment level, improving compaction efficiency and extending component life. Standard flow controls prevent over-speeding, which can lead to poor compaction and reduce bearing life, according to the manufacturer. Applications for the plate compactor attachments include compacting trenches, footings and slab areas. An excavator-mounted plate compactor attachment provides more powerful compaction force than handoperated compactors and reduces the need for workers
in the trench. The PCX64 is approved for the Doosan DX140LC excavator, with a baseplate width of 23 in. (58 cm). The attachment’s dynamic force is 6,400 lbs. Doosan Portable Power introduced three new models of dual pressure mid-range air compressors â&#x20AC;&#x201D; P425/HP375WCU, HP450/VHP400WCU and P600/XP535WCU. The Cummins engines â&#x20AC;&#x201D; engineered with DOC emissions technology â&#x20AC;&#x201D; offer compact, zero-maintenance design with no regeneration cycles. This is especially important for rental companies where compressors are used by many customers. Among the newly redesigned components on these models is the first ever Mid-
Port full gauge control panel. Standard on the panel is a tachometer display that allows the operator to see selected engine and airend temperatures and pressure as well as percentage of fan speed and engine load. The operator can set service intervals, languages and display features, for an improved operator interface. For those who prefer analog gauges, these machines also feature oil pressure, engine coolant temperature, airend discharge temperature and fuel with analog gauges. A switch on the Mid-Port control panel allows the operator to easily change the pressure setting during compressor operation. The dual pressure feature can create either low airflow with high pressure â&#x20AC;&#x201D; ideal for some applications â&#x20AC;&#x201D; or low pressure and high flow; making the new compressor lineup highly efficient and versatile. Other new features include a clutch-driven cooling fan that is thermostatically controlled. The fan is much quieter and provides for increased operational fuel efficiency. Service points are easily accessible without removing the canopy, along with simplified wiring and piping that also contributes to ease of servicing. Second, we are still a largely rural state and there are not many routes that have enough traffic on them to generate enough revenue

Still, Bennett said that the state is considering building a toll road in northwest Arkansas on the future I-49 that will eventually connect Kansas City to New Orleans. In addition, his agency is thinking about making a toll road out of a loop around the central part of the state, as well as widening I-40 to six lanes from Little Rock east to Memphis and covering that cost with a toll. States Need Answers Now Obviously, the solutions to the highway funding crisis in both North Carolina and Arkansas, as well as in every state, can only be found through innovative thinking among governmental and business leaders. With the transportation infrastructure funding gap in this country equaling about $94 billion a year, failing to find answers and act quickly will only result in even greater costsâ&#x20AC;Śdown the road. Fixed to the undercarriage and connected to a generator set, this additional module provides hydraulic power to separate the undercarriage from the uppercarriage. It offers full control of the undercarriage including track chain tensioning and release of the travel brakes. The remote control enables proportional steering for easy and precise undercarriage displacement. Another specific service tool is the pin puller, which provides safety and simplicity when extracting and inserting pressed pins into and from the excavator’s attachment, according to the manufacturer. Terrebonne OKs Bids for $19.3M in Two New Levees HOUMA, La. (AP) The Terrebonne Levee District plans to start building two new levee sections after approving bids for the work. That includes levees that will tie into the massive floodgate on the Houma Navigation Canal, which is under construction, the Houma Courier reported. A 3-mi. (4.8 km), 10-ft. (3 m) tall section of levee will connect to the east side of the Houma Navigation Canal floodgate, said Terrebonne Levee District Manager Angela Rains. Minnesota-based Ceres Environmental won a $15.7 million bid for the project. The second levee will stretch from the floodgate west to the Mayfield levee in Dularge. Fillway Construction in Thibodaux won a $3.6 million bid. The Terrebonne Levee District began building levees after Hurricane Ike flooded the parish in 2008. A $52 million floodgate is being built to block the Houma Navigation Canal.

Ritchie Bros. Auctioneers Incorporated sold approximately $3.9 billion of equipment at 328 unreserved auctions around the world in 2012. This represents a 5 percent increase in gross auction proceeds over 2011 and the highest gross auction proceeds in company history. The company achieved gross auction proceeds of $1 billion in the fourth quarter alone. The World’s Largest Heavy Equipment Auction Ritchie Bros. held the world’s largest heavy equipment auction in Orlando, Fla., on Feb. 13 to 18, 2012, and, in the process, broke multiple company records. New records were set for gross auction proceeds ($203 million), number of lots sold (more than 10,000), total number of registered bidders (8,670), number of sellers (830), online gross auction proceeds (more than $47 million) and number of online bidders (4,070).
