Fourteen Massachusetts towns that were part of the original proposed pipeline route are no longer included on that path while four new Massachusetts towns would be added under the proposed route unveiled Dec. 5 — Cheshire, Hancock, Lanesborough and Shelburne. Fore said under the new route, 90 percent of the pipeline would follow already developed areas, including power line and utility paths. In Massachusetts, the use of existing pathways is nearly 100 percent, he said. He said the entire project was expected to create about 3,000 construction jobs across New York, Massachusetts and New Hampshire. The ability to expand the natural gas capacity for the region should also help lower energy costs, company officials have said.

BOSTON (AP) The company seeking to build a $5 billion natural gas pipeline in Massachusetts has proposed an alternative route that includes part of southern New Hampshire. The route would travel from New York into western Massachusetts for 63 mi. (101 km), then turn north and continue for another 70 mi. (112.6 km) in southern New Hampshire before turning south again into Massachusetts, ending in Dracut. Under the original proposal, Kinder Morgan Inc. planned to run the pipeline 127 mi. en competitors from five states competed in the Crane Operator and Rigger Skills Competition held at Wood’s CRW Corp.’s Northeast site in North Oxford, Mass., on Oct. 25. Wood’s has four locations in the Northeast, including Carlisle, Pa. Wood’s CRW Corp. also is celebrating 50 years in operation. At stake, through four highly skilled crane-operating events, were $500, $250 and $50 prizes, with the winners in each category to travel to the national competition for a shot at the $10,000 grand prize next October. The national event will likely be held in Louisville, Ky., although Jay Sturm, host of the local competition, said the location has not been officially confirmed. Tyler Mayo of BGM Inc., Cabot Vt., was the overall first place winner and Craig Tanguay of Summit Crane, Bristol, Conn., finished second. They move on to the see CRANE page 16

Continental Paving Succeeds in Aggregate, Asphalt Ventures

Continental Paving Inc., owned and operated by brothers Rick and Mark Charbonneau, is a New Hampshire-based business, which features commercial and industrial site development, asphalt paving and trucking. The company specializes in portable aggregate crushing; roadway pavement milling and reclamation; asphalt production and sales; and aggregate production and sales from both the Litchfield Sand & Gravel operation and the Continental Paving quarry in Londonderry, N.H. Continental has two major divisions, the construction division and an aggregate/asphalt division.

“The inception and later on, the growth of our aggregate and asphalt division was dictated by the growth of our construction division and a shortage of materials that we needed to do our projects,” said Mark Charbonneau. “Our first step into aggregate production came in the early 1980s when we purchased an Austin Weston crusher to produce road base. The ’80s was a strong growth period for the Nashua and Manchester areas of New Hampshire. There was a huge housing boom going on as the Boston suburbs started to spread northward and we just couldn’t get enough aggregate material for the projects we had booked. In 1986, the company purchased our first aggregate/asphalt plant in Londonderry, New Hampshire. In the late ’80s, the region experienced a housing crash and a significant downturn in the economy in general.” Fortunately for Continental Paving, the owners had the foresight to move the company in a different direction and started doing DOT work. “In 1990, there was a major expansion at the Manchester, New Hampshire, airport and we were involved in much of the work there. That project kept us busy from the early preparation and construction of the new terminal facility

to various taxi way and airfield facility construction. The expansion at the airport has continued to be aggressive. Most recently, we completed a project involving the replacement of the airfield snow melt facilities,” Charbonneau said. Continental’s paving and asphalt facility located at 1 Continental Drive in Londonderry, N.H., is a 450-acre site. The company owns a second facility known as Litchfield Sand & Gravel, which is located in Litchfield, N.H. The Litchfield facility is a mirror image of the Londonderry facility. Most recently, Continental added a facility in Concord, N.H., named Concord Sand & Gravel.

On the Job More than 300 employees work in the facilities, which combined produce 2 million tons of aggregate a year and 750,000 tons of hot mix asphalt a year, according to Charbonneau. Continental’s plants consist of a 44 x 48 primary jaw crusher that feeds material to a Metso HP400 cone crusher. From the jaw crusher material is conveyed to a 7 x 24 Deister triple deck scalping screen. Top and middle screen oversize material is sent to a Metso HP400 cone crusher. Material from the cone, is combined with material from the bottom screen and is sent to a surge pile. Material from the surge pile is sent to a pair of Deister 7 x 20 triple deck screens. From this screen material goes to another pair of Metso HP400 fine or short head crushers. Then for final sizing and washing material is sent to a pair of Deister 8 x 20 four deck screens. The Londonderry and Litchfield Continental plants each also include two Astec asphalt plants. The Rhode Island Department of Transportation (RIDOT) has started a project to replace the Great Island Bridge in Narragansett, a 180-ft. (54.9 m) long structure that serves as the only way on and off of the island. Through an $8.5 million project with MIG Corporation, the bridge will be built in two phases and use a temporary traffic signal so the structure can remain open to vehicles and pedestrians throughout construction. Once the temporary signal is operational, there will be a new traffic pat-

tern in effect with one lane of alternating traffic on Great Island Road between State Street and Basin Road. Additional lane closures may be necessary on Galilee Escape Road, at the intersection with Great Island Road, for drainage and utility work. Originally constructed in 1959, the Great Island Bridge is currently posted at 12 tons for 2-axle vehicles, 15 tons for 3-axle vehicles and 28 tons for 5-axle vehicles. Last year, the weight limit was lowered to 3 tons for more than a week while emergency repairs were made. During that time,

only passenger vehicles were allowed to cross. The replacement project was delayed earlier this year by a potential shortfall in the federal Highway Trust Fund. In July, Congress passed a temporary funding extension, allowing the Great Island Bridge and several other projects to move forward. For more information, visit www.dot.ri.gov. CONCORD, N.H. (AP) When Toni Weinstein of Newmarket was deciding whether to enroll her fifth grade son in private school, the condition of the town’s junior-senior high school crossed her mind: classrooms so small that some teachers roll supplies around on carts; difficulties updating technology infrastructure because of asbestos in the walls; safety and disability code violations that prompted a threat of closure from the fire marshal. She chose private school. “In the end, there are other issues that came into my decision, but had the school issue been resolved, it never would have entered my mind,” said Weinstein, a town councilor and member of Newmarket Solutions, a group focused on improving schools. “It weighs so heavily on this community that you’re constantly weighing your options and constantly questioning different school districts.”

Beyond Newmarket, the high school in Milton needs updates and the town of Middleton wants to build its own elementary school rather than sending students to Farmington. Ladd, a Republican and former teacher, wrote a bill aimed at requiring the state to spend all $50 million, meaning the $8

million that doesn’t go toward paying off old projects could be used for new ones. That could help pay for three or four new projects, Ladd predicted. Newmarket voters opposed a $45 million bond this year to construct a new school. In the past, they could’ve received help from the state through a school building aid program that poured millions into school repairs and construction. But facing debt from past projects, the Legislature stopped giving money to new projects in 2010, leaving communities to decide whether residents should shoulder the full cost. State Reps. Michael Cahill, John Mullen and Rick Ladd have all filed bills for the coming Legislative session that would reinstate money for new projects. The effort to restore funding comes during what will likely be a difficult budget season. Republicans are predicting a need for cuts, and Gov. Maggie Hassan recently ordered state agencies to cut their existing budgets to avoid a deficit. “I’ve already been told, ‘You’ve got to find the money someplace,’” said Mullen, a Middleton Republican. “I’ll find the money someplace, it’s around. We have shortchanged our communities’ education.” For decades, the state handed out building aid freely. Now, the state is on the hook for $539 million through 2040 to pay off more than 360 projects, according to a 2011 report from the New Hampshire Center for Public Policy Studies. High school construction projects in Nashua, Conway, Windham and other towns benefited from the money. State law says the state can spend $50 million of each
