Fighting early summer rains that turned to a blistering hot summer, bridge and road crews are making good time during their first, full season of construction on a two-year project to rebuild a series of aging bridges and improve a busy, congestive and geometrically awkward interchange just north of the Twin Cities of St. Paul and Minneapolis. Located in the Twin Cities suburbs of

Arden Hills, Shoreview and Mounds View, Minn., construction started on rehabilitating the I-694, TH-10 and the Snelling Avenue connection in the early fall of 2011. The majority of the roadwork is taking place on I-694 and a short piece of shared pavement with TH-10. I-694 is part of the interstate beltline that circles the Twin Cities for 70 mi. (112 km). TH-10 is a busy east/west highway that breaks out of I-694 in Arden Hills in a northwesterly direction and runs

New rules governing facilities accepting Clean Construction or Demolition Debris (CCDD) and Uncontaminated Soil Fill Operations (USFO) have been adopted by the Illinois Pollution Control Board and are being enforced by the Illinois Environmental Protection Agency (IEPA). In October, three informational meetings for operators were held to discuss implementation of these new rules. Representatives from the IEPA outlined important changes to CCDD & USFO rules which took effect on Aug. 27. Members of the IAAP’s Environmental Committee offered the environmental consultant’s point of view as well as the operator’s point of view given these new rules. Important points from these presentations are outlined below. New rules define “other excavation,” “potentially impacted property,” and “uncontaminated soil” and require that the pH of all uncontaminated soil fall between 6.25 and 9. IEPA officials noted the IDOT intergovernmental agreement is no longer valid, rules for groundwater monitoring are still being discussed, and the current Maximum Allowable Concentrations (MAC) table, on the IEPA Web page, could change in the future. SkillsUSA Recognizes Foley Equipment for Program Loyalty SkillsUSA recently recognized Foley Equipment for its long-standing commitment to the SkillsUSA program at the Contest Chair Kickoff dinner at the new Wichita Area Technical College Webb Road Campus. SkillsUSA is a partnership of students, teachers and industry working together to ensure America has a skilled workforce. SkillsUSA is a national nonprofit organization serving teachers and high school and college students who are preparing for careers in trade, technical and skilled service occupations, including health occupations. Presenting the award was Ann Wick, Kansas’ director of the SkillsUSA program. On hand to receive the award was Jack Frederick, sales product support manager, Wichita; Gregg Haas, service operations manager, Topeka and Jon Robinson, v.p. parts and engine Service, Wichita. Foley employees have had a long-standing relationship and involvement with the Skills Diesel program. Frederick competed in the Automotive Skills competition at the state, national and international levels from ’06 to ’08, served as a national officer in ’08 and currently serves on the board of directors. Haas has served as a competition judge,

contest committee person and as chair of the contest committee. He also served as state contest chair and national contest committee member in 1987 and 1988 when the national contest was held at Wichita’s Century II Convention Center. Robinson was a Skills contestant in ’91 and ’92 and has also served as a national

officer. The last 10 years Robinson and Haas have co-chaired the State Diesel contest. The annual Diesel Mechanic Skills Contest provides an opportunity for students in high school and post-secondary schools to demonstrate expertise in all aspects of diesel engine technology and repair.

Foley has hosted the Kansas competition at its Park City Rebuild Center for the last 3 years. The contest includes 13 stations that test students’ knowledge and abilities in testing and troubleshooting engines, electrical and electronics systems, power train systems including chassis, transmissions and carriers. Contestants also demonstrate skills in hydraulic systems, vehicle inspections, fundamental failure analysis, brake systems, airconditioning systems and general shop skills. Contestants also perform a job interview and complete a written test. “Jon, Jack and I are honored to receive this award but it really goes to all the Foley employees and management that have supported the program over the years,” Haas said. Foley will host the 2013 Diesel contest at its Park City facility April 25, 2013. The event was held to thank customers for their continued business and patronage to the company. Attendees, had lunch, an equipment walk-a-round and a worksite technology presentation. “It was a nice day to hold our fall customer appreciation lunch. Most importantly, I would like to thank our customers who put aside their own work schedules to join us. When customers attend these events, it gives you a good feeling that you must be doing something right to earn their time,” said Greg Knipp, branch manager, Murphy Tractor & Equipment Co. Inc. Jason Welch, machine technology specialist, Murphy Tractor & Equipment Co. Inc., was in attendance to present the following worksite solutions: • JDLink – Built-in technology that allows customers to access information about the location and performance of their machines. It also provides data such as: machine hours, maintenance reminders, diagnostic codes and more. • Fleet Care – This service interprets machine data and allows customers to increase machine availability and significantly lower their operating expenses. • Service Advisor Remote – Allows Murphy Tractor to connect remotely to customers’ machines for diagnostic trouble codes, record performance data and update software without requiring a job site visit. orking men and women of the oil and gas industry had the opportunity to check out the latest product developments, services and technologies at the Permian Basin International Oil Show, held Oct. 16 through 18 in Odessa, Texas. The exhibit featured more than 700 oil and gas related companies exhibiting in 1,114 specs. Every even-numbered year, the Permian Basin International Oil Show Inc., brings together people from every phase of the petroleum industry. Leaders come to Odessa, Texas, from every corner of the world to learn about the latest technology, the newest equipment, to transact business and renew friendships. The Permian Basin International Oil Show Inc., not only showcased the

latest technology, it also honored the industry’s past. A working cable tool rig operated daily on the show grounds during the threeday show, surrounded by trucks and oilfield equipment from the 1930’s, a key growth period for the industry in the Permian Basin. Over the years the show has grown not only in size but in importance as well. Having survived the booms and busts, industry slumps and slow-downs, wars and embargoes, the Permian Basin International Oil Show Inc., is still one of the largest Petroleum Expositions in the world today. Newspaper Claims Officials Overpaid for I-69 Job Land INDIANAPOLIS (AP) Indiana state highway officials significantly overpaid for parcels of land in the Interstate 69 corridor, according to a newspaper investigation. INDOT said this summer that $162.6 million in state and federal funds were spent on right-of-way purchases for the 94-mi. (151 km) stretch of interstate. The Indianapolis Star reported Nov. 10 it obtained confidential documents about the appraised values and the Indiana Department of Transportation’s final offers for more than 30 properties. The newspaper found that INDOT offered $7 million for land worth a total of $3.34 million. INDOT spokesman Will Wingfield wouldn’t comment on specific purchases because the appraisal documents are confidential under state law. But he said the state sometimes has to shell out more than the appraised value to encourage land owners to sell. “There’s nothing simple about acquiring property for a project such as I-69,” Wingfield said. “It’s complex, and INDOT is working with people who most often don’t want to sell. Sometimes INDOT is criticized for paying too much for property, and often INDOT is criticized for offering too little.” Aaron Smith, a taxpayer advocate, looked at some of the documents the Star had obtained. “There are procedures established in state laws for rightof-way land purchases, things that are tried and true that provide a fair value for everybody involved,” he told the newspaper. “It looks like those procedures were at least sometimes not followed.” Wingfield, though, said, “INDOT followed its typical practice for researching properties and making offers under the federal ‘Uniform Act.’” According to INDOT’s property acquisition guidelines, buyers are to make offers that are close to fair market value for properties. But Denise McHenry, a former purchasing agent for the state on the I-69 project, told the newspaper, “There was no justification [for some payouts]. They were throwing away millions.” McHenry was suspended from the INDOT acquisition program earlier this year. She is appealing the suspension, and said that the allegations of performance issues are untrue and are retribution for being a whistle blower. Gov. Mitch Daniels’ spokeswoman Jane Jankowski declined to comment to the newspaper. “Property purchases for road projects,” she said in an email, “are handled by INDOT.” Landowner Barry Elkins paid $850,000 for about 200 acres in Monroe County owned by former Indiana University basketball coach Bob Knight. State highway officials in July paid Elkins $2.41 million for an easement covering 140 of the 200 acres. State appraisers said the easement was worth $658,000. He also sold two other properties to the state. Wingfield told the newspaper that the property payments have not caused the state to surpass its budget, saying the interstate project is 25 percent under estimates.

New PF610 Paver Helps Lift-Off at Gilman Construction Jim Gilman has come a long way since he started his own landscaping business in the mid-1950s with only a partner, a small Ford tractor and a dump truck. Today, Gilman Construction Inc. is a $24 million construction business with three asphalt plants and a fleet of earthmoving, rock crushing and paving equipment. Gilman, now 78 years old, still works 80 to 90-hour weeks during the construction season in Butte, Mont. He loves nothing better than to operate construction equipment, including his Volvo PF6170 asphalt paver. Gilman’s son, James Jr. and daughter, LaRae Sough, also work in the business. In the early years, the landscaping business gave way to excavating with large hydraulic backhoes. Then Gilman bought a fleet of cranes to use in building prefabricated homes, among a variety of other jobs. “We had a crane at the missile site here in Montana and we had cranes at the copper concentrator,” said Gilman. Butte was home to what used to be one of the world’s largest copper mines. “In 1969 we rented an asphalt plant,” said Gilman. “It was in a million pieces sitting in a hay field in Three Forks. When I looked at it, I thought this is the dumbest thing I ever did. But a friend of mine, Pete Fisher, worked for us and he said he could put it together. He did, and we ran it for one season. At the end of the season we bought a new asphalt plant. “Today, our asphalt paving, rock crushing and chip sealing work are probably 75 to 80 percent of our business. We run one and a half paving crews — one crew for highway paving and a small crew for streets in town. We still have the cranes and earthmoving equipment, and we can do most of the infrastructure work for a new industrial or commercial building site,” said Gilman. Three years ago, Gilman Construction won a $2.35 million contract to pave an overlay and chip seal on State Highway 41 near Twin Bridges, Mont. Gilman began paving with a different brand paver and noted that it didn’t produce the smooth surface that the state demanded in order to win smoothness incentive payments. “We were looking for a better ride,” said Gilman. “Our Volvo dealer, TriState Truck and Equipment, brought us a Volvo PF6170 paver to demonstrate. We tried it, liked it and bought it. That paver helped us win $90,000 in smoothness incentives on the Highway 41 project,” said

Gilman. “And we get good service from TriState.” More smoothness incentives have followed, each paved by the PF6170. Last year, Gilman used the paver to place an asphalt overlay on a secondary road near Polaris, Mont. for the Federal Highway Administration. “We won every smoothness incentive that was possible on that job,” said Gilman.” Last year, Gilman won a $9.37 million contract with the state of Montana to place a 2.5-in. (6.4 cm) overlay on 15 mi. (24 km) of Interstate 15 near Lima. “On that job we ran the Volvo paver and won $141,000 in incentives for ride and compaction,” said Gilman. “Winning the work on these highway jobs is very competitive. We have to make money on ride incentives, or we won’t make much profit.” “A very reliable source told us that Volvo makes some of the best asphalt pavers in the world,” he said. “And Volvo has their screed — the Omni 1000 screed. It’s one of the heaviest screeds in the industry, and it’s a good one. Plus, we have good electronics to control the paver,” said Gilman. “The rubber-tired paver floats along a little better than the tracked paver. A tracked paver has its place, but with a rubber-tired machine the imperfections in the mat don’t reflect through to the screed quite as much. It’s a user-friendly paver,” said Jim Gilman Jr. “I like the alarms that tell you when there’s no asphalt on the slat conveyor in the tunnel. When you’re running the paver behind a windrow pickup machine, you can’t see into the hopper very well and on the Volvo paver there’s a sensor on each side of the slat conveyor that registers when asphalt is coming down the tunnel. That’s a very helpful feature,” he added. Doug Hansen, paver operator, is pleased with the Volvo paver as well. “It gives a good ride,” Hansen said. “It’s got a 9,200-pound Blaw-Knox screed and they give a good ride. It’s a rubber-tired paver so you don’t get the bounce in the screed that you might get with a tracked paver. We also use an automatic laser grade control system on the paver, and it works well.” Hansen also likes the speed limiter feature on the Volvo paver. “You can set it for 20 to 25 feet per minute, and it’s always right there,” said Hansen. “You don’t have to keep playing with it to get the speed you want. When you stop, you just move the forward-neutral-reverse lever into neutral.

Then when you start up again, that paver will go right back to the same speed.” The contractor was most recently working on a $7.7 million paving project at the Bert Mooney Airport in Butte. The project was divided into two parts — a main 9,000-ft. (2,743 m) runway and a smaller 6,000-ft. (1,829 m) runway. To keep the airport open during one phase of the work, the Federal Aviation Administration limited construction time each day from 1:30 p.m. until 10:00 p.m. One flight came in at 11:00 p.m., and if the runway was not open for that flight, Gilman faced liquidated damages of $40,000 — $20,000 for the incoming flight and the same amount for the outgoing flight the next day. So promptly at 1:30 p.m. each day, a large fleet of equipment attacked the runway. Two milling machines, the trucks to haul millings, followed by three rotary brooms, a truck for placing tack coat — and the PF6170 paver, followed by four double-drum rollers — all swung into action, in that order. Gilman was required to maintain backup equipment for every piece, including a reserve asphalt plant, in case any equipment went down. Gilman subcontracted the milling to Industrial Builders from Fargo, N.D. With two large milling machines, one set at 7 ft. (2.1 m) wide and the other milling 8 ft. (2.4 m) wide, the subcontractor milled 1.5 in. (3.8 cm) from the existing runway surface. The PF6170 paver worked 15 ft. (4.6 m) wide. With 10 passes, the paver could cover the 150-ft. (45.8 m) width of the main runway in one shift. The paver first replaced the 1.5 in. of asphalt that was milled up, and in another phase, Gilman paved a 2-in. (5 cm) overlay on the runways. George Friez is Gilman’s project engineer for the airport. “The biggest challenge is the tight work window that we have each day,” said Friez. “It takes a lot of coordination to get all that equipment working at once, then get it off the runway, stripe the pavement and open the runway up again. We have a meeting with airport management each morning at 10:00 a.m. to discuss whether it’s a go or no-go for the day. Then at 9:30 each evening, we need to confirm that we’ll be off the runway in time for that flight coming in at 11:00 p.m.”

ARTBA Releases 2012 Election, Ballot Initiatives Report Americans across the country voted Nov. 6 to essentially maintain the division of power that has existed at the federal level since 2011 — retaining Barack Obama as president, Democrats in control of the Senate and Republicans leading the House. The largely status quo results come after an estimated $6 billion in political spending by candidates for federal office and outside groups. Unlike the 2010 mid- term elections where Republicans made large gains spurred by the Tea Party movement, voters seem to have cast their ballots for individual candidates rather than party messages in 2012 — as evidenced by multiple states that elected a senator from one party and supported the opposing party’s presidential candidate. Republicans will likely have a 235-200 majority in the House after Democrats appear poised to gain seven seats compared to 2010 results. Democrats also gained two seats in the Senate, increasing their majority from 53-47 to 55-45 — Senator-elect Angus King (I-Maine) has not officially announced which party, if any, he will caucus with once sworn in but is widely expected to choose to select the majority. With votes still being counted in a number of states, both parties used the election results to affirm their long-held positions relating to the socalled fiscal cliff — a combination of tax increases and spending cuts that will be implemented at the end of 2012 barring no legislative action. While President Obama’s post-election speech highlighted the need for Republicans and Democrats to compromise on matters critical to the country, White House aides are claiming the election shows the American people support the President’s efforts to increase taxes on high income individuals. House Speaker John Boehner (R- Ohio) held a Nov. 7 press conference at which he expressed a desire to work with President Obama to find common ground. He reiterated criticism of raising tax rates, but signaled the party was open to reforming the tax code, which he claimed could generate a growth in overall tax revenues. This public jockeying is not surprising as each party knows a negotiation on taxes and spending is looming and they are staking out initial positions. The tone of the engagement between President Obama and congressional leaders in the coming days — particularly during the postelection session of Congress that convenes Nov. 13 — will provide a better indicator of how the two sides will work together now that the political environment has stabilized. In addition to the fiscal cliff, major transportation-specific items on the congressional agenda for the next two years include: federal transportation investment levels for the remainder of FY 2013 and 2014; the reauthorization of the Moving Ahead for Progress in the 21st Century Act (MAP-21); the overdue port and waterway authorization bill; and broad reform of federal tax policy.

2012 Ballot Initiatives Report

Voters on Nov. 6 showed once again the importance of transportation by approving 68 percent of the measures to increase or extend funding for highways, bridges and transit. This is in line with years past — in 2010 voters approved 61 percent of similar measures, they approved 78 percent in 2008, 77 percent in 2006 and 76 percent in 2004. The total value approved was $2.4 billion. ARTBA tracked 31 measures overall — five were statewide initiatives and 26 were local. All of the seven bond initiatives were approved by voters. Eighteen measures were for increasing, extending or renewing a sales tax for transportation purposes, two were property tax extensions and one was for a local gas tax. Three of the four statewide measures to raise additional transportation funds passed with an average approval rate of 63 percent. Arkansas voters approved a one-half cent increase in the state sales tax to cover a $1.3 billion bond issue for roads and bridges. The temporary sales and use tax will help fund improvements for state highways and bridges, county roads, city streets and other surface transportation. Alaska voters approved a bond issue of $453.5 million for transportation. Question 4 in Maine was approved by 72 percent, providing $51.5 million in bonding for highway and bridge repairs and local road improvements. Voters in Arizona rejected an extension of a temporary sales tax increase that would have raised $900 million in revenue for education and $100 million for the state infrastructure fund. Although a strong majority of voters (65 percent) in Los Angeles, Calif., supported Measure J, which would have extended the 30-year one-half sales tax passed in 2008 for an additional 30 years, the ballot initiative needed a 66 percent super majority for approval. The current sales tax measure is set to expire in 2039. Had the measure passed, it would have extended the current sales tax to 2069 and given the Los Angeles County Metropolitan Transportation Authority the ability to accelerate several transit projects by borrowing against future tax revenues. There was a proposal to increase the gas tax in Memphis, Tenn. Although most local governments do not have the ability to levy gas taxes, there are some states that have exceptions. Voters rejected a proposal to increase the local gas tax by one-cent per gallon to fund bus operations for the Memphis Area Transit Authority. Voters also rejected an increase in the Memphis sales tax to cover a local budget deficit and fund education. Three ballot initiatives did not specifically ask voters to increase funding for roads, bridges or transit, but they did address transportation issues. Voters in Michigan have opened a path to one of the largest bridge projects in the nation by rejecting an initiative that would have required a statewide referendum before building an international crossing to Canada. The referendum was initiated by the owner of the Ambassador Bridge to prevent a new crossing over the Detroit River. The Canadian government announced an agreement with the Governor of Michigan earlier this year to build and pay for a new publicly owned bridge between Windsor, Ontario, and Detroit, just 2 mi. south of the Ambassador Bridge. The Canadian Transport Minister said the bridge will now be built “ as soon as possible.” The cost of the project is estimated to be $1 billion. Voters in Cornelius, Ore., rejected a measure to repeal the local fuel tax, which is used to improve roads. Residents of Virginia Beach, Va., approved a nonbinding referendum in support of having the local city council explore extending a local light rail system into the city. The results, consistent with the past four elections, continue to demonstrate strong public support for state and local transportation ballot investment initiatives.

House & Senate In the Senate, the Democrats’ gains are significant as many pundits speculated the Republicans would take control of the chamber because Democrats had to defend 23 seats to the Republicans’ 10. Republicans were hopeful Sen. Scott Brown (R-Mass.) would be able to hold onto the seat once held by Ted Kennedy in one of the most Democratic states in the nation, but Senator-elect Elizabeth Warren pulled away in the last weeks of the campaign to switch the seat back to the Democrats. Heidi Heitkamp (D) successfully defended retiring Sen. Kent Conrad’s (D) senate seat in North Dakota despite tough opposition from U.S. Representative Rick Berg (R-N.D.). The controversial statements of Representatives Todd Akin (R-Mo.) and Richard Mourdock (R-Ind.), who were each expected to win their respective Senate races, weakened chances for the Republicans take over the Senate. The Democrats’ pick-ups in the Senate are marginal and will not necessarily change how it is governed for the next two years. Senate procedures empower the minority to block legislation — unless a three-fifths supermajority can be achieved. Securing this 60-vote threshold has been necessary for most major bills over the last decade, including reauthorizations of the federal highway/transit programs, no matter which party controlled the Senate. Democrats and the Independents who are expected to caucus with them will still need at least five Republicans to get the votes necessary to move bills in the next Congress. The institution of the House of Representatives greatly advantages the majority party. Although Republicans lost a few seats, they will still enjoy control of the chamber and will be able to dictate the House’s legislative agenda in the new Congress. The congressional redistricting process, which follows each U.S. Census, did not have a major effect on party control in this election. States like Arizona, Georgia, Nevada, South Carolina, Utah and Washington each added one House seat to their delegations. Illinois, Iowa, Louisiana, Massachusetts, Michigan, Missouri, New Jersey and Pennsylvania all lost one House seat. Florida gained two seats, while New York and Ohio each lost two. Texas saw the biggest shift in its congressional delegation with four new House seats, reflecting a significant population shift to the state over the past decade. The redistricting process did not have a large effect on party control in the House as state-approved redistricting plans left both Democrats and Republicans in difficult situations, sometimes pitting members of the same party against each other in what are referred to as “jungle elections” which abandon the traditional party versus party format. see ELECTION page 96

First Half of Ind. Highway Ready, But Cash Runs Low By Rick Callahan ASSOCIATED PRESS

CRANE, Ind. (AP) The nation’s longest new highway in the works — a nearly $3 billion interstate to link rural southwestern Indiana with the state’s capital — is now half-built and ready for traffic, but lingering questions of when the project’s remaining miles will open and how they’ll be paid for could cloud its future. After four years of work, the first 67 mi. of the Interstate 69 extension’s planned 142 mi. opened to cars and trucks Nov. 19 following a ribbon-cutting and a caravan Gov. Mitch Daniels led north along the newly paved stretch, which cost about $900 million. Despite the questions about how many years it will be before the full Evansville-to-Indianapolis route opens, the highway’s supporters in isolated southwest Indiana are excited and hopeful that even the 67 mi. of four-lane, 70 mph traffic will invigorate the region’s economy. Washington, Ind., Mayor Joe Wellman, whose city of 12,000 will be served by one I-69 interchange, believes the opening will help spur new development and jobs and give residents a safer journey to Indianapolis than the winding, hilly state roads that have long been their main link to the capital. “The shortest distance between two points is a straight line,” Wellman said. “Right now, you’ve got a lot of stops and starts — stoplights and small communities you have to go through. There’s just lots of curves and hills.” But for at least the next two years, cars and trucks driving onto the new highway near Evansville will slow and exit at a rural spot halfway to Indianapolis near the Crane Naval Surface Warfare Center about 25 mi. southwest of Bloomington. From that point, they’ll continue on those familiar state roads with cross traffic and stoplights. Daniels, whose second term ends in January, will leave office with his successor, Mike Pence, facing the task of completing and paying for the remainder of I-69 to Indianapolis because the funds Indiana tapped to pay for most of the highway’s first half are nearly gone. The state devoted about $700 million to the I-69 project from the $3.8 billion it collected by leasing the Indiana Toll Road to a private consortium. But that money has already been spent or allocated. Pence’s spokeswoman, Christy Denault, said the governor-elect is committed to finishing I-69, which he views as the “missing spoke” in the network of highways linking the state’s different regions. “He’s said multiple times that we need to finish what we’ve started,” Denault said. Aside from tapping state and federal gas tax funds, she said Pence plans to explore a variety of “innovative financing mechanisms” but has no plans to seek an increase in the

state’s fuel tax or to consider tolls to help pay for the highway’s completion. The Hoosier Environmental Council, which has sued to try to halt work on the highway, warns it will damage sensitive ecosystems and has long questioned whether the project will bring the improved travel times and economic development touted by state officials. Tim Maloney, the council’s senior policy director, predicts many motorists traveling between Indianapolis and Evansville won’t be using the half-completed highway. He said Interstate 70 and U.S. 41 will remain their favored path, particularly once a Terre Haute bypass under construction is completed. “That’s still going to be a better through-route than traveling a half-built I-69 to Crane or to Bloomington and then using State Road 37 as it is today,” he said. “That will have no advantages over the 70-41 route.” State officials hope to open by late 2014 a 27-mi. stretch of I-69 now under construction that will extend to State Road 37 at Bloomington — a segment slated to cost $600 million. The high cost of that relatively short segment stems from the fact that it will cut across a rugged, heavily wooded area dotted with a geological honeycomb of caves, springs and underground rivers. Maloney worries sediment from construction — and road salt, auto oil and spills along the completed segment — could cause serious environmental harm in that area. In rural Greene County, the highway’s next stretch has already taken a bite out of about a third of the 47-acre farmstead where Indianapolis residents Bill and Jan Boyd had planned to eventually retire. That land, which Jan’s maternal grandparents purchased in 1919, boasts their old farmhouse, a pasture filled with beef cattle and a weathered smokehouse that’s one of the property’s numerous rustic outbuildings. The Boyds’ land had overlooked a wooded hill abutting a wetland. But in late March, after the couple lost an eminent domain challenge to Indiana’s claim to their land, a state contractor moved through and cut a swath of old trees to clear the way for earth-moving equipment. Jan Boyd, who has fond childhood memories of exploring the woods and nearby springs and spooky nighttime trips to the home’s old outhouse, said her family is heartbroken by the highway’s impact on their land. She said the ravines and woods her five grandchildren

love to explore will within two years be permanently marred by the noise, smell and lights of an interstate highway. “After our family, this was the most important thing to us in our lives. We were going to retire here. How do you live with a highway 200 feet from your front door?” she asked. “There’s going to be an interstate with hundreds or thousands of cars and trucks running through here day and night, 24 hours a day.” When the segment to Bloomington is complete, I-69 will span 94 mi., a stretch considered the longest portion of highway built in the United States in decades over land never before paved. But when the highway’s remaining 48 mi. to Indianapolis will open remains in question, along with the project’s final price tag. An environmental impact released in October shows that a 21-mi. segment that would run from Bloomington to Martinsville could cost between $500 million and $546 million — $100 million more than earlier estimates. Preliminary cost estimates for the project’s final portion, 27 mi. that will extend the rest of the way to Interstate 465 on Indianapolis’ south side, range from $700 million to $775 million. Altogether, that would place the highway’s cost at up to $2.8 billion. In the years ahead, I-69 will more than likely have to compete with Indiana’s many urgent road- and bridge-repair projects for the shrinking pot of gas tax funds available for infrastructure upgrades. Indiana’s tax on every gallon of gas purchased in the state has been 18 cents a gallon since 2003. But since fiscal year 2004, the revenue collected by that tax has fallen nearly 7 percent, to about $543 million, according to state records. Federal gas tax revenue that also help fund state highway projects also is declining as cars have become more fuel-efficient, said Joung Lee, associate director of finance and business development at the American Association of State Highway and Transportation Officials. The federal fuel tax has remained at 18.4 cents a gallon since 1993, and the purchase power of the revenue it generates has fallen about one third in the two decades since, he said. “Certainly you get a lot less now for that same steel and concrete, across the board,” Lee said.

Ind. State Officials Won’t Open Kokomo Bypass Early After All KOKOMO, Ind. (AP) State highway officials had considered opening a 4-mi. (6.4 km) stretch of a U.S. 31 bypass around Kokomo this fall, but now they say motorists won’t be able to drive on the road until next

year. Indiana Department of Transportation spokesman Harry Maginity told the Kokomo Tribune that scheduling issues with contractors made it impractical to open the

stretch between Markland Avenue and Indiana 26 early. The entire $155 million project is set to open in fall 2013. The 13-mi. (21 km) road with interchanges will avoid the highway’s

current stoplight-congested stretch through the city. The decision to keep the bypass closed isn’t expected to affect plans for a run-walk along the new road.

Wood From Torn-Down Detroit Houses Made Into Toys By Megha Satyanarayana DETROIT FREE PRESS

DETROIT (AP) As Laura Schiltz began gluing together the wood blocks that would become a toy train, she got a bit of expert advice. “What I usually do is rub it around. That way, it sticks,” said Robin Scott of Reclaim Detroit and the WARM Training Center. Reclaim Detroit held its first wooden toy-making workshop in August. It was a chance for people such as Schiltz of Ypsilanti and her friend Shannon Tubb of Ann Arbor to turn salvaged wood from one of Detroit’s many old houses into something new. But the workshop, and others like it that Reclaim Detroit does on weekends at its warehouse and workspace on Oakman Boulevard, have two broader aims. The first allows people such as Tubb and Schiltz to make one toy to take home and another to be donated as a Christmas present for a Detroit child. The second allows the women to become part

of a sustainable Detroit that deconstructs and repurposes, rather than one that demolishes and dumps. “We can take a house apart piece by piece, rather than it going into a landfill,”

The demolition process creates an empty lot with bits of rubble that is hard to maintain; deconstruction, he said, leaves the land a bit more manageable. So far, people have learned to build planters, garden benches, bat houses and bird houses. Window flower boxes are next. And while the mission of Reclaim Detroit and the toy-making workshop resonate with Shannon Tubb, the act of building allows her to feel like the craftsman her father was. “My favorite toys, a lot of them, he had made,” she said.

Metso distributors and customers from throughout North America converged on Columbia, S.C., Oct. 24 and 25 for Metso’s 2012 New Product Expo. New Metso products unveiled included the HP3 cone crusher, C120 jaw crusher, Lokotrack ST2.4 mobile screen, CT3.2 mobile conveyor, LT106 jaw plant and the latest vibrating equipment. New ‘Specialty Size’ HAMMER Available HAMMER, an Italian manufacturer of hydraulic hammers, now has a 20,000 ft. lb. model available at its U.S. distributor A.T. Equipment. The hammer is 17 ft. (5 m) tall and delivers 200 to 550 blows per minute. The manufacturer also has hammers in the 100-29,000 ft. lb. range, which are available for use on 60 to 110 ton (54 to 100 t) excavators.
