2011-12 Annual Report The Community Foundation Of The Dan River Region

Message from the President Dear Friends,

Androniki J. Fallis President

• Convening a quarterly Funders Forum of area foundations.

On behalf of The Community Foundation Board, I would like to thank you for your continued support of our goals. Without the generosity of you, our donors, we would not be able to improve the quality of the lives of people in our community. This past year your charitable donations enabled us to award more than $1.4 million in grant programs to local agencies and scholarships to area students.

• Serving as the fiscal agent for National Fund for Workforce Solutions-Dan River Region Collaborative, which had program expenses of $215,799. • Selling our 6,000th engraved brick for the local Veterans Memorial.

Our Community Foundation now has assets greater than $23 million and these funds continue to grow as new donors support our efforts. The yearly highlights include: • Receiving gifts of $926,761 from hundreds of donors. • Awarding 68 student scholarships of $150,552. • Awarding grants of $1,096,184 to 104 organizations. • Working with donors to add 8 new endowment funds. • Continuing to build the Fund for Halifax County.

We are also proud of the accreditation which our foundation has received for the second time from the Community Foundations National Standards Board. This accreditation is critical, especially for our donors, because it confirms the quality, integrity and accountability of our operations. Please continue to support our Community Foundation and help us to fulfill our mission of “improving and enriching area lives through the generosity of donors.” Best Wishes,

Androniki J. Fallis President

The Community Foundation Of The Dan River Region 2011-12 Annual Report

What is The Community Foundation? The Community Foundation of the Dan River Region is an independent, public charity established in September 1996 by a steering committee of local civic leaders to gather permanent funds to support our area. While the Foundation works with donors to establish funds to benefit any geographic area, our primary service area is Danville/Pittsylvania County, Virginia and Caswell County, North Carolina.

The staff of The Community Foundation are (l. to r.): Blair Lumpkins, Program Officer; Debra Dodson, Executive Director, and Sandy Carmichael, Finance Officer.

Donations are also being sought to build up resources for South Boston/Halifax County, with consideration being given to other neighboring counties. Community foundations are established to manage a collection of separate funds created by individuals and corporations – a community of donors – to enhance the quality of life in a local area. These funds are pooled and invested under the direction of a board of directors comprised of community leaders. Income from the funds is distributed in the form of grants and scholarships. The first community foundation was created in 1914 in Cleveland, Ohio. There are now more than 700 community foundations nationwide, controlling aggregate assets in excess of $25 billion. Community foundations are the fastest growing form of philanthropy in America today and often are in the vanguard of charitable giving. The Community Foundation is fully taxexempt as an organization described in Sections 501(c)(3) and 170(b)(A)(vi) of the Internal Revenue Code. Our Vision To recognize needs and provide resources to improve the quality of life in our community and to serve the wishes of our donors.

The Community Foundation Of The Dan River Region 2011-12 Annual Report

Thank You Dear Community Foundation – I was pleased to receive the fund statement yesterday for the past fiscal year. It comforts me to think the fund in her name adds another aspect of immortality for Betty (Jefferson). Mary Evelyn Jefferson

Starting a Fund We invite you to join the thousands of donors who are working through The Community Foundation to build a strong future for our community. Perhaps you have had a lifelong commitment to a particular charitable field and wish to support that interest in perpetuity. You may have a specific charity or charities in mind to receive income from your fund – or you may prefer an unrestricted gift, allowing the Foundation to determine where needs and opportunities are greatest in the community. You, and perhaps your family, may choose to be involved as advisors to a fund. The Community Foundation encourages potential donors to also consult with their attorneys, accountants and tax advisors to learn more about charitable giving and establishing a fund through estate planning. Donors can create their own Named fund for a minimum of $10,000

($25,000 for scholarships) or they can contribute in any amount to an existing fund of the Foundation. Unrestricted Funds give the Foundation maximum flexibility in responding creatively and effectively to the community’s most compelling needs and opportunities. These funds are among the Foundation’s most important assets, capable of addressing community needs as they change over time. Field of Interest Funds are restricted by the donor at the time of creation to support a particular area of interest, such as children, the elderly, the arts, or the environment, etc. Once established, Field of Interest funds can grow through gifts from others who see them as a way to address their own charitable interests. Designated Funds enable donors, at the time funds are established, to name one or more specific organizations to benefit from the fund

permanently. The Foundation ensures that the designated recipients receive support as long as they remain in existence and continue to fulfill the intended charitable purpose. Donor Advised Funds allow you to recommend which charitable organizations should receive grants from your fund and in what amounts. Many donors choose to give to multiple nonprofits through a donoradvised fund. Our board of directors is legally responsible for approving all grants. Scholarship Funds allow our donors to invest in the future by helping deserving students in our community. As the donor, you determine the criteria students must meet to receive your scholarship. Your gift can help students – from preschool to postgraduate – achieve their lifetime dreams. The Community Foundation provides the expertise to handle all of the application and selection process.

Community Foundation Meets National Standards for Quality and Accountability The Community Foundation of the Dan River Region recently received notification that it has met for the second time the nation’s highest philanthropic standards for operational quality, integrity and accountability. The notice comes from the Community Foundations National Standards Board, a national accreditation organization based in Arlington, Va.

4

The National Standards for U.S. Community Foundations™ program requires community foundations to document their policies for donor

services, investments, grantmaking and administration. With over 200 community foundations already confirmed in compliance nationwide, the program is designed to provide quality assurance to donors, as well as to their legal and financial advisors. Community foundations must submit documentation for recompliance every five years.

When responding to a missing person call, the person is often diagnosed with Alzheimer’s or Dementia, lost or confused. These victims are unable to respond vocally to verbal attempts of communication, but by using the thermal imaging camera a firefighter or first responder is able to scan the woods for sources of heat. This allows for a much quicker and efficient rescue mission. This camera is an essential tool in an abundance of multi-level fire and rescue calls. Without the generous members of the Community Foundation, this project would not be possible because the economy has affected donations from our area supporters. 2011-12 Annual Report

Community Foundation Funds Created To Help Care For Area Animals Area donors have created several funds with The Community Foundation of the Dan River Region to help a variety of animal welfare organizations in Danville and Pittsylvania County. Anyone can donate to the funds and help build their future impact.

V.E.T. Fund The Veterinary Emergency Treatment Fund (V.E.T. Fund) was established by Dr. Jeff Smith in 2012 with the belief that the bond that forms between a person and their pet is immensely beneficial and is worthy of preserving regardless of financial situation. From the young child with his first puppy to the elderly person with that unconditional four-legged companion, these relationships have deep and lasting value. Dr. Smith had the simple idea that a community of animal lovers could support one another in times of need.

A second donor (Thomas E. Scarce) has created several different funds with The Community Foundation, all to benefit animals and animal causes:

Pittsylvania County Animal Shelter Fund The Pittsylvania County Animal Shelter Fund was created by Scarce in 2008 to benefit the Pittsylvania County Animal Shelter – to include the construction of a new shelter. If funds are not needed for construction of the new shelter to State requirements, the funds may also be used for the other purposes to promote animal care, shelter cleanliness, adoption of the maximum number of animals, and general operation of the shelter, where other funding is not available from government or private sources. The Community Foundation will work closely with Pittsylvania County on the best use of grants from this Fund.

The fund’s purpose is to raise money and work with vets in the Dan River Region to make financial assistance available to give companion animals a chance to remain family members. The Fund gives loving pet owners the means to save their best friend when they are unable to make full payment in times of a pet’s sudden illness or emergency treatment. Veterinary care has become very sophisticated and expensive and it is common to spend $5000 on a visit to a veterinary specialist. When an emergency situation arises, sometimes people are not prepared to pay such a bill and are forced to end a pet’s life in a situation that could be resolved. The Veterinary Emergency Treatment Fund is here to help people get through a difficult situation and continue a long gratifying relationship with their companion.

18

The Community Foundation will work through local animal agencies to manage the financial assistance program, with the first funds expected to be available in summer 2013.

Dr. Jeff Smith has established the V.E.T. Fund to give companion animals a chance to remain family members.

Bradner, who gave his life in WWII in defense of our nation. The Animal Welfare Fund is a general Field of Interest fund, with The Community Foundation’s Board awarding annual grants made to charitable organizations for the purpose of supporting animal welfare in Danville and Pittsylvania County.

Irving H. and Louise Hambrick Scarce Animal Welfare Fund The Irving H. and Louise Hambrick Scarce Animal Welfare Fund was created in 2011 in honor of the donor’s parents. The fund

is a donor advised fund, with the donor recommending annually to the Foundation Board grants to support animal welfare agencies in Danville and Pittsylvania County, such as the Animal Welfare League of Pittsylvania County.
