2 COL ANALYZES AND MAKES A RECOMMENDATION TO THE CMS BOARD OF DIRECTORS

"WHAT PATH DOES A BILL FOLLOW? 1 CMS identifies an issue with the input of members, partners, and stakeholders. 2 CMS Councils and Committees, such as the Value in Health Care Committee or Scope of Practice Committee, analyze the issue and assess whether it requires a legislative solution.

3 CMS meets with stakeholders that would be impacted by a potential bill addressing the issue. 4 One of CMS’s Councils or Committees makes a formal recommendation to the Council on Legislation, who are physicians with political and policy expertise. If they agree with the recommendation, they pass it along to the Board of Directors. The CMS Board of Directors has the final say on whether we run legislation. 5 Once a bill is in the legislature, sponsors shepherd it through committees and floor hearings, taking any and all amendments back to CMS for consideration. 6 If the bill passes the legislature, it then goes to the Governor for signature or veto. 7 If the Governor signs a bill, it then goes through rulemaking with the Division of Regulatory Agencies to work out any details not explicitly in the bill language.
