The European construction has changed – and keeps changing – the history of a whole continent, the lives of hundreds of millions of European citizens and Europe’s role in the world. Ever since its foundation at the very start of it, the College of Europe has had the mission to make well selected postgraduate students understand the political, legal, economic and international core issues, challenges and potentials of this unique process. This not for art’s sake, but to prepare them for leadership functions requiring a strategic understanding of European issues. The College fulfils this function by constantly adapting its programmes and the composition of its teaching faculty to European developments, by challenging its students’ minds with the different perspectives of senior academics and practitioners from over twenty-five different countries and numerous professional backgrounds, and by providing them with a very special – and intense – experience of living and working together in an international social and cultural context.

The 1948 Hague Congress

The College of Europe was the world’s first institute of postgraduate studies and training in European affairs. It was founded in 1949 by leading European figures such as Salvador de Madariaga*, Winston Churchill, Paul Henri Spaak and Alcide de Gasperi in the wake of the first Congress of the European Movement in The Hague in 1948. The idea was to establish an institute where university graduates from many different European countries could study and live together in preparation for careers related to European cooperation and integration. A group of Bruges citizens led by the Reverend Karel Verleye succeeded in attracting the College to Bruges, and Professor Hendrik Brugmans, one of the intellectual leaders of the European Movement of the time, became its first Rector (1950-1972). After the fall of communism, and in the light of the changes in Central and Eastern Europe, a second College of Europe campus was found-

ed at Natolin (Warsaw, Poland) in 1992 with the support of the European Commission and the Polish government. The College now operates as ‘one College - two campuses’, inspired by the same ‘esprit du Collège’. Le Collège d’Europe est le plus ancien institut de formation et d’études postuniversitaires spécialisé dans les matières européennes. Il fut fondé en 1949 par des personnalités européennes de premier plan telles que Salvador de Madariaga*, Winston Churchill, Paul Henri Spaak et Alcide de Gasperi, dans le sillage du premier Congrès du Mouvement européen tenue à la Haye en 1948. L’objectif était de créer un institut où de jeunes universitaires, issus de différents pays européens, puissent venir étudier et vivre ensemble. Un comité de Brugeois enthousiasmés par le projet parvint, sous la conduite du Révérend Père Karel Verleye, à le faire s’établir à Bruges. Le Professeur Hendrik Brugmans, à l’époque l’un des chefs de file du

Mouvement européen, en devint le premier Recteur (de 1950 à 1972). Après la chute du communisme et les changements survenus en Europe centrale et orientale, le Collège d’Europe établit en 1992 un second campus à Natolin (Varsovie, Pologne) avec le soutien de la Commission européenne et du gouvernement polonais. Depuis lors, le Collège opère selon la formule ‘un Collège deux campus’, inspiré par le même ‘esprit du Collège’.

The academic programmes of Bruges and Natolin (Warsaw) provide students with a specialised grounding in the European dimension of their fields of study, as well as an in-depth understanding of Europe in all its complexity. By working together in an international community of students, academic assistants, faculty and staff members from all corners of the continent and beyond, students experience Europe first hand and benefit from a wide range of teaching methods and from challenging teamwork and negotiation exercises. Study programmes The study programmes presented in this brochure correspond to the academic year 2018-2019. The study programmes for the academic year 2019-2020 may be different. Programmes d’études Les programmes d’études présentés dans cette brochure correspondent à l’année académique 2018-2019. Les programmes d’études de l’année académique 2019-2020 peuvent être différents.

The one year programme* lasts from September until the end of June and is taught in English and French. To be awarded the Master’s degree, students must take oral and written examinations at the end of each semester, and submit a Master’s thesis in English or French. Due to the College’s extensive network of contacts, students have the opportunity to meet and discuss with policy-makers, practitioners, and representatives of the business community throughout their academic year.

The academic programmes of the College of Europe are accredited by the Accreditation Organisation of the Netherlands and Flanders (NVAO). Les programmes académiques du Collège d’Europe sont accrédités par l’organisation d’accréditation des Pays-Bas et de la Flandre (NVAO).

In Bruges, students enrol in one of the following academic programmes and, upon completion, are awarded: - the ‘Master of Arts in European Economic Studies’ (with the possibility to opt for the specialisation ‘European Economic Integration and Business’); - the ’Master of European Law (LLM)’; - the ‘Master of Arts in European Political and Governance Studies’ or - the ‘Master of Arts in EU International Relations and Diplomacy Studies’ respectively. In addition, certain students enrolled in the European Legal Study Programme or the European Economic Study Programme can participate in the European Law and Economic Analysis Option. The option European Public Policy Analysis is being offered to students of the Economic and the European Political and Governance Study Programmes in Bruges. As a rule, students take one course each semester in European General Studies. At Natolin (Warsaw), the study programme analyses the process of European integration from an interdisciplinary perspective. Upon completion of the programme, students are awarded the ‘Master of Arts in European Interdisciplinary Studies’. The joint degree ‘Master of Arts in Transatlantic Affairs’ is granted in cooperation with the Fletcher School of Law and Diplomacy and the College of Europe (both campuses).

Les programmes académiques de Bruges et de Natolin (Varsovie) offrent aux étudiants une approche poussée de la dimension européenne de leur champ d’études et leur permettent d’acquérir une vue d’ensemble de la construction européenne dans toute sa complexité. Travaillant au sein d’une véritable communauté internationale faite d’étudiants, d’assistants académiques, de professeurs et de personnel originaires de l’ensemble du continent européen et même au-delà, les étudiants bénéficient de méthodes d’enseignement diverses et peuvent tirer profit de travaux en équipe ainsi que d’exercices de négociation. Le programme d’un an*, qui se déroule de septembre à fin juin, est enseigné en anglais et en français. Pour obtenir le diplôme de Master, les étudiants doivent réussir les examens oraux et écrits à la fin de chaque semestre, et présenter un mémoire de Master en anglais ou en français.

A Bruges, les étudiants s’inscrivent dans l’un des programmes d’études suivants en vue d’obtenir respectivement: - le ‘Master en Études Économiques Européennes’ (avec la possibilité de choisir la spécialisation ‘Intégration économique européenne et le monde des entreprises’); - le ‘Master en Droit Européen’; - le ‘Master en Études Politiques et de Gouvernance Européennes’ ou; - le ‘Master en Relations Internationales et Études Diplomatiques de l’Union Européenne’. A Natolin (Varsovie), le programme d’études a pour objet d’analyser le processus de l’intégration européenne dans une perspective interdisciplinaire. Au terme de leur programme, les étudiants obtiennent le ‘Master en Études Européennes Interdisciplinaires’. Le diplôme conjoint ‘Master of Arts in Transatlantic Affairs’ est décerné en coopération avec la ‘Fletcher School of Law and Diplomacy’ et le Collège d’Europe (pour ses deux campus).

The European Economic Study Programme in Bruges provides an in-depth specialisation in the economics of the European Union and offers a comprehensive coverage of European economic integration (process, policies, market functioning, liberalisation and regulation). The workload and analytical demands on the students are high. All courses combine a blend of rigorous economic analysis with a critical assessment of EU policies and, where relevant, of the European economy in general. The programme focuses on European public policies, but several courses also examine the implications for business strategies. It is aimed at students with a strong academic background in economics. The programme, with its professional dimension, prepares graduates to enter business or the European, international and national public sectors as well as the non-governmental sector, and also provides excellent preparation for doctoral studies.

Options: European Law and Economic Analysis & European Public Policy Analysis The Department of European Economic Studies in collaboration with the Department of European Legal Studies and the Department of European Political and Governance Studies offers two options: European Law and Economic Analysis and European Public Policy Analysis, respectively. Options enable the students of each department to take certain courses in common and also to take courses in the other department. Economics students graduate with a Master in European Economic Studies. A study trip to various EU institutions is organised by the department. The Department of European Economic Studies benefits from the support of Banco Santander. Le programme d’études économiques européennes à Bruges fournit aux étudiants une spécialisation approfondie en économie de l’Union européenne. Il couvre l’intégration économique européenne dans son entièreté (processus, politiques, fonctionnement du marché, libéralisation et régulation). La charge de travail et les exigences analytiques sont importantes. Tous les cours combinent une analyse économique rigoureuse avec une évaluation poussée des politiques de l’Union européenne et, lorsque cela est pertinent, de l’économie européenne. Le programme est axé sur les politiques publiques européennes mais plusieurs cours examinent les implications pour les stratégies d’entreprise.

Le programme vise les étudiants ayant une formation de haut vol en économie. Avec son positionnement professionnalisant, il prépare les diplômés à la fois aux secteurs privé et public (échelons européen, international ou national) mais aussi aux organisations non gouvernementales. Il fournit également une excellente préparation pour des études doctorales. Un voyage d’étude dans plusieurs institutions de l’Union européenne est organisé par le département. Le département d’études économiques européennes bénéficie du soutien de Banco Santander. Students may specialise in the interaction between economic integration and business. Firms conducting business in Europe must possess a thorough understanding of the dynamics of European economic integration. The internal market, the common policies of the EU and the single currency have a significant impact on corporate strategies. The specialisation in European Economic Integration and Business focuses on the manifold interactions between business and the EU. It combines high-level economic training in and analysis of European integration with a deeper understanding of business and corporate strategy. Through business case studies students learn how the EU affects companies, and how a company can develop a successful EU strategy. The European Economic Integration and Business specialisation is supported by Deloitte.

The MA in European Interdisciplinary Studies at the Natolin campus in Warsaw responds to the growing need for experts in European integration processes and EU external relations who can provide imaginative responses to complex national, regional and global challenges. Students are trained to think beyond disciplinary boundaries while gaining in-depth knowledge in EU public affairs and policies, external relations, security, the EU’s neighbourhood or European history and civilization. Renowned European and international scholars and practitioners share their expertise with students from a wide variety of disciplinary backgrounds including law, economics, political and social sciences, history, journalism, philosophy or languages. In short, we aim to provide the wider perspective on Europe.

Master of Arts in European Interdisciplinary Studies Master en Études Européennes Interdisciplinaires

The programme fosters excellence in research through the academic expertise of its faculty, as well as via two established Chairs: one in European History and Civilization, another on the European Neighbourhood Policy and the EU’s neighbours. Two intensive study trips in Europe and its neighbourhood in addition to international academic competitions provide students with unique field experience. Students also benefit from the Library, the Language Service and the Careers Office of the Natolin campus. We aim to educate cross-cultural communicators, innovative negotiators, administrators, analysts, researchers and leaders with multidisciplinary and contextual, regional and international expertise. The programme prepares graduates for the international, European and national public sectors, as well as the non-governmental and private sectors and may also serve as a step towards a PhD. Notre objectif est d’offrir une vision d’ensemble de l’Europe. Le programme encourage l’excellence en recherche par l’expertise des professeurs qui y enseignent, et par le biais de deux Chaires, l’une portant sur l’Histoire et la Civilisation européennes, l’autre sur la Politique européenne de Voisinage et les voisins de l’Union européenne. European Civilization Chair The Chair, founded by the European Parliament in Memory of Bronisław Geremek, focuses on recent European history in the wider context of the development of European civilization. It offers scholarships to graduates in history and related disciplines. As well as teaching courses, the Chair is involved in research, hosts post-doctoral fellowships, and enriches the programme with high-profile lectures, seminars and conferences. Chaire de Civilisation européenne La Chaire de Civilisation européenne, fondée par le Parlement Européen en mémoire de Bronisław Geremek, est dédiée à l’étude de l’histoire européenne récente dans le contexte du développement de la civilisation européenne. La Chaire propose des bourses d’étude à des étudiants de troisième cycle en histoire et disciplines différentes. Language requirements Students must have a minimum level of C1 in English and B1/B2 in French. A limited number of students with elementary French (A1/A2) may be admitted on condition that they follow an intensive course over the summer as well as a French language course during their studies at the College. The programme EU International Relations and Diplomacy Studies, taught in Bruges, specialises on the European Union as a global actor as well as on professional skills in international negotiation and diplomacy. It aims at a comprehensive understanding of the EU’s external relations. Successful applicants primarily have an academic background in political science, European studies, international relations, diplomatic studies, law or economics. The programme prepares graduates for careers in the European, international and national public administrations, including foreign services, in the private sector and civil society organisations, or to embark upon doctoral studies.

Les candidats admis disposent d’une formation universitaire en sciences politiques, études européennes, relations internationales, études diplomatiques, droit ou économie. Le programme prépare les étudiants à assumer des fonctions dans les administrations publiques européennes, internationales ou nationales, y compris dans les services diplomatiques, le secteur privé et les organisations de la société civile ou à entreprendre un doctorat.

Students follow several compulsory courses in the first semester in order to provide them with a broad knowledge of diplomacy and European external action. In the second semester, they choose courses that deepen selected topics from the areas of security, justice and values, foreign economic relations and sustainable development, bi- and multilateral diplomacy or professional skills. In addition, students follow a course on the European Neighbourhood Policy, participate in an interactive simulation game on EU crisis management and visit the hub of multilateral diplomacy in Geneva. Finally, students take a year-long language course and write a Master’s thesis in the field of EU external relations.

Les étudiants suivent au premier semestre plusieurs cours obligatoires afin d’acquérir une connaissance étendue de la diplomatie et de l’action extérieure européenne. Au deuxième semestre, ils choisissent des cours qui approfondissent certaines questions dans les domaines de la sécurité, la justice et les valeurs, les relations économiques extérieures et le développement durable, de la diplomatie bilatérale et multilatérale ou de la formation professionnelle. De plus, les étudiants suivent un cours sur la Politique européenne de Voisinage, participent à un jeu de simulation interactif sur la gestion de crise de l’Union européenne et visitent le centre de diplomatie multilatérale à Genève. The European Legal Studies programme in Bruges, provides students with an indepth education in EU law. The programme establishes a balance between the substantive and the constitutional aspects of EU law, and emphasizes both its increasing complexity and the context in which it is evolving. It should be noted that the programme is particularly demanding, with a variety of teaching methods, and requires extensive individual preparation in advance of each class. The programme is aimed at students with a degree in law. An intensive introductory course to prepare students with less prior experience in EU law is organised. The academic programme and its professional dimension prepare graduates to enter international law firms, European, international and national public sectors as well as nongovernmental and business sectors, and may also serve as a stepping-stone towards doctoral studies. Students can participate in several Moot Court competitions and the department organises a study trip to various EU institutions during the second semester.

The European Political and Governance Study Programme in Bruges provides students with a comprehensive understanding of the institutions and policies of the EU. It also examines its role at the international, national and regional levels. Successful applicants primarily come from an academic background in political science, European studies, international relations or law. The programme aims to prepare students for a career in European or national administrations, NGOs, the private sector or to undertake a PhD. During the first semester, students follow three compulsory courses and start the first step of an ambitious EU simulation exercise.

Master of Arts in European Political and Governance Studies Master en Études Politiques et de Gouvernance Européennes

In the second semester, students choose three courses from a list of nineteen to pursue more specialised interests. In addition, they write a Master’s thesis within the framework of one of the eight research seminars offered. The second semester also features a study trip to Luxembourg and Strasbourg. Each semester students follow one European General Study Course and can choose among twelve workshops in professional development. Before the start of the academic year, the department offers an intensive introductory course for those students whose prior knowledge might not be sufficient to follow this programme. The European Centre for Government Transformation programme (in partnership with Accenture and the Lisbon Council), the European Health Parliament (in partnership with Johnson & Johnson, Google, Politico, EU40, and the European Patients Forum) and the Transparency Group (in partnership with Transparency International) offer students the chance to work with professionals on concrete projects.

EUROPEAN GENERAL STUDY COURSES COURS D’ÉTUDES EUROPÉENNES GÉNÉRALES

Students enrolled in the Economic, Political & Governance, and Legal Study Programmes take European General Study Courses European General Studies, in Bruges, complement the study programmes in Economics, Politics & Governance, and Law by offering courses on subjects which are not addressed by the specialised Master’s programmes. They provide students with an interdisciplinary experience since they bring together students from three different specialised study programmes. European General Studies include fundamental courses taught in the first semester and specialised seminars in the second semester. Students take one course and one seminar. The first semester courses deal with the historical, philosophical, legal and geopolitical dimensions of Europe. Students can thus become more familiar with the foundations of European history and of European integration, debates on European values, human rights and minority rights, or with geopolitical challenges of a ‘wider Europe’. The second semester seminars address specific topics such as economic governance and the social dimension of the EU, the political sociology of European politics, migration issues, the external dimension of the EU and comparative economic regional integration. Students can also take part in leadership skills workshops and compact seminars,

MASTER OF ARTS IN TRANSATLANTIC AFFAIRS (MATA)

The two-year Master of Arts in Transatlantic Affairs programme, taught in English and offered jointly by the College of Europe (Bruges and Natolin) and The Fletcher School of Law and Diplomacy (Tufts University, Medford, Boston), provides an excellent academic and practice-oriented education regarding the historical, economic, legal and political aspects of transatlantic affairs in a broad sense. It aims to train professionals with an international outlook.

Depending on the selected study track, students additionally follow a subset of compulsory and optional courses offered by one of the five College of Europe Study Departments.

Students in this programme spend one year on each side of the Atlantic, and can choose where to start their studies. The first year is dedicated to coursework. The second year comprises a high-level internship in the national or international public or private sector, and one semester of coursework at the partner institution. The programme culminates in the completion of a Master’s thesis on transatlantic affairs drawing upon the insights and support obtained at both institutions.

Third or fourth semester – The Fletcher School

Students choose one of five different study tracks: Economic Studies (Bruges and Medford), International Relations and Diplomacy (Bruges and Medford), Interdisciplinary Studies (Natolin and Medford), Legal Studies (Bruges and Medford) and Political and Governance Studies (Bruges and Medford). The individual curriculum varies depending on the study track and the choice of the firstyear institution.

An option for students of the Legal and the Economic Study Programmes in Bruges. Interaction and interdependence between the disciplines of economics and law in the areas of competition policy and market regulation have become frequent and multi-faceted. The option enables students to ‘interconnect’ more easily, and will thus be directly useful for their later work in such areas as competition policy, EU regulation and liberalisation initiatives, network markets or network industries.

Students will learn how to use economic and political science theory and instruments to identify typical problems in the formulation and implementation of public policy and assess actual policies in their complex setting. A special feature of this option is the extensive case-based critical appraisal of major EU and national policies.

STUDY AND EXPERIENCE EUROPE ÉTUDIER ET VIVRE L’EUROPE

The College of Europe is characterised by its academic independence, its bilingualism, the diversity of its teaching staff and its multicultural environment, which together create a genuine European ‘microcosm’. Entry requirements and rigorous selection procedures ensure that students who are recruited are of the highest calibre. The student body, 341 students in Bruges and 120 in Natolin (2017-2018), reflects a variety of cultures and a variety of personal experiences. Students come from more than 50 countries, many speaking a number of languages. All have completed a university degree in a field appropriate for participation in the College’s postgraduate programme, and many already hold a postgraduate degree. Their average age is 25. Some of them are seconded from international organisations and national foreign services. The College’s residential life is a vital component of the student experience. By living together, students from across Europe and beyond work together and exchange views in both the academic and social environment. Through the intensity of this personal experience and interaction, students become familiar with the full cultural and social diversity of Europe and learn how to operate in an international environment. ADMISSION AND SCHOLARSHIPS ADMISSION ET BOURSES D’ÉTUDES

Admission All applicants to the College of Europe must hold a relevant university degree. Admission to the College requires either a Bologna Master’s degree, a pre-Bologna equivalent degree, or a final university degree with at least 240 ECTS credits acquired throughout the course of one’s university studies. Holders of a threeyear Bachelor degree (180 ECTS) are eligible only if they demonstrate a very strong academic background in relation to the academic programme for which they apply. Equivalence will be determined on the basis of objective criteria. Fees Fees for the academic year 2019-2020 amount to € 25.000. This covers tuition (€ 16.500) and board and lodging in a student residence of the College (€ 8.500). Meals on Sundays and public holidays are not supplied on the Bruges campus. The fees do not cover medical and private insurance. Scholarships More than 70% of students are granted full or partial scholarships by their national or regional

government, by the European institutions, or by the private sector. For more detailed information, see coleurope.eu/admission. Language requirements The two working languages of the College of Europe are English and French. All study programmes are bilingual, with the exception of the Master of Arts in Transatlantic Affairs, which is an English-only programme. Candidates can apply to some study programmes with a lower command of one of these two languages. Occasionally students are admitted on condition that they improve specific language skills. Biographical note With Manuel Marín González (°1949-2017) the College honours the Spanish Statesman who played a key role as Secretary of State in Spain’s accession to the European Community in 1986 and served as Vice-President and later President of the European Commission (1986-1999). One of his greatest achievements at the European level was the establishment of the Erasmus Programme in 1987 which has enabled millions of European students to spend part of their studies at European universities abroad. (Alumnus, Giuseppe Mazzini Promotion, 1973-1974). Note bibliographique Avec Manuel Marín González (°1949-2017), le Collège rend hommage à l’homme d’État espagnol qui joua un rôle clé, en tant que Secrétaire d’État, dans l’adhésion de l’Espagne à la Communauté européenne en 1986 et qui fut Vice-Président, puis Président de la Commission européenne. The Careers Offices offer, on the two campuses, a portfolio of initiatives to help students navigate the job market (networking meetings, career coaching, C.V. and interview consultations, soft skills workshops). They are also the contact points for those wishing to recruit graduates of the College of Europe. They work closely in cooperation with the Alumni Association.

The Language Services of both campuses offer students a range of language courses and communication skills development workshops. French and English lessons are emphasized as these are the two working languages of the College of Europe. The College of Europe was established in 1949 in Bruges in Belgium. Since 1992 the College has operated on two campuses in two host countries, in Bruges (Belgium) and in Natolin (Warsaw, Poland). They are administered by their respective governing bodies, respectively under Belgian and Polish legislation. In all academic matters, they act under the governance of a single Academic Council. The Bruges campus (Belgium) The Administrative Council, presided by Mr. Íñigo Méndez de Vigo, includes representatives of the two host countries and of European governments. It is the highest decision-making authority, and is responsible for the implementation of the College’s objectives. The Executive Committee, elected by the Administrative Council and reporting to it, ensures sound financial and administrative management. The Natolin campus in Warsaw (Poland) The Natolin campus has been governed since 2001 by an Executive Board which ensures its sound financial and administrative manage-

ment. Its members include representatives from the two host countries and the Rector and Vice-Rector of the College of Europe. Its Chairman is Professor Jacek Saryusz-Wolski. The Vice-Rector, Mrs. Ewa Ośniecka-Tamecka, is responsible for the administrative management of the College of Europe Natolin campus. The Academic Council of the College of Europe The Academic Council, which includes representatives of both campuses, ensures that College-wide education and training standards are maintained at a high level.
