“Battle of the Galilee” by Sherry Barnes “Two years after the strategy document Stopping the Australian Coal Export Boom was leaked to the media, it’s valuable to see how the anti-coal (and coal seam gas) campaign has unfolded in Queensland,” said CEO Queensland Resources Council, Michael Roche. “The strategy of mounting legal challenges to disrupt or delay new projects is well recorded with appeals over the Alpha project in Central Queensland from a Canberra resident and an interest group with a postal address in Brisbane’s West End.” He said tactics for the so-called “Battle of the Galilee” include organising landowners to delay the development of mines and railways, and noting the location of coal ports adjacent to the Great Barrier Reef is seen as a chance for “alliance” building with scientists, fishing and tourism. “Signatories to the strategy document have all contributed to campaigns high on slogans but void of science to support claims that shipping and dredging are major threats to the environmental health of the Reef.” Mr Roche said although the WWF and Australian Marine Conservation Society were not overtly parties to the original anti-coal movement, they appear happy playing both sides of the street. “It is disappointing to see WWF in particular becoming more Greenpeace-like by the day.”

Mayors talk up Whitsunday message The election funding commitment for the Mackay Ring Road will be honoured in the May Federal Budget; the assurance coming from Deputy Prime Minister Warren Truss during the two-day visit to Canberra from the Mayors of Mackay (Deirdre Comerford) Whitsundays (Jennifer Whitney) and Isaac ( Anne Baker). Cr Comerford, who is also Chair of the Whitsunday Regional Organisation of Councils said while the Government faces a tough budget, it’s certainly pleasing that they received confirmation from the Deputy PM that the promise made last year will be honoured. The three Mayors held positive talks with a range of Federal Ministers and senior policy advisors while in Canberra, to push the importance of the Whitsunday region and its infrastructure needs. Whitsunday Mayor Jennifer Whitney said they managed to secure a commitment that Small Business Minister Bruce Billson and Minister for Trade, Andrew Robb will visit the region this year to liaise with business and tourism leaders. “They will provide our operators will the chance to talk directly with key Cabinet Ministers and put local issues on the national agenda,” Cr Whitney said.

Warren Truss also confirmed he had elevated the FIFO Inquiry Report and working with departments to review the 21 recommendations. Isaac Mayor Anne Baker said the feedback was encouraging and eagerly awaits the Deputy PM’s whole-of-government response. He acknowledged there were 162 outstanding reports from the previous government that required attention, but he had elevated the FIFO work practices report and instructed his office to prepare a whole-of-government response to take to Parliament.

We were halfway across the hotel lobby when the woman called my name. ``Monsieur O’ Connor’’ she cried. ``I have a package for you’’. We were in Cannes in the south of France and I wasn’t expecting any packages. ``Merci’’ I said, taking the plastic bag, reaching inside it and extracting a pair of slightly worn blue undies – my undies. The woman looked at the undies, then at me, arched her eyebrows as only the French can and walked back behind her desk. My wife’s eyebrows, while not French, were performing similar gymnastics. ``Undies’’, I said, attempting and failing to effect nonchalance. ``I must have left them in the last hotel. Nice of the manager to send them on,’’ I said airily. ``God!’’ moaned my partner and walked to the lifts, leaving me standing in the middle of the lobby clutching my undergarment and smiling my thanks to Madam behind the desk. Some people lose money, others misplace keys and mobile phones. I lose clothes, having left items of wardrobe scattered from Mauritius to Maleny. If you lose a phone, you become aware of your carelessness almost immediately. If you lose – let’s say for example, a slightly worn pair of undies – then you may not discover your loss for some days by which time you have little idea of where they may be. I had been blissfully unaware that I’d left the blue undies somewhere in the last hotel in which we had stayed. I did know, however, that I was missing a pair of expensive white linen shorts. I suspected the shorts were somewhere in the previous hotel room and had surreptitiously phoned the desk staff to inquire if they had been found. The manager promised to mount a search and when

Madam had handed me the plastic bag in the lobby, I had fully expected it to contain a pair of white shorts. The blue undies were a complete surprise, a bonus in a way. A luxuriously thick, black woollen sweater as well as several shirts have disappeared under mysterious circumstances and much of the blame for this lies with the insistence of hotel managements on using white bed linen. If they used black sheets, then my white shirts would not blend in with their surrounds and would not be rendered invisible when it came time to pack and depart. I’m prepared to concede that this would make my black sweater hard to spot but no scheme is perfect. I once traveled to South Africa with a group of journalists, one of whom also suffered from Lost Property Syndrome. He left a jacket in Johannesburg on the on the first day of the trip and thereafter it followed him through the country, arriving at each city we visited a few hours after we had left . He was reunited with it as we waited to board the flight back to Australia, he and the jacket having separately covered several thousand kilometres over 10 days. I have trained myself to check and re-check hotel wardrobes and bathrooms, peering behind doors and under beds and shaking bedclothes like a boudoir matador as I seek to dislodge hidden garments. I’ve had some success but still things go missing. Back in Cannes, another day passed and still no sign of the white shorts. At least my wife remained unaware that I had lost them, a state of ignorance I was determined to maintain. We came in late after dinner the following night and were about to step into the lift when Madam came hurrying across the lobby. ``Monsieur’’, she cried, face flushed with excitement ’’ We find your trousers!’’

``What trousers?’’ asked my wife, eyebrows and blood pressure heading north. ``Shorts, actually ‘’ I said, taking the plastic bag from Madam and producing a neatly folded white linen pair. ``You’re unbelievable’’ my wife exploded. ``It’s nothing,” I said as she disappeared into the lift and the door closed in my face. If everyone was organised, the world would be boring – wouldn’t it?

GVK Hancock welcomes recommendation by Sherry Barnes The Land Court has recommended that the Environmental Authority and Mining Lease for the Alpha coal project be granted subject to conditions. GVK’s Manager Corporate Affairs, Josh Euler said they will continue to work with environmental regulators in relation to the recommendations. “We will also continue to work with landholders, the local community and Governments as we progress our projects to a point where construction can commence,” he said. “We are well aware that the development of the Galilee Basin represents one of the most significant pieces of regional and economic development our state has seen for decades.” GVK Hancock’s projects provide direct employment to around 7,500 people across the region, state and nation during construction, and almost 4,000 once operational contributing over

$40 billion in taxes and royalties over the life of the mines. “Our projects enable us to bring online a new world class high quality, low ash, low sulphur, low gas thermal coal basin with an ability to lower global emissions from coal fire power generation,” said Mr Euler.

Greens urge “put climate before coal” “Despite finding the mine will have real and “of concern” climate impacts, the court’s decision proves it’s high time we change our environmental laws so this kind of climate destruction cannot be given the green light,” said Greens mining spokesperson, Senator Larissa Waters. “Our laws are just not up to scratch if they allow the biggest coal mine in the southern hemisphere to go ahead when it will significantly increase Australia’s contribution to climate change.”

Abbot Point battle risks losing Reef war CQU Marine Scientist and researcher, Dr Alison Jones (pictured) said “Save The Reef” had become a popular catch-cry among environment groups with campaigns focused heavily on “massive dredging, dumping and shipping” for coal and gas ports, particularly the Abbot Point dredging decision. Writing in The Conversation (with co-author, Consulting Marine Scientist Dr Brett Kettle) she dissects the debate arguing scaremongering over dredging must be replaced by a concerted effort to improve scientific understanding. “Groups such as Greenpeace, AMCS, WWF, as well as The Greens, some scientists and increasingly the media and community are wrong to portray dredging and dredge spoil as a major threat to the reef’s survival. We risk seeing hundreds of millions of dollars poured into studies, monitoring, campaigning, and legal costs unrelated to the major factors that really affect the reef – just at a time when every available dollar is needed to focus on measures aimed at improving the reef’s resilience.” According to the Australian Institute of Marine Science, nearly half the reef’s decline to date (mostly the southern part) can be attributed to impacts from cyclones, 42% to the crown-ofthorns starfish and 10% to coral bleaching. “It is clear the Abbot Point disposal site has no coral or seagrass, and that risks from dredge spoil are low. Even ardent opponents of dredging have acknowledged that it’s possible to manage port developments properly, pointing to the 1993 dredging at Townsville as an example,” said Alison. “If coral really has declined by half since 1985, Australia seems to have as little as a decade to identify solutions and then another decade to trial, implement and scale them up.”

Scientific research “unintelligible” Alison said scientists like to think their work is devoured and converted into useful policy. “The unfortunate reality is that our work is unintelligible to all but a handful of people and in the real world, reef users struggle to adapt their everyday practices to such complex advice.”

More women opt for mining careers General Manager Wesfarmers Curragh Coal Mine, Craig McCabe, who was awarded Gender Diversity Champion in the QRC Awards For Women, said the industry needs more females to remain globally competitive. “I want to have brave and open conversations why some men find it difficult to relate professionally with women and what needs to be done about it,” said Craig who will no doubt be pleased with latest figures showing the proportion of women working in the sector in “nontraditional” roles has increased to 13.5% in 2012-13.

A message from your Mayor Cr Deirdre Comerford, Mackay Regional Council

I care deeply about my community and its people and investing in the future growth of our region. I was first elected to Mackay City Council in 1994; I retired as Deputy Mayor in 2004 when my husband of over 30 years, Brett and I adopted our two wonderful children. Re-elected in 2008, I held the Water and Waste Water Portfolio and in 2012 I was proudly elected Mayor of Mackay Regional Council. What motivated me 20 years ago to stand for Council and still does today – my genuine belief in the role local government plays in the everyday life of people. I want to do my part to ensure the very best outcomes are achieved for my community. Work life and home life are intrinsically connected – one nurtures the other. I am fortunate to have a

supportive husband which enables me to undertake the demanding role of being Mayor. A major priority for council this term is to ensure our region grasps growth in a sustainable way. We have embarked on developing a Regional Sustainability Strategy which brings land use planning, infrastructure and finances together like never before. In terms of engagement, we spent 12 weeks getting out and engaging with residents, local developers and industry stakeholders on our draft planning scheme. This and the work arising from the Regional Sustainability Strategy will provide for urban and industry growth while also enhancing our good quality agricultural land and environment. Pleasingly we were successful in including the Mackay Ring Road in government and opposition forward-

planning initiatives. This project, which will link the northern and southern parts of our city is an essential step towards protecting the integrity of our national highway.

In addition, it’s extremely exciting to roll out a project the community has been waiting for, with the $18 million City Centre revitalisation project on track to begin midyear. The refurbishment will involve new pedestrian urbanstone footpaths, stormwater drainage system upgrades, new outdoor seating, drinking fountains, refuse bins, bike racks, street lights and trees for shade.

The focus going forward will be on delivering organisational excellence, engaging with our community on the Regional Sustainability Strategy and further reducing our operating costs and improving efficiencies. As an organisation we are eager to face these challenges.

My Town... Chinchilla ... by Marlen Johansen Born in Norway, Marlen came to Australia in 2007 to study on the Gold Coast where she met lawyer Tim Fuller. After working and living in Brisbane they moved to Tim’s home-town Chinchilla in 2013. When work demands required Tim to divide his time between there and Brisbane, Marlen loved Chinchilla so much, they decided not to re-locate to the big city – instead she and daughters Savannah 4 and Arabella 2 welcome Tim home to the country life he loves each weekend. Here is Marlen’s story. My family moved to Chinchilla in October 2013. Prior to moving here we lived in Brisbane, Sydney, Gold Coast and Norway. I think it’s fantastic to experience the safe, easy and calm living in an Australian country town. It’s amazing how the coal seam gas has boomed the area and attracted young families from all over the country. I am Norwegian and my upbringing was on the island of Spitsbergen, which is the closest civilisation to the North Pole. The community here was based on coal mining, so naturally I feel very at home in Chinchilla. The main difference is of course the climate, as the winter temperatures I am used to are seriously below 0. The coldest day I have ever experienced was minus 47 degrees celcius! It is too cold for trees to grow and our special wildlife consists of polar bears, reindeer, arctic foxes and seals. I am an animal lover, and seeing kangaroos jumping around never stops fascinating me. I have a cat and also a chicken coop for my garden. I simply cannot wait to add a few chooks to our

My father-in-law has a beautiful cattle farm just outside town, and we spend quite a bit of time there having picnics, fishing in the river and watching wildlife with our two little girls. Chinchilla has a fantastic community feel, and from day one, people we have met have made us feel so welcome and included. Chinchilla connections reach over generations Tim’s great-great grandfather started the Chinchilla News and passed it down to Tim’s grandfather and brother Charles, followed by Tim’s parents who now own a Wagyu cattle property. His great grandfather, Charles Fuller was Chinchilla’s Mayor for 25 years and Tim’s Brisbane law firm McInnes Wilson Lawyers services clients in the region. “It’s still “my town” – probably always will be,” he said.

House sales peak at end of year The REIQ quarter median house price report shows the volume of sales hit its annual peak of activity in the last three months of 2013 with the top major region being Moreton Bay, posting a growth of 7.7% to $387,750. The next best was Toowoomba, increasing 6.5% to $329,000 with its proximity to the Surat Basin Energy Province underpinning strong potential for future growth. The volume of sales in some mining areas continues to trend down. In Gladstone numbers reduced about 30% over the year, likewise in Mackay, house sales fell by more than 30% over the same periods. Mackay Zone Chair, Peter McFarlane said confidence levels were affected by uncertainty around the resources industry, in particular lack of confidence in the local economy surrounding long-term unemployment. Gladstone’s media prices increased 5% to $420,000 with sales numbers increasing by 17% over the quarter. “Longer days on the market compared to 12 months ago are a reflection of the certainty around the mining industry,” said Zone Chair Mark Spearing.

who make an honest living,” said Mr Pingel. “However they go a long way towards reducing the impact of any criminal organisation in the industry and we support the Newman Government’s moves that we hope will strengthen our industry and protect the integrity of our trade.”

Dysart’s new medical centre The new state-of-the-art medical centre will accommodate two doctors and due to the $750,000 grant from the Government’s Royalties For The Regions program. IRC’s Cr Nick Wheeler, a member of the Dysart Medical Centre Reference group said the local community and wider district will benefit greatly from the stand-alone centre. “Long-time Dysart practitioner Dr Sunday Adebiyi based at the Dysart Hospital and a Communities Department House renovated by BMA currently services a population of 2000 and a second doctor is expected to join him when the centre opens.” Dr Adebiyi who has serviced Dysart for more than 10 years said his original medical centre had closed and he looks forward to again working from an independent surgery. “I thank Council for supporting me and the community. Dysart has many young families and a new medical facility is very welcome,” he said. Rebuilding lives after Typhoon Haiyan Steve Lakidis, owner of Grande Florida Beachside Resort and marketing manager of Queensland Gold Coast holidays, with help from his business partner Allan Clark, Danny Little of Whitsunday Reflections Apartments, Robert Spencer of Foreshore Beachside Apartments, John Cullen of Sea Mist Palms, are helping to re-locate families and re-build lives in typhoon devastated remote Philippines Islands. Forming the Philippines Community Project to help disadvantaged residents, they have combined with the Philippines community help group RIC, and currently assisting over 42 families and expect 360 more in the next 12 months. They are now rebuilding an orphanage and hope

to rehouse its 15 children as soon as possible; a Sports Centre for street kids is also planned. Steve and his team are currently assisting George Padora rebuild his formerly prosperous island pig farm, once home to 42 pigs, and employing 18 villagers, providing much needed food and commodity for trade. In the five years since Steve provided assistance for George and his family of nine to start the farm, it has been invaluable to the isolated community – sadly entirely washed away by Typhoon Haiyan. The biggest fishing comp in Australia

The Boyne Tannum Hook Up is the biggest fishing competition in Australia and is three days of great family fun. This year the Hook Up is being held on the dates of Friday May 2nd, Saturday May 3rd, and Sunday May 4th, at Bray Park, Wyndham Ave., Boyne Island. To celebrate their 19th year this year, The Hook Up team have worked hard and got together some great boat packages as prizes. These include five junior boat packages with a Seajay boat fitted with 6 hp Suzuki outboards, Five senior packages of a Seajay boat fitted with 40 hp Suzuki outboards and the major prize of a Seajay Capri boat with a 75hp Suzuki outboard hitched up to a Toyota Rav 4x4. Besides the boat packages there are plenty of other giveaways over the weekend as well as great prizes for the biggest fish. This year’s guest celebrities include NRl legends Shane Webcke, Petro Civoniceva, Aussie Cricketer Jimmy Maher and of course something for the anglers with Dave Hodge (the barefoot Fisherman) and Phippsy. some squid. This is a top way to spend the day with the family and there is nothing like fresh squid for bait or fresh calamari to catch your mackerel for dinner. Some nice sized reefies are around the Keppel’s and out wider there should be a few good emperor and large mouth around. Inshore try for a few blue salmon as they will follow the Yorky herring into the bays and rivers. The gutters along the beaches are worth a cast as there has been some snodger whiting being caught and don’t be surprised if you hook on to some big dart as well this time of year. The best baits for whiting and dart are yabbies, small fresh peeled prawns and beach worms. Some nice sized bream will also be poking around the rivers and creeks, mullet gut, chook gut and prawns are all good baits. If your chasing a feed of mud crabs as the weather becomes cooler, try setting your pots in the deeper holes in the rivers and creeks.

For those anglers who are heading to our southern lakes to try some bass and yellowbelly fishing this time of the year is a bit of a transition period. With the cooler temperatures the bass head out into the deeper parts of the lakes and come together to make big schools, this is a natural behaviour of Australian Bass. To best way to target these school bass is by first locating them on your sounder then drift over the school and drop down a blade, spinnerbait or soft plastic and work it back through the school. Just by lifting and lowering your rod tip you can get enough jigging action on your lure to encourage a bite. If your chasing some yellowbelly or silver perch try some bait fishing in the timbered areas of the lakes. The best baits are shrimp, yabbies and even frozen saltwater yabbies. All in all fishing should be great over the next month so get out there, relax, explore and enjoy the great fishing Queensland has to offer.
