Jávea ‘do-gooders’ meet need 1€ of homeless and hungry

Marcos Sanz, with Chielo, his wife, are unashamed ‘born again’ evangelical Christians, who sacrificed their own lives to help homeless and hungry people living in Jávea, and along the N-332. Vision de Futuro is registered with the Generalitat (CV-01-046784-V) but receives no financial help from Jávea Townhall or any other public source. “We’ve been overwhelmed by the generosity of Jávea people” Marcos told us, “and people who rarely go to a church, are phoning us every day with offers of help and surplus items.” Their project involves restoring the dignity and selfworth of people who have given up on life, tired of being

It is hard, even if you are a Brit pensioner complaining about possible loss of the Winter Fuel Allowance, to imagine having no Hope, no Money, no Roof over your head, nowhere to wash, sleep or keep clean but those are the people Marcos and Chielo help. They also visit Jávea people who are in prison in the Alicante province. During 2013 their focus has been on finding and feeding ‘the street people’ and ‘bringing them back to life’. They sell donated items at the various flea markets in the area, work the surplus fields of local farmers and share in the crop thatThere they are thenothers sell door-to-door. Jávea Townhall December meeting

Jávea Jeard

Councillors normally meet on the last Thursday of each month, but as it would have been ‘Boxing Day’ no special occasion for Spaniards - the final meeting of 2013 was brought forward to 19th December.

Before the meeting started, the Mayor introduced some Councillors from a town in Morrocco. Point 1 Councillors approved Minutes of the meetings held on 25th April and 31st October, 2013. Point 2 Following the omission on last month’s Agenda of the approval of the Mayor’s decisions between the October and November meetings, Councillors approved decisions taken since 29th October. Point 3 Councillors approved payment of an invoice F/2013/84 in the amunt of 11,703€ but there is no mention of who receives the money or what it was for. Point 4 authorised an additional payment of 111,333€ to CEPSA (a part of Ferrovial), who have the contract for removing household rubbish, bringing the total annual payment to 4,725,000€. Again, no explanation, but is is likely to be that the annual payment is agreed on the basis of ‘estimated’ volume, and the extra payment reflects the actual amount carried. Other Costa Blanca Townhalls have been charged for rubbish that had not been collected. There has to be trust in such an agreement. Paco Catalá agreed with payment but said the bill should have been processed through the proper channels. Point 5 agreed an additional payment to Urbanistas Ingenieros SA of 1588€ for additional work in respect of work on the Frechinal water gully to move surface water into the Rio Gorgos in 2010. Point 6 recognised additions to the ‘Town Inventory’ of

It has been estimated that 22 children living in the Port and Arenal areas will not be enrolled in the school of their choice, often where siblings are being taught. The issue was urgent, Bolufer explained, because the conselleria had not notified the decision until a few days earlier, almost out of time for arguments, the Appeal period expiring on January 2, yet expecting the School Council’s to be convened. The Mayor accused the Government of acting “with malice aforethought to prevent objections.” The motion claimed Nursery groups of 20 pupils, and 25 in Primary would harm the cohesion between teachers and individual pupils.

property and assets (including vehicles) that now stood at almost 73 million €uros. It looked as though Councillors wanted to get home quickly, after the marathon November meeting where the Budget for 2014 was approved. Points 1 - 6 had taken 9 minutes. Questions and Answers It is very rare that a PSOE, XD or CpJ Councillor raises a question, because they form the governing team in Jávea, but the Mayor turned to Education Councillor Empar Bolufer to propose the Emergency Motion:

Jávea rejects project to delete an intake of pupils at Graüll School

In her opening remarks, Bolufer said the decision by the Department of Education would leave overcrowded classrooms and children unable to go to school in their own neighbourhood. The motion called on the Ministry of Education to reverse the decision to suppress an intake of local children at the Graüll school. The motion was approved with the votes of PSPV Democratic Jávea, Jávea Citizens, and Councillors of Compromis and those who are Independent, with PP abstaining from the vote. Empar claimed the proposed 2014-2015 school plan will create lasting and detrimental local damage to local children, who will play after hours with different children from those with whom they have been taught. “Considering that we have 212 pupils registered, the

decision will mean the current 27 children ratio to a teacher/classroom, will be raised to 30 or more” the Councillor pointed out. She continued “this seriously harms the education to our children, who will find classrooms with less than the required (2m2 per child) floorspace and the elimination of teachers, making it difficult to introduce educational projects that improve learning.” The Councillor went on to explain another consequence resulting from this cut, as with planning for a ‘single district’ will cause some pupils to be referred to other schools outside of their own neighbourhood and catchment area, with considerable geographic distance, expecting costs to be borne by parents.

SEEING OURSELVES  AS OTHERS SEE US

In her recent Woman to Woman article, Ann wrote that she felt much younger than her birth certificate claimed she was, and it reminded me of a Church Treasurer who told us that she was being ‘stalked’ by an ugly and older lady who always reached the mirror and looked out at her, every time she approached a mirror - be it at home or when she was out shopping. When we first moved Jávea Evangelical Church to the original Oasis premises in Calle Andres Lambert, we found those going into local bars and asking where the Evangelical Church met, were directed to our premises, but with the words that they believed we were the “Happy Clappies” or the “Hallelujahs”.

I can remember an Aunt of Ann’s who always thought we were weird in our commitment to Christ and church, and referring to ourselves as having been “born again” - until Cliff Richard used the same terminology, and Ann and I were no longer regarded as members (because we weren’t CofE or RC) of a cult. So it was interesting, at Christmas, to hear that people who had gone into retail premises about 100 yards away from our Oasis Help Centre, were told that they should go and ask “At the Fish Shop.”

It is 10 years since Ann and I were ordained as Deacons by Archbishop Max Broussard, that has resulted from God questioning the level of my commitment. Six months later I was ordained a Presbyter (Vicar or Priest) and, within a year, Archbishop Max had gone to his eternal reward, the result of Congenitive Heart Failure. Before my ordination, and having read the ‘Canons’ - rules by which the Communion is governed, I asked whether BAPTISM referred to the Christening of Infants soon after birth, or total immersion in water, as introduced by John the Baptist and to which Jesus Christ said it was necessary for him, despite being the Son of God.

Archbishop Max - an incredibly shrewd former Shakespearian actor and Roman Catholic Priest, replied “What do you want it to mean?” He wasn’t proposing a compromise, or the ‘watering-down’ of a belief, but I took it to mean that it wasn’t cast in stone, nor was it intended to be a divisive issue, because it is relatively unimportant, despite John the Baptist insisting people must “repent and be baptised.”

Christening of Infants I have great admiration and enthusiasm for Justin Welby as Archbishop of Canterbury and Pope Francis, but look to them for LEADERSHIP and NOT compromise. Pope Francis dodged the issue of whether homosexuality is a ‘sin’ by pointing out that he was not a judge, but that it is like refusing to say whether a given length is MORE THAN or LESS THAN 12inches. 12 inches is what it has always been: 30.48cm. The Bible (as I read it) may contain verses that highlight homosexuality Continued on page 6

As I See It - The Pastor writes Continued from page 4

and the Duck Family in the States pointed out that there are no DEGREES of sin - sin is sin. God loves sinners, but he abhors their sin. Why would Jesus have sent His own Son, Jesus - to be born the result of a miracle (to a virgin) - and to watch him die the death of crucifixion, had sin not needed to be ‘dealt with’ once and for all. The Bible says “The wages of sin, is death, but the Gift of God is eternal life” and reminds us “God so loved the world that He gave His only begotten Son, that whosoever believes on Him might not perish but have everlasting life. For God sent not His Son to condemn the world, but that through Him the world might be saved.” My reading of the Bible tells me that God has just the ONE rule about sexual behaviour, and that it applies to everyone - straight or gay: If you are not married - reserved as being between one man and one woman - you remain CELIBATE. If you are married, you remain FAITHFUL. We’d see an end to schoolgirl pregnancies and ruined opportunities overnight. I value my ‘gay’ friends, but I never met one who SET OUT to be married. What they wanted was to be regarded as equal with regard to tax, health and inheritance issues, and when governments throughout the world refused to give them the same rights as a married couple, the battle turned to fighting for the right to marry. Yes, the UK introduced ‘Common Law Partnerships’ but it was too late, the alternative to monogamy lobby wanted marriage, and no compromise.

But back to Christening As the Priest (Vicar or Pastor) at the Port Oasis Centre, I am asked to officiate at a variety of different ceremonies. Civil Weddings and Wedding Blessings, like Funerals are routine, but every-once-in-a-while I am asked to officiate at ‘something different’. Such an occasion was two months ago when I received an eMail from Houston, Texas, asking if I would officiate at a ‘Ceremony of Commitment’ when he and his girlfriend came to Valencia on holiday. It was such a fun occasion as the couple brought

God into their plans to remain together until parted by death. A few weeks later I was asked by a couple whether it was possible - even though they had not been present at her infant baptism some years back, if they could become ‘belated God-Parents’? During our Sunday morning Holy Communion service they made promises to love, cherish and support this young relative (now able to speak for herself but living in the UK) as if she had been a baby in arms. Like a marriage, the Vows (or Promises) at a Christening are for real! It concerns me to read that the Church of England has introduced a ‘more user friendly’ version of Christening Vows. Sin, the Devil, and evil have been tossed aside to reflect a culture where you do anything, provided you feel OK about it. Gone will be the promise to fight valiantly as a disciple of Christ against sin, the world and the devil, and remain faithful to Christ to the end of your life, replaced with words with which we are more at ease: Stand bravely with him. Oppose the power of evil, and remain his disciple to the end of your life. If you don’t want to believe that what you are doing is ‘sin’ or ‘evil’ it appears OK to call it something else. Pope Francis is right when he says that it is not his position to judge, but the Bible has given us standards of moral behaviour by which we should live and - like it or not - each of us will answer to He who made us, at the day of final reckoning. It’s a good thing that Jesus will be my Advocat - I’ve been totally underwhelmed by the Justice of this world. Oh, yes, did I remember to say I hoped you had a Happy Christmas and that Twenty Fourteen for you and those you love (wherever they are) will be a year - as we all get closer to the day of reckoning - will be one where your money goes further, lasts longer, and doesn’t run out before your heart. Satellite Fact File

When is SES/Astra 2E  Satellite Transponder  going to be launched?

On 10th December 2013 I received an eMail from SES/Astra Satellite Fleet advising that the Astra 2E Satellite would commence transmissions starting the first two weeks in February 2014! With this News I modified my website to include this information. The latest information can be found at: www.richardpollock.biz

I hope this will help all the interested people who are very anxious regarding the loss of some of their favourite programmes such as BBC 1, 2, 3 and 4 ITV1, 2, 3 and 4 and not forgetting Four and Five etc.

Adverts add to the general confusion by inferring that we may lose many of our favourites including BBC 1, 2, 3 and 4, ITV 1, 2, 3 and 4 along with Channel 4 and Five etc

The truth is that until transmissions commence we will not know for sure how people in our reception area stretching from Denia, Jávea, Calpe, Benidorm and those inland will be placed.

We know that Transmissions from Astra 2F have been very favourable and indeed the need for the 2.4 metre satellite dish has been replaced by much smaller satellite dishes. Using high gain satellite dishes along with LNBs that offer very good cross channel rejection, I have found that 1.0 metre to 1.4 metre satellite dishes have been quite adequate. This has meant that the ‘Footprint’ in our area is much stronger. It could well be that transmission from Astra 2E will follow the example set by Astra 2F as both have a very similar footprint on ‘paper,’ but we cannot be 100% sure until we are able to conduct tests on the signal strengths received.

Along with a few trade colleagues we will be conducting ‘Field Strength Signal Tests’ at the earliest opportunity and then with confidence we can advise what you will need. This information

will be given on my website if it to hand in advance of Jávea Jeard publication.

A word here about those with 2.4 metre satellite dishes. A few people have enquired if they are still necessary? My advice would be unless for cosmetic purposes it’s a problem, then keep it. A bonus will be that during the occasional heavy rain we suffer you may still be able to view a little longer, if not the whole programme! However if that rain turns to thunder and lightning then disconnect the coaxial feed from your satellite dish to avoid damage to your satellite receiver. That applies to all sizes of dish.

If all goes to plan, we can look forward to reception 24/7 for 12 or more years, but it seems our Southern cousins will not be as fortunate, as initial reports have not been as favourable. It may be that - like it or not - they have to switch over to reception via broadband or Movistar etc. along with the associated costs, which over a period of time will certainly add up. The hope in this area is once you have a good quality installation, that’s it, nothing else to pay unless you also want the SKY offerings.

Finally, it pays to have a quality installation. I have lost count of the number of times I have examined installations where price has been the only consideration. In the worst cases we have had no option but to replace everything as a poor quality satellite dish has been used (bent during heavy winds!) LNBs of poor performance and build quality and coaxial cable that was only intended for T.V installation. You would not believe it but most of the installers who did the work have disappeared!

Everything you need to survive the Spanish Health Service - for 6,50€

The Health Service in Spain is every bit as good - and many say MUCH better than in the UK, but no matter the level of professionalism and skill of the doctor or nursing staff - if you don’t speak Spanish, ‘Murphy’s Law’ says those who care for you will not understand English or Spanglish. What they DO understand on the Costa Blanca, and instantly recognise, is the Booklet “Tell the Doctor” which lists all the words and phrases you are likely to need during your visit to the Health Centre or Hospital. The book is NOT intended to replace a competent Interpreter for those visits when accuracy and understanding are essential. Originally compiled by Jenny Bussey, founder of Jalon Valley HELP, copies can be obtained from the OASIS HELP CENTRE, C/. Toni Llido 5 (at the rear of La Caixa bank in the Port) for 6,50€ a copy. Tell the Doctor is also published in French and German, but the OASIS generally only stocks the (blue covered) English edition.

Christians in the UK and many other parts of the world observe the 25th December as their main day for celebrating the birth of Christ. This date was formally chosen by Pope Julius in 349 AD, although most Orthodox Christian churches celebrate the birth of Christ on the 6th January as they had not accepted the Gregorian calendar or the revised Julian calendar reforms. In the Gregorian calendar the twelfth day after Christmas falls on 6th January and marks the start of Epiphany – which means the “manifestation” or “showing forth”. The feast of Epiphany not only refers to the day but also the church season that follows it, it is a season with varied length as Epiphany ends when lent begins and this depends on the date of Easter. Epiphany is one of the oldest Christian feasts, it has been celebrated since the second century and before the Christmas holiday was established. It is said that the church appropriated Epiphany from an old pagan festival, it is worth also mentioning that in 1996 BC, the Egyptians celebrated the winter solstice on the 6th January with a tribute to Aeon, the Virgin, therefore this holiday was observed before the introduction of the Gregorian calendar.

According to Christian belief, Epiphany commemorates the first two occasions on which Jesus’ divinity was manifested, the first being when the Three Kings (also known as the wise men or magi) visited our infant Jesus in Bethlehem and the second when John the Baptist (cousin of Jesus) baptized Jesus in the River Jordan. The Roman Catholic and Protestant celebrations of Epiphany places emphasize on the Three Kings visit, whereas the Eastern Orthodox Christians focus on the Baptism of Jesus. The Three Kings, Melchor, Gaspar and Baltazar followed the Star of Bethlehem which guided them through their lands in the East (The Orient) until they arrived in Bethlehem. The Three Kings brought with them the spiritual gifts of Gold, which symbolized Kingship on earth, Frankincense for deity and Myrrh, an embalming oil symbolizing death. The Three Kings provided these precious gifts to baby Jesus, as the Three Kings knew Jesus was The King of Kings, and so the Three Kings and their symbols are a very important part of the nativity. In Spain, Latin America and other parts of the world the Epiphany celebrations traditionally start on the night of January 5th when the Children write their letters to the Kings as to the gift they would like to receive and in some parts, the children leave their shoes in balconies or outside the front door, stuffed with hay as an offering of food for the King’s animals. When the children wake up on the 6th January known as Three Kings Day, Day of The Kings or Dia de los Reyes Magos, the children find the hay has been exchanged for that of a gift. Traditionally the gifts were sweets although my partner, Linda, who is half Spanish did suggest to me that as a child you might receive a lump of candy coal, a mark of being naughty (this is probably because she received a lot of it!). In many Spanish cities on the eve of Kings Day, the Three Kings make an appearance while being accompanied by military bands and drummers dressed in medieval costumes. Although the day is celebrated similar to that of our Christmas Day, the most iconic tradition is the eating of a Roscon de Reyes (Kings Ring). The Roscon de Reyes is a ring shaped cake, a sweet bread shaped like a wreath, topped with candied fruit and a figurine of a baby Jesus baked inside. The person who finds the figurine in their slice of the cake is by tradition expected to a host a party on Dia de la Candelaria (Candlemas) which is celebrated on the 2nd February.

Linda also says that in recent years the Spanish have now opted for a cheaper alternative, so the person who now finds the figure in their slice can instead purchase the Roscan de Reyes for the family in the following year. As this is my first Christmas in Spain, Linda has been showing me the Spanish way of life and customs, therefore on the 5th January she took me to Alcoy, which she claims was the first town in Spain where the modern day Kings deliver the presents to the children by climbing ladders to their balconies, but Jávea is famous for the Three Kings arriving by boat. To our fellow amigos we would like to say Felices Fiestas. Ian Amer

About an Irish furniture dealer

Jávea Jeard

Murphy, a furniture dealer from Dublin, decided to expand the line of furniture in his store, so decided to go to Paris to see what he could find. After arriving in Paris, he visited some manufacturers and selected a line that he thought would sell well back home. To celebrate the new range, he decided to visit a small bistro and have a glass of wine. As h sat enjoying his wine, he noticed that the small place was quite crowded, and that the other chair at his table was the only vacant seat in the house. Before long, a very beautiful young Parisian girl came to his table, asked him something in French (which Murphy could not understand), so he motioned to the vacant chair and invited her to sit down. He tried to speak to her in English, but she did not speak his language. After a couple of minutes of trying to communicate with her, he took a napkin and drew a picture of a wine glass and showed it to her. She nodded, so he ordered a glass of wine for her. After sitting together at the table for a while, he took another napkin, and drew a picture of a plate with food on it, and she nodded. They left the bistro and found a quiet cafe that featured a small group playing romantic music. They ordered dinner, after which he took another napkin an drew a picture of a couple dancing. She nodded, and they got up to dance. They danced until the cafe closed and the band was packing up. Back at their table, the young lady took a napkin and drew a picture of a four-poster bed on it. To this day, Murphy has no idea how she figured out he was in the furniture business.

Airline Rage

As a man takes his seat on an airplane, he is surprised to find a parrot strapped in next to him. After taking off, the flight attendant comes around to serve the passengers on the plane. The man asks the flight attendant for a coffee and the parrot squawks: "And get ME a Coke...NOW!" The flight attendant, flustered by the parrot's attitude, brings back a Coke for the parrot. However, she forgets the coffee. As the man points this out, the parrot drains his glass and screams:"Get me another Coke or I'll really create a scene!" Quite upset, the attendant comes back shaking, with another Coke, but still no coffee.

YOU DESERVE  A LAUGH

Irritated at her forgetfulness, the man decides to try the parrot's approach. "I've asked you twice for a coffee. Go and get it right now, or I'll create a scene that will make HIS look like a Victorian tea party!" The next moment, both the man and the parrot are grabbed and thrown out of the emergency exit by two burly security guards. Hurtling towards earth, the parrot turns to him and says: "You're pretty bold for someone who can't fly!" Received from Steve Sanderson.

Golden Moment

After being married for 50+ years, I took a careful look at my wife one day and said “Fifty years ago we had a cheap house, a junk car, slept on a sofa bed and watched a 10-inch black and white TV, but I got to sleep with a hot 23-year-old girl every night. Now I have a 500,000€ home, a 30,000€ car, a nice big bed and a large screen TV, but I’m sleeping with a woman who is older than 70. It seems to me that you are not keeping up your side of things.” My wife is a very reasonable woman. She told me to go out and find a hot 23-year-old girl and she would make sure that I would once again be living in a cheap house, driving a junk car, sleeping on a sofa bed and watching a 10-inch TV. Aren’t older women great? They really know how to solve an old guy’s problems. Thanks Roz

The Blonde joke to end  all Blonde jokes

A blonde woman was speeding down the road in her little red sports car and was pulled over by a woman police officer, who was also a blonde. The blonde cop asked to see the blonde driver’s license. She dug through her handbag and was getting progressively more agitated. “What does it look like?” she finally asked. The policewoman replied, “It’s square and it has your picture on it.” The driver finally found a square mirror in her purse, looked at it and handed it to the policewoman. “Here it is” she said. The blonde officer looked at the mirror, then handed it back saying, “OK, you can go. I didn’t realise you were a cop...”

. Roger Dawes has stood down as Branch Chairman after 7 years in the chair, and 4 years as Vice Chairman. At the Christmas lunch that was attended by 51 members he was presented with a lovely painting by a local artist of the old Jávea Beach and a card signed by all members which stated "Sincere and grateful thanks for your many years of service to The Royal British Legion and for being such a Wonderful Chairman of the Jávea Branch" His wife. Pam, was presented with a lovely basket of flowers. The new Chairman is Tony Edmunds. As the rules governing Branches state a Branch must have a Chairman, Vice Chairman, Secretary and Treasurer, Pam will remain the Treasurer and Roger the Vice Chairman. Members of the branch are getting older and as 65% of members are women on their own, they still have fun raising money for the Poppy Appeal, which supports Welfare in the UK, Spain and worldwide. Roger and Pam - on behalf of Jávea Branch - wish our readers a healthy and happy New Year.

A man on his Harley was riding along a California beach when suddenly the sky clouded above his head and, in a booming voice, God said, ‘because you have tried to be faithful to me in all ways, I will grant you one wish.' The biker pulled over and said, 'Build a bridge to Hawaii so I can ride over anytime I want.' God replied, 'Your request is materialistic; think of the enormous challenges for that kind of undertaking; the supports required reaching the bottom of the Pacific and the concrete and steel it would take! I can do it, but it is hard for me to justify your desire for worldly things. Take a little more time and think of something that could possibly help mankind.' The biker thought about it for a long time. Finally, he said, 'God, I wish that I, and all men, could understand women; I want to know how she feels inside, what she's thinking when she gives me the silent treatment, why she cries, what she means when she says nothing's wrong, why she snaps and complains when I try to help, and how I can make a woman truly happy.’ God replied: “You want two lanes or four on that bridge?” from Billie Cook

December Council Meeting Continued from page 3

Far from accepting a reduction in the number of classes, Councillors pointed out that there was too much reliance on fabricated buildings and maintenance had been so poor ceilings were falling down. “Education of our children must be the top priority - and the right - of Jávea families.”

Pavements Paco Catalá asked why the policy of relaying pavements with the same style of brick-slab had been discontinued, saying he believed there should be a uniform pattern throughout the municipality, but was told that accidents and complaints had brought about the change. All complaints and claims against the Townhall for accidents, whether it be a burst tyre or a door scorched by fireworks, should be notified to the Townhall. The procedure is long, with Police reports, and with the first 150€ having to be paid by the Townhall (the rest is covered by insurance) he couldn’t understand why there was such a rigmarole. Mayor Chulvi said procedures mustbe followed to ensure there are no

comebacks. Some claims involved thousands of €uros, but Catalá said a ‘fast track’for small claims, should be introduced.

No time to celebrate The Councillors and some of the newspapers who regularly support Jávea Townhall and print press releases as if the reporter had bothered to be present knew about it, but it was Independent Councillor Juan Planelles who wanted to know “With 2,000 of our local people without a job, why is the Mayor paying for us all to go out with members of the ‘press corps’ for a celebration meal tonight?” “It needs a concerted effort by EVERYONE and ALL THE TIME - we cannot condone this situation any longer” he told his council colleagues. “A good start has been made with Direct Employment, with the reduction of Opening Licence costs, and a change in the cost of Building Licences, are all of value, but seem to be isolated ‘kneejerk’ solutions rather than the result of consultation between ALL Councillors and local people to bring about a lasting solution” he said. And with that, the final monthly meeting of Councillors for 2013, was brought to a close. Items on the Agenda had taken 9 minutes and ‘Any Other Business’ - an hour. CR.

Readers Write

Javea, 19th December, 2013 Having wasted a euro on what I thought would be an informative publication as the Grapevine was - I can tell you that this Pensioner thinks your News/views magazine is the biggest load of rubbish I have ever come across. December is all YOU YOU YOU. 6 pages all about Ann and you - most of it repetitive! The rest of it not much better. JS Full name provided but withheld to avoid the ridicule of her friends Why do people writing to complain always refer to the  Grapevine?

I replied:

You are correct, the December issue of Jávea Jeard was about ANN AND I, and many people who come into the Oasis Help Centre to tell us how much they enjoyed it - probably because they know us as individuals. You are right to write about Grapevine as 'was' rather than 'is' - since it is no longer published in print form.

Only when it ceased being a printed and physical (as against virtual) magazine, did I launch Jávea Jeard to fill the void left by the change of publishing policy by Javea Grapevine, a magazine that we founded, because Jávea needed it.

If you like to give me your address I will willingly visit and give you back the 1€. Sales in Iceland and the other sales points (see short list on page 2) increase every month and we had over 7000 page-turns to the online version of the November edition at www.issue.com Thank you for taking the time to write. Agenda 21 Jávea Updates

Page 14 January 2014, Nº 9

Two non-Spaniards added to Jávea Consultative Committees

Alma Dorndorf (who has been closely involved with the English section of the Town Library) and Christine BettertonJones) who has been the liaison for Agenda 21 have been elected to sit on Jávea’s Consultative Committee on Culture and Tourism (respectively). These committees are made up of representatives from across the spectrum of people in Jávea - Politicos, civil servants, associations, professionals etc... and of course "The People" - which is where Alma and Christine come in. They will try to pass around reports on what is discussed (after all - they are our representatives), and if you have any suggestions, please let them know.

Alicante plans centralised procurement system for municipalities

Alicante regional government has agreed the rules for a centralised procurement system for its municipalities. Through this, towns will be able to procure goods, services and supplies, getting the best prices for contracts and simplifying administration. The goal: "to acquire products and services according to the needs of municipalities and through economies of scale obtain a lower price, thus saving money to municipalities and citizens." Municipalities with fewer than 5,000 inhabitants can delegate procurement skills to Alicante if they need to.

Marina Alta depends  entirely off tourism

Despite moves to diversify the Marina Alta's economy away from the "sun and sea" tourist model, it still seems to be with us. A recent study of unemployment data for the region found it is based on the service sector and increasingly: short term, focused on immediate returns and the preservation of benefits and labour rights. The tourist focused towns are those which are gathering speed down the unemployment slide fastest.

Jávea Jeard is grateful to Chris Jones for compiling the Agenda 21 reports, on which this report is based http://agenda21-xabia.wikidot.com

Spain is a nation of happy homeowners, but heating can be a problem, says INE

88.1 per cent of property owners in Spain are happy with their pad, but 18 per cent cannot heat it enough in winter, according to recent figures released by the National Statistics Institute (INE). Much of the problem concerning heating is financial, with 25.8% of households where the total income was less than 15,000 €uros a year after tax; insufficient to get warm enough in winter, falling to 10.8% among those homes with a total income of 28,800 €uros a year.

Pines around Sta Lucía  Ermita finally pruned

The pines around the Sta Lucía Ermita have become overgrown, impeding the view of the chapel, but as the area is within the vicinity of the Montgó Natural Park, permission to prune them had to be sought from the regional ministry of the Environment, which was not granted until recently. Jávea Town Hall was able to prune the trees and clean up the area in time for the traditional procession up to the Ermita on Friday 13th December (Sta Lucía day).

Politics has blighted Spain’s regional broadcasters

The Valencia government’s decision to close down Canal 9 has highlighted the weaknesses of a publicly funded media model that has systematically failed to meet its remit. Local broadcasters inherited many of the vices of state television, being tightly controlled by their regional government paymasters, who in turn used them for their own political ends, and ran up huge debts. That said; they did fulfil a mission in promoting regional language and culture. RTVV's accumulated debt is more than one billion €uros, says the regional government, but this would be the first time that a public broadcaster has closed. Telemadrid may follow suit if the courts overrule a similar plan to lay off most of its workforce.

Gandía businessman  proposes development for  end of Canal de la Fontana

The owner of a 5 star hotel in Gandía has presented Jávea Townhall with a plan to use the municipal plot at the end of Avda Augusta and the canal de la Fontana to create a 10,000m2 sea-water pool, providing moorings for 338 boats of up to 6m. Around the pool would be a two-floor shopping complex. Creating an internal marina or dry dock on this idea has been a recurring theme in Jávea. In 2007, the now defunct political party, Nueva Jávea made a quite detailed proposal. The plot has housed an ‘eye-sore’ of a fishing vessel, and had been suggested as suitable for the cricket square promised by former Mayor Juan Moragues, when the original one became the Port football pitch.

Spain drops 10 places in Transparency International 2013 corruption index

Spain fell 10 places on an annual global corruption ranking for 2013, published by Transparency International. The country’s slump to 40th on TI’s Corruption Perceptions Index was based on a series of scandals enveloping the royal family, the governing Popular Party and the main opposition Socialists. Only Syria, in the throes of a vicious civil war, fell further than Spain, which lost the same amount of ground as Gambia, Mali, Guinea-Bissau and Libya. “The problem in Spain is the political reaction,” said Fernando Jiménez, a lecturer in political sciences at the University of Murcia. “Very few people resign here.” Denmark and New Zealand topped the 2013 list, as they did last year.

Police evict TV staff in  Valencia after station closure

Liquidators escorted by police evicted staff from a public TV station (Valencian language station Canal 9 / RTVV) in Valencia, after an order to shut it down. They moved in after staff at the lossmaking station defied the closure order by the regional government and continued broadcasting. Valencia's government took the decision to close RTVV after losing a court battle over staff cuts.

Sheep and goats help clear firebreaks on the Montgó

A herd of some 400 sheep and 80 goats from Benissa has been brought in to graze firebreak areas on the Montgó. This is part of an experiment to see if clearing the areas this way is a viable method of maintenance and whether it reduces carbon emissions as compared to machinery. It also restores a traditional use of la Plana on the Montgó. The Valencia Government and la Caixa have renewed a €55,000 agreement which gives silvicultural jobs to 5 socially excluded people for work restoring vegetation and firebreaks on the Montgó.

Xàbia gets ownership of public footpaths and historical crosses

Jávea Townhall has extended its inventory. After years of legal wrangling, it now owns the cliff top footpath at la Caleta (an important tourist route up to Cap Prim) and another footpath at Benimadrocs. It also owns 15 tosca stone crosses which mark two of the old town gates and the boundaries of the municipality. They have also acquired a number of works of art given by artists which hold exhibitions in municipal facilities.

They also looked at fiscal representatives and explainrf the flexible payment plan for municipal taxes. Susan Bultitude was there to help answer questions with Townhall staff.

The Open University of Denia and Benidorm has decided to constitute itself as a consortium covering both the Marina Alta and Marina Baixa with a 2014 budget of around a million Euros, and 1705 students. This arrangement allows new municipalities such as Villajoyosa and Alfáz del Pi to get involved. A social fund of €6000 will be set up for economically disadvantaged students. UNED funds: Dénia: €973,921; Jávea classroom: €69,000; Benidorm classroom: €203,590.

Why a drain in Spain  will lead to population shrinkage by 2017

For some time now, Spain's falling birth rate and ageing population has had the country's demographers calculating just when the two curves will cross, and deaths will begin to outnumber births. The National Statistics Institute (INE), which last month published its findings in the report Projections for the Spanish Population 2013-23, says that if current trends continue, that moment will arrive in 2017. The country has not faced such a situation since the Spanish Civil War, or the flu epidemic of 191819.

The Xàbia Viva heritage association arranged a very special guided tour on Sunday 15th December through which it hoped to discover more about the role of Jávea during the civil war of the 1930s. Led by municipal archaeologist Ximo Bolufer, the tour explored the sites of the bunkers and anti-aircraft defense positions that protected an airfield that once ran across the flat plain just inland from the Arenal.

Spain Alters Environment Law  to Speed Industrial Projects Spain changed environmental rules to speed approvals on industrial projects from pig farms to oil rigs and for the first time will regulate shale drilling. Authorities will have six months to rule on projects based on the potential harm to nature. While Spain’s new law regulates industries from steel to agriculture, its most notable impact may be on oil and gas exploration in one of Europe’s most energy-deficient countries. Spain imports about 99 percent of its oil and gas, paying 43 billion euros ($59 billion) this year through September. A groundswell of project interest emerged as the government embraced Repsol SA (REP)’s request to explore off Spain’s Canary Islands and backs the development of untapped shale areas. Fighting forest fires  with wild truffles

The wild truffle could become a great ally in the fight against forest fires if it is cultivated in firewalls. Their presence would enhance surveillance and forest protection, and also would mean an economic benefit to truffle growers. This is one of the conclusions of a study conducted by researchers from the Polytechnic University of Valencia (UPV) and the Foundation for Environmental Studies Centre for the Mediterranean (CEAM), which have proven the viability of wild truffles in firewalls. The work, published in the journal Fungal Biology, proposes growing wild truffles (Tuber melanosporum) in firewalls as a measure to reduce the cost of maintenance and improving their sustainability.

Canal de la Fontana bunged up

Early December storms created a natural dam of sand and algae at the mouth of the canal de la Fontana. So much so, it was possible to walk across to the other side, and by the same token, boats could not go out to sea, and the water could not circulate…and began to smell a bit nasty. Ironically, the contract for the management of the canal was supposed to have been put out to tender last November by the Valencia Government and a feasibility study and preliminary project idea had been completed. The boat owners association (AEXAMAR) asked the Townhall to request the Department of Infrastructure to come and clear the blockage as soon as possible. One of the conditions of the management contract would be to dredge the canal…but in the meantime this falls under the competence of the Valencia Ministry of infrastructure.

Electricity price rise fixed at 2.3 percent for first quarter

Following an avowal that consumers would not bear the cost of a potential 11 to 13percent hike in electricity costs resulting from a wholesale auction carried out last week, the government has announced that the rise for the first quarter of 2014 would be fixed at 2.3 percent. That was the lowest proposal offered by the CNMC anti-trust authority and is split between a 1.4 percent rise on the liberalized part of consumers’ bills, and 0.9 percent on the regulated component. The increase will affect 18.5 million consumers whose rates are based on the government’s TUR (Rate of Last Resort) system, the most common billing type in Spain.

Drones that can save lives Francisco Gayá was glued to the television screen in the summer of 2006, watching the constant news reports about forest fires. "So much misfortune had to trigger a call to action," he says by way of explanation for what he did next. A businessman who used to specialize in the media industry, and an amateur pilot on the side, Gayá decided to set up Flightech Systems, the first Spanish company to make a drone — an unmanned aerial vehicle — capable of monitoring this type of emergency. Gayá, a native of Madrid, called up 21 friends to tell them about his business idea. Seventeen of them said yes. Since then, he has attracted 27 shareholders who contributed a total of nine million euros to get the project off the ground.

Stormy weather causes  havoc in Northern Spain and …

wind generates half of Christmas  electricity

Storms in the second part of December, across northern Spain caused a train to derail, left four people injured, homes and shops flooded, flights grounded and over 100,000 people without electricity. Winds of up to 185 kilometres per hour (115mph) swept the north of the country and rainfall reached 140 litres per square metre (14 centimetres, or nearly six inches). In Galicia, 88,000 homes were left without power. Strong winds had a positive effect in that wind generated electricity provided about half the power on Christmas eve and Christmas day.

The bulk of the expenditure was made by British tourists, 11,517

500,000 "Ghost Cars"

The Department of Vehicle registration (Tráfico) has been tidying up its records and checking details with owners of old cars (one supposedly 40 year old banger still in circulation). They have found many "phantom cars" - those which are no longer in existence, but have never been de-registered. There are many reasons: owner died, car sold, but ownership not changed over, scrapping, never registered etc. etc. Of the 3.5 million cars registered in the Comunidad Valenciana some 500,000 are thought to be ghosts. People who receive letters asking for clarification of "ghost" car details shouldn't worry their records can be sorted out without penalty, and there's no deadline.

GOOD NEIGHBOURS

As many of our readers already know, my husband Clive and I are usually at the Oasis Centre in Jávea Port every morning from 10am to 2pm. I say "usually" because sometimes we have to deal with something or go somewhere before going to the Centre. The Oasis (near the Dolphin roundabout) was established as a Help Centre ten months ago and we have been able to help hundreds of people since opening. We stock a good selection of greeting cards for sale at 1 euro each, regardless of the UK price shown on the back of the card, so we have a good stream of people at the Centre most mornings. When Clive and I come into contact with people living on their own, we suggest they find a friend who lives

nearby to become their telephone safe line and hold a spare key to their villa or apartment. It is very easy to operate. Each morning at an agreed time, friend A rings friend B, lets the phone ring twice and then replaces the handset. Within seconds friend B returns the call, lets it ring twice and then terminates the call. The telephone hasn't been answered so there is no charge but each friend knows the other is alright. If one or the other doesn't respond, the spare key is used to enter the house. A few months ago, Jean, a friend of mine told me she was concerned about her elderly neighbour. Richard lived in the apartment across from Jean and she hadn't seen or heard anything of him for a few days. What concerned Jean was that the previous weekend, Richard had been taken by ambulance to Denia hospital but he discharged himself the

same evening. Jean and I went to Richard's front door and rang the bell and knocked hard on the door but Richard didn't appear to be in. Anne, a friend of Richard's was also very concerned, so that evening she took an energetic man into Jean's apartment who climbed over her balcony into Richard's balcony (on the fourth floor), where they could see the patio doors were slightly open. Richard was inside the apartment unconscious, on the settee, where he had been lying for three days, very dehydrated. An ambulance was called and Richard was taken directly to Denia hospital, where he was stabilised. He is now very happy in a retirement home for the elderly, where he is being cared for. But what a different ending this story could have been if he had not been found. Nobody, but his landlord had a spare key, and he couldn't be contacted when the need to enter the apartment arose. I heard recently from one of our elderly customers of the kindness of her neighbours which really touched me. This lady lives on her own and has great difficulty walking and doing all the little jobs around the house. Her neighbours got together and decided to help this

Straight Talking by Lee Hodges, Independent Financial Adviser

Student Accommodation  – time to sell?

In every decade since 1960 there has been a ‘financial bubble’. Financial bubbles occur when investors buy assets simply because prices have been rising and they expect prices to continue to rise. In financial terms, this is known as the ‘Greater Fool Theory’, as you rely on a ‘greater fool’ to purchase the shares at a higher price.

In 1960s, we witnessed a US equity bubble; 1970s was gold; 1980s Japan; 1990s technology, media and telecommunications (TMT) and in the 2000s it was banking. In the 2010s, it could be Student Accommodation.

Over the past few months, a couple of major Student Accommodation funds have been suspended, which means that if you are invested in one of these funds, there will probably be a considerable delay in the return of your capital. It may even result in a considerable capital reduction.

The problem with any ‘financial bubble’ is that its ‘bursting’ often comes as somewhat of a surprise. For example, in the UK, the ‘buy-to-let’ market was expanding rapidly with genuine longterm investors purchasing flats, but as prices continued to rise, speculators bought ‘off-plan’, paying cash of only about 10% of the purchase price. Bridging loans were then used to finance the remainder of the purchase before selling on at a profit. The credit crunch, brought about by the banking crises which started when sub-prime loans in the USA started to default, brought the ‘buy-to-let’ sector to a sudden stop, with many flats proving to be unsellable even at half their price.

For genuine investors, and I mean investors that are looking at the longterm and acquire assets to obtain a reasonable level of growth or income, speculators who purchase large volumes to make a ‘quick-buck’ greatly inflate the true market price. It was the same

with TMT in the 1990s. Book values of dot.com companies far exceeded their true values and at the start of the 2000s, prices came crashing down.

With Student Accommodation, the same scenario could be happening all over again, with ‘speculators’ pushing up prices. Student Accommodation appears to be heading in the same direction as the ‘buy-to-let’ market. Prices are increasing (or so it seems) month-onmonth and although this is quite feasible, it does suggest that a fall is on its way.

One of the major players in the Student Accommodation sector which has had to suspend its pricing and therefore encashments to investors, has stated ‘there remains uncertainty within the investment market for purpose built student accommodation due to the excess level of properties currently in the market for sale’. Does this sound familiar? It is the ‘buy-to-let’ market all-over again!

Unlike a conventional fund, which invests in shares and is therefore readily realisable in the secondary market, Student Accommodation Funds tend to purchase ‘physical’ properties, which means that if a large number of investors head for the door, the Fund has to sell ‘physical’ assets. If buyers cannot be easily found, then values have to fall to make the asset an attractive proposition for the buyer. This basically means a large reduction in the overall Fund value, and hence a fall in the unit price and unfortunately, a lower return to the investor.

Peri Pera

Jávea Jeard

It is important to note that not all Student Accommodation Funds are run in the same way, with some being better placed than others. However, despite this, the rot is beginning to set-in, and if your portfolio does comprise of Student Accommodation, you may wish to consider alternative asset classes before it is too late. lady in a very practical way. They made a very large letter 'H' which was very visible from the street when put into the window. When she needed anything done, such as changing a gas bottle, replacing a bulb or some shopping, she placed the 'H' in her window and the first neighbour who spotted it would call and see what needed to be done. In this way she felt she wasn't a burden on any family in particular and all her neighbours felt they were doing their little bit to help. She told me that the longest she had to wait for a neighbour to come to help her, was an hour. If you have an elderly neighbour who lives alone, or even an elderly couple, why not make arrangements to keep in regular contact. Many people who live alone are very lonely and your friendship could make a great difference to their outlook on life. If your neighbour(s) know you well enough, they may offer you a key to their house to use in an emergency. Unfortunately, there is always the chance that an offer to help will be declined as Clive and I found many years ago. We lived in an area called Santa Anna, near to Vergel. Many of the nearby houses were only used as holiday homes so most of the year they were empty. The house next to ours was owned by a Spanish family who lived in an apartment in Pego and only came to the house at weekends and during the summer months. They had a dog called Kooka who lived there all the time tied up on a chain and the family came every two days to bring new food and top up the water bowl. Kooka was an Alsatian bitch, very affectionate and a good guard dog. When she was in season, a little black poodle who lives locally came courting. One day I was in our kitchen which overlooks the neighbour's garden when I heard the most horrendous squeals. Kooka's chain had become wound round the little dog's waist, and as the chain got tighter, it was cutting right into his stomach. I called Clive who quickly got a ladder and with great difficulty climbed over the wall and rescued the little dog. The next time our neighbour came to feed his dog we explained what had happened and offered to hold a key to his garden gate (not to his house!!) so we could get in quickly if there was an emergency, without risking life and limb climbing over the garden wall, but our neighbour refused. This was about the sixth time Clive had climbed into his garden in an emergency, and if he was fit enough, I know he would do it again!!!!

Jávea Jeard January 2014, Nº 9 Page 21 Party Spokesmen’s Regrets and Ambitions Jávea Councillors welcome in the New Year

The political coalition that currently governs Jávea (PSPV-PSOE, XD, CpJ ) are all positive despite a further 12 months of planning )and fighting) against trends over which they have little influence, like unemployment and economic difficulties faced by many families. There is evidence that they have shown more courage in a small town than many with greater resources and an economy that isn´t reliant on tourism. The PP, Compromis and non-aligned Councillors complain that they are not consulted and that their views are ignored, but José Chulvi keeps smiling and the citizens (voters) are certainly seeing him as ‘the man for the moment’. We are grateful to Marina Alta Canfali - our source of regional news each Saturday morning - for gathering these views of our Jávea leaders, each of whom was asked for their ‘Best’ moment of 2013, their ‘Worst’ and their ‘Wish’ for 2014.

José Chulvi,  MAYOR (PSPV-PSOE)

Best : People are seeing that - step by step - slowly and with small interventions, the image of Jávea is improving, along with the pride of those living here. We have better paved streets, renovated sidewalks, cleared forests and water escape routes, and new ‘Green Recycling Points’ closer to urbanisations and rural communities. Undoubtedly, one of the areas in which we have spent more this year has been the Arenal besides the new Paseo David Ferrer, that remains a main tourist showcase, we have invested in the neighbourhood, with works to solve the problems of flooding, and opened a Civic Office in Javea Park to meet social needs. We finished the year with better

port services, which finally has its own library and social centre, as well as ‘Paddle’ facilities at the rear of the Sports Hall. In the village we have provided a new bus station that has demonstrated that we are no longer cut-off from the outside, as we seemed to be when buses terminated at the Old Cemetery. In the second half of 2014 we plan to start restoration of the Central Cinema that we hope will rejuvinate the Pueblo. It has also been a good year for our patrimonio (gaining assets of value to Jávea). Each day we try to do better, to achieve more. We need to optimise the assets that already exist as we work as a team who voters might have thought were enemies, to prove that for us - as for the residents - Jávea is worth preserving and protecting. We work as closely as we can with government in Alicante, Valencia, Madrid and Europe. Of particular note is the support and cooperation we’ve received from the Diputación in Alicante, and the excellent relationship we enjoy with our municipal neighbours. We have, during our period in government, introduced much greater public participation, starting with input from those still at school, Agenda 21, and establishing new advisary committees for culture, that seeks to balance the interests of urban planning, agriculture, tourism and trade. At this point I want to emphasise that none of this would have been possible without the support of those who live in Jávea, and have joined the various associations of neighbours and enthusiasts that provides the foundation on which the Townhall can build. As Mayor I am proud of the constant requests I receive to attend charity events that help others and I always mention the ‘support structure’ provided by the residents, that is often a deciding and positive factor when people are considering where to relocate. Worst: No doubt, the worst of the year has been Spain not taking off on a new cycle of economic growth. Although we are surviving better than many other areas of Spain (and Europe) we cannot ignore there are many of our families for whom every 24 hours is a lesson in survival, and the Townhall will redouble its efforts to help those in greatest need. Many people are unemployed and that creates a whole raft of social and family difficulties. We cannot - and should not - leave the solution to local or national charities. A wish: Without a doubt, my greatest desire is health and work for residents of Javea, for which we will work intensively and dynamically to generate proposals that are more conducive to employment creation. There is so much more that we must

attempt - and accomplish - if we are to retain the confidence of our residents, street by street and wherever they meet and discuss their own hopes, fears and dreams.

OSCAR ANTON (XD)

The best: The best certainly has been the great spirit of solidarity and cooperation of everyone in Jávea during the past year, the majority of groups and associations collaborating without us Continued on page 22

asking them to do so, across our town, showing solidarity of purpose, raising funds for Charity Shops, Red Cross, Caritas and our Churches. Many have contributed ideas on Boards concerned with Planning, Tourism, Commerce or the newly created Culture Advisary Committee. It is difficult to balance the social needs of the municipality, with the peace and tranquility that caused so many of you to CHOOSE to come and live among us, with the needs of our main business: constructing and selling houses. We need to give very serious attention to the small positive spike in economic activity during this period in Jávea, especially in sectors who were experiencing serious difficulties, especially this year there have been more requests for work, the opening of new establishments and transactions in the town. At the political level there has been DIALOGUE and understanding between municipal groups that translate into agreements for exemption rates of building plots and minor works for 2014, maintaining lower opening fee business costs and a call for a reduction of the 60% occupancy rate for next year.

The Worst: still the continued difficulty in many families who are going hungry and the number of unemployed and people receiving aid from social services. These people are not just a number, are known by their name and face. The scourge of unemployment and economic problems for our local families must be of concern to EVERYONE who lives in Jávea. I've arranged for a number of proposals consisting of training courses for unemployed people in local companies establishing or eliminating the payment of social security for the person hired. One wish: I would like to convey optimism, confidence and courage. We are a municipality with great potential and we have much to offer for next year. Finally, a desire to encourage those who are going through difficulty. Do not despair, find a way to recycle your skills - even if it needs adapting to other sectors.

JOSE LUIS GENOVES (PP )

Best: We have seen improvement for many in 2013 - but not for all. Despite the difficult situation, as I talk - and listen - to people in Javea, I sense their belief that we are at the start of an economic revival. I sense less fighting, squabbling and disagreement as if we’ve all realised that unity of purpose - and encouraging each other - will bring high rewards. Worst: I've already mentioned the difficult economic situation and the way in which we could all have felt as if we were drowning, had our neighbours not come to our rescue. A wish: How can I reply unless in terms so often associated with New Year messages, wishing Global Peace and Happiness for all, but at a local level we in PP are proud to be part of the 21 councillor team, that is bringing hope back into the lives of Jávea residents. At the end of 2014 I hope we can all look back and agree that it has been a good and prosperous year for EVERYONE in Jávea.

The Best: This year has been critical and it has not been easy for everyone to remain positive. We must learn from these difficult situations. The political decisions are already in place. We have seen recovery in the local situation in the past year, though for many it has been a year when things have got much worse, but DIALOGUE and citizen participation will bring about long-term improvement. THANK YOU

We didn’t open the OASIS CENTRE until the end of February 2013, but want to THANK YOU for your support. There has been a steady stream of people coming in to see us, some make purchases and others take the opportunity for a sit down and a chat. We had a very busy December (cards and calendars) and look forward to identifying other ways in which we can remain here to help you during 2014. We’ve also been encouraged by the number of people who have begun coming on a Sunday - as well - to join us in the 11am service of Thanksgiving. Why not join us free refreshments afterwards.

Jávea Jeard Health surcharge for Jávea pensioners is 6 times higher than the rise in Cost of Living   The monthly pharmaceutical copayment has been increased by 1.5%, which the Ministry blames on the increase in the Cost of Living in Spain, but the Consumer Price Index (CPI) only rose  by 0.2% in 2013.

The Spanish State pension will rise 0.25% in 2014, but the Ministry of Health has increased by 1.5% the amount pensioners pay for their medicines. It will only mean a few more cents on each item (is the Generalitat to hard up?) but it is an increase that is not matched by inflation.

The Ministry told Ana Mato to ensure the percentage of increase was calculated automatically according to the

CPI in the period between January and November 2013, which was 1.5%. According to the National Statistics Institute (INE), the CPI increased 0.2% this year, not 1.5% as the Health Department claims.

Error or not, the fact is that the Official State Gazette (BOE) has published the increase, so from January 1, the maximum monthly copayment has increased sixfold on the pension increase, an increase that makes a dent in the already low purchasing power of pensioners, who in the last three years have lost around 2%.

The maximum monthly price of drugs belonging to the so-called reduced contribution ATC groups (for chronic and serious diseases, such as antidepressants, insulin, blood thinners,

January 2014, Nº 9

Page 23

some oncology and HIV antiretrovirals, etc.) goes from 4.20 to 4.26 euros.

For other drugs which funds Social Security, the top goes from 8.14 to 8.26 euros per month for pensioners with incomes below 18,000 euros per year, from 18.32 to 18.59 euros for the pension between 18,000 and 100,000 per year, and from 61.08 to 62 for exceeding 100,000 euros a year.

The regulation of the contribution of users and beneficiaries in outpatient pharmaceutical services is contained in the Law on guarantees and rational use of medicines and health products.

This law establishes a percentage copayment for drugs that vary between 10% and 60% of cost with filler caps depending on the income of the user.

Thus, the drugs in the ATC groups account for a reduced contribution of 10% of its price, with a maximum contribution that is updated every January according to the CPI in the last 12 months, indicating an additional provision of the State Budget.

Civil Guard, and assistance provided by the National and Generalitat Police. Jávea is again a secure and safe town for our residents and tourists visitors. We must not overlook the enormous work each month by the various branches involved with Social Services, that relies on the inestimable collaboration of various associations. Worst: The worst happens every day when we see the difficult situation of our citizens, and feel the impotence of not being able to fix it. Unemployment, loss of social rights, and especially no end in sight to the crisis, SHOULD trouble everyone. A wish: To continue the desire of the last three years, to provide work and restore dignity and pride in Spain. We want to reactivate the economy and restore the ‘lost years’ to those who have suffered the greatest hardship.

compiling a New Year programme, asking ‘important’ people what they most wanted for the New Year? As I rang round various dignitaries and recorded their comments: “An end to unemployment” “Health for everyone” “Families to stay together” “A world without war or dispute” “An end to curruption” and many others, I introduced each and then ‘pasted’ the ‘audio’ into the broadcast tape. On the day, after the tour of worthy thoughts, I played the reply of the British Consul “Well it’s kind of you to ask, and if you insist, a box of Cadbury’s Dairy Milk!” On another occasion I told a joke about the Pope, his Chauffeur, a Guardia Civil Officer and the British Consul interchanging identifying hats as I did so - but the Guest of Honour (the British Consul at Alicante) was NOT amused. At a Remembrance Service in Jávea Fishermen’s Church, the Consul is always asked to read from the Scriptures, and having sent him the reading in advance, on the day he told me he would not read it as he could see no significance between the verses and Remembrance Sunday service to remember the fallen. He was right, there was no obvious link, but as the New Testament reading was from ????? it WAS to have formed the basis for my public ‘Vote of Thanks’ for being British Consul, and from which he had announced his retirement. No wonder I was always overlooked for a National Honour!! CR

PEPA CHORRO (Compromis) Best: Since 2013 we hope that 2014 will be better. At the end of the year our determination as Councillors is even greater than it was in January. Worst: That we have to "face" the people who elected us in the belief that their lives would be better. We cannot imagine the hardship of those who are without work, money, hope - and even lose the roof over their head. There must be a solution to the unemployed being evicted. It is a blight on our way of life. We lost one of our hallmarks (or at least it should have been) ‘RTVV’. One wish: A job and dignity for everyone.

CR Comment. I remember, when I was after-dinner speaker at a Royal British Legion function, telling a story (of course it was not true) of when I was presenting Anglo Javea Hour each afternoon on Radio Javea 105Fm

A customer at Green's Gourmet Grocery marvelled at the proprietor's quick wit and intelligence. "Tell me, Green, what makes you so smart?" "I wouldn't share my secret with just anyone," Green replies, lowering his voice so the other shoppers won't hear. "But since you're a good and faithful customer, I'll let you in on my secret: Fish heads. You eat enough of them, you'll be positively brilliant." "You sell them here?" the customer asks. "Only £4 each," says Green. The customer buys three. A week later, he's back in the store complaining that the fish heads were disgusting and he isn't any smarter. "You didn't eat enough of them," says Green. The customer goes home with 20 more fish heads. Two weeks later, he's back and this time he's really angry. "Hey, Green," he says, "you're selling me fish heads for £4 apiece when I can buy the whole fish for £2. You're ripping me off!" "You see?" says Green. "You're smarter already." from jmason.

CHRIST ? AS LOVE

Jávea Jeard

Each December, I vow to make Christmas a calm and peaceful experience. I cut back on non essential obligations - extensive card writing, endless baking, decorating, and even overspending. Yet still, I found myself exhausted, unable to appreciate the precious family moments, and of course, the true meaning of Christmas.

My son, Nicholas, was in kindergarten that year. It was an exciting season for a six year old. For weeks, he'd been memorizing songs for his school's "Winter Pageant." I didn't have the heart to tell him I'd be working the night of the production.

Unwilling to miss his shining moment, I spoke with his teacher. She assured me there would be a dress rehearsal the morning of the presentation. All parents unable to attend that evening were welcome to come then. Fortunately, Nicholas seemed happy with the compromise.

So, the morning of the dress rehearsal, I filed in 10 minutes early, found a spot on the cafeteria floor and sat down. Around the room, I saw several other

January 2014, Nº 9

parents quietly scampering to their seats. As I waited, the students were led into the room. Each class, accompanied by their teacher, sat cross-legged on the floor. Then, each group, one by one, rose to perform their song.

Because the public school system had long stopped referring to the holiday as "Christmas", I didn't expect anything other than fun, commercial entertainment - songs of reindeer, Santa Claus, snowflakes and good cheer. So, when my son's class rose to sing, "Christmas Love", I was slightly taken aback by its bold title.

Nicholas was aglow, as were all of his classmates, adorned in fuzzy mittens, red sweaters, and bright snowcaps upon their heads. Those in the front row centre stage - held up large letters, one by one, to spell out the title of the song.

As the class would sing "C is for Christmas", a child would hold up the letter C. Then, "H is for Happy", and on and on, until each child holding up his portion had presented the complete message, "Christmas Love".

Page 25

The performance was going smoothly, until suddenly, we noticed her - a small, quiet, girl in the front row holding the letter "M" upside down - totally unaware her letter "M" appeared as a "W". Fidgeting from side to side, she soon moved entirely away from her mark. The audience and children sniggered at this little one's mistake, but she had no idea they were laughing at her, so she stood tall, proudly holding her "W".

Although many teachers tried to shush the children, the laughter continued until the last letter was raised, and we all saw it together. A hush came over the audience and eyes began to widen. In that instant, we understood - the reason we were there, why we celebrated the holiday in the first place, why even in the chaos, there was a purpose for our festivities. For when the last letter was held high, the message read loud and clear:

CHRIST WAS LOVE

And, I believe, He still is.

EDDIE HEFFERMAN MBE

Jávea Jeard

Page 26 January 2014, Nº 9

It was more than 6 months after he’d died in Holland, on his way back home to Germany from the Royal British Legion Conference in the UK, that I heard about it in Jávea.

A press notice on the RBL website confirmed “Eddie Hefferman MBE, 70, was a long-time active Legion member who rose to become the Overseas Representative on the Board of Trustees and Chairman of the Legion's Conference committee died on his way home to Germany, following his successful organisation of the Legion's Annual Conference in Llandudno.” He fell ill in Holland and suffered a heart attack from which, despite attention from paramedics and at hospital, he could not be resuscitated. The Legion's National Chairman, John Crisford, has said: “Eddie was a larger than life member of the Board of Trustees. In Eddie we have lost a loyal servant who epitomised the Legion's time-honoured maxim of Service not Self. Our thoughts go out to his wife, Helen, to his family, and to his many friends across the Legion and in Germany. “Mr Hefferman was instrumental in the forming of the Herford Branch of the Legion in Feb 1992, initially holding the position of Entertainments Officer and went on to hold the positions of Poppy Appeal Organiser, Welfare Officer and Branch Chairman. He was the District Parade Marshall 1996-99 and the District Chairman 1999-2002. “In addition to serving on the Legion's Board of Trustees, he was a Council Member of the Poppy Factory and of the British Membership Council. “Eddie’s hard work and dedication to the overseas development of the Legion was huge and he will be greatly missed”. I met Eddie when I was RBL District Secretary for Spain North (an area larger than the United Kingdom) between Almeria and the border with France. He was a frequent visitor, with Helen his wife, to the District Conference. When ‘Associate Members’ - those who had not served in the UK armed forces - were made ‘Members’ who were not entitled to Poppy Appeal support’ it opened the door to the possibility that a ‘civilian’ member could be nominated in the election as a representative of Overseas Members.

Never one to miss an opportunity, No prouder recipient - Eddie and Helen and having been described as ‘Mr Legion’ and ‘the man who saved the Legion in Spain from extinction’ by the UK Regional Organiser, David Green, and National Vice Chairman, John Hawthornthwaite, when they visited Spain to present me with my ‘Gold Badge’ - the Legion’s highest award, I was never one to look for new fields to plough. I was nominated as a candidate, but only Eddie knew where the overseas branches were located, and could have contact with them. I was told the votes would be counted at 10am, but Ann and I flew to the UK and went to the place where votes were being opened at 9.15am, only to find the process almost completed. Out of 90 Branches eligible to vote, Eddie had 35, I had 9 and the third candidate had 1 vote. It was a couple of years later, at

National Conference, that Ann and I were present - we never claimed expenses from the RBL for our trips back to National Conference and having watched an outstanding concert by the Band of the Royal Marines from Deal, we were told that Eddie Hefferman had been rushed to the local A&E Unit with a suspected heart attack. At the following morning (Sunday) session, it was announced that Eddie had survived the night, was stabilised and was expected to make a complete recovery. Had Eddie not recovered, as the ‘runner-up’ with the next largest number of votes, I would have become the first civilian National Trustee of the Royal British Legion. It was too much - too soon - and the RBL was not ready for it, which is why they prevented my name from being considered for nomination for the next election. CR - the man who nearly was or might have been

La Caixa donates  5,000 €uros to Jávea Social Services

Jávea’s Department of Social Services has received a major donation from the Obra Social at La Caixa. The Mayor, José Chulvi, has signed the agreement of cooperation with the director of the office of La Caixa in Jávea, and Carlos Colom, the Area Manager. Specifically the 5,000 €uros which the entity donates to the social budget operated by the Townhall, would be, according to Councillor Tere Bisquert, to cover basic needs such as purchasing food and medicine. The Councillor expressed her appreciation for the support received from La Caixa at this time of great need and where the City Council meets many families with serious deficiencies.
