Even though you have to know to apply for UK Winter Fuel Allowance every year, and the scare-papers have said it won’t be paid in Spain, Peter Burrage www.ukgovabusesexpats.co.uk says everyone should apply, and even if initially refused, they should Appeal to the Tribunal.

Those in the UK (whether in the suburbs or Parliament) have a totally unrealistic view of Spain and the Brits who live here. They think of sun and sea, disregarding that it gets as cold in Spain as in England in the winter, and most Spanish homes are without insulation against either hot or cold. Temperature can drop close to freezing in homes mostly occupied by pensioners. Most don’t live in big villas like celebrities or MPs with second homes. Gas or electric central heating is a rarity. Houses are constructed with hollow bricks, allowing heat to escape through the walls to the outside, so central heating would be pointless, Some use a butane gas push-around heater, which creates condensation and black mould on walls. WFA is not a benefit by a right based upon social security payments made whilst working in the UK and is payable to expats living abroad if they live in a country where the average winter temperature is lower than 5.6ºC, the highest temperature in the UK. That decision violates the principles enshrined in the social security coordinating Regulating EC883/2004, which was settled by case law of the Court of Justice. If the DWP were to limit payment based on temperature in individual areas, they would have to include pensioners in

different UK areas each year. It would become another ‘Postcode Lottery’. The cold winters were a complete surprise to most who purchased property in Spain during Summer holiday visits, where houses are built the same way as they’ve always been built - with a few exceptions - for Spaniards. Having heard two years ago that the WFA would no longer be paid in Spain, most saw no point in applying, but are now urged to do so, and Appeal if their application is initially rejected. Claims for the 2015/2016 Winter MUST be made BEFORE 31st March 2016. WFA is determined afresh each year and must consider the current temperature criteria. You can expect to be wrongly advised by the DWP that you are not entitled to receive it, but you must insist on your Right to Appeal to the 1st tier of HM Courts and Tribunal Service. Don’t deal with the DWP by phone and use Certificado post for your communications with them. You are entitled to Appeal, but to ask for an adjournment so you can include the outcome of the EU Commissions findings on the subject. Point 5 approved charges detailed in F/2016/2 at a cost of 82,000€. Points 6 and 7 were the consequence of piped gas being brought to Jávea by Redexis Gas Distribucion S.A.U. The Townhall had agreed to accept a rent in the region of 15% of their income. For some reason, the Townhall had decided to grant permission in two different batches of affected areas. Point 8 might have had a totally different outcome if the PP had won the May 2015 elections, but they lost to the point of humilitation, and a

Street Bull running loses best chance of long term protection

Jávea Advisory Committees for Tourism and Economic Development merged

A new body of citizen participation has been formed to involve business people in the planning of economic policies and promotion of Jávea. This has been achieved by the merging of separate advisory panels for Economic Development and Tourism which had worked separately during the last legislature. The members of the new body met at the Ayuntamiento with the merger demonstrating that tourism has been considered as the mainstay of the local economy.

Jávea reimbursed €2.8 million

A long-running dispute over compensation for land in Cansalades has finally been settled by the supreme court, which annulled a previous requirement for the townhall to pay compensation for not having expropriated a big chunk of green zone land. The land owners had initially demanded 10€ million, but earlier rulings put the value at 2.8€ million. The upshot of the matter is that something over €2.8 million will be returned to the Townhall's coffers.

Warm Winter hits fruits and vegetables

The high winter temperatures and ongoing drought are causing diverse problems with agriculture in the Comunidad Valenciana: artichokes, lettuces and cauliflowers need cold nights to harden off and growers expect a 50% reduction in quality; peaches also need cold nights to develop properly; some citrus fruits, notably mandarins have been over-ripening; Almonds have flowered early and a late cold snap could adversely affect the crop. Lack of rain means that growers need to spend more on irrigation and warm weather has encouraged more pests, so more expense on pesticides.

Fishermen reject developers’ offer to vacate their berths

Jávea fishermen met in the Posit of Jávea and voted to reject the offer by developers of 500,000€ to abandon their berths in the Port. 4 voted to accept the offer, one abstained and five voted for rejection. Jávea Townhall cannot conceive a future port without fishermen. The mayor Jose Chulvi said “we will take all actions necessary” to keep fishing in the dock. Developers had made moves to remove the fishing fleet but Chulvi considers the activity gives the port a uniqueness and identity. The port's future depends on the Valencia government. Driest December in 40 years

Spanish Met Office figures reveal that December 2015 was the warmest and driest in the Marina Alta in the last 40 years, with rainfall in Jávea being 95% below the average. December was also the warmest year since 1950 with an average temperature of 2.3 degrees higher than usual.

Record number of tourists in 2015

Numbers of tourists shot up in Spain in the past year, with 64.6 million visitors from abroad – nearly one and a half times the country's population – having travelled there between January and November 2015. This translates as a rise of 4.8% on the same 11-month period in 2014, according to the National Statistics Institute (INE)'s FRONTUR survey. Last year's 61.7 million was already a record, but consistent increases in foreign visitor numbers have been seen in the past few years. The majority came from the UK thanks to its newlyrecovered economy, with the nearly 15 million Brits visiting Spain representing a 4.1% increase.

Marina Alta Padrón loses 26,500 in two years

For the third year running, the registered number of residents in the Marina Alta has fallen by around 12.7%. The figure for Jávea has fallen by 1386 to 27,681. Only 11 of the 33 of the municipalities have shown growth, among them being Benitatchell, which is increased by 31.

Better protection for whales - and for the Gulf of Valencia The European Commission has recognised the migratory corridor of whales and dolphins along the Mediterranean coast from Catalonia,

Valencia and the Balearics and supports its designation as a specially protected zone (SPAMI). This will make any future projects to explore for oil or gas in the area much more difficult.

Struggle to get noticed at FITUR tourism fair

Many municipalities in this area are grumbling that they don't get enough exposure under the marketing brand of the "Costa Blanca" at the FITUR international tourism trade fair in Madrid. Emphasis has been on Alicante (with confusion between the city and province) and Calpe. So the Mayors of Denia, Jávea, Pedreguer, Pego and others are looking to create a brand for the Marina Alta.

Record tourism brings boost to Spain's economic recovery

Spain's economy rose 3.2 percent in 2015, official figures show. There was a record drop in unemployment which fell by 678,200 and 68.1 million tourists visited Spain. According to the central bank, growth was boosted by domestic demand, a healthy tourism sector that represents 14% of Spain's GDP and external factors such as weak interest rates in the eurozone and a plunge in oil prices.

Yet another development plan for the Saladar

The 97 owners of land in the Saladar have come up with yet another plan to develop the area. This time it is a "Sports City" comprised of 1000 houses, two luxury hotels, sports fields and an athletics circuit, backed by British investors. They have several hurdles to overcome. Frightfully Delightful

English is a fascinating language and I often wonder why anybody bothers speaking anything else. In what other language could you say for instance: “despite boiling the egg for ages it is hardly soft yet?” On what other part of the planet could one affirm: “she’s awfully lovely?” Where else can short, balding men with toothbrush moustaches grunt in their sheds that: “she’s a pretty ugly woman, despite her large, bulging incomes?” Where indeed could one stare across the crowded streets from one’s balcony and between sips of Bombay gin and tonic comment: “there’s an awful lot of awful people down there?” And does any other race refer to its above average performers as “terribly talented?” But the truth of the matter is that you can say what you mean in English more unclearly than in any other language I know; and I do not speak lightly, being a proud monoglot and a faithful husband. Which brings us to my wife, who is Spanish, as if that would make any difference. My mother in law, who was from the meticulously quiet market town of Guernica, where the Germans invented carpet bombing without warning, once made one of her insightful comments

when she pointed out that my wife and her daughter “couldn’t find a cow in a garage,” which leads me to believe that we English do not in fact have the monopoly on neat turns of phrase and that I am after all not alone in being amazed when on the few occasions when I allow the missus to co-pilot, we are constantly having to turn back to find the right road because they are not in fact painted red or yellow as they are on the map. Anybody who has ever had the misfortune to share the confined space of a car with a woman and a map will get my drift when I confess that I only ever allow my wife to map-read when we are driving north. To be fair to my wife I suppose I should say something positive about her virtues, but the only thing that springs to mind (what a peculiar concept!) is that she does have very good taste in men….or man…I hope…… Anyway, getting back to English, have you ever considered the enormous subtletly of a language where talking to somebody is wholly different from talking at them, or the fact that we English travel by car, bus, plane or ship but on foot. That’s an awful lot of hopping, never mind the prepositional diversity. The Spanish are somewhat careless when they travel, and this may explain my wife’s ability to reach her destination using the windscreen wipers as her only navigational resource. The Spanish, being far less inclined to indulge in prepositional precision, would say that they came ‘with’ car! This could lead to an enormous number of stinging puns if they were English, or funny, or men; but my wife alas is none of these things. In what other country in the world would keeping your eyes peeled be a good thing? Is there another nation on the face of the Earth where both saints and circus performers are cannonised? Could anyone’s pilots other than the dearly beloved of our very own RAF have invented words such as cockpit and joystick without a single snigger escaping from their bushy moustaches? Of course nothing that I have written here should lead you to think that I do not have the greatest respect for my wife. In fact our relationship is a finely balanced ballet of give and take. I myself have from time to time wandered from the straight and narrow and been put firmly back on track by what my wife refers to as “un buen apretón de huevos”; a phrase I don’t truly understand as such, but as she always says it with such a winning smile I imagine it must be good.

The year is 1915 “One hundred years ago”. What a difference a century makes! Here are some statistics for the Year: The average life expectancy for men was 47 years. Only 14 percent of homes had a bath. Only 8 percent of homes had a telephone. The maximum speed limit in most cities was 10 mph. The tallest structure in the world was the Eiffel Tower. The average British wage in 1915 was £15 per year! A competent accountant could expect to earn £800 per year. A dentist £900 per year. A vet between £600 and £900 per year. And, a mechanical engineer about £2000 per year. More than 95 percent of all births took place at home. Ninety percent of all Doctors had no university education! Instead, they attended so-called medical schools, many of which were condemned in the press AND the government as "substandard." Sugar cost two pence a pound. Eggs were 10 pence a dozen. Coffee was five pence a pound. Most women only washed their hair once a month, and, used Borax or egg yolks for shampoo. Canada passed a law that prohibited poor people from entering into their country for any reason. The Five leading causes of death were: 1. Pneumonia and influenza 2. Tuberculosis 3. Diarrhoea 4. Heart disease 5. Stroke The population of Las Vegas, Nevada was only 30. Crossword puzzles, canned beer, and iced tea hadn't yet been invented. There was neither a Mother's Day nor a Father's Day. Two out of every 10 adults couldn't read or write and, only 6 percent of all British pupils went to universty. Marijuana, heroin, and morphine were available over the counter at local corner chemists. Back then chemists said, "Heroin clears the complexion, gives buoyancy to the mind, regulates the stomach, bowels, and is, in fact, a perfect guardian of health!" 18% of households had at least one full-time servant or domestic help. In the UK the murder rate in 1915 was 1420. In 2015 it was 537. (Perhaps we are doing something right!) The Barcelona team’s copper pot, twin to the Muntanyar artefact, was found in the tomb of a 16-year-old scribe, together with the reed pens he would have used. Bolufer contacted Josep Pardro, who confirmed that the Muntanyar object, like the El-Bahnasa find, had not been used for incense but was a sixth or seventh century inkpot and vestiges of centuries-old ink accounted for its blackened interior. It would not have been unusual for the inkpot to have found its way to Jávea as Mediterranean trade relations were intense by that time, and the town’s Punta de l’Arenal was a thriving Roman settlement between the 1C and 7C. Joaquim Bolufer, director of Jávea's Soler Blasco Museum, has cleared up a decades-old enigma. During excavations at the Muntanyar site in Jávea in 1985 archaeologists found a puzzling object they believed could be an early Christian censer or incense burner. The small bronze artefact, is 3.7 centimetres tall with a 5.1centimetre diameter, had a blackened interior and baffled experts. Thirty years on, Joaquim Bolufer solved the mystery after linking it to an identical object discovered by a Barcelona University dig in what is now El-Bahnasa, 190 kilometres south of Cairo, led by Professor Josep Pardro who heads the Department of Ancient History at Barcelona University. El-Bahn sa was once a Greek-Roman town called Oxyrhynchus and is renowned for the vast number of papyrus texts found there.

Syphilis would be down 58%. The average income for Americans would increase over 20,000$ a year. Amount of people in poverty would drop 34%. Homelessness would be down 57% Welfare recipients would go down by 42%. Democrats would lose 76% of their voting base. And many criminal defence attorneys would have to find another line of work!

July 7: He made a trail of tomato juice on the floor leading to the women's restroom. 4. July 19: Walked up to an employee and told her in an official voice, “Code 3 in Housewares. Get on it right away.” This caused the employee to leave her assigned station and receive a reprimand from her Supervisor, that in turn resulted in management getting involved causing management to lose time and costing the company money. 5. August 4: Went to the Service Desk and tried to reserve a bag of chips. 6. August 14: Moved a 'CAUTION WET FLOOR' sign to a carpeted area. 7. August 15: Set up a tent in the camping department and told the children shoppers they could come in if they would bring pillows and blankets from the bedding department - to which twenty children obliged. 8. August 23: When a clerk asked if they could help him he began crying and screamed, 'Why can't you people just leave me alone?' Emergency Medics were called. 9. September 4: Looked right into the security camera and used it as a mirror while he picked his nose. 10. September 10: While handling guns in the Sports department, he asked the clerk where the antidepressants were.

Therefore since 01/01/2015 any citizen residing in the European Union or the European Economic Area may benefit from regional regulations (Valencia, Catalonia, Madrid, etc.) and their corresponding tax advantages in Inheritance and Gift tax.

Valencian Hunting Federation has offered to donate social game meat, from overpopulation control of game species by some hunters. The purpose, Vicente Segui says, is “meat hunting performances control overpopulation of species and some sports competitions organised by different clubs and the Federation itself, through its three delegations of Castellon, Valencia and Alicante can be donated to organisations working with vulnerable groups, but first we must know the rules to follow for donations,” He acknowledged that there had always been private donations from Federation members “usually involving small game species such as the rabbit or partridge, which family, friends and neighbours give away.” In the case of big game, such as wild boar, it is always necessary to pass a health inspection to rule out the presence of the parasite that causes trichinosis. The Federation has about 40,000 FCCV hunters who belong to more than five hundred hunting clubs distributed throughout the territory and in February began its calendar of sports competitions with hundreds of different types of tests, which include tests with and without weapons.

Modelo 720 Revisited

Over the past few weeks, there has been much discussion about the Modelo 720 tax return. These discussions have centered round the increase in value since the last 720 Declaration. To put this matter straight, you only need to re-do your Modelo 720 tax return if the value has increased by 20,000€ since your last declaration. For example: • Mr X, on 31st December 2012, had an offshore investment with a value of £50,000. This was valued in €uro terms at 61,659.75€, and it was this value that was used for Modelo 720. During 2013, the investment produced a return of 6%, giving a value of £53,000. The €uro equivalent was

During 2014, the investment produced a return of 7.5%. The value was £56,975. In €uro terms this equated to 73,329.38€. The difference between the 2012 Declaration was shown to be 11,669.63€. The increase was still lower than the required 20,000€. During 2015, the investment grew by 6.8%, and on 31st December 2015, stood at £60,849.30. In €uro terms this equated to 82,670.46€. The increase since 2012 is now calculated as 21,010.71€. As the increase since 2012 is now over Euro 20,000, a new declaration has to be made before 31st March 2016.

• Mrs Y holds an offshore bank account, with a value of £175,000. Each month her pension is paid into this account but, each month, she removes her pension and brings it into Spain, keeping the balance at £175,000. She declared this value on the 2012 Modelo 720, which shows a value of 215,809.12€. In 2013, the value of Mrs Y’s offshore bank account was calculated at 210,543.20€. You will note that the €uro equivalent value had fallen, so no new declaration needed to be made. In 2014, the value was calculated at 225,232.87€. No new declaration needed to be made, as the €uro increase in value since 2012 was still lower than the required 20,000€. In 2015, the €uro to GBP exchange rate increased quite significantly. The value of Mrs Y’s £175,000 offshore bank account was calculated at 237,756.75€ on 31st December 2015. The Modelo 720 – revisited Jan16 value has increased in €uro terms by 21,947.63€. As the increase in ‘€uro terms’ is greater than the required 20,000€, a new declaration has to be made before 31st March 2016. This is despite the fact that the actual capital held by Mrs Y is still £175,000. As mentioned above, it is important to note that the GBP to €uro exchange rate has changed quite significantly since 2012, and if you hold Sterling investments, you may well see an increase greater than 20,000€. Please check carefully.

So, being the handy sort of guy that I am, I made her a ride-on lawn mower and thought she would squeal with delight or something and give me a big hug. 10 common mistakes when renting a property in Spain

Many people, when searching for their new home get so excited at the prospect that they make beginners’ mistakes: Not checking the estate agents’ fees. If you wish want the estate agent to find you a property, you will probably have to pay for this service; the charge could be either a fixed fee or a percentage of the rent. Not checking whether the property is furnished or not. If it is furnished, ensure that there is a signed inventory of the furniture which is to stay in the property. Not checking the energy efficiency rating, homes with a higher rating will cost less to heat.

Not having (and keeping a signed copy of) a rental contract, insist on having the rental contract and everything the property includes in writing to avoid any misunderstandings. Also include terms and conditions of the contract, should you need it later on.

Not asking for and keeping a copy of the receipt for proof of payment of the initial deposit and monthly rent. The deposit is usually equivalent to one or two month’s rent, it may not be used to pay the rent. Ideally it should be held by a third party.

Not stating in the rental agreement who is responsible for paying the utility bills, community fees, local charges, and making minor repairs to the property.

Not making an accurate inventory at the beginning and end of your tenancy. It's a good idea to ask for an inspection a couple of weeks before you move out, this gives you time to fix any possible damage and regain your deposit as quickly as possible.

Emblazened bull in fight between Townhall and Church

There is great National concern about both ‘Bull Fighting’ as well as ‘Bull Running’ and the last thing Jávea wanted was for the bull chosen to rage around Plaza Iglesias (between the Town Hall and San Berolomé church) to want so much to escape the torture of having his horns (in reality it was like wearing a paraffin soaked hat) set on fire. It was the climax of the San Sebastia fiestas The bull was kept in a tight wooden packing crate, attached to rope that ran out of a hole and through a sturdy concrete post, to which he was dragged so the ‘blazing hat’ could be attached to his horns. I cannot comment on the psychological damage to the bull, but the bull’s owner would not want to see his animal harmed, it it his pension. This bull was exceptionally strong or determined - and wrenched the concrete post off its special anchoring legs which were recessed in a manhole. The ‘bou embolat’ is not released until the Guest of Honour or Fiesta Queen has lit the bulls horns/hat.

Proving the playing field is uneven, organisers claimed 2500 people were present when the bull tore the restraining post out of the ground, but said only 50 people attended an anti demonstration the following day. The Years are getting shorter - like the weeks

When we were children a year seemed to last a very long time. I remember looking forward to the school summer holidays that seemed to take ages to arrive. As we get older, the years seem to fly past much faster and now that I am in my 70s, I don't know where the time goes. Clive and I live in a fairly new apartment block on the outskirts of Jávea town. As there is a swimming pool on the roof, there are no facilities for residents to dry large items of washing. We all have small airers where we can dry small items on the terraces but sheets would be impossible. Because of this, our monthly rent includes an arrangement whereby every Tuesday morning, I strip the bed and put the dirty sheets in a plastic bag outside the front door. They are collected during

As many of our readers know, I am a volunteer (with my husband Clive and Son Peter) in the Oasis Help Centre in Jávea Port. We are there Monday to Saturday from 10am to 2pm and Clive and I are there on Sunday mornings shortly after 10am to get the premises ready for the Church service at 11am. One of our customers was talking the other day about the Copishop that was situated on the corner of Calles Dr. Fleming and Severo Ochoa, that we established about 13 years ago. It was from these premises that we started the Grapevine magazine. He said he used to go to the Copishop for all his photocopying years ago when we first opened, but for the past three years he had been using the Oasis Centre for his copies. I thought he was wrong, there

was no way he had been coming to us for three years, we hadn't been open that long. But he is right, it is three years this month that we opened the Oasis Centre, I just can't believe how the time has flown. But as I have already said, time seemed to pass so much slower when we were children. My Mum was a semiinvalid. She had a bad accident when she was sixteen while she was out on her bike with her brother and sisters. The wheel of her bike got caught in the tram lines and threw her off right in the path of a bus that ran over one of her legs. Road Markings and what they mean

Road markings are there to serve as a means of separation for traffic, but they also provide the driver with information about the type of road and potential risks ahead. Every road paints a picture, whether marked or not, the clues are there.

Continuous White Lines A continuous white line on the road means that no vehicle is allowed to cross that line. A longitudinal mark consisting of two continuous lines has the same meaning. You are not allowed to cross the solid white line for any reason, such as turning into another road or overtaking. The only exception is in order to pass a cyclist, giving the minimum distance, and only when no other vehicles are approaching and only when it is safe to do so.

Broken White Lines A broken white line is intended to guide the movement of vehicles within lanes and no vehicle should cross that line unless it is necessary and the flow of traffic permits it. You are permitted to cross the broken white line in order to carry out a manoeuvre such as overtaking, so long as the way is clear, you don’t impede the movement of other vehicles. You must avoid the manoeuvre if you will not have time to return to your lane safely and before any other markings. Where the white line is broken and singular we are permitted to cross, if needed and if it’s safe to do so. Broken white lines are also used to indicate the approach to hazardous areas and locations. In the event of the gap between the lines being shorter than normal, it indicates an area more hazardous than usual. These lines are also often wider. Broken white lines are also used to indicate a special lane for certain types

of vehicles, in this case the lines are significantly wider than in the general case.

Double Solid Lines Double solid lines have the same obligation as single lines, in that no vehicle is allowed to cross that line. Double lines are also used on reversible lanes or when traffic flows in both directions. This road has double solid white lines in the centre. No vehicle is permitted to cross that line. However, it would also have the same meaning if it was only a single, solid white line. In the event of one side of the double line being broken, vehicles on that side of the lane are allowed to cross the line if necessary, but vehicles on the side of the lane where the line is solid are not permitted to cross. This does not prevent vehicles which have been carrying out an overtaking manoeuvre to return to their own lane however.

In this example, vehicles heading in the direction of the picture are not permitted to cross the solid white line. Vehicles coming in the opposite direction are permitted to cross as their line is broken, but only if it is safe to do so. The lines marking the edges of the road and parking areas are not considered longitudinal markings.

Stop Line A solid line arranged across the width of one or more lanes indicates that vehicles must not cross that line unless the obligations of the road are complied with. If there is an octagonal “Stop” sign for example, or if the words are written on the road, then the vehicle must stop and give way to traffic on the

In the event of the line being located at traffic lights or pedestrian crossings then the obligations of the driver to stop are as per the rules relating to those signs or signals. In the event of your vehicle being a motorcycle, the rider must put a foot down on the ground in order to ensure that the vehicle has stopped correctly. The Stop Line is across the road near to the octagonal road sign. Here the word “STOP” is also painted on the road, but that is not always the case.

Give Way Line A broken line across one or more lanes indicates that, except in unusual circumstances that reduce visibility, no vehicle may cross that line until the way is clear and they have given way to vehicles on the main road. These marking may also be used at crossings, in which case the traffic lights and general rules of the road must also be adhered to. The Give Way lines on this picture are at the end of the lanes on the right, protecting traffic on the roundabout. They are accompanied by an inverse triangle painted on the road, but this is not always the case

Cycle Crossing A cross consisting of two parallel dashed lines on the roadway indicates a pathway crossing for cyclists. Cycles may be ridden over crossings designated as for their use. Cycles may NOT be ridden across pedestrian crossings.

Speed Limit Sign In the event of a speed limit being printed on the road, usually by means of numbers within a circle, no vehicle may exceed the speed in kilometres per hour. If the figure is located within a lane, the prohibition only applies to that lane.

Lane Arrow An arrow within the confines of a lane indicates that every vehicle must follow the direction indicated by the arrow. If your intention is to continue in a direction other than where the arrow points you must instigate the necessary safe procedure to move into the correct lane.

Double arrows, such as those on motorways at junctions, indicate that the lane may be used by vehicles continuing in the direction of the main carriageway, and those preparing to exit. An arrow at the approach to the end of a lane indicates that another move needs to be correctly initiated in order to leave the lane. A curved arrow situated between the spaces of the central white lines moving from the left of that line to the right, indicates the approach to a section of road where a continuous white line separates traffic and therefore vehicles such as those overtaking must return to their correct lane as soon as it is safe.

20 new rules to remember for Spanish road users

Government’s recently passed reforms will mean heftier fines for violators and alcohol tests for pedestrians as well as a ban on speed camera detectors. The 120km/h maximum speed limit may be raised to 130km/h. Congress recently passed new traffic legislation that will affect how motorists and cyclists use Spain’s roads. While the law will not come into effect for some months – and some of the reforms still need to be specified by a new regulation code slated for approval in June – these are some of the biggest changes to keep in mind when driving or pedaling along Spanish roads in the future.

1. Helmets mandatory in cities for cyclists under 16. After a long row over safety issues, the Popular Party has backtracked on its intention to make helmets mandatory for all riders within municipal limits. In the end, only minors will have to wear them. Not doing so could lead to fines of 200 euros for parents.

2. Small children may not ride in the front seat. Law enforcement officers will be able to stop and fine drivers carrying children under 1.35 metres in the front passenger seat, unless all the back seats are already taken up by other children also under the height limit (or the car has no back seats at all). Until now, under-12s could ride in the front as long as they had a booster seat or other approved retaining device. Taxis will have to follow the same rules, but parents, not taxi drivers, will be held accountable for violations. Fines can also reach 200 euros.

3. Bigger fines for drink driving. Driving with double the allowed limit of alcohol in the blood will now mean a fine of 1,000 euros rather than 500. Those caught driving under the influence twice within the same year will get slapped with a 2,000-euro fine the second time round.

4. Fines for driving after taking drugs. The new law eliminates the need to prove that drug use influenced a person’s driving. Now, all it takes is a saliva test: if the result shows the presence of drugs in the body, drivers will be presented with a 1,000-euro fine regardless of whether the substances affected their driving or not. Prescription drugs are excluded.

5. Alcohol and drug tests for pedestrians. Pedestrians caught violating a traffic regulation – by crossing the road at the wrong place, for instance – will be obliged to submit to a drug and alcohol test. Until now, this was only the case if they were involved in an accident.

6. New speed limits. While the current speed limit on highways and freeways is 120km/h, the reforms contemplate raising this to 130km/h. The new code scheduled for approval in June will determine where and when this speed may be legally reached. Penalties will be the same: starting at 100 euros for vehicles going up to 150km/h. 7. No minimum speed restrictions for bicycles. This reform aims to solve a problem faced by cyclists in cities. Until now, vehicles could not travel at a speed below 50 percent of the limit. going faster than 25km/h. Freeways remain off-limits to cyclists.

8. Ban on speed camera detectors and jammers. The new legislation expressly prohibits the use of speed camera detectors: drivers caught using them will be liable to fines of 200 euros and the loss of three points on their license. Speed camera jammers are considered much more serious and entail penalties of 6,000 euros and six points off the permit. Only alert systems offering information about the locations of speed cameras based on databases will be legal. Drivers with GPS devices incorporating speed camera detection capabilities will have to deactivate this option.

9. Foreign residents must register their vehicles. Because foreigners living in Spain were not under the obligation to register their cars here, in practice it was difficult to get them to pay traffic fines or submit to controls. The new regulations will determine the deadlines and conditions for vehicle registration.

10. Road works. It will be considered a serious offence to conduct any kind of road works without first informing the pertinent traffic authorities.

11. Road debris. Dropping items of any kind on the road will carry high penalties because of “the danger it poses to other road users.” 12. Inspecting driving schools. Hindering health department or traffic inspectors trying to carry out checks on driving schools and other vehicle-related centres will be considered an offence.

13. Police can fine vehicles without stopping them. Officers will be able to fine vehicles without hailing them down if they are performing duties that prevent them from doing so or giving chase.

14. Drivers to be responsible in accidents involving game animals. Until now, such accidents were only blamed on drivers if they were in violation of the rules of the road, otherwise the state or the owner of the hunting preserve were held accountable. Under the new law, drivers will always be considered to blame unless it can be proven that the animal stormed the road as a result of a big-game hunt held that day or within 12 hours of one having taken place. The state will only be accountable if it fails to provide proper warning signals or to mend broken fences. In practice what this means is that no compensation will be handed out in the event of a driver being killed or seriously injured after a collision with an animal on one of Spain’s nearly 25,000 hunting preserves. she would never walk again. But Mum wouldn't give in, she would go to the bathroom in her wheelchair when the nurses weren't watching and force herself up onto her feet and in the end she Me at about 4 years oldfinally walked out of the hospital 13 months after being admitted. She told me that every Monday while she was in hospital, a big basket of fruit and flowers was delivered to her bed by someone who had witnessed the terrible accident and she never did find out who was sending them. Because of the accident, Mum was often in hospital when I was a young girl, to have various operations on her leg and I was sent to stay with my Aunt Sally and Uncle Jack who lived in Hackney. The first time I went I was only five years old and I was heartbroken to be separated from my Mum. Auntie Sally had two grown-up children Margaret who was married, and Jimmy who was single and lived at home. Their youngest daughter, Rosemary, was two or three years older than me. They lived on the ground floor in a block of old apartments called Navarino Mansions. The apartment next door was Dr. Sherwood's surgery and in the waiting room there was a door which led into Auntie Sally's apartment because she was the caretaker for the Doctor. She kept the surgery clean, opened each day before the Doctor arrived to admit patients and took emergency calls for him on the telephone he had installed for her in her hallway. I had never seen a phone before and I used to love to hear her pick up the phone and in her clear voice say "Clissold 1-0-9-6, Dr. Sherwood's surgery." Sally's apartment was not very large. There was a lounge/dining room, one large double bedroom, one single bedroom, small kitchen and toilet off the kitchen. Because my cousin Jimmy was still living at home, it meant that Rosemary had to sleep in a bed in the same room as her parents. So when I went to stay with them, I slept with Rosemary in her bed. The first night that I arrived I was so lonely and so missing my Mum that when they put us to bed, I just lay in bed and cried and cried and cried. Nothing they could do would

make me stop. They tried giving me hot drinks, telling me stories, but I wouldn't stop crying. (I must have been a real pain!). In the end, in desperation, they got me out of bed and took me to Jimmy's bedroom where Rosemary had her huge cupboard full of toys and books. They opened the cupboard doors and showed me all the toys. That stopped me crying! Our family lived on a very limited income and I had very few toys and books and had never seen so many before except in the toy shop. They promised me that if I went back to bed and straight to sleep, the next day I could have all the toys out of the cupboard to play with. That did the trick, nothing like a bit of bribery!! I loved being with Rosemary, she was like a big sister to me. I was the eldest child in our family and was big sister to the others, but I would have loved to have a big sister of my own. Aunt Sally took us into the Doctor’s surgery when she did her cleaning. Rosemary and I would tidy all the magazines on the big table then go and play in the surgery itself. The Doctor had a swivel chair that I had never seen before. Rosemary sat me in the chair, told me to hold tight to the arms and pushed the chair round and round. I loved it, the feeling was like the swings in the park but this was so much more fun. The Doctor also had the old fashioned scales. Rosemary and I would take it in turns to stand on the platform while the other put the stone weights on one side of the scales and then push the slider along until the scales were balanced. We played for hours in the surgery but we never touched anything we shouldn't. When Friday evening came around, Auntie Sally said we were going to the slipper baths. I didn't know what that was but watched as she gathered up soap, flannels and towels and put them in a bag. We walked round to the front of the block of apartments and along the pavement to a big building that was situated in the middle of all the blocks of apartments. I remember looking round for the slippers but they never materialised! Inside were doors down each side of a long corridor, which opened out into bathrooms with the biggest baths I had ever seen. At home on Saturday evenings Mum would get out the round

tin bath and put it in front of the fire. The youngest would be bathed first, a kettle full of water added when they were finished and the next went in, and so on until we were all bathed including Mum and Dad. But this was so exciting, this big white bath with gushing water pouring into it from a big spout. Sally helped Rosemary and I to get in the water, it was lovely, I didn't want to get out. At home we only had a few inches of water in our tin bath, but the water in this bath was much deeper. When we came out of the bath, Sally wrapped us up in big fluffy towels and sat us on a chair while she had her bath. The water had gone a bit cold and she told us she needed to ask for more hot. In a loud voice she shouted "More hot water in number 3 please." And with that, the hot water came gushing out of the big spout until Auntie Sally asked for it to stop. When we got back to the apartment, she would make us beans or egg on toast with mugs of hot chocolate and she would tell us a story as we had our supper. During the week I had to go to school with Rosemary. I loved the warm classroom, the bottle of milk we had each day and our school dinners. Because Rosemary was only two or three years older than me, Sally would often dress me in clothes that Rosemary had grown out of. In fact this happened for many years. In our home there wasn't much money to buy new clothes but I always had a good supply from Rosemary that in turn were passed down to my sister Linda who was two years younger. But there was one item of clothing that Sally put on me before going to school that I hated. At home Mum always bought plain knickers but Sally bought Rosemary elaborate ones. They had legs in them that came half way down to my knees with frills on the bottom and a pocket. Oh, I still cringe Continued on next page

Continued from page 21 when I remember them. I dreaded PE times at school when teacher ordered us to strip to vest and knickers. I felt so humiliated as the other children sniggered when they saw my long legged frilly knickers and followed me round the hall making stupid comments about me. It's funny the things that we remember! My cousin Jimmy worked during the week but at weekends he used to spend time with Rosemary and I. He had a scooter and he would take us for trips around the block. I loved to be with him, he took us for long walks on Saturday afternoons and bought us ice-cream and sweets. Sometimes he would take us all out (including Auntie Sally) on the bus to do shopping or to visit one of his friends. It must have been coming up to Christmas the first time I stayed with them because one evening Jimmy brought a new fruit for Rosemary and I, that I had never seen before. He cut it in half, gave us each one of the halves and a safety pin, and told us we had to pick out the seeds with the pin and eat it. Of course that was the first encounter I had with pomegranate and Rosemary and I would sit for ages picking the pips out. I stayed with my Auntie Sally a few times in my younger years but when I was eight and my sister Linda six, it was decided when my Mum was going into hospital for a long period for the birth of our youngest sister Carol, that Linda and I would be sent to a children's home to save splitting us up. When Mum had her accident she broke her pelvis that meant all her children had to be born by caesarian operation. She received a telegram while we were having a bonfire and fireworks on November 5th, telling her she was going to be admitted in two days time. So Dad took us to Henniker House, where we stayed for nine weeks, all over the Christmas period and it was the most horrendous time of my life, but that is another story. When I was eleven Mum had to go into hospital yet again, and I begged Dad not to send us to the children's home. So it was decided (it wouldn't be allowed today!) that I would not go to school but stay at home and look after the family. By this time I was the eldest of four children, but Carol the youngest (who was only three) would be sent to Auntie Lilly to be cared for. By the time I was eleven years old I was a proper little mother anyway. With having a semiinvalid mother, I used to do all the shopping, most of the cleaning, and some of the ironing, and I often made beans on toast for our tea. We all had a

good school dinner so only needed a snack after school. We lived in a big house on the New Cross Road in South East London which was divided into two apartments. The Dixon family lived on the ground floor and basement and we had the first and second floors. We got on well with Mrs. Dixon and it was decided that she would keep an eye on me as I looked after the others and help whenever she was needed. So I stayed at home and visited Mum in hospital with Mrs. Dixon in the afternoons all the time Mum was in hospital. When I think back I wonder how we all coped, but we did. Life is so different for the children of today, they have so many material things, but I loved my childhood and wouldn't swop it for anything. My Dad was a great help while Mum was away, he was a good cook and always did all the washing up in the evenings. But I had a special relationship with my Mum, I helped her in any way I could so she could rest her legs. She taught us all to be truthful, honest, hardworking and to live life to the full. What more could one ask for?

KEEPING OUT OF TROUBLE - OR HOW TO COPE IF YOU DON’T What you have to do if you're arrested - “You’re Nicked”

Social Services Councillor, Pepa Gisbert, said the latest Lions Club donation is in addition to support when social workers need emergency help. In many cases, and always at the discretion of Social Services, they are responsible for paying the bills for electricity, water or medical care, dentist or optician for those whose needs exceed their income. Caterpillar Warning

Jávea’s pine trees are already releasing Processionary Caterpillars from their nests. The pine processionary caterpillar is the larval form of the Thaumetopoea pityocampa moth. Most residents are aware of the serious dangers this insect poses to pets, in particular to dogs, with many lethal cases reported each year, but children are also particularly susceptible to lepidoptera-related conditions, more than likely because their natural curiosity leads them to touch the caterpillars or play with sand or vegetation that contains these insects. To a lesser extent adults can also be affected. Several cases of anaphylactic reactions have been reported in recent years, which if not treated immediately can be fatal, while in less severe cases there can be a variety of reactions, from rashes and skin irritation to inflammation of the respiratory tract.

How does the Caterpillar cause adverse reactions in humans? The caterpillar develops small

microscopic urticating hairs during their last 3 larval stages (between 150 and 200m long and 5m in diameter) that are laced with toxic substances. These hairs can easily detach should the caterpillar be disturbed or are shed and can become airborne, especially on windy days as well as left in underground nests and deposited on pine cones, trees or anything else in the vicinity of infected areas and may persist for a long time in the environment, with patients showing reactions throughout the year. If these hairs come into contact with the skin, eyes or become lodged in the respiratory tract, they can cause irritations, ranging from mild rashes, respiratory problems to severe cases of anaphylaxis. In the first days of spring (between January and May depending on the region), mature caterpillars will leave the pine trees in a procession, led by a female to a place where they burrow into the ground (edges of the forests or clearings in mountainous areas in cold or temperate habitats and shady areas in warmer areas). It is at this time when the greatest number of reactions to the insect occur: chances of contact are higher and the number of hairs and allergenicity of the caterpillars are the greatest.

What to do if you suspect contact with the Pine Caterpillar? Scratching should be avoided as this will exacerbate symptoms when the caterpillar hairs rub against or become lodged in the skin or mucosas. In the event of anaphylactic reactions, early diagnosis is needed, along with immediate treatment with epinephrine, which needs professional medical help immediately.

What to do if there is an allergic reaction

ANAPHYLAXIS Severe reactions occur rapidly – immediately after the patient comes into contact with the insect. Patients having a severe allergic reaction may have hives, wheezing, chest tightness, stomach pain and complain of nausea, difficulty breathing and swallowing due to swollen throat tissue. Their blood pressure may drop leading to dizziness and fainting. A severe

allergic reaction (anaphylaxis) can be treated by epinephrine (adrenalin). People who have suffered a prior episode of anaphylaxis often have prescribed an auto-injector of epinephrine (adrenalin). Mild allergic reactions include sneezing, itchy eyes, runny nose and skin rashes. Mild allergies are not life threatening and are usually controlled by antihistamines.

PATIENT CARE Perform a primary assessment and monitor the patient using the Cycle of Care (this skill is taught in all of our courses). If the patient carries an epinephrine (adrenalin) kit, help the patient use it following the included directions. If emergency medical services (EMS) are delayed or not available, a second dose may be injected if severe allergic reaction persists. Continue to support the patient until paramedics arrive. Responsive patients may prefer to sit up for easier breathing. In the months in which the caterpillars descend in processions from the pines (February to April in cold winters, January to March in milder winters), it is recommended not to walk through pine forests infested by the insect, especially on windy days. Pets (for example dogs) should also avoid these forests at this time. If caterpillar processions are seen, keep children away and NEVER disturb, touch, or sweep them (thousands of irritating darts will be released). If they are on your land, once they have gone underground, you can moisten the surrounding area to ensure that the hairs of the caterpillars remain on the ground. Do not collect objects (pine cones, wood, etc) from infested pine forests or touch the caterpillar nests. If you live on land with pines, in the last months of winter and in spring, do not leave your washing outside to dry. Avoid disturbing the earth in pine forests or the surrounding area. In cases of occupational exposure, precautionary measures are essential when working in infested pine forests. It is important to leave as small an area of skin exposed as possible and to wear appropriate clothing (eg, shirts and trousers that cover your arms and legs) and footwear (eg, boots). If you are going to perform tasks at the tops of pine trees, use protective goggles or even a mask. Patients allergic to the caterpillar should not work in infested pine forests. This column is about the people in our community and their everyday lives. Last month we turned on the Spotlight and featured a local optician named Xavier Sesé, who talked to us about general eye care and the importance of using sun glasses with approved UV blockers that filter out unwanted sunlight radiation from reaching our eyes. This month our Spotlight continues with another health theme as we take a look at the work of Dr Freya Belló Lozano and Dr Eladio Ayala Vicedo from Policlinica CUME, Javea. While attending the clinic and looking at their work it showed me just how the practises of a modern day clinic has evolved into a hi-tech laboratory that offers rejuvenation and the regeneration of the Mind, Body and Soul. It’s a far cry from the last time I visited a clinic with my mother for an injection. I also remember the stigmas attached to clinics because in the 1970s as a youth growing up, clinics were the places for pregnant women, the elderly or for those unfortunate enough to think they had contracted a sexual disease after a one night stand.

your look and your life.” As you continue to read their story you will find out that this clinic can change how you look and feel and how the technology and techniques used to reshape your physical appearance may no longer require the need for invasive surgery. When I arrived at Policlinica CUME, I was met by Maggie Seddon, who herself works at the clinic as a Fitness Instructor, Pilates and Spinning Teacher, a Beautician and a Sports Masseuse. She had also been appointed by Dr Freya Belló Lozano to be my interpreter for this interview as Linda was engaged elsewhere. Dr Freya Belló Lozano is a General Practitioner (GP) and Psychotherapist (Psicoterapeuta) who gained her Bachelor of Medicine in 1982 from the University of Valencia and holds various society memberships, such as being a member of the International Society for Vascular Surgery Chapter of Phlebology and a member of the Valencian Society of Phlebology. Phlebology is a medical specialist who is able to make a diagnosis and treat disorders of the veins. She also holds memberships with the Society of Cosmetic Medicine and Surgery, and has been trained in Gestalt Therapy at the School of Integrative Psychotherapy in Valencia. Gestalt Therapy is a complex therapy that focuses on self-awareness and looks at the here and now. Dr Eladio Ayala Vicedo, is also a GP and a Bachelor of Medicine and Surgery, which he also gained from Valencia University in 1982. He gained Diplomas in Cosmetic Surgery, awarded by the Spanish Society of Aesthetic Surgery and Cosmetic Medicine & Surgery from the University of Barcelona. He is a member of the International Societies for Vascular Surgery Chapter of Phlebology and the Valencian Society of Phlebology, he is also a Homeopathy Professor at UNED, (Universidad Nacional de Educación a Distancia). Dr Freya and Dr Eladio are married and live in Denia, but as Locum General Practitioners (GPs) they travelled around the Marina Alta as private doctors where they provided holiday and sickness cover for the national health doctors. They also spent a lot of time working at the health centre in the town, where their time was divided between locum work and assisting many of the medical insurance companies with the validation of medical claims, by checking the validity of the claimants well-being that safeguarded the insurance companies against fraudulent sickness claims.

The insurance companies eventually persuaded Dr Freya and Dr Eladio to break out on their own and the couple were persuaded to set up an allpurpose clinic and in 1985, the doctors decided on founding the Policlinica CUME clinic in Jávea. Working as private medical doctors on behalf of the insurance companies meant that many of their patients were expats as in the mid 1980s gaining access to the Spanish National Healthcare System was near on impossible and emphasised the need for private medical insurance. The clinic provided, and still does, medical examinations for drivers, because in Spain it is compulsory for all drivers under the age of 60 years to take a full medical check every 10 years which includes an eye, hearing and reflex test, a past illness check and a test to check your mental faculties. If you are over 60 years old these tests are performed once every five years. Dr Freya confirmed their business model was effective although the process for payments from insurance companies was painfully slow, but they were thankful for the work they had from the insurance companies, as for most new business the future was looking bleak with Spain not being exempt from the 1980s recession that is affecing the rest of Europe. Then the Government dropped a bombshell and decided on some health reforms which led to a change in Spanish Health Laws, that . allowed many expats, if they qualified, to take advantage of the Spanish National Health System and for the first time expats were offered a SIP card that gave them this access. Although this was good news for the expats it was bad news for the insurance companies and for Policlinica CUME. Many patients decided to quit their private insurance schemes in favour of joining a comprehensive national health system, which meant they could visit the doctors or have clinical assistance without having to make additional monthly payments. After seeing many patients disappear from their register, the time eventually came when the doctors had to make a choice. Do they return to providing locum support or continue with the clinic? A decision of courage was made when they decided to expand their services and invest at a very difficult time, and so the clinic got a make-over of its own and Policlinica CUME became a Health and Beauty Clinic, which incidentally celebrated its 30 year anniversary last year. Dr Freya described the new services added to the clinic’s resumé and although these topics are interesting it is the mind blowing technology that has become the game changer. surgery where it is explained to me that the clinic uses techniques like

Crioesclerosis, a technique where a cold solution is injected into the vein which leads to total elimination of the vein swelling. Other procedures include Homeopathic Mesotherapy, where small painless injections are given along the route of the damaged vein, and in turn the injected material helps to stimulate the lymphatic circulation giving a long lasting result from having one session. TRV for larger vein problems uses an injection consisting of a sclerosing foam that is controlled with ultrasound which closes the vein. Laser is also another treatment that is effective but all in all, there is no need for hospitalisation or long periods of sickness as these days the elimination of varicose veins is a case of popping in and out of the clinic. Muscular and joint pains can often cause temporary or permanent disability, not only are these pains uncomfortable but they can come and go as they please and so I was particularly interested to find out more about the treatments available? Dr Freya started with Cryoelectrophoresis, a painless way of delivering pain relief through natural or active medicines, that are inserted deep within the area of where the pain radiates and it provides effective relief from conditions like Arthritis, Carpel Tunnel Syndrome, Lumbago, Discopathy and Eczema and surprisingly Acne. Mesotherapy is another form of painless relief for Osteoarthritis, Sprains, Tendonitis, Back and Sciatic Pain which I am sure most of us ageing folk have experienced and we know just how painful this group of problems can be. Linda suffered tendonitis for several months last year, and had to bathe her foot once a day in a solution and rest it for several hours a day. Eventually it did get better only for me to be diagnosed with it a month later. Mine lasted for several weeks and yet in both cases the

doctors could not pinpoint the route cause and so we are unsure if it will redevelop again this year, maybe if it does we will pop along to the clinic and take the treatment where we will update you. Climbing Montgó more than once a week

Raul Bover decided at the beginning of 2015 that he would climb to the top of the Montgó every week, and donate 5€ to the local Red Cross when he did it. During the year he completed the climb to the peak 63 times, and handed over 675€ and his own reward was one of fitness and gain precious views of the whole region. In a message on Facebook, Bover thanked all his friends who had climbed with him and said he was giving the money to the Red Cross “because they know the best use of money in these times when so many are suffering.”

Three men went deer hunting, and as they crossed the field going to the woods, a huge buck jumped up in their path. All three fired at the same time. The buck dropped, and as they came up on the buck, they realized they had a problem. Which one of them shot the deer? As they discussed the problem, a game warden came along to check for hunting licenses. He offered to sort out the problem, examined the deer, and said, “One of you is a preacher, right?” And sure enough, one of them was. “Well, preacher, your shot is the one that got the buck.” Amazed, the men asked how he knew one of them was a preacher and that the preacher's shot was the one that scored. “Simple,, the game warden said, “It went in one ear and out the other.” As a preacher, it does feel that way sometimes. Promotion of ‘Swiss Cable’ began when Jávea Evangelical Church held a ‘MiniMarket’ each Friday morning at their original Oasis premises in Calle Andrés Lambert (now part of the Mas y Mas supermarket). Silvia, a charming Swiss lady arranged for us to have a ‘demo’ aerial installed, and in return we showed people what they could receive. That must be 15 - 18 years ago when there were a host of rumours spread by satellite dish installers that Swiss Cable was illegal, but that the SKY service they provided was completely legal - if you claimed to be living in the United Kingdom. The original business involved digging trenches and laying cables and repeaters on urbanisations in and around the Costa Nova area. It was very popular and the fact that the signal

disappeared if there was a Gota Fria, was easy to understand. Silvia and Roland were facing a family crisis so decided to sell the Swiss Cable business to a Spaniard who lived in Madrid, Luis Ronda, who was very worldly wise and set about ensuring that all of the paperwork and permissions were correct. Since Luis took over he has increased Swiss Cable Internet customers from 150 in 2009 to more than 1000 in 2016. He has also increased internet speeds from a mere 2MB to more than 30MB in most communities, houses in Jávea and surroundings. He has also increased the BEAM channels from 42 to almost 60 and added HD quality to the most important channels. TV quality is continuously improving. Most customers have been moved to the very competitive TV+INTERNET+PHONE packages. Customers enjoy a one stop shop where they can find all their services, even mobile telephony, at the best price/quality ratios in town, with part time contracts to suit them. Some of my friends plan to end using the TV ‘beam’ service which extended the cable picture over Jávea and beyond, and chose an individual dish because dishmen said it was the future - and Swiss Cable has been losing customers, so I asked Luis for his comments. He told me

“We inherited the infrastructure from Roland and Silvia which includes a cable network of around 200Km of coaxial cable on Balcon Al Mar, Costa Nova and the streets of Cabo la Nao, Pinosol and Pinomar. “This covers around 5,000 houses (not apartment blocks) in Jávea and is very expensive to maintain. It is the only cable network of its size in the Marina Alta and probably Marina Baja. Pinosol and Pinomar areas and others in Cabo la Nao rely on this network for their Internet and TV services. “As a result we run 2 infrastructures which each create different problems: 1. CABLE TV and INTERNET Infrastructure. Very old from the 90s. “Electricity surges, cable cuts (AMJASA, Iberdrola, Garden cutting, adhoc street works, others), boosters end of life, cars crashing against boosters, storms and lightning create disruptions in our service, connectors damaged or noise in the network. Shaun usually runs to fix it asap and Debbie in customer care helps inform customers. However it is impossible to manage a 99.99% availability in this old cable network and we are happy with being around 97% to 99%. We do not have exact data which differs from area to area.”

Continued from page 29 2. BEAM/INTERNET Several TV and Internet masts provide signal to whole areas. When the mast is damaged (storms, lightning, electricity cuts) there is no service. When the transmitters are affected the service is also affected. Luis explained: “If a single independent house has a dish, LNB or cable, connector or digibox fault, there is no service to this house.

“Communities rely on community coaxial cable that is affected by electricity cuts, not properly maintained, and may have been installed since the building was built. Customers in a community may lose their signal if a fuse blows in a distribution cupboard, but it is ourselves who get the blame, although it is the responsibility of the Community. “However, after smart investments in our masts we have managed to get our beam service running at I believe above 99.5% of the time. Bear in mind that 1% off time is equivalent to 3.65 full days of no service. During 2015 our BEAM was off probably 1 day to 2 days in accumulated time off. Sometimes it was working but certain channels were unavailable. “We have 4 people in customer care, which takes a large percentage of our income, but is essential in trying to maintain not only continuous signals to your TV, but explanations mainly in native English but also in German/Spanish/French. We are surprised at the percentage of complaints we receive from Englishspeaking clients. When we see the same customers in a Spanish service queue (Mercadona, Iberdrola, AMJASA) they often do not complain as they do not speak the language. “If you were to see our cost base, the cable network is not profitable. It is inefficient and has a high maintenance cost, like Shaun and others, serving a network which only 40% of our customers can receive. “On top of that we pay content and authors’ rights to SGAE and EGEDA and others to be properly authorised to distribute content. “Some suggest Swiss Cable is expensive, but it is half the price of a comparable service like Telefonica cable infrastructure which is charging between 60 and 90 €uros a month, + IVA for their TV+Internet service. “DVBLAB advertise in Costa Blanca TV mags and is known to us - as it was in Roland’s time - and we still work with them as our providers. They are Russians, technically excellent, and are the survivors of a massive operations by the Guardia Civil to close down pirate providers in 2008-2009. They do not operate any CABLE Infrastructure, as it

is an expensive investment with high maintenance costs and requires Townhall interaction and communication. “They can offer very cheap service in their area (Benijofar) from a single mast that broadcasts to thousands of customers. “This is the problem we have in Marina Alta. We require many masts to cover less people than in the south of Alicante. They have very flat areas. I do not think they could maintain their prices if they needed several masts in hilly areas, each interlinked to the other to maintain service. “It is very costly to invest in masts and we would like to get our service to Benidorm, which is why we are looking at crowd funding.” I asked the most obvious question “Why not abandon the cable network and concentrate on the growth areas of beam and fibre optic delivery?” Luis admitted it made economical sense, but was something he would not willingly consider, as it would punish those who supported the birth of Swiss Cable, and said everyone would regard it as the first nail in their coffin.

The 40th Anniversary balloon logo was designed for the Players by Philip McCloy, party catering was in the very capable hands of Penny Grant, on the right of the balloon, and with the help of Kermit the Frog Richard King, left, entertained the party-goers with a review of the year of the (then Janet Phillips) Jávea Players' birth. The players' first production was the double-bill, ‘Murder by Request’ and ‘Meet the Family’. One member of the audience was Jill Reynolds, who joined the Players on the spot and was present 40 years later at the Jávea Players' Studio, partying with the beautiful balloon.
