GATEWAY TO THE LOWCOUNTRY The Walterboro-Colleton County Airport Commission, together with the Colleton County Economic Alliance, has positioned the airport to attract aviation related investments. The Lowcountry Regional Airport (KRBW) is the largest general aviation airport in South Carolina with three runways ranging in length from 5,500 feet to 6,007 feet. The airport is located in Walterboro, one mile from the city’s historic downtown district and just four miles from Interstate-95 with access via three exits. It is situated between Charleston, S.C., and Savannah, GA, where there are ports, two international airports, the Charleston Air Force Base, SPAWAR (Space & Naval Warfare Systems Engineering Center), Global Aeronautics, Gulfstream Aerospace Corp, and the formidable $750 million Boeing Dreamliner project. Charleston and Savannah are both about an hour away by car, as is nearby Beaufort, S.C., which is home to the Marine Corps Air Station Beaufort, affording the airport access to highly trained aviation technicians. The airport also features six instrument approaches, including an ILS, and offers highly competitive fuel prices that are consistently lower than those at nearby airports. An added benefit is that pilots and crew may call ahead to have food delivered to save time while re-fueling. The ILS enables pilots

to fly precision instrument approaches to the airport and land in almost all weather conditions without having to divert to the Charleston or Savannah areas. Additionally, the airport has catering and crew cars available, as well as a Pilot’s Lounge and a flight planning room. There are also new T-Hangars for rent. The Lowcountry Regional Airport was one of the first in a group of airports in the United States chosen by the FAA for the new ADS-B tower, which enables pilots in the air and on the ground to have traffic, weather and other notifications presented on instrument panels in their private airplanes. This is the same information available to airline, military, and other commercial flights throughout the United States. Eventually, there will be thousands of these towers spread throughout the nation and the world to supply this key information to enhance flight safety. This economic development asset adds to the draw and accessibility of the area and is a vital resource for those wanting to relocate for business or arrive by private plane. SC Artisans Center
THE ARTS The South Carolina Artisans Center in historic downtown Walterboro brings a large scale cultural heritage, set amid a small town atmosphere. The Artisans Center is a non-profit retail boutique in a restored eight room Victorian cottage known as the Detreville House. A variety of work is offered in price points from gift giving range to museum-quality collector pieces. From blown-glass to sweetgrass baskets and pottery to folk art, many different mediums are exhibited for the varying tastes of cultural admirers. Along with the gallery, the grounds feature a pass-along garden, a Southern tradition where plant cuttings from one person’s garden are passed along to friends and family. The garden is filled with heritage plants and the town’s native flower, the standing cypress. A Gullah bottle tree looms on the grounds where tradition holds that evil spirits are captured in the bottles before they can invade the gallery. When the wind blows the low howl of those nasty spirits can be heard from the bottle tree. The Artisans Center opened in 1994 and was marked as the official state folk art and craft center on May 10, 2000. The mission of the South Carolina Artisans Center is to interpret, market, preserve and perpetuate the folk art and

fine craftsmanship of South Carolina and create a better understanding of our rich and diverse cultural heritage. With the heart of Walterboro’s Downtown Antique District just one block away, it’s easy to spend the afternoon wandering through the charming streets of Walterboro. The Bedon Lucas House
History
Passing along the quiet, tree-lined streets of Walterboro’s residential areas, you almost expect to catch glimpses of her earliest residents relaxing on the front porches or strolling among the gardens. During the summer of 1784, several owners of large rice plantations in what is now Colleton County, South Carolina, began searching for a location for summer homes. They chose the most ideal spot in the area and named it Hickory Valley. This small summer retreat grew and eventually took the name of two of its original settlers, Paul and Jacob Walter. In 1817, the City of Walterboro became the county seat and was officially incorporated in 1826. Much of the grace and charm of the lifestyle of these early settlers can still be found in Walterboro. The city abounds with fine examples of their architecture, including three structures which are noted in the National Register of Historic Places. Passing along the quiet, tree-lined streets of Walterboro’s residential areas, you almost expect to catch glimpses of her earliest residents relaxing on the front porches or strolling among the gardens. Ancient, moss-draped live oak trees shade the streets lined with quaint houses and churches. The families who founded the city were deeply religious and

they brought their faith with them. Many of Walterboro’s loveliest structures are her churches, some dating back to the 18th century. All major Protestant denominations as well as the Catholic and Jewish faiths are represented in the community. Visitors will also be charmed by a main street almost unchanged since the 1940’s. The planters who lived in Walterboro during the summers established the first library in 1820. This historically significant building is still standing today. If the families who founded Walterboro in 1784 were to return today, they would surely feel right at home. Many of them would be able to walk up the steps of their own houses. They would see the same massive, moss draped oaks that line the streets and could measure the growth of the Azaleas and Camellias that they had planted almost two hundred years ago. culinary culture The Colleton Museum & Farmers Market continues to evolve and grow, incorporating food, fellowship, history and culture into its many community events and outreach. The Colleton Museum and Farmers Market, established in 2010, was developed as a multi-purpose facility that provides a home-base for the local farmers market, a meeting room available at a nominal fee for functions, parties, and local business training, and a dynamic new museum location celebrating the arts, culture, and history of this Lowcountry community. This facility is a comfortable, friendly, accessible space that reaches out to the community encouraging healthy eating; providing retail opportunities for local farmers; giving all residents glimpses into the past through artifacts, documents, and stories; and bringing lessons about the plants and animals indigenous to the ACE Basin region of South Carolina. It is a great combination of commerce and camaraderie, of economics and education, of people and possibilities.

Ace Basin
One of the largest and most successful land conservation efforts in the state, the ACE Basin Project, protects a vital part of the coast between the rapidly developing areas of Charleston to the north and Beaufort/Hilton Head to the south. The Ashepoo, Combahee, and Edisto Rivers which give the basin its name, combine to create one of the largest undeveloped estuaries on the Atlantic Coast. A joint effort between federal and state government agencies, private conservation groups, and local landowners, the ACE Basin consists of approximately 217,000 acres of diverse habitats including pine and hardwood uplands, forested wetlands, fresh, brackish and salt water tidal marshes, barrier islands and beaches. The basin’s unique estuarine system provides invaluable habitat for a rich diversity of maritime resources. The basin also hosts a wealth of wildlife resources, including such endangered and threatened species as bald eagle, woodstork, osprey, loggerhead sea turtle and shortnose sturgeon, and offers a variety of recreational uses.

Wildlife Sanctuary The Walterboro Wildlife Sanctuary in the City of Walterboro offers visitors the ultimate Lowcountry experience, combining history, culture, recreation and education in a southern lowlands setting.
The City of Walterboro offers visitors an opportunity to experience the magnificence of the best nature-based attraction in the South, the Walterboro Wildlife Sanctuary. Colleton County Rice Festival
Fun year ‘round There is always something to do in Walterboro, with festivals and events of all types scheduled nearly every month of the year. Celebrate food, music, art and heritage at our world-class events.
The Colleton County Rice Festival is by far the largest event in Colleton County, bringing record crowds of about 40,000 people each year.
Another featured event this year was Palmetto Dock Dogs. Area residents were able to bring their dogs to participate with the professionals.
Celebrating the county’s history in rice cultivation and agriculture, and featuring the world’s “Largest Pot of Rice,” the Rice Festival is a safe, wholesome family festival that brings a multicultural and artistic atmosphere to Colleton County and the city of Walterboro, fostering pride and civic involvement by all.
With over 20 arts and crafts vendors, a flavorful food court with a large selection of choices, a spectacular fireworks display, amusement park for the kids and a wellattended parade, the Rice Festival is a community staple celebrating it’s 40th year in Colleton County.
The Rice Festival Committee works to bring new events to each festival. This year featured the Tour de Lowcountry cycling event, a 32-mile metric style ride providing a great opportunity for families, as well as cycling enthusiasts, to get out and see beautiful Colleton County.

Ace Basin Sports Complex
Recreation The Colleton County Recreation Center not only features activities and sports for our local youth, it is home to the Ace Basin Sports Complex, which draws teams from across the state. The Colleton County Recreation Center, which is located at 280 Recreation Lane in Walterboro, is a facility with something for everyone including but not limited to seasonal youth/adult sports, gymnastics, volleyball, karate and Weight Watchers. The center also has a newly renovated fitness center, indoor room rentals, an outdoor covered picnic area for special gatherings and a great playground for children up to 12 years of age. The Ace Basin Sports Complex, Colleton County’s new, stateof-the-art ball park, is one of the few venues in South Carolina with 12 fields at one site. Teams travel from all over the Southeast to participate in the many weekend tournaments held each year. In 2014 the Ace Basin Sports Complex hosted 41 tournaments, with an average of 30 teams per tournament. Dogwood Hills Golf Course
GOING GREEN Thanks to the forward-thinking administration of Colleton County, a Lowcountry gem is now open for business once again.
Dogwood Hills Golf Course is conveniently located in Walterboro. If you’re looking for a great round of golf or a place to work on your golf game, look no further. Dogwood Hills Golf Course provides an exceptional 9-hole golf course that rolls through a classic Lowcountry swamp. Additional amenities include a short game area, putting green, access to a driving range, and a pro shop.
After months of preparation and the help of local citizens and the assistance of the City of Walterboro, Dogwood Hills Golf Course re-opened August 21, 2015.
The 141-acre facility was designed by Donald Ross and was constructed in 1929 as the Walterboro Country Club. In recent years the privately owned club faced financial difficulty and had to close. Not having a golf course was unacceptable to many citizens, and Colleton County Council lead the cause to rebuild the course.
The course will host a number of tournaments this year, under the leadership of golf operations manager John Glass. The Colleton County High School and Colleton Prep golf teams will use the facilities for their practices and home matches, and the grounds will be available for other events.
“County Council has felt there was a need in the community for the facility and asked the staff a number of months ago to study the possibility of the operation of the golf course.” County Administrator Kevin Griffin said.

Cougar New Tech — A progressive school where students use technology to complete group projects as they would in a professional work environment. The Cougar New Tech Entrepreneurial Academy at Colleton County High School is one of only 150 schools in the national New Tech Network in the U.S. and Australia.

Project-based Learning is the core of the instructional approach. At New Tech, learning is contextual, creative, and shared. The smart use of technology supports the approach to instruction and culture. All classrooms have a one-to-one computer ratio, allowing everyone to grow and flourish as a self-directed learner.
Last year’s projects included the Colleton County Animal Shelter, homelessness, at-risk African-American youth, antibullying, foster kids and teen pregnancy, among others. Many of the sophomores and juniors also take college-level courses at USC Salkehatchie, as well as participating in other activities such as band and sports. Courses are taught in double classrooms by pairs of instructors who integrate subject content to create projects that are both standards-based and relevant to learners’ lives.
This past year, American Graduate, a public media association that helps to provide a solution for schools that are experiencing excessive high school dropout numbers, discovered Colleton County and Cougar New Tech. They selected our students as the model for students making a difference in their communities and ensuring that all students reach their goals for the future.

Colleton Prep is an independent, coeducational, college preparatory school for students in grades K-5 through 12. The school seeks to provide a challenging and traditional college preparatory curriculum that prepares students to meet the academic demands of post-secondary education, as well as to become responsible, productive citizens. Emphasis is placed on rigorous academics, fine arts, interscholastic athletics, technology, and a commitment to service and leadership. Students are encouraged to develop and achieve their full potential in all areas of intellectual, physical, social, emotional, and spiritual growth.
Colleton Preparatory Academy is accredited at the Advanced level, the highest evaluation given, by the South Carolina Independent School Association and has maintained that distinction since it was first offered. In 2014, CPA earned the distinction of becoming an AdvancED school, through the Southern Association of Colleges and Schools.

The University of South Carolina Salkehatchie has two regional campuses located in Walterboro and, neighboring, Allendale County. At USC Salkehatchie, students can complete the first two years of most USC major areas of study. Additionally, after completing an associates degree at USC Salkehatchie, students can continue working toward a four-year degree online via the new South Carolina Palmetto College. Students may pursue one of seven bachelor’s degree completion programs, including elementary education, nursing, liberal studies, organizational leadership, business, criminal justice and early childhood education. With degrees from over 25 different universities across the nation and internationally, the USC Salkehatchie faculty brings not only expertise in their fields but a commitment to teaching, research and service that benefits not only their students and the campus, but the greater Walterboro/Colleton

trained workforce Palmetto Training helps people help themselves, building confidence among the workforce and adding value to the community. Putting people to work is what Palmetto Training Inc. is all about. The first step is training, pure and simple. Without the proper skills and know-how in a lucrative field, an unemployed or under-employed citizen cannot move forward. “We do what industry wants to get people trained the way they want them trained — not using some canned curriculum. That way, they will hire our people,” said PTI owner Eddie Jackson. “Part of the training is making sure the students also get all the necessary certifications. Almost all of our programs include a form of NCCER, OSHA, or AWS certifications ... not just a Certificate of Completion.”
The staff and faculty are always on the lookout for new jobs, and inform students of new opportunities as they become available. Students can also use the school computers for job searches and to apply for their new jobs online. Again, the proof is all in the numbers. PTI’s graduation rate has steadily been over 90%, and of its graduates, over 90% have found jobs in their new field of study. Many have jobs lined up weeks before graduation. Courses offered include Class A CDL; NCCER AWS Welding Certification; Machine Tool Technology; NCCER Electrical; Mechatronics; NCCER Core Curriculum; OSHA Construction Safety; Industrial Maintenance; CNC Set Up, Programming and Operation.
Of course, training is not the only thing offered. Without a job, any new skill set is useless, which is why Palmetto Training, Inc. offers free job placement for all of its graduates.

It is the headquarters for employment services beginning with unemployment claims and following through the entire scope of the job search and training for the next opportunity. Lowcountry Workforce Development and SCWorks are on site to help deliver a variety of resources to provide a skilled workforce to Colleton County’s business and industry. Included in those resources are incentive programs to help grow business workforce training programs. Adult Education The mission of Colleton County Adult Education is to enable the adult learner to enhance academic skills necessary to enter the workforce and retain employment.
programs offered Basic Skills Education Program Colleton County Adult Education serves around 900 adult learners every year and the vast majority of those students enroll in a Basic Skills Education Program. Certified and highly qualified teachers work with adult students building on life experiences. Students practice reading, writing, and math skills for 12 hours during the morning session or six hours during the evening session each week. Adult learners are encouraged to practice outside of class as often as possible to ensure success in a timely manner. E-learning is encouraged through internet based software specifically designed for the adult learner at no additional cost to the student. Basic skills education classes assist the adult learner to prepare for the WorkKeys Tests, the HSED tests, and employment requirements. ESL - English as a Second Language Adult ESL learners use the interactive Rosetta Stone software and receive small group instruction.

High School Equivalency Diploma (HSED) Test Preparation Colleton County Adult Education has assisted hundreds of students to earn the SC High School Equivalency Diploma which qualifies students to enter both two year and four year colleges in and outside South Carolina. South Carolina High School Diploma Program Many adult learners find it best to pursue their South Carolina high school credential by passing the HSED. However, for adult learners in need of a few high school classes, the South Carolina High School Diploma (SCHSD) program can help. National Certificate Career Readiness Plus (WorkKeys) Colleton County Adult Education provides the adult learner the opportunity to prepare for competitive and rewarding employment. Over 250 employers within South Carolina alone require a National Career Readiness Certificate (NCRC) to apply for employment.

Crescent Dairy moved to a 100,000-square-foot building in the Colleton County Commerce Center in July 2014. The company uses a specialized pasteurizing process to produce milk and other beverages that have a long shelf-life and do not require refrigeration. Their products are currently exported to markets in Europe, the Caribbean and Central America. The company, based in the Dominican Republic, is owned by the Brache family. “When we started our quest to select the state best suited for building our plant, we were looking for a home-away-fromhome kind of feeling,” said CEO Pedro Brache.
