2020 Asphalt Overlay Project This project consists of placing an asphalt overlay on identified streets as funded through the Streets Operating budget. Affected areas will be notified by the City prior to moving into the construction phase. The project bid on July 16, 2020 and will move into the construction phase in the late summer this year.

Paper Shredding Day - September 26, 2:00 - 5:00 p.m. at Pilot Knoll Park

Paper Shredding will take place at Pilot Knoll Park (218A Orchid Hill Road, Argyle, TX 76226) for residents. Mobile, on-site paper shredding ensures that all discarded information is protected from unauthorized use eliminating the possibility of fraud or identity theft. Magic Shred exhibits the highest ethical standards in mobile document destruction for privacy protection within shredding law compliance. This event is free and for Highland Village residents only! Business shredding is not allowed. Please have your I.D. to present at the gatehouse.

Sewer Line Flushing The City’s Utilities Division flushes the sewer mains in all neighborhoods throughout the year. Sewer mains are located inside the City’s right of way or easements. Some easements are inside back yards that City crews will need to access. Sewer main flushing consists of using high pressure water sent through a hose to scour the buried pipeline. You should experience no service disruption or adverse effects from the flushing project provided your home plumbing is maintained and is in good condition. It is recommended that you regularly run water in all seldom used or unused drains in your home to fill the p-traps, close all toilet lids and check all plumbing vents for obstructions. If you do experience water coming out of your drains, you may need to contact a third party plumber to inspect your private plumbing and take corrective action at your expense. Cleaning sanitary sewer mains is a necessary process so the City can remain in compliance with TCEQ mandates and provide the residents with a safe and reliable sanitary sewer collections system that is free of blockages.

No outside watering between the hours of 10:00 a.m. and 6:00 p.m. Hand watering of shrubbery allowed at any hour. Variances to this regulation may be granted by permit only, available at the Municipal Complex (inspections/permits counter). Users of private well water or Lake water for irrigation are required to post a sign indicating so in a conspicuous location. Hand washing of vehicles shall be permitted providing there is no wasteful runoff. Wasteful runoff, by any means, shall be prohibited.

WATER YOUR LANDSCAPE WISELY A common misconception is that you must water your lawn daily or every other day. The truth is, daily watering will WEAKEN your lawn. Water deeply and infrequently. Don’t be waterless, water less, water smart.

Mosquito Prevention is the Best Solution

Mosquito control programs are essential, without them, the mosquito population would flourish and cause potential health and comfort problems. The City has a mosquito surveillance program targeted to capture and test the mosquito species that can transmit the West Nile Virus to humans. Staff will be monitoring mosquito updates for the Denton County area. Here are some tips to help prevent mosquito breeding habitat. • Empty standing water from idle containers such as flower pots, buckets, cups and dog bowls. • Clean bird baths regularly. • Clean roof gutters to eliminate standing water. • Clean out French drain systems so they can drain correctly or treat with larvacide like the Bti Dunks (Bti Briquets) which can be purchased at local hardware stores. • Repair access points in rain capturing systems or treat with larvacide. • Apply an insect repellent when outdoors. • Report dead bird sightings to the City’s Drainage Division or Code Enforcement. When heading outdoors, remember the four D’s: drain, dress, DEET and dusk/dawn.

Update on 2018 Bond Street Improvement Project

City staff evaluated the 126 asphalt pavement streets located within the City using a pavement condition index (PCI) from our Street Maintenance Program. Twenty-three streets were identified as failing; another 25+ were identified as deteriorating rapidly toward the end of their life cycle. In November 2017, voters approved issuance of bonds for various purposes that included authorization to issue bonds in the amount of $2.8 million to fund street improvements. The streets are grouped into four construction projects with engineering design on-going and the construction phase began in the summer of 2019. Weather permitting; the goal is to have reconstruction of the 23 identified streets completed by the summer of 2021. Phase 1 - Complete Rosedale Snowdon Sheldon Ranier Ct. Kids Kastle Community Build Postponed

Phase 2 of the Kids Kastle Community Build, scheduled for July 20-25, has been cancelled. The City is working with the consultant, Play by Design, to reschedule the community build for early 2021.

“We were hopeful we could complete Phase 2 of the build this summer, however with the current state of COVID-19 in the North Texas area we must postpone the community build portion of the project,” stated Parks and Recreation Director Phil Lozano. The City is allowing small groups of volunteers to work on specific projects to keep the construction moving. If your service organization or group would like to volunteer, contact us at hvparks@highlandvillage.org. The community build, originally scheduled for March 23-26 and March 31-April 5, was postponed due to COVID-19. At that time, staff was able to secure May 18-21 with Play by Design, LLC to construct Phase 1 of the project. City staff, consultants from Play by Design, and contract construction workers were able to complete Phase 1 of the project. Phase 2 was then scheduled as a community build for July 20-25. We will keep you updated on the progress and plans.

Mask Up, HV

With Governor Abbott’s recent order requiring face coverings to help minimize the spread of COVID 19, we wanted to provide some helpful information. The CDC recommends that people wear cloth face coverings in public settings and when around people who don’t live in your household, especially when other social distancing measures are difficult to maintain. Who Should Not Wear a Cloth Face Covering? • Children younger than 2 years old • Anyone who has trouble breathing • Anyone who is unconscious, incapacitated, or otherwise unable to remove the cloth face covering without assistance Putting on and Taking Off A Mask safely. • Use straps to put on, covering both mouth and nose. • While taking off, use the straps. The face covering can contain particles of the virus that could be spread. • Throw the mask away, or if it is cloth, wash it after each wear.


Leash Law Information

Please keep in mind that when you have your animal out for your walk together on the trail or any other location within the city limits, the leash law applies. One of the reasons this is so important is because an animal may become frightened if approached by a stranger and, if not restrained, may bite or nip out of fear. Once this happens, our Animal Care Officer is required to quarantine your animal for 10 days to assure it does not exhibit any signs of rabies. We all love our pets and would not want to be separated from them for this period of time so please keep your animals on a leash to protect everyone! Animals at Large (Leash Law, Section 4.042) Any person owning, possessing, or keeping animals within the City shall: • Confine such animals within an adequate fence or enclosure, or within a house, garage, or other building; or • Shall keep such animals confined by leash or chain affixed the animal’s collar and under control of a person • Retractable leashes must be locked at a distance of four feet or less when in the immediate proximity of a passerby. Impounding Of Dogs (Sec. 14-83) The animal care officer may take into custody any dog found at large within the City of Highland Village: • Any dog at large shall be impounded in the designated City shelter. • An impounded dog shall be held for three days. • After the third day of impounding, a dog not claimed, and the proper fee paid, the dog shall be released for adoption. CPR/AED Courses

The Highland Village Fire Department provides adult, child, and infant CPR/AED courses. These courses use the American Heart Association’s research-proven, practice-whilewatching technique. They are held on the third Wednesday of even calendar months from 6:00 pm to 9:00 pm in the Fire Department training room. Cost is $40 for Highland Village residents and $50 for non-residents with resident pricing for Boy/Girl Scout troops. You may pay with cash, check or credit card at the time of the class. Cards will be emailed once you have completed your training. Our next class is scheduled for August 19 and class size is limited. Get a ‘Lyft’ in Highland Village with DCTA Take a trip with DCTA’s Highland Village Lyft Discount program to better live, work and play in Highland Village and north Lewisville! DCTA offers a $13 discount that is automatically applied to an eligible trip before it’s requested. Once set up, the discount is automatically applied every time a rider takes an eligible trip with the Highland Village Lyft Zone, making it easy to take essential trips. During the coronavirus (COVID-19) health pandemic, Lyft now requires all riders and drivers stay home if they’re sick, wear face coverings when using Lyft, frequently sanitize hands and car surfaces, leave the front seat empty and keep windows open when possible. Stay safe when you ride Lyft by following these guidelines. Expanded Program Service Hours DCTA’s Highland Village Lyft Discount program is available Monday through Friday from 5 a.m. to 9 p.m. and Saturdays from 7:30 a.m. to 8 p.m. (excluding major holidays). Service Area and Other DCTA Service Connectivity The Highland Village Lyft Zone includes most of the city of Highland Village and north Lewisville. In addition, riders can access other DCTA services when using the agency’s Lyft discount program including the A-train and Lewisville Connect. Cost to Ride DCTA offers a $13-sponsored discount for each trip to passengers utilizing the program which is available to the general public. The average cost for a trip within the designated Highland Village Lyft Zone is between $6 and $9. Riders will not be able to use DCTA fare as payment for Lyft trips. The discount applies to Lyft trips only. No additional discounts will be offered on any DCTA bus or A-train services.

Household Hazardous Waste Program

Community Waste Disposal provides the Door Side Collection program for safe, easy and responsible disposal of approved hazardous waste and electronics. Items accepted via the HHW & Used Electronics Door Side Collection program include poison, solvent, oil-based and latex paint, aerosols, used motor oil, household and auto batteries, fluorescent tubes, and televisions. Household batteries may also be dropped into the Battery Buckets located at the Municipal Complex and the Public Works building. How to Prepare for Your HHW & Used Electronics Collection 1. Call CWD at 972-392-9300. 2. CWD will mail you a collection kit. 3. Assemble your HHW according to the instructions provided. 4. Place your HHW at your doorstep, where CWD will pick it up. Visit highlandvillage.org/HHW for complete details. This service is provided up to once a month, and is included in your regular monthly trash and recycling charge.

Discount and Trip Instructions Using DCTA’s Highland Village Lyft Discount program is simple and convenient! The “RIDEDCTA2” promo code must be entered into the Lyft mobile app available in the Apple and Google Play stores. Once entered, the promo code will remain active and automatically apply to all trips that meet the service parameters. Visit the program page to plan your trip. Honor a Veteran The City of Highland Village desires to honor Highland Village veterans. All Highland Village veterans, whether living or deceased, are eligible to be recognized provided they meet the following criteria: the veteran, who was honorably discharged, maintained Highland Village residency for a period of at least one year at any point in the veteran’s life. A 2” x 6” plate, funded by the family or a sponsor, will be ordered by the City and placed on the stone monument on the landscaped grounds of the Highland Village Municipal Complex, adjacent to the Armed Forces Monument and the Inland Trail. The ceremony is tentatively will take place on November 10, 2020. An application must be completed and submitted to the office of the City Manager by September 7, 2020 to be included in this ceremony. Once approved, the plate will be ordered.
