The Patrol Division of the police department plays a crucial role in maintaining the safety and security of the city of Edmond. The division is led by one Major,
three Captains, and ten Lieutenants. At full strength, it consists of 75 Patrol Officers and one Civilian Administrative Specialist.
THE LARGEST AND MOST VISIBLE WITHIN THE DEPARTMENT, THE PRIMARY RESPONSIBILITIES OF PATROL INCLUDE PATROLLING THE CITY LIMITS, RESPONDING TO SERVICE CALLS, AND ASSISTING CITIZENS.
Officers in the Patrol Division are encouraged to develop partnerships with citizens in their assigned areas. Building relationships with the community allows officers to better understand and address local concerns, contributing to a safer and more secure environment. Overall, the Patrol Division serves as a vital component in the comprehensive efforts of the police department to ensure public safety and uphold the well-being of the residents of Edmond.

WHEN EDMOND PUBLIC SCHOOLS LETS OUT FOR SUMMER VACATION, EDMOND POLICE SCHOOL RESOURCE OFFICERS TURN IN THEIR BACKPACKS FOR BUG SPRAY, HEAD OUT TO ARCADIA LAKE, AND TAKE OVER LAKE PATROL.
Arcadia Lake has 26 miles of shoreline, and sits on 1,820 acres of land. Our patrol area includes 4 recreational parks, 17 miles of multi-use trails, several public swimming areas, and 4.8 miles of equestrian trails.

On December 12, 2023, the Edmond Police Traffic Unit conducted a 2-hour traffic enforcement operation along Kelly Avenue, spanning from 33rd Street to Covell Road. This initiative was made possible through a grant secured from the Oklahoma Highway Safety Office.

SPECIAL WEAPONS AND TACTICS
In 2023, Edmond SWAT was activated on three separate occasions....
The first involved a murder investigation on Castlerock. The suspect had barricaded himself inside a residence after shooting his girlfriend with a rifle at least 24 times and posting her dead body on social media. The suspect was ultimately taken into custody by Edmond SWAT members without any further injury or additional loss of life.
Another deployment involved a pursuit by the Oklahoma City Police Department involving a drive-by
shooting suspect. The suspect crashed his car at 1920 E. 2nd and ran from the vehicle. Edmond SWAT was activated and served a search warrant on the suspect’s apartment.
The third SWAT deployment involved serving a search warrant related to a child pornography investigation. The suspect was known to have weapons and a history of threats to do harm to public peace and others.
The Criminal Investigations Division (CID) is staffed with one Major, one Captain,
three Lieutenants, sixteen Detectives, three civilian Technical Investigators, two civilian Digital Forensic Examiners, and one civilian Administrative Specialist.
Sworn and civilian personnel utilize collaborative and innovative efforts, to provide quality investigative services to Edmond. Some of the specialized training our sworn and civilian personnel receive includes: Homicide investigations, officer involved shootings, internet crimes against children, interview and interrogation, criminal law, arson, fraud and identity theft, narcotic, sex crimes, human trafficking, evidence and crime scene processing.
CID investigated three homicides in 2023. In all three cases each victim’s cause of death involved injuries sustained from gunshot wounds. Teamwork among detectives and the patrol division was instrumental in solving these cases in an efficient and timely manner.

The Edmond Bomb Squad has six members and is accredited by the FBI Hazardous Devices School. This team responds to explosive or incendiary related incidents, which include improvised explosive or incendiary devices, suspicious packages and commercial or military explosives. The team trains sixteen hours a month per federal guidelines and members recertify every three years.
With
search and recovery operations for persons and property related to criminal investigations, remove lake hazards from Arcadia Lake and conducts public assist dives.
Solving major crimes often requires combined efforts from partner agencies. The following are significant crimes solved in 2023 that involved crucial teamwork with outside organizations:
1989-04822&1991-06486:
In 1989 and 1991, two rapes were committed by similar means in east Edmond. The cases turned “cold” until 2023, when Edmond detectives received notification of DNA matches known as a “Codis hit” from the Oklahoma State Bureau of Investigation (OSBI). Detectives reopened the investigations, and ultimately arrested the suspect, for first degree rape in both cases.
2021-83124:
The Casey’s Convenience Store at 2216 W. Edmond Road was robbed in December of 2021. In July of 2023, EPD received an OSBI Codis hit from a Styrofoam cup that the suspect was drinking out of while in the store prior to committing the robbery. The subject was located in the Jackie Brannon Correctional Center in McAlester, Oklahoma for a robbery committed in Oklahoma City. Edmond detectives interviewed the suspect and charged him with robbery.
2023-40714:
The EPD Special Investigations Unit (SIU) made multiple controlled drug purchases from a house located on North Lottie Street in Oklahoma City. A search warrant for the residence was executed with the assistance of the Drug Enforcement Administration. The case resulted in the seizure of 4.94 kilograms of methamphetamine, 4.95 kilograms of PCP, 1.26 kilograms of cocaine, 182.8 grams of ecstasy pills, 77.9 grams of marijuana, 262.8 grams of counterfeit oxycodone pills (suspected fentanyl), 1 semi-automatic pistol. Two suspects were arrested and charged in federal court.
2023-59647:
EPD Internet Crimes Against Children (ICAC) detectives received cyber tips from the National Center for Missing and Exploited Children (NCMEC) regarding child pornography. The suspect was identified, but had moved to Grove, OK. Detectives served a search warrant on the suspect’s home with the assistance of the Delaware County Sheriff’s Office. Through the use of digital forensics, child pornography images were found on the suspect’s cell phone, and he was placed under arrest and charged with aggravated possession of child pornography.
2023-01886:
The EPD Special Investigations Unit worked with the Oklahoma City Police Department Vice Unit and Oklahoma Bureau of Narcotics on a prostitution reversal sting operation at the Fairfield Inn in Edmond. Eight individuals were arrested for engaging in prostitution and using an electronic device in the commission to commit a crime.

2023-55225:
The EPD Special Investigations Unit including a Drug Enforcement Administration Task Force Officer were called to investigate a possible illegal marijuana distribution and drug proceeds case. A search warrant was obtained for 1817 Pinnacle Lane. 300 pounds of marijuana and $147,000 was seized from the house.
A crime that has as an element the use, attempted use, or threatened use of physical force or other abuse of a person. Determining whether a crime falls within this category, the applicable Federal, State, or Tribal law under which the individual was convicted or pleaded guilty or nolo contendere shall be controlling.
Crimes Against Society, e.g., gambling, prostitution, and drug violations, represent society's prohibition against engaging in certain types of activity; they are typically victimless crimes in which property is not the object.
Under the leadership of Major Tommy Evans, the Special Services Division is comprised of Records, Animal Services, Property, Detention, Wellness , and Quartermaster.

THE EDMOND POLICE DETENTION UNIT CONSISTS OF A DETENTION UNIT SUPERVISOR AND ELEVEN DETENTION OFFICERS.
The Detention Center is staffed 365 days a year, 24/7. The staff is responsible for the booking process of all prisoners who come to the Edmond Detention Center. This includes a lengthy medical screening, fingerprints, and mugshots. Also included is the inventorying and security of all prisoners’ property when they enter the facility. The staff is also responsible for caring for prisoners while they are in the Detention Center. This includes providing required medications and meals.
The Animal Services Unit is responsible for the overall management of the Edmond Animal Shelter. And for providing animal control services within the Edmond city limits. This includes enforcing both local and state animal laws.

This division is responsible for investigating citizen complaints and conducting internal investigations assigned by the Chief of Police to ensure accountability within the department, making certain our officers serve with the highest standards of professionalism and accountability.
The Professional Responsibility Division is also responsible for department training, accreditation, community outreach, audits, promotional testing, oversight of our police academy, hiring and recruitment.
The Training Unit is led by one Lieutenant and two Sergeants. This team is responsible for curriculum, development, training delivery, and needs assessments for the Edmond Police Department. Edmond PD conducts our own basic Police Academy where we go above and beyond the state of Oklahoma’s minimum requirements.
The Training Unit coordinates and instructs quarterly in-services for all officers.
In addition to the dedicated training staff, Edmond PD has a cadre of instructors who assist with in-service and academy instruction.
