Book 40, Pg. –18Minutes of the Alabaster City Council Meeting Alabaster, Alabama October 3, 2011 A regular meeting of the Alabaster City Council was held in the Municipal Annex on Monday, October 3, 2011, at 7:00 P.M., and there were present at said meeting Councilpersons: Present: Sophie Martin, Bob Hicks, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Absent: None. MEETING OPENING The meeting was opened with prayer followed by the Pledge of Allegiance. Council Member Hicks made a motion to approve the minutes of the September 19, 2011 meeting as read. Council Member Martin seconded the motion. Voting – Ayes: Sophie Martin, Bob Hicks, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried. Council Member Walters made a motion to approve the agenda for tonight’s meeting as presented. Council Member Ryals seconded the motion. Voting – Ayes: All Ayes. Nays: None. Motion carried. MAYORS COMMENTS Mayor Frings recognized the Parks and Recreation Department for another great success with their annual “Bark in the Park” activities. This was their fifth year and they registered approximately 2,000 people. Mayor Frings presented Council with a final proposed FY 2012 Budget Report. Budget report is showing General Fund revenues of $22,325,192.40 and expenses of $21,919,959.24 leaving a net effect of $405,233.16 in revenues over expenditures. Garbage Fund revenues of $1,880,000 and expenses of $1,876,200 with $3,800 revenues over expenditures and the Sewer Fund revenues of $4,751,200 and expenses of $4,553,796.85 leaving $197,403.15 revenues over expenditures. Budgets also include merit increases for qualifying city employees. COUNCIL COMMENTS Council Member Hicks read the Police Department Report for the month of September. Council Member Ryals read the Building Safety Department Report for the month of September. RESOLUTION NO. 100311 1. RESOLUTION REGARDING GENERAL FUND 2012 FISCAL YEAR BUDGET. Council Member Moseley introduced Resolution No. 100311 approving the 2012 General Fund Operating Budget as presented by Mayor Frings (see attachment). Council Member Moseley made a motion to approve Resolution No. 100311 as presented with revenues of $22,325,192.40 and expenses of $21,919,959.24 with a net difference of $405,233.16. Council Member Brakefield seconded. Voting – Ayes: Sophie Martin, Bob Hicks, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried.

Council Member Ryals introduced Resolution No. 100311-A approving the 2012 Sewer Fund Operating Budget as presented by Mayor Frings (see attachment). Council Member Ryals made a motion to approve Resolution No. 100311-A as presented with revenues of $4,751,200.00 and expenses of $4,553,796.85 with a net difference of $197,403.15. Council Member Martin seconded. Voting – Ayes: Sophie Martin, Bob Hicks, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried. RESOLUTION NO. 100311-B 3. RESOLUTION REGARDING GARBAGE FUND 2012 FISCAL YEAR BUDGET. Council Member Walters introduced Resolution No. 100311-B approving the 2012 Garbage Fund Operating Budget as presented by Mayor Frings (see attachment). Council Member Walters made a motion to approve Resolution No. 100311-B as presented with revenues of $1,880,000.00 and expenses of $1,876,200.00 with a net difference of $3,800.00. Council Member Brakefield seconded. Voting – Ayes: Sophie Martin, Bob Hicks, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried. 4. SET A PUBLIC HEARING ON AN ORDINANCE REGARDING AN INCREASE IN SALES TAX FOR THE CITY OF ALABASTER. Council Member Brakefield made a motion to set a public hearing for Monday, October 17, on an ordinance regarding an increase in sales/use tax for the City of Alabaster. Council Member Martin seconded the motion. Voting – Ayes: All Ayes. Nays: None. Motion carried. 5. REGARDING WARRANTS.

Council Member Martin made a motion to set a public hearing for Monday, October 17, on an ordinance regarding the Series 2011-A General Obligation Taxable Warrants for the City of Alabaster. Council Member Moseley seconded the motion. Voting – Ayes: All Ayes. Nays: None. Motion carried. 6. SET A PUBLIC HEARING ON AN ORDINANCE REGARDING THE SERIES 2011-B GENERAL OBLIGATION WARRANTS. Council Member Martin made a motion to set a public hearing for Monday, October 17, on an ordinance regarding the Series 2011-B General Obligation Warrants for the City of Alabaster. Council Member Walters seconded the motion. Voting – Ayes: All Ayes. Nays: None. Motion carried. Council President McClain announced a Council Work Session will be held on Thursday, October 13, 2011 at 6 P.M. in the Conference Room at the Senior Activity Center, 1097 7th Street SW immediately following the Finance Committee Meeting which is being rescheduled for Thursday, October 13, at 5:30 P.M. in the Senior Activity Center in lieu of Wednesday, October 12. After brief council and audience comments, Council Member Walters made a motion to adjourn with Council Member Martin seconding.
