Mason Water Moccasins Swim Team Lou Eves Municipal Pool • May 28 – July 29 The Mason Water Moccasins is a competitive summer swim team in the Tri-County Swim League. The team practices at the outdoor Lou Eves Municipal Pool. Participants will improve upon the four competitive swim strokes along with starts and turns, and learn what it’s like to work as a member of a team and the importance of sportsmanship. The Water Moccasins swim team is for children age 4 to 8 who are currently in or assessed at Level 4, and ages 9 and up who are currently in or assessed at Level 5/6. We encourage children who do not possess these skills to enroll in the Mason Swim Academy to develop the skills and endurance needed to participate in a future Water Moccasins season. A try-out is required for all new perspective swimmers. Tryouts for any swimmer not on the 2012 Mason Water Moccasins Team will be held Saturday, April 13, and Saturday, April 20, from 2 to 3 p.m. in the Competition Pool at the Mason Community Center. Swimmers are required to attend only one of these dates. Families of swimmers who make the 2013 Mason Water Moccasins team will be notified via email by April 27. Photos provided by Nicole Ftacnik.

Returning Swimmer Registration

Please register your child by their age as of June 1, 2013. Registration for the 2013 summer season is for returning members from the 2012 Mason Water Moccasins only. New perspective swimmers must attend one of the tryout dates listed below. Registration opens: Monday, April 1

Fee: $100 per swimmer regardless of membership status or residency. Please note a Lou Eves Municipal Pool pass is required to join the Water Moccasins swim team. powered by Mason Community Center is proud to feature the Mason Swim Academy, presenting learn-to-swim instruction based on a proven lesson program developed by SwimAmerica™. Students will be taught by certified coaches as they progress through ten stations of competency. The SwimAmerica format was developed by experienced Olympic coaches and is offered in cooperation with the Mason Manta Rays swim team, one of the top swim teams of its size in the country. Let the team’s experience help you or your child become a competent swimmer even if you do not expect to swim competitively. Group swim lessons are for children 3 to 17 years old. Adults interested in swim lessons are invited to register for adult group, private, or semi-private swim lessons. All lessons are held in the Leisure Pool unless otherwise noted.

Registration Deadline Please register you or your child(ren) by April 12. We regret that we may be unable to adjust schedules to accommodate late registrations.

Prerequisite: Three years old. Some children need a little extra reassurance when first introduced to swim lessons. This parent/child class will do just that. Working with the coach, you will assist your child in learning the Swim Academy Level 1 skills. With your help, your child will learn to put his or her face in the water and blow bubbles. Students will advance to the next level when they can do ten relaxed bobs. Class is geared toward slowly acclimating your child to the aquatic environment without parental assistance. Prerequisite: Three years old and comfortable in the group class setting without a parent. Working with the coach, your child will learn to put his or her face in the water and blow bubbles. Students will advance to the next level when they can do ten relaxed bobs. To participate in this class, your child must be comfortable in the group class setting without a parent. If you register and the first class is difficult for your child, we will transfer your enrollment to a Mason Swim Academy Level 1 w/ Parent class. Level 2 Leisure Pool

Infant Water Safety Leisure Pool The goal of this private, one-on-one lesson is to promote a positive response to the water environment and teach your 6- to 24-month old baby to float on his or her back and get a breath of air. The emphasis is on water adaptation and training the child to react in a constructive manner should they find themselves in water accidentally. Class is conducted with child and coach. PLEASE NOTE: Completion of this class does not mean your child is water-safe. Adult supervision is still required whenever your child is around water. Your child will be introduced to streamline kicking on front and back. Students will advance when they can streamline kick on their front and back for 15 feet. Prerequisite: Have a Mason Swim Academy Level 4 certificate or be able to do ten relaxed bobs, push off the wall and glide on front and back for five seconds, streamline kick on front and back for 15 feet, side glide for 20 feet, and front crawl with side breathing for 20 feet. Your child will learn the freestyle stroke with rotary breathing and the back stroke. Students may advance to the Mason Swim Academy Stroke School when they can swim 25 yards of proper freestyle with rotary breathing and 25 yards of backstroke with ease. Lessons Through Little Feet Is your child new to swim lessons? Has your 3- or 4-year-old had a difficult time adjusting to swim lessons without a parent? Little Feet Learning Center now includes swim lessons on Mondays and Wednesdays at 10:30 a.m. This half-day program has helped many young swimmers adjust to taking swim lessons independently. The program begins at 9 a.m. and gives all participants an opportunity to become comfortable with each other. Then our program instructors escort the group to the pool and participate with them during the lesson time. The comfortable environment makes transitioning into the pool much easier for first time participants. See page 7 for more information about Little Feet Learning Center.

Prerequisite: Have a Mason Swim Academy Level 5/6 certificate or be able to complete 25 yards each of freestyle with rotary breathing and backstroke. Stroke school is for swimmers who intend to learn advanced elements and stroke efficiency in all four stroke types. SwimFit Leisure Pool After completing Stroke School, swimmers can move up to SwimFit, where the focus is on building the swimmer's strength and endurance in every stroke through drills, multiple laps, and on-deck coaching. SwimFit allows swimmers to get the feeling of being on a swim team without the competition. Improve your comfort in the water by learning to submerge, float, glide on front and back, and move through the water while kicking. Prerequisites: Minimum 15 years of age by the start of class; able to swim 300 yards continuously, tread water for 2 minutes using only legs, and complete a timed event with a 10 pound brick within 1 minute, 40 seconds.

We offer lessons for all ages and levels, from preschool to adult. Work one-on-one with a Mason Swim Academy Coach who will customize the lesson to suit your goals, whether you are looking for comfort in the water, improved stroke technique and endurance, or a supplement to the Mason Swim Academy group lessons.

Interested in a great summer job or challenging career as a professional lifeguard? Through videos, group discussion, and hands-on practice, you’ll learn teamwork, rescue and surveillance skills, First Aid and CPR/ AED, and other skills you need to work as a professional lifeguard. This class provides the knowledge and skills necessary to prevent, recognize, and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries, and sudden illnesses until EMS personnel take over. Participants will receive their American Red Cross Certifications in the mail following the successful completion of the course (successful completion of the course requires attendance to all classes, satisfactory completion of all skills taught, and passing a written exam with a minimum grade of 80 percent). Friday classes are held from 6 p.m. to 9 p.m. and Saturday and Sunday classes are held from 9 a.m. to 5 p.m. There will be a break for lunch. Students are expected to provide their own lunch. Family Fishing Derby Pine Hill Lakes Park Enjoy the thrill of the catch at the annual Family Fishing Derby! Summer Reading Story Time program through Mason Public Library

From first moves to checkmate, beginners and United States Chess Federation (USCF) rated chess players are welcome to join this camp to play one of the world's greatest games. Beginners will learn the basic rules, moves, and strategies to win. Experienced players will have an instructor with USCF rating in the 1900's to help them improve their game strategy, discuss openings and end game theory, and give challenging training exercises. Each meeting, players will be paired off to play rounds with other students with similar ratings. This camp will end with an exciting and challenging tournament! In deciding what to send with your child, consider items that will assist with success at camp, the activities your child will be engaged in, and the duration of camp. Suggested items are:

Every Sunday before camp, there will be an optional parents’ meeting from 5 to 6 p.m. in the meeting rooms at Mason Community Center. You may turn in your camper’s paperwork and ask our camp coordinators any questions you may have.

Summer Fun Camp & Counselors in Training (CIT) (Ages 6-15) Mason Community Center Summer Fun Camp is perfect for children ages 6 through 12, each week will feature a special theme, group games, crafts, and sports activities customized for each age group (Kiwis, 6; Toucans, 7-8; Flamingos, 9-10; Parrots, 11-12). All campers will enjoy a movie day and field trip each week. Each day, please pack a full lunch for your camper along with a refillable water bottle, two separate snacks, sun block, a hat, sunglasses, swim suit, towel, and extra clothing in a durable backpack or gym bag. All field trips will be on Friday each week. New this year! Summer Fun Camp will now include a 30-minute SwimAmerica™ swim lesson taught by Mason Swim Academy, four days a week. Children can attend camp and learn how to swim in this convenient format. Campers will also enjoy 30 minutes of organized games and play time at the outdoor Lou Eves Municipal Pool (weather permitting). As a Counselor In Training (CIT), your child will get hands-on experience working with our Summer Fun Camp program every day. CIT will be required to lead group games, speak in front of groups, and provide programming support for other themed activities. Daily activities will focus on building leadership skills and teamwork. You can now register for Summer Fun Camp and our convenient morning and/or afternoon Extended Hours at the same time! On scheduled break days in the Mason City School District, Mason Community Center offers special programming. Take this opportunity for your child to meet new friends and have fun while you have the comfort of knowing where your child will be. Be prepared for an active day and make sure your child is wearing gym shoes. Please pack a lunch, multiple snacks, swimsuit, towel, and refillable water bottle.

Help your child be more aware of what to do in dangerous situations. Safety Camp will teach your child fire safety, first aid, water safety, bullying, playground safety, internet safety, strangers, and animal control, along with many other necessary life skills. Children will participate in a bike rodeo, nature hikes, and many other fun activities. You'll be invited to join your child for graduation on the last day of camp. This program is sponsored by the City of Mason Police, Fire, and Parks & Recreation Departments. It will be a camp that your child will never forget.

Activity Room A From first moves to checkmate, beginners and United States Chess Federation (USCF) rated chess players are welcome to join this camp to play one of the world's greatest games. Beginners will learn the basic rules, moves, and strategies to win. Teen Wellness Camp Fitness Center Mason Community Center is pleased to introduce its first ever health and wellness camp for teens ages 13 to 15. Gymnastics Multipurpose Room The City of Mason is pleased to offer state-of-the-art facilities for gymnastics programs. This 8,200 square foot gymnastics area is complete with tumbling tracks, a table vault, and a Resi-Pit-lined gymnastics pit. Students are able to participate recreationally or move on to the competition level with Mason Community Center’s own Mason Twisters. Make-up classes will be scheduled only if the facility is closed for weather or maintenance, or if class is cancelled due to instructor illness. Tennis programs are provided for juniors and adults. Junior classes will follow the "games" approach to learning tennis. Classes will be half-traditional stroke work and half focused on rallying skills. To teach rallying, the class will use bigger balls, fewer court lines, and multiple ball bounces to help kids play "real tennis" before they acquire all the racquet skills needed to play sets. Players will learn ball-striking skills, scoring, rallying skills, and basic strategy–all in a fun, stimulating environment. Rainout and make-up classes will be scheduled as needed. nnovation is a new way of approaching an old problem. It’s outside-the-box thinking and attitude that sends you down a more prosperous path. In 2012, the City of Mason’s longstanding innovative attitude toward building business relationships and proactive collaborations resulted in outstanding business growth that is strengthening the economic climate and community of both Mason and the region. Locating and keeping these companies in Mason took innovation from the city to support the companies’ corporate visions for growth. City Council and staff have led the region in developing innovative ways to attract and retain companies that will benefit the city, the region, the workforce, and the economy. Using tools such as the Mason Port Authority, financial packages through partnerships with the state and the county, strategic agreements with local developers, and packaging wellness benefits through access to Mason Community Center and The Golf Center at Kings Island has had positive effects. “We’re all about innovative ways to be a collaborative business partner,” said Mason Mayor David F. Nichols. Business leaders are reacting favorably to

the city’s efforts. Rick Riccetti, co-founder, president and CEO of Seapine, said, “The City of Mason has helped us plan our growth strategy for the past several years. With so many options in the current economy, it was the incredible effort, support, and commitment by their team that really made the decision to expand here an easy one.” Sixty-five percent of the corporate base in Mason has expanded at least once in Mason. Thirty-three percent of the corporate base has expanded more than twice at their Mason location, and three of the top ten have expanded three to seven times. In 2011, 88% of new investment came from existing businesses. Between 2011 and 2012, these business partners invested $85 million into facilities in Mason, creating nearly 1,000 new jobs. “There is nothing more inspiring than to see a vision begin to become reality,” said Mayor Nichols, commenting at a recent business expansion. “We are on the cusp of something extraordinary in Mason as we see the focus and critical planning around creating a technology hub in Mason begin to come to fruition.”

Dear Mason Resident, How about a round of golf? You probably recall that the Golf Center at Kings Island is a city-owned recreational facility. This brings benefits to both residents—including those who don’t golf—and the city. The city has owned the Golf Center since 2007, when it was purchased as an investment in the city’s future economic development. At the time, a 5-year management contract was signed to allow it to continue operating as a golf course. When the contract expired in 2012, City Council took the opportunity to reconfigure it to reduce the support from the city’s General Fund. In 2011, the General Fund expenditure for operating the course was $800,000. I am happy to report that due to the combined efforts of Council and the management firm at the course, that amount was reduced by 75% to only $200,000 in 2012. The city includes the Golf Center as part of recruitment efforts when talking with prospective new businesses. Having both the Golf Center and Mason Community Center has provided the city with recruitment options that are unique to Mason and benefit both the businesses’ employees and the city. I invite you to benefit as well by taking advantage of resident discounts at the Golf Center all year long. By presenting your driver’s license showing a City of Mason address, golfers can receive $5 off regular season greens fees on the championship 18-hole Grizzly course or $1 off nine or 18 holes on the Bruin course. he City of Mason Community Emergency Response Team (CERT) program is actively recruiting members. If you would like to become involved in learning how you can better protect yourself, your neighborhood, and your community in the event of a disaster, please call the City of Mason Fire Administration at 513.229.8540 or stop in during regular business hours at Mason Fire Station 51, 4420 MasonMontgomery Road. CERT members are not first responders and are not self-activated, but when requested by the city to assist in an emergency, members are able to provide valuable, life-saving skills. Members of CERT receive free training about disaster preparedness for hazards that may impact their area and basic disaster response skills such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to

help. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community. The team held a local disaster drill in November, completed Radio Communications training in January, and went through a course on Managing and Developing Volunteers in February. The team also participated in the county-wide disaster drill held in Mason in March. The team will receive National Search and Rescue training in May.

Therefore, if your recycling containers contain non-recyclables, they will not be emptied.

Tax Form Changes

012 tax forms for City of Mason residents look a little different this year. Changes have been made to reflect the first part of a 2-year implementation of the charter amendment that was approved by voters in 2012. In November, 2012, Mason voters approved a combination income and property tax measure to provide a longterm funding solution for maintaining city safety services, fire, and EMS. The amendment allowed for an additional income tax of up to .15% and a property tax of up to 5 mills. The amendment was structured so that taxpayers will pay either the property tax or the additional income tax, but not both. Rates for both the additional income tax and the property tax will be set annually by Mason City Council in amounts appropriate to maintain quality services. The charter amendment set a 2013 rate of .12% for the safety services income tax. The income tax is in addition to the 1% already collected. If you make $40,000 a year, the additional amount is less than $1 a week. Employers were required to begin withholding the additional amount on January 1, 2013. If you work outside of Mason and have your employer withhold

local taxes as a courtesy, you may want to notify your employer of the new rate. As you fill out your 2012 tax form, you will notice a change in the estimated income section of the form. When calculating estimated 2013 taxes, the rate is 1.12% instead of 1%. The second part of the implementation of the amendment is an income tax credit for paying property taxes. This credit won’t show up on tax forms until 2014. The charter amendment allows a credit of the income tax you paid above 1% if you paid taxes on property in Mason on which you live. Dependents of the property owner will also be able to take the credit. The property tax to be collected in 2014 will be determined by Council action this summer and cannot exceed 5 mills. The old 5-mill fire levy that has been in place since 1998 has expired. Payments on that levy will cease by the end of this year. Calculations to determine how the credit may reduce your income taxes will appear on the form for tax year 2013, due on April 15, 2014. Ice Rescue Training Improves Department Readiness Northeast Fire Collaborative (NEFC). Training with other departments helps improve coordination with those departments in cases where extra assistance is needed. Mason’s Fire Department is equipped with the necessary rope equipment, ice rescue suits, and a “Rapid Deployment Craft” or “RDC” that is filled quickly from an air cylinder that is typically used for firefighting. This equipment

allows the department to respond and make a rescue as safely and quickly as possible. Readiness to respond, trained responders, and the proper equipment may help achieve a favorable outcome. But for the best winter fun, stay off the ice. If something does happen, call 9-1-1 immediately. Trying to rescue someone yourself puts you in danger as well.

The Rapid Deployment Craft (RDC) being used here is lightweight and compact to store and carry. It inflates quickly and can be used in water or slid across the ice. The RDC distributes the weight of the rescuers and victim over a large surface to help prevent further breakthroughs. Ropes are attached to the RDC, the rescuers, and the victim so they can be pulled to shore.

hile we hope that winter temperatures are behind us, it is good to know that when they return, Mason Fire Department has some experience with ice rescues. The cold temperatures of winter can cause many of our local ponds and streams to freeze over, creating an attraction for children and ice fishing enthusiasts who consider venturing out onto the ice for some fun. Unfortunately, that fun can turn to disaster quickly. Ice on ponds and streams in this part of Ohio is rarely safe for kids to play on. People and pets who walk out on the ice can get themselves into a desperate fight for their life in the blink of an eye. If the ice breaks, the cold water shocks the body’s systems so badly that you are not able to stay afloat. It is also extremely difficult to pull yourself out of a hole that is surrounded by slippery ice and nothing to grab hold of. This past winter, the Mason Fire Department took advantage of the icy and frigid conditions during a January cold spell to train on and practice cold water and ice rescue techniques. Cold water and ice rescues require specialized skills and equipment to keep the rescuers safe and make the rescue in a rapid and coordinated effort. Mason fire crews continued training in February with other departments in the

Moody’s Reaffirms City’s Top Rating

he city has received word that Moody’s Investors Service has affirmed the city’s top rating. In January, Mason underwent a review by Moody’s to assign ratings for some debt reissuances and to affirm the city’s current General Obligation rating. Moody’s has issued their report affirming the city’s Aaa rating – the highest rating possible for the city. “The Moody’s rating is similar to a private individual’s credit rating and reflects the city’s financial health and favorability for creditors,” said Mason City Manager Eric Hansen. “It translates into lower interest rates and costs for issuing debt and is a reflection of the city’s financial position in the marketplace,” he added.

For government institutions, an Aaa rating is rare. The city’s rating exceeds the ratings for the State of Ohio and all but a few municipal jurisdictions in the state. Kitchen FOG Can Clog Pipes

K

itchen FOG is a menace to sewer pipes. What’s kitchen FOG? It’s liquefied animal Fats, vegetable Oils, and Greases. When any of these are poured into drains, they eventually solidify and clog pipes, becoming a serious maintenance problem for both the city and private property owners. When kitchen FOG washes down the sink, it sticks to the inside of your sewer pipes. The build-up restricts flow and can eventually block your pipes completely, causing raw sewage to back up into your home or overflow into streets and streams. Home garbage disposals don’t keep kitchen FOG out of sewer pipes. Products that claim to dissolve grease may dislodge a blockage in one place but may cause problems further on down the line. This

could be in your household sewer lines, where you are responsible for maintenance, or in a city line, maintained by the city through your sewer fees. The City of Mason maintains over 100 miles of underground pipes that carry wastewater away from homes, businesses, and schools. The waste flows by gravity to lift stations located in strategic areas throughout the city. Pumps in the lift

stations lift the water to a higher elevation where it again flows by gravity through pipes that eventually lead to the city’s Water Reclamation Plant on Mason-MorrowMillgrove Road. Many times, the only remediation to a blocked sewer line is the use of a pressure jet washer. The city spends thousands of dollars a year to remove grease from the interior of the main trunk sewer lines. Once the grease is broken lose, it must be vacuumed out of the system and hauled away for disposal. Quite often the grease makes it to the lift stations, where it coagulates and floats to the top of the wastewater in the lift station basin, often causing odor problems. The only way to remove this grease is again by using a pressure jet washer and vacuum. For the proper way to dispose of kitchen FOG and keep things clear, please see below.

Here are some guidelines to keep your drain pipes clean and help avoid plumbing backups. Never pour kitchen FOG (Fats, Oils, or Greases) down sinks or toilets. Scrape food scraps into a can or the trash. Catch food scraps with baskets or strainers in sink drains and throw the scaps in the garbage. If you have a frying pan of FOG (such as from frying onions or cooking burgers or bacon), here’s how to dispose of it: • If it’s grease, let the frying pan sit until the grease hardens. Then you can simply

wipe it out with paper towels and throw the paper towels in the garbage can. • You can also pour the warm grease into an old can (say from vegetables or tomato sauce) and let it harden. Don’t use a plastic container unless you are sure it won’t melt. Once the grease has hardened, simply throw the can away. • If you have used frying oil (such as vegetable oil), let the oil cool. Then place it in a clean glass bottle and save it for the next time you are frying. If it’s dirty and ready to be disposed of, just toss the glass bottle in the trash.

Excessive accumulation will restrict the flow of wastewater and can result in a sanitary sewer backup or overflow.

Recycle grease and oil. Don’t pour grease or oil into sinks, floor drains, or onto a parking lot or street. Use a grease trap or interceptor that is designed, installed, and maintained correctly. Never put solids into grease traps or interceptors. Check and maintain grease traps and interceptors regularly.

Too Close for Comfort How do you judge how far behind the car in front you need to be? The National Safety Council suggests that you use the 3-second rule. This is a general guideline for creating a safe following distance. All you need to do is stay 3 seconds behind any vehicle directly in front of you. The nice thing is that the rule applies at any speed, so the only number you need to remember is “3.” How do you apply the 3-second rule? Notice when the rear end of the car ahead passes a stationary object, such as a road sign, mile marker, driveway, mailbox, or storm sewer grate. Then count the seconds until the front of your vehicle gets to the same object. There should be at least three seconds. If you got there faster, you’re too close. If you are driving under adverse conditions, you should allow even more distance between you and the vehicle ahead.

re you guilty of the two traffic violations that cause more crashes than any other traffic violation? There’s a good chance you are. Following too closely and failure to assure a clear distance ahead cause more crashes than any other traffic violation. No other violations even remotely compare in crash statistics in the State of Ohio. A vehicle travelling at 35 miles per hour is moving at a rate of 51 feet per second. If you are following a vehicle and are 51 feet away and you are both travelling at 35 miles per hour, you will not stop in time if the vehicle in front must brake heavily. Why? Your reaction time will be at least a second and a half before you even begin braking. If you’re not expecting the vehicle to stop or are not paying very good attention, your reaction time becomes at least two and a half seconds. In either scenario, you are in a crash that is YOUR fault.

Community Garden Project Underway

or the fourth year and again with the help of community volunteers, the City of Mason is offering residents the use of growing space in a community garden. The city has set aside land on MasonMorrow-Millgrove Road, across from Mason Sports Park, for garden plots for 2013. Applicants will be granted use of a 10’ by 15’ plot that will be ready to plant. A suggested donation of $20 will cover garden expenses for the season. As you tend your garden throughout the summer, you’ll meet other gardeners and discover how community gardens truly build a sense of community and provide a venue for sharing the love of gardening. Much of the produce is donated to the local Mason Food Pantry, which is extremely appreciative and excited to be able to provide fresh vegetables to those in need in our community. Growing your own vegetables and flowers brings a great

sense of connection to nature and accomplishment to many, but not everyone has the space for a large garden. If space limits you to container gardens or small-space gardening at home—or keeps you from growing any vegetables at all—consider Mason’s community garden. 2013 applications will be available at Mason Community Center, Mason Municipal Center, and online at www. imaginemason.org/services. Individuals and organizations may grow flowers and/or vegetables, either for their own use or to donate to local food banks. Applications received after May 15 will be assigned as space is available. Why Levies Are So Important having the largest population in Warren County at 36,059 citizens. While we have our own fire department, we contract for police service through the Warren County Sheriff ’s Office. There are 25 deputies who are assigned to Deerfield, funded exclusively through our police levy. As the largest community in the county, Deerfield logically accounts for the majority of police responses within the Sheriff ’s jurisdiction. These 25 deputies provide roundthe-clock protection, 365 days a year, for our township. Deerfield is facing shrinking resources and increased expenses. Our fire department is in good financial shape due to passage of a levy in 2010, however, our police funding is falling short. To maintain the present level of service citizens have come to expect, we will need to bring a levy before you later this year. We have lived within the current police levy since 2004, and have carefully forecast a new levy to support your police needs at the current level of service for the next 10 years. Your parks system is made possible through an expired, one mill levy approved by the voters in 2008. Most residents have come to enjoy a superb parks system throughout the township. You have ball fields, playgrounds, soccer fields, picnic areas, walking trails, and even a special place for our canine friends. This is all made possible because of the commitment from you, the voter and taxpayer. The people of Deerfield saw the value of having such a park system many years ago by committing to the one mill levy. Since the levy approved in 2008 has expired, we will be asking for the same one mill to keep our parks operational into the future. You can expect to see more information on both of these levies throughout 2013.

The Gem called Fleckenstein Park Deerfield Township©s Fleckenstein Park is a 50 acre multipurpose park which features baseball fields, soccer fields, tennis courts, a playground, several ponds, and a large picnic shelter with restrooms. To support these amenities, ample parking is available. Visitors can also enjoy the walking trails that overlook the wide valley below. Many will also notice the Fleckenstein Barn on the property. The Fleckenstein Barn was erected in the 1950©s by the Fleckenstein family. Used by the family to store thousands of

bales of hay, they also opened the space up for a place to hold dances to benefit the local fire department. The property was purchased by Deerfield Township in 2000. The "Fleck Flower" Quilt Barn was dedicated in 2010 as a collaborative project by Deerfield Township and the Mason-Deerfield Arts Alliance.

As a resident of Deerfield Township, you may wonder, why the need for property tax levies? The Ohio legislature defines and regulates the different forms of government that exist in Ohio. We have counties, cities, townships, and villages. Ohio law also defines what taxes or revenue each type of jurisdiction is permitted to collect. While cities and villages are permitted to collect both income and property taxes, the legislature limits townships to property taxes, absent a very few special exceptions which are not applicable to Deerfield. This means you are not required to pay the township any income tax. This does not mean, however, the services townships provide are of lesser quality than cities’ services. Townships tend to focus more on core services, such as police, fire, and roads, as those are the services that absolutely must be provided with the limited resources available. State law limits counties’ collection of property taxes for local governments, schools, libraries, etc., to 10 mills. Anything over this limit must be approved by voters. Deerfield receives only 2.3 of the 10 mills collected by Warren County. The Township funds fire service, police service, and our parks through separate levies approved by the voters. Without the levies, there are no funds for fire, police, or parks. One advantage of levies: it gives you, the property owner, a direct voice in the level of service you are willing to support. Public safety—police and fire—are the most important services a township provides. Deerfield Township is second-to-none in fire and police protection. With stewardship of citizens’ tax dollars, we operate the Deerfield Post of the Sheriff ’s Office at a fraction of what other local communities pay for police services despite

Time to Register for Safety Town! The Deerfield Township Fire Department will once again offer Safety Town. Designed for children ages 4 to 6 years old, Safety Town, held at Cottell Park, is a week long day camp that teaches children safety skills for everyday life experiences. Beginning May 1st, Deerfield Township residents are eligible for priority registration for their children in any one of the four sessions. The dates for Safety Town are June 10 - 14 and June 17 - 21. The Township offers a morning session from 9:00am until 12:00pm, or the afternoon session from 1:00pm until 4:00pm. Those living outside of the township who wish to register will be placed on a waiting list and registered on a first come, first served basis, provided openings still exist after June 1st, and is free to all participants. Weather Sirens Ensure Safety In case of an impending storm or tornado, Deerfield Township residents will hear warnings loud and clear this spring. Sirens are tested monthly, on the first Wednesday of each month at 12:00pm. The annual testing and service is performed by Federal Field Service of Wauseon, Ohio. There are five siren locations in the township, which include, Fire Station 58, Landen-Deerfield Park, Waterstone Boulevard, Cottell Park, and the intersection of Primrose Drive and Davis Road. The five sirens were installed in 2000 to provide community-wide

coverage for storm warnings and other emergencies. In 2012, the Deerfield Township Fire Department invested $20,000 to upgrade the system and to be re-banded. This narrow banding of frequency opens more air space to ensure greater accuracy. Although sirens are a clear warning indicator, residents are encouraged to have weather radios, listen to television and radio during waking hours and while in vehicles, and to have a family emergency plan and emergency supplies close at hand.

Improvements to Your Roads

Deerfield Township resurfaces between four and five miles of roadway annually. This is part of our overall roadway maintenance program which is supplemented with additional pavement treatments such as crack sealing, surface treatments, and full depth pavement repair. All Township maintained roads are evaluated and inspected on an annual basis. Each road is given a Pavement Condition Index Rating (PCI) which classifies the current condition of that particular roadway. Our roadway maintenance program is focused on repairing or repaving the roadways with the lowest PCI rating each year. In 2013, the following roadways are planned to be resurfaced: Waters Edge Drive

The Township is also in the process of widening IrwinSimpson Rd. between Nottingham Way and Charleston View Dr. The widening will consist of two driving lanes and one center turn lane along that entire section of roadway. Curb, gutter, storm sewer, and sidewalks will also be installed along the widened section. Additionally, we will be widening Snider Rd. south of Irwin-Simpson Rd., near Cottell Park, in order to construct a southbound left turn lane into the park. These improvements are expected to relieve traffic congestion along that section of road and to improve vehicular and pedestrian safety in the corridor. Utility companies started working on their utility relocation in October of 2012. Actual roadway construction is expected to begin in early spring of 2013 and should be completed by August, 2014. During this time, there will be periodic road closures and traffic delays. Please check the Township’s website and Facebook page for periodic updates.


Trustee Meetings Viewed on Website Deerfield Township is excited to announce its latest effort in improved public service, increased transparency of local government operations, and greater value for each dollar spent—all while reducing costs. The Township has partnered with Granicus, Inc., a provider of government meeting recording software, to record and publish through our website all Deerfield Township public meetings. Included at this time will be Board of Trustees regular meetings, Trustee Work Session agenda and packet materials (but not video), Zoning Commission and Board of Zoning Appeals meetings, and Deerfield Regional Storm Water District meetings.

Prior to meetings, all upcoming schedules, agendas, and supporting materials will be available for preview by visiting the Township’s homepage, www.choosedeerfield.com. In the days following the meetings, the video recordings will then be published and available for public viewing. Finally, when the meeting’s minutes are approved at a subsequent meeting, they will then be published for public consumption. Archived meetings’ recordings dating to November 2012 on are available for viewing through our website.

Battalion Chief Koch Retires After 35 years of outstanding service, Deerfield Township© s Battalion Chief Doug Koch has announced his retirement effective April 15, 2013. Koch was in charge of the Emergency Medical Services, administering Paramedic level service to Deerfield Township. His other duties included being the HIPAA Privacy Officer, Continuing Education Program Coordinator for Deerfield under the backing of the Ohio Department of Public Safety, Division of EMS, and Paramedic Instructor, as well as being the Unit 3 Battalion Chief. Koch is trained as a Hazmat Technician, Ice Rescue Instructor as well as for river and open water rescue. Also included in Koch© s resume is 30 years of

volunteer service. Koch is a longtime Deerfield resident who attended Kings’ schools. Koch began his career with the Deerfield Township Fire Department in 1979. He was one of the first trained paramedics when the medic program was first launched in 1980. A battalion chief is a key member of the management staff for a fire department. Battalion Chief Koch oversaw Unit 3, which is comprised of a captain, two lieutenants and seven fire firefighters.
