Republican Boone County Commissioner Terri Moore is seeking a third term but faces a challenge in the May 18 primary election from former GOP state Rep. Charlie Walton of Florence. The winner faces Democrat Dave Welte in the Nov. 2 general election for the District 3 seat. Moore was first elected in 2002 and re-elected four years later. She is a teacher at Huntington Learning Center in Florence and a substitute teacher for Boone County Schools. She also does independent sales for Mary Kay Cosmetics. In another term, Moore said she wants to continue to streamline county government, reduce spending, maintain the real estate property tax rate and search for grants (and other state

and federal money) to advance some projects that are waiting because of a lack of county funds. Moore is cautious about lowering the rate further. “Lowering the tax rate could set us up for a dangerous future and I would have to weigh that very heavily before I would consider lowering it,” she said. Moore said she doesn’t foresee the county raising the real estate rate. Moore, along with Commissioner Charlie Kenner and Judge-Executive Gary Moore, voted to put a special property tax for parks on the 2008 general election ballot. She stands by her decision. She is the vice chair of the Boone County Animal Shelter advisory board, a member of St. Timothy Parish in Union, a member of National Rifle Association and a precinct officer for the Boone County Republican Party. Even though commissioners must reside in one of three districts, the entire county votes on them.

A political veteran is looking to help lead Boone County. Charlie Walton is running for Boone County Commissioner District 3 against incumbent Terri Moore in the Republican primary. Walton, 63, Florence, is a former state representative Walton who was a member of the economic development committee and a co-chair of the education committee during his tenure. “I have the experience and the leadership ability,” Walton said. If elected, Walton wants the county to focus on job creation and welcoming businesses. “We need to do everything we can to develop a business friendly environment,” Walton said. Walton wants to look at the tax revenues the county brings in because property tax rates can be misleading, he said. Because property valuations rise, a low tax rate may not help residents, Walton said. “Some people are paying more taxes when rates go down,” he said. Walton was opposed to the 2008 parks tax and hasn’t decided if putting it

Residents have asked Walton if that tax increase was important enough put on the ballot then why aren’t all potential tax increases or decreases put on the ballot for everyone to decide. “I don’t know if that is the best way,” Walton said. Walton works as the principal of Florence Elementary School and is involved with several education organizations including the Kentucky Association of School Administrators, the National Community Education Association and the Boone County Community Education Advisory Council. Walton is a member of Florence Baptist Church at Mt. Zion and the executive committee of the Boone County Republican Party. Walton faces Moore in the May 18 Republican primary.
