Serious Ting is a unique publication by and for the Peace Corps Eastern Ca­ ribbean community, including Peace Corps Volunteers, Peace Corps staff, Re­ turned Peace Corps Volunteers, and host­country nationals. It began in Grenada, sometime in the 1990s, as a stapled quarterly newsletter and has since expanded to its present state. Publication is intended on an annual to bi­annual basis. Special Report 50 Years of the Peace Corps At 2 a.m. on October 14, 1960, then presidential candidate Senator John F. Kennedy pitched a novel idea to a crowd of U. Michigan students gathered outside his sleeping quarters at the Michigan Union building in Ann Arbor. “How many of you who are going to be doctors are willing to spend your days in Ghana?” He asked. “Technicians? Engineers?” A few months later, he won the presidency and appointed his brother­in­law, Sargent Shriver, to help design and imple­ ment an organization that would send well­educated volunteers to serve the needs of developing countries. On March 1st, 1961, JFK signed an Executive Order to establish the Peace Corps, which was authorized by Congress in the Peace Corps Act on September 22, 1961. Soon after, JFK made an announcement on television: “The willingness of all Americans – men and women, young and old – to serve in the Peace Corps; to serve in all parts of the world; to serve at little pay; to do jobs that most have never done before – is one of the most encouraging mani­ festations of the American spirit that this country has seen in many years. The Peace Corps gives us a chance to show a side of our county that is too often submerged. Our desire to live in peace. Much has changed in the world since those words were spoken, but the goals of the Peace Corps have not changed. Many believe that today the Peace Corps is needed more than ever.


t the time of the celebration in Dominica, there were 27 Peace Corps Volunteers (PCVs) living and working on island. During the week of 4 April to 9 April, 2011, events were hosted around the country under the theme “Fifty Years of Education, Engagement, and Enlightenment.” For the celebration, PCVs highlighted the exceptional as­ pects of Dominica and commemorated community mem­ bers who have played vital roles in the development of the country. With a daily exhibition in Roseau, PCVs showcased a timeline featuring notable projects in which PCVs have been involved. Dominicans who visited the exhibit were asked to sign their names on a giant map of the island highlighting the villages where PCVs are currently serving. On Saturday, 9 April, PCVs, counterparts, and youth from across the island participated in “Go Green Roseau,” a Unity Clean­Up Service Event. During the event com­ munity members spoke to the youth and encouraged them to use eco­friendly and agricultural skills learned in school to become entrepreneurial and create innova­ tive businesses. Representatives also emphasized the importance of volunteerism in keeping Dominica clean and healthy, and explained the new recycling program

Later in the week, these bins were strategically placed around Roseau. On Thursday, 7 April, 10 Peace Corps Trainees were sworn­in as PCVs and will be serving in Dominica for the next two years. A swearing­in ceremony was held at the University of the West Indies, where the new PCVs were encouraged to embrace their unique experience as Ameri­ cans living and working in a new country and culture. A luncheon was held on Friday, 8 April to celebrate community counterparts and host families who have part­ nered with the Peace Corps. The keynote speaker, Mr. Carl Pope, Chairman of the Sierra Club and a former PCV, commended Dominicans for their commitment to preserv­ ing their beautiful island and discussed the increased awareness that results from this important cultural ex­ change between PCVs and Dominicans. designed to help Dominicans reduce, reuse, and recycle. Following the speeches, participants picked up trash from the parks around the capital and collected a total of 50 large bags of rubbish. After the event, ten year old Eugene Francis of Riviere Cyrique said, “I’m glad I came here because I like to clean and make Dominica a better place.” The week was successful in honoring the long part­ nership between nations and the shared commitment of Peace Corps and Dominica to service and development. Mr. Patrick Henderson, Assistant Peace Corps Director for Dominica, said “Peace Corps has been a valuable partner in development in Dominica for a very long time. The ex­ change of skills and culture that transpires during this col­ laborative effort results in long­term friendships between the people of Dominica and the United States. Such ex­ changes help promote peace and greater understanding in mankind. Congratulations are in order on this 50th An­ niversary of Peace Corps. Let us continue to build a more peaceful world through this people­to­people relationship.”

Peace Corps 50th Anniversary Event Independence Square, Saint Kitts

n 3 June, 2011, 17 Peace Corps Vol­ unteers from St. Kitts and Nevis gathered in Independence Square lo­ cated in Basseterre, St. Kitts, to host an all day community event celebrating the 50th Anniversary of Peace Corps. This event featured games, music, arts, crafts and information about the work of PCVs in the Federation. A history of the Peace Corps was presented in the “Past” booth with a timeline of important events that have contributed to its suc­ cessful growth and the global reach of the organization in 132 countries over the past 50 years. The “Present” booth featured a world map where the stateside home of each PCV currently serv­ ing on St. Kitts and Nevis was pin­ pointed. To the side of the map were photographs and a short biography of each PCV, including a description of their work assignment and comments by their counterparts on the importance of their service and their value to that organization or school. The “Future” booth offered six activi­ ties for event participants, with the fo­ cus on activities for children. One World Banner: A 3’ x 25’ hor­ izontal banner – “One World…Many

Peace Tree: In celebration of In­ ternational Peace Tree Day, festival go­ ers created an “ornament” to place on the Papaya tree in the garden at Project Strong, a skill development school in St. Kitts. The “ornaments” created were religious, cultural, and simple symbols

Peace Corps Quilt: Partici­ pants were invited to design a quilt square representing one of the 132 countries the Peace Corps has served since its inception in 1961. Children were also invited to make bookmarks and ceramic tiles to take home and use as gifts for friends or family members. The activity presented translations of the word “Peace” in 75 languages. Once participants chose a language to transcribe onto the bookmark or tile, they were given permanent markers to use for decoration. Help Reach Goals 2 and 3

L

ately I have been using some new tools in my Peace Corps service to achieve PC Goals 2 and 3. It has been an ongoing project that has evolved greatly since I started almost a year ago. The project began with my WorldWise School attachment back in the States. I am attached to an online school that doesn’t have traditional classes or classrooms. Each student takes classes online and logs in to classes over the internet. So, in order to connect with the students, I had to connect to the class using a program called We­ binar. The students were able to hear my voice and see my desktop in real time, where I created video lectures about the Peace Corps, Dominica, and my life here. I talked along with the video and was able to take questions at the end of the lectures. Over time, other teachers from different schools heard about the project and became interested in having the same lectures in their classrooms as well. Because these other schools were traditional schools with classrooms and stu­ dents in the same building, they did not have the Webinar program. So, we started using Skype. Unlike Webinar, on Skype the students can see me. I was able to give the same lectures but con­

Recently, sixteen new computers were do­ nated to the secondary school I work with in Dominica. We were able to set up a brand new computer lab and start computer classes for the students. I decided to add Skype sessions to their classes. We are able to video chat from one class­ room here in Dominica to one in the States. The sessions have gone over really well on both sides and the students really look forward to the time they get to spend learning about each other and the lives they live. They prepare questions and even stay after school sometimes just to keep talking. In the few sessions we have had, they have learned more than I was ever able to teach about life in Dominica or the States. It is truly a win­win situation for students around the globe. I have found Skype to be an amazing and free tool to use in accomplishing Goals 2 and 3, and I am always amazed at the things the students learn from each other. I hope to keep this project going and turn it into a modern pen pal system where students can have monthly chats, send emails, or communicate on Facebook.

y mission: to help establish Eco Tourism in a small village of 450 in southeast Domini­ ca. I am the third volunteer to work this territory. Their hard­earned efforts would be only slightly visible to the untrained eye. Trails were built to two beach sites, and the council got a computer lab. A conservation group was formed, and efforts were joined with the Southeast Tourism group. A youth hiking club went on several adventures. All valuable achievements, and yet all still limping along. I’m involved with everything possible in the village in an attempt to help educate and encour­ age community tourism. Children are the most accepting and willing. Numerous trips to beach­ es and rivers picking up litter and visiting turtle hatcheries occur nearly every weekend. Teens and primary school youth accompany me, but I have yet to see an adult (aside from the turtle group President). My occupation prior to Peace Corps was own­ er of a multi­million dollar craft manufacturing business. I created, sold, and taught internation­ !""#$ %&'$ ()*'(#+,-.$ #.!'/0$ 123$ !"/&$ !4$ !-*5$ &6(­ door adventurist. Peace Corps selected southeast Dominica for my employment and could not have chosen better. I’ve extended once and would love to keep going on forever! The challenges are phenomenal, not much dif­ ferent than running my business. I believe that every villager knows the meaning of tourism and litter. Now the challenge is making it happen. I have a reputation of talking and moving a lot­ the “Energizer Bunny!” Here in Dominica, they say I’m “not easy!” Well, nothing is. I have been able to get several grants that have helped to buy tee shirts, print brochures, host educational workshops, provide transportation to events, and purchase tools, supplies, and food. Signage as part of marketing is critical. Finally, business owners are open and willing to accom­ plish this. They are beginning to develop creative ideas. Tying agriculture to tourism is essential. This community is a rural agriculture village dev­ astated in 1979 by Hurricane David and has never been able to fully rejuvenate.

Photos show the latest event held May 22, 2011, the Flag Ceremony. As part of the com­ munity tourism package, which included a color brochure of participating villagers along a two­ mile walk, each member was to receive a Kwéyòl Flag to display outside their home or business. This would be a sign to visitors that they were open. Plastic containers to hold brochures were also distributed. Our usual 30+ community !"!#"$%&'((")*"*+&(")&$","-."*&(/"-$&0'1%+&')*& the others helped to celebrate and eat cake! Fernanda’s snackette is an example of hard work and diligence. She has wanted to better herself and her business since I arrived. I was able to give her some paint, so she built her shop, hired an artist, and it has become the most vibrant place in town. She asked me to put her photos on Facebook and Twitter and as a result, she has seen positive results from visitors. Now she wants more business skills and marketing help. She, like others, doesn’t know what she needs nor has anyone to ask. I am so thankful to Peace Corps for gifting me with this incredible opportunity. My life in the States had been wonderful. I would not be able to accomplish what I have in Dominica if my life had been different. This “job” has tapped my creative resources and given me so much to be grateful for. hree months after I wrote those words in my journal, a known gay man was brutally stabbed on a bridge in a northern village of Dominica. Numerous onlookers walked by without helping because he was assumed to have AIDS. He eventually bled to death, alone on the street. So, exactly how safe are gay, lesbian, bisexual, and transgender (GLBT) Peace Corps Volunteers in the Eastern Caribbean? Feelings of isolation, fear, and discomfort riddle every Peace Corps experience, and the rampant homophobia that plagues the Caribbean countries we serve in can further exacerbate these feelings for GLBT volunteers. According to numerous studies conducted by the University of the West Indies, homophobia is especially pervasive in English-Speaking Caribbean countries, most likely due to the perpetuation of “Victorian morality,� which is notorious for maintaining anti-homosexual legislature. In the Eastern Caribbean specifically, Antigua and Barbuda, Saint Vincent and the Grenadines, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Trinidad and Tobago all ban relations between same-sex couples- especially men. Penalties for this crime vary between 10 and 50 years, depending on the laws of each country. Though offenders of this crime are rarely sought out and prosecuted, the overall sentiment of nations with such discriminatory legislature is overwhelmingly homophobic. One study in particular found that 89 percent of survey respondents from over 230 communities across Jamaica were admittedly homophobic. When compared to American attitudes, where well over 60 percent not only accept homosexuals but also endorse full marriage rights for same-sex couples, this statistic is staggering. This volatile atmosphere can be extremely detrimental to the emotional well-being of GLBT volunteers


serving in the Eastern Caribbean. Reports of hate crimes against gay and lesbian persons relay an unsafe, even threatening environment. Furthermore, regardless of how comfortable a PCV may be with his or her sexual orientation personally and with American peers, many choose to remain “in the closet” in their communities for fear of social exile or worse. This transition back and forth can be difficult, painful, and cumbersome, leading the GLBT volunteer to rely on other PCVs as an outlet in otherwise hostile surroundings. This is how the GLBT Safe Zone project began, as a support network for gay, lesbian, bisexual, and transgender Peace Corps Volunteers and allies. The original Safe Zone was created in Guatemala as a GLBT sensitivity, acceptance, and awareness training exercise designed to promote understanding and promote ally development among our straight peers. The mission was and remains simple: by facilitating a better understanding of GLBT issues among Peace Corps staff and Volunteers, GLBT PCVs will feel more supported, comfortable, and accepted in their interactions and thus in their service as a whole. “I have been flabbergasted by the response to this initiative. Brave PCVs in places as far as Jordan, Ecuador, Costa Rica, El Salvador, and The Gambia have replicated the training as well. It’s just so important!” writes Grant Picarillo (RPCV Guatemala), the author of the Safe Zone website. “What I find incredibly amazing about this,” he continues, “is that this has all been spear-headed, developed, adapted, and trained by LGBT PCVs and straight PCV allies. These are not training packages developed by Peace Corps [Headquarters] in Washington. Our Peace Corps volunteer compatriots have seen a need for this and ‘done it.’” In recent months, Volunteers in Dominica and Grenada have stepped up to bring this important work to the Eastern Caribbean. After receiving incredible support from PTO Elizabeth Neason and PCMO Jeremy Larson, the first program was piloted in the Eastern Caribbean by PCV Mackenzie Garst (EC81, Grenada) and myself at the EC81 Mid-Service Training in St. Lucia. “We think that this work is espe-

cially crucial in the Caribbean, where modern technologies meet a stalemate in social politics. Thus, our unique vision for the Safe Zone training is not only to educate Volunteers on LGBT issues and to gain valuable allies within Peace Corps staff and Volunteers, but also to promote equality in the greater community,” explains Garst. She added, “By supporting all volunteers, regardless of sexual orientation, Peace Corps ensures an inclusive environment free from discrimination that truly represents the full spectrum of human diversity to the countries we serve in.” The original program focuses primarily on ally development and includes tools for PCVs and PC staff members to adequately support a Volunteer who comes out to them, reasons that PCVs may choose to stay in the closet in their communities, and a list of definitions relevant to GLBT Volunteers. In the Eastern Caribbean, the expanded program incorporates components on local GLBT culture, tips for creating a safe space in your community, the relevance of fighting homophobia in the fight against HIV/AIDS, and, because it’s Peace Corps, many role-plays and games.

A Really True Fish Story ...Honest!

We found the pots pretty quickly, even though the marker buoy s are 20 to 30 feet under the water. I guess this is to keep them from being fished by others or stolen or cut off by boat traffic. But, that is how clear the wate r was. And blue! The kind of blue you wonder if you could ever duplicate in paint ing. The gentleman in the water would be thrown a wrought iron grap pling anchor with line, which he would use to hook the line or buoy down below . Then the captain and I or Coleene would haul together to put the 6-foot wide, heav y wire mesh pot, reinforced with wooden stakes, to the surface and onto the gunw ales. Coleene would reach in while the captain poked the fish with a stick to get them so she could pull them out barehanded. When I reached in once, my palm got punctured with one of the fish spines and I learned why she was handling them so gingerly. When it came to by-catch like shellfish, cowfish, and puffers, she would toss them (alive) over the side. It was funny watching the inflated puffe rs float off in the wind and waves. Hopefully they deflated. As she tossed the keep ers on the floor of the boat, I just marveled at how colorful and beautiful they all were. I don’t know all the names but there were parrotfish, butterfly fish, squirrelfish, flounder, bigeye, grunts, hind, as well as spider crabs, and my favorite: lobsters. There weren’t many lobsters and they did throw the small ones back. I hadn’t taken my camera because Coleene had said they would take the small boat out. Sure enough, when we got out of protected waters, the seas were running 4-foot and larger swells with wind-blown chop. We all got wet but the guy in the water stayed in for several hours. My hat was off to him. It had to be bone chilling. Only after pulling 18 or so pots did he change places with his broth er piloting the boat. All together, we must have landed about 200 pounds of fish. But the best fishing was yet to come. When we got back to the dock, the surf was even heavier. They took a long time carefully lashing the boat up and off loading things. But right after Coleene and I had jumped on the dock, they untied the boat and took off again . I asked Coleene why and she said they had seen dolphinfish (also known as Mahi Mahi) feeding offshore and were heading out to fish for them. I was kind of amazed. Meanwhile, people were lining up waiting to buy fish, but they had to wait till the brothers got back. Coleene gave me my lobsters with instructions that they were best when cooked and eaten fresh. I quickly caught a bus home to get some lunch. Sure enough as I walked up the street to my apartment, the sun was shining brightly with fluffy white clouds flying across the sky.
