What does the AFL-CIO do?

The American Federation of Labor-Congress of Industrial Organizations (AFL-CIO) works every day to improve the lives of people who work. We help people who want to join together in unions so they can bargain collectively with their employers for better working conditions and the best way to get a good job done. We work to ensure that all people who work are treated fairly, with decent paychecks and benefits, safe jobs, respect and equal opportunities. To help working people acquire valuable skills and job-readiness for 21st century work, we operate the largest training network outside the U.S. military. And we provide an independent voice in politics and legislation for working women and men and make their voices heard in corporate boardrooms and the financial system. Our roots are deep in communities and extend to countries across the globe as we partner locally, nationally and worldwide with allies who share the values of working families.

WHO WE ARE

The AFL-CIO, created in 1955 by the merger of the AFL and the CIO, is a democratic, voluntary federation of 57 national and international labor unions that represent 12.2 million working people. We are teachers and miners, firefighters and farm workers, bakers and engineers, pilots and public employees, doctors and nurses, teachers, painters and plumbers—and more, including 3.2 million members of our community affiliate Working America, which represents people who do not have a union at work. We have partnerships with groups of people whose work usually does not have the protection of many labor laws and who often are mistreated on the job, including taxi workers, carwash workers in Los Angeles, guest workers, nannies, housekeepers and in-home caretakers.

HOW WE’RE GOVERNED

The AFL-CIO is governed by a quadrennial convention at which all AFL-CIO members are represented by delegates elected by their fellow union members. These delegates set broad policies and goals for the union movement, as well as our Constitution, and every four years elect officers who govern the day-to-day work of the AFL-CIO. In 2013, delegates to the 27th AFL-CIO Constitutional Convention re-elected Richard Trumka as president and Elizabeth Shuler as secretary-treasurer. Tefere Gebre was elected as executive vice president. These three officers, along with 55 vice presidents, make up the AFL-CIO Executive Council, which governs the AFL-CIO between conventions. Between Executive Council meetings, the AFL-CIO is governed by an Executive Committee, made up of vice presidents of the AFL-CIO’s 10 largest affiliate unions, the three executive officers and representatives of up to nine additional affiliate unions. They are appointed by the president and approved by the Executive Council and establish the federation’s annual budget. The AFL-CIO Constitution calls for diversity of gender, race, ethnicity and work sector on our governing bodies.

Honoree for Working Families

Cathleen Galgiani California State Senator, District 5

Elected to the Senate in 2012, Senator Cathleen Galgiani represents the 5th District, which includes Stockton, Tracy, and Modesto. As a 5th generation Stocktonian, Cathleen has lived and worked in the San Joaquin Valley all of her life. Prior to working in the Legislature, Galgiani received her Bachelor’s degree from California State University, Sacramento. Galgiani has worked to protect agriculture, improve education, protect health-care funding, increase public safety, enhance public transportation and save taxpayer dollars. Additionally, Cathleen continues to work diligently on Homeownership Preservation through legislation and local workshops. During her six years of service as an Assembly Member, Galgiani represented the San Joaquin Valley in the Legislative Committees on Agriculture, Higher Education, Governmental Organization and Transportation Committees, and Child Abuse Prevention Council Auxiliary of San Joaquin County. The Stanislaus-Tuolumne Counties Central Labor Council wants to extend their appreciation of all the hard work and efforts that Senator Galgiani has put into making CA High Speed Rail a reality. Thank you for fighting to bring good paying jobs to the Central Valley. High Speed Rail will bring thousands of good, long-term jobs to the state in a variety of fields.

“Fresno leaders said Friday that a $1.5 million grant to train people for jobs building the first stage of California's high-speed rail line has the potential to ‘transform lives’ of local residents. The grant, funded by the state Workforce Investment Act, will underwrite skills training by the Fresno Regional Workforce Investment Board for at least 325 people. Once would-be workers are screened, trained and certified as qualified for various construction jobs and other positions, they will be referred by the Fresno WIB to contractors looking for employees. The funds are targeted to train people in Fresno, Stanislaus, Kern, Inyo and Mono counties.”

María Elena Durazo Executive Secretary-Treasurer, Los Angeles County Federation of Labor National AFL-CIO Chair, Immigration Reform

María Elena Durazo was elected to serve as Executive Secretary-Treasurer of the Los Angeles County Federation of Labor, AFL-CIO on May 15, 2006. In 2010, she was re-elected to her second term with overwhelming delegate support, affirming her track record of energetic leadership and innovative growth in Los Angeles County’s labor movement. Through more than 300 local unions, the Los Angeles County Federation of Labor represents over 600,000 workers in every key industry, including transportation/goods movement; entertainment/media; services including janitorial and hospitality; education and construction; public sector and retail; health care and communications, to name a few. The daughter of Mexican immigrant farm workers, María Elena learned the importance of hard work and determination at a very young age. As a child, she traveled from Oregon to California with her parents and nine siblings to work in the fields. In 2010, María Elena was elected a Vice President of the national AFL-CIO Executive Council where she serves as the only leader of a local labor movement in the country. She is also the Chair of the National AFLCIO’s Immigration Committee. In 2013, María Elena was elected a Vice Chair for the Democratic National Committee, DNC. She served as a National Co-Chair for President Obama’s campaigns in 2008 and 2012. María Elena also had the great honor of serving as Vice Chair to the 2008 Democratic National Convention Committee. Before leading the L.A. County Federation, María Elena was elected as President and built the hotel workers union UNITE-HERE, Local 11, into one of the most active unions in Los Angeles County. Her hard work led her to become the first Latina elected to the Executive Board of HERE International Union in 1996. In 2003, María Elena became National Director of the Immigrant Workers’ Freedom Ride, a national mobilization campaign initiated by HERE International to address the nation’s immigration laws. In 2004, she was elected Executive Vice President of UNITE-HERE International. María Elena has served on several Los Angeles City Commissions under mayors Tom Bradley, Richard Riordan, and Antonio Villaraigosa. She is the Chair of the Los Angeles Alliance for a New Economy, LAANE. In addition she sits on the Board of Directors of the Los Angeles Tourism & Convention Board; the Los Angeles Coalition; and United Way. A resident of Los Angeles, María Elena is the mother of two sons, Mario and Michael, grandmother to Seneka and Sydney, and the widow of Miguel Contreras, former Executive Secretary-Treasurer of the Los Angeles County Federation of Labor, AFL-CIO. María Elena is a graduate of St. Mary’s College in Moraga and earned a law degree from the People’s College of Law in 1985. 8

Amos Earl McElvaine April 30, 1922 – May 27, 2013

Amos Earl McElvaine Sr. was born in Dundee, Tunica County, Mississippi on April 30, 1922 to the union of Thomas A. McElvaine and Mary Ann Carr. He later met and married Alice Irine Darden in Marks Quitman, Mississippi on December 28, 1945. From this union was born Amos Earl McElvaine. Jr. Amos received Christ at an early age and was a member of Progressive Missionary Baptist church in Modesto for many years. Amos was a proud WWII US Army veteran who served from October 6, 1942 to November 23, 1945. While in the army he worked as a automotive mechanic, technician fifth class in the 355th quartermaster truck company, he also served with the Tuskegee Airmen. The battles and campaigns he participated in were Sicily, Naples-Foggia, Rome-Arno, North Apennines and Po Valley. He received the EAMETO metal, Good conduct metal & WWII Victory metal. Amos was a retired construction worker and a member of the Laborers’ International Union #1130 for 55 years. After retirement he remained active with his union attending meeting, rallies and protest the most recent being June 2012. Amos lived in west Modesto for 50 years and was active in bringing sewer services to the Robertson road neighborhood. He was very social and enjoyed attending church activities, family reunions and spending time with family and fishing.

On his 90th birthday, Amos was asked, “What’s the secret to life?” His response, “Don’t hurry and don’t worry.”

Amos departed this life on May 27, 2013 he was 91 years old. He was preceded in death by: his parents, his wife Alice McElvaine, his son, Amos Earl McElvaine Jr., and his brothers, Robert McElvaine, Thomas McElvaine and Henry McElvaine. Amos leaves to cherish his memory, two sisters, Rosie Hudson of New Lenox, IL, Mary McCaskill of Saginaw, MI. two brothers, Lawrence (Rosie) McElvaine of Chicago, Il, Willie D. McElvaine of Las Vegas, NV, six grandchildren, Antoine L. McElvaine, (Jeronima), Deetra (Andrew) Fields, Laray McElvaine, Derek McElvaine, Antoine S. McElvaine, Shamika McElvaine, two daughterin-laws, Ruth McElvaine, Gayle McElvaine, Sister-in-law, Ruth McElvaine 10 great-grandchildren and a host of other nieces, nephews, family and friends. Amos will truly be missed by all who knew and loved him.

05-28-2013 Assembly Bill 667 Labor Lobby Day UFCW sponsored bill AB 667 (Hernandez) passed the Assembly today. Labor also actively lobbied for passage of AB 880 (Gomez). Stanislaus-Tuolumne Central Labor Council actively lobbied in conjunction with the CA Labor Federation.

08-14-2013 Historic Immigration Reform Pilgrimage to Bakersfield Ms. Addie Brinkley, Delegate (CWA) and Ms. Fern (CWA) represented on the Historic CA Caravan to Citizenship on August 14th.

05-29 TO 05-31-2013 Building Workforce Partnerships Conference There were three Workforce Investment Board Directors who are our delegates that represented the Stanislaus-Tuolumne Counties Central Labor Council at this year’s conference. This conference is ultimately about collaboration—only working together can labor, business, government, and communities bridge the economic needs of working families and the challenge of sustainable economic recovery and growth. Billy Powell is an Executive Board Member on the Stanislaus Alliance Workforce Investment Board representing our Council. (This is the first time that labor has had an executive board seat on the Stanislaus WIB…we are very proud.)

08-16-2013 CIR Lobby Day with Rep. Jeff Denham (R-CD 10) Astrid Zuniga, Executive Secretary-Treasurer and Nikki Linnerman, President of the Stanislaus-Tuolumne Counties Central Labor Council lobbied Rep. Jeff Denham on Comprehensive Immigration Reform with affiliates from the CLC. Rep. Denham stated publicly on this day, for the first time that he supported immigration reform with a pathway to citizenship. (Can we please pass CIR now?)

08-16-2013 Immigration Reform Pilgrimage in Patterson We are at a critical moment in the battle and we must continue to pressure our representatives. In efforts to do just that, a Pilgrimage was organized throughout CA where 11 leaders walked 286 miles in 21 days. The pilgrims carried the suffering and dreams of the 11 million aspiring Americans. UDW and our Council’s delegates were present at this event.

OCTOBER-NOVEMBER GOTV 2013 Everyone worked very hard to make sure that our endorsed candidates won their elections. And it worked!
