OUR ACTIVITIES ICER organises a variety of international events to gather energy actors from around the world, for example past workshops have addressed renewables, security of supply, gas issues of global significance and energy efficiency. The International Confederation of Energy Regulators (ICER) is a voluntary framework for cooperation between energy regulators from around the globe. Our aim is to improve public and policy-maker awareness and understanding of energy regulation and its role in addressing a wide spectrum of socio-economic, environmental and market issues. Since its establishment in 2009 at WFER IV, ICER brings together 11 regional energy regulatory associations, representing over 200 regulatory authorities and spanning 6 continents. By establishing this voluntary confederation, with regular and structured contacts and cooperation between regulators, ICER engaged into promoting exchange information and best practices in the regulation field and contributing to the evolution towards a sustainable planet. To this end, regulators undertake joint analysis of a variety of regulatory topics and promote exchanges on training and education practices. Through ICER, energy regulatory issues can transcend regional and national boundaries and be addressed through dialogue and cooperation on a global scale. Our membership includes all Regional Regulatory Associations worldwide and spans 6 continents. ICER is currently chaired by Lord Mogg, President of the Council of European Energy Regulators (CEER). We focus our work around four key areas, in line with the topics explored during each World Forum on Energy Regulation. For the past 3 year period (2009–2012), therefore, the four topics were: reliability and secu-

rity of supply; the role of regulators in responding to climate change; competitiveness and affordability; and the independence, powers, responsibilities, best practices and training of regulators.
